This paper summarizes the direct operating cash costs for the Barrick Mercur open pit gold mine. A comprehensive, detailed system of cost management has been in effect for the life of the Mercur operation. This system provides the basic data for operations control and is the basis for drafting budgets as well as analyzing impact of change on operations costs. The ore body is complex geologically and metallurgically, requiring operators to pay close attention to mining and processing costs. The cost history provides data which enables analysis of changes in production levels, aging of the mine production fleet, and the impact of specific cost changes through time.

Researchers at the National Institute for Occupational Safety and Health (NIOSH) performed a series of lab tests to evaluate the respirable dust removal capacity of an industrial air-cleaning fan. Limestone and coal dust were tested separately in NIOSH’s full-scale drill table simulator at the Pittsburgh Mining Research Division (PMRD). Gravimetric samplers with Dorr-Oliver Cyclones and 37-mm filters were used at two upstream and four downstream locations inside and outside of the drill shroud chamber. There were six tests performed for both the limestone and coal dust experiments. In the limestone tests, an average respirable dust concentration of 98.86 mg/m3 was achieved upstream of the air-cleaning fan. The filter results show that the averaged respirable limestone dust reductions were 7.84%, 8.81%, 10.94%, and 18.02% at the four sampling locations downstream of the fan. In the coal tests, upstream samplers achieved an average of 129.03 mg/m3 of respirable coal dust. The averaged dust reductions were 9.54%, 9.83%, 18.54%, and 19.21% at the four downstream sampling points. The results indicate limited cost benefits of using this technology because of the relatively low dust reductions determined from this laboratory study.

In several previous studies from this laboratory (1-4) the autophobicity concept of Zisman and co-workers (5, 6) has been extended to gas phase adsorption processes. Low molecular weight alcohols adsorb on silica or alumina to yield novel isotherms in that monolayer adsorption occurs at low relative pressures indicative of strong bonding, but subsequently multilayer adsorption is quite sparse and diminishes with molecular weight of the alcohol. Such isotherms fit no standard classification scheme, however, in the vacinity of monolayer coverage alcohol isotherms give an excellent fit to the Langmuir or B. E. T. , Type I model (7). Monolayer adsorption is relatively irreversible and it is thus possible to prepare these chemisorbed layers and perform subsequent adsorption studies thereon. All indications are that the adsorptive properties on such films is radically different from that on the underlying alumina (4, 8) and in one study finite contact angles for hydrocarbon fluids were observed. One perennial conceptual difficulty is that there is no observed upper bound to the adsorption isotherm which would be necessary for autophobic adsorption to occur. The cause for this has been studied, and it is currently believed that adsorption is complicated by reversible capillary condensation at contact points between powder particles. The evidence for this is that large particle powders give less "apparent" adsorption at high relative pressures and in one very tedious study adsorption on planar sheets, oxidized aluminum displayed similar reduced uptake at high relative pressures when compared with high specific surface area powders (3).

Substantial progress has been made over the last ten years in the development of uniform national and international standards covering the definition, estimation and public reporting of mineral resources and mineral reserves. Agreement between the major participating countries has been reached, which include the requirement that a Competent Person prepares and approves publication of mineral resources and reserves. Most national regulatory organizations have accepted the new standards and have included them in the rules that must be followed by mining companies operating under their jurisdiction. These developments are the result of a concerted effort on the part of professional societies, national regulatory agencies, international organizations, and many dedicated individuals. The historical development of these standards is summarized in this paper. Accepted definitions of mineral resources and mineral reserves are discussed, as well as the definition and role of the Competent Person. Additional effort is needed before the international standards are fully understood, accepted and followed by mining companies, regulatory agencies, the investment community and the general public. Steps being taken toward development of a Mineral Reserves International Reporting Code Template (International Template) that will be available for all countries to use in deriving their specific country reporting codes, are outlined

This chapter on the role of minerals in developing economies is oriented toward economic policy issues. The discussion and analysis cut across the technical, economic, legal, and policy fields. The goal of this chapter is to pro- vide relevant background information important to individuals involved with the minerals sector in developing countries. Where possible, trends are shown to provide a basis for understanding the evolving role of minerals in developing economies. This chapter is divided into the following five sections: (1) characteristics of developing countries (which presents selected statistical comparisons); (2) government objectives in developing countries; (3) government policy formulation in developing countries; (4) determinants of future trends, and (5) a summary of the chapter's major points combined with the authors' view. CHARACTERISTICS OF DEVELOPING COUNTRIES There are 155 nations in the world categorized as "developing countries." In total these nations represent about one third of the value of the world's mineral production, three quarters of the world's population, and over half of the world's land surface area. The group of so-called developing countries is quite diverse and there are exceptions to almost any general observation about the group as a whole. Most definitions of the term "developing country" are based on levels of per capita income. However, if per capita income is the sole criterion used in categorization, then several oil-exporting countries would jump from the category of developing country to the category of developed country.a Obviously, this results in a poor fit with respect to other measures. In general, the majority of developing countries can be characterized by relatively low per capita income, high population growth rates, high levels of unemployment, low levels of education, short average life ex- pectancies, income distribution skewed toward the highest 20% of the population, and a large share of exports represented by primary commodities. b For the purposes of this chapter a slightly modified version of the widely used World Bank system of classification (shown in Table 1.2.1) is used. As summarized in Table 1.2.1, developing countries are divided into three main groups based on estimated gross national product (GNP) per capita. It should be noted that the high- income, oil-exporting countries have characteristics of both developing and industrialized countries; however they are included for most statistical comparisons within the group of developing countries. You have been involved with research activities in froth flotation and size reduction. What do you think the future holds for these technologies? Froth flotation and size reduction are essential processing steps common to almost all current mineral-processing operations. The most significant recent advances in both of these technologies have been in the increased size of equipment and in some alternative machine designs, such as the column cells and the high-pressure roller mills. I believe that the next major area of improvement in size reduction will be at least partially driven by an improved awareness of controlling the conditions that influence the efficiency of particle breakage. This would include factors such as water-chemistry influences, the influence of fines from classification, chemical grinding additives and better rheology control. In froth flotation, significant changes are currently taking place in the plant use of frothers. Also, there will be an increasing number of new collector chemistries for certain types of flotation, such as with oxide minerals, oxidized mineral recovery in sulfide systems and improved selectivity with certain sulfide mineral systems. You have been active in implementing new engineering technology in industry. What do you think will be the technological future of mineral processing? Being involved in the invention and industrial implementation of new technology has been one of the most positive experiences of my career. I also have had the unique experience of working in the chemical and petroleum industries as well as in mineral processing. In my opinion, the future of mineral processing will be an exciting, wonderful work area in which to be involved. The development of new technology in minerals processing offers a special challenge compared, for example, to that of chemistry or chemical engineering. In successful industrial innovation involving minerals, having a sound theory is not enough. Instead, what is required is a valid blend of a good idea, meaningful laboratory characterization and, most key, the experience necessary to adjust the plant in such a way to incorporate the idea. The complexity of engineering systems that contain solids, liquids and gases, as well as highly variable natural mineral properties, means that nothing new comes easily. In some cases, it has been difficult to explain how processes practiced in industry for decades actually work, in terms of physical and chemical fundamentals. On the other hand, when a new idea is successfully implemented, the economic and professional returns can be very rewarding. I know of no more challenging field of engineering than minerals processing. What is your view of the future of the minerals industry in general? The need for minerals, metals and coal will be with us for decades to come. In many aspects, the minerals industry became global much earlier than some of the other industrial sectors that are currently experiencing globalization. I believe that fair international competition is beneficial to the users of minerals, metals and coals and to those involved in producing such materials. The key word here for a global economy to work is "fair." So the various playing fields involved such as finance, profit return, regulation and labor should be relatively level for all the players involved. Competition is an amazing driving force for innovation. This has been true in the minerals industry during the last few decades. The mining industry is producing more at less cost per unit than ever before in our history. I anticipate that this trend will continue as long as the global political situation remains relatively stable.

To assess the value of various subsidence mitigation techniques, twelve linear foundations were constructed above a longwall mine. The structures were monitored during and after undermining, and footing curvatures at the time of cracking were compared with predicted values. An unreinforced concrete footing sustained substantial damage. Other footings received varying degrees of damage, with inclusion of a sand layer significantly affecting performance. A post-tensioned concrete foundation suffered minimal cracking. Also, a technique developed by the Bureau of Mines is presented for determining the subsidence, slope, curvature and strain of the ground surface.

The gradual depletion of high-grade sulphide mineral deposits has turned the attention of the mineral industry to the recovery of metals from the oxides and silicates. Anionic (fatty acid) and cationic collectors have in some cases made flotation of non-sulphides possible, although in general, flotation of oxide ores is not as yet an economic process. Consequently, many attempts have been made to sulphidize the surface of the relevant oxide mineral and thus make it amenable to flotation. (1) (2) (3) In recent years, Bautista and Sollenberger(4) have investigated the conversion of a number of oxides to sulphides by reacting them with molten sulpur. This paper presents the results of investigations carried out at the School of Mineral and Metallurgical Engineering at the University of Minnesota to study the flotation characteristics of some sulphidized minerals. It is divided into two parts; Part I describes the sulphidization of a number of oxides and a silicate, and Part II presents the flotation behavior of the products of sulphidization.

Management of mine and tailings reclamation activities by surface mining oil sands operations in Alberta, Canada is experiencing increased national and international attention. Of particular concern is the ability of existing mines to execute and fund reclamation activities. Concern stems from a lack of demonstrated tailings reclamation technologies, perceptions of a poor track-record of reclamation activity by industry, and a lack of transparency with respect to the potential cost of reclamation activities relative to the monies secured in Alberta?s Environmental Protection Security Fund (EPSF). Limited information is publicly available regarding reclamation costs and technologies. Available data typically comes from disparate sources. This paper examines the expected costs of oil sands reclamation activities through a study of corporate Asset Retirement Obligation (ARO) liabilities, the Province of Alberta?sEPSF, and published data relating to reclamation costs.Issues relating to current liability funding are introduced.

"What is the primary responsibility of geo-engineers in mining? Early in my career, I was asked this question by an experienced engineer. After explaining some various tasks, I was informed that the main responsibility was to monitor. Although this proved true for many cases, I came to understand that monitoring is merely one means to achieve the primary responsibility of a geo-engineer — ensure the safety of all personnel. The potential for groundwater to impact stability allows this responsibility to be shared with hydrogeologists as well. Inherently, we monitor to identify risks; we analyze designs and develop models to mitigate risks; and we are provided opportunities to explain to supervisors the geo-risks to personnel and mine plans that will result from particular courses of action. A couple years ago, I took an opportunity to share experiences from the first several years of my career as a geotechnical engineer with junior geoengineering staff within my company. The intent was to share situations that were a part of my development, so they could learn and understand their responsibility to the safety of all personnel. Similarly, the purpose of this article will be to share these thoughts with new geo-engineers in the industry in order to help prepare them for the challenges they will face.What is our purpose?A senior hydrogeologist shared an experience that occurred in their career. The experienced hydrogeologist had spent some time with the hydrogeology staff, most of them relatively new to the mining industry, to understand how they viewed, and carried out, what they perceived as their responsibility at an active mining operation. After a couple months of observing and mentoring, the senior hydrogeologist met with everyone and posed the question “What is our purpose?” I am sure that most junior geo-engineers would start explaining different tasks or projects that they must complete. The list would include monitor ground water levels, track slope movement, evaluate designs, build models, oversee drilling programs, etc. These individuals did as well their supervisor. After going around the room allowing each individual to answer, the experienced hydrogeologist provided them the real answer to the question: Safety. If you examine the root intent of nearly every responsibility geotechnical engineers and hydrogeologists have, it is to apply our professional skills to ensure the safety of our workforce. When the objective of safety from the geotechnical and hydrogeology disciplines is achieved, inherently accomplishing the mine plan should follow suit, or it should significantly minimize the impact by gravity or ground water."

"Many underground mines use cemented backfill to mitigate environmental effects associated with tailings disposal. The large energy needs associated with mine backfilling and cement production operations create significant CO2 and Greenhouse Gas Emissions. This paper introduces post-consumer glass as an alternate, equally effective and lower cost binder agent strategy for cement in backfill that may be implemented to assist in reducing solid waste production, lowering energy costs, and restricting Greenhouse Gas Emissions. Extensive engineering testing, consisting of pipe flow loop tests and strength tests, has been implemented in order to demonstrate the technical feasibility of process integration within industry. An economic analysis has demonstrated that glass is competitive in cost relative to cement and a socioeconomic study has further indicated that the utilization of glass in mine backfill would create a new market for waste glass that requires less processing and reduces costs."

The number of uranium in situ leach operations has increased significantly since 1975. As of May, 1980, there were a total of 27 active projects, including 16 commercial scale operations (or under construction) and 11 pilot scale operations. The south Texas uranium district and Wyoming have been the most prominent areas in early field experiments as well as in commercial application of this new recovery technique, although in situ leach tests are now being conducted in Colorado and New Mexico. The growing number of commercial-scale operations is accepted as prima facie evidence that in situ mining now offers a third option along with open pit and underground mining for winning uranium from sandstone host rocks. It is estimated that in 1979 about 9 percent of the nation's total uranium production was from in situ mining. However in situ mining of uranium is not without its environmental controls. The primary emphasis of environmental controls falls into two catagories; namely, control of the leach solutions during mining and demonstration of ground water restoration. Finally this paper briefly reviews the Bureau of Mines research program in uranium in situ mining.

Williams Mine was considering spending a large amount of capital to install a pumping system underground to rid the mine of slimes; with the introduction of Delvo Stabilizer this challenge would be met. This paper will address the process to introducing the Delvo Technology into the Cemented Roddill Program. Some areas that were worked on included: testing of the mix design, bet dosage rate for an economical solution, temperatures at different levels of the mine, the amount of time needed once the grout was put to sleep, preventing plugs in the delivery system A controlled dosage that gave the Operator a 12 hour window of flowable material was developed and an added feature to the introduction of Delvo was also noted; an increase in MPa strength over the design. Collectively with the help of operators at the batch plant and the underground miners involved with the program all concerns where addressed and all goals met. A cost effective program was implemented thus increasing productivity, preventing costly plugs, and improved the actual maintenance on the entire delivery system, which included the batch tanks, aggitator tanks, all pumps required in the system and of course reducing buildup of slimes at the cones.

Malthus, an eighteenth century economist, predicted a rather dismal future for the world. It was his contention food supplies would not be sufficient for the population of the world because the economy of a nation grew arithmetically while population increased geometrically. As a consequence, within a relatively few years mass famine would spread throughout the world. This prophecy, based on an agrarian economic situation, did not come true at least insofar as the Western World was concerned. In largo measure, the salvation of our part of the earth resulted from the growth engendered by the Industrial Revolution. Throughout much of today's world, however, the Malthusian theory seems to be coming true. The advantages and benefits of the Industrial Revolution have net reached all nations. Further, the situation has been compounded by the benefits of modern medicine. This has reduced child mortality and extended life expectancy, but placed no limitations on births in the developed countries, child mortality has declined to 2 percent and adult life expectancy has doubled, but education and general prosperity have resulted in voluntary limitations on pregnancies thus partly offsetting the increased chance of survivals Even so, the present rate of population increase in Europe is approximately 6 percent per decade, and somewhat higher in the U.S., Japan, and other developed countries. The world as a whole, however, is expected to double its population by the year 2000, This would imply a rate of increase in the less developed countries approximately four times that in Europe.

Rod Mill Grinding is an important and fundamental step of the concentrating process in Marcona Mining Company's plants at San Nicolas Bay, Peru. This Paper summarizes experience in regard to consumption and specifications of grinding rods based on twelve years operation of the grinding circuits. Marcona operates a Plant complex producing 10 million tons per year of beneficiated iron ore products including pellets, sinter feed concentrates, high grade concentrates as slurry and filter cake. Processing capacity is 15 million tons per crude ore per year of which 13 million are around in rod mills. A continuous testing program was carried out over the years. Initial studies of daily production operations gave indications of poor grinding rates in relation to mill size and power consumption, with a high rate of broken liners and rods. The broken nieces of rod were not automatically expelled and further interfered with grinding efficiency, while replacement of liners caused unwarranted do n tire. Objectives were to improve all phases of the Process by studying the effects of changes in rod diameter, length, alloy constituents, and volume and weight of rod charge.

A study of coal pillar strength was done at the Beehive Mine during a three year period, 1974?1977, in a cooperative effort involving the University of Utah, RE/SPEC, Inc., and the American Coal Company (Pariseau et al, 1977). The Beehive Mine is located in the Wasatch Plateau coal field in central Utah near Orangeville, Utah, where mines are developed from outcrops between steep canyon walls with topographic relief of a kilometer or so (3,600 ft). Coal is found in Cretaceous sediments that dip gently to the west. Detailed geology of the Wasatch Plateau is described by Doelling (1972). Mining was done in the Blind Canyon seam. An earlier Deseret Mine worked the Hiawatha seam that is lower in the stratigraphic column by about 36 m (120 ft). Mining progress and ownership changes occurred in time with mine mergers and name changes eventually to the collective Des-Bee-Dove label. At the Beehive Mine, depth varied with topography but was approximately 360 m (1200 ft) on average; seam thickness varied from 1.5 to 6 m (5 to 20 ft) and usually required two passes of the miner. The mine was eventually closed and finally reclaimed in 2003. Semborski and Oakley (2006) present a brief history of the mine and describe the reclamation work in some detail. Figure 1 shows the surface topography in the vicinity of the mine that is in the center of the figure.

The University of Alabama Mineral Resources Institute (MRI) has developed a unique process for selective fatty acid flotation of carbonate gangue from sedimentary apatites (francolite) in the pH range of 4-6 without collector conditioning of the pulp. The process, which does not require an apatite depressant, was modified to benepciate a high- MgO siliceous phosphate matrix from south Florida. The modified process includes two flotation stages, one for car- bonate removal and the other for phosphate recovery from the siliceous gangue. The selective flotation separation of the carbonate and phosphate from siliceous constituents of the matrix at various pH levels and collector dosages are discussed. In the carbonate flotation stage, about 70% of the MgO was rejected in the froth. The phosphate flotation stage produced concentrates analyzing about 31% P2O5 0.7% ? 5 MgO, and 4% insol. The overall P2O5 recovery In the two stages was about 85%

The results of column leaching tests on 3 different mixed oxide/sulfide ores from a Chilean deposit are presented. The 3 samples contained different ratios of oxide copper minerals to chalcocite and chalcopyrite. The results of the column leach tests are interpreted in light of the shrinking core model for coarse particle leaching. The copper recovery from the oxide minerals and the sulfide minerals each conforms to the shrinking core model with the total recovery equal to the weighted average of the individual minerals. The use of column test results to predict field heap leaching results using the multi-mineral shrinking core model is discussed.

The solvent extraction process as it applies to the recovery of metals from solutions on a comnercial basis is described. The four types of classes of sol vent extraction reagents are explained: 1) solvation, 2) acidic, 3) ion-pair, and 4) chelation, and examples of each type of reagent system are given. The uranium and copper extraction examples, using the ion-pair and the chelate reagent types respectively, are presented in greater detail to illustrate the more subtle aspects of reagent evaluation and selection. Practical experiences in the laboratory and at some operating plants are a1 so discussed.
