The quest for U.S. energy independence will result in a major increase in underground mining operations. It will necessitate the rapid excavation of development drifts, entries and slopes to exploit underground deposits of energy resources such as coal, uranium and oil shale. Most of this development work will be done in soft and medium hard rock up to an unconfined compressive strength of approximately 20, 000 psi. OBSTACLES TO RAPID TUNNEL EXCAVATION Labor In the U. S. coal mining industry, the underground productivity in tons per man-day declined from 15. 61 in 1969 to 11. 00 in 1973 which is a startling 30% decline. While productivity declines, the cost of labor and supplies continues to rise. Ralph E. Bailey of Consolidation Coal Company recently stated four reasons for the decline of productivity: A shortage of experienced miners, enactment of the Federal Coal Mine Health and Safety Act effective April 1970, major changes in union work rules in 1968, and a deterioration in the attitude of the work force (1). Because there is already a great shortage of skilled miners, the situation will get worse when large new mines for oil shale, coal and uranium open in sparsely populated areas in the Western United States. Only the large scale use of easy to operate tunneling machines can increase productivity and lower the cost of excavation.

The Bullfrog Mine is an underground gold mine that uses the underhand-cut-and-fill mining method. The portal was established on June 18, 1991. Mining is expected to be completed by the summer of 1999. This paper starts by discussing what it took to get from nothing to 2000 tons-per-day backfill, and ends with a hindsight commentary on things that did and did not help.

Introduction The Sleeper mine is a near-surface gold mine located in a remote area 56 km (35 air miles) northwest of Winnemucca, NV (Fig. 1). The deposit was discovered in 1984 by an Amax exploration geologist. Favorable drilling results led to feasibility studies and metallurgical testwork. Final evaluation of the mine potential proceeded very quickly. The project received Amax board approval in July 1985. Eight months later, the process plant was fully operational. The first gold ($1 million) was shipped one month later, in March 1986. Total plant capital was $27 million. Payback was achieved in six months. The Sleeper mine was expected to produce 1.6 t (53,000 oz) of gold and 1.3 t (41,000 oz) of silver annually. However, the ore body exceeded all expectations. Production for the first 10 months of operation amounted to 4 t (128,000 oz) of gold and 2.9 t (94,000 oz) of silver. Direct cash operating costs are in the $1.77/g ($55 per oz) range. Amax is actively conducting exploration nearby for additional reserves to extend the mine's life. (See update on page 242.) Geology The Sleeper gold deposit is located on the northwestern flank of the Slumbering Hills and in the Awakening Mining District. Rocks exposed in the vicinity of the deposit are interbedded siltstones, sandstones, and limestones of Triassic age. They are overlain by latite lava flows and tuffs of Tertiary age. Dikes and sills of latite and andesite intrude the sedimentary rocks. Quaternary deposits of mostly sand with minor gravel and clay cover a pediment containing the gold deposit. The sedimentary and volcanic rock units have been transsected and offset by extensive north- northeast trending faults and less abundant northwest trending faults. Both fault systems fractured and prepared the ground for subsequent invasions of mineral-bearing hot spring geothermal waters. The hot spring systems produced widespread hydrothermal alteration and gold mineralization at silicified centers near feeder fault structures. The deposit is hosted by siltstone and latite that have been hydrothermally brecciated. The main breccia is elongated north-northeasterly. The hydrothermal breccia zones appear to dip steeply to the west. Gold mineralization consists of native gold and electrum deposited in two or more high-grade quartz-breccia veins. The 25th Peruvian Mining Convention (Convención de Ingeneieros de-Minas del Perú) was held Sept. 10-14, 2001, in Arequipa, Peru. The biennual meeting, sponsored by the Peruvian Institute of Mining Engineers (Instituto de Ingeneiros de Minas del Peru), is designed to showcase the Peruvian mining industry and to ?promote progress in the national mining sector.? The convention consisted of technical sessions, forums, field trips and social activities. The technical sessions featured 80 papers selected from more than 200 papers submitted. The well-organized 2001 meeting was held at the Tecsup Institute of Technology of Arequipa. The meeting was held in conjunction with Exposición Technologica Minera (Extemin), a mining trade exhibition. The2001 Extemin had representatives from more than 400 companies in attendance. In addition to the many Peruvian companies present, the trade exhibition featured pavilions representing the United States, Canada, Germany, Australia and Chile. Registration at the 2001 meeting was about 3,300, a conference record. The theme for the 2001 meeting was Mining: Society and Development. Mario Brescia was chairman of the organizing committee. He said in his opening remarks that ?this year?s meeting seeks to emphasize the commitment on the part of the [mining] companies to treat our natural resources responsibly, controlling any adverse impacts and giving priority to group benefits.? Consistent with this theme, many of the technical papers stressed environmental and social responsibility. Many successful examples of environ-mental and social responsibility on the part of the mining industry were presented in the technical sessions.

"Construction of the longest road tunnel in Mexico is part of Acapulco’s alternate roadway to the scenic roadway project. This article provides a brief summary regarding details of the construction since the project began. Work was done by skilled engineers and Mexican workers that includes outstanding execution of the work in an urban and tourist area. This project will have a strong impact on the steady development of the port of Acapulco.Project locationAcapulco’s Alternate Roadway Project is currently under construction in the city of Acapulco, located in the Guerrero state of Mexico. It is an 8-km (5-mile) long roadway that starts at the Icacos neighborhood, heading toward Acapulco’s airport, crossing a drill-and-blast tunnel that is 3,160 m (10,350 ft) long under Veladero Park, a mountainous area. The tunnel overburden reaches a depth of 380 m (1,250 ft) approximately at the central point of the horizontal alignment, and continues with a 4-km (2.5-mile) long elevated road to connect to the existing Viaducto Diamante toll road (Fig. 1).Tunnel construction has already been finished using two portals for drilling and blasting operations; Brisamar Portal on the west side and Cayaco Portal on the east side (Fig. 2).Geometric dataOnly two main excavation cross-sections were considered in the executive design. The first one corresponds to the running tunnel for a three-lane vehicle section, with crosssection areas between 120 and 130 m2 (1,290 and 1,400 sq ft) taking into consideration different geological and geotechnical conditions to be encountered (Fig. 3).The second one corresponds to eight emergency bays, each one 50 m (164 ft) long, laid down within the tunnel outline, located at 400 m (1,312 ft) from each one with excavation cross-sections between 156 to 169 m2 (1,680 to 1,820 sq ft), in accordance to geological and geotechnical conditions to be encountered (Fig. 4).The tunnel’s horizontal alignment is completely straight, having a small curve within the vertical alignment on Cayaco portal, because there were some differences in levels when tunnel excavation started. Tunnel slopes were designed in such a way that rainwater does not run down into the tunnel at any time."

A linear integer programming (MIP) model to solve the long-and short-term production-scheduling problem for sublevel caving operations is presented. The MIP model is designed as a multi-time-period problem to provide monthly schedules that meet production, blending and sequencing requirements. One of the most important issues during the development of the MIP model was the requirement of sequencing between blocks. In this mathematical model, unique constraints that ensure sequencing of the production from sublevels are developed. A suggested method of handling a large number of variables is also given. The MIP scheduling model was implemented on a data set obtained from the Kiruna Iron Ore Mine located in northern Sweden. The initial MIP model implementation was successful and provided a solution that optimized resource recovery while meeting monthly and yearly production constraints. The scheduling results obtained based on the Kiruna Mine are further presented and discussed.

This paper presents pit slope monitoring and back-analysis case studies con-ducted to evaluate and, if possible, stabilize slopes at the Berkeley Pit in Butte, MT. Two specific slopes were studied in detail. The first slope was determined to be near limiting equilibrium, as evidenced by its response to the initiation and cessation of mining, while the second failed on three occasions. Back-analysis of the failed slope verified the laboratory-derived geomechanical properties of the earth materials. Early detection of slope movement can show a need to take action, including modifying slope geometry, dewatering if the slope were wet, and/or investigating and implementing artificial supports. Monitoring slope displacements in open-pit mines can supply data for predicting collapses and preventing serious damage, injuries, and/or loss of life.

Autogenous grinding is a process of reducing the particle size distribution of an extracted ore by using the ore itself as the grinding media. It is a process that is difficult to control and there is a lack of knowledge of the events occurring inside the mill. To find out more about how the mill behaves under different processing conditions, a full factorial test was performed with iron ore in a pilot-scale pebble mill at the LKAB R&D facility in Malmberget. To complement this work, a strain gauge detector was embedded in one of the mill?s rubber lifters, the Metso Minerals continuous charge measurement (CCM) system, and was used to get more information about the charge dynamics. The data from the experiments has been analyzed. For production purposes, an increase in the number of particles smaller than 45 µm can be regarded as a probable increase in the production rate. The analysis shows that there will be an increase in fines at 65% of critical speed, especially when the mill is 45% full. This setting will also increase the power consumption, but improves the grindability of the ore even more. The deflection of the lifters is smaller for lower critical speeds. A higher degree of filling also gives a smaller toe angle and a higher shoulder angle as expected.

"The National Institute for Occupational Safety and Health (NIOSH) recently developed a series of validated models utilizing computational fluid dynamics (CFD) to study the effects of air-blocking shelves on airflows and respirable dust distribution associated with mediumsized surface blasthole drill shrouds as part of a dry dust collector system. Using validated CFD models, three different air-blocking shelves were included in the present study: a 15.2-cm (6-in.)-wide shelf; a 7.6-cm (3-in.)-wide shelf; and a 7.6-cm (3-in.)-wide shelf at four different shelf heights. In addition, the dust-collector-to-bailing airflow ratios of 1.75:1, 1.5:1, 1.25:1 and 1:1 were evaluated for the 15.2-cm (6-in.)-wide air-blocking shelf. This paper describes the methodology used to develop the CFD models. The effects of air-blocking shelves and dust collector-to-bailing airflow ratios were identified by the study, and problem regions were revealed under certain conditions. IntroductionSurface blasthole drilling can generate considerable amounts of respirable silica dust. These high dust concentrations can be exacerbated by the high silica content as drilling cuts through silica-bearing materials such as sandstone and shale, causing overexposures for miners to respirable silica dust. These overexposures can lead to silicosis, an occupational lung disease that has no cure and is often fatal. A review of the Mine Safety and Health Administration (MSHA) respirable silica dust sample database from 2010 to 2016 for metal/nonmetal mining shows the following overexposure rates for occupations related to blasthole drilling: • 14.1 percent of rotary air drillers were overexposed to respirable silica dust (22 out of 156 samples).• 5.8 percent of rotary drillers were overexposed to respirable silica dust (nine out of 155 samples).• 7.3 percent of drill helpers were overexposed to respirable silica dust (three out of 41 samples).• 7.5 percent of blasters/shotfirers were overexposed to respirable silica dust (three out of 40 samples)."

The Inter-Island Tunnel is a 7.7 kilometer (25,160 foot) long by 3.5 meter (11.5 feet) diameter concrete lined tunnel through the Cambridge formation below Boston Harbor. Constructed as part of the Boston Harbor Project, this tunnel will bring untreated wastewater from the MWRA’s South System headworks facility at Nut Island in Quincy, MA to the new Deer Island treatment plant. A myriad of problems delayed the construction of the tunnel. These problems included salt water inflows of over 22,000 liters (5,812 gallons) per minute, a major fire in the access shaft, weak rock and soil collapsing on the tunnel boring machine, and hand mining operations.

A process for recovering manganese from low-grade manganese oxide ore through a reduction acidolysis-selective leaching method is investigated. Two types of biomass, sawdust and straw, were used as reductants. Reduction acidolysis, using concentrated sulfuric acid, was used to disrupt the structure of the biomass, allowing the biomass to be hydrolyzed into monosaccharides. Analysis by X-ray diffraction revealed that Mn2O3 was reduced to MnSO4. Then, in the selective leaching process, iron was removed through the formation of goethite. The optimized experimental parameters are as follows: reductant to ore mass ratio of 0.4, sulfuric acid to ore mass ratio of 0.9, water to ore ratio of 0.5, aging time of 18 h, leaching temperature of 95 °C, leaching time of 90 min, and solution pH of 2.5 to 2.8. Under these conditions and using sawdust as the reductant, the manganese leaching efficiency and iron removal efficiency were 91.8 and 99.2 percent, respectively.

It is a transitional region in which it is difficult to ascertain the mechanisms of adsorption of ions, molecules, etc. on mineral surfaces, as well as other secondary reactions which occur in interfacial regions. Thus, in this paper the authors deal with conceptual considerations from which hypotheses are set forth to describe the environmental- interfacial relationships for sulfide minerals.

In 1910, Colonel Boyce Thompson, who owned Inspiration (now Cyprus Miami) and various other mining interests, formed the Magma Copper Company and leased the Silver Queen claims around Superior, Arizona. At the same time, he purchased other claims around the Silver Queen claims from what was then called the Magma Mine. The mine continued to operate until 1982 when Newmont Mining Company, who owned Magma Copper Company, shut down the operations due to high costs and low copper prices. When Magma was spun off by Newmont as an independent company in 1987, new studies of Superior were started. It was clear from these studies that the mine had been shutdown and over 1400 employees laid off for two basic reasons: first, as a resu1t of a mine plan that was technically flawed and second, be-cause of very high production costs mainly due to the low productivity from a very high cost work force. During 1989 a plan was formulated to re-open Superior with the determination to over-come the problems that resulted in closure. A new mine plan was developed and a management style developed that promotes team work and high productivity.

The High Density Sludge Process was originally developed by Bethlehem Steel Corporation for use on acid mine drainage and diluted waste pickle liquor discharges requiring continuous chemical treatment systems. This work began in the early 1970s and was first put into practical use around 1973. To date there are approximately 15 operating systems which have been installed on mine drainage in the United States, and another 10 systems worldwide. Dense Sludge is an innovative and improved method for treating acidic metal bearing streams in a manner which minimizes the volumetric generation of sludge for disposal. The technology utilizes a sludge recycle process which forms particles that have a low affinity for water, unlike conventional metal hydroxide solids which contain tightly bound interstitial waters. Typical acid mine drainage streams contain high sulfate concentrations which combine with calcium ions in lime based treatment systems to form gypsum crystals. The physical form of this gypsum is radically altered when the Dense Sludge process is utilized compared to the form generated in conventional lime treatment systems. The characteristics of the metals particles are also changed in this process, as the metal hydroxides are converted to metal oxides. Slides No. 1 and No.2 show scanning electron micrographs of conventional and densified sludges illustrating these differences. The magnification used was 300X. The dense sludge particles settle faster, dewater more readily, are more easily pumped, and hold much less water than conventional precipitates. In some cases, because the metal content of the sludge is more concentrated, it can be economically recovered.

The E-Power Pipe technology was originally developed for the trenchless installation of protective pipes and pipelines of 10" to 28" diameter, over long distances of more than 4,000 ft. The twostage process combines elements from Horizontal Directional Drilling (HDD) and microtunnelling technology. A microtunnelling boring machine (MTBM) excavates the borehole using a specially designed, temporary jacking pipe. A Rack & Pinion jacking frame pushes the equipment during the pilot bore and pulls in the prefabricated pipe string in a second step. The slurry microtunnelling machine is equipped with a jet pump, creating the so-called AVNS machine type. A new generation of small hard rock cutting wheels complements this considerable achievement for the tunnelling industry

The present study examined a process for precious metal recovery (silver and gold) from difficult minerals which exhibit refractory characteristics to cyanidation and ammonium thiosulfate leaching (low extraction and high consumption of leaching agent). It is well known that mangano-argentiferous minerals are mainly composed of manganese, silver, gold, and iron. In this research, a mineral sample from Monte del Favor mine, located in Hostotipaquillo, Jalisco, Mexico, was physically and chemically characterized by X-ray powder diffraction (XRPD), scanning electron microscopy (SEM), energy-dispersive X-ray spectroscopy (EDS), fire assay, and atomic absorption spectroscopy (AAS). Two-stage leaching was carried out: first to eliminate manganese from the sample using sodium sulfite (Na2SO3) as a reductive reagent and sulfuric acid (H2SO4) and a second stage to dissolve silver and gold with sodium hypochlorite (NaClO) and hydrochloric acid (HCl); the results show extraction around 96% for Mn and 98.73% and 83%of Ag and Au, respectively. The usefulness of high acidity and Na2SO3 to obtain good results in Mn and Ag leaching is discussed along with the roles that HCl and NaClO play in the dissolution of Ag and Au values.

Can the United States mining industry achieve its long-stated goal of zero fatalities ? and what will it take to do so? Does it require new laws and regulations, as some propose, and a continuation of the commandand- control model that has been born out of more than 40 years of regulation and enforcement under the Federal Mine Safety and Health Act of 1969? Or, is it time to consider a new model to manage safety and health and drive continuous, sustained improvement? These are questions that many are debating as mine safety performance, while improved, appears mired in a trough where improvement followed by declines seems to have become the rule rather than the exception. Without doubt, U.S. mines have made significant progress in safety performance during the last four decades, yet the stalled decline in fatality numbers, the industry?s report card of its success or failure, has led some to question whether the industry will achieve zero fatalities in U.S. mining by relying solely on the Mine Act?s framework and implementing its regulations. These are questions the CEO-led task force, set up by the National Mining Association (NMA), considered as it sought to identify impediments to zero fatalities posed by the current regulatory regime. Out of that effort came CORESafety, a common safety and health framework that relies on a management system approach to improve safety and health performance. The goal of CORESafety is to achieve zero fatalities and a 50-percent reduction in the rate of injuries in U.S. mining within five years ? 0:50:5. CORESafety is built on the plan-do-checkact model, which has been successfully deployed by industries, mining and nonmining alike, to drive continuous improvement in safety and health performance. The improvements in safety performance that can be achieved by shifting from a command-and-control regulatory approach to a risk-based systems approach built on the plando- check-act model have been documented in numerous industries. For example, the United Kingdom quarrying industry (Fig. 1), not satisfied with the number of reportable accidents being experienced 1995-2000, established a hard target of a 50-percent reduction in the number of reportable accidents during the period 2001- 2005. Having met this target, the industry then established a further target zero for the period 2006-2010. The mechanism to achieve these reductions? The plan-do-check-act model.

"The mining industry suffers from a number of incorrect perceptions, one of which is that it is an outdated industry that has not changed for hundreds of years. But the truth of the matter is that mining is a vibrant, highly complex industry that not only employs highly skilled and educated professionals but is also often on the cutting edge of technology. It is an industry with projects that are ever-evolving and among the most challenging engineering feats in the world.Take for instance the U.S. 53 Highway Relocation project in Virginia, MN. While more of a civil engineering job than a traditional mining project, it is still a complex engineering challenge taking place in a mining environment that has called on the skills of eight state agencies, three federal agencies, a host of contractors and many consultants, including many from the local mining industry in the Iron Range of Minnesota.In 1960, the Minnesota Department of Transportation (MnDOT) constructed U.S, Highway 53 on a private easement owned by US Steel that cut across a massive taconite deposit. MnDOT constructed the highway with the agreement that if the highway needed to be moved to access the taconite deposit before 1987, US Steel would foot the bill. And if the move was required after 1987, the responsibility would fall to MnDOT. In 2010, MnDOT received the notice that the highway would have to move as property owner United Taconite planned to access the ore, setting in motion one of the greatest engineering challenges, and the highest risk project, in the history of the states’ transportation department.Pat Huston, U.S. Highway 53 Relocation project manager, opened the 90th SME Minnesota Section Conference in Duluth, MN on April 19 with a presentation about the project that includes 5 km (3.2 miles) of fourlane highway and a new 345-m (1,132-ft) bridge that will be the tallest in Minnesota when it is completed later this year.“This project was not business as usual,” Huston told the packed crowd. “Highway 53 connects Canada and the Iron Range to Duluth and Lake Superior. Theoretically, controlling redox potential to a relatively low value and inhibiting jarosite formation on the chalcopyrite surface would be an effective strategy to accelerate the bioleaching of chalcopyrite. In this work, using limonite as seed crystals, the effects of the goethite precipitation process on the bioleaching of chalcopyrite were studied for the first time. The bioleaching results showed that the addition of limonite controlled the redox potential in an appropriate range and promoted chalcopyrite dissolution through the removal of ferric (Fe3+) ions. X-ray diffraction and scanning electron microscope analyses indicate that limonite significantly induced the goethite precipitation process and inhibited the production of jarosite. We conclude that promoting the goethite precipitation process with limonite is an effective strategy in accelerating the bioleaching process of chalcopyrite.
