With the construction management team established and a full funding agreement secured the Washington Metropolitan Area Transit Authority (WMATA) now has the manpower and the financial resources to continue Metrorail construction into the 1990's. This paper describes WMATA's new role as construction manager after the transition from Bechtel Associates and gaining the full funding agreement with the Urban Mass Transit Administration (UMTA) and regional governments to complete 84.7 Metrorail miles (136km). The authors review the most recent station and line tunneling projects. WMATA's contractors have employed the state of the art soft ground and hard rock tunneling equipment and methods - an earth pressure balance TBM, a closed face TBM, and the New Austrian Tunneling Method (NATM). In final, the paper previews future underground work to be let under the funding agreement.

In recent years public concern over the environment has grown enormously. A very aware populace has exerted pressure on its legislators to enact enforcement laws dealing with pollution. Among the different types of pollution, sulfur dioxide in the air is a large and readily identifiable constituent. Air pollution, according to the EPA, costs the U, S. billions annually with SO2 a major portion of this cost. Fossil fuel and oil fired power plants release better than 50% of the SO2 in the country. Thus great attention is being focused on the methods power plants are utilizing to control emissions. With a time schedule of compliance by early 1975, decisions are being made and systems chosen that will have to perform - and perform - and perform. Therefore, a large majority of the power plants are presently considering lime in the planning and operational phases of their stack gas desulfurization programs. The reasons for this are: Lime scrubbing has more development and pilot work completed than most other methods; the removal potentials are relatively high; the stoichiometric ratios are not excessive and, the process has relatively low capital and operating costs. Many pilot plant studies have been completed recently using lime and the first operational full scale lime scrubbing unit is now in the start-up phase at this time at Duquesne Light Company's Phillips Station here in Pittsburgh. Also, because of completed development work, the problem of solid waste disposal will also be tackled at this power station at the same time. There are various methods for the use of lime in scrubbing for S02, but for our purposes I would like to describe the cyclic wet lime process. This method called "Scrubber Addition of Lime" involves contacting the flue gas with a slurry of milk of lime.

The perlite review arrived too late to appear in the June issue. Worldwide production of perlite in 1991 was estimated to be 1.7 Mt (1.9 million st). Events in Eastern Europe and the former Soviet Union caused reporting of production, consumption and reserves from those regions to cease. The US Bureau of Mines reported data only from the US and Greece. Together, the two countries produced about 701 kt (773,000 st), down from 739 kt (815,000 st) in 1990. US production of perlite amounted to about 547 kt (603,000 st) last year. US production was supplied by 10 companies operating 11 mines in seven western states. There are 74 plants producing expanded perlite in 33 states and in Canada. All the companies engaged in mining perlite are also expanding it.

Eastern US oil shale contains approximately 10 to 12 gallons of oil per ton and 7 to 10% pyritic sulfur. Physical beneficiation of these low grade shales using froth flotation provides a high grade material that makes extraction of oil more economically attractive. The Alabama oil shale used in the present study contained 16.46% organic carbon and 14.5 gallons of oil per ton as determined by Fischer assay. Liberation size of the kerogen was estimated at 10 µm. `Ken-Flote' column flotation technology provided a high grade concentrate containing as much as 60% organic carbon. However, carbon recovery was about 60%. Carbon recovery was improved to 75-85% while maintaining concentrate grades in excess of 40% carbon by providing longer retention time in the column, which facilitated effective bubble-particle collision and attachment.

Not since 1917 has a foreign company developed a standalone, grass roots gold mine in Russia. With Russia's political changes of the late 1980s, development of mineral prospects once again beckons foreign investors. Cyprus Amax's interest in Russia began before the mid-1991 breakup of the former Soviet Union. In 1990, Cyprus Amax began searching for such an opportunity. Early this year, production will begin at the Kubaka gold project located in the Russian Far East, near the Arctic Circle. The Kubaka project is a 1.75-kt/d (1,930-stpd) open-pit operation that will produce more than 9.3 t/a (300,000 oz/year) of gold. Identifying Russian mining opportunities In late 1990, the first Cyprus Amax people travelled to Russia. The trip was to determine the potential for western firms to develop profitable mines. This encouraging visit suggested that Cyprus Amax focus on the Russian Far East with its mineral riches and its easier access to the United States. The company's initial efforts thus focused on working with the Soviet Union's Northeast Geologic Expedition, the then government agency for exploration and geology in Russia's Far East. After the breakup of the Soviet Union, Cyprus Amax continued working with the same people, but they now represented new independent, nongovernmental entities. For three years, Cyprus Amax investigated numerous deposits. This resulted in the identification of two properties of significant interest, one of which was Kubaka. Location Kubaka is located in the Northern Evensk District of the Magadan Oblast in the Russian Far East. This is an area east of Siberia. The project is situated in a mountainous area of the Kolyma Range, about 300 km (985 miles) south of the Arctic Circle. It is 285 km (180 miles) north of the fishing village of Evensk and 380 km (235 miles) northeast of the silver-mining town Omsukchan. The site is 950 km (590 miles) northeast of the regional capital city of Magadan. Magadan, the political and economic center of the Oblast, has a population of about 150,000 people. The wide scale acceptance of the heavy media separation is due to its simplicity and efficiency. The two most important variables of the process are specific gravity and consistency of the medium. The latter is a function of the settling rate of the media solids. The almost always present clay in the feed and conse¬quently in the medium acts as a stabilizing agent, and its optimum concentration varied between 3-4%.(1,2) Since polymers essentially perform the same function in oil well drilling muds - i.e. to suspend cuttings during drilling - as the fine clay in heavy media separation, this led to the investigation of whether polymers could be used in heavy media separation as supporting agents. During the first phase of the work, it was found that by the controlled addition of polymers, the stability of the heavy media increased without unduly increasing viscosity of the suspensions, thus yielding conditions for more effective and efficient separation. The results of the experiments were reported in a paper at the AIME Centennial Annual Meeting, March 1971.(3) This paper presents the results of the experiment carried out during the second phase of the work.

A comminution circuit is an important integral part of a mineral processing plant. Nearly 40% of the capital cost and 30 to 40% of the operating cost are taken up by the crushing and grinding circuit. Therefore, considerable care should be given to the design and selection of this circuit. Several factors affect the selection of a comminution circuit--energy consumption, avail- ability of the equipment, the remoteness of location, and availability of trained personnel, to mention a few. Each of these factors influences the choice. Selecting a comminution circuit strictly on lower capital cost may not be optimal. Crushing and grinding circuits are usually site specific and should be selected - only after careful analysis of all the factors involved. The objective of this paper is to show the effect of these factors, which are extranious to capital cost. Usually, the capital cost of a semiautogenous grinding circuit is lower than that of an equivalent conventional circuit. However, due to lower equipment availability and high power costs in certain locations, the economic advantage of lower capital cost is lost. Analysis indicates that a break even point occurs at a power cost of 5¢/kWh. This paper describes the procedure utilized for selecting the most economic comminution circuit and states the conditions applicable for each cominution circuit.

The efficiencies of plant scale comminution processes are often evaluated by various indices that are calculated and/or measured somewhat independent of the performance of any associated downstream froth flotation processes. In order to compare some specific comminution factors such as energy utilization, media consumption, equipment utilization time, etc. comparisons of comminution efficiency independent of flotation behavior are appropriate. However, as more and more detailed plant level information is gathered on the joint and highly interactive nature of comminution and froth flotation, it is becoming increasingly obvious that knowing and using simple efficiency indices are not enough. What is needed are more performance related measures of the efficiencies of the combined size reduction -froth flotation system for effective plant level economic optimization to occur. The purpose of this paper is to present some examples of important interactions that influence the joint efficiencies of size reduction and froth flotation processes.

In this study, numerical simulations of yield pillars employing the finite element method with time-dependent Drucker-Prager material model are conducted. The stress control mechanism of yield pillars on weak floor strata is studied. The development of pillar yield zone, the distribution of pillar stress and the development of failure zone in the weak floor strata are investigated. The study indicates that a properly selected yield pillar size may significantly reduce the peak stress induced in the weak floor strata and effectively control the development of failure zone in the floor.

Infrared spectroscopy, employing the internal reflection method in conjunction with solvent extraction techniques, was used to study surface reactions between aqueous potassium ethyl xanthate and both sphalerite and precipitated zinc sulfide each activated with aqueous copper sulfate. It was determined that reactions occurring on the sphalerite and zinc sulfide surfaces produce the reaction products ethyl dixanthogen and cuprous ethyl xanthate, some of which are ad¬sorbed on the mineral surfaces. According to infrared spectra showing the reaction to form these compounds, the ratio of cuprous ethyl xanthate to ethyl dixanthogen adsorbed is directly related to pH of the flotation solution.

FUNCTIONS OF RAIL HAULAGE SYSTEMS The principal application of rail haulage in under¬ground mining is in the movement of ore or coal pro¬duction from near the mining areas out to a processing plant. In some cases, such production haulage may end at a shaft pocket or slope belt conveyor transfer station, depending on the type of mine and the geo¬logical placement of the mineral being mined. Main-Line Haulage The basic reasons for choosing main-line rail haul¬age are high-tonnage production per shift and long haulage distances. The choice between rail and other systems, such as belt conveyors, is not easy and requires an integrated study of many factors: tonnage, distance, grade, product size, number of producing areas, ore reserve, safety, capital cost, operational and maintenance cost, and the mining system. Projecting a main-line rail haulage system for com¬parison with other systems requires a choice of many variables which are interrelated. The project must start with consideration of the mining system, tonnages per day, distances and grades, and loading and dumping conditions. Rail mine cars of different sizes and types are studied. High tonnage demands consideration of wider track gages. A suggested minimum for metal mines is 914.4 mm (36 in.); for coal mines, 1066.8 mm (42 in.). The choice of the train size should be governed by tonnage per shift, physical factors of loading and dumping, cycle time, and the number of trains that can be operated and safely controlled. After the size of the train is determined, the type, size, and specifi¬cations of the locomotive can be selected. The loco¬motive may be trolley, battery, or diesel; selection guides are discussed elsewhere in this chapter. The advantages of rail main-line haulage are high tonnage capacity, flexibility, reliability, safety, low operational and maintenance cost, and dual usage of the system (supply haulage, for example). The dis¬advantages are high capital investment, high installation cost, the requirement for more maintenance facilities, and restriction to certain ore reserves and mine pro¬jections. Supply Haulage Supply haulage is a basic requirement of any mine, but the type and volume of supplies vary with the type of mineral being mined, the mining methods, and the size of the mine. A mine developed for rail main¬line haulage gains supply haulage through the addition of a secondary track system to extend the main line closer to the producing areas. Additional haulage equipment, generally smaller, is also added. It is neces¬sary to design into the rail system more switch bypass points and train control systems. The track system standards demanded by rail main-line haulage con¬tribute to the reliability and efficiency of the supply haulage function, whereas a supply track system to supplement other haulage systems often suffers from poorer track and installation standards. When belt conveyors are chosen for production haulage, a rail supply haulage system is often installed rather than using rubber-tired vehicles for supply haul¬age. The conditions of the seam or ore body create these items for consideration: haulage grade of more than 6% favors rubber-tired vehicles; longer haulage distances favor rail; difficulty in maintaining a smooth roadway favors rail; and movement beyond the end of a rail system generally requires rubber-tired vehicles, making a single system rather than a dual system attractive. Although operation of a supply haulage system may be concentrated on a single shift of a multiple-shift mining operation, proper planning and supervision are required if the haulage is to be efficient. Often the newer personnel at a mine are assigned to supply haul¬age which may add to the difficulty of obtaining maxi¬mum efficiency. Supply haulage by rail offers the advantages of high reliability, lower maintenance, and high efficiency over long distances. The disadvantages are less flexibility, high installation costs, and rubber-tired vehicles for use beyond the inby end of track often required. Personnel Movement The efficient and comfortable movement of the miner to and from his work area has a significant effect on his daily output. Minimizing man-trip time also becomes more and more important as hourly wages increase. Personnel are generally moved over a rail system by one of three methods: a specialized personnel carrier to which a certain number of men who work in a certain area are assigned; a combination vehicle, used to carry personnel but also capable of being used as a light supply/utility locomotive during a working shift; and man-trip cars towed by a supply locomotive. The first and second methods are used in coal mines where long distances make speed and comfort important. The third method is more common in metal mines. Equipment Movement As mining equipment technology has advanced, many mining machines and their subcomponents have grown in size. This trend requires careful planning for adding specialized carriers to handle the movement of larger equipment. Continuous miners, longwall equipment, raise borers, and ventilation equipment are examples of machines which may be difficult to move and which require special handling. The selection of the weight, speed, and operating characteristics of supply locomotives used to move equipment is important. Larger mines may often justify a special group of loco¬motives for this application.

Abandoned uranium mines in the southern Black Hills of South Dakota were sampled for uranium, radium, and rare earth elements during 1992 and 1993. Analyses of water samples from several shallow ponds in the mine pits showed pH values between 3 and 4 with uranium concentrations between 1600 and 2600 ppb. Rare earth elements and their respective isotopes were analyzed with an inductively coupled plasma mass spectrometer and were referenced to a shale normalization pattern. All samples showed an enrichment in the middle rare earth elements. Rare earth levels often were greater than 0.2 ppm. At one site, the concentrations of lanthanides were 150,000 times above background levels. While the southern Black Hills have long been known for rich uranium ore deposits, these analyses show that significant levels of rare earth elements also are present, indicating that the potential exist for future development.

The mineral industries have a continuing need for market forecasting and analysis for a variety of purposes, among which are organization and control of the sales effort, financial and corporate planning, and evaluation of the anticipated revenue from investment in proposed projects. For anything beyond the simplest extrapolation, some kind of economic reasoning or analysis is called for, which may or may not be incorporated into a formal or quantitative model. The principles described here apply to most of the commercially significant minerals and metals. The examples are drawn largely from the copper market, as it is the one with which I have the most practical experience. Practical forecasting is the process of analysis and synthesis from three categories of knowledge: facts and statistics, theory, and practical knowledge and informed opinion. Although many attempts have been made to build forecasts on only one of these three pillars, none has been successful as an operating procedure because of the lack of balance. There are no facts about the future-only about the present and the past. Facts can illuminate the future, but the future can be described only in terms of probability or more or less likely states of affairs-not as a continuous extension of the past and present. Likewise, theory, although useful as an organizing discipline and for providing a methodology of analysis, is inadequate for the complexities of reality. This is especially so when there is feedback between plans and forecasts to produce a new outcome and when there are significant elements of unpredictable free will, such as presidential jawboning or foreign policy considerations. Such elements are difficult to accommodate in neat theories, although they must certainly be reflected in the forecasts. Pure opinion frequently suffers from both a lack of-disciplined reasoning and the presence of biases or self-interest. While the future is unknown, it tends to cast its shadow before it; hence, forecasting is the art and science of positioning oneself so that the shadow becomes visible to the forecaster.

Under the Solid Waste Disposal Act, the Bureau of Mines initiated several accelerated in-house research programs to develop new and improved methods of proper and economic solid waste disposal. The program being conducted at the Bureau' College Park Metallurgy Research Center is concerned with eliminating the current waste of valuable materials in municipal refuse by developing low-cost methods for reclaiming and recycling the metal and mineral values contained in incinerator residues. Each year the United States must collect and dispose of in some manner or other, about 150 to 200 million tons of municipal solid wastes. The monetary output for this service ranks third among public services, exceeded only by the costs for schools and roads based on population growth projections and materials use patterns, the quantity of refuse generated by the early 1980's may approach 300 million tons annually. Currant estimates indicate that only 10 to 20 percent of the total municipal refuse generated is disposed of by incineration. If all refuse were properly incinerated the residues would contain more than 11 million tons of iron and nearly a million tons of mixed nonferrous metals including aluminum, copper, lend, zinc, and tin.

Silicosis among metal miners is an ancient disease, probably as old as mining itself.' However, the primitive forms of mining were not productive of much silica dust, and the short life span of slaves used in mining probably precluded the development of more than a few sporadic cases of silicosis. Early diagnostic terms of miners' asthma and miners' phthisis suggested an occupational relationship and a tubercular component, but little attention was given to silicbsis until the turn of this century when epidemics of silico-tuberculosis arose due to the great expansion of the mining industry in the United States, especially silver and gold mining. The expansion was accompanied by mechanization and the introduction of pneumatic tools, which generated increasing amounts of fine silica dust. Mining communities were crowded and hygiene was poor.' The tubercle bacillus would probably have flourished even without the predisposition of silicosis.' As is so often the case in occupational health, biostatistical analyses first called attention to the problem, and environmental-medical studies later confirmed its existence. The bio-statistical analyses were occupational mortality statistics compiled by the Prudential Life Insurance Company in 1907, showing evidence of excessive mortality from tuberculosis and relationship to dust exposure. During the last ten years, longwall mining systems have undergone many changes. Panel widths and lengths have increased. Longwall faces have become more automated. Average production from individual longwall panels has increased from 1,000 to 3,600 tons per shift. To control the dust generation resulting from the higher production, longwall dust control systems have integrated various dust control techniques. Systems designed to control dust generated at the crusher/stageloader, shearer, and supports are common to most longwall faces. A survey was made of the dust controls that are currently in place on all the longwalls in the U.S. This survey addressed the types of controls used to reduce dust generated at the crusher/stageloader, shearer and roof support movement. Additionally, information on face ventilation rates, cutting cycle and level of automation was obtained. The purpose of this paper is to review the dust control practices that have been implemented throughout the United States and to identify those controls that are being used on high production longwall faces. Additionally, a model is used to demonstrate how ventilation and automation affect occupational exposure. Automation of roof support movement can offer some of the greatest reductions in occupational dust exposures. While technically feasible, its full benefit has not been fully realized by the industry. Until technology to fully automate longwall mining systems becomes more reliable, future dust control systems must rely on increased ventilation, application of headgate dust collectors, improved shearer dust controls and improved shield dust suppression systems.

The development of gold heap leach projects in the Cripple Creek, Colorado, mining district has required utilization of heap leach pad sites other than relatively level natural ground. This paper describes the construction of a heap leach pad adequate to accommodate 907,000 tonnes (1,000,000 st) of ore over the surface of a tailings pond constructed during previous milling activities at the site. Based on the design parameters and the observed behavior to date, it has been found feasible to construct a major heap leach pile on the surface of a conventional tailings pond.

This section is addressed to the computing needs of corporate (top) management which are less specialized than the computing needs of operating or divisional management described in the previous sections. It is essential that the computer be used as a tool to serve corporate management and that information and results are presented in a succinct form. A key responsibility of the manager of computer applications is to communicate well with corporate management. A common trap for computer management is to allow the development and implementation of sophisticated and academically interesting computer applications which do not enlighten corporate management in its decision-making task. Thus it is essential to devote sufficient time and effort to designing and specifying a computer system before developing and implementing the system.

It is shown that seriously preoxidized arsenopyrite can adsorb a large amount of copper ions as unoxidized one, but without, release of corresponding amount of Fe ions; seriously preoxidized pyrite cannot adsorb copper ions, but with release of a large amount of Fe ions. However, if the minerals are rapidly oxidized with potassium permanganate solution, both arsenopyrite and especially pyrite can adsorb a large amount of copper ions, but still without release of corresponding amount, of Fe ions. Cu adsorption (if there is any) on both oxidized arsenopyrite and pyrite is not based on the Cu-Fe exchange mechanism.

Micron-sized gold disseminated in lower Cambrian siltstone has been found at the Sterling mine near Beatty, NV. A shoestring-shaped body has been developed by central and fringe drifts and is being mined via a modified retreat room and pillar system. The siliceous ore crushed to 5.08 cm (2 in ) is stacked to 4.6 m (15 ft) over a layered sand, gravel, and impervious PVC base. Gold is leached using a 0.1% cyanide solution and deposited on activated coconut shell carbon. Stripping of the carbon by hot solutions of 1% NaOH and 20% Ethanol yields overall recovery of about 75% of the fire assay head.
