This appendix documents the mathematical approach to deriving the components of change presented in this report. The formulation closely follows that contained in Chapter IV of the documentation for the BEA 1977 Input-Output Tables.' The basic elements for the calculations include the "use" matrix (U), the "make" matrix (M), and any of the ten columns of final demand (generically represented by the symbol y). The use matrix contains information about changes in the technological processes of production, while the make matrix describes the nature of secondary product production in each industry. We adhere to BEA conventions in maintaining careful distinctions between commodity output (c) and industry output (x). The industry-by-industry 1-0 tables supplied by NYU for use in this analysis are square matrices, with the number of commodities and the number of industries both equal to 85. The BLS table for 1982 (commodity by industry) was aggregated and adjusted to be consistent with the earlier tables. The three basic steps for estimating components of change proceed as follows for each column of final demand. 1) Calculate the actual change in output of each commodity for each of the four time periods: 1963-72, 1972-77, 1977-82, and 1963-82.

The emphasis of this paper is on the characterization and testing of the slag produced by a secondary lead refinery. This work forms part of a broader investigation aimed at reducing loss of valuable product from the process as well as minimizing the environmental impact of the process wastes. It was this work that led to a critical examination of the standard waste classification tests. Characterization of the slag was carried out using a number of complementary techniques. In the broader context, the slag characterization aided in identifying process deficiencies and thus was a critical tool in suggesting potential for process optimization. For this study, the slag characterization provided a relatively comprehensive picture of the composition and properties of the slag, which facilitated understanding the behaviour of the slag under batch test conditions. On the basis of quantity of hazardous components alone, the slag is hazardous according to South African Acceptable Risk Limits (ARL). However, when both the quantity and the leach potential of the hazardous components is taken into account, standard waste tests carried out by three independent agencies indicate that the slag should not be classified as hazardous according to local regulations. Also, according to United States Environmental Protection Agency (US EPA) limits, which are independent of the quantity of the waste, the slag would not be classified as hazardous. The standard waste tests used by the independent agencies was the Toxicity Characteristic Leach Procedure (TCLP), a test which was developed by the US EPA to classify hazardous wastes. One of the requirements of this batch test is that it should be quick, simple to carry out and that the results should be reproducible. Previously, the applicability of the TCLP test to mineral processing and metallurgical wastes has been challenged on a number of points. Additional testing of the slag was carried out using both the TCLP and the Synthetic Precipitation Leach Procedure (SPLP) recommended by the American National Mining Association as being more appropriate for mineral processing wastes. The particular physical and chemical characteristics of the secondary lead slag highlighted additional limitations of both the TCLP and SPLP tests as standard laboratory batch procedures. Hydraulic shovels are widely used for primary production in surface mining operations. Variability in material diggability, unstructured mining environments and limited space and operator inefficiency affect the performance of these shovel excavators. Dynamic models of the hydraulic shovels are essential for understanding and improving machine performance. This paper contributes to this subject area by advancing hydraulic shovel kinematics and dynamics using the modified Newton-Euler method. A virtual simulator is developed to simulate the hydraulic shovel performance in the ADAMS environment. The simulator is validated with data on shovel geometry and the physical and mechanical properties of a formation in a surface mining environment. The results indicate that a shorter digging time increases the shovel operating power requirements, and that the required peak power increases by 100% when the digging time reduces by 50%. Simulation results also show that a shallow trajectory facilitates the digging process, with 50% reduction in peak power requirements compared to a deep one. This simulator provides a powerful tool for performance monitoring, excavation process designs and structural optimization of hydraulic excavators. This work also forms the basis for developing comprehensive simulator models for automated shovel operations in constrained mining environments.

A large number of experiments have been carried out by many workers on the recrystallization of deformed and subsequently annealed metals and alloys. Although observations on single crystals are of great importance in the study of the recrystallization textures of deformed and annealed metals, very little of this work deals with material in this form.Since, in deformed metals, the stress concentration is greatest at the grain boundaries and along the planes of slipping, it is to be expected that recrystallization will start in these regions. For example, in polycrystalline aluminium (1),:1: (2), copper (3), a-iron (4) and brass (5), (6), which had been deformed by cold-rolling, drawing, pressing or stretching and then annealed, the new grains first appeared in the boundaries of the original crystals, whilst in the case of cupronickel (7) and iron (8), recrystallization commenced along the slip planes of the deformed material. This report documents-the process of literature review, site selection, instrument installation, data acquisition, and preliminary data reduction performed to evaluate the influence of rock mass discontinuities on coal mine subsidence. A system of surface, subsurface and mine level instrumentation was installed at the Armco No. 7 Mine in Montcoal, West Virginia where the overburden varied in thickness from 630 to 1040 feet. Survey monuments, borehole pressure cells, full profile borehole inclinometer-extensometers, mine level extensometers, stressmeters and tape extensometer convergence stations were installed to monitor displacements and stress changes. Final design of the instrumentation system was based on: a) review of available information, b) field mapping and analysis of areal photography, c) drilling, and d) borehole geophysics. The report contains the complete graphed data of stress and displacements accompanying the longwall mining of a 4800 ft long by 480 ft wide coal panel.

"An EXTENDED ABSTRACT is available for download. A full-length paper was not prepared for this presentation.South-East Asia represents the world’s most productive tin province, mainly from placers. Kalimantan has been a major diamond producer, while in the 1980s a placer gold rush occurred in Indonesia and Malaysia. Reviewing extensive geological and mining data highlights phenomenal palaeo-environmental changes in the Sundaland region, interpreted to be responsible for generating ‘giant’ placers. Correlation of the Late Cainozoic stratigraphy has been facilitated from mine exposures and drill holes distributed throughout Peninsular Malaysia, the Indonesian Tin islands and Kalimantan, including contiguous marine areas with extensive shallow seismic profiling data. Knowing the association of rich placers with palaeo-environmental episodes and stratigraphical units has been helpful to facilitate their discovery. All three placer commodities responded similarly to region-wide landscape evolution following Mio-Pliocene high sea levels. Commencing with major regression, important stages comprised: a long period of landscape stability with deep weathering during the maximum Sundaland extent gradually rising sea levels/precipitation initiated slumping of mineralised regolith to form fans, later reworked by braided streams with aggradation (Old Alluvium); during episodic pluvial periods downcutting upgraded placers significant change occurred around Middle Pleistocene time with peneplanation and pedogenesis from Late Pleistocene time ‘modern’ fluviatile deposition (Young Alluvium) filled incised V-shaped valleys.Placer seams show systematic variation in stratigraphic position, in particular cassiterite especially occurs in the Old Alluvium (equivalent Upper Dahor Formation in Kalimantan). Gold is commonly richer in gravelly younger deposits, partly because of secondary precipitation within permeable alluvium. A method is derived for obtaining the distribution of sphere diameters and plate thicknesses (or pearlite spacings) from size distribution functions obtained along randomly oriented lines. The method described offers several advantages over existing methods. IT is often of interest to measure not only the average particle size but also the distribution in sizes of particles dispersed in an opaque material, such as an alloy. Particles of a single size will exhibit a range of apparent sizes on the plane of polish. In the context of the following report, an hazardous location can be described as any industrial area in which flammable or explosive gases, vapors, and dusts can be encountered. When electrical apparatus is used in such hazardous atmospheres, the chance of a dust or gas ignition is ever present. Consequently, in an effort to reduce the ignition hazard, several protection systems have been devised. Such systems are termed electrical hazard reduction techniques. The most widely accepted and used of these, the explosion-proof enclosure, is the principal subject of this report. However, other techniques are briefly mentioned. Hazard reduction techniques used in coal mine atmospheres (which can contain methane, coal dust, and air mixtures) are classified as Group I. The explosion-proof enclosure commonly used in mines is defined by the USBM Schedule 2G as a device that can contain internal explosions of methane-air mixtures without undergoing damage or excessive distortion and without an ignition of a surrounding methane-air mixture or discharge of flame. (100) Internationally, the definition remains the same except the words "discharge of flame" are not present. (4,5,31,42,52,76,102) The latter description often refers to flame-proof enclosure construction, but the terms "flameproof: and "explosion-proof" commonly have the same connotation. These enclosures which may not be vapor tight, are distinguished by heavy-wall cast or welded construction and bolted or threaded close fitting flanges.

A study of the various components contributing to energy costs and their relationships to generally trended operating data, such as tonnage, operating costs, etc., over progressively shorter time periods provides information for an energy audit. A study of annual data gives some insight into the importance of various energy components. As the time frame of the study progresses through monthly, daily and, finally, into quarter hourly data, the variations become more evident and, most important, strategies develop to minimize energy costs. The results of an audit conducted during the summer of 1978 at Wesfrob Mines Limited are reported to illustrate this important phase, prerequisite to a meaningful energy cost avoidance program. The balance of the paper deals with the energy conservation program at Falconbridge Nickel Mines Limited's Sudbury operations, the metering and control equipment, the commitment, the new energy accounting practices and, lastly, the policies. Examples of successful energy conservation endeavours include automatic peak electrical load control, waste heat recovery from mine air and compressor cooling water, energy reductions resulting from lower building temperatures and curtailment of idling loads. The use of pulse meters to measure the flow of gas, steam, compressed air and electrical energy, with their signals interfaced to process computers, allows monthly, daily and, if necessary, immediate reporting of energy and energy per unit of production information The program so reported at Falconbridge's Sudbury Operations is credited with an annual cost avoidance of .9 million dollars in a 14.0-million-dollar annual energy account

The incorporation of low cost technology transfer to increase the ability of locals to acquire and maintain long term employment are key ingredients for sustainable industrial development. Alcoa’s Alumar plant on the island of Sao Luis is the largest and most modern refinery/smelter complexes in northern Brazil. The plant has one of the most advanced Environmental, Health, and Safety management process in the aluminum industry. Technical assistance, training and financial support were made available to Alumar to address social sustainability issues. Through several programs led by employees on a voluntary basis and applying intensive and extensive training programs, Alumar has enabled local people to develop skills on agriculture and land management, wastes minimization, small business development and administration, all based on sustainable development and social responsibility concepts.

Forage plots were established on agricultural lands contaminated by acid mining waste. The acid produced through oxidation of pyrite and other sulfides caused elevated solubility and plant availability of copper, zinc, and arsenic which killed vegetation and polluted surface and groundwater. Soil amendments including agricultural lime (CaCO3), hydrated lime (Ca(OH)2), phosphorus, and organic matter were used to reduce the toxicity of metals. Several acid-tolerant grasses were used to vegetate the amended soils. Various soil extraction techniques were used to see which best correlated with vegetation performance. The extractions corresponded to three "forms" of metals in soil including soluble (water-saturation extract); plant-available/weakly adsorbed (DTPA extract); and total (HNO3/H202 extract). Of the extractants tested the DTPA levels appeared to correlate best with metal levels in plant tissue. The DTPA soil extractant serves as a useful tool in predicting potential phytotoxicity of mine waste materials.

The Bureau of Mines conducted research to develop triggered barrier systems for protection against gas explosions that can occur in underground coal mines during the use of continuous miners. Several extinguishing agents were tested in barriers at a simulated mine face. Water, powered by pressurized nitrogen, was found to be efficient in stopping fully developed gas explosions, but it had little effect against the explosion during its incipient stage. Hybrid combinations of currently known extinguishants, however, were successful against incipient explosions. Three hybrids that were developed and tested consisted of Halon 1301, combined with either an aqueous foam solution, water, or a dry chemical powder. The three hybrids were found to be more efficient than any constituent alone. Results of the tests point to a synergism between the hybrid components, and indicate that the Halon aids in dispersing its constituent and also converts the aqueous foam solution into a stable fine foam and the water into fine drops.

"Mine planning software continues to be an important factor when it comes to the development of the South African mining industry. To contribute to this development, a new methodology to define and measure mine planning software utilization in the South African coal mining sector within an evolving data-set framework was developed. An initial data-set showing the mine planning software providers, their corresponding software solutions, as well as the software capabilities and information on the number of licences was collected and compiled in 2012 in an online database for software utilized in the South African mining industry. Details of the database development and implementation were published in the Journal of the Southern African Institute of Mining and Metallurgy in 2013. In 2014 the data-set was updated with additional and new information.In this paper, using the 2012 and 2014 time-stamps, a methodology for estimating the software utilization is developed. In this methodology, three variables: commodity, functionality, and time factor are used to define and measure the software utilization in order to ultimately inform decision making strategies for software utilization. Utilization in the coal sector was measured according to six different functionalities, namely Geological Data Management, Geological Modelling and Resource Estimation, Design and Layout, Scheduling, Financial Valuation and Optimization. The methodology is useful for stakeholders reviewing existing software combinations or intending to purchase new software in the near future and wanting to estimate the comparative attractiveness of a certain software package. These stakeholders include mining companies, consulting companies, educational institutions, and software providers. The work presented in this paper is part of a PhD research study in the School of Mining Engineering at the University of the Witwatersrand."

Gas and water permeabilities of a large number of samples from the Pittsburgh and Pocahontas coals were measured at various overburden and mean flow pressures. A wide variation in the air and water permeabilities was obtained for each type of coal. Overburden pressure has the most significant effect on the single-phase permeability. Considerable hysteretic effect was observed for both air and water permeabilities. Gas permeabilities are affected to a lesser degree by mean flow pressures above atmospheric. However, at subatmospheric mean pressures, appreciable increase in permeability occurs for low permeability samples. Air and water relative permeabilities were also measured for numerous samples of Pittsburgh and Pocahontas coals. Tests were performed under steady-state conditions for both drainage and imbibition cycles. Results indicate that the flow of gas is greatly reduced during the latter process, whereas it is largely undiminished over a wide water-saturation range during drainage. It is also shown that imbibition saturation distributions obtained from liquid-water imbibition as opposed to water-vapor adsorption produce gas permeability curves of radically different character. The effective permeabilities to both gas and water were significantly reduced with the application of overburden pressures in the range of 0 to 1,000 psig, but the general shapes of the relative permeability curves remained the same.

THE discussion on Dr. Chipman's paper, Mapping by the Topographical Survey, centred mainly on the urgent need for aerial photographic reconnaissance of unmapped portions of the country as an initial phase in the provision of suitable topographical maps for use as a guide in geological mapping, prospecting, exploration, and development work in the areas concerned. This, ir was pointed out, would necessitate an expansion of the topographical work of the Bureau of Topography to keep pace with the photographid work and to meet the demand for maps for use by geologists of the Bureau of Geology and others. A resolution requesting Institute Council to make representations to the proper authorities, urging that aerial photography and topographic map-ping be greatly expanded to meet the pressing needs of the situation, was moved by DR. W. F. JAMES and seconded by MR. L. G. SMITH, and carried unanimously. The full text of the resolution appeared on page 221 of the May BULLETIN. Others who spoke in support of the resolution were MESSRS. E. S. MOORE, L. B. ROCHESTER, F. D. SHEPHERD, and W. J. WRIGHT. Dr. Hansen then presented his paper, Mapping by the Geological Survey, discussion on which is summarized below. MR. FRANK EBBUTT(l) spoke of the very valuable service the Geological Survey bas rendered the mineral industry, and indeed the whole nation, in its century of existence, despite the very inadequate financial support it has received. Now, more than ever before, a strong and expanded Geological Survey is essential if the Industry is to continue to prosper. Our known ore reserves are being depleted very rapidly, and we are finding no new orebodies to take their place. As an aid in prospecting and exploration, and also in the development of orebodies when they have been found, we must have geological maps of the vast sections of the country which at present are unmapped or inadequately mapped. The Institute should make every endeavour to have the Geological Survey strengthened so that such maps may be made available as soon as possible.

A damaged outlet pipe beneath Lenihan Dam has restricted reservoir discharges, severely constraining the owner?s groundwater recharge program. The solution, a new outlet pipeline through the dam?s right abutment, includes an approximately12.2-m-deep (40-ft-deep) shaft and 618.7-m-long, 4.3-m-diameter (2,030-ft long, 14-ft-diameter) tunnel mined in Franciscan melange composed of hard blocks of rock and soft clayey matrix. Alternating road header with drill and blast operations and using steel ribs and shotcrete have proven a flexible combination for handling the variable ground conditions. Excavating the shaft and connecting it to the tunnel require lowering the reservoir for five months, during which time careful construction sequencing and use of a tunnel plug eliminate the risk of an uncontrolled discharge.

The mining industry continues to underpin the regional economy. Australia, benefiting from a weak currency, receives 27% of the total goods export value from non-energy mining lead by aluminium, iron ore, gold and nickel. Consolidation has eliminated CRA, Comalco, North, Savage, Acacia, Ashton, Great Central, Aberfoyle, Placer Pacific, Plutonic, Normandy and RGC leaving Rio Tinto, BHP-Billiton, WMC, MIM and, increasingly, the South African companies Anglo, Gold Fields and Harmony as dominant players. Exploration stagnates with expenditure dropping 40% in Australia and 80% in PNG from peak levels. Major new regional developments include Rio’s West Angles iron ore project, Newcrest’s Ridgeway gold-copper mine and Inco’s Goro nickel-cobalt project in New Caledonia.

In this National Institute for Occupational Safety and Health (NIOSH) investigation, numerical modeling is used to evaluate the degree the pillar strength is increased with a rectangular pillar over a square pillar. Three-dimensional models are developed with pillar sizes and geometries typical of underground limestone mines in the United States. Physical properties for the models are based on geotechnical surveys of nearly 30 underground limestone mines. To examine the effects of pillar length on pillar strength with the modeling, a parametric study was conducted where the pillar width was held constant while the length and height were varied resulting in width-to-height ratios ranging from 0.5 to 1.5 and width to length ratios ranging from 1 to 6. There are two aspects to pillar strength and failure. At relatively low stresses, pillars can fail as a result of geologic structure. At greater depths and sufficient extraction ratios, the pillars can also fail as a result of the vertical stresses exceeding the pillar strength. The effects of increasing pillar length regarding both strength aspects are presented in this study. Equations were developed for the increase in pillar strength with both height and length based on the model results. The results from these equations were compared to those from previously developed empirical equations for rectangular pillars. For the more slender limestone pillars with a width-to-height ratio below one, there is little increase in pillar strength for length-to-width ratios above 2 and almost no increase with length for a width-to-height ratio of 0.5. Only with the more squat pillars is there a significant improvement in strength with length. The gain in pillar strength with length for the pillars is explained by the change in the ratio of the area of the pillar affected by the ends to the area of the pillar. For the squattest pillar, the change in strength is also affected by an increase in pillar confinement along the central length of the pillar as the pillar transitions from a square to a long rectangular pillar. With geologic structure, added pillar length can significantly improve the pillar strength, depending on the strike of that structure with respect to the long pillar axis.

Northside Storage Tunnel provides 500 megalitres (Ml) (130 million gallons) of storage capacity to capture stormwater/sewage overflows into Sydney Harbour. The6.6 m diameter TBM driven tunnel traverses Middle Harbour 85 m (280 ft) below sea level and through a sandstone/shale rock mass, highly disturbed by stress relief, 20 m(65 ft) beneath the base of the sediment filled palaeochannel. Target limits for inflow, groundwater drawdown and settlement of the valley beaches were achieved by systematic forward grouting from the TBM. Support included rockbolts, sets and shotcrete to carry rock loads, control block instability and spalling and to provide durability and serviceability. This paper describes the tunnelling and grouting works and their effectiveness.
