To be meaningful the sharing of ideas about the National Environmental Management Act (NEMA) and social issues within the context of Mining and Metallurgy (M&M) requires an honest scrutiny of the M&M/social environment relationship, both past and present. It is not a secret that this relationship has been and is fraught with difficulties. Thus from all perspectives (M&M, society and environmental and social consultants) such a dissection, that highlights the realities, both good and bad, is uncomfortable. For this section of the colloquium to have any value, the honest but difficult approach needs to be taken.

This paper is based on the assumption of some knowledge of the National Water Act. It will consider the question of how that Act fits in with: a) existing laws which overlap on the subject matter b) new laws either in draft or in the process of being compiled c) policies which will eventually find their provisions included in new legislation (e.g. minerals policy) d) international practices. The focus will be specifically on the interaction of legislation relating to water use and water pollution in the mining sector as well as the role of the Department of Water Affairs in mining matters. Hence the title of the presentation.

Coal mining in Ostrava-Karvina coalfield is being accompanied by rockbursts. 82 rockbursts occurred within the period between 1990 and 2002. Natural and technological factors from these rockbursts were collected and analysed. They confirmed that rockbursts are complex geomechanical events and that the relations between co-acting technological and natural factors are very complicated. Der Abbau in dem Ostrava-Karvina Steinkohlenrevier wurde von Anfang an durch Gebirgsschläge begleitet. 82 Gebirgsschläge in dem Zeitabshnitt von 1990 bis 2002 erfolgten. Die Angaben über natürliche und technische Faktoren der Gebirgsschläge wurden gesammelt und analysiert. Es wurde bestätigt, dass die Gebirgsschläge komplexe geomechanische Phänomene sind und dass die Beziehungen zwischen den zusammenwirkenden Faktoren sehr kompliziert sind. L´abattage d´houille dans le Bassin houiller d´Ostrava-Karvina est accompagnée par les coups de terrains. 82 coups de terrains s´étaient produit dans la période entre 1990-2002. Les données sur les facteurs naturels et techniques ont été ramassées et analysées. Les résultats ont corroboré que les coups de terrains sont des phénomènes géoméchaniques complexes. Les relations entre les facteurs techniques et naturels coopérants sont très compliqués.

Solving ventilation networks of natural splitting is a basic problem in mine ventilation. Several mathematical techniques are used to solve this problem. This paper proposes a new method which combines the advantages of both classical Hardy Cross method and unconstrained optimization techniques. The trials carried out on model networks have shown that the method offers some facilities in the analysis of mine ventilation networks. This paper describes the concept and development of the use of a uni-delay shock tube system in the timing and initiation of the development rounds, specifically in flat development. It was extended from stoping and now constitutes the only initiation system is use at Kopanang mine. The two explosives initiation systems in general use in underground mines are the conventional fuse-igniter cord system, and the more modern Long Period Delay shock tube system, better known as the numbered LP system. Both are well accepted but have many drawbacks which can result in poor breaking and substantial wastage of the blasting material. Both of these deficiencies cause an increase in the cost of a blast. Hitherto, the limited number of delays available has complicated the use of shock tubes in development blasting. Over eighteen month period to the end of 2007, a project team comprising members from Kopanang Mine and AEL developed a method for the use of a uni-delay shock tubes to time any development round. These uni-delay shock tubes are better known as Reef Masters® or EZ-Stopers® depending on the supplier, and the system has particular application in flat development. During the project, two new shock tube system components were designed, tested and manufactured; namely Splitters and Starter Packs. The system has been successfully tested and implemented in both on-reef and off-reef development ends. At Kopanang, it has now been rolled out across the entire mine. Other AnglogoldAshanti mines are conducting trials and implementations into production sections. Initial results indicate improvements in the ground conditions and excavation profiles. The cost of blasting is showing a downward trend. The authors consider that the system is a tool for use in further blast optimization and will contribute to rationalization of the explosives commodities basket on mines.

Computer Integrated Mining (CIMG) is a process of using computer networks to transform islands of enabling technologies into a highly interconnected mining system. CIMG involves the integration of advanced technologies at various levels in the mine business to achieve higher flexibility, better quality of processes and control, and improved profitability. Justifying the benefits of CIMG are difficult as many of the advantages are derived from improved flexibility, quality, and control. Justification is based on the evaluation of the benefits to be gained, compared to the required capital investment. Management tools used in mining are currently inadequate in assessing the value of advanced technology whose benefits are primarily qualitative. A key aspect of successful implementation is management acceptance, which has to be won through the capability to justify the technology?s financial costs and the true value of all of its benefits. The manufacturing industry faced similar justification difficulties when adopting advanced technology in factories. A significant amount of funding and research was invested in developing management strategies and approaches to justification. Many of the problems that faced the transformation of the manufacturing industry in the late Eighties and early Nineties are now facing mining. The solutions derived for manufacturing may help mining in its transition to an increased reliance on integration technology. Reviewing the industrial history of computer integrated manufacturing identifies several tools and strategic frameworks that can be adapted for mining. The results of over 900 coal strength tests done during the period 1993?1994 for the SIMRAC project COL021A were re-analysed with a view to find a method to delineate areas or seams that can be grouped together for analyses of coal strength and strength decay characteristics. It was confirmed that the strength of a coal specimen increases linearly with increasing diameter-to-length ratio and decreases exponentially with increasing size of specimen. However, by extrapolation of the data, it was shown that beyond a diameter of approximately 2 m, the size effect is insignificant. For larger specimens, the diameter-to-length ratio (referred to as the width-to-height ratio for full scale mine pillars) alone continues to influence the strength. The slope of the linear strength vs. diameter-to-length ratio relationship is independent of the size of the specimen and is not unique for coals from different mines. However, the intercept of that relationship is unique and is a function of specimen size. This offers a previously unknown method to distinguish between the coals from different mining areas and coal seams. Driefontein Consolidated Limited has a proud history in the South African gold mining industry dating back to March 1945 with the formation of the West Driefontein Gold Mining Company. The reclamation gold plant at West Driefontein was originally built as a uranium recovery plant in 1970. With the collapse of the uranium oxide yellow cake market, the uranium plant was closed in 1988and successfully converted into a gold plant, recovering gold from repulped tailings dams1. The West Driefontein Reclaim plant utilized milling, leaching, conventional rotary vacuum filtration and cementation to recover the gold at a rate of 200,000 dry tons per month. The No. 1 tailings dam (at a head grade of 0.8 Au g/t) began to near the end of its life during 1996, and the next slimes dams to be treated, the No. 2tailings dam (at a lower head grade of 0.56 Au g/t) was found too marginal for reprocessing using the filtration technology. Alternate technologies were investigated, particularly the carbon-in-pulp (CIP) plant based on the Anglo-American Corporation (AAC) pump-cell technology at the Vaal Reefs Exploration and Mining Company?s East gold plant which was operating profitably at lower head grades2. The AAC pump-cell technology is based on the carousel mode of operation2. The suitability of CIP technology for the West Driefontein Reclaim plant was investigated using a pilot plant pump-cell supplied by Kemix The data gathered were utilized in sizing a full scale AAC pump-cell plant. This plant was motivated, built and commissioned on the 22nd of November 1996. Incorporating 6 eighty cubic metre AAC pump-cells. The West Driefontein Reclaim plant initially treated repulped slimes dam material. A subsequent change of feed material to current arisings (from the main gold plant) occurred in1997 in order to convert mills for waste rock treatment. Currently the reclaim plant treats a combination of current arisings and waste rock (milled at the reclaim site). The new CIP plant replaced twenty-seven rotary vacuum filters. A comparison between the filters and CIP in terms of operating costs was undertaken, as well as a performance analysis of the CIP plant to determine its flexibility in terms of variation of the throughput, pulp density, gold input, leaching efficiency prior to CIP, and the rate of carbon movement.

The equilibrium distribution of Cu, Fe and Ni between Cu-Ni-Fe mattes and Pt alloy was measured as functions of the sulphur partial pressure (pS2), oxygen partial pressure (pO2),temperature and Fe content of the matte. The distribution ratios of Cu, Fe and Ni between matte and alloy were independent of oxygen pressure when the pS2was fixed at 2.5x10-5atm and pO2was varied between 10-15and 10-12atm. The distribution ratio of Cu, Fe and Ni increased as the sulphur partial pressure increased. The Cu and Ni distribution ratios decreased with increasing temperature and the Fe distribution ratio increased slightly over the temperature range of1350?1500°C. For mattes where the proportions of Cu and Ni were kept constant, the distribution ratio of Cu increased as the Fe content in the matte increased. The Fe and Ni distribution appeared to be independent of the iron content in the matte and had a value of 1.2 and 1.6 respectively. The activity of Cu, Fe, Ni in the matte was calculated using a regular solution model for solid Pt-Fe-Ni-Cu alloy. The activity coefficient of Cu, Fe and Ni decreased as pO2and pS2increased.The activity coefficients also appeared to be independent of the Fe content and temperature over the range of 36 to 54 wt% iron and 1350 to 1500°C respectively. It concludes that Mufulira Mine has become the first mine in Zambia to convert 100% of its stoping to ?Smartdets?, because the Mine?s management was prepared to look beyond the unit cost of product and were ready to look at the broader picture of cost effectiveness and increased productivity.

ABSTRACT: Given the current widespread use of numerical models for rock mechanics and rock engineering, and the ‘Technology Road Map’ theme of the Congress, it is timely to consider the key issues in matching numerical models to rock engineering problems. The three main aspects are: a) identifying the mechanisms, variables and parameters that are relevant to a particular rock engineering project; b) establishing the content and mode of operation of a particular code; and c) deciding whether a particular code provides an adequate model for a particular project. We summarise the key issues, highlighting the concept of rock mass domains, validation and the ability to present the results of a modelling exercise. We include three compact numerical modelling case examples to illustrate the points. Finally, we also present a ‘roadmap’ to assist in the process of matching a numerical model to the rock reality. RESUME: Considérant l’utilisation généralisée des modèles numériques en mécanique des roches et en ingénierie au rocher ainsi que le thème du congrès ‘technology road map’, il est opportun d’aborder les problèmes essentiels liés au choix des modèles numériques dans les problèmes ingénierie au rocher. Les trois aspects principaux sont : a) l’identification des mécanismes, variables et paramètres appropriés au projet considéré, b) la définition du contenu et du mode de fonctionnement d’un code numérique donné, et c) la possibilité de décider si un code donné fourni un modèle approprié au projet considéré. Les points clés sont résumés en mettant en évidence les notions de “massif rocheux”, de validation et de capacité à présenter les résultats d’une approche numérique. Nous présentons trois brèves études de cas qui illustrent ces points. Enfin, nous proposons aussi un logigramme pour aider au choix d’un modèle numérique approprié pour représenter la réalité d’un problème au rocher. ZUSAMMENFASSUNG: Im Licht der augenblicklich weitverbreiteten Nutzung von numerischen Modellen in der Felsmechanik and im Felsingenieurbau und unter Beruecksichtigung der Themenstellung des Congresses “Technology Road Map”, erscheint es an der Zeit die Kernprobleme, die sich mit Fragen der Abstimmung der numerischen Modele mit Hinblick auf ihre Anwendbarkeit im Felsingenieurbau beschaeftigen, naeher zu befassen. Die drei wesentlichen Aspekte sind: a) Identifizierung der Mechanismen, Variablen und Parameter, die fuer ein bestimmtes Projekt im Felsingenieurbau von Bedeutung sind; b) die Festlegung des Inhalts und des Modus Operandi eines bestimmten Codes, und c) die Entscheidung darueber ob ein bestimmter Code ein hinreichendes Model fuer ein bestimmtes Projekt ergibt. Wir fassen die wichtigsten Punkte zusammen, heben dabei das Concept der Gesteinsmassen Domaenen (Rock mass domains) hervor, und erarbeiten ihre Beurteilung und die Moeglichkeit diese zu praesentieren in den Ergebnissen einer Model Uebung. Wir schliessen drei Beispiele von numerischen Modellen ein in denen diese Punkte erlauetert werden. Zuletzt schlagen wir eine “Roadmap” vor, um dem Prozess der Abstimmung des numerischen Modells mit der “Felsmechanischen Wirklichkeit” zu unterstuetzen.

A bubble population balance model is proposed for the prediction of Sauter mean bubble diameters in mechanical flotation cells. In the model, the flotation cell is treated as two separate, statistically homogeneous zones?the impeller zone, and the bulk tank zone. Balance functions for the rates of bubble breakage, coalescence, recirculation and inlet-outlet events are proposed based on classical chemical engineering research in two- and three-phase fluid mixing systems. An initial simulation of the population balance model shows trends in bubble size distributions comparable to measured distributions in industrial mechanical flotation cells.

The development of the modern State and the growth of capitalism involves a complex process of interaction between cross-cutting structural dimension: first between politics and economics and, second, between market and hierarchy. Central to such developments are political economies of scale. Mineral specialization in the Third World developed within the framework of an international extension on oligopolistic structure of the advanced capitalist economies of Western Europe and North America. Up to the late 1960s, the world mineral and metallurgical industry was closely controlled by a handful of Western mining and industrial groups. To the extent that, foreign control of the mining sector was seen in the Third World producing countries both as the essence of foreign domination and as its major symbol. In some newly industrializing countries, the State took a more direct role in tying the economy and society together. Central to this process was the growth of large-scale finance capital. From early 1959to the mid-1970s, metal consumption in industrial countries expanded well beyond their domestic mineral endowments. And a free access to Third World minerals was a major element of the economic dynamism of these countries throughout that period. With the change in the characteristics of international investment, Africa has become less important as an outlet for capital exports of European countries. Actually, the African continent now receives only a very minor share of direct foreign investments of Western enterprises. International political economy is concerned first of all with the relationship between the economic and political domains across territorial boundaries. Second, attention should be drawn to the role of the State as the focus of decision-making in a system of competitive States, that is in turn, interdependent with a trans-national market economy in which mining and metallurgy are essential activities that affect the politics of the State, and how this in turn, rebounds on the politics of the international system. Understanding the role of the State must go beyond the glib pronouncements on the ?national interest?. How, and whose interest, the ?national interest? is determined, is precisely the problem. This implies a third theoretical problem that must be addressed: the linkage between the domestic and international domains (or levels of analysis), given that political-economic processes clearly cut across the lines of political decision-making constituted by the institutional structures of the State. Situating the State and economic interests within this vast ?state-society? complex that we call the global order will be a crucial problem for any theoretical approach that involves mining and metallurgy.

In this study, the general case of semi-batch precipitation of nickel hydroxide, Ni(OH)2, is modelled. In practical terms, this precipitation may occur at high ionic strengths, and therefore the model for solution chemistry requires a thermodynamic model that is applicable for these non-ideal systems. The activity coefficient model used is the ELEC-NRTL. The simulation of the solution chemistry is performed using AspenPlusTM, which is a steady-state process simulation program. This allows for rigorous evaluation of the solution speciation, and hence the degree of supersaturation which dictates the precipitation kinetics. The solution chemistry provides the basis for predicting the formation of solids. The model consists of a solution chemistry part and a solids formation part. The inputs to the model include the initial concentrations of the streams entering the reactor, kinetic parameters for the precipitation processes, and a particle size distribution obtained from experiments. The solids formation part of the model employs the method of moments for the evaluation of the population balance. The population balance accounts for total particle number, and the formation and increase in size of particles across the entire particle size range. This balance requires kinetic parameters for the processes of nucleation, growth and agglomeration. Using optimization routines inherent in AspenPlusTM, parameters for the rate of nucleation, growth and agglomeration may be extracted from experimental particle size distributions. These are then used in the model to extrapolate to other conditions. Once an understanding of the kinetics of the precipitation processes is gained, the model provides a predictive tool for optimization of these kinetics, in order to increase the overall particle size and therefore improve solid-liquid separation. The work is deemed to be significant as it sheds some light on solids formation processes involved in precipitation?including nucleation, growth and aggregation?and develops a predictive modelling tool applicable to solutions of high ionic strength. We argue that this dewatering of suspensions is affected significantly by particle size distribution and surface properties of the solids formed by precipitation. This modelling tool should facilitate the design of solids formation processes where downstream dewatering is enhanced.

Solvent extraction of Cu from acidic leach, using an oxime extractant, e.g. LIX 984 or Acorga is a well-known and establishedprocess. As the process advances, Cu is extracted to the solvent and is replaced by H+in the aqueous phase. At high acidity the distribution coefficient of Cu between the solvent and the aqueous phase decreases, and eventually a relatively high concentration of Cu remains in the raffinate, regardless of the number of equilibrium stages. In many processes this phenomenon is immaterial, as the raffinate returns to the leaching and no copper is lost. But when the copper raffinate is used for processing of additional metals, minimal concentration of Cu in the raffinate is essential for an effective process. The recommended process includes three steps: SX-1?standard extraction of Cu with oxime. The resulting raffinate contains about 6?8 g/lCu and 50 g/lH2SO4. SX-N?Extraction of most of the acid into an amine-based solvent, and stripping it with a base, e.g. aqueous ammonia, caustic, Na2CO3etc. The extraction removes no metals, but decreases the concentration of acid from 50 to10 g/l. SX-2?Extraction of the neutralized solution once more with oxime, to remove the residual copper. Such a process enables one to get down to 100?150 ppm Cu in the final raffinate. This process was developed and tested in the R&D facility at Chambishi Metals plc, by a joint team of Chambishi & Bateman, using Cognis LIX 984N and real solutions from the plant. In the laboratory the equilibrium isotherms for SX-1, SX-2 and the neutralization were developed. Computer simulation of the results showed that the optimal configuration is two stages for both extraction and stripping for SX-1. For SX2, 2?3 stages of extraction and two stages of stripping are needed. The stripping stages may be common to both SX-1 and SX-2. The neutralization of SX1 raffinate was tested both by conventional precipitation with lime and by extraction with alamine-based solvent extraction and stripping with a solution of 10% NaOH. For the SX-N only one stage was needed for both the extraction and stripping. The bench scale pilot plant was run for both SX-1 and SX-2. The results were very similar to the simulated ones, and the configuration of 2E2S for SX-1 and 3E2S for SX 2 delivered the required raffinate with less than 150 ppm Cu.

The practice of pumping gases which inhibit combustion for purposes of controlling or extinguishing mine fires is now universally accepted. The practice has been used many times in coal mines in India and the experiences are reviewed. The procedures relating to a membrane based nitrogen generator and to a combustion gases generator are described. The physical properties, practical requirements and economic implications of using different gases is briefly reviewed. Some aspects of the practice as related to mine fires in certain collieries in other countries are dealt with.

CSIRO Mineral has recently developed a new electron microprobe based system for characterizing zircon grains from heavy minerals sand deposits. The system acquires cathodoluminescence (CL) spectra, X-ray and backscattered electron (BSE) signals in parallel. By scanning over a specified target area, CL wavelength and X-ray element distribution maps of polished zircon grains can be acquired. Post-inspection of the combined dataset using in-house developed software enables correlations between chemistry and structure to be investigated. The new method offers significant benefits over traditional CL and BSE techniques in that direct comparison with the elemental concentrations over the same region is now achievable. By combining the electron microprobe results with data for the same mapped region obtained via a nuclear microprobe, significantly better detection limits (~ 1ppb) for elements with atomic numbers greater than iron are possible. The ability to measure spatially related analytical data and then investigate the correlation of the CL spectra with chemical data is an important advancement in the characterization of zircons. The paper describes the construction of 5 plugs to resist high water heads at depth within the South Deep Gold Mine, Randfontein, South Africa. A total of 20 segments were involved to create these plugs, which were 7.5 m long at the 58 Level and 6.25 m long at the50 Level. Emphasis is placed on the QA/QC and verification methods, which were developed and governed all phases of the work, from initial rock preparation and pregrouting through to the final grout tightening of the rock/plug interface and the surrounding rock. This paper is one in a series of papers detailing other aspects of the project, which was constructed largely between May 2001 and August 2003.
