This paper presents an overview of the New Mississippi Tunnel Outfall for the Transportation Expansion Project (T-REX). The Outfall conveys highway and other urban drainage to the South Platte River as well as provides long needed relief from flooding problems in the southeastern portion of the Interstate 25 highway corridor. The Outfall tunnel incorporates a one-pass precast concrete segmented liner to convey storm water under I-25 then under Mississippi Avenue to the river. The Outfall crosses both the existing I-25 as well as the future improvements including under the Light Rail Transit, a new bridge abutment, widened lanes, and new retaining walls. The Outfall also crosses adjacent to several buildings and five bridges, under major traffic and utility intersections, and through difficult geology.

Sizing devices used commercially are unfortunately not 100% efficient, the splits that can be obtained are usually inferior to the results obtained in the laboratory. Often the capital and operating costs of equipment capable of high sizing efficiency cannot be justified by the economics or requirements of the process. To reconcile the desired sizing efficiency needed to obtain optimum process requirements with the sizing efficiency of equipment economically practical, it is often necessary or desirable to predict the gradation and weight splits of the products obtained based on the expectant efficiency of the contemplated sizing device or method. The less efficient the sizing device one must employ, the more important it is to know the results that may be expected for the establishment of the optimum flow sheet and the more difficult it becomes to estimate the results accurately. Air classification equipment which sizes materials by opposing the drag force created by an air stream acting on a particle with a combination of gravitational, inertial or centrifugal forces are substantially less efficient than, for example, a laboratory sieve analysis. Air classifiers allow oversize material to contaminate the fine fraction and leave undersize material in the coarse fraction. The techniques employed to predict the gradation and weight splits obtained from air classification outlined below are adaptable to other sizing devices less than 100% efficient such as screens, sifters and wet classifiers.

The recognition of perlite as a distinct volcanic glass, and of the arcuate fractures that often characterize these natural glasses, dates back at least to the late 19th century and perhaps into the 18th century (Howell, 1974). Some authors suggest that recognition of perlite dates considerably further into antiquity, perhaps to the 3rd century BC (Caley and Richards, 1956). Most recent definitions identify perlite by the presence of vit¬reous, pearly luster and by the presence of characteristic concentric or arcuate perlitic fractures. As discussed more fully below, arcuate fractures in perlite need not be megascopic. The textures of perlite which commonly occur in deposits range from dense to highly vesiculated to pumice-like. Thus, the classical definition of perlite is descriptively restrictive compared to the natural range of textures and neglects to address the issues of genetic origin and geologic occurrence. In spite of the petrological usage of the term perlite, the in¬troduction of expanded perlite aggregate into industrial markets caused the term to be applied as well to the lightweight, cellular aggregate that is produced through the rapid thermal expansion of milled perlite ore. Perlite is distinguished petrologically from other natural glasses by a silicic or rhyolitic composition by the presence of 2 to 5 wt% total chemical water held within the glass structure and often by the presence of pearly luster and onionskin-like perlitic fractures. Worldwide, occurrences are associated with Tertiary through early to middle Quaternary volcanics and with the glassy portions of silicic domes and flows, with vitric tephra, with the glassy chill margins of dikes and sills, and with the glassy portions of welded ash flow tuffs. Less commonly, perlite is reported in association with the glassy portions of volcanic plugs and lacco¬liths. The perlite carapaces that partially or fully comprise extru¬sive domes and flows are often thick and areally extensive, and thus provide commercially attractive targets for low cost open pit mining. Perlite tuffs and tephras are also important commercial sources. Mining costs are minimized by open pit quarrying and by either bulldozer ripping or blasting. Crushing and sizing facilities are generally close to the pits. Due to the low weight and large volume of expanded perlite, unexpanded perlite that has been crushed and sized is usually shipped nationwide directly to local markets where it is expanded and processed for distribution to end users. The vast majority of international trade is in unexpanded perlite. In the United States, the evolution of the expanded perlite industry can be traced to the late 1930s and early 1940s when expanded perlite aggregate was introduced into gypsum plaster and concrete markets as a substitute for vermiculite (Schundler, Jr., oral communication, 1991) and was promoted for use in a much broader spectrum of products (Howell, 1974). By the early 1950s, end user markets were well established and small expanders were numerous east of the Mississippi River. Today, mining and expan¬sion is undertaken throughout the world. Worldwide production of perlite is dominated by the former Soviet republics, the United States, and Greece. Total worldwide production of processed perlite during 1990 is estimated at roughly 1 778 000 tons (Davis, 1991). The physical properties of expanded perlite that give this prod¬uct unique commercial value include: low bulk density, chemical inertness, high insulating ability, nonflammability and fire resis¬tance, and its ability to retain water. These and other physical properties give expanded perlite value in such uses as: lightweight acoustical and thermal insulating aggregate; component in plaster, insulating cements and lightweight concrete; loose fill insulation; as aggregate in horticultural applications; and in milled form as filter aid. In the United States and Europe, the largest end use is within building construction products.

Located in the Santa Cruz Mountains eight miles north of the City of Santa Cruz and inland from the coast, lies a typical beach sand consisting of quartz and feldspar grains of the Santa Harguerita formation of the middle tertiary age, Reserves of over twenty-five million tons of this sand form the deposit presently being harvested by Pacific Cement & Aggregates, a Division of Lone Star Cement Corporation. The deposit ranges from 350 to 700 feet above sea level and varies from two percent passing a 200 mesh screen to ten percent retained on a ¼ inch screen (see Figure '#l) In 1929 the first sand plant went into operation at this site. It was replaced by a new plant in 1937. This plant continued operation until the middle of 1965 when replaced by the modern plant described in this paper.

The use of computers in system analysis is well established. Analog computers have been used for this purpose since about 1940. As the power of digital computers increased and their cost decreased, much of the analysis formerly done by analog computers has been diverted to digital computers. The mathematical foundation for system analysis was laid between the years 1700 and 1900. In the 1930?s, telephone repeater amplifiers were designed using systems analysis techniques. From 1940 to 1960 systems were analyzed using either direct simulation or LaPlace transforms. Since 1960 analytical methods have been expanded to include linear vector space theory. All of these methods are being used to analyze the dynamic behavior of mining machinery.

A number of important studies, ongoing environment monitoring efforts and mining and road construction projects in the lignite based electrical power production area of Amyntaio ? Ptolemais in North West Greece require an accurate and up to date model of the topography. In recognition of the importance of such a model, a project was initiated by the Laboratory of Mining Information Technology and GIS Applications in the Department of Geotechnology and Environmental Engineering of the Technological Educational Institute of Western Macedonia. A massive surface triangulation model was generated from vector data using an optimized Delaunay based method. Combined with aerial and satellite imagery, the triangulation model provides a complete 3D terrain model of the area characterized by high levels of accuracy, detail and realism. The generated model is easy to modify with new data in order to improve its detail and keep it up to date with ongoing earth moving and development operations in the area.

Very fine wet sizing of minerals such as kaolin, precipitated calcium carbonate, lime milk, and clay slip is a difficult process to achieve using standard vibrating screens. With particle sizes ranging in the sub-microns combined with the agglomerating tendencies of certain materials, screen blinding becomes a serious issue. Sizetec, Inc. has developed an innovative screening equipment to help solve this problem. The High Performer Screen uses powerful linear vibrations to help break apart agglomerated particles and prevent screen blinding. Optionally fitted with the Air Explosion Screen Cleaning System, compressed air can be periodically injected into the screen underflow chamber to clean the screen surface without the use of water sprays. This paper highlights some of the key features of the Sizetec High Performer Screen and describes typical performance that can be expected based on results from various trials conducted in the kaolin industries.

The number and type of trucks and shovels used are two important factors in determining the optimal design parameters of an open-pit mining system. The characteristics of the arrival and service-time distributions of the trucks determine the performance measures of a truck-shovel system when it is modeled as a closed queuing network. In all of the previous analytical queuing studies of truck-shovel systems, trucks are assumed to be identical with respect to their arrival and service-time distributions. This assumption, although desirable for reducing computational difficulties, causes either underestimation or overestimation of the performance measures, depending on the number and types of equipment used in the model. The relative error in performance measures could be significant when the number of different types of trucks and shovels is large. In this paper, an analytical method is proposed to model the truck-shovel system as a multiple-class closed queuing network. This approach provides the capability of estimating system performance measures for planning purposes when the truck fleet is not necessarily composed of identical trucks. An example of truck-shovel systems is presented to show how the incorporation of different types of trucks affects performance measures.

There are a number of factors, including mine geometry, local geology, geotechnical properties of overburden materials, surface topography, sequence of overburden strata, and extraction rate, affecting characteristics of surface subsidence imposed by large underground excavation. Among the factors, the first three have the major impact on magnitude and area of influence of final subsidence. Hence, a model has been developed, considering mine geometry and geologic and geotechnical properties of the associated area, to predict maximum possible subsidence and subsidence profile at any cross-section within the subsidence influence zone. Based on extensive field measurements and mechanics of strata behavior, under the action of overburden pressure in the vicinity of the large underground excavation, the vertical plane of influence zone has been divided into five areas: 1) excavated, 2) caved, 3) fractured, 4) highly deformed but continuous, and 5) subsided zones. In the final state of subsidence each area maintains a certain volume expansion/contraction, i.e. a factor which depends on geologic, geotechnical properties of overburden strata and state of stress within the subsidence trough. The cumulative volume expansion and contraction partially compensates for the extracted volume and the difference between the two is reflected as the subsided area in the form of the area within a curve defined by a probability function. The input parameters for the model are mine geometry (i.e. length and width of the panel), depth of cover, and geologic and geotechnical properties of overburden strata (i.e. percentage of hardrock, sandstone and limestone, and soft rock, shale within the overburden strata and Rock Quality Designation). The model calculates angle of draw for the site, expansion factor for each zone utilizing empirical relationships, maximum possible subsidence and plots the subsidence profile curve. The model is developed for a longwall excavation with unique characteristics of prediction of angle of draw and maximum possible subsidence for a given geologic and mining condition at any cross-section within the influence zone of subsidence.

INTRODUCTION In recent years, there has been a trend in the direction of larger drilling equipment and larger diameter blastholes. Although this change has improved the efficiencies and reduced the costs in many operations, it has increased the potential for damage to underground openings. In addition, in many instances one now finds more sophisticated delicate instruments, automated control facilities, and a large variety of structures in proximity to blasting activity. The combined effect of larger-scale blasting activity and its proximity to various features of interest is such that there is an increased need for a more refined analysis of blasting effects and their control. BLASTING EFFECTS ON ROCK SURFACES The Breakage Mechanism In order to develop techniques for controlled blasting, one must first understand the features of the mechanisms by which blasting causes rock breakage to occur. These features have not been easy to demonstrate, mostly due to the difficulty in making tests and observations at the high stress levels and short time durations involved. When an explosive charge is detonated, the material surrounding the charge is subjected to a nearly instantaneous, very high pressure [on the order of 1.4 to 13.8 GPa (0.2 to 2.0 X 106 psi), depending on the explosive]. If the charge is coupled to "average" rock, this pressure will pulverize the surrounding rock for a distance on the order of 1 to 3 charge radii in hard rock, and to a greater distance in softer rock (this is also dependent on the type of explosive). As the pressure wave passes into the rock, high tangential stresses cause radial cracks to appear, and the nearly discontinuous radial stress zones gen¬erated by the shock front may cause tangential cracks to appear. The extent of these cracks depends on the energy available in the explosive, how quickly the energy is transmitted to the rock, and the strength properties of the rock. The discontinuous shock front is quickly dis¬sipated, but the expanding gases generate a longer-acting pressure. A compressive pulse travels to the nearest face or internal rock boundary where it is reflected in tension. The tensile strengths of most rocks are roughly 40 to %o of their compressive strengths, so the rock may now fail in tension whereas it may have been able to support the diminished compressive phase without failure. The ten¬sile deflection typically produces a failure described as tensile slabbing or scabbing. Laboratory experiments and field experience have pretty well established that several mechanisms are involved. These include (1) the classical case of tensile parallel slabbing when the pressure pulse is reflected at a free surface; (2) failure under quasi-static compressive loading (the shape is normally irregular due to discontinuities in the rock); (3) radial cracking under the action of tangential stresses at the periphery of the expanding pressure pulse; (4) peripheral cracking at the discontinuous shock front which is quickly dissipated; and (5) additional mass shifting due to the venting of the explosive gases. The first three items have received much attention in the laboratory and the literature. The complex effects of gas venting are difficult to test in the laboratory because of the difficulty in reproducing the many weak planes and discontinuities typical of most field conditions, which play such a prominent role in determining the behavior of the rock mass subjected to blasting. Unfortunately, gas venting effects can be pro¬jected to significant distances under certain field conditions, and are sometimes difficult to control. It is not unusual for gas venting to be the overriding factor in determining the final geometric shape and physical condition of the finished excavation. Sources of Damage For the purposes of this discussion, damage includes not only the breaking and rupturing of rock beyond the desired limits of excavation but also an unwanted loosening, dislocation, and disturbance of the rock mass the integrity of which one wishes to preserve (such as mine pillars, underground openings, etc.). The sources of damage include, of course, all those physical features of the rock breakage mechanism. Each of these effects must be limited to the desired zone of breakage and excavation if the integrity of the remaining rock mass is to remain undiminished. The primary zone of rock breakage usually can be controlled in the normal process of field experimentation to determine proper charge sizes and location for primary excavation. However, it frequently happens that there is damage from sources which are more difficult to account for in the design process, which are often overlooked. These are (1) the overbreak due to poor drilling control, (2) dislocation of rock (mass shifting) due to venting of explosive gases, and (3) loosening or dislocation due to the influence of seismic waves (ground vibrations). CONTROL OF ROCK BREAKAGE Importance of Geometry In studying the rock mass and blasting design con¬siderations, it is important to keep in mind the geometric relationships among charge size, shape, and position, and the physical features of the rock mass to be preserved. The features of principal interest are the external shape and position of the rock mass relative to blasting, and the position and attitude of any weak planes in the rock mass. The Sequence of Blasting and Excavation Events Unfortunately, there are too many times when the task of preserving delicate rock is considered hopeless, and because of this attitude, no further effort is ex¬pended towards caution or control. In such cases there is often a failure to recognize the importance of the se¬quence of the procedures. Attention to this can greatly reduce unwanted effects at minimum cost. INTRODUCTION In 1960, coal accounted for 49% of the world energy consumption, an amount that was reduced to 29% in 1973 because of the availability of cheap oil. At that time, it seemed that oil would remain available for a long time in unlimited quantities. However, this situation changed drastically in 1973/74 when a series of closely spaced price increases from $3 per to $12 per bbl by mid-1974 hit both industrialized and developing countries. Another sharp price increase in 1979/80 to the $34 to $38 per bbl level also hit the world economy hard and, at the same time, set in motion powerful technology development forces for increased coal utilization. At this point, the price of coal was approximately $1.50 per MM Btu, while that of oil approached $6.00 per MM Btu. This huge price differential offered an incentive for developing new coal technologies including liquefaction, gasification, fluidized bed combustion, coal-water mixture (CWM), etc. The CWM technology was of particular interest to the utility industry, which consumes more than 80% of the coal mined in the US for power generation. In this technology, a powdered coal is mixed with water to produce a stable slurry that can be stored for an extended period of time without settling and is readily pumpable. Various reagents in the amount of approximately 1% by weight of the coal are added to inhibit sedimentation during storage and to reduce the viscosity for atomization in burners. The coal loading is in the range of 50 to 80% solids, depending on the particle size and its distribution. With very fine particles, it is difficult to increase the coal loading above 50%, and a binomial distribution helps increase the coal loading. The presence of water consumes a relatively small amount of the heating value of the coal during combustion; for a coal-water slurry containing 30% water, less than 5% of the calorific value of coal is usually consumed due to evaporation. The major advantage of burning coal as a slurry is that many of the oil-burning furnaces can be converted to coal-burning with a minimum retrofit cost. Considering the substantial price margin between coal and oil, the pay- back period for retrofit costs can be relatively short. Nevertheless, the retrofit cost can be further reduced if low-ash coals are used as feedstocks for CWM; there will be savings in the capital cost of installing bag filters or electrostatic precipitators that are designed to remove the ash from the combustion gases. Furthermore, the use of low-ash coals can minimize derating of boilers because the velocity of the combustion gases can be maximized without creating erosion

The Phelps Dodge Miami smelter has smelted copper concentrate using the ISASMELT technology since 1992. The design throughput rate was 591,000 tonnes/year and after a slow start-up, the production rate has exceeded the design after the seventh year of operation. In 2002, the smelter consumed 719,000 tonnes of copper concentrate and has the potential to hit the permitted rate of 772,000 tonnes/year. Improvements to the smelting vessel and the surrounding support processes have allowed for continuous improvement from start up until now. This presentation will outline the chronological events and the improvements completed to accomplish these improvements

The possibility of increasing the efficiency of mineral processing plants by means of computer control has prompted metallurgists to examine their flowsheets more critically in order to develop practical control strategies. Control schemes in use to date generally rely on the automation of traditional and previously manually regulated control loops, for instance the addition of reagents to maintain a constant assay or a constant pH. This approach is predicated on the availability of well-established primary sensors such as pH electrodes or on-stream analyzers. Noranda Research Centre, in cooperation with Noranda Group concentrators, has developed a froth level monitor and a pulp density meter susceptible of application in this type of control. Although some of the basic principles on which they are based have been known for some time, their incorporation into the design of reliable, direct-reading instruments which can be interfaced with a computer, is be-lieved to be novel*.

Under a cost-shared Department of Energy contract, awarded as part of the Coal Preparation Program&apos;s High Efficiency Preparation subprogram, Custom Coals International will be installing and testing a 227 kglhr micronized-magnetite cycloning circuit in PETC&apos;s Coal Preparation Process Research Facility. The project includes the design, construction, testing, and decommissioning of a fully integrated circuit complete with feed coal classification to remove the minus-30-micron material, dense-medium cycloning of the 300 by 30 micron feed coal using micronized magnetite (<10 microns), and medium recovery via drain & rinse screening and various stages and types of magnetic separation. This paper will describe the micronized-magnetite beneficiation technology and the scope of work for this project including an update on the status of the project, the circuit, and the proposed test plan.

According to the 1966 Bureau of Mines Mineral Year Book only three states reported production of lignite in that year. These state: were North Dakota, Montana, and South Dakota; although it is known that there is production of lignite in Texas, California and, perhaps, Arkansas. In the year 1966 North Dakota produced 3,543,000 tons of lignite, Montana produced 328,000 tons of lignite, and South Dakota produced 10,000 tons of lignite. In view of the fact that North Dakota produces approximately 95 per cent of all the lignite reported in the United States, in discussing lignite mining, my remarks will be confined to lignite mining as conducted in North Dakota and will be confined to the production of lignite by stripping methods, as this is the predominate method used today. The first lignite mining in Worth Dakota, undoubtedly, was done by people settling in the western part of the state where wood was scarce and where lignite is exposed in the banks of creeks and ravines. The first production records were kept in 1884 and indicate that 35,000 tons of lignite were mined that year. The growth of the lignite industry has been very slow during the intervening period, but in 1966 production started to increase, and it is now indicated that production in the next few years may approach 6,000,000 tons per year. Ninety-seven per cent of the lignite produced in the lignite area of the Midwest is utilized in the generation of electric power, and it is anticipated that this use will predominate during the next two decades.

Ore Reserve Models are well established evaluation and mine planning tools. BY definition, these models are made up of regularly sized blocks, arranged in a three dimensional matrix. Two dimensions correspond to north and east directions, and the third, to the depth or elevation. The dimensions of the blocks need not be equal, but generally at least two of the dimensions are equal. The blocks are located in space by coordinates which are generally translated into index values for computer applications. Each block will have quantitative attributes, such as grades, densities, rock characteristics, etc. assigned to it. The process of assigning values to each block in the three dimensional matrix is the process of ore reserve model development. One of several interpolation procedures may be employed to predict the value of a block, based on surrounding data. Block value models have several uses. The utilization of block models in ore reserve computations is quite common. Here, ore reserves may be calculated by level or by cross-section for the entire deposit. For each ore reserve calculation, multiple cut-off grades may be analyzed to determine the ore reserves under different cut-off conditions. The other major use of block value models is in mine simulation. Through simulation, profitable studies that analyze the effect of alternate ore removal sequences can be undertaken to determine economic optimality. Other studies that are undertaken in mine simulation problems include the evaluation of mine layout, pit slope effects, and the impact of varying cut-off grades.

A 15 km water supply tunnel is being constructed in Buenos Aires, Argentinata expand the capacity of the existing system. Two 4.3 meter diameter Earth Pressure Balance (EPB) tunneling machines operating at times from the same shaft on a congested work site and advancing through sedimentary deposits underlying this wonderful city pose interesting challenges. As of January 1999approximately 50% of the tunnel has been excavated. Combined machine production rates of 1026 m/month have been achieved. Presentations made in prior proceedings can be referenced for details of the overall Project scope and for details of the tendering process. The purpose of this paper is to compliment those presentations by addressing now the execution of the work.

It seems to be a matter of general understnading that title extraction or use of ground water may not be used as the basis of a depletion deduction under the United States Revenue Code And indeed, I have been unable to find any precedent upon which to base such a deduction. It is for this reason that the Shurbet case, which is the subject of my discussion and is now before the Court, may well become a precedent as authority for the allowance or disallowance of a depletion deduction for income purposes. It is well known that the law recognized that capital is consumed in the process of extracting minerals, oil and has, other natural deposits, and timber (underscoring supplied). This exhaustion, or depletion, is likened to the using up of raw materials in manufacturing. The law, therefore, provides a deduction for depletion which is intended as compensation for the exhaustion of assets consumed in the production of income through severance of minerals, oil and gas, other natural deposits, and timber.
