"In cooperation with the New York and New Jersey State Bridge and Tunnel Commissions, the Bureau of Mines has just completed the construction of an experimental tunnel in the Bureau's experimental mine at Bruceton, Pa., near Pittsburgh, Pa. The purpose of this tunnel is to make a final study of the ventilation problems arising in the adequate ventilation of vehicular tunnels for automobiles and trucks, especially the 9000-foot tubes that are being designed. to handle the traffic between New York City and New Jersey under the Hudson River.Chief engineer, Clifford M. Holland, of the Tunnel Commissions has shown that there are three principal problems involved in planning the ventilation of this tunnel, namely - (1) The amount and composition of exhaust gases from motor vehicles; (2) The dilution necessary to render these exhaust gases harmless; (3) Determination of coefficients of airflow and horse-power required in ducts, bends and openings.Composition of automobile exhaust gases.The answer to the first problem was obtained by making road tests on 101 automobiles and trucks at the Pittsburgh experiment station. These machines were taken from service without any previous adjustment so that the composition and amount of the exhaust gas may be taken as representative of actual operating conditions prevailing in the tunnel. A report covering the results of these tests was submitted to the chief engineer of the Tunnel Commissions, on November 1, 1920, and 411 be published in the report of the commissions. From time to time the Bureau of Mines has received requests from persons who wish to destroy unwanted explosives, and although the information that follows has been accumulated from sources considered reliable,4/ the. Bureau of Mines assumes no responsibility for accidents that may result from following the suggestions offered. Explosives to be destroyed may be fresh material from damaged packages, usable material for which there is no further need, or material that has deteriorated either from natural aging or from improper storage to the point where it is unfit for use.

The first steps in the process of mine evacuation are the recognition of a problem and an attempt to communicate the problem to miners who may be affected. This chapter will focus on the way that a problem, fire, came to the attention of mine personnel and the messages that were sent to miners in the affected areas. The concept of information uncertainty, which was introduced in chapter 4, will be discussed as it influences problem perception and diagnosis. Sociotechnical and interpersonal communications will be explored and suggestions for improving these systems will be offered. It might seem that the first indication of a dangerous fire would motivate individuals to take self-protective action, to evacuate the affected area or structure, and to provide clear warning to others who are in danger. Research has actually shown that in most situations this does not occur. Instead, time is taken to gather more information, confirm information that is provided, and consider possible alternative explanations that could account for the given circumstances [Canter 1990; Scanlon 1979; Bickman et al. 1977]. This process of confirmation can lead to the loss of critical time. Canter [1990] summarizes the problem in his book, which reports studies of a number of fire events: "As discussed throughout this book, ambiguity and confusion, incoherent instructions and time-wasting actions, lack of appropriate instructions and misunderstanding of the nature of the event that is unfolding, are all hallmarks of fires and emergencies that kill people." In this chapter, the detection of each mine fire and the communication of warning to endangered miners will be reviewed with an emphasis on how those processes were affected by the availability and use of information. Information can become available through a variety of mechanisms during an emergency situation. First, cues may be taken directly from the environment. Smoke is an obvious example. Secondly, mechanical devices, such as smoke detectors, may provide warning messages. A third source of information is interpersonal communications. These can occur face-to-face or through some mechanical device such as a telephone. With all three methods there is a possibility of miscommunication, misunderstanding, and misinterpretation. All of these means of communication were used with varying degrees of success in the three mine fires analyzed here. A fire, like any nonroutine situation, engenders uncertainty about a diagnosis and understanding of the problem [Mead 1938]. This uncertainty leads to delays in realization of the seriousness of the situation and therefore in the proper response to it. Delay in action is an important concern in any fire setting, but is even more at issue in underground coal mine fires. Mine fires are qualitatively different from structural blazes: workers' escapeways may be miles long; the seam height at many operations is so low that it is impossible to walk upright; access to underground workings is always limited to a few (sometimes only two)

Figure 1 is a reproduction of a chart recently prepared by the Bureau of Mines at its Pittsburgh Laboratory to show the Bureau's approval work in connection with electrically operated mining equipment. Nearly 27 years of approval work, covering 346 approved units, are shown on this chart. These approvals are arranged according to year of approval and the manufacturer to whom approval was granted. Forty-five manufacturers are represented, and a scheme of using various colored tabs permits the following subdivision of the equipment: Cutting machines, loading machines, conveyors, battery-operated locomotives, battery-operated power trucks, drills and drilling machines, rock-lusting machines, pumps, room hoists, air compressors,, and miscellaneous, The greatest number of approvals granted to a single manufacturer is 80; the next highest is 65, and the third is 49. Several manufacturers have been granted only a single approval. The chart shows all approvals granted for, motored equipment. Some of these units have since become obsolete, and a few are used to a very limited, extent if at all.

"INTRODUCTION A preliminary examination of the Green Monster and Benich copper prospects was made by engineers E. W. Newnan and George N. Bennett, of the Bureau of Mines, on December 13, 1943. In an unpublished report, it was stated that certain geologic features appeared to be similar to those associated with the copper deposits of the nearby Butte district. On these premises, a preliminary diamond-drilling program was recommended to explore 300 to 400 feet below the mineralized outcrops for the possible presence of a sulfide enrichment zone. In accordance with that recommendation, three holes were drilled. This report presents the data provided by that preliminary drilling exploration.ACKNOWLEDGMENTSIn its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. It is the policy of the Bureau to publish the facts developed by each exploratory project as soon as practicable after its conclusion. The Mining Branch, Lowell D. The need for a large capacity, high speed computer is more apparent in the revised model than in the original one. Core storage requirements for data and model logic have at least tripled. This dictates the use of one of the large modern machines such as the IBM 360-370 series or the Univac 1108 and 1110, which handle the model without the need for extensive program overlay. Computer time is expensive on these machines, however, and comprehensive analysis has gone into optimizing computer execution time consistent with model information flow sensitivity. For example, revised locomotive tramming routines have been developed which will significantly cut execution time compared to the previous version. Transceiver Applications The computer coding for the model has been developed to enable program execution and testing using a remote terminal on a time sharing system. In fact, nearly all of the coding, debugging, testing and modifications have been performed from a terminal during develop¬ment. The gaming options described in the Model Input Section of this report have been designed so that they are easily changed by the user from any remote site. One restriction on remote applications which could arise, however, is where highly detailed output options are specified, resulting in a large amount of output records which could be handled more efficiently on a high speed printer.

To provide a means for rapidly evaluating proposed mine layouts in order to avoid potential hazards while minimizing loss of coal. The Approach: Development of a computer program that will compute many possible mine layouts by changing the mine plan until the arrangement giving minimal hazards with optimum extraction is found. How It Works: The Hazard Evasion Program for Mine Planning, developed by the Bureau's Denver (Colo.) Mining Research Center, tests hundreds of possible solutions to a mining layout, and by sorting out the 10 best (based on the criteria of maximum safety for workers with minimum abandoned coal), limits the number of choices that need to be considered and appraised for applicability to a given mine scheme. The program is applicable for room and pillar or longwall mining, for oil and gas well hazards, and for other hazards that can be described mathematically such as channel sands, potential bad roof areas, faulting, voids, or water pockets.

"Reports are sometimes heard of one ill effects of pneumatic tools on the hands of workmen. In consequence of such reports, Dr. Francis M. Barnes, Jr., M..D. of St. Louis, Missouri, was retained by the operators to make an investigation of conditions in the Bedford, Indiana, region, and the result of this investigation was published the Journal of the Missouri State Medical Association, Volume 16, February 1919. A brief review of this report may be of interest to all users of pneumatic tools, or operators of plants where such tools are employed.The investigation was made during December 1917, and involved an examination of general working conditions, and a careful physical examination of stoneworkers who had long used pneumatic tools. As the Bedford district is the most important structural limestone producing center in the country, the results of this investigation may be regarded as fairly conclusive as to the general effect of pneumatic tools on limestone workers."

Rivers in industrial and raining areas frequently are contaminated by material dumped into them causing the water to carry in suspension large amounts of silt, which subsequently is deposited alone; the banks and, ultimately on the agricultural lands if the water is used for irrigation purposes. Two common examples of this practice are the dumping of breaker refuse in the anthracite region of Pennsylvania and the dumping of tailings from the metallurgical mills in various metal-mining districts. Studies in stream pollution and its resultant problems are very important, and surveys are constantly being made by Federal and State agencies, as well as by private companies, to determine the quantity of solids actually being carried by these watercoarses. These studies require accurate sampling of the silt-carrying water to determine the amount of solids within reasonable limits. A device that will obtain reasonably accurate samples of material from silt-bearing streams is described in this circular.

It is estimated that 6,202,235,000 gallons .of- gasoline was produced during the year 1922. The crude light oil- output Burin- the same year is estimated at 111,000,000 gallons, or 1.8 per cent of the gasoline production. In fact, if all the coal mined were coked in by-product ovens, and the light oil recovered therefrom, this product would amount to only 15 to 20 per cent of the quantity of the petroleum gasoline now produced annually. It is obvious therefore, from these figures that the light oils by present coking processes can not assume great importance as a gasoline substitute in a national sense. However, the use of light oil as a motor fuel is of real importance in districts adjacent to by-product coking operations from which a reasonable proportion of the local motor fuel supply may be derived. The certainty of diminution of petroleum resources in the relatively near future demands the utmost utilization of gasoline substitutes from the distillation of coal as well as other sources. Motor benzol is a by-product from the destructive distillation of coal. From 11/2 to 3 gallons of refined motor benzol is obtained per ton of coal carbonized. The light oil vapors are extracted from the by-product coke-oven gas by passing it upward through a series of towers in which these vapors are absorbed in a descending current of "wash" oil (petroleum distillate). The light, oil is recovered from this wash oil by distillation with live steam, the resulting crude light oil consisting of a mixture of benzol, toluol, xylol, solvent naphtha, and a small amount of other substances (unsaturated hydro-carbons, carbon disulphide, and other sulphur compounds, phenols and pyridines) is then transferred to an intermittent still and fractionated into crude motor benzol, which includes the toluol and a part of the xylol or light solvent naphtha. The crude, motor benzol is yellow in color, contains sulphur compounds which corrode copper and brass, and also contains unsaturated bodies which oxidize and polymerize on standing, producing sediment and forming gummy deposits highly objectionable when the benzol is used in motors. Recently 30 men wore viewing the demonstration of a now portable electric arc-welding outfit. A few hours later 17 of the 30 men reported to the doctor for treatment. They were suffering from traumatic conjunctivitis. In two cases the gain was very severe and the symptoms were similar to those of iritis. orphine had to be administered to afford relief from pain. Only two men of the 30 wera not affected in some way from this exposure. These two men were thick-lensed orange-colored glasses. Several of the men wore orange-colored glasses with thin lenses, but the latter were not heavy enough to afford protection.against an exposure as long as took place. The distance of the eye from the are also in- fluences the possibility of injury. Conjunctivitis is an inflammation of the con- junctiva; the conjunctiva is the mucous membrane covering the inside of the eye- lids and part of the eyeball. Traumatic conjunctivitis is caused by foreign bodies in the eye, exposure of the eyes to high winds, dust, smoke, intense light from electric arc lamps, and from electric welding apparatus. In the instance mentioned above, the inflammation was due to the ultra-violet rays. The ultra-violet rays lie beyond the violet rays in the spectrum and are invisible to the eye. In some cases the effect is so severe that, in addition to conjunctivitis, an inflammation of the skin similar to sunburn is produced. The symptons of conjunctivitis caused by intense light or by the ultra- violet rays are marked photophobia (abnormal intolerance to light), excessive secretion of tears, intense starting of the lid, contraction of the pupil, some- times swelling of the lid, and small ulcers developing on the eyeball or cornea. Unless properly treated by a physician immediately, chronic inflammation of the conjunctiva, cornea, iris, or retina, and possibly blindness, may result. Under proper treatment most cases get wall in a few days. All treatments should be under the direction of a physician. That usually advised is to place ice packs on the patient's eyes three or four times daily. The pack should be left on from 15 minutes to an hour. The eyes should be irrigated with normal salt solution (a teaspoonful to a quart of sterile vater) or a saturated solution of boric acid several times daily. If there is a discharge of pus, a few drops of a 25 per cent solution of argyrol or a 5 per cent solution of protargol should bo placed in the eyes three to six times daily. The patient should be confined to a darkened room until his condition improves in order to avoid complications. These treatments will reduce the swelling, give the patient confort, and prevent the development of chronic conjunctivitis. In severe cases it may be necessary to administer morphine to relieve the pain.

Apply state-of-the-art monitoring and computer systems technology to remotely monitor geostructural data and evaluate ground conditions in near real-time. Background Recently, the coal mining industry has progressed dramatically from a labor-intensive industry to highly mechanized and automated systems achieving significantly higher production rates. In underground longwall coal mines, production and face advance rates have increased by almost tenfold in the last 15 to 20 years. With increasingly high advance rates, geologic anomalies which affect rock mass quality are encountered more frequently, far exceeding the current rate at which ground control information can be processed and analyzed. As a result, mine operators find themselves with insufficient time or resources to cope with the rapidly changing ground conditions. To keep up with the technological advancement in mining and the associated ground control problems, the Bureau of Mines is conducting a multi-phase research pro¬gram to implement a computer-assisted Ground Control Management System (GCMS). Research is ongoing at present, but when completed the system will be designed to 1) monitor and evaluate data on rock properties, geologic conditions, and rock mechanics data from underground sensors in near real-time; 2) interpret the analyses to evaluate the interaction between various critical ground control parameters; 3) assess the structural integrity of the mine; and 4) determine failure modes and provide recommendations for control measures, design modifica¬tions, and alternative support procedures. The system will be expanded into its full capability during various phases of this research program.

"The petroleum division of the Bureau of Mines in its laboratory investigations, has had occasions to develop a number of types of electrical heating equipment. It was found that electric heaters could be used to particular advantage in the standard distillation test for gasoline. (Dean, E.W., Motor Gasoline, Properties, Laboratory Methods of Testing and Practical Specifications, Bureau of Mines Technical raper 214, 1919, 33 pages.) In order to assist in rendering this type of heater available for general use, a description of the apparatus developed by the Bureau was published. (Dean, E.W., A convenient electric heater for use in the analytical distillation of gasoline,. Jour. Ind, and Eng. Chem., Vol.10, 1918, page 823.) Shortly after the article was printed a chemical supply house undertook the manufacture of an electric heater suitable for gasoline distillation. A preliminary model was examined and tested by the Bureau and modifications were suggested that were incorporated in the type of heater that was finally marketed.Description of the Bureau of Mines-heater: The electric heater developed by the Bureau has an inverted conical resistance Plament surrounded by a layer of heat-insulating material and mounted in a metal case having a top of hard asbestos (Transite) board. The resistance element is a helix of nickel-chromium alloy wire held by a molded core of alundum. The Bureau heaters are generally of about 330 watts capacity and are used with stock types of regulating rheostats capable of reducing the effective wattage to about 43 the full-load maximum."

"IntroductionA particle dispersion system has been developed to aerosolize bulk powders or material deposited on surfaces such as filters. The size distribution of the aerosolized particles can then be obtained by sampling the particles with an aerosol sizing instrument such as a TSI aerodynamic particle sizer (APS) or a cascade impactor.Of particular interest is the applicability of using this technique to obtain the size distribution of particles collected on filters. This system has been used to determine the size distribution of coal dust particle collected on membrane filters. The use of this device in this application is quite intriguing in that, if this technique can be shown to accurately determine the size distribution of airborne particles, one can easily collect particle samples using either personal or area particle samplers, determine the mass concentration of the collected material through gravimetric techniques and then use the particle dispersion system coupled with the APS to determine the particle size distribution. With this technique one can determine the particle size of dust in environments, such as underground mines, where it would be inconvenient or impossible to use a particle sizing instrument.Particle Dispersion SystemA prototype particle dispersion system has been developed for aerosolizing particles. A schematic diagram of the system is shown in Figure 1. The system consists of mechanism for advancing the particle sample beneath a dust pickup tube, a venturi for deagglomerating the particles, and a instrument for analyzing the aerosolized particulate matter.The procedure to analyze a particle sample is as follows. The particles to be aerosolized are placed on a sample plate from where the particles are picked up by an air stream flowing upward in a small capillary tube (dust pickup tube). This tube operates as a small vacuum cleaner passing over the sample plate. The air is drawn up the capillary tube at a rate of 2 L/m by a venturi aspirator. This is accomplished by placing the outlet of the capillary tube near the throat of the venturi. The accelerated velocity of the air creates a low pressure in this region which draws flow up the capillary tube. From the outlet of the capillary tube particles are transported to the inlet of the APS where a small fraction are sampled and the aerodynamic diameter of the particles determined. The particles which are not measured by the APS are passed into a HEPA filter."

The settlers of a new country necessarily suffer at first from the lack of accumulated stocks of metals - in-use that are possessed in older countries . Our American colonists were at first compelled to import their metals in manufactured forms , and it must have proved difficult to produce an exportable surplus of commodities with which to pay for them . These circumstances stimulated a search for domestic ore deposits . Various discoveries resulted , so that as early as 1628 , we find the colonists importing two craftsmen from England to establish iron -works in Massachusetts to beneficiate local ores . In 1648 , an iron -works at Lynn was producing metal at an annual rate of 400 tons . Later on , the colonial iron industries became of importance , some metal being actually exported to England . The people of this country thus early became convinced of the necessity for domestic mineral production . It is now little realized how persistent were their efforts to - make mineral discoveries , before the gold- rush to California ; the extraordinary success of our subsequent mineral explorations has overshadowed the earlier record . Precise and complete accounting of our mineral production , having the character of national bookkeeping , is available only for the series of years beginning with 1880 , when commences the official record that is provided by the Government publication called Mineral Resources of the United States . In the period of 52 years , from 1880 through 1932 , the value of mineral production of the United States amounted to more than 122 billion dollars . Only 12 billions of this total were produced in the 21 years , 1880-1900 , while nearly 110 billions were produced in the first 31 years of the present century . Of this 110 billions , over 53 billions were produced in the most recent decade , 1921- 1930 , the production of the previous decade , 1911-1920 , having been only 37 billions , though it included the war period ; that of the decade 1901-1910 was 16 billions . In 1931 , the total value of mineral products of the United States was $ 3,180,000,000 , compared with an average annual value of $ 5,556,000,000 during the previous five - year period , 1926-1930 . The decline in 1931 from that average was therefore 43 per cent . As to the three great groups of mineral commodities , metals fared worst , with a decline of 55 per cent in the value of their production , while the value of fuels declined 39 per cent , as did that of the nonmetals group .

One of the details which the engineers observe closely in conducting tests on explosion-proof type equipment at the Pittsburgh experiment Station of the Bureau of Mines is the construction of covers and their means of fastening. These covers are of particular concern from a safety standpoint, because they are very liable to be frequently disturbed for the purpose of making inspection or repairs to internal parts of motors, controllers, etc. When depended upon to permit frequent inspections it is desirable from a practical operating standpoint that the cover be easily and quickly removed and replaced. The position that been taken by the Bureau of Mines is that the questio of ease with which covers will permit inspection should be determined by the mamu- facturer and the user. If the scheme used requires considerable effort, as in the removal of several bolts, it has been assumed that the one going to all this trouble to get the covers off could be trusted to put the cover back in place properly, especially as the approval plate generally calls specific attention to this point. Where a cover is simply screwed in place, fastened by a single bolt, or secured by a hing in or other similar arrangement, the bureau has not been willing to assume that the, cover would in all cases be properly fastened and has required further security by means of a lock or seal. In the course of its investigations the bureau has had occasion to inspect and test five types of covers as follows: (1) Covers having two plane surfaces bolted together. (2) Covers having two plane surfaces held together by lugs, clamps, or other means besides bolts. (3) Covers which have screw thread and fit a similar thread in the compartment. (4). Covers having plane surfaces with the addition of a tongue-and-groove joint at about the center of the plane surface and in general secured by hinge pins or similar means of fastening. (5) Covers in the form of an annular ring accurately fitted to a motor shell which can be rotated around the shell, and thus make easy access to inspection openings in the shell and rotated back again to effectively seal these openings. Tests. have also been made of large bolted covers having a smaller and more accessible cover within the large one, which could be opened for inspection purposes.

The production of oil during the early development of new oil fields is usually accompanied by large quantities of natural gas. Since In most fields gas under pressure is the main source of the energy causing the oil to move throug the sands into the wells and thence to the surface, this coincident production of natural gas will contime as long as present day producing methods are used. Generally the use of this gas is restricted, and markets are not readily available Consequently, a large portion of the gas produced at such times is often wasted by being blown into the air.
