INTRODUCTION Typically, uranium mills produce slurred tailings which are transported by pipeline to a tailings impoundment. The slurried tailings contain about 250 solids (75% liquids) by volume and, depending on the milling process, have a high or low ph. Despite decanting water from the tailings pond and losses by evaporation and seepage, Staub (1978) estimates that for lined impoundments over half of the input water is stored in the tailings. As long as the impounded tailings remain in a loose and saturated state, potential hazards exist and include potential for short and long-term seepage from the impoundments and the potential for large scale release and movement of liquified tailings should an embankment fail. The breach of an earthen dam on July 16, 1979 at Church Rock, New Mexico, and the subsequent release of 100 million gallons of water and liquified uranium tailings, underlines the potential hazard. Loose saturated tailings also have a high potential of liquefaction during earthquakes (Charlie and Wardwell, 1979; Martin, Finn and Seed, 1978; and Mittal and Morgenstern, 1976). If the tailings could be dewatered, the liner's integrity would become less critical, longterm seepage and settlements would be greatly reduced. In addition, the potential for tailings liquefaction from an embankment failure or earthquake would be greatly reduced. This paper reviews the concept, criteria, and design of various proposed interior drainage systems to dewater the tailings after deposition. ADVANTAGES OF INTERIOR DRAINAGE The primary purpose of interior drainage systems for uranium mill tailings impoundments is dewatering the tailings as rapidly and as thoroughly as possible. The expected benefits of this new technology are: • Reduction of potential seepage losses by decreasing the hydraulic head. • Reduce earthquake liquefaction potential of the tailings by inducing non-saturated conditions and/or lowering the water pressure. • Reduce the potential for large-scale release and movement of tailings should an embankment fail. • Stabilize the tailings to permit early reclamation. • Recovery and potential recycling of tailings liquid. • Inhibiting long-term seepage out of the impoundment by inducing nonsaturated conditions to provide capillary suction in the tailings.

The Waste Isolation Pilot Plant (WIPP) is a United States Department of Energy facility located in southeastern New Mexico. It is designed for the safe disposal of transuranic radioactive waste in deep geologic salt beds. Westinghouse TRU Solutions, LLC, the managing and operating contractor, undertook a project to simulate the processes at WIPP in order to identify bottlenecks and optimize available resources. The activities simulated in the model included the receipt, processing and disposal of radioactive waste underground, the mining of new areas for future waste disposal and the transportation of salt out of the mine. The complexity of the processes and the interactive requirements between processes required the use of advanced modeling techniques. The simulation model includes a huge number of locations and path network node points, with movement to and from the locations controlled using parameters rather than explicit routing. Information for the timing and sequence of the mining and nuclear waste emplacement operations is brought into the model via spreadsheets. Arrays in the simulation model keep track of past and future events that occur. Routing to the multiple possible positions in the underground mine is done using attributes, and system functions within ProModel in order to allow for a highly flexible sequence of planned events and to reduce the level of effort in creating the ProModel processing. Considerable use of subroutines in the simulation model is utilized for parametric decision-making that is repetitive. This presentation describes the modeling techniques used to accurately simulate the surface and underground operations. The surface and underground operations are considerably different, thus they will be treated in their own sections.

An open pit mine design system should have the characteristics of being flexible, versatile, and simple. All of these characteristics are necessary for producing a dynamic mine design. In other words, a design that can be improved, updated, and implemented. Flexibility is an important characteristic due to changing times. For example, the effects of a changing economy, increased knowledge of the mineral deposit, or improvements in mining technology can result in a considerable, if not a complete change in the long range mining plans. Since the short range mining plans are based on the long range mining plans, they will-also be effected. Also, it is very important to validate the information used in the design or the design itself. This means the system should have the flexibility of being able, not only to detect, but to correct errors. Versatility is another important characteristic of a mine design system due to the wide range of situations that may appear. First, a design system must be able to handle both long and short term planning. This is necessary because of the variability in the definition of a time range. Second, a design system must be able to handle different types of deposits. Special emphasis must be placed on this issue, because many deposits, if not the majority, do not fit predefined categories such as bedded, massive, or roll-front, etc . . . Furthermore, the true test of the versatility of a design system is not only the ability to create an ultimate design but also to schedule sequences for this design. Thus, the versatility of being capable to design with a variety of time ranges, variety of deposit types, and scheduling are all important characteristics of the design system.

The expansion of surface mining has led to the development of very large off-highway trucks currently capable of hauling payloads in excess of 290t. Mine haul roads have historically been designed empirically, relying heavily on local experience; the trend in increasing truck size will thus render the current pavement systems inadequate. Since truck haulage costs can account for 10%-50% of the total costs incurred by a surface mine, not only would the maintenance costs of existing roads of inadequate design increase, vehicle operating and maintenance costs would also increase prohibitively. There is thus a need for improved design technologies encompassing the construction and management techniques of mine haul roads, appropriate for the wheel loads of vehicles now in use. The aim of the paper is to present the different components of a mine haul road design and management system and to demonstrate the value of its application through case studies. The system has been applied at several South-African surface mines and distinct benefits have been derived. The improved structural design of a new road resulted in a 29% saving in construction costs and also provided better service, whilst the optimal selection and management of wearing-course materials provided better functionality at lower total transportation operating costs.

THE ROLE OF MANAGEMENT IN PLANT SAFETY Safe Production In plant management, safe production is an ideal. It becomes reality when: 1. Plant employees work in healthful and safe conditions. 2. Plant safety is in harmony with productivity. 3. Worker absenteeism and turnover are low-the work force is stable. Plant management must apply its talents, skills, and resources to build and maintain the foundations of safe production on a system of policies, procedures, and attitudes. It must do so by marshaling all managerial functions - staffing, direction, control, innovation, and representation-toward that goal. Ideally, a plant safety program is proactive. Management should plan and implement safety activities that are aimed at prevention. Past accidents-accomplished facts-should not be the sole guide of future actions. In other words, positive preventive measures, not the fewness of accidents are the criteria for safety production. An ideal safety program is one which is cost effective. Management should view plant safety as part of a broader program-loss control. Loss control includes prevention of fires and other accidents, unhealthful conditions, and occurrences that cause bodily injury, illness, property loss, or damage. Management evaluates the employees' productivity and safety. An effective training program aimed at loss control is the hallmark of safe production. Ideally, both labor and management should be well versed in safety. They believe in the premise that work-related injury and illness, as well as property loss and damage from fire and other accidents, are manageable and preventable. Such belief prompts them to learn more about the work process and potential hazards associated with each job. They also learn how to expect and prevent fues and other accidents, and respond to emergencies at the plant. "This paper characterizes quarterly LME copper price fundamentals from 1995 to 2011 by analyzing the transformation of the market mechanism based on structural change perspective. Using chow test for structural change based on the least square multiple regression, we divide the price fluctuation into: Stable price period (1995Q3-1999Q2), Low stable price period (1999Q3 – 2003Q3) and Price fluctuation period (2003Q4 – 2011Q2). The results show the existence of structural breaks disproves the investigation of the full sample period as a whole. In different structural breakpoints the main drivers of copper prices changes and their impact are significantly different. Moreover, the paper examines the role of speculation in copper price fluctuations.Introduction The rise in commodities price volatility and financial and economic crisis have led to questions over the organisation of futures and physical commodities markets. Spikes in commodity prices and volatility have coincided with a surge in financial speculators in the commodity markets inspiring a polarised and hotly debate among academics and practitioners about the role of investors in the development of physical markets. In his seminal work Kaldor (1939) focused primarily on whether speculative activity in the futures markets reduces the variance of commodity spot prices. Yet, part of the literature finds that the introduction of futures contracts destabilizes the spot market. IMF (2006) studied commodities boom and its causes concluding that there is little support for the hypothesis that speculative activity affects either price levels over the long run or price swings in the short-run. The impact of speculative activity on commodity prices remains a highly contentious topic. Other market analysts take the view that the supply and demand for physical commodities remain the major determinants of market trends (Krugman 2008). It is the aim of this study to contribute to the literature by examining the drivers of copper price changes from a structural change perspective. In this context we are attempting to answer to: What are the main drivers leading to copper price fluctuations? Are these factors having the same effect in different periods or not? It is meaningful to understand drivers of copper prices and thereby, their fluctuations because it will help developing countries depending on copper export to anticipate market situation and avoid bad economic development challenges that can result from price fluctuations. Moreover, this can ensure sustainable mineral supply."

Water is increasingly recognized as a critical issue for sustainable development, becoming as important as carbon to corporate responsibility and reputation. Although the cement industry’s overall ‘water footprint’ is relatively small compared to other sectors, the Cement Sustainability Initiative of the World Business Council for Sustainable Development (WBCSD/CSI) has recognized the importance of water and the need to take actions towards efficient water management, with developing standardizing practices and employing a risk-based assessment approach, mostly at local level where individual facilities and activities can have implications for other water users in the area. Sharrcem, a member of the Titan Cement Group, has made significant investments to upgrade its production facilities, the technological process and apply environmentally friendly technologies. Under this frame, Sharrcem implemented a project for the construction of a Waste Water Treatment Plant (WWTP) in the Cement Plant facilities, which has been successfully operating since early 2016. This paper discusses the technology applied at the new WWTP and the results achieved already, with significant improvement in the quality of the treated water, as compared to the previous situation where untreated wastewater was directly discharged to the nearby Dimce Stream. The WWTP project is a major investment of Sharrcem that aims to improve the quality of the discharged water effluents and thus prevent potential river pollution and overall protect the environment and the health of Sharrcem employees and local community. The WWTP operates with the Sequencing Batch Reactors (SBR) technology, is fully automated and has been also connected with few households of the neighboring community to treat also their sewage water. The plant can be expanded in the future – to connect with additional households - without increasing the size of the treatment tanks. One of the benefits of this project is that by removing a variety of contaminants from water it becomes usable again, depending on the nature of the contaminants and the end use of the water treated. According to the monitoring results the treated water that comes out of the WWTP fully meets quality requirements according to the EU and local limit values standards

The incidence of heat stroke in the South African gold mining industry is today small (less than 1 in 10 6 shifts worked). Acclimatization and selection procedures have been developed and applied throughout the industry, underground working conditions have, and are being improved, and personnel are to-day made more aware of heat stress and its consequences than ever before. Although these actions have, over the years, brought about a steady reduction in the incidence of heat stroke (see Figure 1) the small incidence of heat stroke which persists indicates that heat stress is still a problem. This realization provides the stimulus for the work presented in this paper, which has as its primary objective the development of reliable heat stress limits for men working in South African gold mines. [ ] In keeping with recent trends3I4 the approach followed in this paper is based on the physical principles of heat transfer. An expert process operation advisor system can increase plant efficiency, even in a complex, natural environment where not all elements of the production process can be measured directly. This system, develaped and tested in a Frasch process sulphur mine, monitors key process variables with extended qualitative pattern processing and provides on-line advise to the operators of sulphur production wells. An expert system framework captured common sense rules generated from years of experience obtained in the operation of a sulphur well monitoring system. The existent operating procedures were enhanced by process analysis using a qualitative modeling approach which provided extended rules for on-line classification of a well operational status and an expert alarm system. The methodology for development and implementation of the process advisor is presented in this report. Qualitative process modeling, statistical process control and heuristics were incorpomted into the process advisor resulting in a more efficient use of heat, an extended well operational life and the resulting cost savings. The computer process advisor also allowed the operator to concentrate his attention on the weak wells or wells in trouble. A process management system improved plant operation by automatically storing well data into a commercial database for operator validation. The enhanced relational data base system provided valuable and timely information for planning and decision making. The synergistic combination of on-line process analysis tools, expert control systems and database technology is shown to facilitate the flow of materials, energy and infomation in a modern plant.

The Archean ores of Western Australia are in total the largest producers of gold in Australia. In addition to numerous small and medium sized deposits, the province also contains the giant Kalgoorlie Golden Mile deposits. A variety of different gold ore mineralogical associations has lead to the development of a number of different processing routes for both refractory and non-refractory ore types. Intense weathering and lateritization of Archean greenstones in the semi-arid Yilgarn region have resulted in the development of a deeply oxidized profile (60-100m) above most sulphide orebodies. Residual and re-deposited supergene gold within iron oxide/silica gangue of this zone responds well to CIP, CIL, heap and vat leaching techniques. Although gold is easily liberated in principal from oxidized gangue, in practice recoveries are sometimes affected by iron oxide coatings on gold grains, and by clay minerals which can interfere with plant performance. Refractory ore types in the Eastern Goldfields fall into three main categories - pyritic, arsenopyritic and telluride-bearing. Pyritic ores may be either free milling or require roasting. The difference appears to depend largely on whether gold occurs along grain boundaries or fractures, which can be liberated by grinding, or whether gold occurs as inclusions within pyrite grains and therefore cannot be satisfactorily liberated by grinding. Arsenopyrite bearing ores are not well understood and are complicated by what appears to be a variable degree of gold solid solution, in addition to included gold. Gold occurring in complex gold-silver telluride assemblages has traditionally been recovered by roasting in the Eastern Goldfields.

The ability to link geological sections on a graphics screen to form three dimensional geology representation was implemented at Kidd Creek in 1987. This technique affords an opportunity to optimize metal estimation in ore at the Kidd Creek copper, zinc and silver mine, by applying enhanced interpretation methods. On a series of geological sections varieties of ore are outlined. These are linked from section to section to form polyhedra which closely simulate the three dimensional shapes of the different ore types referred to as mintypes. The orebodies are divided into zones, referred to as domains, that approximate the function of variograrns, for which' preferential continuity of mineralization has been estimated for distances in the width, strike and dip directions. These distances define ellipsoidal volumes of influence. The domains are also linked into polyhedra. Both types, coded by ore variety and zone, are mapped into the block model. Tonnage and metal values are calculated for ten-foot cubical cells of the block model by any of several estimation methods under domain control. In estimating the metal grades for a cell the predetermined search ellipse is applied to select only those drill hole assays of the same mintype as the cell designation. Once grade estimations have been determined for the cubical cells comprising the model, a wide range of stored information can be viewed. For example, in plan at any row elevation or on vertical section at any azimuth, as either printed values for the cells or as contoured data. This flexibility is of particular value in checking and refining the geological interpretation to better conform to ore types and grades actually mined. Combined with three dimensional geological modelling, and correctly chosen domains, the use of mintypes implants essential geological control into the system and prevents assays for one ore type from affecting grade estimation in adjacent ore types. The three dimensional geological modelling and block model segments provide information which is effectively applied to the stope design, production, planning and control parts of the system.

INTRODUCTION As man moved through the ages into the era of metals, he became increas¬ingly dependent on the extraction and beneficiation of various ore types. His progression has required more material, new sources, and inevitably, a need to extract the values from ores of much lower yield. Inherently welded to this need to extract has been the attendant requisite of power and water to carry out these tasks. With the richness of these deposits diminished, and the in¬crease of demand, mining has become so intimately tied with the needs of these auxiliary systems that the modern day milling operation can ill afford to ignore them. In the times of Agricola 16th century methods of milling required little thought for power or water consumption. Reduction was accomplished by hand¬sorting and hammer and grinding done with stamps and millstones. Medieval concentration was carried out by the "Jigging sieve" with agitation supplied by the sleeveless arm of the operator (The Mines Magazine,_ March 1933). Little consideration was likely given to the power source unless it became apparent that he had insufficient means to meet the demands of a dawn to dusk operation. Fuel for power production was also probably of little consequence unless sustained drought or warring neighbors burned the miners fields. Water was available from any adjacent stream with recycle, potable, tailings and mill consumption all going and coming from the same source. By the end of the 18th century and the early 19th century the requirements of larger throughputs and better re¬covery were forcing the miner to the need for greater sources of power and water. Arrastras, capable of accepting several hundred pounds of charge, con¬sisted of a clay bottom, a "liner of rocks harder than the substance to be crushed" and a revolving center post in which the ore was ground and amalga¬mated. Used in conjunction with a slucing system, this formed the primary recovery method of the time. Power was supplied by horse or oxen or, if terrain was amenable, by use of a horizontal or overshot water wheel. A typical system required 4.5 kw (6 hp) and needed to run in the vicinity of 15 rpm (Pre¬ston, 1895).

During the last several years considerable discussion has taken place on the long term aspects of uranium tailings management. These discussions have centered around a variety of topics which in turn lead to a variety of opinions. In order to come to grips with the various differences of opinion and points of view, the Atomic Energy Control Board has decided to prepare, as an interim measure, a list of proposed close-out criteria for uranium tailings management facilities. It is important to keep in mind that the criteria set out in this paper are proposals and are intended to initiate a continuing dialogue between the uranium mining industry and the various regulatory and government agencies. It is envisaged that this dialogue would continue for a period of from six to twelve months after which some final form of these criteria would be issued and applied to the active uranium mining facilities. In attempting to understand the reasons why the Atomic Energy Control Board has decided to propose these criteria now instead of at some future point in time, it is necessary to look at a number of existing facts. One of the most important of these is that something in excess of one hundred million tonnes of tailings currently are placed in various tailings management facilities. Furthermore, the rate at which tailings are being deposited into such management facilities is on the increase and this increase is expected to continue over the next five to ten years. The management of these tailings is currently covered under the Mine Facility Operating Licences issued by the AECB. Implied within these licences and supporting documents leading to them, are requirements for the conceptual approach to be used at abandonment. There is however, no current requirement for a detailed study on the engineering or financial aspects of such abandonment procedures. This is a gap which the Board feels must be addressed. There are, at this time, various initiatives underway both in Canada and within the international community which are attempting to address the problems and concerns of the very long term management of tailings. For example, current research in Canada which is composed of two components, one by the AECB dealing with purely regulatory aspects and a second major coordinated program under the direction of the Department of Energy, Mines and Resources and in particular by CANMET is going to deal with the technical problems. INTRODUCTION The purpose of this paper is to introduce the reader to basic control strategies for solid/liquid separation in mineral processing and to indicate some of the implementation difficulties to be encountered, without becoming overly involved in details of process, equipment or software. It is assumed that the reader has some familiarity with control systems and with dewatering processes, since exploration of these topics would require considerably more length. The paper is organized into three parts: first a general discussion on the need for control of dewatering processes and of the general criteria involved, next a more detailed elaboration on control strategies for the various unit operations, and finally a case study showing a specific approach towards such a project. Motivation & Objectives The justification for implementing any control system in an industrial plant is to improve operations and thereby to increase profitability. Without this motivation, the system will likely be perceived as unnecessary and will decline into disuse, an expensive and troublesome monument to someone's ill-conceived ideas. However, when a control strategy is correctly conceived, implemented and integrated into operations, it can provide significant advantages in operating ease and efficiency, and a handsome return on investment. In general terms, the objectives in establishing a control system are: • stabilization of process disturbances maintenance of product quality • maximization of throughput • dearer definition of process • protection of personnel and equipment A successful control strategy must address at least some of the above criteria. However, the most important requirement is a commitment on the part of plant personnel and management to start up, operate and maintain the system, and to upgrade it to reflect current process status and operational philosophy. Process Applications In this paper, control strategies will be explored for the most common methods of dewatering of mineral pulps. These unit operations include: drying, centrifuging, filtering and sedimentation. While the first three are important, they do not tend to be as complex as sedimentation, and thus will not be as exhaustively treated. Sedimentation is very widely applied, not

The increasing volume of wastes being generated by industry is a legacy of the industrial revolution and subsequent industrial growth. Social and regulatory pressures have been mounting on industry to improve its waste management practices. In many industrial sectors, waste disposal has been the only method of waste management. Land farming, underground burial, deep wells and incineration are still practiced. Often, concentration and volume reduction of waste streams are also practiced to reduce the waste management costs. In the recent years, there has been emphasis on waste minimization. Since the 19th century, industry has practiced recycling of usable resources as a way of handling unwanted byproducts. The mining industry has recovered or extracted economic minerals from tailings for decades. For example, during the gold rush period of 1970s, extraction of gold from tailings dams became economically attractive. Similarly, when it was economical, coal and shale fractions have also been recovered from tailings and refuge materials for commercial uses. In the steel industry, with the development of new furnace technology, recycling of flue dust and scrap iron was practiced as early as in the 19th century. Before 1900, there was little incentive for the industry to reduce the waste volumes. Manufacturers, however, did see a rationale for adopting profit-increasing techniques. They made an effort to recover and recycle economic materials from waste sources. One of the pioneering examples of resource recovery is the coke making industry. As the industry was market driven, products recycled from coke batteries included ammonia for use in fertilizers, gas for power generation and heating, and tar for road construction, wood preservation and roofing. Tar had been avery troublesome waste byproduct. But it quickly became a valuable chemical raw material, providing the foundation for Germany's dominance of the world's dye and medicine markets before World War I. Similar trends evolved in the chemical industry. In the context of current environmental regulations and escalating mining and processing costs, recycling of re- [ ] sources is becoming economically more attractive. Solid and liquid wastes generated by industries contain a range of inorganic and organic contaminants. Among these contaminants, metals and hydrocarbons form major groups. Treatment of these wastes is essential to meet regulatory disposal requirements. In the recent years, based on the principles of chemical and mineral process engineering, processes have been developed to treat these industrial wastes. This article reviews some of the processes that have made impacts and have proven to be effective at commercial scales.

Since 2016, electromagnetic interference (EMI) of personal dust monitors (PDMs) with magnetic proximity detection systems (PDSs) has been observed in underground coal mines. The EMI causes the magnetic field measurements of a PDS to change, which, in turn, alters the calculated location of the miner relative to the machine. Any altered location calculation can potentially cause the PDS to fail to warn a worker who is at an unsafe distance from the machine, arousing a serious concern on safety hazard caused by EMI in underground mines. The search for EMI mitigation strategies led to the development and use of large shielding pouches and boxes to hold the entire PDM to reduce its magnetic emission. Research on these pouches and boxes found that although they were able to reduce the emitted radiation from the PDM, they also disturbed the magnetic field of the PDS, affecting its performance. Researchers from the National Institute for Occupational Safety and Health (NIOSH) have focused on shielding internal PDM components rather than shielding the entire PDM. The PDM air pump motor is one of the PDM components that has been identified as a major source of electromagnetic radiation and has been selected for further study and tests. The measurements show that a small copper or aluminum foil enclosure can effectively reduce the magnetic emission of the motor by between 50 and 85% at 73 kHz. This study compares the test results of the air pump motor with various cost-effective shielding materials. The data provided in this paper can serve as a reference for shielding enclosure design of the PDM air pump motor to reduce its electromagnetic emission as one form of EMI mitigation strategy.

Gravity sedimentation is one of the most widely used unit operations in mineral processing and hydrometallurgy. Properly selected and operated sedimentation equipment can provide probably the most economical means of concentrating solids or clarifying solutions. Because of the variety of different approaches possible, including the use of modern flocculants, it is easy to overlook the optimum approach in selecting equipment. The different types of sedimentation systems that can be used in the minerals field and the sizing methods that are currently employed will be discussed here. Sedimentation applications usually fall into two areas, clarification or thickening. While the two operations are basically similar, the difference in emphasis (a well-clarified overflow as opposed to a highly concentrated underflow) results in significant differences in testing, equipment design, and operation. Clarifiers may be merely simple settling vessels with no special features, other than ample volume to provide the detention time needed for suspended solids to settle out of the feed slurry. Or, they can be designed to employ elaborate solids-contact techniques utilizing coagulants or flocculants to achieve more rapid clarification through the growth of particle agglomerates. Thickeners also are available in a wide variety of designs, with the main differences concentrated in the design of the raking mechanism. Thickeners operating in series (continuous countercurrent decantation or CCD) are used to recover valuable solution or purify the insoluble solids. Tray thickeners are used for recovering fine particulate solids such as alumina seed, but in other applications have been supplanted largely by unit thickeners or inclined plate units. Thickeners and clarifiers sometimes are used for storage of either solids or overflow liquor, or employed as precipitating reactors, such as in desilication applications. The use of flocculants and coagulants is much more common in modern processing plants, primarily due to the reduction in capital costs rendered possible through the use of these reagents. The terms flocculant and coagulant are often used interchangeably; generally, it is understood that flocculants refer to organic, high molecular weight synthetic or natural polymers which are useful in flocculating most suspended solids, but generally are ineffective on colloidal suspensions. Coagulants refer to chemicals such as those commonly used in water treatment, alum, ferric salts, lime, etc., which are usually far more effective on colloidal solids but cannot achieve the degree of agglomeration that is possible with the polymers. In some cases, both coagulants and flocculants are used in order to achieve optimum results.

In the period 1982-1992, world trade has increased in real terms about 65% (Anon., 1992b). The nominal value of this trade in the early 1990s is approximately $5 trillion. In 1970, mineral commodities constituted approximately 20% of the value of world trade. By 1980, despite rising petroleum prices, mineral commodities made up about 18% of the total value of world trade, with crude oil amounting to 16% and other minerals the remaining 2%. By 1987, the major worldwide economic slowdown and falling oil prices meant that minerals constituted only about 10% of the total value of world trade, or about $500 billion in 1987 (Kimbell and Zajac, 1988). The importance of minerals in world trade since 1987 has remained at about these levels. Approximately 40% of world mineral commodity production is traded internationally. Some economists predict that minerals and other commodities are likely to continue to decline in relative importance in terms of the value of world economic output, as well as world trade, into the foreseeable future (Thurow, 1992). This projected decline in commodity demand may also be related to much slower global economic growth over the next decade (Alperovitz, 1992). Industrial minerals and rocks constituted roughly 2.5% of total mineral commodity exports in the late 1980s, but their relative importance as a portion of mineral commodity exports nearly doubled in the decade 1977-1987 (Kimbell and Zajac, 1988). Industrial minerals constitute the most rapidly growing share of total mineral commodity exports. In addition, price declines among industrial minerals were uncommon in the decade 1977-1987 (Kimbell and Zajac, 1988). While prices of sulfur and most of the fertilizer minerals have seen some erosion and slow growth in markets in the period 1987-1992, other industrial minerals have increased in both value and share of the export market (USBM, 1992). The place of industrial minerals in world trade becomes even more significant when one looks at shipments of chemical fertilizers and basic chemicals that are counted as manufactured products rather than industrial mineral commodities. The United States is the major world producer of industrial mineral commodities and products made from these nonmetallic minerals and rocks. The former Soviet Union, now The Commonwealth of Independent States (CIS), and China have very significant deposits of industrial minerals. Japan exports significant quantities of cement. The US, CIS, and Morocco export large amounts of phosphate rock. Canada and Germany export substantial amounts of potash. Sulfur from Poland, industrial diamonds from South Africa, Zaire, and Brazil, and fluorspar from Mexico are all important exports.

INTRODUCTION The effect of stress concentration in coal seams leads to a sudden release in the form of rock bursts. This effect is controlled along many lines, but the most efficient methods consist in preventing the accumulation of energy in the seam or in the roof. The over- burden weight resulting from mining is the main cause of excessive stresses in a seam. An additional weighting of roof takes place due to formation of abutment loads. The accumulation of energy in the roof takes place where thick sandstone beds occur in overburden strata. An essential problem is to watch, with appropriate measurements, the stress of coal and roof rocks, and to conclude, on this basis, the degree of rock burst hazard. The methods for determining the stresses in a coal seam are quite well developed at present. Let me mention here the seismoacoustic methods, or borehole overcoring measurement methods. On the other hand, an examination of the state of stress in the roof rocks is almost impossible at the actual stage of development of the measuring technique. Hence, the model of stresses in roof was analyzed and determined theoretically. Based on this model, a technology for roof fracturing was developed which aims at destressing rock masses in a planned way. The essentials of the fracturing method consist of a controlled breaking of sandstone roof beds in order to: - prevent the excessive weight on the pillar - prevent a spontaneous breaking of roof beds at a limiting state followed by sudden energy release. High pressure fluid infusion is used to release buildup of stresses. THEORETICAL AND RESEARCH BASES According to the tests carried out by A. Kidybinski by the method of finite elements, isobars of stresses occurring in the roof over the working face are shown in [Fig. 1]. The results indicate: - the highest values of compressive stresses occur in the roof directly over the seam, at a distance of about 5 m ahead of the working face - at a distance of about 22 m above the seam there is a line of transition of compressive stresses into tensile - within the tested roof area, the highest tensile stresses occur at a vertical distance of 35 m, and at a horizontal distance of 20 m from the line of the working face. H. Gil (1) determined the pres- sure initiating the fracture of roof rocks by the formula: [ ] On the basis of results of analysis of isobars, and of the initiation of failure stress formula (1), isobars may be designed for a given roof class. Assuming for sandstones the Poisson ratio equal 0.3, a field of failure stresses presented in [Fig. 2] is obtained. In this figure it can be seen in which areas the effects of sandstone breakage may be obtained with the operation of a determined hydraulic pressure. To use formula (I), the knowledge of Rr is still necessary. This value may be determined in two ways: - taking a sample and testing it in the laboratory, if there is access to roof rocks in the existing openings, - drilling boreholes in the roof from surface and examination of the rock mass by using hydraulic breaking, if there is no access to roof rocks.

Reclaimed mine sites have been evaluated so that the public, industry, and land planners may recognize there are innovative designs available for consideration and use. People tend to see cropland, range, and road cuts as a necessary part of their everyday life, not as disturbed areas despite their high visibility. Mining also generates a disturbed landscape, unfortunately one that many consider waste until reclaimed by human beings. The development of mining provides an economic base and use of a natural resource to improve the quality of human life. Equally important is a sensitivity to the geologic origin and natural pattern of the land. Wisely shaping our environment requires a design plan and product that responds to a site's physiography, ecology, function, artistic form, and public perception. An examination of selected sites for their landscape design suggested nine approaches for mining reclamation. The oldest design approach around is nature itself. Humans may sometimes do more damage going into an area in the attempt to repair it. Given enough geologic time, a small-site area, and stable adjacent ecosystems, disturbed areas recover without mankind's input. Visual screens and buffer zones conceal the facility in a camouflage approach. Typically, earth berms, fences, and plantings are used to disguise the mining facility. Restoration approaches the best land use as restoring to its original condition. Rehabilitation targets social or economic benefits by reusing the site for public amenities, most often in urban centers with large populations. A mitigation approach attempts to protect the environment and return mined areas to use with scientific input. The reuse of cement, building rubble, and macadam meets only about 10% of the demand for aggregate. Recognizing the limited supply of mineral resources and encouraging recycling efforts are steps in a renewable resource approach. An educative design approach effectively communicates mining information through outreach, land stewardship, and community service. Mine sites used for art show a celebration of beauty and experience-abstract geology. The last design approach combines art and science in a human-nature ecosystem termed integration. With environmental concerns, an operating or reclaimed mine site can no longer be considered isolated from its surroundings. Site analysis of mine works needs to go beyond site-specific information and relate to the regional context of the greater landscape. Understanding design approach can turn undesirable features (mines and pits) into something perceived as desirable by the public.
