Mining wastes have received individual attention under the Resource Conservation and Recovery Act (RCRA) since its inception, in recognition of the special characteristics that distinguish mining wastes from other solid wastes. The Environmental Protection Agency (EPA) has recognized that: - Mining wastes are generated in much larger volumes than other industrial wastes. Most material handled in mining is waste (over 99% in many cases) and not marketable product, whereas waste is a small portion of raw materials used in most industries. Consequently, controls used for hazardous wastes may be technically infeasible or economically impractical. - Nearly all mining waste is managed at the site of generation and is land-disposed. . - Mining wastes typically pose lower hazards than other industrial wastes. Mining operations are located predominantly in sparsely populated areas and in arid or semi-arid areas with little surface water runoff and deeper water tables.

Slurry reactors are being used extensively throughout the chemical, biochemical and mineral processing industries. This paper describes the interaction between fine ore particles and granular porous adsorbents such as activated carbon and ion-exchange resins in a stirred tank reactor. Gold and silver cyanides were used as adsorbates to detect changes in the mass transfer characteristics of the adsorbents, which were ashed to determine the loading of ore particles. A simple kinetic model incorporating film diffusion, intrapanicle diffusion ~d the adsorption equilibrium, was used to interpret kinetic data and to estimate the effect of slurry conditions on the diffusion parameters. It was observed that the equilibrium loading of fines in the adsorbents was independent of their concentration in the slurry. Furthermore, the presence of these panicles inside an adsorbent decreases the effective diffusion of gold or silver cyanides into the adsorbent matrix. When fine suspended solids are present in the reactor, a decrease in the effective availability of the superficial surface of the pre-saturated adsorbent panicles for mass transfer from the liquid phase was observed. This newly defined surface availability factor was dependent on the concentration, panicle size, and the zeta potential of the fine particles in suspension.

Introduction Although innovative coal extraction technology can be approached from many angles, this paper focuses on three: innovation in response to rising costs, to changing mining conditions, and to regulatory issues. Before exploring these three subjects, however, a basic question needs to be raised. Why Innovation? Coal is widely heralded, and quite correctly so, as the United States' "ace in the hole." It has been said that the U.S. is to coal what the Arabs are to oil. The implication is that we have nearly inexhaustible reserves - that coal is cheap, plentiful, and easy to extract. Indeed, because our current productive capacity is estimated to be 15-20% greater than demand, we have been given a false sense of security about the ease of future coal extraction. Therefore, innovative measures are being concentrated on developing technologies for the demand side of coal, including power generation, synthetic fuels, and industrial applications. What is often forgotten is that the unit cost of producing energy from these new technologies depends critically on the cost of the coal feedstock -in some cases the coal consumed accounts for more than one-third the total cost. Thus, while the developers of the end-use technologies struggle to improve the overall thermal efficiency of their process by one or two per¬centage points to make the energy produced competitive in the marketplace, they often are unaware of the risk of a 3 to 6% increase in coal costs wiping out the expensive, hard-earned results of their research. Energy planners are just beginning to realize that coal is not a uniform commodity available at low cost in infinite quantities. Coal is a heterogeneous material whose cost and quality vary widely with local conditions. To produce the massive amounts of projected coal-based energy at reasonable costs, we urgently need devel¬opments in extraction technology, as well as in end-use technology. Thus, coal extraction, coal conversion and utilization, and end -use energy consumption must be viewed as highly interdependent parts of an energy supply network (Fig. 1). And current emphasis on conversion and utilization must be balanced by more emphasis on upstream technologies, including coal extraction. Even more important, the impacts of innovation (or the lack thereof) in any one technology area in the energy supply network need to be discussed and understood by those working in each of the other areas. Why innovation in coal ex¬traction technology? Figuratively, we are all in the "coal boat" together - geologists, miners, transporters, processors, power producers, distributors, and consumers. Innovation is required from each of these sectors to overcome the obstacles that prevent greater use of our most abundant national energy resource. All other links in the coal energy supply network depend on large volumes of coal produced at reasonable costs. Declines in productivity, therefore, must be reversed; the more difficult mining conditions that will be encountered call for new methods and equipment, and regulatory issues must be resolved if the coal ex¬traction link is to be a strength rather than a weakness in the planned U.S. transition to an economy based more on coal and less on imported petroleum. Demand for both lead and zinc to the year 2000 will be characterised by modest to nil growth in mature economies, with positive 3 to 4 per cent annual growth rates in developing nations. Asia and China will feature significantly in this growth. Overall lead demand is expected to grow about 1 per cent a year, with industry becoming more dependent on the fortunes of the automotive industry as the lead-acid battery will be the only major end use to expand. Zinc will become more dependent on its main use, galvanising, as the automotive and construction industries move to high levels of dependence on corrosion prevention. Strong growth in zinc consumption in S.E. Asia, China and India is likely to feature widespread development of the continuous steel strip mini-galvanising line technology. Thank you Mr. Chairman for inviting me to this Conference. As an Australian I am honoured to be here to offer some thoughts about future trends in metal consumption -- with particular reference to the role of countries in my own neighbourhood, the developing Asian nations, including China. It is customary for a member of the producer fraternity to speak to the topic of future development. This is no doubt due to the fact that our companies are so often engaged in endeavours to determine the future prospects of the metals as essential background to massive investment decisions relating to the development of new mines and smelters. This is sometimes also applied in relation to the more painful decision of closures of aging operations. In this paper I have drawn upon recent studies by AM&S into the future of lead and zinc. While this work has been thorough and skillful, we are nonetheless left with uncertainty on a number of counts. Firstly. predictions in the past in our industry have not been all that credible. Need I remind a U.S. audience for instance of the Paley ' investigation setup by President Truman in 1950 to study U.S. copper requirements for 25 years in the future. Asarco's Simon Strauss gave those of us daring to forecast long term commodity trends a salutary reminder that the Paley Commission with all the expertise at its disposal missed the mark in its copper predictions by a very wide margin indeed. Additionally, it is difficult to take comfort from longer term economic forecasts. Too many important economic issues remain unresolved suggesting considerable caution. These include the threat of growing protectionism; low economic growth rates with stubborn unemployment levels; and levels of government expenditure at near saturation as a percentage of GDP, to name a few. However, on a more optimistic note. we can look to China, where there appears to be momentum in its economic growth; oil, where stable oil prices to the mid 1990's will contribute to inflation control; and the fact that LDC debt, while still a major issue, is declining in importance and priority. In the short time allocated to us. I wish to deal succinctly with the lead and zinc raw materials supply picture, which is one I do not believe will hold too many surprises for this audience. Following the review of raw materials supply, we will turn our attention to the changes in the pattern of demand towards the year 2000. emphasising the Asian position. In this context. I would like to focus on the theme of the changes in OECD consumption levels relative to those of the emerging nations. One area we will be paying special attention to is China.

[This paper summarizes the more popular mineral valuation techniques being used by the dining industry, and attempts to demonstrate how they are Interrelated and where some are in error when compared to modern methods of financial analysis. The academic community and the larger and more sophisticated raining companies, have largely rejected the older valuation methods such as the, Hoskold and Morkill concepts and replaced them with "discounted cash flow" (DCF) techniques. The relevancy and usefulness of the older methods have been questioned primarily on the basis of their underlying assumptions that mining companies do not have numerous alternative investments and must use sinking funds deposited at market or ?safe" rates of return to recover the purchase price of mineral reserves. The ability to reinvest In numerous (often non-mining} alternative business ventures, the changing purchasing power of the dollar, corporate income and other taxes, depreciation and depletion allowances, and modern financial management practice, all mitigate against the continued use of the older valuation methods, especially for the larger mining companies. Snail mining companies and Individuals still use these methods largely out of habit and familiarity. This paper attempts to point out the weaknesses and strengths of the valuation methods In current use in the hope that these techniques may be better understood and [rcrn] appropriately applied.]

Modern ash handling systems exist in considerable numbers and a great deal of design and operating experience has been accumulated, It is the endeavor of this paper to point to a number of frequently recurring problems, A general appreciation of these problems will be helpful in both design and operation of systems. The light fly ash and the heavy bottom ash present different problems, and each will therefore be treated separately. Fly ash is collected in the ducting from the furnace to the stack and beneath the mechanical and electrostatic dust collectors. The greatest amount of dust is collected beneath the mechanicals and electrostatics. Hoppers are generally provided as integral parts of the collector. Suitable valves and piping are connected to these hoppers for removal of the dust. The size and shape of these hoppers are important factors in determining frequency of handling and the capacity of the system.

For many years underground mining in the Sydney Coalfield has suffered from the effects of high horizontal stresses. It is only in the last 15 years that they have come to be recognized, understood, predicted and even avoided. This paper relates experiences in three coal mines in three different seams in the Sydney Coalfield. The effect of the direction of the principal horizontal stress on the direction of drivage of gate roads, access roadways and longwalls is described. Results of a monitoring program to measure the change of magnitude and direction of the principal horizontal stress in the gate roads as a result of longwall mining are also presented as well as the effect of the direction of principal horizontal stress on the shape of sandstone/gas outburst cavities.

Primary autogenous grinding has been in general use for somewhat over 20 years. During this period there have been many highly successful plants built on this principle, while some others have had problems such as: 1. Not performing as predicted from test work. 2. Highly fluctuating tonnage rates. 3. Mechanical problems. 4. High liner wear. Many of the problems with commercial autogenous mills have resulted from improper sampling and testing of the ore during the development period. It is recognized that the fully autogenous mill is very sensitive to any changes in grindability which may occur in the feed to such a mill. The semi-autogenous mill is somewhat less sensitive, but large swings in grindability of the feed require adjustment of ball charge and this cannot be easily accomplished in a short period of time.

"Differential Interferometric Synthetic Aperture Radar (DInSAR) is a satellite-based remote sensing technique capable of measuring centimeter-level surface displacement with high spatial resolution over large areas. Regular monitoring of subsidence due to underground mine development is one potential application of DInSAR, and in this study, the application of DInSAR for subsidence monitoring is evaluated for two mining regions in the mountain west of the United States. In general, DInSAR has potential to identify the shape and extent of subsidence; in some cases, magnitudes and rates of subsidence can be defined. Importantly, the effectiveness of DInSAR for subsidence monitoring depends on the radar band (wavelength), the subsidence rate and the time between image acquisitions, and the topographic and vegetative surface characteristics. INTRODUCTION Differential Interferometric Synthetic Aperture Radar (DInSAR) is a satellite-based remote technique that can be used to measure small surface displacements. Under good conditions, centimeter-level displacements can be measured with subcentimeter accuracy (Buckley, 2000; Massonnet and Feigl, 1998). Additionally, DInSAR data have relatively high spatial and temporal resolutions. Pixels in Synthetic Aperture Radar (SAR) images can have a ground resolution as small as about 3 m, and images often include tens to hundreds of thousands of pixels and cover tens of kilometers. Regions are imaged regularly, and periods between images typically range from weeks to months. In DInSAR, phase measurements from two radar images acquired over the same region at different times are used to precisely measure relative distances (Rosen, 2014). Surface deformation, topography, and changes in the satellite position all contribute to differences in the length of the path that the radar wave travels in each image. SAR sensors use radar with relatively long wavelengths; L-band (24 cm wavelength), C-band (6 cm wavelength), and X-band (3 cm wavelength) radar are used most commonly. Because the wavelengths are long, small changes in the path length of the radar signal can be quantified by measuring the change in the phase of the radar signal between the images. In general, changes in the path length due to changes in the satellite position and topography are known or can be estimated, and centimeter-level changes in the path length due to deformation are measurable. This study evaluates the effectiveness of DInSAR for measuring subsidence in two mining regions in the mountain west of the United States. L-band data from the Advanced Land Observing Satellite (ALOS) and X-band data from the TerraSAR-X mission are evaluated. Imaging characteristics, including the radar band and the time between image acquisitions, are important for effective subsidence monitoring."

Over the last six years, several new commercial families of sulfide mineral collectors have been developed. This paper summarizes some plant data and use experiences gained with each of these product families. The first is a series of products (F-series) based on a chelation mechanism of attachment. The second of these families is a series of products (S-series) based on an electrochemically controlled mechanism of attachment. The major advantage of the F-series collectors is the very high metal recovery capability in complex ores involving Au, Pt, Zn, Ni, and mixed Cu minerals. The major advantages of the S-series collectors are the very high pyrite rejection capability along with reduced lime requirements in Cu/Mo plants.

Geological domain modeling is an important step in mineral resources evaluation. The procedure can be laborious and time-consuming, especially in multivariate settings. However, estimates are significantly improved when carefully limited by geological variables. This paper proposes a workflow for geological domain modeling suited for stratigraphic deposits. The workflow consists in automatically defining the domains by using clustering algorithms, generating the surfaces that represent the contacts by interpolation and subsequent triangulation, and simulating the surfaces. The proposed workflow produces consistent and realistic results and allows the user to test different domain configurations and assess volumetric uncertainty automatically and quickly.

Successfully managing the risk of this occurring is crucial for any project in an urban area to proceed. Common risk management approaches include a combination of establishing suitable ranges of TBM operational parameters and using geotechnical instrumentation for deformation monitoring. Another risk management tool is material flow reconciliation, which varies depending on the specified mining method and the equipment choices by the contractor. This paper compares recent and ongoing projects in the Pacific Northwest regarding overexcavation risk management.

The need for dimensionally stable filled polymer composites has spurred the quest for materials that possess a negative coefficient of thermal expansion (CTE). Finding minerals and materials with a negative CTE large enough to counteract the substantial CTE found in polymers proves challenging. Much research has been per-formed over the last decade to uncover various materials that possess this unusual behavior. A list of materials that have demonstrated negative properties are discussed, as well as the experimental use of one such material (ZrW2O8), in a polymer matrix composite. Lateral density changes in the subsurface cause a change in the vertical pull of gravity at the surface. By very accurate measurement of gravity and the practical application of common sense, a microgravity survey can sometimes detect natural or man-made voids, bedrock profiles, and geologic structures of engineering interest. This paper will give some practical guidelines for the application of microgravity surveying. Emphasis in many papers (Blizkovsky, 1979, Fajklewicz, 1983) has been on the anomaly size: herein emphasis will be placed on detectability and signal-to-noise ratios. First, some easy to use curves for anomaly valuation are adapted from Arzi (1974). Secondly, the predictable noise sources are discussed. Thirdly, representative models of abandoned underground workings are evaluated for microgravity surveying given the probable noise in the survey results.

Energy West Mining Co. (EWMC) has implemented a geologic program for improving stability and support requirements along deep two-entry longwall gateroads at its Deer Creek Mine operations located near Huntington, UT. Together with geotechnical monitoring and concurrent review of mine seismicity in cooperation with MTI staff, it has become possible to improve longwall layout designs for two seam extraction of the Hiawatha and Blind Canyon seams. The geologic program consists of surface and in-mine exploration drilling, surface and in-mine geologic mapping, rock mechanics testing and detailed measurements of changes in depositional and structural conditions during development of every longwall gateroad. The geotechnical program consists of underground measurements at seven locations in two neighboring mining districts located in the Hiawatha and Blind Canyon coal seams under moderate to deep cover. Within the last five years, additional measurements, including data on seismicity and face conditions, have been incorporated into the data collection program for verifying the in situ coal strength and load transfer mechanisms for improving two-seam designs and support systems.

All grade control methods in use currently by the mining industry are imprecise. The methods suffer from being locally inaccurate, leading to are loss and contact dilution. An ore/waste indicator variable can be used to predict the probability of ore occurrence at a given location, Po. Then, an ore grade Zo for an ore location and a waste grade Zw for a waste location are obtained. The expected revenue is calculated at each location, based on its probability of being are or waste, the corresponding grade, and on the cost of mining and processing the ore or the waste. Finally, the decision of whether to recover the block is based on the expected revenue value for that block. The method is illustrated with an example taken from the Jerritt Canyon district in northeastern Nevada.

Florida produced more than eighty percent of domestic phosphate during 1974. This amounted to more than thirty-five million short tons. Ninety percent of this production was used in the production of fertilizers. Other uses of phosphate include food preservatives, fabric dyes, optical glass, photographic films, soaps, plastics, pharmaceuticals and animal feed ingredients. Marketable phosphate rock projections for the nest decade forecast a very healthy growth for the Florida phosphate industry. Associated with the expansion, however, are the corresponding problems of water conservation, air and water pollution and land reclamation. Recognizing mining as an interim land use, the industry is presently engaged in a very active reclamation program. The proximity of the central Florida deposits to rapidly developing urban areas makes it important to undertake successful and well planned reclamation programs. Water use and conservation is of vitil importance to the industry. Water withdrawal from existing aquifers and discharges into drainage systems are closely regulated by state agencies. Water is stored and recycled to maximize usage. In some instances water is even returned to major aquifers through a series of recharge or connector wells. The phosphate industry has spent over 200 million dollars in the past decade for research, development and implementation of pollution abatement and water conservation systems.1 The following discussion outlines various phases of phosphate mining in central Florida today, with emphasis on research in waste disposal techniques and progressive land reclamation programs.

The present trend toward concentration of mining activities into fewer sections of a coal mine and application of automation and remote control technologies favor utilization of the longwall mining method. Longwall mining also offers the potential for improving safety and productivity, better ground control and higher levels of recovery. The production potential of a longwall operation is determined by the interaction of several factors including the rate of face advance, the thickness of extraction, the speed of cutting and hauling equipment, the physical dimensions of a longwall panel, and the reliability and availability of the equipment. Some of these factors are dictated by the environment in which the extraction process is to be undertaken. Some other factors, however, can be manipulated in order to optimize the production of the system. The objective of this paper is to develop a stochastic model to simulate the production operations in longwall mining. The activities and parameters that affect the production potential of the longwall operations and the relationships between the activities are identified. An attempt is made to verify these relationships through the use of existing data. The model is then used as a computer simulator to investigate the effects of various activities and parameters on the production capacity of a panel.

Geologic mapping was undertaken in the Sierrita Mountains as part of a Doctoral program at the University of Arizona, Tucson. During the study, approximately 35 square miles was mapped in detail, with particular attention given to specific areas of great or significant structural complexity and their relation to mineralization in the vicinity. A combination, of field studies and photogeologic interpretation was used in order to define regional and local structural controls for disseminated copper-molybdenum mineralization in and adjacent to the study area. Gratitude is expressed to the faculty of the University of Arizona, Department of Geology for their assistance in this work and to Bear Creek Mining Company for making numerous reports and drill cores available for study.

Interwest Mining Company has been collecting geologic data within the last decade in preparation for underground mining of extensive coal reserves in its Bridger Coal property in southwestern Wyoming. During a preliminary data collection program in 2000, Interwest Mining completed geologic investigations, including surface mapping, drilling, aerial photography, rock testing, and limited groundwater investigations. Core from 12 exploration boreholes in the area of interest was tested to determine the mechanical properties of the coal seam and the immediate roof and floor for evaluation of the feasibility of underground mining. Geologic investigations identified the presence of one 7-to-17-ft-thick coal seam throughout the reserve under 1400 ft of cover. During a geotechnical feasibility study in 2002, the authors reviewed available data while completing comparative analyses identifying critical deficiencies in these data. The study projected moderate-to-difficult mining conditions, considering the weak nature of near-seam strata and depth of cover, and thus recommended limiting the longwall reserves to an overburden depth of less than 900 ft. These shallow remaining reserves were located at depths within regional mining experience to justify longwall mining methods. Based on a critical examination of available data, Bridger proceeded with more detailed data collection to improve understanding of the depositional and structural setting of the reserve, hydrogeologic conditions, overburden strength, and premining stress conditions. Additional data was collected during 2003 and 2004 field programs. Since 2003, Bridger has had the opportunity to observe ground behavior in a series of up to 1200-1600-ft- long rectangular openings created during highwall mining. These narrow unsupported openings remained stable in the short term in large areas but the overburden subsided locally in the long-term depending on geologic and panel layout designs. These localized subsidence events allowed an examination of in-situ coal strength based on back analyses of stress. The unextracted highwall areas near Ramp 17 provided an ideal location to access the underground reserves using a 6-entry set of mains. The existing north-south oriented longwall layout for the Bridger Coal was selected by Bridger to maximize resource recovery from the D41 reserves while considering operational and geotechnical constraints. At 45-degrees deviation from preexisting joints and mild horizontal stress field, this orientation was considered beneficial for overall stability while using both sets of joints for facilitating the caving process. The present layout utilizes pillars on 80- to 90- by 200-ft centers, 17-ft entry spans and 750-ft wide longwall panels (Figure 1). Gate pillars are on wide spacings and are intended to act as abutment-abutment pillars to limit strata deformation over the gateroads during longwall mining.
