Many Third World countries of Third World Africa are well-endowed with minerals, especially gold. Political and economic conditions discouraged interest by Western capital for the several decades since colonial rule. Influence from Eastern Block countries has gone and the left wing orientation widely favored by Third World countries has almost disappeared. Under International Monetary Fund influence, these countries now solicit Western finance to expand their industries. Mining is especially encouraged. The paper describes the financing of some recent developments and examines trends and opportunities in some of the more attractive countries.

Shotcrete has been used for approximately 20 years to facilitate tunnel excavation through poor ground. Early examples of such usage in North America include the recuperation of the Granduc Mines access tunnel in Northern British Columbia, and similar work performed in the Carley V. Porter and Big Walker Tunnels in the United States. Mining companies such as Craigmont Mines in B.C. and Hecla Mines have used shotcrete in their workings for the past ten years. Shotcrete is now a widely utilized fool in the mining and tunnel construction industries in North America, but the accumulated experience is too limited for many to fully appreciate the capability of shotcrete to control ground movements and to understand the limitations of this tool. It is common, for instance, to use shotcrete to "bridge the gap" between rock bolt-supported and steel-rib supported ground and to avoid the use of shotcrete in water-bearing ground. Shotcrete can, and has been, used economically and practically under most severe ground conditions.

The purpose of this paper is to describe certain features of the uranium deposits of the South San Juan Basin, and to suggest a mode of origin for the deposits which is consistent with the data. A series of photographs is included at the end of the paper to illustrate the nature of the ore bodies. Since the general geology of the Grants Region is well described in the literature, it will be only briefly reviewed, and the time will be spent instead on the morphology, spatial relations, and geochemistry of the ore deposits. Part of this material is original, but data and ideas have been taken from a variety of sources, including the literature and the personnel of the USGS, the AEC, and many of the operating companies of the South San Juan Basin. I gratefully acknowledge these sources. The accuracy of the data and the conclusions presented here are my own responsibility, however.

Australia has led the world in bauxite production since 1976, and only the Republic of Guinea has larger bauxite resources. India has a small integrated aluminum industry, and deposits containing more than 1 Gt (billion metric tons) of bauxite were discovered in the 1970's. The Peoples Republic of China has large bauxite resources scattered in several regions, but it is a monohydrate type that is difficult to process for aluminum. Indonesia and Malaysia both have long histories of bauxite mining, and both have limited resources of high-grade bauxite. Districts containing bauxite resources in the 10 Mt to 150 Mt (million metric tons) range are scattered in countries along the eastern rim of the Pacific Ocean, on islands in this ocean, and on the western and northern rims of the Indian Ocean.

For the first time, surface subsidence prediction theory was used to investigate roof movement around longwall face mining in a steeply dipping coal seam. A physical simulation experiment was conducted to quantitatively study the roof migration patterns, the gob materials, and the characteristics of bed separation and compression caused by mining two adjacent panels to gain a better understanding of ground control issues in multipanel mining in steeply dipping seam. This approach provides an in-depth analysis of the movement of the roof. Compared to movement observation of survey point using total station, the Photogrammetry Analysis for Physical Modeling of Mine Subsidence Program (PAPMMSP) method is easier to perform, faster and yields the much higher accuracy required for scale physical modeling. It is also a more effective observation method for underground-mining physical simulation experiments.

Surface mining in arctic regions is characterized by many unique problems. Continuous and discontinuous permafrost (perennially frozen ground) occurs in most of the arctic and subarctic areas. Permafrost presents special problems of slope stability. Stability of permafrost depends on its temperature, moisture content and material type. Permafrost slope fails due to solifluction, disturbance of ice rich slopes, and liquefaction. Drilling and blasting of frozen ground present special problems. Depending on their degree of saturation with water, freezing soils and rocks have a number of important characteristics that affect blasting efficiency. Metals used in mining equipment and mining structures require special selection. At low temperatures many steels lose most of their normal ductility and toughness (resistance to brittle fracture). The paper discusses engineering solutions to unique problems of arctic mining.

This study examined the-feasibility of clay mineral identification and quantification by reflectance radiometry and subsequently developed a computer algorithm for deconvolution of the component spectra. Clay mineral analysis of 53 rocks and soils from Alberta, Saskatchewan, Ontario and Nevada by X-ray diffraction (XRD) compare favourably with the radiometric determinations. The application of the technique to precious metal exploration was examined at the Horse Canyon epithermal gold deposit, Cortez Mine, Nevada where low levels of illite and kaolinite are present alongside local silicification. Consequent on the success of the laboratory and field work a field portable clay mineral analysis system was designed and constructed.

The current processes that aim to purify molybdenite concentrates are not able to dissolve some copper compounds, hence limiting the processes. Typically, the copper content results are from 2 up to 4 weight percent in the last concentrate. Such values are still too high for the molybdenite concentrate to be further processed to molybdenum trioxide by roasting. In order to achieve lower levels of copper — but also avoid excessive molybdenite losses — a continuous sulfation-leaching process is investigated and applied successfully on a pilot scale. Additionally, a reactor prototype and its process parameters are proposed for a commercial plant.

Almost all persons connected with mining industry have had an exasperating experience like the following: 'On a cold and frosty morning in mid-January, you find yourself quite happy with the world. Production is up and the mine has been running smoothly. All at once the radio cracks up your tranquility -- 'so and so' piece of equip¬ment has broken its 'whatzit'. Now the iron is in the fire, and things have to be fixed quick.!' This can be a major failure which will bring the whole operation to a grinding halt or just one of the numerous maintenance headaches on an auxiliary piece of equipment. After one has experienced a major or minor catastrophe, he has to wonder whether some other methods with respect to design and maintenance would help prevent these unexpected calamities. The objective of this paper is to gain an insight into the charac¬teristics of steel at cold temperatures so that better decisions can be made with respect to maintenance and repair of mining equipment. Most machinery and their structures are exposed to cold temperatures. Even in locations as far south as Alabama and Arizona, brief periods of cold in winter months can adversely affect the ability of mach¬ines to do their work. To understand the background of cold temperature brittle fracture, jet us examine its basic elements. First, when steel gets cold, it gets brittle. This is best described by Figure 1. This paper is a brief review of the lubrication requirements of enclosed gearing on earth moving equipment, particularly as they apply to intermediate and large draglines and shovels used in open pit mining operations. It discusses the requirements of spur, helical and herringbone gearing in both horizontal and vertically mounted applications. The effects of base stock, oil viscosity, additive treatment, quantity of oil and method of application are considered. In addition, a newly designed circulating oil system for enclosed swing gear cases and the reasons for its development are discussed.

The past few years have seen a much greater concern about air pollution in this country. This concern has led to increased legislation restricting the discharge of many substances such as sulfur dioxide and particulate matter to the atmosphere. In the future, it is anticipated the present permissible emission levels will be lowered. Current and impending restrictions on the emission of sulfur dioxide have brought out the fact that there is a shortage of available low-sulfur fuel for power plants and industrial use which promises to have an economic impact on the nation's energy picture (1) The Pittsburg & Midway Coal Mining Co., under the sponsorship of the Office of Coal Research, has developed a process to produce a fuel capable of meeting the energy requirements of this nation (2) The process is called "The Pittsburg & Midway Solvent Refined Coal Process". The principle product from the process is Solvent Refined Coal which is an ashless, low-sulfur fuel with 16,000 BTU per pound regardless of the rank coal from which it is produced. The product can be burned as either a solid or a liquid fuel. The process appears to be economically more attractive than other methods of alleviating the pollution problems of this nation. In addition to reducing the air pollution caused by stack gases, the product produced is potentially useful as a source of electrode coke and electrode binder pitch, as a gas turbine fuel, in the production of metallurigical coke and pavement asphalt, and as the first step in the overall process to produce distillate fuels and pipeline gas (3).

"The goal of the protocol for reclaiming in-pit tailings ponds to exceed federal and state regulations was to develop a series of steps that can be followed to design, operate, and reclaim a tailings disposal pond that will develop into grazing land with a wetland for open pit sand mines in warm dry climates. By incorporating a wetland into the reclamation design, the post mining land use gives back to both the wildlife as a source of water as well as providing for a diverse range of post mining land use including but not limited to livestock grazing and ranch land use. An example design was completed using this protocol to demonstrate how the protocol can result in in a well-designed, reclaimed tailings disposal pond. BACKGROUND In an industry plagued with decaying historic mine sites, the public’s perception of mining appears to be poor. While modern mines are closely monitored and generally managed by ethical professionals, history still influences how the public perceives the mining industry. From collapsing abandoned underground workings to historic tailings dam failures, the failure to account for the environment in the past seems to affect public perspective on mining today. In a 2013 “Opinion Former Survey,” a survey conducted through interviews with a diverse range of stakeholders in various gold companies, it was noted that the most serious challenges facing the mining industry were environmental concerns and the permitting challenges associated with them (Council). In another article, this time focusing on Australian citizens and their perspectives of the mining industry, it was found that the majority of those surveyed had a big concern over the environmental impacts of mining especially when it comes to water quality and quantity (Scan). The statistics portrayed in these articles illustrate that today’s mining engineers needs to make more of an effort to change the public’s perspective of mining by being more environmentally aware. These engineers should be continuously asking themselves what they could be doing better from an environmental perspective to ensure that history is not repeated and that natural resources are used as efficiently as possible."

The geology of the Gulf Coast Salt domes has been extensively studied by Kupfer (1,2,3,4,5), Atwater (6,7), Balk (81, Hawkins (9), and Wharton (10). dominant geological feature of Southern Louisiana is the Gulf Coast Geosyncline. The axis of this geosyncline corresponds with the present day coastline of Texas, Louisiana, Mississippi, Alabama and Florida. This geosyncline has been continually subsiding since Cretaceous times and receiving large deltaic accumulations of sediments from Central North America. These accumulations progressively thicken toward the South. In the vicinity of the Coast, these sediments are reported to be about 40,000 feet thick. Another dominant feature of the region is the large number of salt domes scattered along the Gulf Coast (fig. 1). Typically, these domes are roughly cylindrical in shape, 1 to 5 miles in diameter, and extend to more than 20,000 feet in depth. It is hypothesized that these domes are derived from the thick Louann salt formation lying below the deltaic sediments. Due to its low specific gravity and buoyancy, the salt layer protruded upwards plastically and pierced the overlying strata. As a result of this upward flow, the adjacent strata are locally lifted upwards, creating excellent traps for petroleum accumulation.

Isa Limestone Quarry with an annual production capacity of 18 million metric tons is known as the largest limestone deposit in Japan located in the mountainous region about 20 mile northwest of Ube City, Yamaguchi Prefecture, Japan adjacent to Isa Cement Factory to which it belongs, and which constitutes a mainstay of Ube Industries? cement operating division. Isa Cement Factory is equipped with a N.S.P. kiln of capacity of 3 million metric tons per year, which is the largest of its type in the world. Geographically, it is situated in the south- western tip of the Mainland of Japan (Mid City, Yamaguchi Prefecture) and is bordered by the scenic Akiyoshi Karstic Plateau which is world famous for its huge stalactite grotto.

Estimated costs and revenues can be used in the evaluation of post- mining land use alternatives. However, post-mining land use decisions have to be made in an environment complicated by several additional factors. These factors, including cultural, natural, and managerial issues, are not as easily quantified as costs and revenues but may be more important determinants. There- fore, some approach is needed to attach relative weight to the various factors. The concept of fuzzy sets assembled into a structured hierarchy facilitates analysis of the relative value of individual factors and their impact upon each alternative under consideration. In this paper, a method is presented which employs fuzzy set analysis to evaluate postmining land use plans on the basis of these nonquantitative factors.

Critical mineral endowment of mine wastes in two mining districts in New Mexico (Copper Flat at Hillsboro and Carlisle-Center mines in the Steeple Rock district) will be characterized and estimated. “Beta-testing” of USGS procedures was performed. Potential critical minerals at these deposits include As, Bi, Te, Zn, Co, Ni, Mg, Mn, and fluorite. pH and particle size of samples were analyzed to determine weathering and migration potential of heavy metals. Soil pH was also measured to determine the potential for Acid Rock Drainage. The pH of the waste rock piles ranged from 3.66 to 5.67 which indicates fine- grained pyrite or sulfide oxidation. The samples collected from the tailings however, showed a different range of pH, from 6.30 to 8.62, probably due to the presence of carbonates. Difference in particle size fractions and its distribution along the slope are generally influenced by natural occurrences (e.g., gravity and pre-mining hydrothermal alteration) and operational activities such as material piling or dumping. Future work includes analyses of mineralogy and particle size correlation and estimation of critical mineral endowment of these mine wastes at New Mexico.

"Modern society demands much more from the mining industry than just the raw materials it produces. In addition to providing copper, gold, coal and other minerals that make society function, the industry must conduct its operations in a safe and environmentally sustainable manner. This includes the equipment used and the engines that power the machines.In the United States, Tier 4 diesel engine standards that were set by the U.S. Environmental Protection Agency (EPA) are the strictest emissions requirement for off-highway diesel engines. This requirement regulates the amount of particulate matter (PM) and nitrogen oxides (NOx) that can be emitted from an off-highway diesel engine. In Europe, the Euro V standards are driving technology advancement in the sector.The European Euro V standards are required for new equipment manufactured beginning in January 2019. U.S. Tier 4 standards for heavy-duty off-road engines came into effect with model-year 2014 vehicles and equipment. China 6 standards come into effect in July 2020. India’s Bharat Stage VI standards will take full effect in 2020, and the phase-in of BSVIcompliant clean fuels began in April 2018.Caterpillar, Cummins and MTU are three of the leading manufacturers of engines for the mining sector. Each company is working toward creating efficient engines that can function in the often harsh environments found at openpit and underground mines around the world. In short, society is placing demands that are challenging engine manufacturers to deliver a product that can do more work while consuming less fuel and emitting fewer emissions.Technologies range from selective catalytic reduction (SCR) and diesel particulate filters (DPFs) to other engine strategies and emissions control technologies, which deliver near-zero black carbon and nitrogen oxide emissions, and lower greenhouse gas emissions. Feeding bulk solids from bins or bunkers sometimes poses a problem to the materials handling engineer. The paper describes, by practical examples, how material flow can be improved on existing installations, and how difficult-to-handle materials can be successfully drawn from storage and fed to fully automated process systems. The examples illustrated are based on actual experience with projects designed for the mining and metallurgical industry. Maintenance costs, where available, are also indicated.

The mining complex, which the Mines Gaspé division of Noranda Mines Limited has operated in Murdochville since 1954, includes open pit and underground mines, two mills, one leaching plant and a smelter. The under- ground mining uses predominantly a large scale room and pillar method, rooms 15 m wide, 30 m high and 300 m long being common. Ore production is effected by 4.5 m3 front-end loaders and 32-tonne trucks powered respectively by 225 and 325 kW diesels. Daily dust and gas readings show that air quality can be maintained at an acceptable level with much less ventilation than that normally specified. This paper emphasizes the point that air requirements should be based on Air Quality Standards, thus allowing an operation to benefit from favourable conditions or from improvements such as exhaust treatment, fuel alteration, etc.
