Recently. researchers at The University of Alabama have developed a two-step method for the treatment of phosphorus sludge that includes bulk removal of phosphorus by physical separation techniques followed by remediation of the residual P4 in the sludge using a novel wet air oxidation technique known as "HSAD", Tests made on samples of the electric furnace phosphorus sludge have demonstrated that essentially complete and fast removal of the P4 in the sludge can be achieved by the HSAD wet oxidation treatment, Further studies were made to determine the applicability of the two-step process on sludges of various origins. P4 contents different pre-treatment and storage conditions, The present work discusses the mechanisms and factors controlling the HSAD wet air oxidation remediation approach.

A national survey, 1978-1980, found 180,973 waste impoundments used by industrial mining, municipal and other interests. Possibly 27,000 contain hazardous materials. The potential hazard of leaks polluting water supplies is a growing concern. An electrical technique was developed to efficiently and speedily detect and locate leaks in geomembrane-lined liquid impoundments without emptying the contents. A potential applied between the liquid and earth causes electric current to flow through leaks in the insulating geomembrane material to ground. The cur- rent density around the leak is used to detect and locate the leak. Field tests show single and multiple leaks 2.54 cm in diameter or less can be detected and located to within less than 30 cm.

Although it is apparent that porphyry copper deposits may have formed in the Andean orogen from Permian time onward, commercial deposits thus far developed appear to have Cenozoic ages only. Following Chilean useage, the porphyry deposits are divided into either: (a) a stockwork, or (b) a tourmaline breccia model. Stockwork type deposits tend to occur on major strike-slip structures which may be either transcurrent or transverse faults related to plate movements, while the tourmaline breccia type may more frequently form independently of regional faults. Stockwork types may be conjugate fractures that intersect and ramify as a network of veins and veinlets, cutting altered rock, and genetically related to a major regional fault, or in other cases they may reflect the intersection of two large fault structures. Circular fracture patterns may more rarely occur in stockwork deposits in response to a specific intrusive. Tourmaline breccia types are characterized by circular and radial fractures genetically connected in some way with tourmaline breccia pipe development or an intrusive piercement that preceded it. Each structural model contains mineralized intrusive8 which have a close time-space relationship to ore and in each model, mineral paragenesis is similar, regardless of age or location in the plate. Also, each model contains the same type of alterntion halos (phyllic, argillic, prophllitic) as are developed in intru- sive centers in porphyry copper deposits found in North America. The potassic zone is exposed best in the older deposits. Examples of each type of deposit are illustrated, demonstrating the feature evolved.

The Bureau of Mines is conducting research to boost domestic production of manganese. Virtually no mining exists in the low grade and/or small deposits that occur in this Country. One large, low-grade manganese deposit located in westcentral Arizona--The Artillery Peak district--was extensively studied and sporadically mined during the 1940's and 1950's. Although manganese mining in the district has been long dormant, recent studies indicate that the deposits may be amenable to economical production by heap and/or in situ leaching methods. A conceptual design for an in situ leaching system features undercutting and blasting a block of ore, leaching with SO2, and extracting the manganese as a sulfate or oxide. Possible applications to other manganese deposits depend upon formation permeability and specific manganese mineralogy.

The Electroslurry TM electrowinning concept has been incorporated into a process flowsheet for recovering copper from smelter flue dusts. The process has averaged 96% recovery of the copper as high-grade electrowon while at the same time removing a majority of the impurities that degrade drawn copper as a result of recycling flue dust and liberator cathodes: The dust is processed through several stages consisting of leaching, copper precipitation, Electroslurry TM electrowinning and waste liquor treatment. The process may be integrated into a smelter operation and become an effective and feasible means of maintaining good product purity.

El Abra has mining concessions granting the right to exploit minerals in more than 130 km2 (32,122 acres). SCM El Abra owns “rights to occupy” the surface of these claims. The company also owns the surface rights over the process plant area and over land conveyor route. The project has procured all material easements relating to the mine area, processing facilities and access rights of way. Engineering, procurement and construction Figure 1 sets out the development and construction schedule for the project. Development is already well under way. As of early January 1996, about 70% of the project was complete and more than 80% of the capital expenditures were committed.

Investigations have been conducted at Chino Mines Company into the effect that SAG mill recycle material (critical size) exerts on SAG mill throughput and specific energy requirements. Tests were conducted on the laboratory, pilot, and plant scales, to evaluate the merits of alternative treatment options. Removing critical size material from the SAG mill circuit has been shown to improve new feed rates by 34% with a reduction in specific energy (kWh/ton) of 33%. Test results obtained to date are presented.

Mine worker exposure to respirable coal dust and silica dust can result in coal workers’ pneumoconiosis and silicosis which are occupational respiratory diseases that have no cure and are ultimately fatal. In 2021 the Mine Safety and Health Administration reported just over 11,000 operating metal/nonmetal mines with the potential for silica dust exposure for just under 200,000 miners. The National Institute for Occupational Safety and Health (NIOSH) conducts respirable coal and silica dust research associated with mining through its Office of Mine Safety and Health Research. NIOSH respirable coal and silica dust research began under the U.S. Bureau of Mines (USBM), which initially examined silica dust, progressing to include coal dust, with a stronger focus after 1969 with the passage of the Federal Coal Mine Health and Safety Act. A review of extramural research to develop real-time respirable silica dust monitor is presented along with a brief history of silica dust regulation.

Table I identifies the maximum cost of the individual provisions with spoil disposal in Appalachia leading at $3.98 per ton, This was followed by deep mine subsidence control and monitoring at $1.66 per ton. At the request of the U.S. Department of Energy, the Bowser-Morner Testing Laboratories of Dayton, Ohio, evaluated Consol's cost estimates for 14 of the 21 regulatory provisions the company studied. It is interesting to note that Bowser-Morner concluded that Consol's estimates of costs were very conservative and that the actual costs will be substantially higher than what the company reported. In 1978 a joint committee of the National Coal Association and the American Mining Congress made estimates of cost impacts under 11 OSM permanent rules (see Table II). Six rules applied to mid-western strip mining were projected to cost $6.52 to $17.17 per ton. Five rules applied to mid-western strip mines showed costs ranging from $.91 to $6.11 per ton. Three rules applied to deep mines (regardless of region) were seen raising costs from $ .57 to $2.67 per ton. The joint committee reported trouble developing overall figures because member firms used widely different assumptions in calculating their costs. That same statement could no doubt be made when comparing most cost data available today.

A study has been conducted to remove iron from sulfate solutions using Eichrom's Dipexo® extractant, P,P'-di(2ethylhexyl) methanediphosponic acid (H2DEH[MDP]). It is found that this extractant can effectively and selectively extract ferric ion from highly acidic solutions. Ninety-nine percent of the iron was extracted from a simulated feed solution in a single stage. The separation factor, Fe/Zn, was 106. Over 90% of the iron in a loaded organic can be recovered in an aqueous solution by reductive stripping. This paper presents the experimental results. A new process for iron removal using Dipex extractant is described and discussed.

Rendering a solid hydrophobic and solid-fluid particle* attachment in flotation are recognized as not necessarily related (1,2). The attachment is governed by forces of attraction and repulsion which need to be considered. The induction time required for attachment after solid and fluid particle are brought into proximity (3-8) illustrates the point. Laskowski(8) showed that a reduced induction time favoured flotation but detected no change in contact angle, a standard indication of solid surface hydrophobicity. Induction .time is observed in fluid-fluid particle coalescence, there being called a rest time (9-11) The induction time phenomenon is related to the presence of a metastable liquid film (disjoining film (2)) of the continuous phase (water in flotation) which must thin and rupture to permit attachment. The lifetime of this film, which is governed by the rate of thinning and the probability of rupture with thicknesss, depends on a complex interaction of forces. Investigating these forces should help clarify the attachment process. Practical benefits would be improved understanding of slimes flotation (12,13) This paper is concerned with the role of the mobile fluid particle-water interface on the film lifetime, in particular, the role of time-dependent or dynamic interfacial properties resulting from deformation of this interface.

In the April issue of Mining Engineering there is a technical note "New size laboratory ball mill for Bond Work Index determination" written by M. Nematollahi which is very confusing. My recollection is that a description of an experimental procedure should be such that someone skilled in the art should be able to reproduce the results. Applying this test to this particular article would according to me cause a failure to be registered. There are apparently three batch laboratory test procedures referred to in the article. One of these is the traditional Bond test with all its limitations such as dry grinding followed by exclusively dry screening, two attributes which fail to simulate conventional industrial grinding. There is a second procedure (NSBM) which the author is advocating as an improvement of the Bond procedure but from the description I doubt that anyone would be able to repeat the procedure. For instance, is the grinding to be done wet or dry, if wet at what pulp density, and how is the screening to be done, wet or dry or a combination?

A thorough improvement in mine safety is contingent on many factors that require scientific decision-making for selection and prioritizing of important factors for safety improvement. Their analysis using an established scientific method can improve mines’ safety conditions and assist the administration for informed decision-making. This research establishes a mine safety evaluation index and proposes an integrative model based on the entropy weight and grey clustering methods. In the evaluation index, 27 significant factors of safety are identified and categorized into 7 criteria. The proposed evaluation system analyzes all indicators according to Pakistan’s current mine safety situation and their significance for potential safety improvement in the future. Results reveal that current safety practices are outdated due to a lack of mechanization in the mining industry and minimal capability of the management to achieve the desired safety targets. Appropriate safety policies and safety education are missing in the daily working environment. The lack of overseeing the execution of safety operations and the lack of ambition and strong work ethic workers contribute to the paucity of mines’ safety conditions. The prevention and control systems to manage risks and hazard are not in place, and the working environment in mines remain difficult. Therefore, to have enhanced mine safety, important factors can be addressed in chronological order, as presented in this paper. The proposed methodological approach can be applied to other prioritization applications to analyze the indicators and determine the appropriate management strategies.

This paper will detail the work that has been done in 1990 and 1991 at the Pittsburgh Energy Technology Center (PETC) on the development of the U.S. Department of Energy's (DOE) patented Micro-Mag Process. This process entails the use of a micronized-magnetite (minus-10 microns) and water mixture for cleaning fine coal (minus-600 microns) in a cyclone, along with the production and recovery of the magnetite. Emphasis will be on the results from micronized-magnetite recovery testing using both conventional wet-drum and high-gradient magnetic separators in which several key operating conditions were varied including feed percent solids, magnetite-to-coal ratio, magnetite grade, and feed rate. Also presented will be selected results from testing done on a 76-mm diameter cyclone at a relative density of 1.50 showing the effects of operating pressure, magnetite grade, and medium-to-coal ratio on separation efficiency. In addition, two methods for producing micronized magnetite, along with the corresponding size distributions, will also be discussed.

OBJECTIVES OF RADIATION MONITORING Monitoring is a tool used in the practice of radiation protection. The primary reasons for monitoring are to reduce radiation exposures to levels that are as low as reasonably achievable and to assure that no individual receives a dose exceeding the maximum individual dose limit. The documentation of radiation doses for legal, medical, or epidemiological reasons is a subordinate function of any monitoring program. The investment in radiation monitoring programs should be guided by four criteria: (1) the detection and avoidance of unnecessary exposures, (2) the magnitude of potential health risks, (3) the determination of combined doses and risks with adequate confidence, and (4) the verification of compliance with established limits. FIRST CRITERION: DOSE REDUCTION - DETECT AND CORRECT UNNECESSARY EXPOSURES The system of dose limitation advocated by the International Commission on Radiological Protection (ICRP, 1977), and subscribed to in a broad sense by various regulatory agencies, is comprised of three essential ingredients: (1) [justification] of any practice that produces radiation doses by some commensurate net benefit, (2) [optimization] of radiation control measures by reducing doses to levels that are as low as reasonably achievable, and (3) [limitation] of individual doses to preclude inequities and [moldistribution] of risks. All too often, only the third criterion - the limitation of individual doses to prescribed regulatory limits - is explicitly addressed in everyday radiation protection programs. The emphasis of most exposure control and monitoring efforts appears to be directed toward limiting and documenting individual doses that might approach the legal limit. The first two criteria, i.e. justification and optimization, should contribute to a rationale for allocating monitoring efforts. When applied to individuals, these criteria mean the detection and elimination of unnecessary exposures. This should be a high priority of any monitoring program. Measurements should be directed toward detecting inoperative or ineffective control measures, whether or not there is a risk of exceeding the individual dose limits. The ICRP recommends a procedure that can be used effectively to reduce unnecessary exposures. A n investigation level should be established at an exposure rate substantially lower than the regulatory limit, e.g. 30% of the limit (ICRP 26, 1977, p.33). Measurements obtained during routine monitoring that exceed the investigation level are evaluated with respect to cause and potential reduction. To be effective, the evaluation results should be formally recorded and conveyed both to management and to the workers involved. Although the investigation level recommended by the ICRP is based on a fixed exposure rate or derived air concentration, an equally effective evaluation program may be based on the investigation of a percentage of all measurements. For example, one might investigate the highest 5% or a random selection of all measurements. In any case, the objective is to detect and correct situations that are producing unnecessary exposures. SECOND CRITERION: MONITOR IN PROPORTION TO THE MAGNITUDE OF RISK The ICRP criteria apply generally to all radiation exposures. However, a second priority for monitoring programs should be established on the basis of the nature of the exposures and the magnitude of the health risks involved. Current practices in radiation protection are based on dose limits to specific organs and assessment of individual exposure pathways, with little consideration of the combined doses from various pathways. Although the intent of the ICRP recommendations was to limit the total dose to each critical organ, combined doses from external and internal sources are rarely determined. The recent recommendations of the ICRP (Publ. 26, 1977) are based on the limitation of total health risk from occupational radiation exposures. Implementation of this concept would necessarily require the measurement, calculation and summation of doses and concomitant risks to all organs of the body from all exposure pathways. The U.S. Environmental Protection Agency has taken the first step toward translating the ICRP recommendations into regulations. The proposed recommendations for Federal Radiation Protection Guidance for Occupational Exposures (USEPA, 1981) include provisions for summing the risk-weighted organ doses to determine compliance with an effective whole-body dose equivalent limit. Whether or not the proposed guidance is modified before final adoption, it seems clear that some version of dose summation and combined risk limitation will be included in future regulations. The General Purpose Simulation System (GPSS) is a computer simulation language that has been used for simulations of open pit haulage operations since the 60's. It is easy to learn, simple to use, and has a block-diagram structure that is amenable to load-haul systems. However, due to its lack of flexibility, there are situations where another language should be chosen. This paper reviews the characteristics and capabilities of both GPSS and FORTFAN with regard to open pit shovel and truck simulation. The relative advantages and disadvantages are highlighted and a case study presented along with comparative results from two computer models (one written in GPSS and the other written in FORTRAN).

The costs of an open-pit operation can be classified according to the following hierarchy : -overall cost of production (per ton of ore) -costs of basic operations and functions -costs of auxiliary operations -costs of machines and equipment -maintenance costs. Production cost is a measure of the open-pit mine performance and should be the final target of the management control. It is also a measure of the share of the mine in the processing stages.

A principal first order and a minor summation term contribute to the solution of the discretized batch grinding equation when formulated in cumulative retained mode. Depending on the interrelationships between the selection and breakage parameters, the minor term may be advantageously modified in a number of ways. The reduced grinding equations thus obtained are solved by iterations to give relatively simple solutions which are tested against experimental data. The implications and advantages of the reduced grinding equations are briefly discussed.

Bench top centrifuge is used to study the consolidation behavior of phosphatic clays. A mathematical model (based on first order kinetics) is developed to describe the relationship between the void ratio (at any time) and the effective stress. Permeability of the sediment as a function of the void ratio is also described. The obtained data are compared with that obtained by other consolidation testing methods. Centrifuge results indicate that consolidation data may be developed in a short period of time (hours) as compared to days or weeks when other techniques are used.
