This paper describes practical applications of lineal" programming techniques to help in the planning of production, transportation and shipments at different coal mines. The models are being used by Cyprus Coal Company in eastern and western operations to plan coal production, economic dispatching and blending over variable time horizons. In addition, where a preparation plant exists, the models establish the amount of washing required to meet specific coal sales qualities. The emphasis on this paper is on model development and implementation together with a system to track coal flow and qualities, either raw from the mines to the loading facilities 01" processed through a preparation plant.

One of the manifestations of the dynamically induced failures in deep coal mines is the violent ejection of coal from the ribs. A possible protection against such failures is the use of a specifically designed dynamic support system with reinforcement units having the sufficient capacity to absorb the kinetic energy of the dynamic failure and a skin support that can adequately contain the disintegrated coal. With this method of mitigation in mind, a recently introduced yielding rock bolt, trade name Roofex, has been identified (Harvey and Ozbay, 2009) as a possible energy absorbing component of a dynamic support system. According to the manufacturer?s specification, the Roofex bolts can yield 300 mm (or more) displacement while holding 80 kN pull load. In order to assess the performance of this support unit in coal ribs, a series of in situ pull tests performed in two coal mines in Colorado. The results show that, under conventional pull test loading conditions, Roofex yielding bolts perform very close to their claimed specifications, thus showing a potential for their use as the main energy absorbing component of a dynamic support system. Further studies are required to confirm the in situ performance of these bolts under dynamic loading conditions and also to develop a containment component for a dynamic support system for the mitigation of dynamic coal rib failures.

This paper develops the procedure for simulating the special locked-cycle Work Index laboratory test using the kinetic parameters obtained by conducting standard size-mass balance (SMB) grinding tests and presents the results for three materials - quartz, a taconite iron ore and a bituminous coal. It was found that the WI could be determined by simulation; however, if a material breaks abnormally, a full description of its abnormal breakage is necessary. It was also found that the sensitivity of the WI test procedure to the sieving process and the estimating of the 80% passing size of the sieve undersize is sufficient to question the practice of quoting a WI to two or more decimal places. Finally, if a material grinds abnormally in the Work Index mill, then the WI test should not be conducted.

The Surface Mining Control & Reclamation Act is a complex piece of legislation signed into law on August 3, 1977. It is the culmination of more than six years of debate by the Congress over the need for a national regulation of surface mining as opposed to the prior concept of regulation by each concerned state. It departs from the more normal type of law in that it includes very specific requirements, limitations and performance standards. In its procedural aspects, it is somewhat similar to the Clean Air Act and the Water Pollution Control Act in that it places primary responsibility at the state level, provided the state meets minimum national requirements. At the time of writing this paper, in late December 1978, the Interim Regulatory Program has been in effect for seven months. The proposed regulations for the Permanent Program, the draft Environmental Impact Statement, and the draft Regulatory (Economic) Analysis ware available for eight weeks before the close of the comment period on November 27. We are now awaiting issuance of the final versions of these documents. The states in which coal is mined, for the most part, have made sere revision to their state laws and are in the process of revising their regulations, or have just completed the revision, to comply with the Initial Regulatory Procedures. They are now faced with another new major effort to analyze and plan for compliance with the Permanent Regulatory Program, which is expected to be promulgated by the Office of Surface Mining of the Department of Interior by the time this paper is presented.

INTRODUCTION The maximum recovery of cleaned coal at the required quality is of major concern to plant operators. However, the quantity and quality of products of coal cleaning, predicted by theoretical calculation based on washability studies and determined in the operation of actual commercial cleaning plants, will be different for each coal. Therefore, during the last half century, coal preparation engineers have repeatedly sought methods for evaluating the technical and economical efficiency of separating coal in coal cleaning equipment and for predicting the quantity and quality of cleaned coal produced, as well as profit- ability for the entire plant. Many formulas have been proposed by investigators to evaluate the efficiency of various coal cleaning operations. Performance criteria in use today are capable of defining all of the important aspects of a given concentrating operation; however, each criterion has certain restrictions or limitations. It is important, therefore, to understand how such formulas can be used and the problems involved in their construction. Technical Measures of Equipment/Plant Performance Conventional measures for evaluating the performance of a preparation plant are generally the same as those used to evaluate equipment performance. Measures involving separation efficiencies are influenced by the following three broadly encompassing primary factors: (1) density composition of the feed coal, (2) design characteristics of the cleaning unit, and (3) relative density of the separation. Since separation efficiencies are dependent on factors involving the nature of the coal, they are termed dependent criteria and represent a very broad technical indicator of an individual process or plant performance. Performance measures known as independent criteria are influenced mainly by quantitative errors inherent in the design and operation of the processing equipment. Economic Measures of Plant Performance True assessment of coal cleaning methods require reference to economic measures such as profitability. During the years in which technical efficiency criteria for characterizing plant performance were being improved, coal preparation engineers were also seeking appropriate economic criteria to assess plant performance. Technical and economic effectiveness of plant performance are important parameters for coal preparation flowsheet design. The Sikhote-Alin part of the Circum-Pacific Ore Belt is characterized by wide distribution of Sn, Pb, Zn, W; Au, Ag, and other mineralization. This mineralization is regionally associated with the Late Cretaceous-Tertiary East Sikhote-Alin volcanic belt where it overlaps the Taukha accretiollary-wedge terrane of the Early Cretaceous age. The Pb-Zn deposits of the Dalnegorsk ore district may be grouped into the skarn (about 80%) and vein types. The skarn deposits are of major commercial value. Their geological position is controlled by the carbonate units located within tectonic melange of the Taukha terrane. Some other lithological and tectonic factors also play a significant role ill distribution of the mineralization. The ore bodies are traced to the depth of 1000-1500 m below the surface, having a pipe-lens shape and vertical zonation. Major minerals of the ores are galena, sphalerite, pyrrhotine, chalkopyrite, hedenbergite, quartz, and calcite. The minor elements of the Pb-Zn mineralization are cadmium, silver, bismuth, and copper. The paper describes relationships between mineral suites and minor element contents in the ores, as well as their significance for processing the ores. The metallurgy applied allows high recovering of the major components (Pb -93.9%; Zn -91.4%). However the tails contain some minor components that may be of commercial interest.

The Bureau of Mines has investigated the fundamental aspects of shear-flocculation using a rapid, in-situ particle size analyzer. Silica was stirred in the presence of an aliphatic amine to determine the effects of collector coverage, stirring speed, and solids concentration on the kinetics of shear-flocculation. The results showed that shear-flocculation is a two-stage process. In the first stage, mean particle size increased rapidly in the first 1-2 min of reaction; in the second stage, an equilibrium was set up between the rate of floc growth and floc decay. Collector dosage affected the position of the equilibrium by altering the number of surface sites for particle-particle attachment. A minimum stirring speed was necessary for shear-flocculation to occur and was dependent on solids concentration and collector dosage. This speed was the minimum necessary for particles to overcome the electrostatic energy barrier which kept conditioned particles dispersed. Larger particles flocculated more rapidly. At very high stirring speeds, large flocs became unstable, resulting in a narrowed particle size distribution in the slurry.

The scope of this subject is a broad one. The demand for a metal with high refractory properties, great strength at elevated temperatures and high nuclear cross section, has put tungsten in the foreground as: the most promising metal to fill some of these requirements. Recently developed techniques have made it possible to roll large tungsten sheet and-the availability of fabricated tungsten is already upon us. More and more, the demand is for purer and still purer metals. Tungsten is no exception. As technology improves, we are learning more about the effect of foreign elements in minor amounts upon the chemical and physical properties of metals. As equipment and technology improve, specifications become more rigid, and reasonably so. Pure metals have revealed properties hitherto unknown in metals produced by former technology.

According to international projections and future energy scenarios, coal will continue to be a prominent fuel for the next 25 years. In fact, in many regions around the world, coal is expected to dominate the electricity sector until the year 2030. At the same time, with instability and volatility of oil prices, coal is also positioned as an alternative feed stock for conversion into liquid fuels. Energy economists maintain that coal liquefaction is viable at crude oil prices of $35 or more per barrel. Depending on technology and coal composition, 1 ton of coal can produce 1 to 4 barrels of oil. Increased coal production and the expanded utilization of coal also raise environmental concerns regarding greenhouse gases and the problem of handling CO2. Carbon sequestration research, currently conducted in many parts of the world, has demonstrated considerable potential for C-storage in unminable coal seams. Such geologic storage, when possible, can also be integrated into an enhanced coal bed methane recovery process Can coal fuel power plants and industrial facilities, provide diesel and other liquids and, at the same, also be used as a medium for permanently storing CO2? This presentation will provide a global perspective on these questions and stress on the need to reconsider, or even redefine, coal as the fuel for the future.

A small size quarrying activity (3 different quarries with an overall production in blocks less than 10.000 m3/year) has been exploiting for a long time the ?Tonalite? deposit of Adamello-Presanella. In 1967, given the outstanding natural beauty of the area, a natural park has been established with the aim of preserving environmental quality and, at the same time, of providing a sustainable development to the area. Because of the potential impacts of a mining activity in such a context, a specific study has been recently carried out in order to define if and how the quarries could co-exist with the park, beyond the ?administrative results? of a classic environmental impact assessment. The paper deals with the process that drove to the conclusion that the activities are not ?a priori? incompatible with the aims of the park. In the opinion of the authors, a responsible quarry management, which must take inspiration from the care given to environment by traditional alpine productive activities (e.g. the use of water, of wood, and of the stone itself), and take advantage of modern technologies in terms of emissions and safety, can be considered not only compatible with the protected area, but even able to positively contribute to the protection of the land and environment (Barisone et al., 2001). A series of specific prescriptions, which have been adopted by the Park Authorities after this study, are also discussed in the paper: only the definition of suitable spatial and temporal limits, the adoption of effective technical practices and a strict control are considered to be able to drive this ?exceptional? activity towards the final goal of real sustainability.

The most widely used machines for grinding coal to the sizes prescribed for the pulverized coal firing of furnaces, boilers, and kilns are the vertical ball-race, roller-race and roller-bowl types of mills. However, the increased use of coal has led to an increased use of tumbling ball mills for coal grinding. Specifically, air-swept ball mills are now a part of many dry pulverized coal firing systems, offering the advantages over vertical mills of lower maintenance costs and the ability to handle strong or abrasive (high ash) coals. The current use of wet ball mills is to prepare coal-water slurries for direct combustion, although in time they may also find routine application for preparing slurry feed for coal gasifiers. In either application, wet ball mills ofer the advantages that coal grinding and wetting can be accomplished in a single step, and that the mills are readily used with fine wet screens to assure top size control in the slurry product. The simulation of tumbling ball mills with mathematical models has reached a fairly advanced stage, but the concepts have been applied only recently to coal grinding. As this paper will demonstrate, however, significant progress has been made in the use of models in ball mill circuit design for coal grinding. Included is a description of the techniques used for simulation, recommended parameter estimation methods, and demonstrations of process engineering calculations for large scale coal grinding circuits.

Asbestos is a generic name given to six fibrous minerals that have been used widely in commercial products. The six types of asbestos are chrysotile, crocidolite, amosite, anthophyllite asbestos, tremolite asbestos, and actinolite asbestos (Table 1). Chrysotile is the asbestiform variety of serpentine. Crocidolite, amosite, antho-phyllite asbestos, tremolite asbestos, and actinolite asbestos are the asbestiform analogues of riebeckite, cummingtonite-grunerite, anthophyllite, tremolite, and actinolite, respectively. Although amosite is an acronym for the Asbestos Mines of South Africa (AMOSITE) and does not specify a mineral type, it generally is composed of cummingtonite-grunerite asbestos so the terms are assumed to be synonymous.

A 1.89 km-long, 4.5 m-I.D. tunnel was successfully constructed through saturated hard clay, and highly abrasive dense sand and gravel, with groundwater heads ranging from 10 to 20 m. In order to address these conditions, a Lovat earth pressure balance TBM was used, with soil conditioning by foam, water and various polymers. Support was provided by a single-pass segmented concrete lining. Groundwater inflows of 400to 1,600 lpm at times created challenges for changing cutting tools. Surface settlements were generally less than measurement thresholds, except under very low cover at startup. This project provides a pivotal case study of the successful application of EPBM technology in saturated, abrasive glacial soils and the successful application of soil conditioners.

Although the number of operating longwall mining systems has remained relatively constant, longwall production levels during the last five years have increased significantly. In the United States, longwall mining now accounts for approximately 50% of all underground coal production. While longwalls are highly productive and offer other advantages, operations employing this method of mining continue to experience dust-compliance problems. This increased longwall productivity has meant that far more dust is being produced. An improved understanding of the longwall face-ventilation system and the advancement of face-ventilation technologies are necessary to ensure all face personnel are allowed to work in an environment that is free of excessive levels of airborne respirable coal mine dust. The Dust and Toxic Substances Control Branch, National Institute for Occupational Safety and Health, Pittsburgh Research Laboratory, examined several basic principles of the long wall face-ventilation system and has evaluated the effectiveness of numerous improved face-ventilation techniques for longwall mining systems. These include identifying improved techniques for measuring face-ventilation parameters on longwall mining sections and investigating the fundamental relationship between face airflow and the entrainment and dilution of respirable coal mine dust. Studies have been completed to determine the impact on face dust levels of using belt entry air to ventilate the longwall. Novel methods have been identified to increase the face air¬flow and to manage face airflow to effectively minimize dust exposure to face workers. Unique systems of auxiliary face ventilation have been developed and evaluated at full-scale, simulated longwall test facilities. The theoretical and applied aspects of each of these principles and technologies are discussed. Application of these results throughout the longwall mining industry, as documented from surveys conducted in the early 1980s and 1990s, have reduced the health hazard associated with excessive exposure to respirable coal mine dust.

INTRODUCTION Face haulage in underground mines and pit haulage in surface mines are the principal domains of rubber- tired haulage vehicles. In underground mines, cable- reeled or battery-operated shuttle cars and diesel-powered load-haul-dump vehicles are used; trucks are primarily used in surface mines. Although many concerns go into the selection of rubber-tired haulage vehicles, such as clearance and tire life, the most important factor from a mine-planning standpoint is the production capability of the vehicle in the mine environment. Therefore, this chapter will address this topic. UNDERGROUND FACE-HAULAGE VEHICLES The selection process for underground face-haulage vehicles is, in some respects, much simpler than that of the other haulage systems discussed to this point. It is simpler because these vehicles, which transfer the mined material from the face to the intermediate haul¬age system, are manufactured in various size ranges to cope with the confinement of underground opening widths and heights. However, since these vehicles oper¬ated in an intermittent fashion in conjunction with a constantly advancing face, the system's lack of perma¬nence and overall dynamic nature create a more diffi¬cult situation for predicting productivity. The emphasis in this section will be on prediction of productivity. There are three fundamental steps that must be taken to analyze the productivity potential of any face¬haulage system: l) Recognize the geologic (seam thickness, etc. ) and mining (opening widths, etc.) constraints that affect the velocity/clearance aspects of the haulage equipment, and select equipment from manufacturers' specifications with these con¬straints in mind. 2) Secure the elemental times of the face-haulage system. 3) Incorporate the elemental times into an accepta¬ble mine plan. By recognizing the geologic and mining constraints that affect the system layout, parameters, such as vehi¬cle payload, tonnage to be hauled per cut, and haulage distances, can easily be determined. Elemental times can be developed in two ways: 1) In an existing operation, a time study of the dynamic system can be conducted by placing three time-study engineers at the following static locations; (1) near the loading machine, (2) near the change-out point outby the face, and (3) near the dump. By synchronizing their watches and recording the actions of the haulage vehicles at these three locations, their time studies can be reduced to provide elemental times, such as vehicle tram rates (empty or loaded), vehicle discharge times, and loading rates. 2) In the absence of an existing operation, average values for the elemental times can be provided from other mines operating in similar condi¬tions, or by the manufacturers themselves.

The term kaolin is used here, in a commercial sense, for near- white clay deposits which are dominantly comprised of the mineral kaolinite, or for products refined from such deposits. The term "china clay" has been used in the past as a synonym for kaolin, a reference to its first being mined some 3000 years ago at a hill near Jauchau Fu, Jiangxi Province, China as a porcelain raw material. The name kaolin was derived from the Chinese Kauling, which means high ridge. For most modem industrial applications kaolin must be extensively refined and processed from the crude state to enhance whiteness, purity, and other important commercial characteristics. After such processing, kaolin ranks as one of the most valuable of industrial clays, and it is used to some extent in most manufactured consumer products. In 1991, the United States alone produced kaolin valued at $1,072,366,000. It is applied very widely as a pigment, filler, coater, extender, ceramic raw material, catalyst base, electrical insulator, and pharmaceutical. Some more prominent uses include paper filling and coating; paint, plastic, adhesive, and ink pigment; rubber reinforcing agent; ceramic raw material for porcelain, dinnerware, tile, and enamels; catalyst base for petroleum cracking and auto exhaust emission catalytic control devices; cosmetics base; and digestive coating remedy. Those properties of kaolin clay which make it suited to these applications are related to its physical, optical, mineralogical, and chemical nature.

Introduction A prime goal in the design and operation of uranium milling waste or tailing disposal systems is to mitigate adverse effects of tailing liquid on the adjacent groundwater. Adverse effects are often defined as modifying the groundwater quality in such a manner as to have detrimental health effects on downstream users. To accomplish this goal, the following three types of systems are employed with regard to the seepage and groundwater aspects of waste disposal: Type I Systems Seepage is allowed to occur unabated from the tailing disposal facility. Detrimental radionuclides and chemical elements are prevented from causing adverse downstream effects by natural purification actions in the subgrade geologic materials and the near zone groundwater. Monitoring is required to assure the predicted natural purification is occurring. The consequences of seepage loss is minimal since the m be predicted with current investigation and analytical techniques and can be evaluated as to effectiveness during operations. Type II Systems Seepage is partially retained in a waste impoundment or leakage from a designed retention system is anticipated. Natural purification is relied on for controlling migration of detrimental radionuclides or chemical elements, or contingency planning is employed to collect and return the tailing liquid to the impoundment. Installation efforts and concern for escape of tailing liquid are greater than for Type I systems, but extra precautions to preclude all seepage are not implemented. Monitoring is required to detect leakage and/or assure the natural purification of escaping tailing fluid. The consequence for accidential excusions are moderate, and will be excessive only if massive system failure occurs. The Bellavista Gold Deposit lies 75 Kms north west of San Jose, the capital of Costa Rica, Central America and 3 Kms north east of Miramar, in the Province of Puntarenas. The total road distance from San Jose to the deposit is 120 Kms all paved road except for a 2.5 Km graded, gravel road on the property (Figure 1). Infrastructure services in the Miramar-Puntarenas area are well developed with electrical power distribution, a modern port facility and community services being available. The deposit lies on the south west flank of the Tilaran Mountain Range between an elevation of 550 and 800 meters above sea level. The local topography is steep, originally covered with pre-montaine, tropical wet forest vegetation which has been largely destroyed due to clearing for cattle grazing. The annual rainfall is approximately 2,950 mms, 90% of which occurs between May and October.

JAMES DONALD FORRESTER 32.1-EXAMINATIONS The field examination of a mineral deposit or mining enterprise requires a comprehensive effort to determine all natural and man-made factors bearing upon the problem to be resolved by the investigation. Therefore, the purpose to be served by an examination must be fully understood before the engineer assumes responsibility, and before actual field work starts. A clear understanding facilitates planning the approach to the project for maximum efficiency and thorough acquisition of information. It follows, of course, that the engineer has the necessary knowledge and experience to discharge satisfactorily the professional obligations attending the project. Some studies are in herently more complex than others, and the requirements of the problem are not always the same. Some examinations require the detailed investigation of large operating or nonoperating mines or, possibly, of mining districts; others involve more or less reconnaissance studies; and still others rela¬tively small undeveloped mineral occurrences. Likewise, the primary objective of some analyses may be the evaluation of a mineral deposit or a mining property, whereas in other projects the major objective may be guiding mining or drilling work in the discovery of new or hidden ore bodies and mineral-bearing structures. Thus, the possible range of any given examination may extend in varying degree through one, or more, of the following types of procedures: 32.1.1--GEOGRAPHIC ENVIRONMENT Studies of geographic environment should be made to ascertain the general physical situation in the area under consideration and to identify those correlative factors hearing on the, findings resulting from the field examination. This commonly will include determinations of: A. Location of the field area with respect to the state and county in which it occurs and, if feasible, a record of the township, range and section with reference to the principal meridian, and base line (or lines) that apply. For examinations in foreign countries, or in regions outside the continental United States, it is desirable that the field locality, in each instance, be identified with reference to the boundaries of some form of political entity essentially comparable in character to the divisions used in the United States. B. Distances from existing communities and related service centers, via: 1. Roads, both improved and unimproved. 2. Railroads. 3. Navigable waterways. 4. Airports. C. Topographic relief as it will influence the selection of 1. Pit site or positions of underground mine portals or shaft sites, including dump areas. 2. Mill site, including tailings disposal area.

The behavior of a salt rock mass is strongly related to a creep phenomenon. The amount of creep depends on the level of stress generated in the underground excavation. Additionally, security conditions and the lifespan of an underground cavern excavated under this geological conditions depend on the evolution of creep. Based on the experience of the failure of the Old Underground Salt Cathedral of Zipaquirá(Colombia) and the construction of the new one, the theoretical framework to predict the creep behavior of a salt rock mass is explained. The theoretical formulations are calibrated based on actual observations of the material behavior to predict the lifespan of this striking structure.
