Two hundred years ago next April, our forebears embarked upon the difficult path to national independence. They succeeded, and shook off the yoke of foreign domination. In the ensuing two centuries, the country was mobilized several times to protect that political and economic independence from foreign domination. These efforts were also successful. Thus, as we stand here on the threshold of our third century of political independence, we can thank previous generations and congratulate ourselves for establishing and maintaining the world's oldest republic. Now -- once again -- the United States faces the challenge of foreign intervention into our economy. This time the battleground is resource avail- ability. America has been blessed with enormous resources. Whether we speak of minerals or timber or water or "amber waves of grain," this nation has benefitted from a resource base that is the envy of the world. This asset, coupled with a political system that permitted us to develop it, has been the physical backbone of our independence. Without the economic independence that this resource base has given us, the political independence we fought for would have been tenuous, at best.

Nickel is a metal whose workability and mechanical strength at high temperatures and in corrosive environments makes it an indispensable alloying element for the realization of stainless steel, specialty steel, super-alloys, rechargeable batteries and electroplating. Because its main fields of application are key to the development of industry and, thus, to society, nickel has recently been recognized as a potentially critical mineral, despite its abundant reserves. The purpose of this paper is the creation of possible case scenarios determined by factors and events that, in the medium to long term, could change the current structure of the nickel market on the demand and/or the supply side. Four scenarios have been determined by considering a demand variation due to the occurrence of a natural disaster and an aerospace plan implementation and taking into account the resource nationalism and the skills shortage as supply varying factors. Through the creation of a georeferenced global nickel database, the paper proposes supply strategies related to the four scenarios for each top nickel consumer: China, India, European Union, United States and Japan.

Rapidly rising gas and oil prices and the falling quality of coal is forcing energy users in many parts of the world to consider the application of low grade fuel, particularly coal, for steam raising and power generation. However, the use of such low grade coal is normally resisted by the consumer because of operational problems associated with high ash content, sulfur emission and, in some instances, slagging problems caused by low melting temperature constituents in the ash. Recently developed technology involving 'fluidized bed combustion' offers a potential solution to these operational problems. Much of the early work was conducted in Britain, where rig tests were commenced during the early 1960's. This has led on to the successful conversion and operation of a fluidized bed fired industrial boiler at the Renfrew works of Babcock & Wilcox Ltd. Orders for the first commercial boilers incorporating this technology have recently been announced. Significant development work on fluidized combustion is now being undertaken in various parts of the world, in particular North America, Germany and Japan, and the first large scale units are under construction or being commissioned. This paper concentrates on the development of the technology in Britain, outlines the reasons for applying fluidized bed combustion and de-scribes its application at atmospheric pressure for steam raising and at elevated pressure for power generation . Coal Processing Consultants is a Partnership between the National Coal Board and Babcock & Wilcox Ltd. of Britain and has been established in order to provide technical advice and economic evaluations on all aspects of coal processing and utilization. "Thousands of years ago large glaciers carved much of the landscape in Puget Sound, depositing abrasive and granular soils including cobbles and boulders along with layers of clay and sand. Tunneling in this geology – common throughout much of the northern and Midwestern U.S. – is challenging and can be unpredictable. The use of pressurized face tunneling, most commonly with EPBs and slurry type machines, has made excavation in this geology more efficient, but difficulties still remain. Through analysis of recent projects in Seattle, Washington, USA, the authors draw conclusions as to the best TBM designs and operational parameters for this variable, abrasive and often difficult ground. Performance data is analyzed with an eye towards advancements that could further improve TBM tunneling in glacially deposited soils. INTRODUCTION Over the past several ice ages, extensive glaciers reaching across much of North America transported large amounts of soil and rock as they moved across the land. The substantial weight of the ice sheets mixed together a wide range of soil types along with a variety of rocks and boulders of all sizes. Many rock formations were reduced to pebbles or particles containing highly abrasive characteristics. Any boulders able to survive were generally comprised of harder materials which were scattered throughout the soil. This highly variable mixture of abrasive soils and high strength boulders can be found in many areas across the Puget Sound and other regions of the country. Wherever they are encountered, they often create a difficult and unpredictable mining environment for both equipment design and operation. Modern TBMs are optimized early in the design process for specific types of geology, and unexpected conditions can require extensive modifications. In addition, several operational parameters need to be adjusted to balance ground characteristics, and advance rates can be significantly affected in mixed and rapidly changing soil conditions. Both EPB and slurry machines can be used successfully in these conditions, provided their respective operating criteria are met. Ideally, an EPB is operated with a relatively thick muck consistency, which accommodates moderate changes in soil permeability and maintains a reliable pressure differential through the screw conveyor. However, this also causes higher wear on rotating components and requires more energy at the cutterhead. Alternatively, slurry machines typically operate best with a more fluid muck consistency that can be easily pumped through the extensive piping system. This tends to reduce the wear on the cutterhead and the power requirements of the cutterhead drive system, but also makes the machine more sensitive to changing soil conditions. Generally, the slurry piping system is also more capable of controlling high face pressures, although the screw conveyor of an EPB can also be designed to accommodate most high-pressure conditions."

The ROEMMC combustion system was originally conceived as a means of utilizing solid fuels that would otherwise have been wastes requiring disposal and convert these fuels into useful energy sources. This concept follows as an extension of the application of residual waste incineration with energy recovery practiced in the lumber, manufactured board, sugar cane, and other industries. The incineration of these wastes in the furnaces of steam generating equipment is thoroughly described (1, 2, 3, 4, 5, 6, 7). The fundamental principle of the ROEMMC system is temperature control which makes possible the maintenance of the non-combustible fraction of these solid fuels in a dry solid state and their separation from the gaseous products of combustion. This philosophy of ash removal and the "slagging" philosophy are compared. The ROEMMC equipment function and applications are described.

The Waste Isolation Pilot Plant (WIPP) is adding a third fan to supplement its two existing main fans. The third fan will operate in parallel with the two existing fans. An engineering analysis conducted in 1995 identified the need for improved system availability and efficiency. The WIPP, located near Carlsbad, NM, is a US Department of Energy (DOE), Carlsbad Area Office, facility that is designed to permanently dispose of US defense-generated transuranic waste in a deep, bedded salt deposit. Engineers at the WIPP performed a feasibility analysis for modifying, supplementing or replacing its two main mine fans. Since the centrifugal fans were installed in 1988, multiple operational and performance concerns have been identified. A comprehensive engineering study was conducted (McDaniel et al., 1997) to identify and quantify operational concerns, evaluate possible alternatives and recommend an optimum solution. The study indicated that adding a third single-duty centrifugal fan similar to the two existing fans and equipping that fan with Inlet Van Controls (IVCs) was the best choice. This alternative provided the most desirable combination of operational readiness and improving system performance. The fan installation project accommodates several operational and scheduling con¬straints. WIPP was scheduled to receive waste in May 1998. This milestone is proceeded by an operational readiness review. Fan installation could not be allowed to compromise the WIPP 's ability to declare facility readiness. Therefore, operational disruptions during the system tie-in had to be minimized. All engineering for the project has been com¬pleted, and physical modifications were begun in July 1997. A conventional mechanical anchor bolt consists of a smooth bar threaded at the anchor end, with a conical wedge, and a mechanical shell anchor. When the smooth bar is torqued, the conical wedge pushes the shell anchor against the borehole wall. Coal mines use mechanical bolts in addition to other types of bolts to control the deformation and stabilize the yielded coal ribs. Limited research has been conducted to understand how a mechanical anchor performs in a coal rib. Researchers from the National Institute for Occupational Safety and Health (NIOSH) conducted the study described in this paper to define the loading characteristics of mechanical bolts (stiffness and capacity) installed in coal ribs at five underground coal mines. Standard pull-out tests were performed in this study to define the loading characteristics of a mechanical rib bolt. Based on the strength of the coal seam and the conditions of the coal mines, the bolts were installed at different amounts of torque. A typical tri-linear load-deformation response was obtained from these tests. It was found that the anchorage capacity depends on the coal strength, and the anchorage stiffness depends on the installation torque. The outcome of this research provides essential data for rib support design. INTRODUCTION Rib falls are a serious hazard in underground coal mines. In the last 10 years, rib failures have resulted in 17 fatalities, representing 52% of the ground-fall fatalities in underground coal mines in the United States (MSHA, 2018). Although resin bolts has been used increasingly in the last few years to control coal ribs, mechanical bolting (mainly expansion-shell bolts) is still used in many underground coal mines. Recently, NIOSH researchers surveyed 90 sites in 14 underground coal mines in the Eastern United States and found that 79% of the mines determine their rib support requirement based on the depth, mining height, and the loading conditions, of which 35% use the conventional mechanical bolts. Conventional mechanical bolts are preferable for rib support because they do not require the miners to be too close to the rib during rib bolting. Hence, using the conventional mechanical rib bolts can reduce the risk of injuries and fatalities during the installation process. The mechanical bolt or the point-anchored bolt is the oldest type of rock bolt that is still in use today. The point-anchored bolt is a tensioned bolt anchored down the hole with a mechanical expansion shell or a grouted medium (Peng and Tang, 1984). Figure 1 shows the components of the mechanical anchor bolt. The mechanical anchor bolt consists of a plug, a shell anchor, a headed smooth bar with the top end threaded, a bearing plate, a hardened washer, and sometimes a friction-reducing washer. The shell anchor can be either standard or bail type. The shell of the standard type is held in place by a nut, while the bail anchor uses a strap to hold the shell in place (Peng, 2008). The diameter of the smooth bar is generally 5/8 in for the #5 bolt or 6/8 in for the #6 bolt. The diameter of the hole that the bolt is inserted into must be carefully controlled since an oversized hole can result in poor anchorage (Moss, 1971). The anchorage is obtained by applying torque to the bolt head, which in turn pulls the wedge down in the shell and expands the serrated leaves against the sides of the hole-wall. In the resin-grouted anchor, the resin replaces the mechanical expansion shell at the end of the hole. The anchorage is achieved by bonding between the resin, bolt, and the hole-wall.

A differential flotation process for recovery of molybdenite from chalcopyrite concentrates produced at Rakha Copper Concentrator, Bihar, India has been developed. The flowsheet is simple, and relatively inexpensive and yields a concentrate assaying not less than 45% Mo at a recovery of minimum 65%, starting from chalcopyrite concentrate assaying 0.4% Mo. The consumption of the main depressant used, sodium sulphide is not more than 25 kg/t of copper concentrate processed without steaming; and with steaming the consumption was brought dorm to less than 12 kg/t of concentrate. Further reduction is possible by optimization of steaming parameters. Based on laboratory experimental results, further tests were conducted on concentrator site and process design parameters were established for design of commercial plant.

In planning for the future, Nkana Division deepened the Mindola sub-vertical shaft which was commissioned in 1994 in order to access the 30 Mt of ore between 1274 and 1570 m levels. The Nkana Synclinorium which is estimated to contain 250 Mt of ore is being accessed from the vicinity of Central Shaft. These areas are being planned with the intention of maximizing the use of computers in geological modelling and mine design so as to overcome the inadequacies of manual planning techniques. As a result, there is an increased demand for quality output from the computerized mine planning system the division has been developing over the last few years. A new workstation comprising the Hewlett Packard HP 71 51100 MHz and a CRX graphics monitor was acquired in 1995 together with the LYNX (version 3.09 and version 4.0) Mine Modelling System. Currently the workstation is being used for geological modelling and mine design for the Zerofold at Central Shaft and the Mindola mining at depth project. AutoCAD and Mine Works Planner have been added to the sys- tem configuration. Mine Works Planner is likely to replace Lo- tus123 for mine scheduling tasks. Computer applications in the area of mine planning at Nkana has led to considerable time savings and improved efficiency in areas formerly performed manually and has allowed speedy processing of data that would otherwise have proved too time consuming. Nevertheless, a lot of work still needs to be done in the areas of geostatistics, stope design and financial modelling of mining options. For the foreseeable future computer based planning will operate parallel to manual methods until such a time as sufficient personnel are proficient in the use of computer systems. This paper describes the program of computerization at Nkana Division, reviews current applications and the benefits and experience gained and discusses the promise of current and future developments.

A great deal of effort has been put forth in recent years to arrive at accurate projections of the demands for tunnels in this decade. In reviewing the statistics presented by various study groups, it appears that during the decade from 1960-69, there were some 1,335 miles of rock and soft ground construction tunnels excavated throughout the world. These statistics indicate 645 miles of rock tunnel and 689 miles of soft ground tunnel were excavated during the last decade. This is expected to increase to 3,000 miles in the 1970's according to projections made by various authorities in the field of construction tunneling. I point out the above statistics to emphasize two main points: (1) The demands for tunneling in this decade alone are staggering. (2) There is a fairly even distribution in the amount of rock tunneling and soft ground tunneling being excavated. Unfortunately, available statistics do not answer many important questions about tunneling which are of great importance to the contractor and to boring machine designers. For example, how many of the projects completed in the past decade involved both soft ground and rock tunneling? How many projects involved tunneling in conditions where both rock and soft ground were contacted at the same face. While the answers to these questions remain unanswered, I am sure most of you can think of numerous examples of projects where mixed face conditions are prevalent. Many of you are probably familiar with the Austin Crosstown Interceptor which was bid last month in Austin, Texas. Here is a project involving 57,000 feet of tunnel where limestones and clay shales are expected to be traversed. Another project, the Tonner Tunnels No. 1 and No. 2, near Los Angeles, involve some 22,000 feet of tunnel where mixed soil and rock conditions are expected. The study analyzes the impact of the Continuous Personal Dust Monitor (CPDM) on reducing overexposures to coal mine dust. It compares compliance sampling data before and after the implementation of the CPDM and the 2014 MSHA dust rule. The results indicate a significant reduction in the percentage of samples exceeding the dust standard for various mining occupations, highlighting the effectiveness of the CPDM in improving miners’ health and safety.

Wet scrubbing of fine coal from Thermal dryers poses a number of problems in adapting the gas cleaning equipment for required clean-up of the fine particulate matter. Among then are: 1. The dust In the gases leaving the Thermal dryer cyclone-s is often extremely fine with high percentages of the total dust loading less than one (1) micron in size. 2, The flue gas entering the scrubber is corrosive since the coal fired in the thermal dryer furnace is in the range of 0.7% by weight sulphur or higher. Therefore comparatively high cost stainless steel alloys or corrosion resistant linings are required for a satisfactory service life. 3. Requirements for residual coal loadings leaving the gas e scrubber are continually being lowered while modern coal preparation operation is imposing heavier burdens on the collection system through introduction into the Thermal dryer system of very fine coal previously not recovered. The advent of flotation systems in increasing numbers is typical of this trend 4. The installation of a scrubbing system on Thermal dryers is made primarily to reduce air pollution and product recovery value is of little or no value. Therefore the operating costs, that is, of gas pressure drop and water requirements must be held to a minimum.

But the phenomenal numbers thereof, who have approached, settled, and been born in California in the past twenty-five years, are such a problem as to be a novelty in the broadest sense of the word. California, with less than 7,000,000 people in 1940, and over 19,000,000 in 1966. In 5 1/2 years, (1960-65) the southerly 14 counties of California, which together comprise one-half the land area of our state, had an increase in population greater than Colorado, or Arkansas, or Oregon, or any one of 19 other states.

"Since 2005, longwall coal mine operators in Pennsylvania (US) have been required to collect extensive hydrologic and biological data to document pre- and post-mining conditions of aquatic resources (streams and wetlands) overlying the subsidence control plan areas. Continued operation of the longwall mine is dependent upon empirical data demonstrating that the undermined aquatic resources have either been maintained or restored to an accepted range of pre-mining conditions. This study used quantitative hydrologic methods and comparative biological metrics to examine response of aquatic resources to longwall subsidence at the Bailey Mine located in Greene County, Pennsylvania. This study analyzed data from over 25 miles of streams and over 8 acres of wetlands that traverse the 4,779-acre study area. Hydrologic analysis of flow intermittency suggested that there are variable degrees of change to headwater streams immediately following mining; however, the majority of the effects are reversible through streamflow mitigation measures. Furthermore, the post-mining discharge from streams can be restored to within the range of pre-mining conditions the majority of the time. Biological assessments showed that greater than 95% of assessed stream length has maintained its ability to support benthic macroinvertebrate communities following mining and intervention (i.e., mitigation). Comparative metrics of the benthic macroinvertebrate communities showed that the biological community in 48 of the 50 sample sites is being maintained or restored across both high- and low-gradient streams. The effectiveness of intervention was further substantiated by the similarity in recovery times between streams having no intervention (median = 2.1 years, 95th percentile = 4.9 years) and streams with intervention, when recovery times were measured from the date of the intervention (median = 1.7 years, 95th percentile = 4.7 years). Changes to individual wetlands were observed between the pre- and post-mining assessments, but cumulatively a net gain of 7% in wetland acreage was realized. Hydrologic assessments were used to infer whether there was a potential that streams had been affected by mining; however, the ultimate test of stream recovery is based on biological metrics that establish the relative quality of the biological communities following mining. Overall, the hydrologic balance is being protected and the aquatic life use of streams is being maintained within the Bailey Mine’s subsidence control plan areas."

"Sound Transit’s East Link Project, a $3.7 billion (2015 $), 14-mile light rail extension, will connect downtown Seattle with the rapidly developing east side cities of Bellevue and Redmond. Among the most technically challenging aspects of the Project is the 2,435 foot long Downtown Bellevue Tunnel (DBT), which will be constructed through the central core of Bellevue underneath 110th Avenue NE using a combination of Sequential Excavation Methods (SEM) and cut and cover tunneling. The 1,980 foot long central SEM component of the DBT will be mined at shallow depth through challenging and complex geology, comprised of glacially overconsolidated soils, containing both regional and perched groundwater conditions and in close proximity to existing high rise buildings. The paper shares lessons learned from the planning decisions and risk based approach to the investigation, design and procurement processes which shaped the DBT configuration and enabled a successful transition to the project’s construction stage. INTRODUCTION The East Link Project is a voter-approved $3.7 billion (2015 $), 14-mile extension of the existing Sound Transit (ST) light rail transit (LRT) system from downtown Seattle, across Lake Washington via I-90, to the cities of Bellevue and Redmond on the east side of Lake Washington. With targeted completion in 2023, East Link will provide riders with an efficient and reliable connection between the largest population and employment centers on the east side and downtown Seattle. The project alignment is indicated in Figure 1 below.ST completed the Preliminary Engineering (PE) phase of the East Link project in late 2011. Subsequently the final design contract for the easternmost seven miles of the project was awarded to the H-J-H Team, a joint venture comprised of HNTB, Jacobs Engineering and Hatch Mott MacDonald in February 2012. H-J-H’s final design scope includes approximately 7 miles of double-track LRT between the east end of the I-90 East Channel Bridge and the Overlake Transit Center Station. While the project scope is extensive and diverse, the focus of this paper is the DBT. The DBT is located immediately north of the East Main Station, and travels approximately one half mile through downtown Bellevue under 110th Avenue NE between Main Street and NE 6th Street; terminating at the Downtown Bellevue Transit Center (BTC) Station. The location and extent of the DBT is indicated in Figure 2."

"Air inversion is a meteorological phenomenon generally occurs during winter times. Release of pollutants below the inversion height in an open-pit mine during periods of weak winds and consequently weak vertical mixing may result in very high concentrations of primary and secondary pollutants, causing serious consequences for health and safety of miners. Mine operations cease if the concentration of NOx or CO exceeds the threshold limit value (TLV) of the pollutants. Artificial ventilation is required to dilute the pollutants to an extent that mine workers can safely resume work. Studies of the turbulence parameters suggest that effective ventilation of the pit and removal of pollutants can be accomplished if a large enough mixing length in the open pit can be created. Turbulent mixing by eddies of different length scales under an inversion layer is product of wind shear, thermal gradient and buoyancy. The main result of turbulence is mixing of the atmospheric profile and transport of momentum. Computational fluid dynamics (CFD) Simulation results of a novel mitigation approach using cloud cover will be presented in this paper. INTRODUCTION In extreme climatic conditions, deep open-pit mines tend to trap pollutants at the pit bottom due to air inversions. Keeping open pits adequately ventilated is a considerable challenge for the mining community. Mine operators in cold regions are very familiar with this problem, the severity of which can be judged from Figures 1 and 2. The top portion of the figures show clear sky and snow covered benches. The brown haze, containing various contaminants accumulated over time in the pit under the air inversion, can be seen in the bottom portion of the figures. Several Arctic or subarctic mines have reported air inversions. Even Rio Tinto’s Bingham Canyon pit in Utah has reported local air inversions from time to time [1].Mitigation of pollutants in deep open-pit mines in the Arctic is a challenging task. Release of pollutants below the inversion height in an open-pit mine during periods of weak winds and consequently weak vertical mixing may result in very high concentrations of primary and secondary pollutants, causing serious consequences for human health. Mine operations cease if the concentration of any one of the pollutants (NOx or CO) exceeds the TLV. Sustained cessation of a mine operation has serious economic consequences. For continued mining operation, the levels of pollutants must be below the TLVs. If no significant synoptic meteorological situation changes during an inversion, a warm air mass sits over the cold air mass within the open pit. Artificial ventilation is required to dilute the pollutants to an extent that mine workers can safely resume work. Some of the early approaches in artificially ventilating open pits were attempted in the USSR. Most of the studies by Soviet researchers suggested the use of turbojets and turbo-propeller engines, airscrews, axial pit fans, and meteotrons [2, 3]. However, the majority of these studies were only theoretical in nature, with no evidence of an approach that really worked in practice."

A fluid mining process has been developed by the writer whereby phosphate deposits are leached in place through the injection of a weak and recoverable acid solution much in the same manner as in the recovery of oil by water-flooding. The phosphate mineralization is dissolved In place, selectively treated in a surface plant and a high grade diacalcium phosphate substatially free of fluorine (hence of feed grade quality) is recovered. Because of its finely divided and powdery state, the plant product is highly desirable as stock material for the manufacture of triple-superphosphate and of high grade phosphatic chemicals. Details of well completion, fluid injection, areal sweep and solution efficiency, plant design and economics are presented The rate of return on investment is particularly attractive under conditions of shallow occurrence of the phosphate mineralization such as in the Bone Valley formation of Florida. The process may also be applied economically to the Phosphoria formation of wide- spread occurrence in the Northwest United States through the application of selective formation fracturing (or Hydrofrac) previous to fluid mining operations.

A pilot plant investigation of a semi-autogenous mill - ball mill circuit is described. The plant was operated with minus eight-inch diabase as feed material to the semi-autogenous mill. The semi-autogenous mill recycle screen underflow was put to a ball mill in closed circuit with a cyclone. An operating Work Index of 13.3 to 14.9 was obtained with the pilot ball mill. This Index is substantially in agreement with the scalped feed laboratory Work Index for 15.3 for recycle screen underflow. The Bond Index of the diabase was 15.8. Thus, one may use the scalped feed laboratory Work Index to size semi-autogenous grinding plant ball mills.

Today the standard method for grinding ore is the wet process. This is mainly due to the fact that the downstream process is wet and considering the total circuit dry grinding is not the most eco­nomical method for the comminution of the ore. Presently in gold ore processing dry grinding is only applied in cases where whole ore roasting is required downstream from the milling plant or if organic carbonaceous matters and sulfides are the primary reasons for the refractoriness. Since dry ore can be fed to the roaster, a dry grinding mill can advantageously be applied. In cases where d1y grinding could be applied advantageously for instance if the ore contains water soluble material and wet grinding is not possible there are serious concerns prevailing within the industty against this technology due to several reasons. Besides of the aspects as discussed later in this paper, there are several plants in operation with little success and considerable operational prob­lems. The reasons for this often lie in the fact that the several com­ponents of such a plant are bought from independent sources with­out considering the system requirements. It is essential that the dry grinding plants require accurate design between drying, pneumatic transport and grinding of the ore in the circuit. This paper will address some of these concerns raised in the industiy from a mill vendor's view along with discussing the development for the selection and configuration of the various dty grinding circuits.
