MR. TESCHER (Disaster at Dawson) : I move that you appoint a committee of nine members of this Institute to draft a set of resolutions that we can send out to all members of this Institute, to the mine officials in all four states, that might go towards preventing these disasters; that we reach all men, all mining men, mine officials of all kinds. I think we have enough brains to carry out a few suggestions of that kind. I think you are fully familiar or know men who are fully qualified to act on this committee. The only qualification that I have is to ask that Mr. Harrington be appointed a member of this committee. PRESIDENT WHITESIDE: You have heard the motion, and I believe it was seconded. Is there any discussion? That is a subject that really needs a great deal of thought. MR. LAMB: Things like that can't be handled in a minute. What Mr. Tescher suggested is all right, but to my mind, going into a great many of these different properties, seeing the conditions, such things hit pretty close to home. I would suggest that you put this off; lay it over until such time as the people who had the disaster have some time to think these things over. It is too soon to offer even a suggestion. Suggestions are all right, but there are no nine living men in the United States who can stand up or sit down and talk it over and give you any reasonable answer, in one hour or six months. First, you would naturally have to go down there and converse with the men who were at the camp at the time. You are all operators; all you operators would -like to talk it over today. You realize that anything that is good for the camp is always acceptable in disasters of this kind. I say, do it gracefully and not by publication. MR. TESCHER: I feel that the men present know these suggestions by heart and they don't have to discuss them. They know them instinctively and they know they will apply to any mine. It must be understood that if these suggestions are not carried out, they ought to be; and there is a motion before the house. PRESIDENT WHITESIDE: Mr. Murphy, you started to rise to your feet a moment ago. Have you anything to say on the subject? MR. MURPHY: I have just returned from a visit to Mr. Brennan. Mr. Brennan and I have worked together for twenty years. The manager of our company asked me to go down there and express his sympathy. Those things come to all men if they live long enough, in the coal business, and he wanted me to express to Mr. Brennan personally his sympathy and deep regret. What I had in mind when I started to rise, was to suggest that the Institute as a whole express its sympathy to Mr. Brennan. I don't think there is a man in Utah, Wyoming, Colorado or New Mexico who has done more in safety' lines than Mr. Brennan, and it just seems bad luck that he had this disaster, and I am in hearty sympathy with the gentleman who spoke about not appointing this committee. I believe a resolution to Mr. Brennan would be very much better. JAMES DALRYMPLE: I am in sympathy with this gentleman here. I think it is going to hurt the feelings of those connected with the mines in which this disaster occurred. If you will give me the privilege for a few minutes, I will gladly express myself and the action that has been taken in the past by this Institute, and my opinion combined with a great many other opinions. And what I am going to say is going to be said by the-well, I am going to say it as I see it. I am going to say it not in an unfriendly spirit, but from a spirit of not undue criticism. I happen to be one of the original members who organized this Institute. I did what I could to obtain memberships. I remember very well when we had our first meeting that we had a very large membership. I think I have a photograph of the members which was taken on the steps of the Capitol building at that time. Our membership at that time was composed largely of underground officials. I mean by "underground" officials, the superintendents to some extent, the mine foremen, their assistants,

The session opened at 9:00 a.m. Presiding- Herman E. Knight, Vice President, The Pittsburg & Midway Coal Mining Co. and Gulf Mineral Resources Co., Denver, Colorado. The first speaker was Dale A. Eastman, President, Eastman, Griggs & Associates, Salt Lake City, Utah. Subject-"Professional Staffing for Mining Operations." Mr. Eastman received his Business Degree from Shadran State College in 1971. He was Head Coach in basketball and football in Lyman, Wyoming, prior to joining Bectel. With Bectel five years in training, development and staffing. Was Director of Construction Administration for Southwest, United States, Bectel Power Division prior to entering the Executive Search Division. Currently President, Eastman, Griggs & Associates and also Vice President of E&B Investments and Managing General Partner Duffers Ltd. (See Index for printed text of Mr. Eastman's paper.) Preceding the regular meeting, "Harvest from the Sky" was shown, an action-packed movie demonstrating how man and machines provide Denver with water. This vividly colored picture illustrated the magnitude of the job, highlighting the construction scenes at the 23-mile Harold D. Roberts tunnel, many scenes of which were taken underground at the face. Presiding was Mr. John Peperakis, Alanager, Sunnyside Operations, Kaiser Steel Corporation, Sunnyside, Utah, who called the regular meeting to order at 9:30. Mr. Peperakis introduced Mr. Otto A. Wiesley, Chairman, Industrial Commission and Utah Labor Relations Board, Salt Lake City, Utah, who spoke on "Functions and Policies of the Industrial Commission of the State of Utah." It was with obvious pride that he discussed the Medical Panel in use and the successful operation of the Indus- trial Commission in Utah, stressing the fact that the most important word in their vocabulary was "cooperation." The morning session opened at 9:00 a.m. and was presided over by Mr. George A. Nugent, Manager Mining Division, Peter Kiewit Sons' Company, Sheridan, Wyoming. The first speaker was Mr. Jack Huebler, Vice President Research, Institute of Gas Technology, Chicago, Illinois. Mr. Huebler joined IGT in 1961 as Director of IGT's contract research program, a major part of which is IGT's extensive coal gasification work. He is also an adjunct associate professor at Illinois Institute of Technology, teaching gas utilization. Before joining IGT, Mr. Huebler spent 20 years with Surface Combustion Corporation where he was chief research engineer. He developed, designed, and constructed a wide variety of heat processing equipment and the associated chemical processes and was involved in applied research in heat treating, gas chemistry, and gas-solids reactions. He has carried out extensive research on the heat treating of ferrous metals, oil gasification and gas combustion, and has made major contributions to the development, construction, and operation of large-scale industrial furnace equipment. He received B.S. degrees in 10th chemical engineering and mathematics from the University of Michigan in 1941. He has 60 publications including 15 patents. He is also a world traveler in the field of engineering. Mr. Huebler's subject "Gasification of Western Coals." (See Index for printed text of Mr. Huebler's paper.)

Our next speaker this afternoon is a good friend of mine of some years. I must introduce him by way of a little story. Now Harris Sherman, many of you know because he was really in charge of everything to do with the mining industry in the State of Colorado for a good many years. Some of you may know that before he became part of Governor, Lamm's first cabinet as Director of Department of Natural Resources, he was an attorney for the Environmental Defense Fund and that caused me considerable panic as I think it might have caused some of you. I have observed Hams from the time he stepped into that office until he retired from that office to go into private practice as the senior partner of Arnold & Porter's Denver office, one of the , nation's most prestigious law firms. Hams is a Colorado native. He's lived here all of his life. He's a graduate of Columbia Law School for his law degree and a graduate of Colorado College down at the Springs for his BA. He has served in state government, but I thought it might be appropriate, since he is no longer in state government, if we used Harris, today, to tell us from a former state official's perspective what the image is of the coal industry from the seat he held in Governor Lamm's cabinet for a good many years. MR. DICKINSON: There is an increase of dust in machine loading, especially with the McKinlay loading and cutting machine which was extremely dusty. MR. FORRESTER: Declared more dust must be expected because when loading by machinery, the coal is shot harder in order to make it easier for the machine to pick it up. He believes however, that there was less hazard because of the closer supervision possible by reason of the concentration of operation. MR. McAULIFFE: Machine loading more dusty than hand loading. D. HARRINGTON: The hazard is greatly increased by modern methods of loading. Not only do the methods increase the quantity of dust, but they also increase the rapidity of mining and the increased quantity of coal broken down causes large quantities of gas to be released. The number of motors on loading machines and conveyors add to the hazard. No more dangerous places can be found for such motors than at the working face where there is excessive quantities of pure coal dust and where there is more gas than along any other point. Regarding Mr. Herres remarks that the machine loading was safer on account of the concentration and possibility of close supervision, Mr. Harrington said he believed concentration likely to prove a source of danger rather than its preventive. At Dolomite, Alabama, a number of men had assembled, and as a result what was a relatively small explosion killed a large number of men. Concentration is not without its dangers to mine operations. MR. McAULIFFE: These arguments do not appeal to me. Few places are better sprinkled than the working places in a machine loading mine. There is. more effective supervision, and there can be more ventilation. I believe machine loading will increase safety by that very concentration that Mr. Harrington deplores.

The third session of the Rocky Mountain Coal Mining Institute was called to order by Edward G. Fox, President of the Bitumious Coal Operators' Association, Washington, D. C., at 9:M A.M. He stated he had enjoyed being present at the Institute the past two years, and was honored to be asked to preside at this morning's session. Mr. Fox introduced Cloyd M. "DOC" Smith, Vice President of World Mining Consultants, Inc., Washington, D. C., whose talk, "World Trade in Coal" was illustrated with a number of graphs. (See Index.) M. E. "Shorty" Wade, Assistant Purchasing Agent, Kaiser Steel Corporation, Fontana, California, was introduced and gave a paper on "What Is Required to Realize Profits Through Purchasing." (See Index.) Mr. Fox suggested that all members take an active part in their association. He stated that much more can be done in association work than as a lone wolf. He urged all to support their organization and stay with it. It is for each member's good and not for the good of a few. Carl G. Schilbe, District Manager, Jeffrey Manufacturing Company, Columbus, Ohio, was introduced, and he presented a paper on "Results of a Study in Belt Idler Design -The Perma-Seal Idler." This paper was illustrated with a number of slides. (See Index.) "Operation of A-C Mines," was the topic covered by W. C. Painter, Service Engineer, Joy Manufacturing Company, Price, Utah. (See Index.) Each of the papers was well received, and presented a number of things valuable to all who heard them. Mr. Fox then turned the meeting back to President von Storch who read several announcements of committee meetings, and the meeting was adjourned at 11:30 A.M. for an afternoon of recreation before the banquet and dance that evening.

The 69th Regular Meeting of the Rocky Mountain Coal Mining Institute convened in Manor Vail Lodge, Vail, Colorado, and was in session at 10:00 a.m. The meeting was called to order by Past President Joseph E. Ward, former District Manager, Denver Office, Coal Division, Joy Manufacturing Co. and now retired. Mr. Ward, after reading a brief biography of President O. F. "Os" Lewis, introduced him to the assembly. Biographical sketch read as follows: Mr. Lewis is President, General Manager, and a Director of Colowyo Coal Company. "Os" was born in Reno, Nevada. He attended the University of Utah at Salt Lake City, Utah, and later the Denver University in Denver, Colorado. His career in the Western Coal Industry started back in 1923 when he was employed by the Central Coal and Coke Company of Salt Lake City, Utah, as a clerk, then chief clerk and as a traveling sales representative for a period of 13 years. Later, in 1936, when that company was acquired by an affiliated company of Harris Coal Company, he was transferred to Denver as Assistant Sales Manager, Purchasing Agent and later as Executive Assistant to the President.

MR. McCLURE: Mr. Chairman, you sprang a surprise on me; I really came over here for a good time. Gentlemen, I am not at all qualified to pose as an expert on pulverized fuel; I have merely been making some rather interesting observations, and unfortunately at the present time, a great deal of substantial data, the technical data, I don't happen to have with me; it is still in the process of being calculated, but I will be very glad to tell you some of the observations as I have made them, and in as truthful and complete a way as I can. The question of how we would handle fuel became a very pressing subject in this new Valmont electric plant, which is now under progress. We have studied the methods of burning fuel for a number of years on different types of stokers at the existing plants in Denver; we are burning it with a natural draft chain grate and with underfeed and with forced draft chain grates, and I am very frank to confess at the present time that I have no answer as far as stokers are concerned for a better solution of the problem of burning lignite. In other words, I could not tell you that this or that is a better type of stoker to use for that coal. However, to boil the thing down, after considerable trials, the underfed stoker was chosen as the one most adaptable for the utilizing of lignite fuel if stokers are to be used. In other words, the chain grate was put aside. I might say in support of the chain grate, the prime reason for which that type of stoker was condemned, as far as lignite goes, is the initial investment charge and the large maintenance which is involved.
