"The 34th International Conference on Ground Control in Mining (ICGCM) was held July 28–30 at the Lakeview Golf Resort and Spa in Morgantown, WV. Ground control experts have gathered at this location since 1981 to share ideas and successes for improving designs and technologies to enhance the stability of surface and underground mining operations. Ground control is important to all mining operations but is particularly crucial to underground mining to ensure miner safety and operational viability.The year’s event had 240 registered attendees with 20 pecent of that attendance being from the mining industry. A remarkable number of industry representatives attended given the challenges currently faced by the mining industry. A true testament to the value of the conference, the performance of Tom Barczak and Steve Tadolini as co-chairs and the drawing power of the many exceptional speakers that have attended the annual event for many years.The conference operates under the direction of a board of directors with the cooperation, wisdom and assistance of a large organizing committee. INTRODUCTION Radon-222 is an inert, radioactive gas formed by the radioactive decay of radium-226, a long-lived member of the uranium-238 decay chain. Radium is present in varying amounts in virtually all soils and, on the average, about 36,000 pCi (1330 Bq) of radon per square meter of soil diffuse into the atmosphere each day (UN 1977). Radon decays with a half-life of 3.6 days through four short-lived daughters to lead210 and it is these short-lived daughters[ [Ra A, (218Po, t, = 3.0 min) , Ra B, (214 Pb, t;, = 27 min), Ra C, (214Bi, t] = 20 min) and Ra C1 (214Po, t] = 2.5 x 10-6 min)] ]which cause the major health hazard associated with radon (Bale 1951). Atoms of these daughters, either unattached or attached to the ever-present particles in air, are deposited on the surfaces of the respiratory tract; alpha particles emitted in their decay can result in large doses to the cells of the bronchial epithelium lining the respiratory tract. These daughters will be present in air in varying relative concentrations depending on the "age" of the air (time since radon emanated into it) and on the amount of mixing of radon and radon daughter contaminated air with clean air. [The practical unit developed to quantify the amount of radon daughters in air is the Working Level (WL). This unit was historically related to the equilibrium concentration of 100 pCi (3.7 Bq) of the short-lived daughters of radon in one liter of air (cf. Holaday 1969) and is defined as any mixture of the short-lived daughters in a liter of air that have a-potential alpha energy of 1.3 x 105 Mev (2.08 x 10-5J) in their decay to lead-210. The working level month (WLM) was developed along with the WL, and was defined as an exposure to one WL for a working month (170 h). This is equivalent to 2.2 x 107 MeV•h•L-1 (3.54 x 10-3 J.h.m-3). If the average breathing rate is taken as 1.2 m3.h•1 (ICRP 1975), then one WLM is equivalent to inhalation of 4.24 mJ of potential alpha energy.] It is now generally agreed that the inhalation of radon daughters is the major potential radiation hazard in uranium mining, and contributes a substantial fraction to the natural radiation exposure of the general population due to the accumulation of radon and radon daughters from natural sources in buildings. Radon daughter concentrations in modern mines are controlled by ventilation, and by blocking off old working areas (cf. Simpson, 1959). However, before the hazard from radon daughters was recognized, considerably higher concentrations of radon daughters were present in some uranium and non-uranium mines. These high radon daughter concentrations resulted in an increase in lung cancers in the mining population, and it is these results that are our main source of information on the risk of inhaling radon daughters. HISTORICAL REVIEW Many excellent reviews of the history of understanding the health effects of inhalation of radon daughters are available (see, for example, Hueper 1942, Lorenz 1944, Sikl 1950, Stewart 1964, Holaday 1969, Lundin 1971, Cross 1979) but a brief summary of some of the highlights in this area may be of interest. [a] 1556: Agricola describes an unusual and fatal chest disease occurring among underground miners in the region of Schneeberg and Joachimsthal (Jachymov) in the Erz mountains in Central Europe. (It is of some historical interest to note that Agricola's book was translated from Latin into English by a mining engineer and his wife; the engineer later became President of the U.S.A.) [b] 1879: Haerting and Hesse indicated that the majority of deaths among Schneeberg miners were due to lung cancer; the lung cancers in these miners (who were incidentally not cigarette smokers) were observed twenty to fifty years after they began working in the mines. [c] 1896: Discovery of natural radioactivity by Becquerel, followed by discovery of radon by Dorn in 1900. [d] 1924: Ludewig and Lorenser report high concentrations (400 - 15000 pCi or 15 - 570 Bq per liter) of radon in the air in the Schneeberg mines and suggest that radon could be responsible for the high rate of lung cancer among miners. However, the reason why radon should cause lung cancer specifically was still not really understood up to twenty years later (Lorenz 1944). High concentrations of radon in the air in the Joachimsthal mines were reported by Behounek in 1927 and a high incidence of lung cancer among Joachimsthal miners (similar to that among miners at Schneeberg, which is only some 30 km distant but in a different political district) was noted at about the same time (Sikl 1930; cf. Sikl 1950). It is estimated that about half of the Joachimsthal miners died from lung cancer and about half from silicosis and tuberculosis (Sikl 1950). [e] 1930's and 1940's: Radioactive ores are deliberately mined in the U.S.A., Canada and other countries primarily as a source of radium for medical purposes and for luminescent dials; other radioactive ores are mined as a source of several non-radioactive minerals, while extensive uranium mining did not begin until the late 1940's. [f] 1940: Based on crude epidemiology and dose calculations, Evans and Goodman propose 10 pCi L-1 as a maximum permissible concentration of radon in continued human exposure. This is the first known recommended maximum permissible concentration for radon. This recommendation was adopted by the U.S. National Bureau of Standards in 1941 and reconfirmed in 1953. [g] 1945: Mitchell identifies the short-lived daughters in radon as a likely cause of the increased lung cancers in the Schneeberg-Joachimsthal miners

Although the first published optimum pit limit design algorithm by Lerchs-Grossmann dates back to 1965, the majority of the open-pit mines in the U.S. has not as yet adopted such a rigorous optimization algorithm. Instead, the floating cone approach initially developed by Kennecott Copper in 1961 is still used today for various reasons. However, shortcomings with the floating cone algorithm, particularly for precious metal deposits with erratic mineral distributions, have provided a renewed interest in optimizing algorithms.

Froth flotation processes are carried out in flotation cells that are grouped into banks, and these banks are interconnected, forming a flotation circuit. A literature review shows the existence of papers related to flotation circuit design based on mathematical programming. However, due to the complexity of solving the mathematical model in most of the work, it is considered that a small number of species is present in the feed to the circuit, which differs from practice. In addition, simple bank models are generally used. This paper presents a methodology for designing mineral concentration circuits that overcomes the problems mentioned. It allows the use of more suitable cell or bank models and the inclusion of several species. The methodology is based on two phases. The first phase identifies the set of optimal structures using discrete values of stage recoveries, solving several mixed integer linear programming (MILP) problems. In the second phase, the optimal design for each of the structures obtained in the previous phase is determined using a suitable model for the recovery at each cell or bank, which results in a mixed integer nonlinear programming (MINLP) model. The design of a copper concentration plant with eight species and the design of a zinc concentration plant with three species and five size fractions by species are used to validate the proposed methodology. The structure of the cells in the rougher and cleaner banks deliver structures that are novel.

ABSTRACT OF ORAL PRESENTATION A discussion of current U. S. Bureau of Mines research into the problem of strata control in multiple Western coal seams will be presented. The problem and research priorities will be described as determined from interviews with major Colorado and Utah mine operators as well as governmental agencies responsible for Federal leases. Proposed contract research and ongoing in-house studies will be discussed, including case histories and results from projects being conducted at two multiple seam operations in Utah.

Seawater and natural brines accounted for about 51percent of U.S. magnesium compounds production during 2004. Dead-burned magnesia was produced by Martin Marietta Magnesia Specialties from well brines in Michigan. Caustic-calcined magnesia was recovered from sea-water by Premier Chemicals in Florida; from well brines in Michigan by Martin Marietta and Rohm and Haas; and from magnesite in Nevada by Premier Chemicals. Intrepid Mining and Great Salt Lake Minerals recovered magnesium chloride brines from the Great Salt Lake in Utah.

"Airborne respirable coal dust capture by water sprays or wet scrubbers has been studied and developed over many decades as an engineering control to reduce dust exposure in coal mines and combat coal worker pneumoconiosis. Empirical relationships and deterministic models for particular dust capture experiments have previously been devised to show the key parameters involved in airborne coal dust capture. Many of the results from these models show that the significant parameters related to airborne dust capture are water spray pressure, water quantity, water droplet size, relative water droplet-to-dust particle velocity, and total operating air pressure of the scrubber. However, many airborne dust capture efficiency relationships and models developed for particular experiments cannot be readily applied to forecast the dust collection efficiency of different spray and scrubber design configurations, which rely on several key dimensional engineering measures. This study examines engineering measures from previous water spray and wet scrubber experiments conducted by the U.S. National Institute for Occupational Safety and Health (NIOSH) and the U.S. Bureau of Mines (USBM) to develop empirical models for wet collection of airborne dusts. A dimensionless empirical model developed for predicting airborne dust capture efficiency of water sprays and wet scrubbers is presented. IntroductionWater sprays have been one of the earliest mainstay engineering controls used to suppress respirable dust in underground coal mines. Some of the earliest reports of water spray usage on continuous mining machines indicated respirable coal mine dust reductions of 20 to 60 percent (Kobrick, 1970). Not long after the enactment of the 1969 Coal Mine Health and Safety Act, the U.S. Bureau of Mines (USBM) and others conducted extensive research into water spray and wet scrubber systems to control respirable dust in coal mines. The primary aspects of water spray dust control included prewetting for dust prevention, localized ventilation redirection and airborne dust capture, which are summarized in handbooks or best-practices guides (Kost, Yingling and Mondics, 1981; Kissell, 2003; Colinet et al., 2010). Initially, underground studies were conducted to identify the primary sources of dust during the mining processes and effective dust controls (Courtney, Jayaraman and Behum, 1978; Jankowski and Organiscak, 1983). Laboratory research systematically studied ventilation and airborne dust capture effects of water sprays and scrubbers to improve their application in underground coal mines (Tomb, Emmerling and Kellner, 1972; Divers and Janosik, 1978, 1980; Grigal et al., 1982; Ruggieri et al., 1983; Jayaraman, Jankowski and Kissell, 1985; Volkwein, Ruggieri et al., 1985; Jayaraman, Schroeder and Kissell, 1986; Divers, Jankowski and Kelly, 1987; Jones and James, 1987)."

"The Mine Improvement and New Emergency Response Act of 2006 (MINER Act Public Law 109-236) was passed by Congress in response to three major underground coal mine accidents in the United States that claimed the lives of 19 miners. The Act resulted in substantial changes in the underground coal industry relative to the use of technology for mine escape, rescue, disaster response and other areas where the lack of these technologies contributed to the fatalities caused by these tragedies. This year marks the 10th anniversary of the MINER Act, which makes it an opportune time to reflect on the events that led to its passage, the changes that have been made since then, and the work that remains to be done. As discussed below, the last decade has demonstrated tremendous cooperative efforts among mining operators, technology innovators, labor, The National Institute for Occupational Safety and Health (NIOSH), the U.S. Mine Safety and Health Administration (MSHA) and state regulators, resulting in substantial improvement of the technologies used for escape and rescue and noteworthy progress toward meeting many of the goals of the MINER Act. While the MINER Act and this article pertain primarily to coal mining, many of the technologies are equally applicable to any underground mining and have already found some acceptance outside of coal. TECHNOLOGY GAPS TARGETED BY THE MINER ACT The MINER Act addressed several technology challenges: • Problems with donning and switching between self-contained self-rescuers (SCSRs). • Poor visibility in smoke. • No wayfinding assistance for escape from the mine. • Limited breathable air supply. • Inability to locate trapped miners. • Inability to communicate with trapped miners. • Failure of mine seals. The MINER Act had several provisions that prescribed specific safety technologies intended to address these issues. Many of these were directed at post-accident technology requirements — an area in which Congress mandated additional technology investment. Specifically, the Act required mine operators to submit emergency response plans (ERPs) that contained provisions for implementing new or improved post-accident communications, tracking, lifelines, refuge alternatives and breathable air supplies along with training for emergency procedures and local coordination of emergency response. Most of the requirements were to be carried out within three years of the ratification of the MINER Act. In addition to these requirements for mine operators, the Act clarified and expanded NIOSH’s role and authority in enhancing the development of new mine safety technologies and expediting their commercial availability. The MINER Act also required NIOSH to develop research on refuge chambers, mine seals and the use of belt air and fire-retardant belts. Mine seals had to be upgraded and MSHA turned to NIOSH for applied research to establish the new explosion-resistance requirements. Progress toward closing the gaps."

The European industrial minerals industry and its markets are largely self-sufficient. The companies who are members of the Industrial Minerals Association (IMA-Europe) number around 150 contributing 5 billion Euros to the EU?s GDP and range in size from global publicly quoted corporations to small family owned private companies. Their means and capability to implement sustainable development vary considerably. However the leading companies provide an excellent set of best practices, which IMA as a trade association with recognised core competencies in the field of sustainable development is ideally placed to promulgate throughout its membership. As an active participant in the EU Voluntary Scheme for SDI reporting IMA is not only working to increase the level of response to the SDI questionnaire but is also developing with its members a new sustainable development charter which its members will voluntarily adopt as a guiding principle for their implementation of sustainable development This work will be a consultative process involving all IMA?s section members as well as other trade associations, NGOs and MEPs. Public awareness of the benefits of minerals and their contribution to sustainable development has been raised by IMA?s awareness campaign now being followed by a more targeted programme aimed at MEPs. Further work in the future will consider product stewardship and life-cycle analysis. IMA is already positioning itself with the help of its members to assimilate the minerals industry of the accession territories in the sustainable development process.

The widely used R70 method is modified to measure the self-heating propensity of low-rank coals. This modified R70 method enables the introduction of controlled amount of moist oxygen into the reaction vessel. Three coal lumps were collected from three different locations in a surface mine in the Powder River Basin. The coal samples were tested in oxygen flow with controlled moisture content under adiabatic condition. By measuring the relative humidity at the exhaust exit point of the testing setup, the flux and cumulative wetting heat that is consumed by coal samples can be determined. Through a better way of determining the coal’s specific heat, the total heat, including heat of wetting and coal’s oxidation heat, required to raise coal to a given temperature can be determined. Then, the contribution of heat of wetting at the different stages of the testing is quantified. The effects of evaporative heat through a group of tests have also been quantified. From this research, a better understanding of the effect of wetting heat on inducing low-rank coal’s spontaneous combustion can be acquired.

Automation and robotics are the keys to new intelligent autonomous mining systems which can remove operators from the hazardous and stressful mining environment and provide the tools for greater productivity. This pa-per presents the components necessary for a mining Intelligent Task Control System (ITCS) in dynamic unstructured mining environments. The proposed concept is applied to develop the ITCS for an autonomous excavator. The design and implementation of a fuzzy logic controller for an excavator that uses force/torque sensor feedback to complete excavation tasks is presented. Initial experimental results are also given.

This paper describes," the application, of a modular or building block approach to the analysis, design, and control of complex mineral treating processes. The main purpose of the paper is tutorial, to show the reader how such processes can be modeled using a modern digital computer" and, not to discuss in any detail the results that may be achieved in such studies. It is proposed that, the main techniques be illustrated by reference mainly to the Bayer process for alumina extraction and purification; in cooperation with the Aluminum Company of Canada Ltd. the author and his Colleagues at McMaster University and their students have studied this, process as a means of applying new computer techniques to extractive metallurgical processes. The plant described was studied by the author and his colleagues as a senior undergraduate project in cooperation with the Aluminum Company of Canada. It is one of several studies that have been carried out with Canadian industry. (1)

He served on the board of directors of Foote Minerals and Cyprus-Amax and was very active in the National Academy of Engineering, the SME Foundation and the National Mining Hall of Fame and Museum.Leonard Harris — A highly regarded metallurgist and business executive, Leonard (Len) Harris may be most remembered for the heart he has for the people whose lives were touched by his career. For more than six decades, Harris has been a true pioneer in corporate social responsibility, leading companies to understand that doing the right thing for the local people is also the best path to business success. After an early career in Australia and Ghana, Harris moved to Peru in 1955 to join Cerro de Pasco Corp., owner of several mines with one of the most complex metallurgical operations in the world. Harris was quickly promoted through multiple positions and was ultimately named director of metallurgy."

Of the variables affecting the electrical properties of coal measure rocks, water content is by far the most important, This paper describes specially developed apparatus and methods of measuring electrical conductivity and permittivity at constant humidity conditions. Electrical properties variations were measured for Applachian and Illinois, U.S.A. coal 2 basin samples in the frequency range 2 X 10 to 2 X 10 Hz. Coal measure rock electrical behavior, when correlated with mechanical behavior, is potentially useful in a number of mining applications.

"Sometimes it’s the smallest things that make the biggest difference. In the world of mining, erosion can lead to small cracks, which can then lead to bigger problems that, over time, can eventually lead to a catastrophic event. However, when managed correctly, as in the case of the Manefey Slide at the Bingham Canyon Mine in Utah, the damage can be minimized.Numerous industry conferences, technical papers, studies and resources are dedicated to these issues each year, but what is sometimes overlooked is how the erosion of personal ethics can also have life-changing effects.At the 2019 SME Minnesota Conference, April 15-17 in Duluth, MN, two inmates serving their respective prison sentences at the U.S. Federal Prison Camp in Duluth spoke to the conference about how small cracks in their ethical foundations grew over time, eventually leading each man to his new address at the minimum-security facility.The men’s full names were not released and they were introduced as Jeff and Tony. Other than the matching green uniforms, both middle-aged men could have fit in with the rest of the crowd. They are well-educated and articulate whose career paths eroded thanks to greed and careless decisions.Tony, a licensed professional engineer, enjoyed a successful career working in contract oversight for the U.S. Department of Defense. Jeff is a former senior vice president of investments who ran a well-respected investment management team. Both spoke openly about the mistakes they made and emphasized that their crimes were not flagrant violations of the black and white rules but grew from ethical violations that live in the gray area between black and white, and right and wrong.Working in contract oversight for the U.S. Department of Defense (DOD), Tony said he was befriended by a wealthy man who was generous with his money. As Tony told it, a few meals with this man led to a few trips to casinos and eventually to gifts of money. The donor did not ask for anything in return, and at the time, Tony said he did not think that he was doing anything wrong. He admits now that the perception of a high-ranking officer in the DOD accepting gifts is not a good one, as it could be construed as the donor might have been trying to gain favor for future contracts; which is how it was presented in court by the prosecution team."

"INTRODUCTION Site location and history The Holden Mine is a former underground copper mine that was developed and operated by the Howe Sound Mining Company (Howe Sound) from 1938 to 1957. The mine is located in north-central Washington State, U.S., near Lake Chelan in the area shown as Holden Village in Figure 1. Although Rio Tinto never owned or operated the mine, they are managing and funding a several hundred million dollar clean-up to prevent future water and soil contamination and to reclaim the former mine site under the United States Environmental Protection Agency (USEPA) Superfund process. The former mine included an onsite mill and a nearby housing complex for the miners. Howe Sound developed the mine as a series of near-horizontal drifts and tunnels, interspersed with stopes and shafts that connect different mine levels underground. The tunnels that were excavated to develop the mine total nearly 100 km in length.During development of the underground workings, Howe Sound removed more than 230,000 cubic meters (m3) of waste rock from the tunnels and deposited this material in two waste rock piles. Ore was processed from the mine in the onsite mill to produce a copper concentrate that was shipped off site for smelting. Roughly 10 million tonnes of tailings were produced as a by-product of the milling operation, most of which were deposited in three large impoundments (Tailings Piles 1, 2 and 3) directly south of and adjacent to Railroad Creek. Howe Sound closed the mine in 1957. In 1961, the property was transferred to Holden Village, Inc. (Holden Village), a not-for-profit corporation that maintains a year-round community and operates an interdenominational religious retreat in the former miners’ town. With the exception of the patented private land, the remainder of the Site is on National Forest lands and is administered by the U.S. Forest Service. The mine is remote. It is only accessible by boat or float plane from Chelan, Washington, up Lake Chelan to Lucerne, nearly 40 km. Vehicle access from Lucerne to the mine is provided through a 17.5-km-long winding gravel road that climbs 640 meters in elevation. The general site features are shown in Figure 2. Physical setting The Holden Mine is located on the eastern slopes of the Cascade Mountain Range at an elevation between 975 and 1,050 m above mean sea level. Holden Mine was developed adjacent to Railroad Creek, which lies in a glacial U-shaped valley carved into the igneous and metamorphic bedrock with steep-sided slopes (Figure 2)."

Kaolin samples from Rio Capim resources were treated in conventional and superconducting magnetic separators to study the main variables that influence the color removal process. Coating clays and delaminated clay were tested. Retention time (or pulp injection velocity), magnetic field intensity and matrix type were the' variables studied. The feed brightness ranged from 84.7 to 87.6 % ISO for the coating clays and from 80.7 to 85.4 % ISO for the delaminated clay. The results showed unleached brightness values higher than 88 % ISO for coating products and higher than 87 % ISO for the delaminated product, using a conventional magnetic separator with an applied field of 1.5 to 2.0 Tesla. With a maximum field intensity in the superconducting machine of 5.0 Tesla, unleached brightness values higher than 88.5 % ISO for both coating and delaminated clays were attained.

The knowledge-based expert systems (KBES) is a potentially powerful technique to the mining engineer in traditional areas of mine design and operations, as well as in the emerging areas of mining automation and robotics. Since KBES is still experimental in many respects, caution must be exercised as this "high tech" tool is developed and applied to mining. The objective of this paper is to demystify expert systems by introducing the elements of KBES, discussing the strengths and weaknesses, and identifying some areas of application in mining, based on the authors' experiences.

The design and strength of pillars are important parameters while implementing the room-and-pillar mining method in a limestone mine. The process becomes complex with the presence of the karst voids which are frequent phenomena in a carbonate rock formation. The karst system is a network of cavities that along with an omnipresent fracture network may lead to ground control issues in a limestone mine. The objective of this study is to provide a safe and reliable alternative design for a pillar in a case study mine for safe and efficient ore recovery. This research is a continuation of a previous study aimed at studying the effect of karst void on the strength of the same limestone pillar. It was assessed from the calculated pillar strength and the estimated redistributed stresses that the pillar is capable of countering more stress than is currently imparted on it. Numerical modeling studies combining in situ stress determination and excavation sequencing were used to estimate the existing stresses on the pillar. Different possibilities of modification to existing pillar design were simulated using Distinct-Element Modeling (DEM) to determine a better design. Discrete fracture networks (DFNs) were included to imitate the effect of the presence of discontinuities. An effort is also made to understand the variation of pillar strength with height for karst-affected pillars using two different constitutive models. This study serves as a preliminary investigation in terms of improving the future design of pillars and also while recovering old pillars prone to karst formation.
