That the governor is hereby authorized to appoint a commission of seven persons, to be known as the industrial accidents commission-two of whom shall be employers of labor, two of whom shall be employees in either mines or industrial establishments of this Commonwealth, or duly accredited representatives thereof, two of whom shall be learned in the law, and one of whom shall be a person skilled and experienced in making investigations-to inquire into the causes and results of industrial accidents in the mines, mills, factories, stores, and upon the railroads, street railways, ships, wharves, and in all industrial establishments, and in all other places where men, women, and children are employed in manual labor in this Commonwealth; to study the most advanced methods for safe-guarding against these accidents; to inquire into the subject of fair compensation for those who are injured in these accidents, and for the families of those who shall be killed as a result thereof; and to study the operation and effect of the Workmen's Compensation Law of 1913. SEC. 2. The chairman of said co~mission shall be designated by the governor, and the person named on said commission as a skilled and experienced investigator shall be the secretary of the commission, The commission shall have power to employ such legal counsel and other officers and employees as it may deem necessary to properly perform its duties. SEC. 3. The secretary of said commission shall receive an annual salary of $2,400 and his actual necessary expenses; and the other members of the commission shall receive no compensation for their services, but shall be allowed their actual traveling and other necessary expenses. The salaries of any other persons employed by the commission shall be fixed by it.

This report summarizes the results of a one-year agreement for research on the electromagnetic environment in coal mines, which was conceived as the beginning of a long term cooperative program between ITS and the Bureau of Mines. The concepts on which it was originally based are a result of the report on mine rescue and survival by the Committee on Mine Rescue and Survival Techniques of the National Academy of Engineering, dated March 1970. This report drew particular attention to the need for improved communications during and following mine disasters. In particular, the outstanding problems identified were the location of, and communication with, trapped miners. Some tentative solutions, generally involving long-wave electromagnetic signals, were offered. Consideration of the problems of disaster location and communication soon leads to consideration of the communications techniques (or lack of them) for use under normal mining conditions. In particular, if a disaster communication and/or location system is to be readily available and operable under disaster conditions, it should also be usable during mining operations. In this way operators can become familiar enough with the system to operate it during disaster conditions, as well as provide a mechanism for regular testing.

La cuenca se encuentra situada entre los centros poblados de Borja-Saramiriza-Puerto América de Madre de Dios, cuyas condiciones desarrollan posibilidades de deposición de oro aluvial. El estudio prospectivo fue empleado por personal técnico de la gerencia de exploraciones de Centromin Perú.S.A en el que obtuvieron 26 muestras referenciales, encontrando 100 000 hectáreas de interés prospectivo por oro fluvial.

Fossil fuel consumption in the United States increased markedly over recent years, and future demands expect to be even greater. Coal, this Nation's most plentiful natural fossil fuel, will play a key role in fulfilling these demands. With expectations of increased coal exploitation, the U. S. Bureau of Mines authorized this project, the objectives of whi.ch were to prepare an authoritative report on current surface coal mining technology, to define current problems and possible solutions, and to project future developments necessary to assure adequate surfaced mined coal production to meet the Nation's future energy needs. These objectives we're accomplished by an extensive review of available published literature and data gathering field visits to active surface coal mines throughout the country.

The process of drilling and bolting the roof is currently one of the most dangerous jobs in underground mining, resulting in about 1,000 accidents with injuries each year in the United States. To increase the safety of underground miners, researchers froth the Spokane Research Laboratory of- the National Institute for Occupational Safety and Health are applying neural network technology to rite classification of mine roof strata in terms of relative strength. In this project, the feasibility of using a monitoring system on a roof drill to assess the integrity of a mine roof and warn a roof drill operator when a weak layer is encountered is being studied. Using measurements taken while a layer is being drilled, one can convert the data to suitably scaled features and classify the strength of the layer with a neural network. The feasibility of using a drill monitoring system to estimate the strength of successive layers of rock was demonstrated in the laboratory.

WHEN gold was discovered in California, and San Francisco grew almost over night from a handful of people to many thousands, one of the first difficulties experienced was the lack of money. Gold dust in considerable quantities was rushed into the city from the various mining camps but there was no money. Purchases were paid for by weighing out dust in hand scales. We can appreciate' the difficulty of paying for a drink or buying a postage stamp under these conditions. All this gold was in the form of dust from placer workings and the first metallurgists were the assayers' who melted and refined this gold, casting it into bars which were weighed, assayed, stamped with fineness; value, and the name of the assayer. Many .of these plants were of considerable size, handling shipments that were accumulated by banks and express companies throughout the "Diggings" and sent to San Francisco to be shipped by water to the eastern states. The widely accepted kinetic model for the gaseous reduction of hematite is critically examined. The formation of the wustite layer during internal reduction cannot be explained in terms of solid-state diffusion. Present evidence indicates the existence of a micropore system in the wustite adjacent to the magnetite with the gas/solid type of reaction occurring not only at the iron/wustite interface but also at the wustite/magnetite interface. During the partial reduction of dense hematite pellets, in a controlled atmosphere, porous magnetite and wustite are formed as products. The mean pore size, as measured by mercury injection, increases with time at constant temperature and with temperature increase over the range 6500C to 950°C. The sizes of the pores indicate that Knudsen diffusion is the principal gaseous transport mechanism across thick layers of magnetite or wustite.The kinetics of the gaseous reduction to iron are consistent with a mixed control mechanism involving the interaction of gaseous diffusion effects with a first order reversible chemical reaction at the iron/wustite interface. Because of the larger pore sizes in the iron layers, ordinary molecular gaseous diffusion must be the principal transport mechanism. The usual experimental methods used for establishing the validity of chemical rate ~ontrol are incapable of differentiating between the mixed control- mechanism and exclusive chemical control.Some implications of mixed control kinetics are developed, including a predicted independence of rate on reducing gas pressure at higher pressures.INTRODUCTIONAn extensive literature review of the reduction of iron oxides has been compiled recently by Themelis and Gauvin (1962). From the large number of papers published and the widely divergent opinions of workers in this field, it appears that a simple unified quantitative analysis of reduction kinetics is not possible. The results of a comprehensive investigation of conveyance arrestment devices (safety catches) in United States coal mines are presented. Availability and use, performance, inspection, maintenance, testing, procedures, and regulatory requirements were investigated. Information was obtained from equipment manufacturers, mine operators, and regulatory-agency personnel, as well as from studies of domestic and foreign mining safety regulations. Traditional mine hoists and commercial elevators for mine use were investigated. Results of this and an earlier study of wire-rope practice in United States coal mines show a continued need for conveyance arrestment devices. A wide variety of these devices are in use. Only two types have been proved reliable for stopping a conveyance without injuring passengers or equipment. These are elevator overspeed-actuated wedge-clamp (Type B) safeties and broken-rope-actuated devices for wooden guides using a single-tooth-dog design developed in Ontario as a braking element. Elevators are widely used in U. S. coal mines. When maintained according to American National Standards Institute (ANSI) Specifications A17. I and A17. 2, they appear to present no major arrestment problems. Of 42 coal-mine hoists used for man transport that were inspected, 30 are in vertical and 12 in inclined shafts. Twenty-four vertical shafts use wood guides; 6 use steel. The 12 inclined-shaft systems use flanged-wheel T-rail guidance. Two wood-guided vertical-shaft systems use the single-tooth Ontario-type dog; the other 22 use multi-toothed wedges, cams, or dogs that have been proved highly unreliable. The arrestment devices in the six steel-guided vertical-shaft systems and in six of the inclined-shaft systems cannot be evaluated because performance data are lacking. The remaining six inclined-shaft systems have no arrestment devices at all. Of the 36 hoists with arrestment devices, the devices of 16 are never tested, the devices of 10 are actuated periodically with the conveyance at rest, and the devices of the other 10 are actuated periodically with a slow-moving conveyance. Although high speed is as probable as low speed in an emergency and would provide the best test of arrestment capability, no tests are performed in the United States which demonstrate the ability of an arrestment device to stop a loaded conveyance from high speed. Mine operators indicate little confidence in their conveyance arrestment devices, and manufacturers recognize a need to improve their products. Neither state nor Federal regulations provide a guide to this improvement. Mine operators, manufacturers, and state and Federal regulatory agency personnel would welcome specific guidance. In view of this, a set of application, design, actuation, stopping-performance, and testing and inspection criteria is presented as a guide to eliminating the inadequacies of these devices. Recommendations are included for improving hoist controls and machinery directly affecting conveyance safety.

A week-long selective overburden handling dragline op ration was conducted at a strip mine near Colstrip, Montana. The objective of the demonstration was to hvdrologically isolate a saline overburden zone during placement in the spoil piles. The saline zone had concentrations considered inimical to successful reclamation and was potentially dangerous to future water quality in the spoils aquifer. The zone was identified after review of chemical data for overburden samples collected from the intense 60 m grid drilling pattern. The saline zone in the overburden was: 1) handled in a normal manner; 2) segregated and buried; and 3) segregated, buried, and covered with a relatively impermeable 1.0 m thick clay cap. The method used to formulate this demonstration, the demonstration itself, and the monitoring and evaluation techniques are described in this report. Observation wells were installed to monitor ground water in the overburden, Rosebud coal, and McKay coal. Data from these wells were, used to estimate post reclamation water levels and to evaluate recharge and water movement characteristics in the vicinity of the demonstrations. The inimical zone was successfully handled in a selective manner with a minimum of delays. Economic analysis indicated cost of these selective burial operations to be about 1.1 to 1.5 times the cost of the normal operation at this particular mine site. Long term monitoring will be required to evaluate the effectiveness of these handling techniques in hydrologically isolating undesirable overburden materials.

References to computer applications throughout the industry are presented as well as comments on program availability. The work effort on the updated directory concentrated on programs that are available to the public and are well documented.

COMMENT on the economic significance of the special alloy steels seems inevitably to reduce itself to an attempt to peer into the future of the industry in which we are interested. We are all familiar with the historical development of iron and with the almost complete replacement of iron by steel. Those who have been connected with the industry since its .early days have had the satisfaction of witnessing the greatest industrial development the world has seen. As the cartoonists of the muck-raking decade liked to picture steel as an ogre armed with a spiked club, his hands reeking with blood and with golden coins dripping from his pocket, fiercely seeking for more widows and orphans to devour, I choose to call on my imagination to create a gigantic but beneficent robot of such marvellous mechanical skill. that it quickly transforms millions of tons of otherwise worthless material into the infinite variety of useful products which are so largely responsible for our present civilization.

Os rolamentos da máquina de lingotamento contínuo de placas foram inspecionados após campanha do segmento. O tempo de operação foi de uma campanha (1,5 ano ou 1,5 milhão de toneladas produzidas). Nos mancais centrais dos rolos longos, foram inspecionados 14 rolamentos, sendo 2 deles SKF com microestrutura bainítica e os demais 12 de outro fabricante, com microestrutura martensítica. Os rolamentos SKF eram de classe de desempenho Explorer e aprimorados, ficando evidenciado modo de falha seguro, diferentemente dos demais rolamentos, que apresentaram fadiga subsuperficial acentuada (descascamento), fraturas por fadiga e superaquecimento. A aplicação de lingotamento contínuo é bastante crítica para rolamentos, pois contempla sobrecarga, cargas de choque, contaminação por água e particulado sólido e altas temperaturas de operação. Ainda assim, a vida em serviço dos rolamentos com microestrutura bainítica foi estendida.

Stope back caving in a mine using open stope mining interrupts the planned mining sequence and causes oversize muck and dilution with adverse economic implications. As many underground mines are mining or have plans to mine at depth, stope back caving could have significant impact on the mine sustainability. Therefore understanding the caving mechanism is important in preventing future occurrence and improving the mine economic performance. Falconbridge Ltd Kidd Mine is an underground mine using open stope method producing more than 2 million tonnes per year. Its current lowest mining level is approximately 2070m below surface and the lower portion of the orebody is being developed. In years of 2002 and 2003 the back of three stopes of approximately 1900m and 2040m below surface caved and caused substantial mining difficulties at the mine. As these caved stopes are subject to stress concentration, seismic activities and near major geological structures, the caving mechanism is much more complex than that of stopes near surface. In addition to the recorded caving history by site observations, the mine carried out cavity surveys and test drilling to define the caved profiles. The mine seismic monitoring database provided information at these stopes. Stress modeling work conducted by an external consultant provided the stress patterns at the caved stopes. Based on the field collected data and stress and seismic information, this paper presents details of the stope caving process and cavity surveyed profiles, reviews the predictability of the stability graph approach for these cases, discusses the caving mechanism and proposes preventive measures to stabilize the stope back.

In terms of a Research Proposals supported by a Grant Agreement dated 30 June 1973, the author was commissioned to prepare an annotated bibliography of mine fires. The main objective was to conduct a comprehensive program of library research and search of official files to prepare a list of articles dealing with actual occurrences of mine fires. This bibliography as now completed includes an annotated reference from each article or report cited, underlining the cause, extent, methods used, procedural errors made, results achieved, ventilation effects, and lessons learned from the operation of subduing the particular fire.

Controlled graphitization has become known as a practical method for improvement of wear resistance and machining properties in steels. In this paper, the effect of heat treatment on microstructure of CK45 steel has been investigated. Austenitising was carried out at 920°C for 5 hours. Besides, isothermal transformation was conducted at 750°C in the time range of 1-20 hours. The microstructure of the steel considerably changes by this heat treatment process which exhibits the effects of temperature, appropriate austenitising duration and isothermal transformation. Conducted experiments show a suitable distribution of semi-spherical graphite particles especially on the surface of the steel. Also, analyses demonstrate that the amount of formed graphite in the austenitising temperature 920°C is more than graphite in single heat treatment temperature of 750°C.

A proteção balística contra projéteis de alta energia, como o 7,62 mm, é mais eficientemente realizada por meio de sistemas de blindagem multicamada (SBM). Estes são formados, em geral, por uma camada frontal de cerâmica, uma camada intermediária de tecido sintético ou de compósito, e uma camada posterior de um metal dúctil. Em trabalho recente, Monteiro et al. (2016) estudaram um SBM com camada intermediária formada por compósito reforçado com tecido de rami em substituição a um laminado tecido de aramida. Eles obtiveram resultados satisfatórios com boa redução de custo. No presente trabalho, foram investigadas fibras de rami in-natura como substituição ao tecido de rami na camada intermediária compósita. Os resultados foram comparados ao desempenho de um compósito reforçado com 30% de tecido de aramida, bem como aos resultados anteriores. Observou-se que a utilização dos compósitos reforçados com fibras de rami manteve o bom desempenho do SBM, com um custo cerca de 5 vezes menor que o SBM com aramida, e 60% menor que com tecido de rami.

Dust diseases are much before the public at present, but little reliable information on the subject is readily available to the layman; even those rated as experts usually have a more or less theoretical conception of these diseases, their causes, remedies, and prevention. Until recently little attention has been given to prevention, and the usual attitude of the engineer, upon whom the main reliance for prevention ultimately must devolve, has been to let "sleeping dogs lie" or, more definitely, to "let well enough alone." However, the "laissez faire" attitude no longer is tenable; in the past few years numerous conditions have caused those engaged in industry, including mining, to study the subject with a view to ascertaining the facts upon which to formulate remedial measures, primarily preventive. This bulletin is an attempt to assemble information in convenient form on effects of breathing dusts, largely in the mining and allied industries. The literature on this subject is so extensive that no attempt has been made to include all published material or all types of dust diseases but only to assemble some of the more outstanding data on several aspects of the subject, especially with reference to silicosis.

O objetivo deste trabalho foi a obtenção de microestruturas diferenciadas, em um aço baixo carbono com microadição de Molibdênio e Nióbio laminado a quente, após submetê-lo a diferentes meios de resfriamento antes e após a temperatura de interrupção de 600°C (que simulava a temperatura de bobinamento). A evolução microestrutural e mecânica foi avaliada com o auxílio de técnicas de microscopia óptica e microscopia eletrônica de varredura, testes de dureza Vickers e tração uniaxial, somado a determinação das temperaturas de transformação de fase em um analisador termomecânico (TMA). De acordo com os resultados, meios de resfriamentos mais severos foram mais efetivos em proporcionar um aumento da resistência mecânica associado a decréscimo da ductilidade pela formação de fases mais dura e aumento da acicularidade da ferrita.

La presente investigación refiere los aspectos de salubridad en las minas de Cercapuquio, a partir del ambiente de actividad del trabajador y su desarrollo fisiológico corporal. El yacimiento minero situado en el distrito de Chongos Alto, provincia de Huancayo, departamento de Junín, tiene una altura máxima de 2400 m.s.n.m, que influye en la formación biológica del hombre andino, puesto que tanto la altitud, temperatura y atmósfera son características morfométricas constituyentes de su fisiología. Sin embargo, según un estudio realizado a los hombres de trabajo provenientes de los departamentos de Junín (89%), Huancayo(7%) y Lima, se estableció que aunque hubieron desviaciones fisiológicas (volumen de sangre,capacidad respiratoria, etc,), las posiblidades de vida en la altitud para el hombre aclimatado son las mismas que para el hombre de mar. Sobre el resultado de estas bases, se evaluaron otras características de la patología del trabajador y los trazos posibles de morbilidad, logrando reducir los altos índices de la enfermedad. Las medidas adoptadas por la minera para proteger al personal empleado fueron: Foto-fluorografía de ingreso para el personal nuevo, instrucciones sobre la alimentación, higiene y prevención de enfermedad, llenado de fichas, control integral de partos respecto de las familias ubicadas en el asentamiento minero, difusión sobre profilaxis de enfermedades, vacunación total, esterelización del agua, etc. Respecto de los índices de morbilidad, se consideraron las patologías desarrolladas en el niño y recién nacido del trabajador, tales como las infecciones respiratorias, digestivas, carenciales, las cuales respondieron de forma óptima al uso de los tratamientos moderno-hidrosalinos, dietéticos y anti-infecciosos.

The U.S. Bureau of Mines (USBM), in cooperation with the American Society of Mechanical Engineers (ASME), conducted over 200 hours of melting tests to vitrify residues from five municipal waste combustion facilities. Combined residues (grate residue and f1yash) from three municipal waste combustors, a waste water treatment sludge combustor, and flyash from a refuse-derived-fuel (RDF) boiler, were sequentially melted in a I-metric-ton (mt) water-cooled-wall electric arc furnace. Each of the residues underwent magnetic separation, screen size analysis, and bulk chemical analysis prior to melting. The furnace products were examined by optical and electron microscopy and by X-ray diffraction. Bulk chemical analyses were acquired for the metal, fume, and vitrified furnace products. The material balance for the furnace operation indicates that from 69 to 86 pct of the feed reported to the vitrified furnace product, which had leaching potentials well below the EPA limit for each metal, as determined by the EPA TCLP. The electric arc melting furnace currently is being utilized in a cooperative research project between the USBM and the Idaho National Engineering 'Laboratory (INEL) for melting tests on simulated low-level radioactive wastes,
