Exxon is reclaiming an 80 hectare (200 acre) Wyoming uranium tailings basin (10 Mt) in accordance with U.S. Nuclear Regulatory Commission requirements. The reclamation plan is designed to control the tailings and their radioactive emissions for at least 1000 years. Rigorous modeling and analyses of potential erosion by wind and water were used in planning. The use of riprap was minimized and the need for long term reclamation maintenance was eliminated. The resulting design is similar to erosionally stable regions created by nature. The concepts used in the design and implantation have wider reclamation application.

Echo Bay Mines Ltd. operates a gold heap leach in Round Mountain, Nevada, U.S.A. In the past two years, the mine has expanded operations from 13.5 kt/d (15 kst/d) to 41.0 kt/d (45 kst/d), making it the world's largest gold heap leach operation. The expansion is a separate system from the previous 12 year old plant, yet very similar. The flowsheet contains open circuit primary, secondary, and tertiary crushing with interstage screening. A leach pad stacker loads reusable asphalt leach pads. The process plant features carbon adsorption, pressure strip, electrowinning, and electrorefining.

"Stabilization" of copper differs from sin in at least one respect - no one seems to be against it. Every time a tycoon in the producing industry pontificates on the economic history of copper, or prophesies its future, he is likely to praise the virtues of "stabilization". Consumers of copper constantly bemoan fluctuations in the supply and price of the metal. Governments in some producing countries, to a greater or lesser degree dependent upon exports of copper for foreign exchange and upon taxation of copper profits for substantial parts of their budgets, are perhaps more eager than any other group for "stabilization".

"Mining is an inherently risky business. Over the years, major mine disasters have resulted in the deaths and injuries of thousands of miners in the United States. These disasters also resulted in innovations in approaches to mine design, operations and the training of miners and mine rescue teams. The U.S. Congress responded to these disasters with new laws designed to create mandatory safety and health standards as a means to eliminate fatal accidents; to reduce the frequency and severity of nonfatal accidents; to minimize health hazards and to promote improved safety and health conditions in the nation’s mines.Following a mine emergency preparedness and response holistic gap analysis in 2012, the U.S. Mine Safety and Health Administration (MSHA) identified the need for the development of risk and readiness assessment models for MSHA and the mining industry. MSHA’s objective was to evolve existing theoretical concepts for risk and readiness assessment into simplified tools that can be applied by the mining industry for use at operational levels. In 2012, MSHA hired ABS Group, a recognized industry leader in safety risk management and a wholly owned subsidiary of the American Bureau of Shipping, to develop self-assessment models to help meet this objective.In September 2012, MSHA chartered a project to supply the coal mining industry with a pro-active toolset for mine operators to:1. Self-assess the risks associated with underground coal mining operations in order to prevent major mine emergencies.2. Assess the preparedness of mine operators to respond to an emergency.3. Measure the readiness of mine rescue teams and responsible persons to execute emergency plans.MSHA’s objective was to evolve existing theoretical concepts for risk and readiness assessment into simplified tools that can be applied by the coal mining industry for use at operational levels."

INTRODUCTION The demand for tunnelling can be related to urban population size and density; often, tunnelling occurs when a certain city size and density threshold is reached, and increases thereafter as a function of those population characteristics. Subways for rail mass transit are the most notable example, of course, but tunnels for water supply and perhaps for sewerage can also be related to size and density. As cities grow large they sometimes outgrow their local water supply and have to import water from distant places via tunnels; witness New York City, Los Angeles and San Francisco. And it has been suggested that Chicago use deep tunnels for storm water storage because tertiary treatment to meet water quality standards will require treating storm water runoff.(1) Other uses of underground space also increase with urban density, e.g., underground parking, concourses and shopping centers such as Rockefeller Center in New York City and the Place Ville-Marie in Montreal. These examples can be viewed as illustrative of the central point of urban land economics. As the number of people locating in a place increase, they bid up land values and make the more intensive use of land economic, with land defined to embrace the space both above and below the surface. Hence, we are led to think about the city, and of urban land use, in three dimensions. In a 2007 report to the U.S. Congress, the Office of Mine Safety and Health Research of the U.S. National Institute for Occupational Safety and Health (NIOSH OMSHR) stated that built-in-place refuge alternatives (BIP RAs) provide significant advantages over mobile refuge alternatives. At present, the requirement to locate refuge alternatives within 305 m (1,000 ft) of working faces makes BIP RAs impractical in most coal mines. BIP RAs would be practical if three issues are addressed: (1) allowing BIP RAs to be located at greater distances from the working face, (2) developing a reliable process for the design and approval of BIP RA stoppings that meet the 0.1-MPa (15-psi) design criteria, and (3) developing systems that reliably deliver breathable air to the refuge alternative. In 2015, NIOSH OMSHR conducted a study of these three issues and issued a report. In the report, justification was provided for allowing the placement of BIP RAs at greater distances from the working face than the currently mandated 305 m (1,000 ft), guidelines were developed that could be used by industry when submitting BIP RA stopping design applications for approval which are patterned after the Mine Safety and Health Administration guidelines for coal mine seal design applications, and insights were provided into options for providing a reliable supply of clean, breathable air to BIP RAs. This paper presents a summary of the study’s findings and also addresses issues discovered during the building and designing of a BIP RA that OMSHR researchers constructed in NIOSH’s Experimental Coal Mine in Pittsburgh to research the testing and improving of BIP RAs. These issues include several issues related to the delivery, distribution and exhaust of ventilation air to the BIP RA and some general construction issues that require further investigation.

The Institute of Gas Technology (IGT), under sponsorship of the U. S. Department of the Interior, Office of Coal Research (OCR), and the American Gas Association (A. G. A. ), has been undertaking the development of one of several processes to convert coal to high-Btu gas as a means of supplementing natural gas supplies. It is anticipated that there will be a significant need for such gas in the foreseeable future in order to meet the ever increasing demands for this preferred fuel form. HISTORY The development of the HYGAS® Process is based on various studies conducted at IGT starting back as far as 1945. Initial work was directed toward production of synthesis gas with subsequent catalytic methanation. By 1964 the concept of the direct hydrogenation of coal to produce methane noncatalytically was well-founded and the chemistry was reasonably well established. Work up until this point in time was financed by the American Gas Association. In 1964 the U. S. Department of the Interior, Office of Coal Research joined with A. G. A. to support the program. The objective at that time was to develop the necessary know-how to enable the design of a pilot plant, a necessary step in the ultimate commercialization of the process. Work for the next three years (1964-1967) emphasized investigation of fluidized-bed technology in the hydrogasification step, where moving-bed technology had been previously employed, as well as identification of commercially available catalysts acceptable for catalytic methanation of the CO and hydrogen in the hydrogasifier effluent under operating conditions in the system. By 1967, the preliminary design of a 3 ton/hr pilot plant had been finalized, and IGT received authorization from OCR to proceed with the detailed design and construction of that facility. Increased emphasis has been placed on recycling consumer and industrial waste products. This trend has created a new industry that is focused on recovery/ separation of byproducts from waste material. As a result, interest has increased in the development of separation systems designed for the recycling industry. Much work has been done in this area. However, existing techniques developed for minerals beneficiation are often ignored. An example of is the foundry industry. There are currently more than 3,000 foundries in operation throughout the United States. Each consumes between 9 and 900 t/d (10 and 1,000 stpd) of sand for mold production. Either silica, chromite or zircon is, used in various combinations with chemical or clay binders. After casting, the sands are typically discarded into a landfill. This practice has become an environmental concern, especially the disposal of chromite and zircon. Silica sand is not environmentally sensitive. But it is used in greater abundance (6 to 7 Mt/a or 6.6 to 7.7 million stpy)and thus has prohibitive haulage and landfill costs. Current technology for sand reclamation involves thermal treatment to remove residual binders followed by dry mechanical attritioning (Leidel, 1993; Klein, 1994). This approach results in high losses due to fines generation and high costs associated with thermal treatment. As a result, this approach has shown only limited success. Stringent regulations are also affecting the disposal of secondary materials, such as plastics and metals. This is particularly true for the ferrous and nonferrous scrap metal industry. It plays a major role in industrial recycling of steel, aluminum and copper. Applications such as wire recycling present challenging problems since a hazardous byproduct (plastic insulation) is generated by the recycling.

The Ozarks has been called "a diamond in the rough". In this region streams have steep gradients, sparkling clear flows of cold water fed by many springs, and a wildness that is almost unique in the central part of the United States today. The Current River and its tributary, Jacks Fork, have been set aside for preservation by the National Park Service as a "Wild River" in the first park of its kind in the country. It is called the Ozark National Scenic Riverway. Similarly, responsibility for the preservation of the Eleven Point River has been assigned to the U. S. Forest Service. Protection of other streams in the Ozarks has been considered by State agencies. The hydrologic system of the Ozarks is a complex network of gaining and losing streams, caves, conduits, and large springs. Increased sewage loads derived from the growing towns and expanding tourist trade are a potential hazard; effluents may flow underground for long distances, polluting springs and wells. To add another dimension to the hydrologic picture a new lead industry is also flourishing in the Ozarks. Although the history of lead mining in the area goes back to 1701 (U. S. G. S., p. 43), the area has not seen a revitalization like the one that has been developing in the last 10 years; and the economic growth promises to continue indefinitely. Although this brings capital expenditures and wages into the area, it also brings potential hydrologic problems. Chemicals, wastes and other substances either stored on the surface or transported across it are subject to accidental spillage. In an area where these substances remain on the surface their effects are subject to surveillance. In the Ozarks, however, this may not be possible.

The U.S. National Institute for Occupational Safety and Health (NIOSH) Office of Mine Safety and Health Research (OMSHR) conducted a study of mining industry electrical injuries reported to the U.S. Mine Safety and Health Administration (MSHA) for the years 2000 to 2009. The findings of that study are detailed in this paper, and serve to characterize the circumstances surrounding electrical injuries and identify causal factors. The study included three tasks: 1) a direct review of mining industry occupational injury data compiled by MSHA, 2) interpretation of the narrative descriptions available for the injuries (from MSHA data) and 3) a separate examination of fatal electrical injuries. Eight-hundred sixty-five electrical injuries were reported during the 10-year period studied, with 39 of those being fatalities. This makes electrical injuries disproportionately fatal with respect to most other types of injuries in mining. Electrical injury rates were higher in coal mining than noncoal mining and, within the coal sector, rates were higher in underground operations than in surface operations. Of the 865 total cases, electrical and machine maintenance or repair activities were involved in 580 (69%), and electricians and mechanics were injured in 362 cases (42%). Of the 39 fatal electrical injuries, 27 (69%) involved electrical maintenance or repair work, and in 21 of these 27 cases, the failure to de-energize, lock-out and tag the circuit was the cause or a contributing factor. Also, contractor employees had a much greater chance of an electrical injury being fatal than did mine operator employees. The top three root causes for fatal electrical injuries were 1) no or inadequate lock-out and tagging, 2) failure of power system components and 3) contact of overhead electrical power lines by mobile equipment.

When a company like Lonmin, the third largest platinum producer in the world, is mining one of the most precious metals in the world, time is money. Every piece of equipment is expected to be in top shape because every minute of downtime can add up to lost profit. Two different types of platinum ore are mined and processed by Lonmin, namely Merensky and UG2. Merensky has a grade of 3.5 g/t (0.1 oz/st) and UG2 has a grade of 4.5 g/t (0.13 oz/st). The mine also produces platinum group metals (PGM), which consist of platinum, osmium, palladium, rhodium, iridium and ruthenium. Although South Africa has more than 80 percent of the world?s PGM reserves, these minerals are very scarce. Lonmin is considered a low-cost producer of these minerals, generating 21.5 t (694,000 oz) of platinum and 18.6 t (600,000 oz) of PGMs in 2012. So when the company?s Karee K3 concentrator plant in Rustenburg, North West Province, South Africa, was experiencing high operating costs on the transfer points, a solution was needed.

In order to rapidly evaluate an area for its mineral potential, a reconnaissance exploration program generally includes the following: 1. Outlining an area of interest 2. Identifying known mineral deposits 3. Bibliographic search of the literature 4. Evaluation of geochemical and geophysical surveys 5. Compilation and review of geologic maps The information now available from various government agencies regarding the mineral deposits, geology, and geochemistry may be integrated and used as a tool to rapidly evaluate an area before the field season. The databases most commonly used in the United States are the USBM MAS/HILS system and the USGS MRDS system for their information on mineral deposits; GEOREF and GEOARCHIVE for bibliographic information; and NURE data for the geochemistry and geophysics. In conjunction with the project geologist, this information may be used to plot known deposits and their geochemical signature as well as any other areas of like signature for further examination.

Keeping an eye on the future while honoring the past, Frank McAllister, chief executive officer of Stillwater Mining Co., and life member of the National Mining Hall of Fame and Museum, gave the keynote address to a packed house during the 23rd National Mining Hall of Fame and Museum Banquet in Leadville, CO on Sept. 11. McAllister?s company made news just days before the induction ceremony, when it was announced that Stillwater Mining would acquire Marathon PGM Corp. for $118 million (ME, Oct. page 14).

Crystalline Flake Graphite is a strategic mineral. Since 1954 nearly all North American consumption has been imported from offshore. The Bouthillier Project in Quebec, Canada, is Orrwell Energy's bid to enter the market. Milling of flake graphite is considered easy, yet more problems have been encountered in flowsheet and plant design than in most other minerals. A fresh approach to existing technology was taken, giving results that are highly satisfactory. The key to graphite liberation without flake deterioration is found to be in autogenous grinding. In addition to producing marketable coarse graphite by such autogenous grinding, flotation and tabling, super purity fines can be produced using repeated regrinding, elutriation and flotation. This paper discusses the design of a 500 TPD plant based upon the results obtained from bench and pilot plant studies.

The valuation of known mineral re-serves entails the economic evaluation of the mining enterprise and the valuation of other assets employed, including mining and processing plant and intangible assets. A case study approach analyzes two reserve situations: ownership of reserves (phosphate rock), and leasing of reserve lands (kaolin). The appraisal of the physical property is outlined, along with the economic analysis of the operation. The discounted net cash flow approach is used to value the enterprise, leading to value of the reserves after correlation with other assets employed.

Software for coal blending has gained a lot of recent attention as micro-computer programs have come on the market. Some of this software is appropriate and some is not. This paper looks at the types of models being used and points out the strengths and weaknesses of each. Recommendations are then made concerning the level of detail required for these programs, relating this concern to the various ways in which coal companies are using these programs. A checklist of company requirements for these programs and available pro-gram-features provides an aid in matching the program to the company.

The Cities Service Company's Pinto Valley mine and concentrator lie about 6 miles west of the town of Miami, Arizona at an elevation of approximately 4,000 feet above sea level. The concentrator started its first ballmill in July 74 and all six were available by November. Every effort was made to reduce capital costs, consequently, each unit process was studied critically to eliminate excess capital costs without loss of efficiency. Equipment selection was made on the basis of proven dependability and operating costs rather than on low bids. The result is a very workable plant with some important innovations. The concentrator is nominally 40,000 tons per day. The flowsheet is typical with 3 stage crushing, single stage closed circuit grinding, flotation, regrinding of rougher concentrate and cleaning of the rougher concentrate. Improvements which have been made in commericial flotation systems during the past fifty years have resulted more from trial and error methods in the mill than from research in the laboratory. Research has often provided explanations of why mill changes have improved the metallurgical process. Hopefully, in the next fifty years, changes in mill flowsheets will come about, primarily, as a result of research work. However, since minerals, in their infinite variety, cannot be reduced to a standard state, research on commercial ores will have only a local utility, and research on pure minerals will have little commercial application. What will emerge from research on pure systems are mechanisms of adsorption, and this in turn may throw some light on the very much more complex adsorption processes taking place in the pulps of commercial ores. Quartz, without a doubt, has been the subject of more research effort than any other mineral, but we are still a long way from completely understanding its behavior in flo¬tation. Hematite and calcite have received considerably less attention. Ores containing a mixture of all three minerals, however, are commercially important, and the iron deposits in Alabama have been extensively studied by the United States Bureau of Mines (1). The literature reveals no reports of research on synthetic mixtures of all three.

"A comprehensive analysis of the effect of OH- on various cations in hydrometallurgical systems has been investigated. Cations chosen for this analysis included groups 1A and 2A, rare-earth elements and other common transition metal ions such as Cu2+, Fe2+, Fe3+, Mn2+, Ni2+, Co2+, Ag+, Cd2+, U4+, UO2 2+, Hg2+, Al3+ and Zn2+. The Newton-Raphson technique was used to calculate and plot various metal species over a wide range of pH. This study has clearly shown that by adjusting the concentration of OH-, the separation of Fe from Mn, U from V, Ce and Eu from other rare-earth elements, and In from Sn is possible. The effects of hydrated metal ions on the separation and removal of various metals from each other under various conditions is discussed.IntroductionThe primary purpose of hydrometallurgical processing is to extract, remove and purify various metals from diverse sources. Hydrometallurgists are frequently preoccupied by the extraction of cations in metallic form, but overlook the important role anions play in such processes. A proper choice of anions can determine the fate of successful extraction, removal and purification of metals (Esmaeili et al., 2005; Brbooti et al., 2011; Wei et al., 2005; Jeppesen et al., 2005; Al-Tarazi et al., 2004), and also separation (Farha et al., 2011; Sevenich and Fritz, 1983; Rashid, 1974) of cations from various solutions.In this study, the authors have examined some of the effects that anions play in various solutions. The anion considered in this study was the first hydroxide, OH-. Other anions, such as Cl-, Br-, I-, and CN-, will be dealt with in the second part of the series of two papers."
