INTRODUCTION Excess bronchogenic carcinoma has been demonstrated among underground uranium miners in the United States, Czechoslovakia, and Canada (Archer 1981). This excess cancer is attributed largely to radiation from the alpha particles delivered to the tracheobronchial epithelium by the decay of short-lived daughters of radon. Interaction between the radiation and cigarette smoking has been demonstrated in production of the excess cancer (Archer 1973). The distribution of histologic types of bronchogenic cancer among uranium miners was established as different from that in other men in 1964 when an analysis of the first 51 cases among United States uranium miners was published (Saccomanno 1964). It was confirmed five years later by Yugoslavian studies (Horacek 1969). A later analysis, using a relative frequency method, indicated that oat cell and other small cell undifferentiated carcinomas increased markedly with increasing exposure to radiation in uranium mines (Saccomanno 1971). A subsequent analysis used only cases from an epidemiological study so as to enable calculation of expected numbers. It showed that there was an elevation in incidence of epidermoid, adenocarcinomas, and possibly other types, as well as small cell undifferentiated carcinomas (Archer 1974). At that time, it was felt that the histological distribution of cancer among uranium miners was well established. However, one of the authors (GS) has noted that fewer oat cell carcinomas were appearing among uranium miners in recent years. In his material the fraction of oat cell carcinoma, in successive 5 year periods between 1960 and 1980 was 59, 46, 37, and 22 percent. The association with calendar years is almost certainly spurious, reflecting some other factor associated with time. From the standpoint of tumor biology such a change must be important. This is a preliminary report which attempts to determine the cause of that change. POSSIBLE REASONS FOR OBSERVED CHANGE IN CELL TYPES 1) It might reflect a decrease in radiationinduced carcinomas, so that most of the ones being seen now are cigarette-induced. This appears to be a possibility because radiation levels in mines had been markedly reduced in the early 1970s, and because most of the uranium miners now developing carcinoma had quit mining during the 1965-1975 period. 2) It might represent a change in interpretation by the pathologists involved. 3) It might represent a real change in distribution as a result of increased latency, an aging population, cessation of smoking, increasing pack years of cigarettes, or other factors which have changed with time. Each of these possibilities is being checked. Dr. Waxweiler, later in this conference, is presenting an updated mortality analysis of United States underground uranium miners. His data indicate that lung cancer incidence among the Study Group of uranium miners is still quite high, but the ratio of observed to expected is falling somewhat. It is apparent that decreasing exposures in uranium mines is not yet reflected in normal lung cancer mortality rates. Reason #1 is therefore very unlikely. Thirty-five percent of the histologic types of carcinomas in this study were classified by a panel of three pathologists, 45% were classified by one of the panel members, and 20% were classified by a number of

Drainage and erosion control often become problems at mine reclamation projects. An example of this was an abandoned surface uranium mine on the south Texas plains. Engineers with the Texas Railroad Commission solved these and other problems with a three-dimensional geomatrix erosion-control matting at the 69-hm2 (170-acre) site, about 70 km (45 miles) southeast of San Antonio. Enkamat, manufactured by Akzo Nobel Geosynthetics, was installed to reinforce the grass waterways that handle runoff from the reclaimed mine. Reclamation was completed in the spring of 1992. Bill Walker is regional manager for Erosion Control Systems. He worked with the contractor to identify an erosion control product that complied with the project's design and installation parameters. "Use of erosion control matting enabled us to reduce erosion control costs," said Mark Rhodes, with the Texas Railroad Commission. "Also, the erosion control material was more aesthetically compatible with the reclaimed landscape." The commission's design called for a terrace ditch to be constructed midway up the reclaimed spoil slope to catch and collect water. Commission engineers selected spoil slopes, ranging from 5% to 8%, to build reinforced grassed waterways to drain the collected water from the terrace ditches. This was done instead of dropping the water at steeper slope location in rip rap- or concrete-lined channels. Enkamat's three-dimensional geomatrix of heavy nylon monofilaments is 95% open space that aids root growth. Its root-reinforcement system resists the hydraulic lift-and-shear forces created by high-volume discharges of water. In addition, fine eddy turbulences are prevented from isolating and uprooting individual roots and clumps of vegetation. Enkamat is flexible and lightweight. This makes it easy to install. And, because grass grows into it over time, it "disappears" after installation. Between 12,540 and 14,200 m2 (15,000 and 17,000 sq yds) were installed in the waterway using 150-mm (6-in.) staples to fasten the matting, said contractor Dale Blackstock. "It was easy to use; no problem at all to put down." Blackstock selected Enkamat from a list of eight different channel lining materials described as acceptable in the commission's design specifications. The design specifications were based on the results of channel-lining performance tests conducted by the Texas Department of Transportation. Rhodes said that the commission's Abandoned Mine Land Reclamation program had installed Enkamat on other abandoned uranium mines and on an abandoned surface lignite mine near Austin. "Pretty much all of our installations of Enkamat have worked out well," he said. "There have been no failures. The reinforced grass waterways have performed as designed."

During the year of 1972 ASARCO's Silver Bell embarked upon a project that would test a modified grinding circuit using direct digital compute against the performance of its other five grinding lines, implementation and subsequent outcome of that project has been previously reported in a paper by Pitts, et al. The main purpose of the present paper will be to describe major problems incurred during the implementation of this control strategy on the remaining five primary grinding lines and their solutions. Also included will be a discussion of changes made in operating philosophy and methods used since that report was written. Description The Silver Bell concentrator is a 10,436 tonne/day copper sulfide plant supplied by ore from two separate open pits approximately 4 km. apart. As well as receiving ore from these two main pits, ore is received from several exten¬sions of both pits. The ore bodies are variable in rock type and the extensions have increased this variability. Grinding is carried out by six primary, single-stage, 3.20M x 3.66M Allis Chalmers grate discharge ball mills in closed circuit with four Krebs D20B cyclones (Fig. 1). Each of these grinding circuits is controlled by four independent but interactive control elements. These control elements are the fresh ore feed, the water added to the feed end of the mill, the water added to the ball mill discharge sump, and the cyclone feed pump speed. At the present time, instrumentation for measuring primary process variables consists of Merrick weightometers for fresh ore feed, orifice plates coupled with differential pressure transmitters (dp's) for incoming water measurements, back-pressure diaphragm coupled with a dp for estimating ball mill discharge sump level, a magnetic flowmeter for determining cyclone feed velocity and a nuclear density gauge for measuring cyclone feed density. All measuring instruments develop electrical signals that are measured as 2-10 V DC "inputs o the computer interface.

A prototype automated mapping and spatial information management system has been developed, and illustrates how a powerful map manipulation capability and a comprehensive display system can be combined using both raster and vector mapping: The concept of a mapbase and information retrieval mechanism, query language as well as text and graphical menus, is introduced. The Geographic Information System (GIS), which has been built around a system for storage and retrieval of spatial and textual data, allows interaction with geographic space represented on a displayed map. The prototype is demonstrated using maps and information of an open pit mine.

The hydrochemical method, which is based on the separation of aluminium oxide and silicon oxide by the hydrothermal decomposition of aluminosilicates by alkaline solutions in the presence of calcium oxide, can be effectively used for the complex processing of high-silicon aluminium ores. In this case, the silica is bound to a slightly soluble compound: Na20.2Ca0.2Si02•H20 (under the conditions: [&k]= 9, CaO/SiO2 = 1.05, alkali concentration in the solution: over 300 g/l Na20, T = 240...300 °C). If alkaline solutions of 100...150 g/l Na20 concentration are used, Ca0•SiO2•H20 or 2Ca0•Si02.0.5H20 compounds, depending on calcium oxide dosage, are formed at 280...320 °C. New methods for the crystallization of Na20.Al203.2.5H2O from concentrated alkaline solutions rand low-concentration solutions are proposed to isolate aluminium from solutions. The hydrochemical method, which involves no sintering process allows one to decrease the expenditure of heat by a factor of two, to reduce the investment and to exclude the pollution of the ambient air by dust-laden gases. It has been known for a long time that summing pressure drops and rises due to friction, shock, fans and natural ventilation is incorrect. In fact, lost works and works should be summed. In spite of this, the traditional method of finding a fan/system operating position has been the H/Q Curve. This paper presents (lost) work/m curves, progressing from a single fan moved around the system to include natural ventilation work, and fans in a series, parallel and series/parallel. The solutions obtained graphically are substantiated by dry air thermodynamic solutions, and the traditional solutions are shown to be in error. This method of solving problems is particularly useful when moving fans around the system, and essential in series/parallel and series situations with substantially different fan densities. The dry air analysis is employed because of its simplicity. Real air, with evaporation and condensation, will react somewhat differently, and one should use real densities (i.e.[l + w +w]/va ) when using this method. One source of error when applying this method to real air, although probably not major, will be investigated in a subsequent paper. Friction and shock losses are proportional to the square of the mass rate of flow, leading to the typical parabolic system curve. However, the unbalanced water stuff potential energy term, on a unit mass basis, is substantially independent of the mass rate of flow. It is possible that this could be handled as a negative natural ventilation work.

Exploration by Anaconda Minerals Co. in the Rico area from 1978 through 1983 resulted in dis¬covery of the Silver Creek molybdenum deposit. The drill-indicated resource is 40 Mt (44 million st) of 0.31% Mo, and projections suggest that the deposit may exceed 182 Mt (200 million st). No source intrusion has been intersected by drilling, but its presence is sugested by intramineral silicic alkali-alaskite porphyry dikes observed at the surface and in drill holes. Age dates and fluid inclusion studies indicate that the deposit was formed 5.2 ± 0.2 m.y. ago and that more than 1200 (3937 ft) of cover has since been removed by erosion. The deposit is hosted by Precambrian quartzite and greenstone, and Paleozoic sediments. Three prominent faults intersect in the vicinity of the molybdenum deposit, and one of these, the Last Chance fault, strongly influenced the shape and location of the deposit. The juxtaposition of host rocks across the Last Chance fault reflects significant offset spanning at least three different periods. Wallrock alteration associated with the deposit includes potassic, phyllic, and propylitic zones in noncalcareous rocks and garnet and anhydrite-diopside zones in the carbonates. All +0.2% Mo mineralization is within the potassic and garnet zones. Premineral faults that intersect the deposit contain the only surface molybdenum, tungsten, and fluorine anomalies. Dispersion halos of the indicator elements were defined by drilling in the discovery phase of exploration, and are particularly well-developed in the hanging wall of the Last Chance fault.

Advances in borehole geophysical research for mineral assaying and remote detection of mineralization away from the borehole are cited. Nuclear activation measurement research has provided accurate in situ assays of economic metals with neutron-gamma activation, using a high resolution intrinsic-germanium detector. Although nuclear activation analysis is the present "best hope" for obtaining in situ assays for some elements, gamma-gamma and magnetic susceptibility measurements can provide accurate assays for lead-zinc and magnetite, respectively. Borehole optical spectroscopy and X-ray fluorescence are being investigated as possible in situ assaying techniques for some minerals. More laboratory and field calibration research is needed before non-linear complex resistivity (NLCR) can be routinely used as a quantitative assaying tool. Field tests have shown that variations in the local geologic environment can affect the quantitative accuracy of assay values from downhole NLCR measurements. Deeply penetrating borehole geophysical methods are increasingly being used for mineral exploration as drilling costs and exploration have increased. Borehole electrical measurements have been shown to be useful for detecting conductive ore bodies that are not intersected by a drill hole. Hole-to-surface resistivity and surface-to-hole time-domain electromagnetics are demonstrated to be particularly effective for defining mineralized zones in a massive sulfide environment. Borehole gravity meters and three-component magnetometers have been developed and should prove useful for defining geologic anomalies away from the drill hole.

The extensive use of heavy-duty diesel engines in underground mines has raised concerns about the potential adverse health effects to miners exposed to diesel particulate matter (DPM) which contains mutagenic and carcinogenic organic compounds. The purpose of this study was to compare the levels of DPM, biological activity, and polynuclear aromatic hydrocarbons (PAH) attributable to diesel engines in underground coal mines and similar data collected in engine laboratory facilities to assess whether laboratory data could be used to predict in-mine levels of diesel emissions. Mean in-mine DPM and SOF concentrations varied from 0.90 to 1.9 mg/m3 and 0.08 to 0.40 mg/m3, respectively. DPM-associated mutagenicity (mean) levels at two of the mines varied from 400 to 970 revertants/m3. Concentations of three PAH differed by up to four-fold between two of the mines, largely reflecting differences in DPM and SOF levels. The laboratory raw exhaust data were divided by 100 to obtain expected or predicted values for in-mine concentrations. The predicted DPM, SOF, mutagenicity, and PAH values based on laboratory samples were not significantly different from many of the in-mine values. Using a potential in-mine dilution ratio range of 20 to 200:1, virtually all in-mine data fell within the predicted range. Therefore, an estimate of in-mine concentrations can be determined by evaluating laboratory data. This will allow for extrapolations from laboratory tests with particulate emission control devices to assess potential health-related benefits due to their in-mine use.

Ventilation and refrigeration strategies for the 3000/3500 orebodies, Mount Isa Mines, Australia were reviewed. The orebodies lie between 1,200 and 1,800 m below surface and are characterised by steep geothermal gradients, intensively mechanised stoping methods and high ambient air temperatures in summer. Providing acceptable working conditions under these situations is difficult and costly. The ventilation air quantity required in the 3000/3500 orebodies exceeds 550 m3/s when the production rate is greater than 2.5 million tonnes per year. The maximum quantity that can be supplied and exhausted using the existing intake and return ventilation system is estimated at about 630 m3/s. For production rates greater than 3 million tonnes per year, either new intake and return airways will need to be developed or innovative approaches such as controlled partial recirculation used. A description is given of technical and economic investigations conducted at Mount Isa into controlled partial recirculation. During these investigations, a major field trial of a controlled partial recirculation system was undertaken with results indicating that an acceptable working environment can be achieved practically and economically utilising this approach. The cost involved in controlled partial recirculation for supplying the required ventilation quantity when the production of 3000/3500 orebodies exceeds 3 million tonnes per year is examined. A cost comparison between recirculation and other conventional alternatives such as new surface shaft or underground booster fans is included. The results indicate that the option of a new surface shaft will incur a high initial capital cost and moderate annual operating costs. The alternative of underground booster fans will necessitate a moderate capital cost and very high operating costs. Controlled partial recirculation, in this case, offers both the lowest capital and operating costs of the three options evaluated.

The Tertiary Silverton caldera collapsed asymmetrically to the southwest 27.5 m.y. ago. Resurgent volcanic activity is expressed by a quartz-monzonite stock at the southern caldera margin and by the Red Mountain porphyry stock in the northwest of the caldera which were emplaced at 25 m.y. and 11 m.y. b.p., respectively. The apical Eureka graben formed between 27.5-22.5 m.y. ago and transects the Silverton caldera southwestward. In the northeast it terminates at the 22.5 m.y. Lake City caldera margin. This graben as well as caldera faults provide dominant structural control for base and precious metal deposits. The epithermal gold mineralization of the Gold King mine is proximal to the Red Mountain stock in the north central part of the caldera. Here, west-northwest striking faults related to the collapse of the caldera intersect northeast faults of the Eureka graben. Superimposed upon earlier base metal mineralization at 23 to 22.5 m.y. b.p., the 11 m.y. younger gold metallization was a distinct event at Gold King. Supergene enrichment of the hypogene precious metal assemblage resulted in a metal tenor of up to 3,016 g/t gold and 1,088 g/t silver. The deposit is hosted by quartz-latite tuffs, flows, and flow breccias of the Burns Formation. Veins, up to 5 m wide follow steeply southeast and northwest dipping structures of the Eureka graben. Subsidiary veins up to 2 m wide branch off the main lode and are termed "flat veins" because of their conformable strike but shallow dip of 45' to 50' toward the northwest. This paper outlines the chance constrained binary integer program developed by the author in his doctoral dissertation at Columbia University, New York, 1973. The optimum planning of a mining program involves the determination of a production schedule which maximizes the net present value of the mining property. The actual mining process has an inherent stochastic and discrete nature. In particular, the demand for the mined product and the grade of the mineralized material in the ore are the two most important stochastic mining variables. The decision to mine or not to mine any block of a mining property is a binary integer variable. This paper outlines the formulation of pit production scheduling problem as a chance constrained binary integer program. The deterministic equivalents of these chance constraints are nonlinear in binary variables which have subsequently been linearized. The planned objective is to meet with a stipulated high degree of reliability, all the random demands as they materialize with a random supply of the commodity being marketed as determined by the eventuating random grade values of the exposed ore blocks and the mining system's production constraints such that the discounted total production costs over the entire planning horizon are minimized or the profits maximized. The emerging surface of the mine in each scheduling period is determined by the values taken by the binary decision variable associated with each block of material in each scheduling period.

This paper describes research and development efforts leading to a wet process for the beneficiation of Western talc ores in which the values are primarily present as soft, platy talc mineral. The mineralogy of the ore, as it relates to the logic of utilizing an uncomplicated, attrition-scrubbing sedimentation process is described. Bench-scale laboratory testwork and a pilot-plant test program are described. The pilot-plant program included production of several tons of products. The thickened talc slurries were very difficult to dewater prior to the drying step. Dewatering difficulties were overcome by use of a high-speed centrifuge. The centrifuge cake was dried either by tray, flash or spray drying. The successful use of one high-grade talc product as titanium dioxide extender in paper is discussed. The talc product has extremely low abrasion values, an important characteristic for minerals used in paper manufacture. It is concluded that this wet process for soft talc ores is capable of producing high-purity talc products for paint, paper, cosmetics and other industrial uses re-quiring very pure soft talc.

GENERAL INTRODUCTION The object of this paper is to discuss those aspects of open pit mine design which are affected by geotechnical factors. The temptation exists for some practitioners of geotechnical engineering to believe that this relatively new engineering discipline is the ‘be all and end all of mining.’ In the opinion of the authors, this is fallacious but, as our ability to put numbers to the behaviour of rocks and soils improves, it is clear that geotechnical engineering will become an integral and important part of designing and operationg mines success- fully. Open pit mines in the context of this paper also includes open cast mines, where the 'ore" is extracted and the waste material is immediately replaced or ' backfilled in the mined portion of the pit. Open pit mines operating today move from very small tonnages a day to in excess of 400,000 tons per day. Several mines are operating and are being designed to capital expenditure for such projects in some cases exceeds five hundred million dollars and in a few cases will exceed one billion dollars. The size of this investment means that financing will have to be provided from banks or joint partnerships. This financial environment means that planning will be carefully scrutinized by experienced representatives of financial institutions or other mining companies. All too often a project has been put in jeopardy because the personal desire of one or two men to make a project proceed has caused incomplete planning or perhaps in some instances deliberately leading observers 'down the garden path.’ In our opinion the day is rapidly arriving when the quality, logic, practicability and completeness of the planning will make the difference between securing financing or not and, in the cases of existing open pit mines, of the difference between survival and closure.

In the past mining engineers have tended to rely heavily on the advice of fan manufacturers in relation to fan equipment issues. A more adequate approach was advocated in a paper [ Wallis, 1965 ] submitted to the Eighth Commonwealth Mining and Metallurgical Congress held at Surfers Paradise, Australia during 1965. At that time Mount Isa Mine were in the process of installing 3 large 6096mm (20ft) diameter vertical axial flow surface fans of an advanced type [ Mathews et al, 1967 ]. The preliminary feasibility studies prior to preparing the detailed job specification for this project were extremely thorough with the result that it was possible to include detailed information and instructions in the document, ensuring the procurement of equipment that was satisfactory in all respects. Full advantage was taken of expert services provided by external organizations during the large coordinated multi-disciplinary exercise. My continuing activity and development in relation to the technology of axial flow fans is now at a stage where all known design and performance data are accessible through CAD programs [ Wallis and Kipp, 1987 ]. The extensive calculations that were necessary in 1983 can now be carried out in a mere fraction of the time, and with complete confidence. Model testing in order to validate the fan and duct design proposals is, in my view, no longer essential. The first of the computer programs enables a mine ventilation engineer to study a large number of alternative axial fan arrangements for comparison with the centrifugal alternative. By entering the volume flow rate, fan pressure and air density, he can then with ease, and rapidly, investigate the effect of various blading arrangements, downstream evasee area ratios, and hub ratios, on fan diameter and speed, with their related attainable fan efficiencies. This procedure had its origin back in the 60s when I was advising mining companies on new fan equipment. At that time such an investigation was quite lengthy and lacked the precision and completeness that is now available within the present programs. To obtain the major benefit from these outputs, it is most important not to be disconcerted by the three very important nondimensional parameters, namely, the tip flow coefficient (LAMt), the fan pressure coefficient (Kt or Kit), and the swirl coefficient (Es and/or Ep) as these are important when assessing the various design proposals. When seeking an understanding of the role and importance of each of these variables, ample help is provided in the user manual; the design recommendations are summarized in the help screens which are readily accessible within the design programs.

The first section of this text delves into construction engineering techniques for successfully completing necessary underground production support projects. I will discuss alternative design concepts, installation practices, materials and material costs, completion time, and necessary labor for individual projects. The emphasis of this section is on describing each project thoroughly and providing a practical guide for the supervisor or engineer. There are four main construction categories for typical underground mining projects. These are: 1) Transportation of men and supply materials. This refers to track and wire installation and roadbed grading and ballasting. 2) Ventilation, composed of overcasts, man doors, regulators, and stoppings. 3) Drainage, including sumps, pumping stations, drainage networks, pumps, and face drainage. 4) Haulage of coal and rock from the face to the outside. The focus here is in the installation of belt lines, belt drives, transfer points, and vibrating bins/feeders. The first section shall fully discuss these four categories in regard to the construction engineer or supervisor designing, building, or improving a system. In addition, special projects such as surge bins, rotary dumps, and underground offices not classified under these categories will be discussed. For manageable purposes, I have limited the installation discussions to one or two approaches I feel have merit. The variation of installations in coal mining is endless, each with its own advantages and disadvantages. Therefore, the reader should not dismiss or restrict his thinking to only the approaches in the text. It serves as a guide only.

A two level risk analysis procedure which is specially designed for use in river environments, is presented. The first level risk assessment (Level I) is often adequate for purposes of most projects, and entails hazard assessment, exposure identification, consequence estimation, and risk characterization. Two unique features of the method are the Composite Hazard Rating system, which is used in hazard assessment, and a formalized decision model for risk characterization. The risk characterization procedure provides information on the acceptability of risks, can be used to distinguish between the relative severity of risks, and to evaluate whether more advanced risk assessment would be required.

The term ball clay is applied to plastic sedimentary clays that have a high content of kaolinite and that possess white firing properties and high green strength (Mitchell and Stentiford, 1973). However, the name ball clay is not derived from any specific property of the clay. Instead, it comes from the original method of production in southwestern England (Scott, 1929). From open pits, the clay was cut into cubes with hand tools. The sides of the cubes were about 220 to 250 mm (9 to 10 in.) and weighed 14 to 16 kg (30 to 35 lb.). The eventual rounding of the corners with handling before sale gave rise to the term ball clay. Ball clays provide the workability and green strength required by the whiteware section of the world's ceramic industry. The main applications are in the sanitaryware, tile and tableware sectors. Each, though, requires particular technical properties in the ball clay component. The clay has to be as white firing as possible for all applications. However, for sanitary-ware, the rheological properties are most important. For tableware, fired whiteness and freedom from specking are the main criteria. Tiles need a reasonable green strength but the clay also needs to be cost-effective. The technical properties of the individual clays in any deposit depend on the clay mineral assemblage. This, in turn, depends on the geological formation of the deposits. Hence, it is the latter that largely determines the market sector for which the clay blends from a particular deposit are suited. Formation of ball clays Ball clays are formed from three main components - kaolinite, micaceous minerals and quartz - while carbonaceous material is also often present. The crystallinity of the kaolinite and mica varies. There are also occasional minor occurrences of feldspar, chlorite, montmorillonite andmixed. layer minerals. Marcasite, siderite and anatase also occur in small amounts. The properties of the clay depend on its mineralogical composition and its particle size distribution, particularly in the lowest size ranges. The original source rocks and the environment of deposition of the clay are the controlling factors. The importance of weathering processes in the formation of ball clays has long been recognized (Bristow, 1968). The diversity of source rocks produces considerable variation in the clay minerals formed. Therefore, each deposit is unique, with time-related variation within it. The greatest development of a weathering mantle takes place in a tropical climatic environment. Plant remains confirm that most ball clay deposits were formed under hot and wet conditions. Sedimentation of the clays had to be in fresh or low salinity water or clay minerals detrimental to whiteware manufacture would have been formed. Fresh water traps for the ball clay, sand and lignite sequences depended -on tectonic features, such as basin development along fault zones or lakes and lagoons on the edge of a large scale embayment. This section begins with an introduction to several key environmental laws. This is followed by a discussion of some of the issues raised by such environmental regulation. Finally the subject of regulatory reform is addressed. Overview of Selected Major Environmental Laws The number, type and complexity of environmental laws and regulations affecting mineral resources development have grown at an astonishing rate since the 1960s. The most significant laws and regulations are those addressing the use of the public lands; those concerned with air quality, water quality, and surface reclamation; and those defining government responsibility for its actions having important environmental consequences. The laws and regulations governing activities on the public lands will be taken up in the section 5.15C, "Minerals and Land Management." In this section we will concentrate on five primary laws: the Clean Air Act, the Clean Water Act, the Surface Mining Control and Reclamation Act, the Endangered Species Act, and the National Environmental Policy Act. The Clean Air Act: The legislative and regulatory framework for controlling air pollution has developed in a series of steps. Most important for present purposes are the Clean Air Act of 1970 (P.L. 9 1-604) and the 1977 Amendments (P.L. 95-95). The rather complex air quality control scheme includes four key elements-national ambient air quality standards, state implementation plans, the prevention of significant deterioration program, and the non- attainment program. National Air Quality Standards. The 1970 Clean Air Act is a landmark law because it contains the first explicit recognition that pollution is a nationwide problem requiring a national control program. The federal government through the Environmental Protection Agency (EPA) was to establish national air quality standards for at least the six pollutants named in the Act (sulfur dioxide, carbon monoxide, total suspended particulates, photochemical oxidants, hydrocarbons, and nitrogen dioxide). These standards were to be established so as to protect public health, "allowing an adequate margin of safety." The cost of achieving these standards is not to be considered. The 1970 Act unrealistically required that these standards be achieved in all areas of the country by 1975. As the program has developed, the air quality control regions are now to be designated as "attainment" or "nonattainment" with respect to each of the national standards. State Implementation Plans. Under the Act the states are given the primary role in achieving the ambient standards. States are to develop and implement control plans governing emissions from all existing and new sources. These plans can include emission limitations for existing stationary sources, transportation control plans to reduce emissions from mobile sources, and pre- construction review of new stationary sources to assure compliance with new source performance standards. The EPA must approve all state implementation plans. Sanctions are given to the EPA to be applied if states fail to submit acceptable

Traditional or artisanal goldmining, also known as small scale goldmining, has a strong and probably a negative environmental impact. The processing methods applied are very frequently a source of severe pollution due to the emissions of mercury by the extraction of gold by means of amalgamation as well as the emissions of cyanide through cyanide leaching of gold bearing ores. The emissions find their way into the environment and contaminate soils, sediments, water and atmosphere. Abnormal concentrations of mercury and cyanides in waterways are known to occur year after year destroying irreplaceable regions of the world. Mercury and cyanide compounds are highly toxic and may directly create permanent damage to the whole ecosystem. Existing methods for recycling of mercury and for decontamination of mercury and cyanide contaminated tailings are not customary applied in small scale mining and are ineffective as well. Based on investigations of traditional and small size goldmining, this paper presents: -processing methods of gold and discarded tailings under consideration of environmental protection; -figures on actual situation; -recommendations for equipment; -some decontamination methods for mercury and residual cyanide. Mineral Processing methods in traditional gold mining Gold is usually existing in its ores as the metal alloyed with metallic silver and perhaps copper. The element may occur in the form of: -native gold -inclusions also of microns or submicroscopic size metal sulfides (auriferous) such as pyrite, pyrrhotite, stibnite, arsenopyrite and galena -combined as telluride or sulphotelluride. The separation process selected depends on whether the gold can be freed from its unfavorable associations (e.g. gangue) at a sufficiently coarse grain-size, or whether it is carried in a heavy sulfide which can be freed similarly. The usual practice is to concentrate the goldbearing mineral at a relatively coarse grain-size and to regrind the ore if necessary. The gold content is concentrated by secondary or tertiary gravital methods or is extracted by chemical methods (amalgamation, cyanidation etc.) Gold, even when of fine grain-size, settle readily due to its high specific gravity from pulps in which the main gangue mineral is quartz or silicates. Amalgamation is the process of separating gold and silver from their associated minerals by binding (entrapping) them into a mixture with mercury. The cyanide process is applied to separate gold or gold-bearing compounds by dissolution from the finely ground ore (CIP, CIL, RIP), or as heap leaching. The dissolved gold is separated from the solids and the metal-rich or pregnant solution is then treated to recover its gold. Gold is also recovered by flotation methods. This process is widely used in treating base metal ores and in separating various sulfide components of ores, as well as in removing the barren gangue. The gold usually associates with a specific product in a sequence of flotation operations and is recovered subsequently in the smelting of the sulfide concentrates and refining of the metallic products, or by cyanidation of the roasted concentrates. Froth-flotation can be applied to separate gold and sulfide minerals from a finely ground pulp. The Amalgamation Process Amalgamation is the main method for the recovery of gold in traditional mining and is applied for the extraction of gold from placers as well as primary ores. The mineral technology used depends on the nature of ore deposits. In winning gold from solid ore, the matrix of minerals and rocks must be crushed and ground to sufficient fineness to liberate the gold. The liberated gold could be treated similar as free gold from placers. Gold is mainly separated from the valueless gangue (barren rock) by utilizing the difference between the density of the impure native metal (density about 16-19) and the gangue (density about 2.5). In simple operations the material is carried by a stream of water down a sluice generally equipped with small transverse barriers (riffles) against which the gold collects. The riffled sluice is the principal device used by artisanal gold miners. Nowadays, spirals as well as centrifuges, such as Knelson separator or Falcon separator, are occasionally applied for gold recovery. Gold may also be recovered from the pulp, by passing it over corduroycovered tables that catch the heavier particles - a method maybe as ancient as gold mining itself. In history, sheep skins were used to catch gold particles in this manner. Furtheron, gravity separation of gold is practiced on jigs, hydraulic traps, shaking tables and
