This paper presents a history of the planning, engineering and construction completed for the railroad tunnel crossing part of the West Elizabeth Avenue Storm Drainage Project, undertaken to relieve flooding within the West Elizabeth Avenue area in Linden, NJ. The Railroad Crossing Contract is part of the larger Linden Drainage Improvements Project consisting of a new gravity storm sewer system. The improvements are required to provide additional storm drainage for the City of Linden and the Merck Pharmaceuticals manufacturing facilities in the City of Linden.

"The evaluation of data and information provided by the existing traditional indicators in sustainability assessments is most important. Therefore the Institute of Mining Engineering I from the RWTH Aachen University developed indicators and an assessment system for the mineral raw materials industry on operation, company and sector level on behalf of the Federal Ministry of Economics and Labour (Bundesministerium für Wirtschaft und Arbeit, BMWA) and the Federal Institute for Geosciences and Natural Resources (Bundesanstalt für Geowissenschaften und Rohstoffe, BGR). In the course of the development of indicators for the raw materials industry quality indicators on different levels of the sustainability assessment procedure have been identified and developed. The following paper describes some of the results focussing on the development and integration of quality indicators into sustainability assessment systems."

Two coal mine shafts recently completed in Franklin County, Ill., afford experience and accomplishment to warrant review, These shafts provide access to a tract with a potential recovery of one hundred million tons. This work provided the initial sinking by other than a contractor's organization since 1918. Four additional shafts required during the interim were sunk under contract arrangement with others. Supervisory contact and inspection afforded experience to govern planning and conduct of the recent work.

In the May, 1969 issue of Mining Engineering the Editorial Director, John V. Beall, described the Japanese Onahama Copper Smelter and Refinery as follows: "On the shore of the Pacific, 120 miles north of Tokyo, is the world's most modern copper smelter and refinery.? One of the improvements that has been made at the Onahama Refinery is the quality of the electrolyte in the copper refinery electrolytic cells. This has been accomplished by reducing the concentration of slimes in the cells between the electrodes. In a December 19, 1966 review in Chemical Engineering magazine reference was made to some tests in Sweden as follows: ?However, at 1,000 amps/sq.M., satisfactory cathodes could be prepared, provided electrolyte flow past the anode and cathode was at least 3 to 4 meters per minute, and the slime content was not allowed to exceed 20 to 30 mg. per liter. By dropping the current to 500 amps with the same electrolyte velocity, the slime content could grow to 50 mg. per liter (50 ppm) without causing occlusion at the cathode." From this data it appears that the production capacity of copper refining electrolytic cells can be significantly increased. In order to do this the concentration of suspended contaminating slimes in the electrolyte solution is reduced by filtration. The electrolyte in-between the active electrodes must be purged with higher velocities to maintain a high concentration of the desirable copper ion in the liquid film adjacent to the cathode and the sulfate ion in the liquid film at the anode. This higher velocity also carries away from the cathode the undesirable impurities released from the anode as they are released into the electrolyte as filterable solids.

The wettabilities of agglomerates made from coals of several different ranks were measured by the adhesion technique. Oil levels from 0 to 10% by weight were used. As was expected, it was found that higher-rank coals are more easily oil-wetted and that the surface properties of the agglomerates correlate with agglomeration recovery and ash removal data.

A methodology has been developed and demonstrated to be effective in reclaiming surface-mined land for a forestry post-mining land use. The forestry reclamation approach (FRA) has been applied, almost exclusively, to flat or gently rolling surfaces. One of the primary steps in the FRA is to loosely grade the top 1.22 m (4 ft) of soil or substitute root growth medium to avoid excessive compaction. Concern has been expressed by regulators and the public that loose grading on steep slopes (i.e., greater than 23°) could lead to slope failures, which is one of the issues that the Surface Mining Control and Reclamation Act of 1977 (SMCRA) sought to correct. A field investigation was conducted at a steep-slope contour operation in eastern Kentucky to test the applicability of FRA in this setting. Final grading was performed according to FRA standards. The surface consisted of two distinct substitute rooting media. One was unweathered gray sandstone and the other was a combination of gray sandstone, brown sandstone, and topsoil. A variety of native hardwoods was planted following the FRA guidelines. The slope was instrumented with 70 survey monuments to monitor for mass movement. The reclaimed spoil was also characterized using bulk density and penetrometer resistance methods. The characteristics of both spoils are similar to those observed on flat to rolling surfaces where the FRA has been used and, after one year, approximately 70% of the trees had survived. During this first phase of investigation, there has been no major mass movement of the slope and slope stability analysis indicates that the application of the FRA has little impact on the overall stability of the slope. Construction of Ontario Power Generation?s 12.8-m diameter, 10.4-km long water diversion tunnel in Niagara Falls, Ontario, is underway. The tunnel is being excavated by means of a 14.44-m diameter open gripper Tunnel Boring Machine. The tunnel lining is constructed as a two-pass system with the initial lining consisting of rock bolts, mesh, steel channels or ribs, and shotcrete, and the final lining consisting of pre-stressed cast-in-place concrete with a waterproof membrane. Mineral process wastes, such as metallurgical slags nowadays, are of significant metals and materials resources in the circular economy. The usability of iron-making slag is well established; however, steel slag still needs to be utilized due to various physicochemical constraints. In this context, we have reviewed the global steel slag generation, processing, characteristics, and potential application with suggestions for futuristic possibilities to address the technical, economic, and environmental aspects of steel slag recycling. The steel slags inherit characteristics from ore chemistry and their processing routes, which may be Blast Furnace-Basic Oxygen Furnace (BF-BOF) or Direct Reduced Iron-Electric Arc Furnace (DRI-EAF) steel-making routes with/without treatment in a Ladle Furnace (LF). The average generation of slags in BOF, EAF, and LF processes accounts for 110 kg, 70 kg, and 40 kg per tonne of steel, respectively. Considering global steel production of 1878 million tonnes in 2020, the associated slag by-products possess a significant resource of major components like FeO, CaO, SiO2, Al2O3, etc. Selecting a recycling technique depends on the slag's end use, logistics, and physicochemical characteristics. BOF and EAF slag are used ~ 48% in road construction applications and ~ 10% for industrial specific metallurgical use. EAF slag is preferred as cementitious material as compared to BOF. Hot-stage modification of BOF slag has emerged as a preferred method to achieve desired chemical and subsequent mechanical properties for end use. BOF slag has high carbon dioxide sequestration potential for in-plant remediation among steel slags.

Introduction In 1986, the US economy passed the $4 trillion mark. However, the value of domestically processed materials of mineral origin fell slightly to $240 billion. The value of metals produced from US ores was unchanged at $5.6 billion, as was recycled scrap at $4 billion, while the value of industrial minerals rose slightly to $17.9 billion. Consumer demand strongly affects mining and the US economy is relatively saturated with longlived products. Moreover, in recent years there has been a steady increase in consumer, mortgage, and federal debt, inhibiting new purchases of goods. Motor vehicles and housing are major traditional markets for mineral materials. However, the 242 million US citizens already possess 170 million licensed motor vehicles and 92 million dwelling units. In 1986, domestic motor vehicle production fell 3%, to 11.3 million units, while new housing starts rose slightly to 1.8 million units. Nearly all mineral commodities move relatively freely in world trade. As detailed in Figs. 1 and 2, in the last three decades world production of major mineral materials has greatly increased. At present, substantial excess productive capacity exists not only in the US but also in many other countries. Consequently, the US mineral industry is encountering increasing competition from other sources, along with increasing competition from newer, engineered materials. For example, US production of plas¬tics has risen from 900 kt (1 million st) in 1950 to 22.7 Mt (25 million st) in 1986 - on a volume basis significantly greater than steel. Plastics, too, are mineral-based materials, some 7% of petrochemicals going to their manufacture. 1986 saw increased calls for protection. But President Reagan, in his 1987 State of the Union Message and Economic Report to the Congress, reaffirmed adherence to a policy of free and fair trade. However, he stressed the need for increased efforts to open foreign markets to US exports and to increase competitiveness of US industry US imports of mineral-based minerals in 1986 were valued at $40 billion and exports at $24 billion. Strategic minerals As detailed in Fig. 3, imports supplied a significant proportion of total US consumption of several important materials, including many classified as "strategic and critical." There were no changes in stockpile policy during the year. Congress debated the President's 1985 proposals to reduce stocks of World War II-type materials and to focus more on high technology materials needed for the cutting edge of future military material. But no final action resulted. However, Congressional concern about apartheid in South Africa did result in increasing pressure to limit imports of South African minerals. Meanwhile, the National Critical Materials Council in the Executive Office of the President intensified its efforts to be better able to advise the President. Significant effort was made in 2003 and 2004 to upgrade the existing instrumentation and process control infrastructure at the Phelps Dodge Bagdad copper concentrator. Specifically, • cameras were installed on the feed belt for online image analysis data, • ultrasonic level sensors were installed for froth height and sump level control, • a trial froth image system was installed on one of the rougher rows, and • a new expert system to tie everything together was integrated and tuned in-house. Control philosophy, observations, opinions, and general tips and tricks are discussed with the hope of assisting other plant personnel and expert system integrators.

Experience over the past eight years has proven that partnership and cooperation in mineral engineering education is essential to maintain programs in this field. At this moment the joint European Mineral Masters Engineering Course (EMMEC) has three programs in the areas of mining, minerals engineering and geotechnical/environmental engineering, offered by combinations of nine universities in seven European countries. About 25 companies are associated with the universities in the Federation of European Mineral Programs (FEMP) which coordinates these activities. The EMMEC has applied for recognition under the newly launched EU “Erasmus Mundus” program in which the EU makes 280 million Euro available for bursaries for non-European students and scholars.

lmenite is a primary ore feed to the DuPont chloride process for the manufacture of titanium diox-ide pigment. We seek to determine ilmenite geochemistry as a function of original source and as-certain which ilmenites have chemistry most amenable to upgrading via iron-leaching (leucoxenization) and that have favorable, with respect to pigment manufacture, trace element content. Ilmenite geochemistry is a function of its primary origin and of subsequent alteration. Heavy mineral sand deposits may contain ilmenite from one or several dominant source rock(s). In addition, ilmenite may alter in the weathering environment, changing the major element compo-sition (iron-leaching) and certain of the minor element content. A primary objective is to classify ilmenites in relation to origin in order to fingerprint source rocks in provenance determination. The changes in trace element chemistry during alteration are also investigated. A “decision tree” is developed to classify ilmenite types and source rock origins. Ultimately, with those methods and by amassing a database of ilmenite types from worldwide locations, it should prove possible to determine ilmenites (and their sources) more susceptible to iron leaching in the weathering en-vironment. Such ilmenites, enhanced in their titanium content, are the preferred ore targets. The method used is electron microprobe analyses at elevated conditions of voltage, cur-rent, and counting time to enable higher precision. In-situ ilmenites from igneous, metamorphic, and altered rocks (saprolites) are analyzed. Initial foci for sedimentary ilmenites are restricted provenance (approaching monogenetic, examples from Spain, Portugal) and polygenetic prove-nance (Denmark). Altered ilmenites, including the DuPont Florida ore, are used to characterize the chemistry of leucoxenization. Trace element concentration, detectability, and cost considera-tion, led to focus on Mn, Mg, V, Cr, and Nb to develop a classification scheme validated by dis-criminant analysis and “classification-regression trees”. Results show a high degree of success for restricted provenance study and an acceptable one for polygenetic provenance.

Project feasibility no longer involves just technical and economic viability-today's feasibility study must include environmental, regulatory, and political considerations as well. While the US now appears at least somewhat committed to developing synthetic fuels, including oil shale, it is the environmental issues, rules, regulations, and guidelines that will play the major role in determining the timing, magnitude, and overall scope of synfuel development in the coming years. The key environmental obstacle affecting oil shale development is uncertainty. Although oil shale may be the most environmentally studied "new" technology in the world, little is known with much degree of certainty about potential environmental consequences of one full-scale commercial facility, or the effects of a massive development effort in a relatively pristine and sparsely populated area. Other primary environmental uncertainties include: • Environmental compliance costs and their effects on investment decisions; • The reliability and acceptability of anticipated pollution control technologies; and • The confusing, time-consuming environmental regulatory framework, which requires more than 100 permits, clearances, and reviews before development occurs. This discussion will focus on the latter uncertainty, and will describe he current status of potential constraints to oil shale industry development in five areas: water availability; water quality degradation; air quality degradation; reclamation and spent shale disposal; and community impacts.

The objective of this investigation was to determine the feasibility of using a high-pressure roll mill (HPRM) to improve the separation efficiency of dolomite from apatite in downstream operations when treating high-dolomitic pebbles. High-dolomite samples from four phosphate mines were used for the test program. The research work plan included sample characterization studies; INSTRON tests to develop preliminary crushing data; high-pressure roll mill evaluations to determine crushing parameters, such as feed rates, rolls speed and gap, and applied torque, pressure and energy; and screen, microscopy, and flotation studies to assess dolomitelapatite separation efficiency. The results of the HPRM tests show that commercial products for all four mines can be obtained. Recoveries of 74-82% of the P2O5 and rejections of 46-83% of the MgO were reported with an specific energy consumption of 0.2-0.5 of that of a laboratory rod mill.

The electric arc furnace has characteristics which make it attractive for a number of metallurgical applications. Some of these characteristics are: high thermal efficiency, the possibility of attaining very high temperatures, low off-gas volume compared to fuel-fired furnaces, no impurities are introduced by the heat source, and impurities in only minor amounts are introduced by the electrodes. It also has disadvantages, the chief ones being the relatively high cost of electrical energy compared to fossil-fuel energy and the fact that, when oxide ores are smelted using carbon as reductant, the off-gases emitted are rich in carbon monoxide. As in many other pyrometallurgical processes, fumes and dust are emitted from melting or smelting operations. In many installations, some or all of the off-gases are flared, thereby wasting their energy and contributing to atmospheric pollution. During the last eight years, a shaft-electric furnace has been under development at the Mines Branch, Department of Energy, Mines and Resources, Ottawa, Canada. This project was initiated to try to overcome, or at least minimize, the disadvantages of the electric furnace. Experience on other projects, prior to the beginning of this program, had indicated that preparation of the charge materials, for example by sizing raw ore, sintering concentrates and crushing and sizing the sinter, or agglomerating concentrates into uniform-sized pellets, could make a substantial contribution towards achieving success in arc-furnace smelting projects; This entire

Water occupies a dual role in our industrial society. It is the indispensable raw material, essential to life itself. It is equally an industrial nuisance, interfering with the production of industrial minerals, making construction difficult, flooding valuable land, and generally producing problems because it is in the wrong place at the critical time. The legal position of water as a nuisance, and the counter measures to be taken, have been well established procedures for determining the responsibility for damage caused by water, and the organization of drainage districts and flood control and levee districts have been legally tested many times. Thus there is rather adequate legal doctrine concerning water, the common enemy. But recently efforts have been made to regularize the position of water as a useful, industrial, commodity. Such laws are not new to the West, where the doctrine of appropriation for beneficial use is slowly becoming the water law. Elsewhere the University of Michigan has produced a "model" water law and efforts are being made to induce all of the states to use this law, or a slight variation of it, as the basis for legislation. There are many serious criticisms of the proposed "model"-law, and the writer strongly opposes many of the provisions. But the fact remains that water is, in itself, so useful and essential that laws have been, and will be, passed to insure the orderly development of our water resources and to prevent waste. The, most important aspect of these "water-use" laws is that, wise or unwise, the existing laws and the proposed laws have been "water oriented". "Water oriented" means that it has been tacitly assumed that the beneficial use of water, either surface water or ground water, is the overriding consideration.

Remote methane detection State and federal regulations require frequent measurements to verify that safe methane levels are maintained in underground coal mines. Ventilation control is the primary means of maintaining safe methane levels. In the immediate face area, where the highest methane levels occur, methane measurements are required every 20 minutes during active mining. To perform these measurements, temporary roof supports must be erected. This allows a miner to reach the face. There a hand-held methanometer is used to make the measurements. This procedure is time consuming and potentially hazardous. To facilitate the measuring process and reduce the miner's exposure to roof falls, the US Bureau of Mines has developed a prototype optical device. It can measure methane remotely from distances up to 12 m (40 ft). The device uses two infrared signals, reflected from the coal face, rib, or roof. One signal is absorbed by the methane, the other is not. The ratio of the two signals determines the average methane concentration in the face area. The prototype detector has also been successfully tested at the Lake Lynn, PA Laboratory. Instantaneous responses were obtained for methane in the ventilation airflow and for methane layered near the roof. Conventional methanometers required from five to 25 seconds to respond to the methane in the ventilation airflow. They did not respond to methane in the roof layer. Ignition suppression system The incidence has increased of fractional spark ignition at the mine face. One reason is the advent of mechanical mining. Another is the more difficult ventilation conditions associated with deeper and more extensive underground workings. To cope with the problem of frictional ignition, the Bureau of Mines initiated research to develop a system that would provide rapid detection of incipient methane-air ignition. Then, rapid dispersion of a quenching agent would ensure that the methane flame was extinguished while it was still relatively small. This concept was successfully demonstrated by suppressing explosions in the Bureau's Bruceton, PA experimental mine. But the bulkiness of the early storage-dispersal system proved impractical to retrofit onto face equipment. In a cooperative effort by the Bureau and the Mine Safety and Health Administration, a more compact system has been developed and is being tested. Metallurgical evaluation of autogenous grinding of Anaconda's Berkeley Pit ores indicated that tonnage throughput increases, at a finer flotation feed size, were possible by converting autogenaus mills to steel ball mills. In addition, initial test work showed that the improved grind resulted in slight recovery gains in subsequent flotation processing.

The application of an open-pit Materials Handling Simulator (OPMHS) to analyze mine planning and scheduling problems in large surface mines is discussed. The mine chosen for this application employed a large stripping dragline working in tandem with a shovel-truck haulback system for removing overburden. Large bottom-dump trucks were employed behind a coal loading shovel to transport the exposed coal out of the pit. Specifically, the current operations and the recommendations for short term and long term improvements were simulated on OPMHS. The effects of changing the operating parameters of the equipment on the total system were evaluated. Several alternatives were also studied for the best use of the existing equipment if the current operating parameters could not be improved upon. The results of the application are discussed.
