Slope stability analysis plays an integral role in the design of various mining applications including waste dumps, heap leach piles, solution ponds, and tailings dams. Generally, limit equilibrium analysis using one of the several prevalent approaches is considered adequate. The density, saturation, and shear strength parameters of the materials forming the slope affect the failure mode and the calculated factor of safety (FS) against sliding. These parameters are generally based on laboratory tests. Field practices and construction procedures are often not completely simulated in the laboratory for various reasons (e.g. equipment limits, time and budget restraints, etc.). This paper presents a holistic assessment of slope stability analysis as practiced in mining applications, using example data from multiple heap leach projects. A sensitivity analysis is presented for variations in material properties, data interpretation, and computation methods. For each step in the design process, the possible variations in parameter values were identified and then used to perform traditional and probabilistic stability analyses. This simple, cradle-to-grave-type approach is used to evaluate the reliability of an example design, and the combined impact of multiple uncertainties on the factor of safety. Example Study The issue of addressing uncertainty in geotechnical design has been discussed in depth by numerous authors (Duncan 2000; Christian 2004; Whitman 1984; Christian et al. 1993). One may ignore the uncertainties involved in a design, take a conservative approach, rely on observational methods (Peck 1969), or attempt to quantify the uncertainty. Geotechnical projects in general, may include a combination of these methods. For important structures, such as heap leach pads, it is critical that sources of uncertainty in the stability analysis be acknowledged early on and considered in the overall design approach. As with any project, economics and other physical constraints, such as space limitation, often do not always allow for an overly-conservative, robust design. In an effort to quantify uncertainty and provide a sense of level of confidence in the safety and reliability of a design, probabilistic methods have been developed and implemented in many slope stability software packages. Reliability methods are often used in the design of open pit mine slopes, but not as commonly in designing heap leach pads and waste dumps. As an example, the stability analysis of a copper heap leach project is presented here to evaluate the effects of multiple sources of uncertainty and differing methods of data interpretation. Some of the parametric values, or the variation therein, are assumed on the basis of actual data from multiple heap leach projects, included in the paper as well. A generic representation of the example case study is shown in Figure 1. As depicted in the cross-section, the ultimate height of the design is 114 m (measured from the crest to the toe). The overall slope of the heap leach pad is 1.88 horizontal to 1 vertical (1.88H:1V), or 28°. The slope benches are considered in the overall slope. The example leach pad is founded on alluvial, colluvial and residual soils overlying weathered limestone. The ore to be placed on the pad is characterized as poorly graded gravel (GP) with average fines content (percent passing #200 sieve) of 4%. The liner subgrade is low permeability (fine) soil. The cover or the drainage material, placed directly above the geomembrane (between the liner and the ore), is crushed ore in this case. The phreatic surface was assumed to be 1 m above the base liner, which is what the collection system over the liner is typically designed for. [ ] In heap leach pads, typically, Linear Low Density Polyethylene (LLDPE) or High Density Polyethylene (HDPE) is used as the base liner. The decision is based on the elongation, strength and other requirements of the application as well as economic considerations. In this example study, the base liner was 80-mil single-side textured LLDPE. FIELD INVETIGATION AND SAMPLING When selecting appropriate values for the input parameters of the stability analysis, the level of uncertainty in the data and the assumptions that are made must be clearly identified and considered in the design. This concept has been emphasized through an extensive number of publications regarding geotechnical uncertainty and reliability (Christian et al. 1994; Duncan 2000; Christian 2004). The primary source of uncertainties involved in slope stability analysis for mining applications is inadequate geotechnical investigation, often lacking in a thorough assessment of in-situ material characterization and sampling disturbances. To emphasize this point, some background information is presented here. The tradeoff between the costs of a thorough site investigation versus the risks of design uncertainty has long been a challenging management decision in geotechnical projects. For mine sites, significant investment is typically made in exploration and estimating mineral resources and the geology of a mine site is often more thoroughly documented than other types of geotechnical projects. Nevertheless, the engineering properties of the soil and rocks relevant to slope stability receive less emphasis. Baecher and Christian (2003) observed that the areas of geotechnical concern, such as slopes and waste disposal facilities, are usually associated with mine costs rather than revenue, and therefore, significantly less money is devoted to their site characterization and laboratory testing. Controlling worker dust exposure on longwall mining systems is difficult because the working face area serves as an immediate return during the mining cycle and the amount of airborne dust generated is directly related to production. Since improvements in longwall mining technology have significantly boosted production levels, additional technology is needed to control the airborne respirable dust generated at present and future production levels. One concept to reduce longwall worker's dust exposure is to maintain two splits of air at the face -- a clean intake split in the workers walkway, and a return (dusty) split over the face conveyor. The U. S. Bureau of Mines has recently investigated a concept to overcome the visibility handicap of face partitions by utilizing a permeable polyester mesh. The mesh material was anticipated to provide adequate air-splitting capabilities as long as the pressure differential between the face and worker walkway was minimal. Initial testing of this concept at the Bureau's Lake Lynn Laboratory showed that notable reductions could be achieved with a 1/8 in (3.18 mm) and 1/16 in (1.59 mm) mesh opening size. Dust reductions at 100 ft (30.5 m) and 200 ft (61.0 m) downstream of source were 58 and 36 pct, respectively, for the 1/8 in mesh and 79 and 55 pct, respectively for the 1/16 in mesh. Longwall application of the 1/8 in mesh showed similar results to the Lake Lynn Laboratory tests. A flame retardant mesh was used underground with portable lighting mounted on the shearing machine for face side lighting.

As part of the Federal effort to help maintain an adequate supply of fertilizer minerals, the Bureau of Mines is conducting research to characterize complex, low-grade western phosphate rock and to develop methods for economic recovery of phosphate. The rock varies from soft, friable, altered phosphatic shale to hard, tightly cemented, unaltered phosphate rock. To supplement current beneficiation by sizing, a flotation procedure was devised that included depression of phosphate minerals with H2SiF6 and anionic flotation of carbonate minerals, followed immediately by cationic flotation of silicate minerals. Application of the procedure to several different ores resulted in phosphate concentrates that ranged from 28 to 31 pct P20S in grade and from 60 to 70 pct in phosphate recovery.

This marks the 15th consecutive year for this column. During 1995, readers were asked to supply royalty data for construction raw materials especially for states where none is available. The response was discouraging and royalty data are still missing for several states for either sand and gravel or crushed stone. Several readers have said that this article has merit but more new information is needed to justify its continuation. Several articles and pieces of news relative to mineral royalties appeared in the trade journals. R. Lee Aston (E&MJ, November, 1995, p. 16N) described South Australian royalties as amended by the government in1994. The royalty rate (a percentage) was lowered but the assessed value for minerals was raised and the current rate amounts to 20 cents//t (18 cents/st).

The HILTI OneStep rockbolt was implemented for roadway development in German deep coal mines in 2004. The development by HILTI Company is based on a technical joint venture with RAG Deutsche Steinkohle AG. The technical development of a One-Step bolting system was required for weak strata conditions at the roadway development face. Standard resin bolting has reached the limit of performance when boreholes are squeezed and cannot be filled with capsules. In some cases the heading face is brittle and requires additional support for installation of the bolts and a person working immediately next to the borehole. The Hilti One-Step system allows automated and safe processing at the heading front and provides the key technique to avoid these problems.

Explosions in underground mines and surface facilities such as processing plants are caused by confined accumulations of combustible dust and/or flammable gas mixed with air in the presence of an ignition source. Underground explosions can be prevented by minimizing methane concentrations through methane drainage and ventilation, by adding sufficient rock dust to inert the coal dust, and by eliminating ignition sources. The effectiveness of rock dust in arresting explosion propagation was proven by experiment and practice (1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11). The precise mechanism by which rock dust (generally pulverized limestone dust) quenches flame has not been fully explained, but is believed to be absorption of thermal energy from the heated gases and absorption of radiant energy, which reduces the preheating of unburned coal particles ahead of the flame front. One measurable aspect of explosibility is incombustible content. In order to determine whether enough rock dust is applied, 30 CFR1 § 75.403, Maintenance of Incombustible Content of Rock Dust, requires at least 80% incombustible content on the roof, ribs, and floor of underground coal mines. 30 CFR § 75.403-1 further defines the incombustible content as follows: ?Moisture contained in the combined coal dust, rock dust and other dusts shall be considered as a part of the incombustible content of such mixture.? In order to determine the incombustible content of the mine dust, samples of deposited dust from specified areas in a mine must be collected, analyzed, and then compared with the minimum standard of 80%. The traditional low temperature ashing (LTA) approach to determine if a coal and rock dust mixture is compliant with the inerting requirement consumes the coal dust and considers the remaining material to be inert. Compliance with the law is then determined by comparing the measured percentage of inert material of the representative band sample with the pre-established requirement of 80%. The incombustible content of the sample includes rock dust, the amount of moisture as received at the lab, and the inherent ash in the coal. The LTA method is not itself a direct measure of explosibility but is a surrogate that calculates a single parameter associated with large-scale Bruceton Experimental Mine (BEM) explosion test results conducted with dry rock dust. This method assumes a homogenous mixture with no layering of rock dust and coal dust. Float coal dust is a serious explosion hazard if it accumulates on top of the rock dust and is not mixed with the rock dust (12). Mitchell and Nagy (13) studied the effectiveness of water as an inerting agent for the coal dust explosion hazard. The study emphasized that surface water evaporates readily from dusts. Thus, in a passageway where the dust is wet, changes in weather or the ventilation system could dry the dust and make it unsafe in a relatively short period of time. Where adequate rock dust has been applied, this drying effect is not a factor. However, if the mine depends upon the moisture content as part of the incombustible content, fluctuations in the dust surface moisture within a mine can render moisture content an ineffective and inconsistent measure of safety. Additionally, if sufficient moisture is absorbed and subsequently relinquished by rock dust, a cake can form and render the rock dust ineffectual. The trend has long been recognized that mine explosions occur primarily during the winter season when the humidity is low for long periods of time (14, 15, 16). In light of this trend and due to the potential variability of the moisture content of the dust, it may not be prudent to include variable surface moisture in the total incombustible content of the sample. Instead, surface moisture should be viewed as an additional safety measure as long as the rock dust is dispersible. However, moisture limits the ability of the rock dust to disperse and can significantly reduce its capacity to effectively inert propagating explosions (2, 13, 17, 18, 19, 20, 21, 22). Given the methods by which the as-received moisture and incombustible content are determined, dust samples from the 2010 MSHA database were assessed to determine the variability of the moisture content throughout a year and how often the measured as-received moisture might have affected the dust explosibility determination if removed. The findings were then verified by observation in laboratory studies and within the NIOSH OMSHR Safety Research Coal Mine (SRCM).

Efficient and re1iable methods of fragmentation through blasting have been sought ever since the introduction of black powder in mining operations, but the pace of investigation became faster with the discovery of nitroglycerine. The development of modern measuring instruments and the need to blast more rock with the least damage has made the study of blasting mechanics and its application more important, particularly since the oil embargo. Investigations into the practical approach evolved by Daws (1909) and the work done to make it more useful is discussed. The work of several investigators is touched upon with particular reference to the development of computer programs to simulate and optimize blasting operations.

The environmental impact assessment (EIA) is the accepted method for evaluating proposed mining and other industrial projects to obtain regulatory approval and to help companies plan for responsible development. Another increasingly common evaluation system for proposed projects is the environmental, social and health impact assessment (ESHIA). An ESHIA differs from an EIA for its generally more comprehensive and inclusive approach to evaluating potential impacts, such as on public health, and other features such as an ecosystem services approach to assessing biophysical and community impacts. An ESHIA may also be required by certain lenders for financing major projects. In this paper, EIA standards for the province of Alberta, Canada are discussed and compared to ESHIA. It concludes with several recommendations for consideration.

The handleability monitor has been specifically designed to provide a simple, rapid and on-site assessment of the whole or part consignment of a coal blend in its ‘as-received’ condition. Evaluation has been carried out at a number of coal-handling plants, on both metallurgical and power station coals from a variety of sources world-wide. The results which are used to predict which coals could routinely pass through a handling plant at line capacity, without causing blockage or delay, have also been correlated with moisture, ash and size analyses of the coal to develop a predictive model of handleability.

This paper considers mining ventures occurring in rural communities in Galicia, Spain and Western Australia, Australia. It compares and contrasts the communities where mining is taking precedence over other industries, examining the potential land use conflicts and the future of both the communities and the mines currently operating there. The Galician case study, Trevinca, is located 200 km inland and was once a primary producing area, notable for its scenic alpine landscapes, which have since been developed for small scale tourism purposes. The Australian case study, Boddington is located 100 km inland in what has been a highly productive farming area. Mining was a marginal industry in the case study areas but due to the comparative devaluing of agriculture and tourism and the increased value of mining outputs, mining has increased in scale and economic importance. This paper will consider the environmental, social and economic impacts that have occurred in both the case study localities. Where there have been land use conflicts, strategies for minimising the adverse outcomes will be considered.

An upgrade to Vale?s existing Clarabelle dual-pinion, semiautogenous (SAG) mill was completed by the power and automation technology company, ABB. The mill is used to reduce the size of the ore at the company?s nickel and copper mines in the Sudbury area. The project was completed on time and on budget with an excellent safety record. Located in Ontario about 400 km (250 miles) north of Toronto, Vale?s Sudbury operations are primarily underground nickel sulfide mines, with integrated mining, milling, smelting and refining operations. One of the characteristics of Clarabelle Mill is to accept nickel-copper ore from various sources and companies and to produce a nickel-copper concentrate and copper concentrate for further processing. The size of the ore is further reduced in SAG mills, rod mills and ball mills, where all milling is done wet.

4.1 THE GENERAL COMPOSITION AND PROPERTIES OF CLAY-BASED GROUTS Clay-based grouts are visco-plastic systems; they are made by adding structure-forming reagents to a clay mineral mortar. Small amounts of cement and various chemical ad¬ditives constitute the reagents. If necessary, fillers also are added. The distinguishing feature of clay-based grouts is that throughout their entire stabilization period they do not form a crystallized structure as does cement grout. The structure of stabilized clay-based grouts does not deteriorate during minor rock movement or upon the initiation of blast¬ing during the construction of a shaft or a drift. Because they can possess good rheological properties during the ini¬tial structure-forming period relative to cement grouts, clay¬based grouts are not easily eroded from large fractures and karstic cavities by flowing ground water. In addition, their finely dispersed clay particles facilitate a greater fracture penetration capacity, especially in dual porosity rocks. Numerous investigations of the structural-mechanical and rheological properties of clay-based grouts by STG have demonstrated that the most effective grouts for pre¬venting the inflow of ground water into underground work¬ings are grouts that have a cement content of 8 to 10% (90 to 120 kg/m3) of the clay grout by mass. The grout should have a density of 1.18 to 1.30 T/m3. Various additional substances and chemicals can be added as additional fillers and structure-forming reagents. In pure ground water at temperatures above freezing, sodium silicate in the amount of 0.8 to 1 % by mass normally is the only structure-forming reagent that is necessary if the proper clay is selected and if it is available. The production process for making clay-based grout is divided into two stages: 1) the production of an initial clay mortar with specified properties and 2) the production of a clay-cement additive grout mixture using the initial grout along with the structure-forming reagents, including the ce¬ment. The properties of clay-based grouts depend on the phys¬ical-mechanical properties of the initial clay mineral, the properties of the cement and the properties of the chemical reagents that are added. 4.1.1 TECHNOLOGICAL PROPERTIES OF CLAY-BASED GROUTS The dynamic shear stress' To, the viscosity 11, the static shear stress2 0, the maximum shear stress of the structured that the rheological and structural-mechanical prop¬erties of clay-based grouts must fall within the following limits: the dynamic shear stress To = 50 to 200 Pa; the viscosity -9 = 0.02 to 0.07 Pa sec; the static shear stress 0 = 150 to 600 Pa; the plasticity strength Pm of the structure one minute after preparation (according to P.A. The general relationship of the change in the structural strength of clay-based grouts relative to stabilization time is shown in Fig. 32. The figure shows that the structure-form¬ing process for clay-based grouts is characterized by three stages. These stages correspond to the time periods required for conducting the principal operations during the injection of the grout into a fractured aquifer as described below. Stage I, corresponding to the time period T1, reflects the small development of structural strength during early stabi¬lization. During this time, the structural strength must not preclude the capability to pump the grout. The time Tl must correspond to the length of pumping time from the moment water is shut off and mixing occurs until the pump stops forcing the grout through the manifold block and pipeline into the fractured rock as described subsequently herein. Stage II, corresponding to the time interval T2, reflects a sharp but controllable increase in the structural strength of the grout. The length of time period T2 is controlled by the addition of appropriate reagents. Stage III produces the final value of the structural strength. This final strength is used to design the dimensions of the isolation curtain. Consequently, the development of grouts is guided by two principal criteria: 1) the grout must develop the highest possible structural-mechanical properties and 2) it must be able to be pumped by a piston pump prior to final stabili¬zation. Dramatic economic and political reform is under way in the transitional economies of the world. Transition extends beyond the restructuring of a nation's economy and political thinking. It also affects social, cultural and even religious aspects of society. Transition is a long-term process and generally unstable as the pace of reform is rarely the same across the many spheres of society. As nations modify their economies, industrial activities - including minerals exploration, extraction, processing and trade - are also being affected, according to a Financial Times of London management report. Mining policies are being revised to encourage greater foreign involvement, while legal regimes are being rewritten to protect foreign investments. From India to Peru, and South Africa to Russia, countries have been preparing, improving and expanding foreign investment laws, mining codes and economic stimulus measures to accelerate their minerals development. Privatization of mining is proceeding in many nations. Meanwhile, corporatization of former ministries and government agencies responsible for mining is also occurring. According to Minerals and Mining in the Transitional Economies: Poised For the Future, common objectives in the restructuring of a mining industry are to enhance overall economic and industrial growth, improve efficiencies in mineral recovery and use, acquire newer, advanced technologies, reduce environmental repurcussions of mining and improve safety conditions. The nature of mining is changing noticeably within the transitional economies. The industry is becoming more re¬sponsive to market forces and private sector concerns. The new report examines the changing characteristics of mining in the transitional economies. These include nations moving from centrally planned to market economies, as well as countries in the midst of economic and political reform, including the liberalization of industry. Information is presented to help business planners understand the impacts of transition on mining activities and re-evaluate their longterm strategies and market development policies. The document is divided into 10 chapters. Five of them are devoted to the evolving mining industries of Russia, South Africa, India, Peru and China. These countries were highlighted because their minerals sectors are undergoing changes. These include the opening up of their resources to foreign mining companies. According to the report's author, mining in the transitional economies during the next decade will be characterized by: ? Continued rewriting of national mining policies to create more favorable investment climates. ? Increased exploration for gold and selected base metals in newly opened regions. ? Innovative project financing schemes involving multiple partners and international lending institutions, such as the European Bank for Reconstruction and Development (EBRD). ? Increased gold and copper ore production capacity resulting from new investment and expansion of existing operations. ? Continued geographical shifting of metallurgical processing facilities from developed to other mineral-producing nations. ? Privatization of state-owned mining and processing assets requiring advanced technologies for improvement or expansion. ? Increased awareness of environmental concerns in business decisions related to mining and metallurgy.

In this paper, a number of novel hypotheses that provide a fresh perspective on the characterization of strata movements associated with longwall mining are developed by analyzing subsidence measurements with an influence- function-based computer program. With this influence-function technique, easily obtained surface displacements can be used to determine some of the complicated, expensive, and difficult to measure movements of the immediate roof strata in a longwall panel. The primary hypothesis developed by this analysis proposes the existence of an area of partial roof caving near the edge of a panel called the "edge effect." A second hypothesis, interrelated with the first, promotes the importance of the effect of gate-entry closure on the observed strata movements. Both the primary edge effect hypothesis and the secondary hypothesis concerning gate-entry closure are justified and quantified in an extensive analysis of surface subsidence that uses supporting information from related theories, design criteria and insitu measurements. Next, the edge effect and the gate closure hypotheses are extended further and used to provide an explanation of the complex subsidence interaction of adjacent longwall panels in what is termed a "redisturbed" effect. Finally, in the conclusions of this paper, the importance of accurately understanding these longwall strata movements for proper subsidence prediction or gate design is stressed.

"Underground coal mines use mechanical bolts in addition to other types of bolts to control the rib deformation and to stabilize the yielded coal ribs. Limited research has been conducted to understand the performance of the mechanical bolts in coal ribs. Researchers from the National Institute for Occupational Safety and Health (NIOSH) conducted this work to understand the loading characteristics of mechanical bolts (stiffness and capacity) installed in coal ribs at five underground coal mines. Standard pull-out tests were performed in this study to define the loading characteristics of mechanical rib bolts. Different installation torques were applied to the tested bolts based on the strength of the coal seam. A typical tri-linear load-deformation response for mechanical bolts was obtained from these tests. It was found that the anchorage capacity depends mainly on the coal strength. Guidelines for modeling mechanical bolts have been developed using the tri-linear load-deformation response. The outcome of this research provides essential data for rib support design.INTRODUCTIONThe design of rib bolting in U.S. coal mines is based on a trial-and-error process, which is insufficient to eliminate injuries and fatalities caused by rib falls. In the last 10 years, rib failures have resulted in 17 fatalities, representing 52% of the ground-fall fatalities in underground coal mines in the United States (MSHA, 2018). Recently, NIOSH researchers surveyed 90 sites in 14 underground coal mines in the Eastern United States and found that 11 mines are bolting coal ribs, with 4 of those mines using the conventional mechanical bolts and the others using fully-grouted bolts. NIOSH researchers are developing an engineering design procedure for rib support. Pull-out test programs for mechanical and grouted rib bolts were conducted to understand the rib control mechanisms of rib bolts. Only the test results of mechanical bolts are presented in this paper.Mechanical bolt (or point-anchored bolt) is a tensioned bolt anchored down the borehole with a mechanical expansion shell or a resin-grouted medium (Peng and Tang, 1984). The mechanical anchor bolt consists of a plug, a shell anchor, a headed bar with the top end threaded, a bearing plate, a hardened washer, and occasionally a friction-reducing washer. The shell anchor can be either standard or bail type (Figure 1). The standard type shell is held in place by a nut, while the bail anchor uses a strap to hold the shell in place (Peng, 2008). The diameter of the bar is generally 16 mm (? in) for the #5 bolt or 19 mm (6/8 in) for the #6 bolt. The diameter of the hole that the bolt is inserted into must be carefully controlled, since an oversized hole can result in poor anchorage (Moss, 1971). The anchorage is obtained by applying torque to the bolt head, which in turn pulls the plug down in the shell and expands the serrated leaves against the sides of the hole-wall. In the resin-grouted anchor, the resin replaces the mechanical expansion shell at the end of the hole. The anchorage is achieved by bonding between the resin, bolt, and the hole-wall."

Dust surveys were conducted at six underground coal mines to determine if deep-cutting practices expose face workers to higher levels of respirable dust. The surveyed mines were able to successfully mine deep cuts without significantly increasing the dust exposures of face workers. In general, all of the selected mines exercised good dust control practices by maintaining water sprays, scrubber airflows, proper curtain setback distances and providing sufficient airflow to the active faces. For exhausting face ventilation, field data indicate that scrubber airflow is the most important factor for controlling dust. Data collected for this study indicate that 20-mesh screens should be cleaned for every 12.2 m (40 ft) of advance, because 22% of the deep cuts surveyed for this study experienced a 20% to 35% decrease in scrubber airflow over the course of the cut. For blowing face ventilation, field data and past research indicate that dust control is aided by maintaining a proper curtain-to-scrubber airflow ratio of 1.0 (measured before scrubber activation), as well as a curtain setback distance that allows the miner operator to stand at the mouth of the curtain for the entire cut. Dust levels on the bolting faces did not appear to be affected by the longer cycles associated with deep-cut mining when good ventilation practices were used.

The Green River formations in the Western U.S.A. contains vast amounts of petroleum reserves in oil shale deposits. Exploitation of this petroleum reserve calls for large scale mining of the oil shale. Applicable mining methods include conventional underground mining using roan and pillar, sub-level caving and block caving; underground insitu retorting of oil shale and open pit mining. Roam and pillar mining offers one of the most economic methods of underground mining of oil shale. A 2.4 x l09 litre per year (50,000 barrels per day) of crude oil production would require a daily oil shale production of 100,000 tomes per day from underground operations. For this large production, a highly mechanized room and pillar mining muld utilize large capacity diesel equipment such as 85 tonne trucks and 8m front end loaders. The total air requirements of an oil shale mining operations can. be as high as 28443/s. Ventilation planning for such a large scale underground mining operation presents a formidable task. The major objectives of providing ventilation air to underground workings are to dilute airborne .dust and diesel fumes to harmless levels, and to insure that the mine environment is compatible with the health and safety of mine personnel. Regulation of air velocities and air temperatures is a major factor in mine environmental control. Colorado State law requires that a minimum of 0.047m3/s of fresh air be supplied for each kW of diesel power operating underground. Additionally, 0.047m3/s of fresh air must be supplied for each underground employee, and a minimum air velocity of 0.15m/s must be maintained in all working places. It is desirable to exceed this minimum velocity in order to prevent stratification of ventilation air. Moreover, Colorado law also stipulates the maximum allowable concentration of noxious gases mine air, below: ? C02 - 0.5% by volume, 5,000 ppm. ? CO - 0.005% by volume, 50 ppm. ? Oxides of Nitrogen - 0.0025% by volume, 25ppm. ? Nitrogen Dioxide 0.005% by volume, 5 ppm. This paper examines ventilation requirements for the underground mine, with respect to air quality requirements and distribution of air in mine workings in light of the above regulations. Analyses were made for sane typical mining plans to determine airflow resistance or pressure drops and fan horsepower requirements. In addition, the possible occurrence of high concentrations of toxic gases, was examined. Expected temperature levels in mine workings were approximated.

Planning today for what hopefully will never happen is one of the surest ways to decrease the chance of it happening. As Napoleon proved and Ian Mitroff wrote, "The heat and stress of battle is the worst time to make decisions of strategic importance." Mitroff also wrote, "The value of a plan is not that it will ever perfectly match reality, but going through the process of planning speeds the process of recovery. It allows the organization to emotionally work through the worst before it actually happens." This paper concentrates on things miners must consider; on the need for plans to be like a belt conveyor strong enough to carry the load, flexible enough to stretch a little; on the criticality of throwing away fax machines and telephones, and having certain officials at the scene rather than back in head-quarters; on the training of fire brigades and mine-rescue teams; on having company-controlled chromatographs; on having people who can look at trends rather than numbers. Some of the things in this paper might anger some readers; for that, I can only ask them to consider first the problem not their position.

Would you believe me if I told you the constant battle between Government regulatory agencies and industry could be won by both sides? No, I'm not crazy, nor have I been soaking up any of that fine Kentucky whitelightning. But I have recently been a participant in a battle where both sides won. Actually, I'm using the term "battle" loosely because, in reality, it wasn't a battle at all - despite the fact that all the ingredients were there for a monumental struggle; i.e.. government, industry, special interest groups and a controversial issue - the development of effluent limitations. I'd like to tell you about it. Historically, on one side of the battle, government has always been ac¬cused of adopting regulations with limited evaluation of existing technologies; and then with seemingly no regard for the economic consequences. On the other side, industry gets punished by government's harsh actions because of their past "do-nothing" attitude toward pollution control. Recently, this battle seems to be losing steam, because both government and industry are beginning to realize that, ultimately, they both will lose. Even more important is the fact that both sides are, or should be, working for industrial expansion compatible with environmental protection.
