Flotation processes contain disturbances which make material balance closures difficult to achieve. Lack of closure also arises from instrument errors. A portion of these problems can be overcome by proper equipment selection; the primary measurement installation and methods of initial data filtering are discussed below. The problem of data adjustment has been considered before (2). The technique described here is essentially that of Ripps (2). The technique was expanded to include linearization of non-linear material balance equations. An additional large error detection portion was also added to Ripp's formulation. Ripp's technique is based on a Lagrange-Multiplier optimization method. The Lagrange-Multiplier technique is generally applied when there are equality constraints on the variables. Steady-state material balance equations fit in this category. The basic Lagrange-Multiplier method is described. It is followed by a description of the modified material balance data adjustment technique. An example is presented to illustrate the use of this method.

Several shale-hosted Pb-Zn-Ag deposits have been discovered in the northwestern Brooks Range, Alaska. Best known among these are the Red Dog, Drenchwater Creek, Lik, Ferric Creek, Hot Dog Creek, and Competition Creek deposits. They occur in a tectonically disturbed sequence of of Mississippian to Triassic shales, argillites, and cherts, and most are spatially associated with volcanic rocks. The sulfides are hosted in shales as disseminations, banded layers, massive lenses, and crosscutting veins. Detailed geologic descriptions of sulfide prospects in the Brooks Range were given by Tailleur (1970), Nokleberg and Winkler (1978), and Plahuta and Robinson (1979). Lange et al. (1980) discussed the formation of the deposits, the nature of the mineralizing solutions, and the temperature of formation on the basis of sulfur isotope studies. More recently, Harrover et al. (1982) detected a correlation between sulfide mineralization and high-temperature formation of charts associated with the sulfides by oxygen Isotope and chert crystallite size determinations.

"According to the Office of Surface Mining Reclamation and Enforcement, Abandoned Mine Land Inventory System, in 2013 there were 98 underground mine fires in nine states. This is considered to be an underestimate for the actual number of fires nationwide. Many mine fires are started by people burning trash where the coal seam or an abandoned coal mine is close to the surface. Other fire ignition sources include lightning and forest fires. Once ignited, a coal mine fire can easily spread into the remaining coal pillars and mine entries. Once established, the fire creates its own ventilation system supporting further combustion by drawing air down into the workings through unsealed mine shafts, fractures and surface subsidence depressions. As the coal left in the workings from the past mining operations burns, the mine void can collapse, causing subsidence and creating dangerous voids, damaging overlying surface structures and roadways. The products of combustion include smoke and noxious fumes such as carbon monoxide gas. These products are released to the atmosphere through fractures that develop within the ground surface, killing vegetation and creating serious health hazards (Richmond, 2017).Abandoned mine fires, if left uncontrolled, can burn for years and, in fact, one of the most wellknown mine fires in the United States is the mine fire in the Borough of Centralia, PA, that began on May 27, 1962. Reportedly, officials decided to clean up the local landfill for the upcoming Memorial Day holiday by burning the garbage on the site. Unfortunately, the landfill was located on the site of an abandoned strip-pit mine on the edge of the Borough (Dekok, 2009). The strip pit had been left open after being excavated around 1935 and was approximately 23 m (75 ft) wide and 15 m (50 ft) deep. It is believed that the lack of a properly constructed noncombustible shale barrier in the strip pit enabled the fire to spread to adjacent carbonaceous refuse material and then to nearby coal mine workings (PA DEP, 2017). As time went on, the fire grew and spread under the Borough and directly affected the residents despite various efforts to extinguish the fire by the state and federal governments (Fig.1). In 1984, a voluntary program was begun to move residents from their homes. Many accepted buyout offers for their properties and moved elsewhere and after leaving, their homes were demolished. In 1992, the state used eminent domain to take control of all the property within the Borough. In 2013, after years of litigation, the eight remaining residents were allowed to stay for as long as they lived. Today, only a few buildings remain within the Borough (Centralia, PA, 2014). This fire has been burning for more than 55 years."

Thus, it is time to recall the value of geostatistical methods which were formerly developed as a money-saving and productivity-increasing tool. The situation has worsened, but the techniques of geostatistics have dramatically changed. Up to millions of dollars can be saved during exploration with simple use of variograms; then, during reserves estimation with kriging methods; and finally, with the parameterization of reserves, when evaluating a project and optimizing its global mining parameters.

Over the past two decades, declining ore body grades and increased operating and construction costs have provided an incentive for the development of progressively larger flotation machines. As a result, the 1.7-2.8 m3 (60-100 cu ft) flotation machine of the 1950's and 1960's is being rapidly replaced by large volume machines. The result has been improved flotation machine specific capacity (tph processed per sq ft of floor space); specific power (hp per tph processed); and process control simplicity. The recent development and satisfactory plant evaluation of the 28 m3 (1000 cu ft) flotation machine allows economic and operating advantages in high tonnage mill applications. Some principles of mechanically induced air flotation and the development of the large 28.3 m3 (1000 cu ft) flotation machine are reviewed here. Performance evaluation in beneficiating metalliferous ores-copper, zinc, and iron-is also given and recently completed plant results provided. Mining lower grade ore bodies results in the need to process increased tonnage in the concentrator. This greater tonnage requires more individual flotation machines, unless individual machine capacity, or cell volume, is increased. As the ore processing rate of the concentrator increases, the benefits of progressively larger individual cells in the flotation section become more significant. The accompanying figure illustrates the advantages of a larger flotation machine. In the figure, the number of machines in the rougher-scavenger section is related to the plant tonnage for three sizes of flotation machine: 8.5 m3 (300 cu ft), 14.2 m3 (500 cu ft), 28.3 m3 (1000 cu ft). The 28.3 m3 (1000 cu ft) flotation machine results in 95 fewer machines, compared to the 8.5 m3 (300 cu ft) machine at 45.4 kt/d (50,000 stpd) feed. The flotation cell reduction is, of course, doubled at a plant production rate of 90.7 kt/d (100,000 stpd). Using fewer flotation machines saves floor space. The 14.2 m3 (500 cu ft) and the 28.3 m3 (1000 cu ft) machines result in a floor area reduction, relative to the 8.5 (300 cu ft) machine requirements, of 134.7 and 418.1 m2 (1450 and 4500 sq ft), respectively, for the 45.4 kt/d (50,000 stpd) rate and 269.4 and 836.1 m2 (2900 and 9000 sq ft), respectively, for the 90.7 kt/d (100,000 stpd) rate. In addition, flotation practice has shown that the "specific power intensity"-power per unit cell volume-is less for increased cell size. This results in a power draw reduction, for the rougher-scavenger circuit, of between 552 and 686 kW (740 and 920 hp) for the 14.2 and 28.3 m3 (500 and 1000 cu ft) machines, respectively, when processing 90.7 kt/d (100,000 stpd). Fewer cells improve machine control and simplify maintenance needs while reducing floor space and power requirements. These are tangible incentives for the development of large flotation machines for high tonnage applications. Flotation Principles The accompanying figure shows how key hydrodynamic regions influence the performance of a mechanically induced air flotation machine. Air is induced into the fluid from the top of the cell, due to the mechanical action of a rotating impeller. The impeller circulates the liquid, or pulp, from the bottom of the cell. The result of these dual flow paths is the mixing of the two fluids and one solid phase in the highly agitated region where physical contact between the air bubbles, and the solid particles to be floated, is accomplished. A heavy mineral deposit about 1.6 km (1 mile) in length, 0.13 km (0.08 mile) in width and averaging about 3 m (10 ft) in thickness is exposed approximately 130 km (80 miles) east of Denver, along Interstate 70, in Elbert county, CO near the town of Limon. The deposit is exposed in a geomorphic feature known locally as Titanium ridge. The dominant heavy minerals, accounting for about 70% of the total heavy-mineral suite by weight, are ilmenite, garnet and zircon. The mineralized zone appears in a series of visually interpretable facies that are stacked vertically and represent subtidal, forebeach, backbeach, washover fan and aeolian depositional environments. These paleoenvironments are analogous to depositional environments represented by a modern heavy-mineral bearing facies tract on St. Catherines Island, Ga. Thus, Titanium ridge provides evidence that heavy-mineral accumulation models for late cenozoic deposits in the Georgia and Florida coastal plains are applicable to heavy-mineral deposits of the Western Interior subsurface and, by implication, the Western Interior Seaway, extending from Mexico to the Canadian Arctic.

Colony Development Operation is a joint venture currently consisting of four active members; The Oil Shale Corporation (TOSCO); Ashland Oil Inc.; Shell Oil Company and Atlantic Richfield Company, operator of the project. The initial efforts on the Colony project began in the spring of 1965. Pilot mining and semi-works engineering programs continued, in phases, to completion in the fall of 1972 when commercialization of oil shale was deemed realistic. Since that time, Colony efforts have been directed toward evaluation of the data collected during the semi-works operation and in designing a commercial operation. In October of 1974, Colony announced: "because of economic and national energy policy uncertainties it was suspending plans to start construction of a commercial oil shale plant on private lands in northwestern Colorado, scheduled for spring of 1975."

Significant strides have been made in optimizing the design of filtration and pressurization systems used on the enclosed cabs of mobile mining equipment to reduce respirable dust and provide the best air quality to the equipment operators. Considering all of the advances made in this area, one aspect that still needed to be evaluated was a comparison of the efficiencies of the different filters used in these systems. As high-efficiency particulate arrestance (HEPA) filters provide the highest filtering efficiency, the general assumption would be that they would also provide the greatest level of protection to workers. Researchers for the U.S. National Institute for Occupational Safety and Health (NIOSH) speculated, based upon a previous laboratory study, that filters with minimum efficiency reporting value, or MERV rating, of 16 may be a more appropriate choice than HEPA filters in most cases for the mining industry. A study was therefore performed comparing HEPA and MERV 16 filters on two kinds of underground limestone mining equipment, a roof bolter and a face drill, to evaluate this theory. Testing showed that, at the 95-percent confidence level, there was no statistical difference between the efficiencies of the two types of filters on the two kinds of mining equipment. As the MERV 16 filters were less restrictive, provided greater airflow and cab pressurization, cost less and required less-frequent replacement than the HEPA filters, the MERV 16 filters were concluded to be the optimal choice for both the roof bolter and the face drill in this comparative analysis case study. Another key finding of this study is the substantial improvement in the effectiveness of filtration and pressurization systems when using a final filter design.

The discovery of the Prudhoe Bay field temporarily reduced interest in the development of coal conversion processes, but interest is being re¬newed by the current energy crisis. According to M.A. Wright, Chairman of the Board of Humble Oil and Refining Company(l), the reserve in the Prudhoe Bay bield has been confirmed to be about 10 billion barrels. At first glance this appears to be an extremely large reserve which will eliminate supply problems for the United States for some time. This feeling of security is lost when one realizes that by 1980 the world will consume the reserves of a Prudhoe Bay or a Libya, or Venezuela in less than a year, based on the recent predictions of U.S. and world reserves made by Eastman-Dillon, Union Securities Company(2). Recent forecasts of U.S. demand and source of supply made by Kenneth E. Hill of Eastman-Dillon are shown in Figure 1. This forecast shows a decline in domestic supplies (excluding Alaska) after 1973, with the total domestic supply leveling off in 1975 at about 13 million barrels per day. Since the predicted demand increases from about 14 million barrels per day in 1970 to about 20 million barrels per day in 1980, about 35% of domestic consumption must come from imports or non-conventional sources by 1980. More imminent is the shortage of low sulfur fuel oil which has been created by the new, tough air pollution regulations that are basically legis¬lating eastern coals out of the market. As an alternate to importing large quantities of low sulfur fuel oil or importing and desulfurizing regular fuel oil, one of two domestic solutions is possible: stack gas clean-up or solids fuel pretreatment. Stack gas clean-up may be the cheapest approach for old installations, but fuel pretreatment has real advantages for new installations. Previous mine incidents show weaknesses in mine rescue preparedness from poor training in decision making, leadership and incident command center (ICC) protocols. Computer simulations offer a larger range of training opportunities for mine rescue teams focusing on exploration and communications. The mine rescue simulator developed by the Colorado School of Mines and Rite Solutions Inc. utilizes four computers for the instructor and team, with the instructor monitoring the team?s progress. As the team explores, it relays information back to the Fresh Air Base, which then reports to the ICC. This forces a three-step communication procedure, enhancing the team?s overall communication skills and developing ICC protocols. The simulator is decision-based, demanding team decisions be made quickly. Upon completion, teams commented positively. Generally, participants said that the simulator is useful for learning how to communicate and make decisions during mine rescue emergencies. This mine rescue simulator improves team training, providing effective communications practice with an easy setup and no production interruption.

The mineral industry and individual processing plants are large consumers of energy. While energy conservation has received some attention in the present Federal Administration National Energy Strategy proposal it is obvious that the mineral industry should also continue to emphasize energy consumption reduction for important economic savings alone. As indicated by other studies, comminution is the largest single consumer of energy in the mineral processing plant (1.3% of total electrical energy consumption in the U.S.A.).1 Fine grinding is the largest portion of this amazing statistic. While substantial energy savings have been demonstrated by new machine developments and improved control methods, undoubtedly there are additional areas in comminution where substantial progress can be made. Some time ago, the U.S. Department of Energy published a report on "Comminution and Energy Consumption" by a committee composed of experts in the field of comminution from industry and academia. They identified the following potential for energy savings by specific areas? Classification device design 9-13% Comminution device design 3-16% Control 9% Grinding additive 3-6% Materials 3% It is apparent that the classification device had the first or second highest savings potential. Obviously, serious research consideration must be given to this technology area. A series of three papers have previously been written on the subject of two stage classification research work for ball mill operation by the authors. Accordingly, a brief review will be made. Previous Research Results on Two Stage Classification The hydrocyclone was selected as the type of classification equipment for this study as it represents by far the majority of the devices used in ball milling. While four different hydrocyclone circuits have been proposed by others,3 only two were considered in this work as illustrated in Figure 1. Kennecott's Ray Mines Division (RMD) is located in central Arizona. The pit and silicate plants are located at Ray while the 27,500 tpd concentrating facilities are located at Hayden, approximately 20 miles away from the pit. Ore is delivered in 100 ton railroad cars, 60 cars per train via the Copper Basin Railroad. The side discharge cars are dumped into a 6,000 ton trackhopper. There are 6 Nico feeders, two per belt. Three 48" belts transport the -8" ore to three 7' standard (secondary) Nordberg crushers. Each crusher is preceded by a 6' x 12' Tyler double deck screen. The secondary crushers are open circuit. The -1/21t material from the screens is transported directly to the fine ore bin at the mill. The discharge from the crushers and the intermediate product -2 1/411 x +1/2" is conveyed to a surge bin. The tertiary crusher feeder belts discharge onto five 61 x 161 Tyler double deck screens, each followed by a 7' shorthead (tertiary) Nordberg crusher in closed circuit. The -1/2" product joins the -1/2" ore from the secondary crushers and both are conveyed along a 42", 4,230 foot long belt to the fine ore bin that feeds the grinding circuits. When hard ore is experienced at the concentrator the daily throughput decreases by up to 10%. This coupled with the fact that the ore is generally becoming harder with mine depth provided the incentive to improve the performance at the crushing plant.

The Kipushi deposit, where the Prince Leopold Mine has been installed, belongs to Union Miniere du Haut-Katanga and is located in the Belgian Congo, 20 miles SW of Elisabethville, at the vicinity of the Northern Rodhesian Border. The deposit is of the hydrothermal metasomatic vein-type; mineralisation took place, through the limestone of the, lower Kundelungu. This is a special fea¬ture of the deposit, compared to the other copper deposits of the neighbourhood, both in the. Belgian Congo and in Rhodesia. Actually, the primary mineralisation of these other deposits; is directly related to the stratigraphic systems: schistous dolomitic in the Belgian Congo and Roan in Rhodesia. Both facies are older than the Kundelungu and separated from this formation by a tectonic cataclysm. The valuable elements occuring at Kipushi are principally copper; and zinc. The deposit also contains smaller quantities of lead, precious metals and other elements including germanium.

The concentrator of Bonneville Ltd.* at Wendover, Utah, processes a feed obtained by, solar evaporation of a brine containing sodium and potassium chlorides with minor amounts of impurities. Salable potassium chloride concentrateis produced from this feed in two steps: flotation with amine reagents to concentrate the potassium chloride, and washing of the concentrate with fresh water to reach final grade. In the flotation step emphasis is placed on recovery, whereas the washing step has as its objective the production of salable grade (in excess of 60 percent K20 equivalent), with recovery being important but secondary Ideally, flotation should give maximum recovery at a concentrate grade which will permit washing to salable grade with a minimum recovery loss, thereby maximizing over-all recovery. Except for this relationship, flotation and washing are two separate and distinct operations.

Silicon carbide (SiC) can be produced by heating rice hulls to elevated temperature, The product is a mixture of beta crystalline silicon carbide whiskers, particles and unreacted carbon. The silicon carbide whiskers are 0.5 micron in diameter and 50 to 100 micron in length and have been found useful for reinforcing metal and other composite materials. The carbon can be removed by combustion, but this makes separation of the silicon carbide whiskers from particles difficult and a high grade whisker product cannot be made. However, a clean high grade Sic whiskers product can be obtained from the pre-burned converted rice hulls using physical separation processes that are based on differential wetting. Recovery of Sic whiskers from the pre-burned material was found to exceed 90 percent. A modification of the froth flotation process developed during this study is now being used commercially to separate silicon carbide whiskers and particles and to recover a high grade whisker product.

In the past, underground coal mine planning has traditionally focused on the mine design n aspects concerning safety and efficiency in the quest to produce low cost coal. Very little attention has been given to coal quality control aspects of mine planning at most of the underground coal mines within the U.S. With the enactment of the clean air act of 1970, the generally high sulfur content of coal has become a major concern for the coal-fired power plants in the east. Similarly, the ash and the BTU contents of coal are of equal importance from boiler efficiency standpoint. Thus, the time has come when the coal mine planning must incorporate the coal quality control aspects as well as the traditional safety and efficiency aspects.

A ventilation study was conducted at a western U.S. coal mine to evaluate the movement of longwall face air and exchanges between the face and worked-out areas to document the presence or absence of face airflow pathways between these locations. This field study was part of a project investigating the effect of longwall face length and caving characteristics on longwall face air behavior and its potential movement on and off of the face. Tracer gas experiments using sulfur hexafluoride (SF6) were done to describe air movement on the face and in the mined-portion of the active panel. Maintaining adequate ventilation air on longwall faces is important for worker safety and for the dilution of methane emitted from the face and caved gob.

During dusk, nighttime and dawn operations, effective illumination is a crucial component of safety for getting on/off mobile surface mining equipment and for preshift inspections. U.S. National Institute for Occupational Safety and Health (NIOSH) researchers examined whether illuminance levels could be improved for ingress/egress systems and preshift walkaround inspections of equipment using light-emitting diode (LED) area luminaires. Illumination and glare were key metrics evaluated. Although headlamps provided adequate illumination, LED area luminaires illuminated a much broader area compared to the narrow spot lighting of the headlamp. Hence, the use of additional area luminaires can increase slip-trip-fall (STF) hazard awareness and detection. Furthermore, a commercially available luminaire demonstrated better results than a custom LED luminaire relative to discomfort and disability glare.

"The National Institute for Occupational Safety and Health (NIOSH) has previously established pillar design guidelines for the underground stone mining industry. These guidelines were created from an empirical database of pillar observations and were largely drawn from shallow, flat-lying mining operations. Current trends forecast a great amount of underground stone mines developing under deeper cover, higher seam dips, and more frequent multiple-seam mining configurations than in the past. The complex loading conditions and limited experience in these environments presents a substantial increased risk of ground failure. To investigate these loading conditions, NIOSH has installed a pillar and roof monitoring system at an underground limestone mine in central Pennsylvania. The mine is operating in a seam with dips ranging from 13 to 18 degrees and overburdens ranging from 275 m (900 ft) to 425 m (1,400 ft). Instrumentation installed in an undeveloped pillar and in surrounding strata is currently measuring pillar and roof behavior in response to stress redistribution during excavation. Laser scans are being used to measure ground displacement and changes in conditions associated with local mining conditions and significant geological features. Initial stress measurements show a gradual increase in stress in response to mining, and stress changes that correspond with blasts. The seismic system is operational, with calibration events signaling on each of the 18 sensors. INTRODUCTION Improving mine-wide ground control stability can help reduce the potential for catastrophic failure of underground structures. The National Institute for Occupational Safety and Health (NIOSH) has conducted prior research in stone pillar design and has established fundamental pillar design guidelines for the underground stone mining industry, which resulted in the development of the S-Pillar program (Esterhuizen et al., 2011; Esterhuizen and Murphy, 2015). The data that constitute the S-Pillar program were derived from past mining experience that was almost exclusively drawn from shallow, flat-lying, single-level mining operations1. Stakeholder interactions with NIOSH researchers have indicated that increased numbers of underground stone operations are expected to mine under significantly deeper cover, with greater seam dips, and under multi-level operating conditions (Slaker and Murphy, 2016). The complex loading conditions and limited experience in these challenging environments present a substantial increased risk of ground failure. Inadequate pillar design in these new and challenging environments could result in catastrophic wide-area pillar collapses and an increased safety burden to miners working in the U.S. limestone mining industry. To develop design guidelines and prevent inadequate pillar designs for these challenging environments, NIOSH is currently conducting detailed pillar response investigations at case-study mine sites operating in challenging environments."
