INTRODUCTION The basic purpose of this paper is to suggest procedures and practices to insure that no employee working in a uranium milling operation receives exposure to radioactive, toxic, or other materials or agents that might produce a permanent, deleterious effect upon his physical health and well-being. This program is also designed to insure that each employee can carry out his assigned duties without risk to his health or to that of his fellow workers. The assumptions underlying this program are by necessity, conservative, with emphasis being placed upon prevention rather than correction or reaction to an undesirable situation. The limits specified-either as Threshold Limit Values (TLVs), Maximum Permissible Concentrations (MPCs), or Radiation Protection Guides (RPGs)--represent both standards of best practice and those of law and regulation. The total program is envisioned as a balanced combination of occupational hygiene and radiation monitoring. This includes surveying, air sampling, personnel dosimetry, bioassay, medical surveillance, epidemiology, and training--all backed by a thoroughly tested and evaluated set of emergency procedures. The program, as presented, is keyed to the results of monitoring, surveying, air sampling, medical surveillance, and epidemiology--it being obvious that no problem can result when no hazard can be identified. The lack of an identified hazard, however, does not negate the need for such a program and prudence suggests the need for routine surveillance programs in the best-designed facility. [The Model Mill] The model mill used in this paper is that presented by the U. S. Environmental Protection Agency in its study of the uranium fuel cycle1. The model mill processes 600,000 metric tons of ore per year into 1,140 metric tons of U308 as yellowcake per year using an acid leach process. Other characteristics of the mill such as location, tailings dam design, number of light water reactors supported, and geographical location are not pertinent to this paper. The usual remote western location of these facilities produce some difficulties in delivering the required occupational medical services and is not within the scope of this paper. The operating lifetime of most mills is commonly estimated as from 12 to 15 years in actual practice; however, the U. S. Environmental Protection Agency estimated a 20-year lifetime for its model. The principal steps in the acid leach process include :2 (a) Ore is blended and crushed to pass through a 2.5 cm (one inch) screen. The crushed ore is then wet ground in a rod or ball mill and is transferred as a slurry to leaching tanks. (b) The ore is contacted with sulfuric acid solution and an oxidizing reagent to leach uranium from the ore. The product liquor is pumped to the solvent-extraction circuit while the washed residues (tailings) are sent to the tailings pond or pile. (c) Solvent extraction is used to purify and concentrate the uranium. (d) The uranium is precipitated with ammonia and transferred as a slurry. (e) Thickening and centrifuging are used to separate the uranium concentrate from residual liquids. (f) The concentrate is calcined and pulverized. (g) The concentrate or yellowcake is packaged in 208 liter drums for shipment. This process is illustrated in Figure 1.3

"Sociotechnical systems are everywhere in the modern industrial world. Sociotechnical systems describe how humans interact with technology throughout a variety of processes. These systems are prevalent in modern industrial settings, such as operating mines. Safety and health management systems (SHMSs) are complex sociotechnical structures designed with the aim of managing and reducing occupational risk. U.S. mining companies are voluntarily adopting SHMSs to supplement regulatory safety compliance efforts. Like all complex sociotechnical systems there are a wide variety of approaches and adoption philosophies around a SHMS. Many SHMSs suffer from high levels of redundancies, which manifest themselves in diverse ways: duplicate processes, forms, permits, and tracking mechanisms. These redundancies have severe impacts on the overall system and absorb critical culture and leadership “energy”. A recent study initiated by the University of Utah and sponsored by the Alpha Foundation is investigating the effectiveness of SHMSs across 15 different U.S. mining sites. A large amount of data has been captured to help characterize elements of SHMSs and correlate their impacts on safety outcomes. Many variables were assessed in the study. Those of importance to this paper are the variables describing the robustness of the sociotechnical aspects of the SHMS. Two such variables are the overall integration of the SHMS within the whole system and how data is managed. Data management in this context deals with the approach to capturing, analyzing, and acting on data within the system. As well, systems are integrated around controlled, data-sharing mechanisms. It has been found that wide variety of approaches has been taken to integrate the SHMS within the governing management philosophy at a given site. A series of case studies is presented that develop some specific best practices for proper data management and integration of SHMSs.Introduction and Project Background Managing occupational health and safety can be done in many different ways, and with many different approaches, but is often based on the host country’s regulatory and industrial culture. However, many companies have extended their effort beyond the regulatory requirements of their host nation and have implemented Safety and Health Management Systems. The goal of these efforts is to reduce and eliminate occupational risk. Many health and safety practitioners have a hard time justifying various elements of health and safety management. There is a lack of institutional knowledge that measures and assesses the effectiveness of these Safety and Health Management System (SHMS) elements. To better understand the effectiveness of SHMSs the Alpha Foundation has funded a research project with the University of Utah. The title of the project is “Characterization and Effectiveness of Safety and Health Management Systems in the U.S. Mining Industry.” The research team will assess the SHMSs of 15 United States mine sites. The outcome of the project will be a method to characterize the strength of the SHMS elements, assess a culture and leadership index, and finally establish correlations between elemental risk and safety outcomes. The study is currently in progress. However, many important outcomes have already been observed, particularly on the data management practices within an SHMS."

A couple of years ago, one of the major television networks produced a series on the environment. One episode in the series dealt with the nation's solid waste problem and some of the research being done to solve it. It was interesting to listen to one researcher who was attempting to develop a glass that when broken would dissolve in water. It was said that using this glass would eliminate over 100 million tons of solid wastes each year. At first glance, it would appear that this research-effort would make a significant contribution to environmental pollution control; however, if one pauses to consider the water, he can see that this solution to the solid waste problem may well contribute to a water pollution problem. The dissolved material must either end up in our surface streams or be removed in waste treatment systems. Either alternative may have a more adverse effect on the environment than the original problem. With today's emphasis on the environment, it is important that the effects of our activities be studied in depth. Then, by properly planning the activity, the adverse effects can be minimized. The coal mining industry 100 years ago was in the same boat, as our glass maker, is today. Unfortunately, it too failed to consider all the effects of its activities and as a result, in Pennsylvania, there are over 5000 miles of streams adversely affected by coal mine drainage. The situation is improving, however, because mine operators are beginning to recognize and accept the methods for controlling coal mine drainage. The purpose of this paper is to discuss the measures for the control of coal mine drainage and to set forth the factors that affect these controls.

Thus, it is time to recall the value of geostatistical methods which were formerly developed as a money-saving and productivity-increasing tool. The situation has worsened, but the techniques of geostatistics have dramatically changed. Up to millions of dollars can be saved during exploration with simple use of variograms; then, during reserves estimation with kriging methods; and finally, with the parameterization of reserves, when evaluating a project and optimizing its global mining parameters.

Colony Development Operation is a joint venture currently consisting of four active members; The Oil Shale Corporation (TOSCO); Ashland Oil Inc.; Shell Oil Company and Atlantic Richfield Company, operator of the project. The initial efforts on the Colony project began in the spring of 1965. Pilot mining and semi-works engineering programs continued, in phases, to completion in the fall of 1972 when commercialization of oil shale was deemed realistic. Since that time, Colony efforts have been directed toward evaluation of the data collected during the semi-works operation and in designing a commercial operation. In October of 1974, Colony announced: "because of economic and national energy policy uncertainties it was suspending plans to start construction of a commercial oil shale plant on private lands in northwestern Colorado, scheduled for spring of 1975."

The Kipushi deposit, where the Prince Leopold Mine has been installed, belongs to Union Miniere du Haut-Katanga and is located in the Belgian Congo, 20 miles SW of Elisabethville, at the vicinity of the Northern Rodhesian Border. The deposit is of the hydrothermal metasomatic vein-type; mineralisation took place, through the limestone of the, lower Kundelungu. This is a special fea¬ture of the deposit, compared to the other copper deposits of the neighbourhood, both in the. Belgian Congo and in Rhodesia. Actually, the primary mineralisation of these other deposits; is directly related to the stratigraphic systems: schistous dolomitic in the Belgian Congo and Roan in Rhodesia. Both facies are older than the Kundelungu and separated from this formation by a tectonic cataclysm. The valuable elements occuring at Kipushi are principally copper; and zinc. The deposit also contains smaller quantities of lead, precious metals and other elements including germanium.

Kennecott's Ray Mines Division (RMD) is located in central Arizona. The pit and silicate plants are located at Ray while the 27,500 tpd concentrating facilities are located at Hayden, approximately 20 miles away from the pit. Ore is delivered in 100 ton railroad cars, 60 cars per train via the Copper Basin Railroad. The side discharge cars are dumped into a 6,000 ton trackhopper. There are 6 Nico feeders, two per belt. Three 48" belts transport the -8" ore to three 7' standard (secondary) Nordberg crushers. Each crusher is preceded by a 6' x 12' Tyler double deck screen. The secondary crushers are open circuit. The -1/21t material from the screens is transported directly to the fine ore bin at the mill. The discharge from the crushers and the intermediate product -2 1/411 x +1/2" is conveyed to a surge bin. The tertiary crusher feeder belts discharge onto five 61 x 161 Tyler double deck screens, each followed by a 7' shorthead (tertiary) Nordberg crusher in closed circuit. The -1/2" product joins the -1/2" ore from the secondary crushers and both are conveyed along a 42", 4,230 foot long belt to the fine ore bin that feeds the grinding circuits. When hard ore is experienced at the concentrator the daily throughput decreases by up to 10%. This coupled with the fact that the ore is generally becoming harder with mine depth provided the incentive to improve the performance at the crushing plant.

The concentrator of Bonneville Ltd.* at Wendover, Utah, processes a feed obtained by, solar evaporation of a brine containing sodium and potassium chlorides with minor amounts of impurities. Salable potassium chloride concentrateis produced from this feed in two steps: flotation with amine reagents to concentrate the potassium chloride, and washing of the concentrate with fresh water to reach final grade. In the flotation step emphasis is placed on recovery, whereas the washing step has as its objective the production of salable grade (in excess of 60 percent K20 equivalent), with recovery being important but secondary Ideally, flotation should give maximum recovery at a concentrate grade which will permit washing to salable grade with a minimum recovery loss, thereby maximizing over-all recovery. Except for this relationship, flotation and washing are two separate and distinct operations.

Silicon carbide (SiC) can be produced by heating rice hulls to elevated temperature, The product is a mixture of beta crystalline silicon carbide whiskers, particles and unreacted carbon. The silicon carbide whiskers are 0.5 micron in diameter and 50 to 100 micron in length and have been found useful for reinforcing metal and other composite materials. The carbon can be removed by combustion, but this makes separation of the silicon carbide whiskers from particles difficult and a high grade whisker product cannot be made. However, a clean high grade Sic whiskers product can be obtained from the pre-burned converted rice hulls using physical separation processes that are based on differential wetting. Recovery of Sic whiskers from the pre-burned material was found to exceed 90 percent. A modification of the froth flotation process developed during this study is now being used commercially to separate silicon carbide whiskers and particles and to recover a high grade whisker product.

At 6,898 ft below surface, the historic No. 9 shaft at Resolution Copper near Superior, AZ is now the second deepest single lift mine shaft in the United States and connects to the deepest single lift mine shaft in the U.S., Resolution Copper’s No. 10 Shaft (6,989 feet). The shafts serve as ventilation and access for future underground development of what could one day become one of the most significant copper mines in the United States. It is from the base of No. 9 and No. 10 shafts that hundreds of employees of Resolution Copper, a joint venture of Rio Tinto and BHP, hope will soon be given the go ahead to begin driving lateral tunnels to reach a copper deposit that is estimated to contain 28 Mt or 40 billion pounds of copper. Copper was recently added to the U.S. Geological Survey’s (UGGS) critical minerals list, in large part because of increasing demand. A study by S&P Global Energy & Market Intelligence “Copper in the age of AI: Challenges of electrification” released on Jan. 8, 2025, “identifies a transformative trajectory for copper demand, projecting a surge from 28 Mt (31 million st) in 2025 to 42 Mt (46.3 million st) by 2040 – a 50 percent increase that underscores the metal's pivotal role in multiple technological and economic domains.” The surge in demand is driven in large part by the global energy transition, electrification of vehicles, growth of artificial intelligence and data centers, and most recently robotics. Meanwhile, geopolitical tensions have increased the focus on the need for the United States to secure more of its own mineral supply chain. S&P Global’s report is one of many warnings that while copper demand has accelerated rapidly, future supply is being held back. Resolution Copper stands out as one example of a known mineral deposit remaining locked in the United States’ complex and lengthy permitting slog.

The discovery of the Prudhoe Bay field temporarily reduced interest in the development of coal conversion processes, but interest is being re¬newed by the current energy crisis. According to M.A. Wright, Chairman of the Board of Humble Oil and Refining Company(l), the reserve in the Prudhoe Bay bield has been confirmed to be about 10 billion barrels. At first glance this appears to be an extremely large reserve which will eliminate supply problems for the United States for some time. This feeling of security is lost when one realizes that by 1980 the world will consume the reserves of a Prudhoe Bay or a Libya, or Venezuela in less than a year, based on the recent predictions of U.S. and world reserves made by Eastman-Dillon, Union Securities Company(2). Recent forecasts of U.S. demand and source of supply made by Kenneth E. Hill of Eastman-Dillon are shown in Figure 1. This forecast shows a decline in domestic supplies (excluding Alaska) after 1973, with the total domestic supply leveling off in 1975 at about 13 million barrels per day. Since the predicted demand increases from about 14 million barrels per day in 1970 to about 20 million barrels per day in 1980, about 35% of domestic consumption must come from imports or non-conventional sources by 1980. More imminent is the shortage of low sulfur fuel oil which has been created by the new, tough air pollution regulations that are basically legis¬lating eastern coals out of the market. As an alternate to importing large quantities of low sulfur fuel oil or importing and desulfurizing regular fuel oil, one of two domestic solutions is possible: stack gas clean-up or solids fuel pretreatment. Stack gas clean-up may be the cheapest approach for old installations, but fuel pretreatment has real advantages for new installations. Over the past two decades, declining ore body grades and increased operating and construction costs have provided an incentive for the development of progressively larger flotation machines. As a result, the 1.7-2.8 m3 (60-100 cu ft) flotation machine of the 1950's and 1960's is being rapidly replaced by large volume machines. The result has been improved flotation machine specific capacity (tph processed per sq ft of floor space); specific power (hp per tph processed); and process control simplicity. The recent development and satisfactory plant evaluation of the 28 m3 (1000 cu ft) flotation machine allows economic and operating advantages in high tonnage mill applications. Some principles of mechanically induced air flotation and the development of the large 28.3 m3 (1000 cu ft) flotation machine are reviewed here. Performance evaluation in beneficiating metalliferous ores-copper, zinc, and iron-is also given and recently completed plant results provided. Mining lower grade ore bodies results in the need to process increased tonnage in the concentrator. This greater tonnage requires more individual flotation machines, unless individual machine capacity, or cell volume, is increased. As the ore processing rate of the concentrator increases, the benefits of progressively larger individual cells in the flotation section become more significant. The accompanying figure illustrates the advantages of a larger flotation machine. In the figure, the number of machines in the rougher-scavenger section is related to the plant tonnage for three sizes of flotation machine: 8.5 m3 (300 cu ft), 14.2 m3 (500 cu ft), 28.3 m3 (1000 cu ft). The 28.3 m3 (1000 cu ft) flotation machine results in 95 fewer machines, compared to the 8.5 m3 (300 cu ft) machine at 45.4 kt/d (50,000 stpd) feed. The flotation cell reduction is, of course, doubled at a plant production rate of 90.7 kt/d (100,000 stpd). Using fewer flotation machines saves floor space. The 14.2 m3 (500 cu ft) and the 28.3 m3 (1000 cu ft) machines result in a floor area reduction, relative to the 8.5 (300 cu ft) machine requirements, of 134.7 and 418.1 m2 (1450 and 4500 sq ft), respectively, for the 45.4 kt/d (50,000 stpd) rate and 269.4 and 836.1 m2 (2900 and 9000 sq ft), respectively, for the 90.7 kt/d (100,000 stpd) rate. In addition, flotation practice has shown that the "specific power intensity"-power per unit cell volume-is less for increased cell size. This results in a power draw reduction, for the rougher-scavenger circuit, of between 552 and 686 kW (740 and 920 hp) for the 14.2 and 28.3 m3 (500 and 1000 cu ft) machines, respectively, when processing 90.7 kt/d (100,000 stpd). Fewer cells improve machine control and simplify maintenance needs while reducing floor space and power requirements. These are tangible incentives for the development of large flotation machines for high tonnage applications. Flotation Principles The accompanying figure shows how key hydrodynamic regions influence the performance of a mechanically induced air flotation machine. Air is induced into the fluid from the top of the cell, due to the mechanical action of a rotating impeller. The impeller circulates the liquid, or pulp, from the bottom of the cell. The result of these dual flow paths is the mixing of the two fluids and one solid phase in the highly agitated region where physical contact between the air bubbles, and the solid particles to be floated, is accomplished. The mineral industry and individual processing plants are large consumers of energy. While energy conservation has received some attention in the present Federal Administration National Energy Strategy proposal it is obvious that the mineral industry should also continue to emphasize energy consumption reduction for important economic savings alone. As indicated by other studies, comminution is the largest single consumer of energy in the mineral processing plant (1.3% of total electrical energy consumption in the U.S.A.).1 Fine grinding is the largest portion of this amazing statistic. While substantial energy savings have been demonstrated by new machine developments and improved control methods, undoubtedly there are additional areas in comminution where substantial progress can be made. Some time ago, the U.S. Department of Energy published a report on "Comminution and Energy Consumption" by a committee composed of experts in the field of comminution from industry and academia. They identified the following potential for energy savings by specific areas? Classification device design 9-13% Comminution device design 3-16% Control 9% Grinding additive 3-6% Materials 3% It is apparent that the classification device had the first or second highest savings potential. Obviously, serious research consideration must be given to this technology area. A series of three papers have previously been written on the subject of two stage classification research work for ball mill operation by the authors. Accordingly, a brief review will be made. Previous Research Results on Two Stage Classification The hydrocyclone was selected as the type of classification equipment for this study as it represents by far the majority of the devices used in ball milling. While four different hydrocyclone circuits have been proposed by others,3 only two were considered in this work as illustrated in Figure 1. Over the past decade, the number of contractors working in underground coal mines has nearly doubled; however, the effect this has had on the industry's injury rates has been the subject of much speculation. The confusion exists because the U.S. Mine Safety and Health Administration (MSHA) database does not assign contractor hours to the individual mining operations where they worked. To better understand the safety record of the contractor segment of the industry, the National Institute for Occupational Safety and Health (NIOSH) undertook a comprehensive analysis of the data contained in the MSHA database. The first part of the study compared overall contractor and operator trends from 1983 to 2009 related to employment, hours worked and injury rate. One unexpected finding was that the larger contractors tended to have higher injury rates than the smaller ones. The second part of the study directly addressed the role of contractors on the safety record of 10 large underground coal mines. A detailed analysis provided both injuries and estimated contractor hours worked at these mines for the period 1992-2007. Comparison between the estimated contractor injury rates and the reported operator injury rates at these mines indicated that the contractor injury rates were significantly higher at most of the operations studied. The froth flotation of coal, differing greatly from that of most minerals1-5, is not improved but rather impaired by temperatures higher than room temperature6-10 This phenomenon has long taunted us for an explanation. Gayle and Associates 8,9 reported the lack of relationship between their contact angle measurements and their flotation of American coals under various temperatures. Bailey and Whelan6 stated that the viscosity of flotation reagents, offering some clue for their flotation of British coals at low temperatures, could not be put forward as an explanation either in whole or in part for the effect of temperatures on coal-flotation. In this paper, a froth hypothesis is proposed to explain the flotation behavior of coals under various pulp temperatures. Test work involved the flotation of coals and the frothing of reagents.

In the past, underground coal mine planning has traditionally focused on the mine design n aspects concerning safety and efficiency in the quest to produce low cost coal. Very little attention has been given to coal quality control aspects of mine planning at most of the underground coal mines within the U.S. With the enactment of the clean air act of 1970, the generally high sulfur content of coal has become a major concern for the coal-fired power plants in the east. Similarly, the ash and the BTU contents of coal are of equal importance from boiler efficiency standpoint. Thus, the time has come when the coal mine planning must incorporate the coal quality control aspects as well as the traditional safety and efficiency aspects.

The demand for thermal coal both nationally and internationally is projected to increase rapidly. The marketability of high ETU thermal coal produced in the USA is, however, limited by its high sulfur content. Fortunately, over 70 percent of the sulfur exists in pyritic form. The research conducted at Southern Illinois University indicates that over 90 percent of the pyrite can be removed by simple devices such as concentrating tables, cyclones, or froth flotation cells and the desulfurized coal can be blended with low sulfur western coal to produce EPA compliance coal. Thus, both the low BTU western coal and the high sulfur midwestern coal can be rendered competitive in the utility markets, here and abroad due to improved utilization.

A ventilation study was conducted at a western U.S. coal mine to evaluate the movement of longwall face air and exchanges between the face and worked-out areas to document the presence or absence of face airflow pathways between these locations. This field study was part of a project investigating the effect of longwall face length and caving characteristics on longwall face air behavior and its potential movement on and off of the face. Tracer gas experiments using sulfur hexafluoride (SF6) were done to describe air movement on the face and in the mined-portion of the active panel. Maintaining adequate ventilation air on longwall faces is important for worker safety and for the dilution of methane emitted from the face and caved gob.

During dusk, nighttime and dawn operations, effective illumination is a crucial component of safety for getting on/off mobile surface mining equipment and for preshift inspections. U.S. National Institute for Occupational Safety and Health (NIOSH) researchers examined whether illuminance levels could be improved for ingress/egress systems and preshift walkaround inspections of equipment using light-emitting diode (LED) area luminaires. Illumination and glare were key metrics evaluated. Although headlamps provided adequate illumination, LED area luminaires illuminated a much broader area compared to the narrow spot lighting of the headlamp. Hence, the use of additional area luminaires can increase slip-trip-fall (STF) hazard awareness and detection. Furthermore, a commercially available luminaire demonstrated better results than a custom LED luminaire relative to discomfort and disability glare.
