The scale-dependent hydraulic properties in a fractured porphyry copper oxide deposit are investigated for relevance to In Situ Leach Mining (ISLM) design. In most well field designs, mine operators assume that hydraulic properties represent a continuous spatial function, or continuum. The problem, however, is that the representative elemental volume, the volume over which hydraulic properties are described as a continuum, is a domain (if it exists) that occurs between end members representing varying degrees of heterogeneity. At the Cyprus Casa Grande mine, transmissivity fluctuations are spatially correlated. This suggests that, at the scale of ISLM, the hydraulic process is heterogeneous, and a typical continuum representation is inappropriate for design. Alternatively, a conditional stochastic approach using the Simulated Annealing (SA) technique is deemed useful for the imaging of heterogeneous hydraulic properties. Specifically, SA preserves transmissivity extremes and spatial complexity, both necessary for accurate conditioning of a flow simulator. Also, the stochastic continuum approach provides an avenue whereby uncertainty (or risk) may be addressed. Currently, the SA weaknesses are that it is computationally time consuming and that uncertainty may increase when simulating under conditions of statistical isotropy. Recognizing that ISLM exerts a dynamic influence on hydraulic properties with time, the mine design should be re-evaluated at intervals throughout the evolution of the leaching process.

It is shown that dewatering of fine coal particles (D50 : 21 microns) is enhanced near the point of zero charge. The coal surface is modified by the addition of copper ions and adjusting pH to precipitate surface active metal hydroxy species which promote agglomeration and produce low moisture cakes. Filtration kinetics data are used in calculating filter cake parameters from an integrated form of Darcy's law. The influence of copper ions and pH on filter cake parameters and correlations among them are presented.

General Statement In Montana, as in most states, the requirements for water quality control are becoming more restrictive. What was once accepted practice is now obsolete. The planning and construction of water quality control facilities has taken on new importance. Past practices and new ideas must be examined to meet the challenge. By this paper we hope to encourage the exchange of ideas for the improvement of water quality control techniques. Both the mining industry and governmental agencies should benefit from such an exchange. The following is a summary of the work done and in progress by The Anaconda Company in Butte to provide an improved water quality related to production processes. We invite your comments. The use of diesel-powered equipment in underground coal mines has increased substantially during the last ten years in an effort to enhance mine safety and productivity. Pennsylvania and West Virginia are two of a number of states with regulations governing the use of such equipment. These states both developed and promulgated regulations before permitting diesel equipment in their underground coal mines because of concern for miners’ safety and health, especially with regard to the contamination of mine ventilation air with diesel exhaust emissions. The major components of diesel exhaust emissions are combustion gases and diesel particulate matter. The gaseous emissions consist of carbon monoxide, carbon dioxide, oxides of nitrogen, sulfur oxides and unburned hydrocarbons. The diesel particulate matter (DPM) is comprised of solid carbon particles, liquid and solid hydrocarbons, sulfates and moisture. The Federal Mine Safety and Health Administration (MSHA) also promulgated regulations in an effort to control diesel emissions in underground coal mines. MSHA has adopted threshold limit values (TLVs) for all gaseous components of diesel exhaust, which were established by the American Conference of Governmental Industrial Hygienists (ACGIH). MSHA (30 CFR Part 72 Subpart D) has established a tailpipe DPM emissions limit of 2.5 g/hr for diesel engines used in permissible equipment, heavy-duty non-permissible equipment, generators and compressors used in underground coal mines. A tailpipe DPM limit of 5.0 g/hr has been established for light-duty outby diesel-powered equipment. The rationale for the tailpipe emissions limit was that an ambient measurement of DPM in a coal mine was not feasible because there is no established sampling method able to distinguish between coal mine dust and DPM. The stringent tailpipe emissions limit mandates the use of exhaust aftertreatment devices for most diesel engines used in underground coal mines today. One method by which tailpipe DPM can be reduced to MSHA limits involves using an exhaust cooling device in conjunction with a high-temperature, disposable diesel particulate filter.

Marble has been recognized as a valuable natural resource ever since ancient times. Due to its peculiar aesthetic and technical characteristics as well as the lithotype uniqueness, it has widely been appreciated over the past centuries. In present times its production and demand are enjoying an increasing trend, with comparatively high market prices. All this considered, marble can be included among these natural resources whose exploitation provided, and still provides, an important contribution to the growth of the economic system. Nevertheless, there is at least one more important reason that makes marble a valued resource. For ages, marble represented one of the most important raw materials for sculpture sand architectural masterpieces, which constitute part of the cultural heritage of mankind. With this in mind, the value of marble is strictly related to its extraordinary capability to preserve cultural heritage and therefore to convey civilization from past to future generations. In other words, the role of marble should be recognized as being of the utmost importance in order to attain an overall objective of ?cultural sustainability?, that is, the assurance of the inter-generational flow of the cultural heritage capital. To achieve this sustainability goal, the priorities should be to protect and preserve the world?s artistic and architectural historical heritage, which require restoration works. In this field, a very il task is entrusted to the extractive industry: this industry, in cooperation with historians, art experts and public authorities, is in charge of detecting and supplying historical stones for restoration purposes, taking into consideration that, in order to restore a monument in a correct way, the same lithotypes the monument was made from are needed. These marbles are often no longer in production, so that it becomes necessary to find the location of the original quarries, as only there is it possible to extract even the small quantities of stones that are needed. In this case, the stone, located in its geological context, could have such valued characteristics as to be considered an important public asset and consequently a resource to be preserved and protected even beyond the market conditions. This important task should be carried out by the public administration through a targeted intervention of territorial planning and monitoring, which could include the support for the specific extractive activity.

The Hai-Shan No. 1 Coal Mine, located in northern Taiwan, is one of the typical coal mines on the island which, limited by natural condition, are mostly small in scale. With the advancing longwall method, the mine is now winning a seam, 80 cm thick, at a 32° dip, with a working depth of 824 m below surface. The annual output is about 50,000 mt of clean coal. At the working gallery, the virgin rock temperature may go up to 46°C, difficult to be brought dam to n acceptable level: because .of the tropical climate with high intake temperature and high humidity. Besides, at this depth, the intake air that goes down the long inclined shaft generates considerable heat due to autocompression. The mine is ventilated by a set of axial-flow fan with 38 m3/S of intake air at 2.2 KPA WG. With this volume of air, the temperature at the working-face is usually above 30°C WB. Appreciable lowering of the temperature is not expected even with an increased volume of ventilated air. For this reason, decision has. been made to try the installation of a pilot underground refrigeration unit near. the lowest gate road to cool the intake. air. from 32°C WB to 28°C WB which seems acceptable to on-the-spot workers exerting heavy physical labor. The experimental unit is designed for carrying away a total heat load of 90 Kw. The capacity of the unit is 200 Kw. The unit consists of a compressor, an evaporator, a condensor and a motor. The heat rejection is done in a cooling tower. Chilled water is circulated from the evaporator to the cooler by insulated pipes. The cooler consists of 90 Kw-coils with two fans and forces air by flexible ducting onto the working face. This paper examines mainly the effect of this additional reduction of working temperature, on working efficiency of the workers. Another aspect of this experiment is to evaluate the overall economy of underground refrigeration in small-sized coal mines under tropical condition. The success of such an experiment may lead to wider application of refrigeration to render many of the deeper mines economically workable.

Particle-size Distribution Specifications for Particulates. Feed to and finished products from size-reduction operations are defined in terms of the particulate sizes involved. It is also well to know whether the ultimate individual particle is being measured, or, if any aggregation or agglomeration of particles exists, whether this has been created by the size-reduction operation. The most complete description of a powder is given by its particle¬size distribution. This can be plotted in terms of cumulative percent oversize or undersize in relation to the diameters of particles, or it can be plotted as a distribution of the amounts present in each unit of diameter against the several diameters. It is common to employ a weight basis for percentage, but there are some data in the literature where frequency, or number of particles, is used. The basis of percent¬age, whether weight, frequency, or some less commonly used factor, should be specified, as also should be stated the diameter, its units, and preferably whether determined by sieve, settling velocity, or other¬wise. Fig. I presents two sets of distributions-ore cumulative and the other in unit intervals. The slopes of the 5-µ intervals of the cumulative curves are converted to percent per micron and plotted as a block, or histogram, from which smooth curves are derived. Powder A has a narrower, or tighter, size range for the bulk of its weight than powder B. Both materials have the same weights below and above the size marked by the arrow. Simpler treatments of distribution are possible. In some cases the significant value is the top size. Since the 100% point is dubious, some amount, as 95 or 98%, so specified, can be called top size. In other cases the percent on some sieve helps define coarseness. Merely stating that all, or all but a small percentage, passes a given sieve is inadequate for defining the true fineness or a material. Complete parti¬cle-size analysis to show the distribution is essential for most compari¬sons and calculations. Particle-Size Equations. A number of equations have been pro¬posed to correlate the quantity of a particulate material with its parti¬cle size to obtain a distribution relationship. Mill linings play an important role in all comminution processes with tumbling mills. The selection of the lining profile and the lining material has a great impact on overall grinding cost and mill throughput. The cost of the lining itself is minor in comparison with media cost, energy cost and the value of the material produced in the mill. The total scope must be considered when mill linings are selected. This paper presents case stories and explains the technology behind: •Different lining profiles in rubber and steel. •Orebed magnetic lining. •Steel-cap rubber lining. Introduction Grinding mill liner life has been a subject of extensive studies. Performance of mill liners in terms of wear life and how it relates to lining material and profile is abundant in the literature. The most economical liner material and design has been selected based on "cents per ton milled". The evaluation of the effect of liner design on power and grinding media consumption which is a far more significant part of grinding costs, has been less comprehensive (Fig. 1). Lining materials Steel. The most commonly used lining material is steel, calculated on a volume basis. Steel linings have a long tradition and a number of alloys is being developed. The main families are: •High chromium white iron. •Cr and Ni white iron (NiHard). •High chromium martensitic steel. •High carbon Cr-Mo perlitic steel. •High carbon Cr-Mor martensitic steel. •Manganese austenitic steel. Steel linings can be successfully used in most applications. Rubber. Rubber linings were introduced 25-30 years ago and are today commonly accepted to be the most economical linings for secondary and regrind applications. Rubber linings offer long service life in these applications and generally [ ] outlast steel in wet applications, where corrosion is a factor on the steel. The cost relation between rubber and steel has changed dramatically over the years. In the past rubber was more expensive than steel, but today, the cost of rubber is close to half the cost of steel, calculated on a volume basis (Fig. 2). The present cost situation has made rubber linings an economical alternative in several primary grinding applications as well. The wear rate of rubber in primary applications is higher than the wear rate of steel, thus giving a shorter wear life. This can be compensated for by making the rubber lining thicker. The cost advantage of the rubber allows for this, but care must be taken not to jeopardize the grinding performance. Rubber, as a lining material, offers some distinct advantages over steel lining, such as: •Ease of installation and removal. •Safer to handle, less risk of injuries. •Faster replacement. •Reduces noise.

Dravo Lime Company has opened a new 290m (940 ft.) deep lime-stone mine near Maysville, Kentucky. As the mine was opened there were many unknowns as to the stress relationships within the rock, and their influence, if any, on the selected mining method. Therefore, a system of overlay geologic and structural maps, borehold extenso-meter measurements, and oriented photography was developed for the purposes of monitoring the internal structural relationships of the rock mass. This paper presents a description of the methods used, the observations made, and the conclusions and recommendations made as a result of the initial monitoring program.

Efficient performance of EPB TBMs in clayey ground is primarily dominated by the flow capability of the excavated muck in the cutterhead and screw conveyor. Currently, Consistency Index approach is used to evaluate clay clogging potential, but it does not include the effects of surcharge pressure on clay behavior. In this paper, a macro-scale soil rheometer is introduced to assess the clogging potential under various water content and surcharge loading conditions. The results show that, in addition to water content, surcharge pressure has clear impact on clay clogging too. In practice, Consistency Index chart can be refined to incorporate the impact of face pressure to better simulate the EPB tunneling conditions.

This paper discusses grade control of ore mined at Tennessee Copper Company. Mineral zoning and the influence of mineral zoning on production grade are discussed and illustrated. In order to make this most understandable we will first briefly examine the flow sheet at Tennessee Copper to indicate the path followed by the raw material toward its various products. Then we will discuss some of the characteristics of the ore, specifically the distribution or zoning of the minerals in the ore which cause some of the grade control problems. Finally we Will discuss same of the steps that are taken to combat these problems. The flow sheet is illustrated as plate 1. The mined ore is allied to obtain 3 usable products: Copper concentrate, iron concentrate and zinc concentrate. Copper is found in the mineral chalcopyrite, CuFeS2. The Copper concentrate from the mill contains about 20% copper. These concentrates are smelter in reverberatory furnace and Pierce-Smith converter to blister copper containing 99.2% copper. Some metal is cast into 360 lb. pigs and shipped to the refinery. Some is made into shot copper and used locally to make copper sulfate. Copper sulfate is marketed from Copperhill principally in fungicides.

The movement of air from the surface, through the workings and then back to the surface, is the most important consideration in the ventilation design. The purpose of mine ventilation is seen as the maintenance of acceptable atmospheric environments wherever men work or travel underground; and acceptability is related to the risk of harmful biological responses associated with exposure to atmospheric environments in mines. In mine ventilation, a design engineer often has to contend with a number of problems not experienced to the same degree in other industrial situations; i.e. the vast extent of many workings - offering continuously moving work locations; the difficulty of predicting. inflows of contaminants to the airways which contain the micro-environment; and especially, the effect of mining activity within the duct system (e.g. mine roadways) carrying the airflow. Mining of uranium does not differ, in many respects, from the mining of other metals; the ore must be drilled, blasted and transported from the mine. Underground mining proceeds by the continous development and advancement of a network of passages and rooms or stopes from which ore is excavated. As in most mines, rock conditions and ore grades in uranium deposits very from area to area and between different mines. 1 In uranium mining, in addition to eliminating noxious gases from blasting, diesel equipment exhaust, and the control of dust, it is also necessary to dilute and remove radon, the gaseous element in the uranium chain and its decay products. Long term epidemiologic studies of United States uranium miners and that of miners in Czechoslovakia have confirmed that there is an association between excessive ex¬posure to radon daughters and an increased risk of lung cancer. The common practices for controlling these airborne contaminants are: (1) the circulation of large volumes of fresh air from surface to dilute these contaminants to a permissible concentration, and (2) the sealing of worked-out areas to prevent ingress of radon into ventilating air. 2 The sealing of worked-out areas can be easily and effectively accomplished, but the contaminants intro¬duced from the workings may raise the concentrations in the airways despite a good ventilation system and use of the maximum available amount of fresh air. The ventilating air can be strategically filtered to reduce dust and radon daughters to acceptable levels, and reused prior to final discharge. This strategy properly applied, will decrease the air colume requirements in certain marginal areas of the mine and thereby avoid an overall increase in the mine airflow. This is particularly advantageous in the cold climates of Canada, where the incoming fresh air must be heated in the winter months to a comfortable temperature, Thus, an economical and technically feasible air filtration system, strategically placed, can improve the underground mining environment and reduce the overall cost of ventilating the mines. In addition to affording flexibilty to the venti¬lation system, a potential saving of $1,500/m3/s/year would be realized if air is successfully cleaned and reused when compared with the conventional methods of generating an air current. 3 Denison is justly proud of its achievements in the air filtration technology development. This paper limits itself to an examination of the radiation control aspect of the air filtration strategy.

The development of variousworks on automatising of operational processes at coal¬extractive and coal-mining enterprises introduces an ever growing necessity to carry out investigations in the wide range of problems concerning the possibitity of joint functioning of different levels, which seems impossible without the use of integrated systems of passing on and prossessing the information on the basis of modern calculating machines and other means of automation. This view on the problem of automation of the enterprise operation presupposes that the structure of automated operational dispatcher control (AODC) should be very closely connected with that of integrated data processing system! In this case the AODC structure from the point of view of automation of its functions (or operations), i.e. from the point of view of informational techniques coinsides in general with the structure of dispersed information and calculating network (ICN), realizing the passing on and processing of the information as well as solving the functional tasks on the basis of local calculating networks of electrical calculating machines with correspond to different levels of AODC and located with regard to productional hierarchy of operational dispatcher control (ODC). In this approach however the use of dispersed, ICN gives opportunity to. realize the possibility of action only with realisation on the CM of algorithmic' task of ODC, when a dispatcher 'is the lastto make a final decision.. At the mining enterprises it's rather difficult for a dispatcher to make a final decision because of the great variaty of productional situations, the presence of contradictions and a number of other subjective factors which often lead to the dispatcher's mistaks causing great material losses of the enterprise. Hence the necessity arises to automize and formalize making a decision and including the expert systems (ES) into the ontour of AODC, which enables the dispatcher 2to get a neeessary advice in different situations, especially in case ofemergency on the basis of establishing the mechanism of logical layout of non-formalized data base (DB) procedures relying upon the background knowledge and experience of experts. The presently presented in this paper theory of establishing the. ISAODC on the basis of dispersed ICN and expert systems is aimed at trasformation ofoperational' tasks of the higher level into the technological ones, at solving the tasks of diagnostics and forseeing of the process of production, with a dispatcher getting an opportunity of making qualitative and effective decision concerrning the choice of operational impacts in actual time on the basis of generalization the realisation of presented conception must, as has been already mentioned, be accomplished only on the basis of the foundatoin of the united dispersed informational - calculating network of electrical calculating machines.. This includes ICN which would be operating in . different operational contours. . From what has just been said it followsthat the ISAODC Structure will conside with that of DICN (in our case) and hence all the problems of ISAODC structure would be regarded as the questions of DICN.

INTRODUCTION Froth flotation is the most widely used and economic means of concentrating metal sulfide ores such as those containing copper, lead, zinc, nickel, molybdenum, and pyrite. Also recoverable are other metal species that are often associated with sulfide ores such as cobalt, platinum, gold, silver, etc. Froth flotation is a physico-chemical process for separating finely ground minerals from their associated gangue material. The process involves chemical treatment of a finely divided (ground) ore in a water pulp to create conditions favorable for the attachment of certain of the mineral particles to air bubbles. The air bubbles then carry the selected minerals, called valuable, to the surface of the pulp to form a stabilized froth which is removed and recovered. The unattached gangue material remains submerged in the pulp and is either discarded or reprocessed. To obtain the adherence of the desired mineral particles to the air bubbles, at least two specific steps must occur: a hydrophobic (water hating) surface film must be formed on the particles to be floated along with a hydrophillic (water wetting) film on all other particles; and a controlled bubble surface tension interface must be maintained, allowing for high particlelbubble collision frequency and efficient attachment or sticking of the particle to the bubble once collision has taken place. In most flotation applications, the above two steps are controlled by chemical flotation reagents. The collector is a chemical reagent which produces the hydrophobic film on the valuable mineral particle and is the primary driving force that initiates the flotation process. The frother is a chemical reagent which influences the collision frequency and attachment efficiency of hydrophobic particles and air bubbles. Thousands of research papers and books have been published on the chemical theory behind sulfide mineral collectors, e.g., Fuerstenau (1962), Fuerstenau (1976), Fuerstenau, et. al. (1985), King (1982), Leja (1982) and Moudgil and Somasundaran (1987), This article will only address and summarize some of the more practical aspects of collector usage. The industrial scale practice of froth flotation in sulfide mineral concentration has changed little since the 1950's. For example, of the approximately 80,000 metric tons of sulfide mineral collectors used commercially (1980) in the free world, almost 98% were known and manufactured in some form 25 years ago. A very interesting and informative history of collector development has been given by Crozier (1984). In addition, the industrial scale practice of froth flotation applied to sulfide ores has proceeded since the 1920's with often little direct (predictive) scientific explanation due to the extreme complexity of the flotation process. Empirical testing has been a mainstay of industrial flotation reagent development and use. Even today there is often strong disagreement between researchers as to the mechanisms of chemical flotation practices that have been performed successfully at an industrial scale for many years. As a result of the above environment which makes reagent cost/performance analysis difficult for new reagents, there is a strong tendency for the flotation operation to use, and reagent companies to supply, as cheap as possible raw materials and manufactured products that are quite general in application. In the last 20 years or so, there has been increasing technical effort to tailor make reagents for specific applications, but to date such work has had little commercial impact. It is clearly the hope of this author and others that this situation will change in future years as technology improves and pressure for improved flotation performance intensifies. This article is a condensation of collector usage trends quantified as part of a comprehensive industrially oriented applications program on froth flotation organized by Klimpel and coworkers (1979-1987) and as reported in various countries that participated in the program from 1978-1983. Introduction The recent development of rare earth permanent magnets has revolutionized the field of magnetic separation. The advent of rare earth permanent magnets in the 1980s provided a magnetic product that was an order of magnitude stronger than that conventional ferrite magnets. This allowed for the design of high-intensity magnetic circuits that operated energy free and that surpassed electromagnets in the strength and effectiveness. New applications and design concepts that focused on the mineral and metal processing industries have evolved. This technology led to the development of various magnetic separators specifically designed for mineral processing applications. Applications that were not previously considered are now being used in primary mineral upgrading, recycling and secondary recovery. Historical perspective Lodestone was the first naturally occurring permanent magnetic material known. Lodstone was most likely used to upgrade iron ore by early civilizations. By the 1600s, the early magnet technology had advanced to quench-hardened iron-carbon alloys. The practical significance of magnetic separation was formally recognized in 1792 when an English patent was issued for separating iron ore by magnetic attraction. By today's standards, carbon steel is a very poor magnet material. It is easily demagnetized and has a very low energy product of much less than I MGOe (Million-Gauss-Oerstads). This was state-of-the-art technology for almost 300 years until chromium was added to magnet feedstock, which resulted in a three-fold increase in the energy product. The well documented addition of cobalt to permanent magnets in 1917 initiated the 30-year era of "Alnico" magnets that at the time provided a superior magnetic energy product. Since then, the science of magnetism has advanced rapidly and is now considered a highly developed branch of physics and material science. Permanent magnets have had an extremely long history. Figure 1 presents a chronology of permanent magnets that illustrates the increase in energy product. Amazing developments in material science have taken place in the last two decades. The gradual advancement of permanent magnet technology was shattered in 1967 with the initial development of samarium-cobalt (rare earth) magnets. Since that time, the advent of neodymium-boron-iron magnets provided such an increase in energy product that new design concepts were considered. New avenues of study were introduced by the complexities in the material science and physics involved in describing these new permanent magnets. Furthermore, applications for permanent magnets that were previously not considered were now viable. Rare earth elements Rare earth elements have claimed the attention of scientists for the past century. These elements were originally termed "rare" because they were thought to be quite scarce. Since then, however, geological studies have shown them to be relatively abundant. The discovery and identification of rare earth elements is complicated by the inherent difficulties in separating them from each other. The rare earth elements comprise the fifteen transition elements of Group IIIB, Period 6, of the periodic table. These elements extend from lanthanum to lutetium and are commonly called the lanthanide series. Samarium and neodymium are the two most common elements used in the commercial manufacture of rare earth permanent magnets. Commercial grade rare earth magnets There are only a few common types of rare earth magnets that are considered in the circuit design for magnetic separators. Early rare earth magnets of commercial significance (introduced in 1970) consisted of the first generation of sintered SmCo5. The energy product of these magnets ranged up to 23 MGOe, which provided the initial impetus to the field of high-energy permanent magnets. Although these magnets did not produce the extremely high magnetic field strengths of current rare earth magnets, they were relatively temperature stable. Containing 66% Co, they are the most expensive of the basic commercial rare earth permanent magnets. Their use is limited today because they are being replaced by second and third generation rare earth permanent magnets.

The decreasing supplies of natural gas and low-sulfur crude oil available for electric power generation in the United States will unquestionably shift the emphasis to nuclear and coal fired steam power plants in the immediate future. Failure to do so will ensure our dependence on mid-east low sulfur crude oil comprising some 70% of the known world reserves, and imported liquid natural gas. By contrast, the United States has 43% of the known world reserves of anthracite, bituminous and semi-bituminous coal and 48% of all known coal reserves of the world including lignite. It is evident, therefore, that coal is alive and well and will continue to be a significant energy source for the production of electricity for many years. Of course, concern for our environment and the development of new technologies will ultimately curtail the utilization of coal for the generation of bulk power, but information released by the National Electric Reliability Council and the Federal Power Commission is worth repeating. In the year 1972 the total capacity of generating units in the United States was 379,552 Mw of which 149,974 Mw, or 39.5% of the total, was produced by coal fired steam turbines which consumed 344,700,000 tons of coal. New capacity additions planned or in construction show that in the year 1981 our total generating capacity will be 843,503 Mw, of which 257,995 Mw, or 30.6% of the total, if from coal only. Translating this increase into terms meaningful to the bulk material handling industry suggests that ten years from now the utility industry will require 590,000,000 tons of coal per year - a monumental task - if we are to sustain our current demand rate for power.

In 1973 housing and construction conflicts threatened Front Range gravel resources. The legislature addressed the problem by passing HB 1529, which required the Colorado Geological Survey to map the deposits and forbid local governments to change lands over commercial mineral deposits from zones allowing mineral development to zoning which conflicted with development. It charged counties to develop Master Plans for Extraction. Plans must consider resource quality, multiple-sequential-use potential, surrounding area compatibility, neighbors, quality of Life, extraction maximization and reclamation potential. Imprecisely worded statutes, budgetary constraints, lack of enforcement and political pressures have limited benefits from the law.

There are several alternating terminological combinations such as "in situ mining", "borehole mining", "shaftless mining", "mineless mining", "geotechnology" etc.; specific terms denote particular method of unconventional mining technology: "underground coal gasification in situ", "underground coal combustion in situ", "borehole hydraulic coal mining" and others. "INTRODUCTION Anadarko Petroleum Corporation (Anadarko) owns a region of oil shale properties acquired as part of the original Union Pacific Land Grant of the 1800’s in southern Wyoming. These holdings are greater than 2 million acres and occur throughout the Green River Formation in southwestern Wyoming. One area was prioritized for further study by Anadarko Minerals called the Kinney Rim in the Washakie Basin due to low environmental impact, proximity to infrastructure, high ore grade, and low mining cost. The area is a low-overburden oil shale resource that can be developed using surface mining methods, processed by conventional surface retort, and placing waste rock disposal back on the bench for a design capacity of 10,000 barrel per day. The purpose of this papers is to present the results of environmental analysis and timeline, the mine plan, and surface ore processing to offer a resource-ready energy source.Mineral rights for the Kinney Rim area are owned by Anadarko, the United States Bureau of Land Management (BLM) and the State of Wyoming. Mining of oil shale for this study targets Anadarko owned mineral resources.GEOLOGY The study area is in the Green River and Washakie Basins in western Wyoming. The host geologic member is the Laney Oil Shale. Figure 2 illustrates the Laney shale within a generalized lithologic cross section.OIL SHALE LEASING The proposed Kinney Rim oil shale mining project is located in an area dominated by a 1 square mile checkerboard landownership pattern with every other section typically administered by Bureau of Land Management (BLM) and Anadarko. Surface and mineral ownership is a split estate legal entity. The immediate Kinney Rim mine plan is all on Anadarko sections."

There are several potential large-volume uses for coal ash in mining-related applications that could be environmentally and economically beneficial to mining companies. Actual usage, however, may be constrained by regulations or by perceptions of coal ash and the potential uses. To identify currently allowed uses and to assess constraints to coal ash use in the eastern coal fields, questionnaires were sent to state coal mining agencies to determine their policies on coal ash utilization and to mining companies to solicit their viewpoints on coal ash utilization. Identifying and understanding the constraints will allow for the development of a coordinated and consistent approach to remove or reduce these constraints and possibly allow for increased utilization of coal ash by the mining industry. This paper summarizes the findings of our investigation.
