The importance of sound geological reasoning will be illustrated by transportation projects in New York City where there are proposals for at least 11 caverns. These caverns have been the subject of advanced exploration techniques and geological interpretation but even so the raw data falls short of the sophistication of modern numerical methods. This paper will give geological explanations for the engineering characteristics of the rock in New York City which will provide guidance for practitioners when approaching cavern design in New York and elsewhere.

In 1996, 92.5% or 233 Mt (257.4 million st) of coal produced in Wyoming came from the Wyodak coal zone in the eastern Powder River Coal Field. While the mined portions of the zone consist of one to three beds of coal with an aggregate thickness between 15 and 33.5 m (50 and 110 ft), the thickest expression is 61 m (200 ft). The delivered coal from this zone averages 0.33% sulfur, 5.12% ash, and 19.98 MJ/kg (8,590 Btu/lb). This coal zone occurs at or near the top of the Paleocene Fort Union Formation, which is overlain by the Eocene Wasatch Formation. There is also production from two coal beds in the lower portion of the Wasatch at the southern end of the basin. Production of coalbed methane derived from the Wyodak coal zone is currently an estimated 10.2 billion cu ft a year. This production is occurring just west and downdip from the coal mines and is increasing each year.

"When performing a valuation of a mineral property, a developing mine or perhaps an ongoing operation, the appraiser is typically provided with a range of information prepared by the property owner. This information can include ownership records, geological interpretation, assay data, an estimate of the reserves or resources believed to be on site (tons and grade), mine plans, production forecasts, capital and operating cost projections, and so forth.The appraiser familiarizes himself with the data, analyzes the various reports and then prepares the appraisal. There is usually a site visit, and there may be some effort at comparison of the particular mineral deposit with others in the region or with those of similar depositional characteristics, but for the most part, the appraiser is relying on the corporate documents, tempered by his/her experience in the field. Time is usually of the essence, the cost for the assignment has been trimmed, and therefore independent verification of the various components comprising the underlying data base (legal review, redrilling portions of the deposit, collection of new samples, re-assaying, etc.) is unlikely in most situations.In the case of high-value commodities — gold, silver, diamonds, perhaps the platinum-group elements — there have been numerous examples of the property owners attempting to increase the value of their holdings by nefarious methods. Most of these involve salting the deposit in some fashion; i.e., introducing small amounts of the commodity into samples being sent to a laboratory for analysis so that the resultant assay shows a higher grade (Donaldson, 2002; Greeley, 2001; Lechler et al., 2008 and Meech, 2001). Other schemes to enhance the apparent worth of a property include the use of nonstandard assay procedures, incorrect handling or withholding of the underlying information, and false reporting."

The Donkin-Morien Mine in Cape Breton, Nova Scotia, has successfully completed the excavation of a 7.6m (25-ft) diameter access decline over a distance of 3.5km out under the Atlantic Ocean. The tunnel, completed in December 1984, was driven through a sedimentary sequence of sandstone, siltstone, mudstone and various gassy coal seams prior to intersecting the Harbour Coal Seam where development work will commence. The tunnel was driven by a Canadian prototype tunnel boring machine (TBM) manufactured by Lovat Tunnel Equipment, Inc., Toronto, Ontario. The 7.6m (25-ft) diameter full-face shielded TBM operated at various grades from 0-20%. This paper outlines the TBM design, excavation, support and backup system utilized in the drivage. Problems encountered and drivage rates will be addressed.

Introduction Newmont Mining Corp.'s Carlin Gold Mining Co. mines gold ore and waste material from four open-pit mines in Northeastern Nevada. Combined production rate is 24.5 Mt/a (27 million stpy). The company is producing gold bullion from the 2.4 kt/d (2600 stpd) Carlin Mill No. 1. and the 2.3 kt/d (2600 stpd) Maggie Creek heap leaching plant. In August 1985, the 6.3 kt/d (7000 stpd) Carlin Mill No. 2 at Gold Quarry came on-line. The total combined throughput of 11.2 kt/d (12,000 stpd) will make Carlin Gold Mining one of the largest US gold producers. Feasibility studies are underway to increase the total gold out-put from Gold Quarry. This will be done by adding a continuous dump-leaching process that will recover gold from lower grade ore. History In 1961, Newmont exploration geologists located claims in the Lynn Creek mining district near Carlin, NV. An exploration drilling program revealed significant gold mineralization. A stepped-up drilling program revealed an ore body with an estimated 10 Mt (11 million st) of ore containing 109 t (3.5 million oz) of gold. Test results in 1963 allowed metallurgists to develop the flowsheet and design for a 1.8-kt/d (2000-stpd) countercurrent decantation (CCD) cyanide plant. Carlin Gold Mining Co. was formed to operate the property. Carlin purchased its first mining equipment in 1965. This consisted of two Bucyrus-Erie 2.7 m3 (3.5 cu yd) shovels and nine 27.2 t (30 st) Wabco Haulpak trucks, two Inger¬soll-Rand track-mounted drills, one Chicago Pneumatic T-650 rotary drill, one rubber tired Michigan 280 dozer, one Caterpillar D-8 36A track dozer, one Caterpillar 16 motor grader, and the necessary ancillary equipment. The fleet was capable of mining 3.2 Mt/a (3.5 mil¬lion stpy) working two eight-hour shifts, five days a week. In 1967, one P&H 1500 3.8 m3(5 cu yd) diesel electrical shovel and three 59 t (65 st) Dart trucks were added to the fleet, along with a Chicago Pneumatic rubber tire mounted rotary drill. This equipment addition increased the mining capabilities to 5.7 Mt/a (6.3 million stpy). Three separate pits, the Main, East, and West, within a 1.6-km (1-mile) radius of the Carlin mill were being mined. The crew consisted of 46 hourly men and three supervisors. This equals 497 t/ total hourly manshift (548 st) or 407 t/total manshift (515 st). Rising gold prices in the early 1970s allowed lower grade deposits to be mined at greater distances from the mill. The Boot-strap pit, 19.3 km (12 miles) north of Carlin, was started in 1973. Demand for nonfuel minerals depends on the overall state of the economy, which steadily improved each quarter in 1984. New housing starts rose to 1.8 million units. Automakers turned out about 15% more cars (7.8 million) and 30% more trucks (3.1 million) than in 1983. Nevertheless, many domestic mineral operations experienced difficulties in 1984. This resulted from import competition greater use of newer engineered materials, emphasis on multi-unit housing and downsizing of motor vehicles. About 15% of our energy was imported. This in cluded $36 billion worth of crude oil and $22 billion in refined products This added significantly to the overall merchandise trade deficit of $12; billion. On the bright side for mining, coal production rose 14% to 810 Mt (890 mil lion st). Three-fourths o: the coal was burned to generate electricity and more than half of our electricity was derived from coal-burning plants. With the exception of a few large-bulk, low-value raw minerals, most minerals move relatively freely in world trade. The strong dollar encouraged imports and made exporting more difficult. Consequently, our nonfuel minerals trade deficit rose 60% to $19 billion, reflecting imports of $39 billion and exports of $20 billion. There were increased pressures from some major segments of the minerals industry for some form of import protection. But President Reagan said, "Our goal is a system of free and fair trade in goods, services, and capital. We will work toward this goal through both bilateral and multilateral trading agreements." The US minerals industry consists of domestic mines, concentrators, smelters, refineries, mineral manufacturing plants, and recyclers. It also includes many wholly- or partially-owned operations in many parts of the world, providing employment and income for US citizens and others as well. Compared with 1983, the value of US raw nonfuel mineral output rose 8%, to $23 billion. The $253 billion worth of goods processed from this crude mineral output was a 14% increase. Major Metals Raw steel production - a major indicator of both material use and mineral production-rose 10%, to 84 Mt (93 million st). This stimulated a 36% rise in domestic iron ore production, to 52 Mt (57 million st), about 98% pelletized. Iron ore imports rose 44%, to 14 Mt (15 million st). Despite the increase of steel production, output remained well below levels of just a few years ago. For example, 1984 production was still 23% less than in 1981. Raw steelmaking capacity remained steady at 122 Mt (135 million st). The industry continued to cite steel imports as a major reason for low domestic capacity. In December, pacts with seven leading steel exporting nations were announced. This is an effort to reduce import penetration to about 18.5% of the domestic market. Domestic producers of bulk ferroalloys of chromium, manganese, and silicon operated at about 50% capacity. The US mined no manganese or chromium. Only a small quantity of ferronickel was produced from domestic laterite mining in Oregon. Molybdenum production, at 45 kt (49,500 st), rose threefold. The use of refuge chambers for use in handling underground emergencies is an issue of topical relevance within the US mining industry. Chamber design is of importance to meet some new safety requirements of US federal and some state government mine regulations. A review has been undertaken of a steel mine refuge chamber design to predict what will be internal temperature within the chamber over an extended period with miners present? The design has been examined for the situation when the chamber is sited in still mine air. Spreadsheets have been developed to allow various design assumptions to be tested. The evaluation has been undertaken using thermodynamic heat transfer models with some assumptions specified to produce a model of appropriate simplicity but with adequate degree of accuracy. Under normal still air conditions it can be seen that internal chamber conditions rise quickly to often arduous conditions. There will always be quite a few assumptions necessary in complex heat transfer process evaluations. Some important refuge chamber design parameters are: ? External surface area of the chamber, its wall thickness and construction. ? Metabolic heat generated and number of persons making use of the chamber. ? The temperature of the external mine atmosphere to the chamber over the year and the influence of geothermal gradient on temperature at depth. ? The maximum internal chamber Apparent Temperature considered safe. ? The distance inside the underground mine and adjacent ventilation conditions.

A great deal of attention has been directed toward the complexities and inadequacies of exploration and pre-bid geotechnical information for heavy construction projects, differing site conditions, and the adversary relationships which generally develop as a result. The adversary position has been maintained at all cost. The solution is simple, if not easy. The solution requires strict and equal adherence to given principles by all parties involved, throughout the life of the project, from conception to completion. It is necessary to review and redefine some basic concepts, without value judgements, from a context of getting the job done. In a recreated context, the role of truth, judgement, responsibility, and integrity, in exploration, engineering design, construction estimating, and project construction, will be examined. It is suggested that anticipated geotechnical conditions be defined unconditionally. The alternative choice is to give the bidder the opportunity of making the interpretive judgements based on geotechnical data. Similarly, a unilateral method of establishing encountered conditions that are agreeable to both owner and contractor, must be outlined prior to contracting. As anticipated and encountered conditions are firmly and accurately established, significant differences can evaluated based upon limitations specified in the contract documents. Impact of differences on project costs can be fixed by pre-defined methods.

Barite, the sulfate of barium, occurs in many geological environments in sedimentary, igneous, and metamorphic rocks. The commercial deposits of barite may be classified into three major types. 1. Vein and cavity fillings that occur in rock fractures, along bedding planes, and in various solution structures. 2. Bedded deposits in which barite occurs as the principal mineral or cementing agent in stratiform bodies in sedimentary rocks. 3. Residual deposits occurring in unconsolidated material formed by the weathering of preexisting rocks. The geologic characteristics of each type of deposit are of fundamental importance to the successful search, development, and economic use of barite deposits.

This presentation in the open pit session deals with the development of a phosphate rock strip mine by CF Industries, Inc., a company that does not presently mine in the Central Florida Phosphate District. Land acquisition, engineering, financing and environmental permitting activities were begun in early 1975; site preparation, environmental monitoring and dragline construction began in mid-1975. The operation is due on-stream in late 1978. The reserve acquisition, permitting, and financing could each easily be developed into a separate paper of interest. Each, however, has been covered before for other mining ventures with similar capital and environment requirements. For that reason, I have chosen to discuss what CF Industries, Inc. is, why it is entering this new sec-tor of the agricultural chemicals business, and, to keep at least some technical basis, what design modifications are possible when the total mine output is used captively and it is unnecessary to have the flexibility to meet the numerous transportation and customer specification considerations. In an attempt to show the size and complexity of the CF organization, a brief description of existing facilities should help show why the big interest in mining phosphate rock.

In 2006 McNally International Inc. in a Joint Venture partnership with Aecon Constructors was the successful bidder on two York Region Tunnel Projects: Bathurst Collector/Langstaff Trunk Sewers; and YDSS Interceptor Sewer 19th Avenue Project. These projects comprise a total of 13 kilometres of 2.74 meter finished diameter tunnels and are both part of the York Durham Sewer System (YDSS). Both contracts require the use of EPB tunnel boring machines with a precast concrete segmental liner. The following provides an overview the two projects.

Santa Fe Pacific Gold, headquartered in Albuquerque, NM is expanding its operation at the Twin Creeks Mine in Nevada. The $250-million sulfide expansion project, including the Sage Mill, is under construction and is 80% complete. Also, additional mining equipment has been purchased to haul the sulfide ore to the mill. With the expansion, employment at Twin Creeks is expected to reach approximately 970 people by the end of 1996. Santa Fe Pacific Gold now owns and operates three gold mines in the United States and is involved in several other gold projects. The three currently operating mines are the Twin Creeks, Mesquite and Lone Tree mines. The Mesquite Mine is located in California’s Imperial Valley. Lone Tree is located 55 km (34 miles) southeast of Winnemucca, NV. The company’s total gold production from these operations is expected to be in the range of 26.3 to 26.6 t (845,000 to 855,000 oz) in 1996. This compares to a total production of about 124 kg (4,000 oz) for the company in 1989. Production costs range from $6.90to $7.25/g ($215 to $225/oz). At the end of 1995, the company reported proven and probable reserves of 556.7 t(17.9 million oz) of gold.

One of the main objectives of this study was to evaluate a fine-coal cleaning circuit using an enhanced gravity separator specifically for a high sulfur coal application. The evaluation not only included testing of individual unit operations used for fine-coal classification, cleaning and dewatering, but also included testing of the complete circuit simultaneously. At a scale of nearly 2 t/h, two alternative circuits were evaluated to clean a minus 0.6-mm coal stream utilizing a 150-mm-diameter classifying cyclone, a linear screen having a projected surface area of 0.5 m2, an enhanced gravity separator having a bowl diameter of 250 mm and a screen-bowl centrifuge having a bowl diameter of 500 mm. The cleaning and dewatering components of both circuits were the same; however, one circuit used a classifying cyclone whereas the other used a linear screen as the classification device. An industrial size coal spiral was used to clean the 2- x 0.6-mm coal size fraction for each circuit to estimate the performance of a complete fine-coal circuit cleaning a minus 2-mm particle size coal stream. The ?linear screen + enhanced gravity separator + screen-bowl circuit? provided superior sulfur and ash-cleaning performance to the alternative circuit that used a classifying cyclone in place of the linear screen. Based on these test data, it was estimated that the use of the recommended circuit to treat 50 t/h of minus 2-mm size coal having feed ash and sulfur contents of 33.9% and 3.28%, respectively, may produce nearly 28.3 t/h of clean coal with product ash and sulfur contents of 9.15% and 1.61%, respectively.

This paper presents a hydrologic closure design concept to minimize the risk of water discharges from closed mine tailings facilities. It evaluates the applicability of U.S. Nuclear Regulatory Commission guidelines to develop acceptable designs for the closure of tailings facilities that have a calculated adequate surcharge capacity for environmental protection and an emergency spillway for dam safety. The guidelines provide a basis to estimate an acceptable surcharge capacity of a Probable Maximum Flood series for storage of surface runoff. To be conservative and for redundancy with respect to dam safety, an emergency spillway is provided to pass the Probable Maximum Flood. Depending on the annual water balance, the surcharge capacity may be used by surface runoff and minor amounts of sediment that accumulates in the impoundment from year to year. The emergency spillway crest is then set at this level or above the surcharge capacity, whichever is higher. An example is given of the active Red Dog Mine tailings facility in Alaska where this method was used for the preliminary design of the tailings main dam at its ultimate closure configuration.

Measurements of the quantity of entrained air within processes have challenged instrumentation developers for years. This is particularly true in the unique and demanding operating environment and applications seen in minerals processing. In minerals processing applications, entrained air plays a role in errors seen within nuclear density gauge measurements and in pumping efficiency. It is also the major component of flotation processes. The measurement of the quantity of entrained air, known as the gas void fraction, can now be performed from the outside of a process pipe through CiDRA?s patented passive sonar array-based technology. Within column cells, the need for a robust, no maintenance, accurate means of measuring the entrained air, known as gas holdup, has resulted in a submersible version of this technology. CiDRA?s meter technology calculates the gas void fraction by first measuring the speed at which naturally occurring sound in the process slurry propagates past an axial array of sensors. These sensors are incorporated in a band that is wrapped around the outside of the pipe, resulting in no process downtimes for installation and unprecedented reliability. A known relationship between this speed of sound and the entrained air captured in the form of bubbles within the slurry is then applied in CiDRA?s meter to calculate the gas void fraction. This paper will present the measurement technology, its operation, its calibration and its application in a variety of gas void fraction and gas holdup measurement situations such as pumping efficiencies, hydrocyclone operation, external sparging, and column cells.

This paper will discuss one of the largest construction projects the City of Portland has undertaken. This phase of the Willamette River Combined Sewer Overflow (CSO)project consists of approximately 18,500 ft of tunnel in soft ground, requiring the construction of six deep shafts and jet grout ground improvement. The purpose of the project is to reduce volume of combined sewerage overflows from the drainage areas on the west side of the Willamette River. Bencor-Petrifond-Pacchiosi Joint Venture was awarded a contract to design and construct six deep circular shafts, jet grout ground improvement for three bridges and jet grout ground improvement break-in/outs for some shafts. Of the six shafts the Pumping Station Shaft was the deepest and largest, requiring a permanent ground support system with a deep jet grout ground water cut-off to 335-ft deep. The joint venture used state of the art methods and equipment to achieve its objectives and build the structures through some very difficult alluvial soils to great depths next to the Willamette River. The paper will provide a general discussion of the shaft construction and jet grout ground improvement installed for this phase of the project. It will also discuss some of the technical challenges encountered while effectively managing risk and costs, resulting in a successful project completed in a timely manner.

A pond rehabilitation and environmental education project were proposed by Cleveland-Cliffs Michigan Operations (CCMO) and approved by the Michigan Department of Environmental Quality (MDEQ) and the United States Environmental Protection Agency (USEPA) as partial fulfillment of conditions for a stream mitigation permit. The goals of the project were the rehabilitation of a pond on a tributary of a local trout stream, enhancement of public access and appreciation, and the initiation of a site-based environmental educational curriculum. Cleveland-Cliffs undertook a suite of actions to rehabilitate a pond created by a previous mining operation in 1912 and make accessible to local schools the aquatic and riparian ecosystems. Cleveland-Cliffs partnered with the local governmental unit and two local school districts. The rehabilitated pond and riparian zone provide an accessible natural area that local residents can use for such activities as hiking, biking, walking, fishing and nature study. Vegetative enhancement includes the planting of native shrubs, wildflowers and showy herbaceous plants in the pond, on the riparian fringe and the surrounding area. An interpretive trail was developed around the pond with signs created by a local master watercolor artist. Local schools built and installed picnic tables, benches and a kiosk. Cleveland-Cliffs created pond lesson plans tied to the Michigan Curriculum Framework, developed inexpensive teaching kits and hosted a workshop for teachers from nine local schools. Classes regularly utilize the pond during the school year conducting environmental studies. Nesting boxes, wildflower gardens, bat houses, frog deformity surveys and water quality studies are a few of the activities that classes have conducted at the pond.

Barite In 1987, United States mine production of barite increased 15.870, consumption (sold or used by grinding plants) increased by 6.97, and imports are estimated to have fallen by 19.57. World mine production decreased by 137, according to the US Bureau of Mines. The value of US produced barite, fob mine, decreased 1.4%, according to the Bureau. The declared value for cif US port of all imported unground barite during the first 10 months of 1987 decreased from $39.02/t ($35.40 per st) to $37.16/t ($33.71 per st), the Bureau stated. Nevada continued to be the leading US producer of' barite with 637r of the total. It is followed by Georgia, Missouri, California, Tennessee, and Montana. The Bureau of Mines estimates 657 of the US mine production was used as a weighting agent in drilling fluids. The remaining 35°/r was used in barium chemicals, glass or as a filler. Most of the production from Missouri, Georgia, and Tennessee was used in the non-oilfield sector. This sector continued to increase. Of the total consumption (used by grinding plants and chemical manufacturers), it is estimated that 8070 was used in drilling fluids and 2017( in the non-oilfield sector - barium chemicals and fillers in paper, plastics, and glass. The tonnage consumed in the drilling fluids market increased slightly. But the average number of rotary rigs operating decreased from 964 in 1986 to 936 in 1987. This is the lowest number of operating rigs reported since 1949. The increase in consumption in this sector is due to an increase of rigs operating in the US Gulf and other higher consumption areas over 1986. Crude barite imports were estimated to be down by 19.5% in 1987. Still, they accounted for 637 of the barite consumed in the US. During the first 10 months, China continued to be the leading exporter to the US with 86.970, followed by Mexico with 10.997, and Morocco 2.107(. About 5Y of the imported ore was used in the nonoilfield sector. Ground barite imports dropped from 19.8 kt to 8.8 kt (21,800 st to 9800 st) in 1987. Of this amount, 1.4 kt (1598 st) was used in drilling muds and the remainder of the non-oilfield use. During 1987, a few more grinding plants that supplied the drilling fluid market were closed. Along the US Gulf Coast, there are 13 operating plants versus a high of 31 in 1981. Cameron Offshore reopened its grinding plant at Cameron, LA. New Riverside Ochre Co. of Cartersville, GA, purchased a jigging-washing plant in Missouri and plans to place it in operation this year on a new deposit near Cartersville, GA. Milpark purchased Hughes Drilling Fluid in 1987 and operates under Milpark. US mine production will probably stay about the same as 1987. Price increases in the 10 % range for imported ore are expected due to water freight and the weak dollar. Baker Hughes estimates the average number of operating rotary rigs at 1070. A slight increase is expected in the non-drilling fluid market (chemicals, glass, and filler). Bauxite and alumina L. Baumgardner, US Bureau of Mines Domestic bauxite production in 1987, expressed as dried equivalent, was 581 kt (640,400 st), a 14% increase over 1986. US mine production amounted to less than 170 of total world production. Virtually none of the domestic bauxite was consumed in the production of primary alumina metal. About 30% of the bauxite produced by US mines was calcined to produce 117 kt (128,970 st) for use in abrasives, catalysts, chemicals, proppants, and refractories. Most of the uncalcined bauxite was refined to specialty aluminum oxide (alumina) forms. Metallurgical grade bauxite was imported from 10 countries in 1987. Principal suppliers of the 9.8 Mt (10.8 million st) were Guinea (4270), Jamaica (3501,), Australia (127), and Brazil (57). Management for mine construction and development differs from that needed for routine mine production and maintenance. An integrated approach to managing mine development projects must consider contract documents; management organization of a project; the project manager's role and the field supervisor's responsibility; and the use of scientific techniques for planning, scheduling, executing, and controlling projects. Professional project management encompasses the following: • Preparing contract documents that establish technical and financial schedules, and detail the responsibility for the physical work commitment. • Developing a project's organizational structure, to clearly define the roles of the project manager and the field supervisors. • Establishing project management and field supervisor relationships, to avoid ambiguity in assigning responsibility and to ensure desired project progress. • Using management science techniques, particularly networking techniques such as the critical path method for planning scheduling, executing, and controlling projects. Project Versus Production Management Project management differs from routine production management in the following ways: • Uniqueness: A project is unique. Production operations tend to be repetitive. The magnitude of one-time capital expenditures for many facets of mine development warrant special skills and attention. These professional project development skills must already be available by prior experience in the management team. • Personnel: In projects, personnel are usually assigned on a specialty basis and frequently change with the project activity. On the other hand, production personnel work together, more or less permanently. • Management Structure: In a project there may be several staff-line relationships that are not clearly defined and change with changing project activities. In a production situation, the lines of communication and authority are usually well defined. • Time Frame: A difference between project and routine production management is that project activities have comparatively less well defined durations and often tend to be relatively short-term. Production usually has both long-term and short-term plans and well defined long-term and shor-term goals. In project management, formal, critical, short-term reviews are frequently required. In production management, five year plans can be formally adjusted quarterly and annually. Short-term weekly or daily reviews can be informal. • Response to Delays: Delays in a development project may occur without anyone being immediately aware of their existence or suspecting the magnitude of consequence. In contrast, any delays in the production process can be easily identified from prior results comparison. Additionally, the response is quick, usually in a set routine. This can be traced back to the management structure and personnel. • Control Techniques: Measurements of project progress for control are not easily made due to the variety of activities that are carried on at the same time by different work groups. The yard-sticks of performance measurement for individual activities, let alone for the total project, are not easily established. However, due to the difficulty in detecting project delays, a workable control system is vitally important to a project manager. To apply a scientific project control technique such as "management by exception" requires specific planning and monitoring from the project manager for each activity in the project. Production and productivity are quick and effective yard-sticks of measuring performance in a routine operation. Control techniques required in production management usually revolve around these measures. Construction Contracts The construction contract is an important document that establishes contract scope, technical and financial details of the work, and achievement deadlines. It may also serve as the contract document to pay for work done and to verify field progress with planned progress. In practice, it is a good idea to develop a job-specific contract. This whole area is replete with legal precedence and procedures, and it is not the intent here to deal with the intricacies of establishing a contract document. But it is necessary to have an understanding of major contract types. Construction contracts are extremely important legal documents. They may vary in work specifications and enforcement of the provisions. Due to their nature, they must be composed with legal help and will take some time to compile. Even with all the precautions and provisions, it is not uncommon to find owner and contractor disagreeing. Therefore, it is important to include a way to resolve any difference quickly and to incorporate aspects of the contract as part of an overall management control tool for efficient project management.

In November 1999, CCI's Empire Iron Mining Partnership and MinnovEX Technologies Inc. developed an expert system for advanced control of their Empire IV Grinding Section. Empire IV is comprised of three autogenous Primary Mills and six autogenous Pebble Mills, with a single Pebble Crusher and high pressure Roll Press. The challenges of controlling and optimizing three distinct grinding lines that are inter-woven by a pebble crushing circuit were met with innovative and unique solutions. This paper will detail the approach employed at Empire and will focus on the aspects that make this application unique.
