INTRODUCTION Section 209(b) of the Federal Land Policy And Management Act of 1976 (FLPMA-43 U.S.C. 1719 b) authorizes the Secretary of the Interior to convey mineral interests owned by the United States where the surface is or will be in non-Federal ownership. The objective is to allow consolidation of surface and subsurface (mineral) ownership. Certain major conditions must prevail for a conveyance to occur. These are: 1) There are no known mineral values (KMV) or 2) Where the mineral reservation interferes with or precludes appropriate non-mineral surface development and that non-mineral development is a more beneficial use of the land than the mineral development. Remember that allegation, hypothesis or speculation that the conditions could or may exist in the future will not be a sufficient basis for conveyance. Convincing factual evidence for an applicant’s case for mineral conveyance must be made in order to achieve that conveyance. See 43 CFR 2720 0-1 to 0-3, and 0-6. CONCEPT OF KNOWN MINERAL VALUES Known mineral values means mineral rights in lands containing geologic formations that are valuable in the monetary sense for exploring, developing, or producing natural mineral deposits. The presence of such mineral deposits with potential for mineral development may be known because of previous exploration, or may be inferred based on geologic information (43-CFR 2720.0-5(b).

The paper addresses changes in surface transportation methods in the Industrial Minerals business starting with history, the changes to present time including such areas as energy costs, improved highways, changes in regulations and deregulation, and attempts to project future transportation trends. Transportation methods such as rail, piggyback, truck and barge are compared, and their impact on Industrial Minerals producer's costs and profits examined. The customer impact on our businesses due to deregulation is also discussed.

It is sometimes said that "mines are made, and not found". I rather doubt that the exploration geologist would be overly sympathetic to that statement, and, of course, like most one-liners it is only partly true. As an explorationist who has been involved in building his own company over the last ten years, and by necessity has become a financier, I can appreciate what real grains of truth are in that statement, however. Because technical people are seldom taught financing in their basic training, and because they are usually not involved in it until at quite a senior level in their careers, the whole field often acquires a certain mystique. The engineering professions have too often believed financing is the province of the accountant or financial executive and just as we in the technical world are often too quick to bristle if the latter try to tread on our domain, the opposite can just as easily be true. Unfortunately, this is another example of a compartmentalized individual, and that is one thing the successful financier cannot be.

Land subsidence had been observed in recent years throughout the Southwest. Particular examples of this phenomenon that have gained wide publicity axe in the Long Beach and Central Valley areas of California and, the Houston area of Texas. Less well known is the fact that the land surface Is subsiding in many parts of Arizona, including the Phoenix area. The causes of this problem vary from place to place, as do also the rates of subsidence. In Houston it has been related to pumping water from artesian aquifers; in Long Beach to the development of oil fields; and in the Central Valley to both the lowering of artesian pressures in deep aquifers and the wetting of poorly consolidated surficial deposits. The mechanism by which subsidence occurs in southern Arizona, even though it can be correlated with the continued lowering of ground water levels, is not as apparent as in these other cases. It is the purpose of this paper to examine both the causes and affects of land subsidence in southern and central Arizona.

The United States has abundant coal resources that could last at least another century. and probably longer at present consumption rates. Geographically, the coal resources are distributed over the entire nation including Alaska, although there are no coal deposits in the highly populated areas on the two coasts. This allows free access to the coal, but makes transportation more expensive. Not all coals can be utilized equally because they differ vastly in quality. The sulfur content of coals, considered as the most detrimental acid rain-causing element, varies from as low as 0.3 percent in some areas of the western U.S. to 5 percent or more in parts of the Midwest. The chlorine content, which causes corrosion of plant hardware, also varies regionally. The 1990 amendments of the Clean Air Act of 1963 (CAA) require that emissions of sulfur be restricted and rolled back in two stages by the year 2000. There have been a number of reports expressing concern about the future of the industry in the states where high sulfur coal is produced. The remedies devised by the federal government and many coal-producing states in the past to "se-cure" the future of the regional coal industries have focused on the physical task of removing sulfur rather than the economic challenge of doing so at a cost that will enable high-sulfur coals to survive and compete. The past remedies, generally, were not specific enough to account for the characteristics of regional coal deposits and did not look at the coal market as an integrated national and international entity. The State of Illinois has, in recent years, taken a more comprehensive approach to the solution of the problem.

INTRODUCTION In the past three decades, world trade has grown from less than $100 billion per year in the years following World War 11 to slightly more than $300 billion in 1970 and over $2,000 billion in the early 1980s. Adjusted for inflation, the real growth of world trade in 1972 dollars increased from less than $175 billion per year in the early 1950s to slightly more than $342 billion in 1970 and almost $700 billion per year by the early 1980s. Thus trade as a whole has increased a little more than twofold in real terms in the past decade." Mineral commodities constituted approximately 20% of the value of total world trade in 1970, and significantly more than that proportion in terms of physical volume. By 1980, de- spite rapidly rising petroleum prices, mineral commodities accounted for roughly 18% of the total value of world trade. Crude oil alone ac- counted for about 16%, making it the single most important commodity in international trade. The worldwide recession of 198 1- 1983 brought a dramatic decline in both volume and price of crude oil, shrinking the impact of mineral commodities to roughly 10% of the value of total exports, worldwide, in 1982- 1983. The decline of mineral commodities as a pro- portion of the value of world trade in the decade 1970- 1980 is due largely to the increasing importance of manufactured goods and consumer products such as automobiles and electronic items. During this period, mineral commodity trade expanded roughly sixfold in terms of current dollars to an estimated $350 to 360 billion in 1980. This was equivalent to doubling the real value of mineral commodities in international trade in the 1970- 1980 period in constant dollars. The U.S. Bureau of Mines has expanded the traditional definition of mineral commodities to include semifinished products such as iron and steel (in addition to iron ore), refined metals such as copper, lead, zinc, aluminum, and tin, concentrates, scrap, and petroleum products. Since large quantities of essentially mineral derivatives travel in this form, it is reasonable to use these expanded definitions in stating the role of minerals in world trade. Thus minerals in world trade comprise 30 to 33% of total export trade in all commodities during the period 1976- 1980 (see Table 1.3.1). In addition, the U.S. Bureau of Mines estimates the value of all mineral commodities consumed in the world (at the national level) and compares this value to total worldwide commodity consumption. By this system, mineral commodities range from 30 to 40% of all commodities consumed each year in all countries during the period 1976- 1980 (see Table 1.3.2). The growth in export trade in mineral commodities by commodity group is shown for the period 1976-1980 in Table 1.3.3. These data parallel the swings in worldwide economic activity during the same time period. Respirable coal dust has been long recognized as a leading cause of multiple lung diseases. Efforts aimed at reducing dust concentration in underground mines have been made, but increases in coal workers’ pneumoconiosis incidence rates over the last 20 years among U.S. miners are concerning. Dust deposition and water spray suppression are two types of dust removal mechanisms in underground mining activities. In this study, laboratory tests were conducted to investigate the respirable dust decay characteristics during deposition and suppression processes in a confined dust chamber. Dust concentration and size distribution were monitored continuously throughout each 60-minute test. A number-basis particle size distribution was used for analysis to capture the changes of smaller size fractions within the investigated dust sample. This study found that around 62.1% of respirable dust particles were deposited at the end of the deposition test. In addition, the final deposition rate for very fine particles can be less than 20%. The results from the suppression test indicate that larger particles were removed quickly; however, sub-micron particles remain suspended through the 60- minute water spray, and particles under 0.5 µm can be considered irremovable dust under single-spray operation conditions. This study also observed the resuspension of a significant amount of sub-micron particles by the water spray. The results of this study provide basic information for improving dust control strategies and can be utilized to improve the water spray performance for reducing airborne dust levels.

This paper discusses the process involved in developing an optimum method of treating and removing heavy metals from water that have leached out from the native rock -prior to discharge back into the environment. Also designed into the system is a manner to stabilize the metals removed as a precipitate, so that they can be disposed of as a non-hazardous waste.

Cyanide is highly toxic to humans and other organisms. Concentrations of RCN as low as 0.05 ppm can be lethal to fish (Scott and Ingle', 1981). In wet climates and in colder climates where natural degradation is slow, it is becoming mandatory to destroy cyanides in effluents before they can be discharged. The disposal of spent gold ore as tailings from cyanide heap leach processing facilities is a matter of concern to the public, the mining industry, and regulatory agencies. South Dakota mining laws and regulations require that spent ore be neutralized to a suitable level with respect to cyanide before disposal (Durkin, 1990). To safeguard the environment and protect ground-water and surface-water supplies adequately, a reliable test is needed to determine the amount of cyanide in the solid spent ore.

The amount of fine material (minus 60 Tyler mesh) generated during calcination and/or handling of calcined abrasive grade bauxite from Alcoa's operations at Moengo, Suriname, has recently increased relative to past production experience. Bulk samples of raw abrasive grade bauxite from three deposits in the Moengo area have been studied in order to determine the factors controlling the generation of fine material samples from the Jones IC and Tapira deposits, which generate excessive amounts of fine material, have been compared with reference samples from the Begi Gado deposit, which does not generate excessive fine material. Additional type samples of abrasive grade and marginal abrasive grade bauxite from deposits in the Moengo area which represent different bauxite textures found in the Jones IC, Jones I, and Begi Gado deposits have also been studied. Field observations in the Moengo area have indicated that abrasive grade bauxites with a dull, earthy appearance generally do not generate excessive fines. On the other hand, excessive fines are generally associated with coarsely crystalline bauxite in which the gibbsite crystals appear to sparkle in sunlight.

In the mining, manufacturing and application of inorganic pigments, dispersion contributes significantly. This is especially true with mineral pigments because of the variety, in slurry operations required for their processing. Such operations include any of the following: (1) mine-transport (2) wet grinding (3) flotation/beneficiation (4) wet magnetic separation (5) selective floculation (6) size classification (7) chemical processing (8) spray drying Dosage levels and general economics of dispersant use are broadly variant, being dependant upon the agents employed, from the simplist, i.e., sodium silicate or sodium carbonate, to the more complex, as polyacrylates and organo-phosphates. In certain unit processes the dispersant must exhibit unusual chemical stability and persistence, e.g., in protracted pigment slurry shipments. In others, the agent should be fugitive to prevent secondary reactions from occurring, e.g., with high temperature calcination where alkali salts can act as aggregation fluxing agents.

A geochemical study of cyanide neutralization processes was conducted at Brohm Mining Corporation to gain a better understanding of the leach pad behavior and to develop a simplified procedure to quantify the attainment of compliance with permitted cyanide neutralization criteria. Such attainment is a prerequisite for off-loading spent ore from the leach pad at the "load/unload" gold heap leach operation. The geochemical study program consisted of size fraction analyses and weak acid dissociable (wad) cyanide analyses for various sections of the spent ore from the actual leach pad. Further testwork included size fraction analyses and wad cyanide analyses on the ore from four 29 foot laboratory test columns which were leached and neutralized with different neutralization treatments in parallel with an actual active leach pad. Wad cyanide was analyzed daily on the neutralizing columns and various parameters were monitored weekly on the influents and effluents during the leach cycle and neutralization period. A comparison was made of neutralized effluent chemistry and porewater extraction fluids, as well as an analysis of the selective adsorption of cyanide on various particle size fractions.

Rhenium is a valuable and extremely rare chemical element with unique chemical properties. It is extracted commercially as a byproduct from the processing of molybdenite associated with porphyry copper ores. There is a present interest in recovering rhenium from copper pregnant leach solutions (PLS) produced by copper heap and stockpile leaching. These solutions contain rhenium at very dilute concentrations, typically in the 1 mg/L concentration range. This paper describes laboratory column ion exchange experiments to extract rhenium from these solutions using weakly basic anion exchange resins and actual plant PLS from two operating mines. The dynamic loading and elution behavior of Re on Purolite® A170 and A172 is discussed.

Considerable attention has been given to the restoration of low-level radioactive (<1000 pCl/g) sites contaminated during the early years of the atomic energy program. Current clean-up activities which involve the relocation of contaminated soils to licensed disposal sites have been shown to be very costly due to the large volumes of soils which must be excavated, transported and stored. Recent characterization studies conducted at Virginia Tech suggest that the volume of soil requiring disposal can be greatly reduced using mineral processing techniques such as classification, density separation and froth flotation. This article discusses the application of these technologies for soil remediation and describes a conceptual flowsheet for treating soil samples from two contaminated sites.

Heap leaching for gold-silver recovery in the western United States has been widely applied. Advantages, disadvantages, and requirements of the method are discussed, as well as heap building, recovery systems, agglomeration applications, and safeguards against freezing. A list and review of current heap leach operations world-wide are presented, together with obvious opportunities for application of this innovative technique in new areas.

This paper will present the results of an analysis of several abandoned coal mine projects and includes field data for over a dozen different reclamation projects recently completed in the state of West . Virginia. The analysis was performed with the objective of summarizing and or classification of the environmental consequences with reference to the characteristics of the mining facilities (surface, underground, etc.). The analysis also addressed the itemized cost of remediation with respect to procedures, environmental concerns and time. The results of the analysis are that each abandoned coal mine site in West Virginia have/had many unique features and in most cases include a combination of environmental concerns that complicate comparisons. The study also revealed that the abandoned mine land program for mines abandoned prior to 1977 that is being financed by a tax on the production of coal, has produced many benefits for the state of West Virginia. This grant program administered by the Office of Surface Mining, has resulted in a high quality methodology of remediation that has been successful for many years in greatly minimizing and/or eliminating environmental concerns from abandoned coal mines.

It has long been understood that extended occupational exposures to respirable mine dusts can lead to chronic lung disease. In underground coal mines, CWP and silicosis are major concerns. While there have been many studies aimed at understanding total dust concentrations and silica content associated with different mining conditions (e.g., locations/occupations within a mine, cutting methods, geologic strata), little research has been completed to more comprehensively characterize respirable dust (i.e., by particle composition, size distributions, shapes). This preliminary study sought to characterize dust from an underground coal mine in Central Appalachia using scanning electron microscopy with energy dispersive x-ray (SEM-EDX). Respirable dust samples were collected from various locations in the study mine, and individual dust particles were identified and classified by mineral type. A continuous personal dust monitor was also used to estimate total respirable dust concentrations during sampling. Here we report initial results of this work, and discuss advantages and challenges of particle-level characterization of mine dusts in terms of occupational health research.

The U.S. Department of the Interior, Bureau of Mines investigated solvent extraction methods for recovering gallium from filtrates produced from sulfuric acid leaching of hydrometallurgical zinc residues. These filtrates typically had pH values of 0 to 0.5, too high an acid content for effective gallium recovery by traditional extractants. Of the nine extractants studied in batch tests, 0.3M octyl phenyl acid phosphate (OPAP) in a kerosene diluent was the most effective extractant for gallium recovery, extracting up to 99.9 pct of the gallium. This high extraction was possible when the iron in solution was maintained in the reduced ferrous state. Batch tests also showed that a 1.5M-H2SO4 strip liquor recovered 98 pct of the gallium from the loaded OPAP. A continuous solvent extraction system was designed and operated based on McCabe-Thiele analyses of equilibrium loading and stripping isotherms. When 12 L of leach filtrate containing 0.32 giL Ga and 20 giL Fe were pumped through the system in 32 hr, results showed that 95 pct of the gallium was extracted in four stages at an A:O ratio of 1:1. Stripping the loaded solvent with a 1.5M-H2S04 liquor recovered 94 pct of the gallium in four stages at an A:O ratio of 1:4. A two-stage, 50-pct-phosphoric acid strip successfully removed ferric iron from the OPAP, allowing high gallium extractions to be maintained.
