The National Institute for Occupational Safety and Health (NIOSH) has recently developed a series of validated models utilizing computational fluid dynamics (CFD) to study the effects of air-blocking shelves on airflows and respirable dust distribution associated with medium-sized surface blasthole drill shrouds as part of a dry dust collector system. Using validated CFD models, three different air-blocking shelves were included in this study: a 15.2-cm (6-in.) wide shelf; a 7.6-cm (3-in.) wide shelf; and a 7.6-cm (3-in.) wide shelf at four different shelf heights. In addition, the dust-collector-to-bailing airflow ratios of 1.75:1, 1.5:1, 1.25:1, and 1:1 were evaluated for the 15.2-cm (6-in.) wide air-blocking shelf. This paper describes the methodology used to develop the CFD models. The effects of air-blocking shelves and dust-collector-to-bailing airflow ratios were identified by the study, and problem regions were revealed under certain conditions. The simulation results could be used for future development of dust control methods, particularly to address respirable silica dust, for a surface mine blasthole drill shroud. INTRODUCTION Surface blasthole drilling can generate considerable amounts of respirable silica dust. These high dust concentrations can be exacerbated by the high silica content as drilling cuts through silica-bearing materials such as sandstone and shale, causing overexposures for miners to respirable silica dust. These overexposures can lead to silicosis, an occupational lung disease that has no cure and is often fatal. A review of the Mine Safety and Health Administration (MSHA) respirable silica dust sample database from 2010 to 2016 for metal/nonmetal mining shows the following overexposure rates for occupations related to blasthole drilling: • 14.1% of rotary air drillers were overexposed to respirable silica dust (22 out of 156 samples) • 5.8% of rotary drillers were overexposed to respirable silica dust (9 out of 155 samples) • 7.3% of drill helpers were overexposed to respirable silica dust (3 out of 41 samples) • 7.5% of blaster/shotfirer were overexposed to respirable silica dust (3 out of 40 samples) Of significant interest is an x-ray surveillance study recently completed under the NIOSH Enhanced Coal Workers’ Health Surveillance Program (ECWHSP). This program offered free chest radiographs to surface coal miners in 16 states. Pneumoconiosis was found among 2.0% of the 2,328 screened miners with at least 1 year of mining tenure. Twelve miners had radiographic changes consistent with progressive massive fibrosis, and 9 of these 12 miners reported no underground mining tenure. All but 1 of the 9 miners worked at occupations that were in the vicinity of blasthole drilling, either as a driller, blaster, or blast crew member [1].

The floor-heave and no-floor-heave phenomena at a western U.S. coal mine could not be properly simulated in numerical models using conventional shear-dominant failure criteria. Although the previous numerical study using FLAC3D very reasonably demonstrated these phenomena, 3DEC modeling in conjunction with the discrete fracture network (DFN) technique was performed to better understand the true behavior of floor heave associated with underground mining in an anisotropic stress field. As a result, the latter models predicted floor heave that agreed with relative amounts of observed heave from each gateroad system, but the cause of heave was mainly related to the degree of anisotropy instead of the size of the pillar.

A test of retrievable geologic storage of spent fuel assemblies from an operating commercial nuclear reactor is underway at the Nevada Test Site (NTS) of the U.S. Department of Energy his generic test is located 420 m below the surface in the Climax granitic stock. Eleven canisters of spent fuel approximately 2.5 years out of reactor core (about 1.6 kW/canister thermal output) were emplaced in a storage drift along with 6 electrical simulator canisters. Two adjacent drifts contain electrical heaters, which are operated to simulate within the test array the thermal field of a large repository. Fuel was loaded during April-May 1980 and initial results of the test will be presented.

Physical and chemical characterization and solid/liquid separation of turbid waters from a river affected by an iron tailing rupture disaster (Gualaxo do Norte River, Brazil) were studied at bench scale. Parameters such as turbidity, pH, surface tension, electrical conductivity, total suspended solids (TSS), particle size distribution (micro- and nanoparticles), and zeta potential were analyzed from samples collected at three different river depths. The results in all samples showed the presence of micro- and nanoparticles, ranging in diameters from 100 nm to 200 μm. Best results for flocculation and settling were obtained at pH 7.5, through an innovative combination of eco-friendly reagents: (i) ferric hydroxide precipitates (10 mg L−1 Fe3+) to sweep (enmesh) the dispersed solids and (ii) gelatinized starch (5 mg L−1 ) to form large flocs. The results showed removals between 90 and 100% of total suspended solids (micro- and nanoparticles), resulting in clear water with residual turbidity < 7 NTU. It is believed that this innovative alternative has a high potential for flocculating and treating the turbid water at Gualaxo do Norte River, assisting the water treatment stations.

In situ stope leaching is an innovative mining system that reduces the surface impacts of conventional underground mining. As in any leaching operation, stope leaching requires hydrologic site characterization and control of leaching solutions. Several tracer tests, using sodium chloride (NaCl) in various concentrations, were conducted by the U. S. Bureau of Mines (USBM) in an underground experimental stope to simulate a leaching environment. The tests were conducted in fractured crystalline rock that was partially saturated. As tests progressed, the surrounding fractures became more saturated. A predominant flow direction away from the stope was found during testing. Testing procedures, preliminary results, and remediation ideas based on field observations are presented in this paper.

As market conditions become more competitive, U.S. coal producers are faced with the increasing need to find methods of lowering production costs in their operations. One area worthy of investigation is the additional recovery of fine coal that is normally discarded in the preparation plant waste stream. United Coal Company is currently assessing the capability of the Deister Flotaire, a new application of a column flotation cell, to recover additional, saleable coal from preparation plant waste. This paper presents the technical data obtained to date. Work with a 0.76 m (30 inch) diameter cell installed in a plant shows considerable coal recovery is possible from a nominal 0.595 run (28 mesh) X 0 refuse stream.

Longwalls using shearers in seam heights of less than 1.2 m (48 inches) are relatively rare in the U.S. Westmoreland Coal Company is currently operating a shearer-equipped longwall at a cutting height of 1.17 m (46 inches) in its Bullitt Mine. This face has averaged 2795 metric tons/day of operation since its startup on April 3, 1984. Longwall productivity in thin seams is substantially impacted by equipment reliability and availability of useable working room for travel and access. This paper addresses the design criteria used in selecting this face equipment, with the goal of maximizing these two parameters. Equipment discussed includes shearers. face conveyor, shields, stageloader, and emulsion system.

Unit operations currently ignored because of their costs, will become mandatory to coal plant designers and operators to ensure maximum energy recovery and sulfur reduction in the entire coal stream. Data on sulfonate adsorption by silicate minerals are very scarce in the literatures. Perhaps the only comprehensive paper written on the topic was done by Fuerstenau and Bhappu (1); this work dealt exclusively with quartz but included many important suggestions as to the form and nature of the hydroxy-sulfonate species of some cations formed during the conditioning step and their effect on the flotation response of quartz. Another paper by the same authors (2) contains additional data on the role of hydrolysis in sulfonate flotation of beryl. As postulated by Fuerstenau and Bhappu, a solid form of cationic sulfonate functions as the collecting species to produce flotation of quartz and beryl. According to the authors, the solid compound is a hydroxy-sulfonate of a given cation, where the hydrogen of the hydroxyl part provides a means for bonding of the species to the mineral surface; thus, the presence of hydroxyl in the neutral precipitated compound is of primary importance to produce flotation. Although the preceding examples illustrate the effect of a sulfonate collector in silicate systems other than plagioclases, they are important as examples of processes of hydroxy-sulfonate complex formation. Since the plagioclase minerals con¬tain Ca(II) and Al(III) cations, which are very reactive in sulfonate media (1), the formation of hydroxy-sulfonate compounds with these cations released from the solid phase may well prove to be the cause for their flotation.

When discussing what Coal Mine Safety in the future will be, it is important to examine three areas which at present provide significant parameters to the industry. These three areas are: 1) Safety improvements in mining equipment; 2) Labor-management relations; and, 3) The politics of coal mine safety. EQUIPMENT Over the past several decades significant safety improvements have been made in the types of equipment now in use in most operations. Many of these improvements have evolved through mandates from either the U. S. Bureau of Nines, MESA, MSHA; and in some instances, the states. Cabs and canopies are examples of federal mandates while the use of ATRS initially was a state mandate.

Due to its low mine production costs, competitive rail rates and low sulfur content, the Southern Powder River Basin (SPRB) now commands 30 percent of the U.S. utility coal market. In 1996, production exceeded 260 million tons, a growth of 110 million tons since 1989 and 15 million tons over 1995. Continued growth is expected as the second phase of the Clean Air Act Amendments (CAAA) looms. This growth will be the greatest in the southern part of the basin, where coal quality is higher. This article is an overview of supply and demand issues affecting markets for SPRB coal. It reviews the current markets for SPRB coal and addresses future prospects for market expansion.

This paper presents preliminary results of a Bureau of Mines study of potential costs of compliance with the federal Resource Conservation and Recovery Act for copper heap and dump leaching. Specifically, estimates are given for the cost of compliance with possible technology standards that would require the use of liners and closure caps regardless of terrain and underlying geology and hydrology. This cost is compared to the co lit of compliance with present state requirements for terrain a typical of those found at existing copper leach sites in the Southwestern U.S.A. Incremental compliance costs are found to widely exceed screening criteria used by the Environmental Protection Agency to denote significant economic impact.

NIOSH continues to conduct respirable dust control research for surface mine blasthole drilling operations. Research areas have included testing variables (shroud leakage area, drill deck cross-sectional area, shroud height, collector-to-bailing airflow ratio, etc.) that have the most impact on respirable dust control, development of a dust collector inlet hood, development of a dust collector dump point shroud, and testing of a small diameter water separating sub. This paper summarizes the results of the aforementioned research that has been completed. Additionally, past dust control research for drilling operations of both underground and surface mines completed by the U.S. Bureau of Mines, created in 1910 and incorporated into NIOSH in 1997, is reviewed.

Florida Power and Light is the fifth largest investor-owned electric utility in the country. It has a service territory that covers 35 counties, or 28,000 square miles, 2.5 million customers, and serves 5.6 million people. The total installed capacity is 13,470 MW, generated by four nuclear units, 36 oil and/or gas fired units, and 48 gas turbine units. Traditionally, FPL has been an oil-based utility. In 1979, this dependency on oil became obvious when 42 million barrels of oil were burned during the year. At that time, it was also projected that, based on the current estimates of customer growth and available generation capacity through 1990, FPL&apos;s residual fuel oil consumption would increase from the 1979 level of 42 million barrels (6.7 million m3) per year to approximately 55 million barrels (8.7 million m3) per year by the mid-1990&apos;s. Concern over this was further aggravated by the fact that it was difficult to estimate both the price and quantity of fuel oil that would be available over the next decade since changes in the world market, decisions by oil producers and refiners, and international political developments would all affect the availability of oil. Also, at that time, the price of residual fuel oil had increased drastically, and there was no reason to think that these prices would soon stabilize. Thus, oil back-out became a primary objective of FPL and since then, FPL has been actively investigating ways to decrease fuel oil consumption.

The first is proper selection of mining equipment compatible with the minesite job specifications and the second is an efficient utilization of this equipment. The modeling and simulation of semiautogenous (SAG) mills have been widely used in the design and optimization of mill performance in terms of its power draw, processing capacity and product size distribution. However, these models are solved under steady approximation and do not provide any information on mill charge distribution in real time. 7KLVSDSHUDWWHPSWVWRFKDUDFWHUL]HPLOOFRQWHQWVE\VROYLQJ:KLWHQ¶V¿UVW RUGHUFRQWHQW EDVHGPRGHOLQWKH0$7/$% Simulink environment. The parameters in the model, such as breakage rate constant, discharge rate and appearance function, were estimated using process and design data collected from a gold mine operating in Alaska coupled with a nonlinear parameter estimation scheme. This model was then used to predict the dynamic responses of other key operational variables, such as mill power, bearing pressure, charge level and product size distribution. The transient response of mill behavior with respect to changes in feed size distribution, tonnage and mill feed water is also presented. This dynamic simulation approach can be used for practicing different control strategy and training purposes. The observed response of mentioned variables was validated using dynamic response data from the plant to encompass operational characteristics of SAG mill behavior.

A new system for leaching many types of ores has recently been developed on a commercial basis by J and J Research and Development, Inc. of Hanover, New Mexico. This revolutionary new leaching system consists principally of three new leaching reactors; viz, (1) a large, air-agitates, column-like reactor for leaching crushed ores that is constructed in an underground environment and has the inherent ability to do a very efficient job of leaching, (2) a vat-like, air-agitated vessel for leaching an rinsing finely ground ores and , (3) an air-agitated copper precipitation column that is built underground and utilizes an inexpensive dense or heavy scrap iron as a copper precipitant. Each of these new reactors have been used in a large leaching plant near Hanover, New Mexico.

Mount Isa Mine should be regarded as a large mining complex rather than one mine. This arises from the geography, variety and extent of the orebodies, the mining methods, and the use of 14 shafts for ventilation distribution. A brief resume is presented here since comprehensive descriptions of lead-zinc mining methods {11}, copper mining methods {2 }{3}, geology 241, stope fill {5} and ventilation techniques {6}{7}, have all been published in the last five years. Mining extends over a north-south strike length of 2.5 miles (4 Ian) with a maximum width across dip approaching 3 200 ft (1 Ian). Current mining is to a depth of 3 150 ft (960 m) with the ore hoisting shafts extending 660 ft (200 m) deeper. The composite longitudinal section, Figure 1, shows a representational disposition of the copper and lead-zinc-silver orebodies in the central shaft complex where the main service and hoisting shafts are located. To the south the X41 man and materials shaft provides access to the copper area. The mine layout is typical of high tonnage track- less mines, utilising a large diesel fleet, raise- borers and some large diameter hole stope drilling. Mining methods include sublevel open stoping, slot and massfire, and a trial vertical crater retreat in the copper ore, and sublevel caving, sublevel open stopes with and without rib pillar recovery, and mechanised cut and fill in the numerous lead orebodies. All ore reports to one of the three crushing systems located below 19 level in the central shaft complex. Copper ore is hauled exclusively along the 19 level computer assisted Rockflo haulage system, and lead-zinc-silver ores report via central orepasses from Granby haulages on 13 level and 15 level. Tonnages hoisted during the 1977178 financial year were 5.0 million for copper at 3.2%. and 2.3 million for lead-zinc-silver at 7.8%. 6.3% and 7.06 oz/ton (216 g/tonne) respectively.

Recent expansion programs have made the Yunkang underground coal mine the number one producer in Shenxi Province. The mine is the newest in the Datong Coal Administration, currently rated at around 3 Mt/a of coal. Located in the Wa Chushi mountain range about 23 km north of the city of Datong, the mine has undergone a series of expansion phases since startup in 1973. Initial design capacity was 1.5 Mt/a and ultimately, production will be brought to an estimated 7.0 Mt/a by 1985, according to mine superintendent Li Jia-zhi. How Coal Occurs The coal, Jurassic in age, occurs in three economically identifiable seams designated No. 2, 3, and 7. Seams are 100-250 m below the surface. Reserves from this economic zone were not quantified, but Superintendent Li indicated that there was enough mapped out to sustain the expanded production rate for over 20 years. Below the Jurassic coal is another possible economic zone, a Permocarboniferous coal lying 400-600 m below the surface. Little development drilling has been conducted to ascertain its potential. The Jurassic beds are relatively flat and coal quality is reportedly one of the best in China. Heat content of the coal runs around 33.5 MJ/kg and the ash content is less than 10%. In some areas, it is less than 7%. Coal preparation is simple and involves a washing and screening separation into four principal size fractions. Washed coal is stored in one of six storage silos, each with 4000-t capacity. Mining the No. 2 Seam Since startup, primary production has been derived from the No. 2 seam. The coal is relatively hard and is topped by a hard cement-like conglomerate. These factors, coupled with an average thickness between 4 to 6 m, precluded the use of conventional longwall techniques, according to mine engineers. INTRODUCTION In the spring of 1988 the Joint Venture of Freeport-McMoran Resource Partners, Limited Partnership, IMC Fertilizer Inc, and Homestake Mining Co. was awarded the sulphur lease for Main Pass Block 299, lease number OCS-G 9372. This was one of eleven leases awarded to the Joint Venturers. Following the initial discovery wells in December 1988, a program of delineation drilling confirmed proven sulphur reserves of 67 million long tons. Proven, recoverable oil and gas reserves are 39.4 million barrels and 7.2 billion cubic feet, respectively. Development of the sulphur mine was given approval as a fast-track project by the Joint Venturers in 1989. The oil and gas reserves were acquired from the original hydrocarbon lessee in 1990 and given fast- track status immediately. Fast-track for these projects meant design and engineering would not be complete before construction began JOINT VENTURE The Main Pass Joint Venture is one of thirteen joint ventures formed between Freeport and three other companies - IMC Fertilizer, Inc., Felmont Oil Corporation, a wholly owned subsidiary of Homestake Mining Co., and Texasgulf Minerals and Metals Co. Felmont has subsequently changed its name to Homestake Sulphur Co. and Texasgulf assigned their interests in the three leases they participated in to their parent company. Texasgulf did not participate in the Main Pass 299 joint venture. Joint venture negotiations, anticipating a lease sale in mid-1988, began in December of 1987. This Joint Venture was the first of its kind; created to acquire offshore leases, explore, develop and mine sulphur. The Minerals Management Service announced a lease sale date of February 24, 1988 on the first business day of 1988. This greatly accelerated the joint venture negotiations. Of the thirteen leases the Joint Ventures bid on, eleven were awarded. Freeport holds its interest in all the leases through its ownership interest in Freeport-McMoRan Resource Partners, Limited Partnership, and Resource Partners is the operator on all of the leases. The Main Pass joint venture percentage ownership is: 58.33 Freeport-McMoRan Resource Partners 25.00 IMC Fertilizer, Inc. 16.67 Homestake Sulphur Co. 100.00 The Main Pass Joint Venture paid $3,401,757 for the Main Pass lease and will pay a royalty of 12.5 percent of production value to the MMS . LOCATION The Main Pass mine complex is located in the Gulf of Mexico, in U. S. federal waters, about 27 kilometers (17 miles) east of Venice, Louisiana or 140 kilometers south east of New Orleans, Louisiana. It is situated in about 63 meters (210 feet) of water. HISTORY The Minerals Management Service (MMS) of the United States Department of the Interior administers the mineral properties of the United States located in federal waters. Periodically the MMS holds lease sales of blocks under its jurisdiction. Prior to the offshore discoveries of sulphur associated with salt domes leased for hydrocarbons, the MMS leased blocks with all minerals including hydrocarbons awarded to the successful bidder for the block.
