The Crestmore Limestone Mine of Riverside Cement Company in Riverside, California is situated within 1.6 km of the Santa Ana River. It is an alluvium covered deposit with a massive quartz manzonite intrustion separating the upper and lower limestone beds which dip from 30° to 50°. The highly fractured upper bed contacting the Santa Ana alluvium contains many unique water inflow problems which vary, from multiple high pressure 19 liters per minute inflows up to 3,000 liters per minute to 11,000 liters per minute inflows-contacted by development mining in April 1983. A case history of the successful grouting of these inflows and the continual grouting procedures in advance of present mining with empirical' results are discussed.

The rapid acceleration and sweeping consequences of what we have all come to characterize as "the ecology movement" has marked a period of serious trial and challenge for the mining industry. It has blossomed into a major factor in our daily business and added a significant new dimension to the problems we must meet and overcome as businessmen. It has become an important new consideration at a time when we must continue to cope with our traditional problems such as rising costs, competition at home and abroad, and the always vital necessity to continually develop new and better technology to produce more minerals more efficiently and more economically. The body of law embracing environmental quality control grows each day, becomes more complex and offers more contradictions. And there is little relief in sight. The requirement to comply with sound environmental regulations -- or challenge unrealistic legislation -- has placed a major burden on the private sector. The economic significance of enacted and proposed environmental regulation is pressing management in the mining industry to some hard decisions -- basic day-to-day business decisions and decisions which acknowledge the undoubted long-term effects of the new laws.

During the past decade many U.S. industries have realized the importance of a total loss control program; the bituminous coal mining industry is no exception to this trend. Oftentimes, we realize that the circumstances surrounding a "near miss" (an incident which does not result in personal injury or property damage) are practically identical to those associated with a fatality, disabling injury, or major property damage. And, many organizations suffer enormous financial losses in cases where no one is injured or property damaged but costly delays in production result. Detailed analyses of both injury and non-injury cases can provide valuable input into those engineering, behavioral, and management controls that are necessary to prevent their recurrence. The purpose of this paper is to describe a comprehensive loss control surveillance system (LCSS) that will enhance management control in preventing personnel, property, and production losses, thereby, maximizing profit. The next section describes the components of this LCSS. Then, we present one practical example of how this valuable management tool can be used to minimize loss through safety and training programs.

Certain bituminous coals of recent geological age are known to contain a significant quantity of natural (fossil or subfossil) resin. Such resinous coals are found in the western U.S., particularly the Wasatch Plateau coal field in Utah. Some of the seams in this field contain approximately 5% resin which has been recovered by gravity and/or flotation processes since 1929. Resin concentrates thus produced are of low quality and are usually refined by solvent extraction and precipitation. The purified resins are of commercial importance, being used in the adhesive, varnish, enamel and ink industries, etc: Recently, an improved flotation technique has been developed which involves ozone conditioning to selectively float resin from such coals. In this flotation process, a concentrate product which contains 95% resin at a recovery of 80% can be obtained in a single stage from coal containing approximately 10% resin, whereas conventional flotation at a similar level of recovery produces a concentrate having a resin content of 30-40%. Economic analysis shows that the ozone flotation process has good potential for use by industry.

Annually, the U.S. coal industry generates and must dispose of over 200 million tons of coal refuse, expanding a major environmental problem. The purpose of this research was to investigate the feasibility of utilizing coal refuse as an aggregate in concrete. This paper reports on findings of the initial phases of a project to determine the viability of replacing traditional concrete blocks, used for under-ground ventilation stoppings, with refuse blocks. Refuse was collected from three active preparation plants in Eastern Kentucky and used as the primary aggregate for concrete cylinders. The refuse fell within ranges normally observed for size consist, moisture, and ash. Stress-strain analyses yielded compressive strengths of the refuse cylinders from 59% to 77% of the control group strengths. Low variability within groups while significant differences between groups were found. On-going determination of effects of weathering on the refuse cylinders is being conducted and will be completed in early 1995. The research results are favorable for the future direction of the overall project objectives.

The origin of the titanium pigment and metal? industries began with the discovery of the element titanium in 1791 by an Anglican clergyman named William Gregor. The titanium was discovered in magnetic black sands found in the beaches near Cornwall. England. The name titanium was established by the German chemist who discovered the mineral rutile in Hungary. Rutile is the oxide of the element titanium, which he called titan alluding to the mythological titans, giants of ancient Greece. The commercialization of titanium minerals began probably in 1916 with the production of titanium tetrachloride which was to be used in tracer bullets, flares and smoke screens during World War 1. In the 1920's composite pigments based on TiO2 barium sulfate and calcium sulfate were produced, followed by the introduction of the sulfate process anatase TiO2 crystal in the 1930s. The U.S. Bureau of Mines in 1938 began investigating titanium metal technology and promoted the development of the Kroll process. which is the magnesium metal reduction of titanium tetrachloride to produce titanium metal sponge.

For large mining sites in the west, the traditional method for performing an ecological risk assessment (ERA) provides little useful information for risk managers faced with selecting and designing sound remedial options. Current U.S. Environmental Protection Agency (EPA) risk assessment guidance largely supports quantitative risk characterization of individual species as surrogates for population and ecosystem-level effects. Developing a work plan for investigating and remediating ecosystem-level changes potentially caused by large-scale historic mining/smelting contaminant release requires a decision process that incorporates a more holistic ecosystem management approach. Some of the most wasteful efforts associated with mine site ecological risk assessments arise when the risk analysis and data collection programs are not specifically linked up-front to the risk manager's decision needs. The following paper discusses the importance of employing a decision-based, ecosystem management framework when conducting ecological risk assessments at large mining sites. A case study of an ecological risk assessment currently being performed at a large New Mexico copper mine site is presented.

Mining is a business and, therefore, is expected to make profit for its investors, like any other business. It is a risky business which requires the expertise of professionals from several disciplines to make it successful in the finding, evaluation and development of a new mining venture. Many of the same disciplines, as well as experts in some other fields are required to operate the facilities once they are built. To manage all this, wide-ranging, versatile and sharp managerial skills are required. On the U.S. domestic front, the most important management issues requiring attention today and tomorrow are the increasing unwarranted attacks by anti-mining groups and legislators on the industry and aided by an unchallenged, but widespread, public view that mining is not necessary and damages the environment. Higher costs to mine and process deeper and more refractory ores are also of great concern. More and more attention is being focused, therefore, on overseas projects under the belief that undeveloped countries will recognize the economic value of mineral production and that lower costs can be achieved.

Although roof falls account for approximately half of the fatalities in underground coal mining, the factors that produce them are not clear. Mining methods can account for some, but in others the controlling factors are the geological setting in which the mining takes place. The present investigation was undertaken to determine the kinds of rocks that were most likely to produce roof problems. Such knowledge would be helpful to mine planning since rock samples can be obtained in advance of mining by core hole drilling. The investigation was undertaken in underground mines in the Pocahontas #3 seam in southern West Virginia and southwestern Virginia. The Pocahontas #3 is one of the most widespread in this region and is a major source of high quality metallurgical coal. There are at least ten very large mines in the area and many smaller ones. The region has a very long mining history and considerable experience has been gained in roof control problems. The study was conducted with the support of the U. S. Bureau of Mines.

II. Real Estate A. The new Accelerated Cost Recovery System of depreciation (ACRS). 1. Mandatory for assets placed in service after 1980. ACRS will eliminate most if not all controversies with the IRS over depreciation. 2. Real property now depreciated over 15 years. Component depreciation is not available. 3. Accelerated depreciation is available - a 175% declining balance method with an automatic shift to straight line method at the optimum point in the asset's life. Alternatively, a taxpayer can elect to use the straight line method.

This paper describes the technical status of the atmospheric pressure fluidized bed combustion (AFBC) process for utility steam generation. Major areas where AFBC development work is needed are discussed. Various approaches to solving these key issues are identified and the ongoing research and development programs addressing the key development areas are described. Other significant programs pertaining to the development of AFBC for utility steam generation are also discussed and needs for future work identified.

There are two approaches to developing a minicomputer based application for an industrial grinding circuit. Usually, the control program is coded and compilation-debugged on a large-scale scientific computing system or the minicomputer itself if the machine is available. Final debugging and testing must wait for installation and checkout of the entire minicomputer system. Two immediate disadvantages of this approach are the need to obtain, install and check out the hardware before the final debugging stages of program development can begin, and interference with normal mill operation during such final testing. This work reports on an alternative to the usual procedure. Here both compilation and execution bugs are eliminated from the application program before hardware installation by testing the control program against a reasonable dynamic simulation of the entire process. Thus, software development can be completed before the target mini is installed. Such off-line development requires a reasonably accurate mathematical model for the entire process system as well as a suitable simulation package for communication between the simulated environment and the minicomputer application program. Specific data describing the design configurations and dimensions of the mills, cyclones, sumps, pump characteristics and analog controller configuration were supplied by ANAMAX for a grinding division consisting of a rod mill followed by two ball mills in parallel. This information was used to set up a plausible model structure. Steady state ANAMAX data on particle size analysis at various points in the circuit and corresponding values of flow rates, pump speeds, sump heights and slurry densities were used for model parameterization. The preferred operating control strategy - "best grind at operator-set rod mill feed rate" - was set by ANAMAX. An inferential particle size analysis technique using the cyclone cluster as an on-line particle size sensor was used in a novel control strategy_ to achieve the stated objective. Two disturbances common in the ANAMAX circuits - rod mill scoop pluggage and shut down/start up of one of the ball mills - were studied in detail. This report out- lines the steps in system development and testing and the results obtained.

INTRODUCTION In any large earth-moving operation, good planning and management are necessary to complete the operational tasks promptly and successfully. When an earth moving operation is complicated by radioactive contaminants, normal earth moving techniques and procedures must be modified. Any planning and management, therefore, must include the radiological aspects of the operation. It was found that the radiological aspects dominated most of the planning and management activities and were extended to all facets of the decontamination work at the former Shiprock uranium millsite. These planning aspects are discussed and their use to develop a work plan is described. The management aspects are discussed and their use to establish a management structure are also presented. PLANNING Some method of procedure, formulated beforehand, was necessary to govern the decontamination work at the former Shiprock uranium millsite. This procedure was expressed in the form of a work plan which served several listed purposes. 1. It defined the work to be done and the sequence it would follow. 2. It was used as a yardstick to measure progress. 3. It was used to assign organizational responsibilities. Several factors were considered to aid in the development of the plan. These factors are discussed below: Goals It was established that radiation exposure was occurring to persons working at the millsite, and in an around the community of Shiprock, from airborne radioactive mill wastes and radon-222 exhaling from the tailings piles. The goal set for the decontamination work was to reduce on-site exposures to levels acceptable for the millsite occupants. The attainment of this goal would also have a substantial impact in reducing off-site exposures. The objectives necessary to achieve the goal were consolidation and containment of the wastes. The former objective implies decontamination of the millsite and environs, and the later implies stabilization of the wastes. In practice, a total and complete decontamination of the millsite and contaminated environs would be very difficult and costly. The costs for decontaminating them could be high enough that an alternative method might be more cost-effective for reducing human exposures (i.e, move the affected people away from the source). The interim guide "Radiological Criteria for the Decontamination of Inactive Uranium Millsites" was used for the decontamination criteria (EPA 74). Briefly, the criteria state that off-pile decontamination should be effective enough to reduce the net above ground exposure rate to less than 10 [u]R/hr for unrestricted use of the affected area. When decontamination cannot readily be achieved, the exposure rate levels could be relaxed to 40 [u]R/hr; however, the affected area has to be restricted. The second objective, waste containment, means isolating the wastes from the biosphere. Since no method of containment was available at the beginning of the millsite decontamination effort, temporary containment (interim stabilzation) became the objective. The tailings pile and decontamination wastes would be covered with clean fill. The interim stabilization should last from 5 to 10 years until the final disposition of the wastes will occur. The goal, therefore, would be achieved by decontaminating the off-pile areas to less than 10 uR/hr where practical. The decontamination wastes would be used to plate the surface of the tailings pile and would be covered with clean fill. Radiological Survey The radiologial survey is the key factor for planning a decontamination activity. The survey should delineate the spread and depth of the contaminants relative to the decontamination criteria. Surface wastes, in general, can be evaluated for spread and depth with reasonable radiation survey equipment. Subsurface wastes on the other hand can be missed entirely, as happened during the radiation survey at the Shiprock site, although numerous exploration holes were bored and dug. The survey results can be used to define areas that may not be amenable to decontamination because of complications or safety reasons. For example, no decontamination of the bluff base was to be attempted because of the possibility the bluff might collapse on the personnel and equipment. Contaminated bottoms of decant ponds on the flood plain were not removed because they would be slurried by ground water. Slurry removal was deemed inefficient because the contaminants would be scattered and no equipment was available for its transport. The recovery and destruction of cyanide in gold tailings is currently a topic of great interest for both financial and environmental reasons. The environmental problem is particularly important in the U.S.A. at present with the environmental lobby waging a campaign to eliminate the problem of migratory birds dying after drinking tailings dam wate. Tough legislation with severe fines and jail sentences for company executives have been introduced in several states for exceeding cyanide limits. To reduce cyanide levels in tailings dams chemical treatment, including acidification, alkaline chlorination, the INCO sulphur dioxide oxidation process and the Degussa hydrogen peroxide process amongst others are being. used. In addition several processes are at various stages of development for the recovery of residual cyanide from gold tailings. Among these is the process developed by Cyprus Gold and pilot tested by DSIR Industrial Development. This process uses air to strip cyanide from the acidified barren pulp and will be used at Cyprus Gold Mines Golden Cross Mine on the Coromandel Peninsula in New Zealand (Fricker & OWers 1990).

The Y2K or "Millenium" bug is a tiny critter, comprising no more than two digits in a date field. This bug, like its' more lethal cousins of biological and computer virus fame, has the potential to derail the economy of the U.S. and the rest of world. Whatever the reader's perception, rest assured that you will be affected by Y2K along with every person in the civilized world. How did we get to this position? It is really quite simple. The Y2K problem is a creation of computer programmers who, in an effort to conserve valuable memory in the early days of computer development, used two digits as shorthand- to define the year in date sensitive applications. Instead of typing in "1982," our experts employed "82." They believed-correctly­that the problem of limited memory would be solved by technology and assumed (nasty word) that software would be modified to take care of any problems associated with a date rollover in the year 2000. Their assumption resulted in the problem facing us today.

Ground falls represent a significant hazard at underground mines in the stone, sand, and gravel (SSG) sector in the USA. Researchers from the National Institute for Occupational Safety and Health (NIOSH) are currently conducting detailed investigations into the complex loading conditions at underground stone mines operating in challenging conditions. This paper presents the application of numerical modeling to analyze pillar and roof stability at a dipping underground limestone mine. A validated numerical model was used to explore the potential behavior of the pillars and roof as loading conditions change. The validated model was used to compare changes in mining sequence, overburden depth, and the in situ stress field. This will allow mine operators and engineers to have a better idea of the conditions that could be encountered as mining progresses. Results from the numerical modeling indicate that roof displacement more than doubles as the vertical stress increases from 10 MPa (1450 psi) to 19 MPa (2750 psi) when the maximum and minimum horizontal stresses were 41 MPa (5950 psi) and 22 MPa (3190 psi), respectively. Consequently, as the pillar load increases, the safety factor of the pillars is projected to decrease by about 25%. The impact of the practical application of numerical models can result in a reduction of ground-fall accidents and injuries as well as generally safer working conditions.

The shift to lower grade iron ores, e.g., magnetic taconites, resulted in a shift towards agglomeration practices which could effectively deal with the fine particle sizes generated in the liberation and concentration processes. If the iron bearing particles are not extremely fine, e.g., -1/2 in + 100 mesh, sintering is an adequate means of agglomeration.(1) For the more dispersed ores which result in fine concentrates (more than 80%,-325 mesh), the fine particles must be agglomerated by mechanical means before final hardening, e.g., pelletizing.(1) In the pelletizing process, the essentially mechanical step of balling is extremely critical since the strength of the pre-fired pellet determines the firing conditions. The ability of the proper amount of moisture to hold together a ball of the very fine ore concentrate particles has long been recognized. It is a charac¬teristic of the reaction at the interface between the ionic solid of the ore concentrate and the polar water phase which overlays the solids. The strength in such moisture laden balls, the green strength, is a strong function of the water content (Figure 1) and thus deteriorates rapidly for either a small excess or a small deficiency of moisture. For purposes of commercial practice, the control of green ball handling properties by accurate control of ball moisture is too demanding. Moreover, as the ball is heated towards its hardening tempera¬ture, e.g., 1300'C, there is a substantial drying reaction which would lead to such a low dry strength of the ball that it would not support its own weight much less the weight of other balls in a firing furnace.

The Mount Royal Tunnel (MRT) is a 100-year-old railway tunnel located in Montreal, Canada. The tunnel is approximately 5 km long, 8.7 m wide and 5.5 m high, with a constant 0.6% grade. This existing tunnel will be used by the new Montreal light rail transit network, Réseau Express Métropolitain (REM). This requires the tunnel to be inspected, rehabilitated and made compliant to the recent safety standards. This paper presents the details of the structural inspection and rehabilitation of the tunnel along with the repair methods, addition of a center wall as well as the enlargement of the tunnel section.

Approximately 30% of the world’s production of soda ash comes from mining and processing of naturally occurring deposits of sodium carbonate containing species. Of these deposits, the largest and most profitable have been the trona beds found near Green River, Wyoming. Processing of trona ores is water-energy intensive, particularly due to unit operations of calcination, dissolution, and evaporative crystallization to wield a high-quality dense soda ash product and reject the insoluble gangue species, primarily in the form of oil shale. However, it is speculated that the glass-manufacturing industry, the largest consumer of soda ash, may be able to use a product of a lower grade and consistent level of the insoluble constituents. Thus, pre-concentration of trona ore was investigated using sensor-based sorting, to produce a beneficiated trona stream that would be fed to calcination. The study encompassed preparation of a run-of-mine (ROM) Green River ore sample, selection of 25–75-mm-sized specimens, imaging of the specimens by x-ray transmission (XRT), color, and laser-induced fluorescence (LIF)-based sensors, insoluble analysis of the specimens, and a bench-scale sorting test. Results of the study established that a correlation between the color of the individual ore particles and their insoluble content existed and that a surface detection-based sensor, particularly LIF, was apparently more suitable than XRT to produce a beneficiated trona stream. The bench-scale sorting test demonstrated that a 65% separation efficiency and a 70% recovery of trona could be achieved.

A discussion of fillers would not be complete without allotting adequate time to that unique and different mineral material, diatomaceous silica. Historical references to its use challenge the aesthetic aspect of man's curiosity; whereas modern scientific tools have provided a dimension of measurement that has motivated many of its more recent applications. A brief review of what is already known is in order. The diatom is a unicellular, plant-like, microscopic organism, related to the algae1. Its natural function appears to be that of a food for other marine or lacustrine organisms, The diatom's "claim to fame" from an industrial viewpoint is dependent on the fact that it secretes an opaline siliceous skeleton that must survive, chemically and structurally, the geologic processes that caused its formation in the first place; its subsequent demise, burial, consolidation, and alteration; and finally, its ultimate exploitation by man--in somewhat that order. In addition to its siliceous nature, the skeletal structure of the diatom possesses a variety of shapes, patterns, and sizes that have not only been the intrigue of microscopists for decades, but have served to set diatomite apart as an industrial mineral; and have reserved for it applications that cannot be satisfied by any other material. Its chemical inertness, its intricate structure, and its intrinsic hardness-coupled with fineness and friability-- are generally known and have accounted for its application in a wide range of filtration and filler uses. The increasing use of the electron microscope has considerably expanded our knowledge of heretofore unseen secondary and tertiary structure of submicron dimension in the diatom valve. The development of electro-sensing methods of particle size measurement which seem to supersede sedimentation and microscopic techniques has portrayed size distribution in a more realistic light. Interest in the surface chemistry of these silica structures has further strengthened our understanding for certain uses. Thus, new tools and ideas have made possible the introduction of diatomite into such sophisticated technologies as that of chromatographic supports, its improved utility in paint applications for the control of gloss and sheen, and its usefulness in the entirely new concept of "Dry Acid Concentrates." Each of these applications has been discussed elsewhere before people particularly interested in analytical chemistry, in paint, and in liquid handling, respectively, where the diatom has been a means to an end. The emphasis here, before the mining fraternity, however is on diatomite as a raw material with reference to the uses mentioned above. It is therefore toward an awareness and understanding of diatomite properties pertinent to these newer filler applications that this paper is directed.
