The Office of Surface Mining Reclamation and Enforcement (OSM) is preparing an Abandoned Mined Lands Reclamation Control Technology Hand- book. (l) GAI Consultants, Inc. , recently prepared Chapter 2 on Mine Subsidence Control which contains a summary of subsidence abatement measures plus two new decision matrices for evaluating the subsidence abatement options that might be considered for a particular problem. These decision matrices are presented for information. Review of the subsidence abatement methods resulted in identification of items where research may impact the current state of technology in mine subsidence control. These research needs are presented to stimulate discussion of their importance in subsidence abatement and to encourage funding agencies, researchers, and practitioners to work on them.

A new comprehensive insitu instrumentation technique named this RCC Method has been developed for rapid assessment and improvement of the structural stability of underground openings. When applied to tunnel construction, the degree of present and prospective safety of underground openings can be determined in quantitative terms within 10 to 20 minutes of microcreep observation. When applied to mining, roofs and floors can be stabilized by controlling the stress conditions. This stress control method has eliminated the need for intensive roof bolting and extensive floor renewal in all cases where it was applied. Use of this technique is illustrated by field examples from the Seikan Undersea Tunnel of Japan and deep potash mining in Canada. NEW INSTRUMENTATION TECHNIQUE: THE RCC METHOD Failure problems in underground excavation usually arise in weak non-elastic grounds where conventional rock mechanics theories of elasticity are not only useless but also misleading. Presently, discontinuity planes in the ground are being considered a factor in assessing these failure problems, and while this development is interesting academically, it is not of much use in actual excavation work, where it is nearly impossible to identify and quantize all existing planes of discontinuity. Even if such an extraordinary task could be accomplished at an underground excavation site, effective use of the data would be difficult and impractical for rapid excavation work, with the possible exception of rare cases of ideally elastic ground.

Portanto, variações rápidas e amplitudes elevadas podem ser geradas, que, na prática, pode ser inviáveis, devido à limitação física de atuadores e equipamentos industriais. Nesse artigo é desenvolvido um método de sintonia em que os parâmetros do PID são calculados por meio do Algoritmo Genético. A função de custo proposta penaliza tanto a amplitude do erro de controle quanto à variação da variável manipulada. A estabilidade é garantida com as restrições de robustez sobre o pico das funções sensibilidades. Exemplos simulados demonstram as vantagens da sintonia proposta.

HIGH SPEED RAILWAY NETWORK Spain is a very adequate country to develop the high speed railway network thank to its geographical feature which has a 600km long radius, from Madrid- the capital that covers mostly the whole country. Therefore, the railway is a major competitor of the airline. In Spain, the new access to the north and northwest is nowadays the most important railway project which will allow a significant saving of time in the near future to the central plateau and the northern territories. Time savings as well as strict environmental considerations have been the main objective of various studies during the last decade leading to Guadarrama and Pajares tunnels as ones of the optimum solutions. Cordoba-Malaga high speed railway, the extension of the present Madrid—Sevilleline, through the Abdalajis range and the rail project to cross oriental Pyrenees between Spain and France are another two samples of large tunnels currently underway. In these four projects, the ground already encountered and to be soon encountered is highly variable, from very hard granite and gneiss in Guadarrama and Pertus to very poor argillite in Abdalajis, shale in Pajares and schist in Pertus. A number of faults are also expected. Hence, double shield hard rock TBM has been chosen. Figure 1 shows a general scheme in four projects. These four projects represent a total of 2 × 68 km of which 87 km are under DRAGADOS contracts. PROJECTS UNDERTAKEN BY DRAGADOS Guadarrama Tunnels This project is the longest twin tunnel with 28.377km, in Spain and considered one of the longest in Europe. The operating speed will be 300 km/h. This tunnel will link Madrid and the north territories through Guadarrama range. (Figure 2). The south portal is placed at el. 997.8m above the sea level. The tunnel starts with an inclination of 3‰, increasing until 15‰. After 6,620m length, the tunnel passes under the Morcuera ridge with an overburden of 960m. After 13,400m length, the elevation is 1,024m which is the highest point, and then the tunnel declines with a slope of 9.5‰, 2‰ and 19‰ until the north portal in Segovia province. Manganese-bearing deposits f the Leadville, Colo., district are of two distinct types. Manganosiderite, a combined or intimately mixed ferrous and manganous carbonate, occurs in unaltered zones as the predominant mineral. From 50 feet below the surface to as deep as 900 feet, psilomelane and wad, both black manganese oxide minerals, are found in intimate contact with hematite and limonite. A typical analysis of the black oxide ore shows 20.08 percent Fe, 18.64 percent Mn, 15.91 percent insoluble, 14.91 percent moisture, 0.94 percent Zn, and 2.13 percent Pb. A considerable tonnage of the oxide ore has been mined for production of spiegeleisen and for other purposes.

After his return to San Francisco, Mr. Bain, in view of the importance of his paper and its discussion, kindly furnished it in full. The delay in its publication (since it was received in April last) has been due, partly to the circumstance that other contributions had meanwhile acquired the "right of way," and partly to the consideration that, the situation contemplated in Mr. Bain's paper having remained practically unchanged, the paper and its discussion would not lose force or timeliness by this lapse of time.-J. S.] No acute observer of public affairs can have failed to observe a growing disposition on the part of the public to change emphasis in government from political equality to social justice. When our own government was founded it was felt to be sufficient to secure to each individual the fullest possible freedom of opportunity, and such a scheme was excellently adapted to the rapid development of a large territory having a small population. As the number of people in a given area increases, there are more points of contact and conflict; each must move in a smaller orbit, and there must be more regulation. Germany is making faster progress in industry than is any other country. The principal reason is the insistence there on team-play. In Germany there are fewer multimillionaires and more socialists (spelled with either a big or little " S ") than in any other of the leading countries; but Germany wins trade and is steadily improving the conditions of life for her citizens. Rehabilitation challenges were met nearly two months ahead of contract schedule for the Design-Build, Fast Track Scituate Aqueduct & Tunnel project in Cranston, Rhode Island. The aqueduct and tunnel were built in the 1920s and consisted of three sections—a 2.3 m diameter reinforced concrete section that extends approximately305 m before it transitions to a horseshoe-shaped 2.3 m wide by 2.1 m high cast-in-place concrete tunnel that continues for approximately 5.3 km until it transitions back to a 2.3 m circular section that extends approximately 1.9 km to the end of this project. Major repairs were required to assure sustained operation of this water supply tunnel.

The Bureau of Mines has developed a portable flammable gas detecting system for estimating the flammable gas concentrations in a mine containing one or more combustible gases at concentrations up to 100 vol pct. With this portable detecting system, mine rescue or recovery personnel can quickly determine if they are working in a potentially explosive gas atmosphere and either leave the area or make appropriate changes in the fresh air ventilation of the mine to render the area safe. The detecting system uses a commercial, intrinsically safe, flammable gas detector with a range from 0 to 5 vol pct methane (CH4). The flammable gas detector has a catalytic heat-of-combustion sensor that can detect all flammable gases that would be encountered in a mine including methane (CH4), ethane (C2H6), carbon monoxide (CO), and hydrogen (H2). To determine the mine gas concentration, the rescue worker dilutes a sample with fresh air carried within the detecting system. The concentration of the diluted sample is then measured with the permissable flammable gas detector. The actual mine gas concentration is calculated from the product of the indicated diluted gas concentration and the system dilution ratio using a pocket calculator or the nomograph on the side of the unit.

Nesta pesquisa, foi desenvolvido um material compósito com matriz poliéster, reforçadas com fibras de bambu e de sisal. As fibras de bambu foram extraídas do próprio campus da UFPA e as fibras de sisal obtidas no comércio de Belém. As fibras foram submetidas ao equipamento moinho granulador, com a finalidade de otimizar o corte das fibras, visto que, pelo processo manual gasta-se um certo tempo para obter uma quantidade necessária, para fabricação dos compósitos. E os comprimentos obtidos variaram entre 5 a 15 mm. Os compósitos foram produzidos utilizando-se o menor nível possível de processamento tecnológico nas etapas de fabricação. Foram fabricados 8 (oito) corpos de prova para fração mássica definida com a seguinte proporção 3,90%; a fabricação foi realizada por moldagem manual, usando resina poliéster insaturada com a proporção de agente de cura/resina de 0,33%. As fibras de sisal e bambu foram submetidas a ensaio de tração, determinação da massa especifica e avaliação microestrutural, por microscopia eletrônica de varredura (MEV).

Aluminum Production. -By October 1, Aluminum Company of America will restart a 35,000-ton-per-year unit at its aluminum smelter at Rockdale, Tex., restoring that facility to its full capacity of 325,000 tons annually. Primary Ingot Price Increase. -Most U.S. aluminum producers in mid-September were quoting a price of 72 cents per pound for primary aluminum ingot. On September 19, Kaiser Aluminum & Chemical Corp. announced that it would increase the price of primary aluminum ingot 4 cents to 76 cents per pound.

Study on Basic Theory of the Grain Settlement in Fluidised Bed This paper takes thick goal grains (less than 1.5 cm) as research object. According to different densities and particle sizes, thick goal grains are divided into 20 kinds of narrow density and narrow size level average grains. Free settling and hindered settling tests are respectively carried out in ?100 fluidised bed thick goal separators. Hindered settlement includes hindered settling velocity test and measurements of suspension density. Results show follows. (1) Fluid state in separator belongs to transition region. Alien's law is the appropriate formula of thick coal particles free settlement terminal velocity. (2) The main factors affecting hindered settling velocity are the number of solid particles in medium and the structure feature of the particle group. The bigger volume fractions of solids ? is, the smaller decreasing velocity coefficient of particle hindered settlement ¯ becomes. In the organism from bottom to top, density of suspended particles in fluidised bed gradually decreases, but near the top of the suspended particles, the density increased slightly. With increase of density and size, suspension density reducing extent increases from bottom to top of separators.

This paper will discuss how the construction management team and the contractor working together on the City of Los Angeles, North East Interceptor Sewer project, managed information on a daily basis. Data was synthesized from various sources including: inspection, survey, instrumentation, laboratory and the tunnel boring machine data logger systems to produce state-of-the-art reports and graphics which will become industry standard. Special emphasis is placed on how the data is managed and interpreted in a clear and objective manner, permitting the tunneling processes to be carefully monitored and suggesting appropriate action to be taken by the construction management team and contractor.

Four friction pile load test programs, including 23 tension tests and 9 compression tests, have been performed as part of the Central Artery/Tunnel Project in Boston, Massachusetts. The tests, performed on both precast, prestressed concrete (PPC) piles and steel piles, yielded the following adhesion values: [Soil Type Clay Clay Glacial Till Interbedded Sand and Clay Interbedded Sand and Clay Pile Type PPC Steel Steel Steel PPC Adhesion (psf) 610 to 1,200 230 to 900 220 to 550 680 1,280 ] The adhesion appears to be affected by differences in pile material type, with PPC piles having higher adhesion than steel piles. However, part of the apparent difference for the clay may be due to differences in time between driving and testing. The significant range of test data means that the need for site specific testing to determine or verify design values of adhesion should be considered during design. Creep rates at loads near failure ranged from about 0.02 to 0.18 inches per log cycle of time, with most values in the range of about 0.04 to 0.08 inches per log cycle of time.

A simplified radiochemical method has been developed for quantitatively analyzing; radon gas in underground uranium mines. In this method, a measured volume of air is drawn by a pump through a drying tube and a cartridge containing dioxygenyl hexafluoroantimonate reagent. Radon is captured as n nonvolatile product. After radioactive equilibrium has been established between radon and its short-lived daughters (approximately 4 hours), the gamma-emission of the cartridge is measured with a scintillation counter. The amount of radon is then calculated from the gamma-emission rate. The effect of cartridge geometry, reagent load, and air flow rate upon collection efficiency and counting efficiency is reported.

WHEN we consider the efforts made in Europe to promote the physical and moral well-being of the working classes, the question is suggested whether in this country, where, theoretically, every man is peculiarly the arbiter of his own destiny, we may not be too prone to expect every man to take care of himself, and neglect to make those provisions for the welfare of the employed, demanded alike by enlightened economy and humanity. In the older countries, where the disproportion between capital and labor is greater, and the working classes are more dependent, their welfare largely occupies the attention of employers. The subject is involved in the problem of the just relations of capital and labor, and we are rapidly approaching the time, if we have not already reached it, when a generous paternal interest in the welfare of the employed should be more generally manifested. It is a subject which is of special importance to mine-owners and engineers in this country, especially to those located in the coal regions. My own attention has been particularly directed to it by a visit made to the Hassard collieries, a few miles from Liege, Belgium, under the direction of M. Andrimont. This celebrated engineer has established a comfortable home for the miners near the mouth of the shaft of the mine. It has been highly successful and beneficent in its results, and may to a great degree be regarded as a, model for such undertakings. It is known as "Hotel Louise," this being the name of Madame d'Andrimont, who laid the corner-stone of the building April 4th, 1871. The structure is of brick, upon three sides of a square, and

ASARCO LLC (Asarco) Hayden Copper smelter, in Hayden, Arizona, has operated continuously (except for minor labor and economic curtailments) since 1912. The current plant configuration comprises INCO flash smelting, Peirce Smith (P-S) converting and fire refining/anode casting. In order to comply with the U.S. Environmental Protection Agency (EPA) 1-hour National Ambient Air Quality Standards (NAAQS) for sulfur dioxide promulgated in June 2010, the Hayden smelter had to increase overall sulfur fixation from approximately 95 % to 99+ %, requiring a retrofit of the existing converter department and upgrade of associated emissions controls systems. The Converter Retrofit Project (CRP) involved replacing the five existing 13’ diameter Peirce-Smith converters (2 blowing, 2 hot standby) with three new 15’ diameter Peirce- Smith converters (1 blowing, 1 hot standby) to allow for more effective process gas capture using the existing acid plant contact section. Significant upgrades were made to the acid plant wet gas cleaning section and converter primary gas handling system to improve capture performance, reliability, and sludge handling. In addition, a new tertiary gas capture system was installed to further minimize fugitive emissions from the converter aisle. The existing furnace tapping ventilation ESP was replaced with a new baghouse to enable at least 50% SO2 removal using high-surface-area dry lime injection, which was also implemented on the existing converter secondary gas baghouse system. The first two converters and all gas handling system improvements were started up in April 2018, and the third converter was brought online in November 2018. This paper presents the regulatory context; genesis and rationale for CRP; detailed description of the project; challenges during commissioning; system improvements implemented, and design considerations made, and systems performance and process optimization achieved since startup.

Increased competition in today’s global economy has put mineral industry under excessive pressure to effectively manage production assets to generate business wealth. Capital intensive industry (CII) organizations are seeking ways to manage skill resources, internal processes, and organizational networks with a view to reduce the cost of ownership of assets and increase efficiency of operations and service. The emerging concept of Enterprise Asset Management(EAM) is a collection of business processes that allow CII with right focus on return on investment on assets, to make right decisions on planning, acquisition, maintenance, operation, rehabilitation, and disposal of assets. Information technology (IT) can drive significant returns if the infrastructure covers seamlessly all business processes and all systems, like geographic information system, maintenance management, investment management, laboratory information management, and supervisory control and data acquisition system. The simple approach to IT in the past with disconnected silos of technology, information, and business processes cannot deliver the expected benefits under the modern business environment. Identification of business and application component is a prerequisite for the development of an asset management system that links effectively disciplined processes having characteristics of agility, speed, and integration. This paper discusses various issues and outlines the steps for developing an asset management roadmap in an organizsation. It also presents major business and application components of the system.
