This paper evaluates the effectiveness of remotely applied nitrogen-enhanced foam to aid in efforts to isolate and suppress a mine fire. The foam, in combination with a remotely-installed cementitious mine seal and a novel borehole pressure sampling methodology to determine the location of the suspected ignition source, was used to help control ventilation and inert the area surrounding the suspected ignition source by isolating it from oxygen. This allowed mine rescue teams to safely enter the mine, seal the area, and begin recovery operations to successfully return the mine to full production.

The work of the metallurgical fundamentals section during the past year, representing active experimental investigation or thermodynamic study, may be summarized as the following problem subjects: 1. Low-temperature specific-heat investigations. 2. Development of a method of concentrating gases. 3. Thermodynamic properties of metallic carbides and nitrides, 4. Production of pure chromium from chromium chlorides. 5. Thermodynamic properties of the hydrates of calcium, sulphate. While this list is not identical, with officially designated problems, due to overlapping of subjects and to new developments within specified problems, presentation upon the basis of this subdivision will best serve to review the work of the section.

This paper is the result of a comparative study of ultimate coal analyses made and published by the United States Geological Survey. This study, at first casually undertaken to devise an acceptable classification of coals based on chemical analyses, was continued in connection with a microscopic examination of a number of the coals. The initial comparisons, made from a relatively small number of analyses, not only confirmed a previous conviction that the elimination of oxygen incident to the development of a coal is economically far more important than has been generally suspected, but also showed that oxygen is very nearly as harmful as ash in coal. The immediate purposes of the present study were: (a) To determine more definitely, from a comparative examination of a large number of ultimate analyses, the relative importance of oxygen as an impurity in various coals; (b) to illustrate the transition between various grades of coal of similar origin-transition mainly due to progressive devolatilization, brought about more or less directly by dynamic influences; (c) to ascertain the relative proportions of oxygen, hydrogen, and carbon in coking coals, especially with reference to a theory tentatively framed to explain the coking quality; and (d) to forecast the probabilities of successfully treating a large number of coals so as to render them amenable, in a softened condition, to satisfactory study under the microscope.

"Background—It has been suggested that health related job selection is a major cause of the healthy worker effect, and may result in inaccurate estimates of health risks of exposures in the working environment. Improved understanding of self selection, including the role of airway hyperresponsiveness, should improve accuracy in estimating occupational risks.Methods—We evaluated symptoms of the respiratory tract, lung function, occupa¬tional and smoking histories, and airway responsiveness from a cross sectional sur¬vey of 478 underground bituminous coal miners and non-mining controls. Workers with abnormal spirometry were excluded from methacholine testing.Results—Methacholine responsiveness (= 15% decline in forced expiratory volume in one second) was associated in both miners and controls with reduced ventilatory lung function and an increased risk of respiratory symptoms. Miners with the longest duration of work at the coal face had a low prevalence of methacholine responsiveness, compared with miners who had never worked at the coal face (12% v 39%, P < 0.01). Throughout their mining careers, miners who responded to methacholine were consistently less likely to have worked in dusty jobs than miners who did not respond to methacholine.Conclusions—These results provide evidence that workers who are employed in dusty jobs are less likely than their unexposed coworkers to show increased non-specific airway responsiveness, pre-sumably as a result of health related job selection. Surveys of workers in which responsiveness data are unavailable may underestimate the effects of dust exposure on respiratory health."

Ground control problems at surface mining operations can occur for a variety of reasons. Stress, gravity loading, rock strength, geology, pore pressure, weather effects, underground workings, and many other factors contribute to slope instabilities that range from small rock falls to massive slides of material. While some of these failures can be predicted or controlled by preventive measures, each year many completely unexpected failures occur. Current methods for monitoring generally involve measuring displacements at a few, selected points in and around the suspected area of instability. While most of the displacements along these points will be in a downslope direction, freeze-thaw cycles of water-filled joints, horizontal stresses or pressure, buoyancy in saturated soils, human measurement errors, or other situations can produce deformation in almost any direction, even without any instability in the slope. Determination of which, if any of the observed movements represents a potential hazard is essential. Because of the enormous surface area of many large open-pit mines, several varieties and scales of instability can occur. Small, unexpected rock falls may indeed be more hazardous than a massive failure that involves slow displacement of material over a longer period of time. Complete vigilance to detect all small potential falling blocks is neither feasible nor economical and certainly is not attainable using today&apos;s most common point displacement monitoring techniques. As part of an on-going study at the Spokane Research Laboratory, several new methods for monitoring slope instabilities are being investigated. This paper describes the potential adaptation of systems such as interferometric synthetic aperture radar, imaging spectroscopy, and time-domain reflectometry, to slope monitoring and design.

ESTATE IN MINERALS. Minerals beneath the surface may be made the subject of separate ownership either by a grant of the minerals by the owner of the land or by a grant of the land excepting the minerals, and thereby an estate in fee simple is created in the minerals, as corporeal things real. Colby, In re, Iowa, 169 Northwestern 443, p. 444. DEEDS EXCHANGING DIFFERENT MINERALS-RIGHTS OF PARTIES. The lands of two adjoining owners were underlaid with cement rock and clay at a depth of about 100 feet from the surface and with coal veins some 600 feet below the surface. By an exchange of deeds one of the land owners conveyed to the other the cement rock and clay with the right to mine and remove the same without entering upon the surface, but the deed contained no covenant not to injure the surface. The other deed conveyed the coal seam and so much of the rock and other minerals just above and below the coal as might be required in connection with the mining and removing of the coal, together with the right to mine and remove the same, and the adja- cent rock, clay, and other minerals, without entering upon or injuring the surface, with one immaterial exception. The deeds do not define the word "surface" and neither expressly nor by implication did they secure to the coal owner the right to subside the overlying cement rock; but the implication is to the contrary, as the deed gives the right to mine and remove coal without entering upon or injuring the surface. The provision that the coal owner should not enter upon or injure the surface amounts to a clause that the coal mine. shall not be worked so as to let down the surface and this does not create any inconsistency with the provision giving the right to mine and carry away the coal.

Educational campaigns conducted by the manufacturers of explosives, the Bureau of Mines, mining companies, and safety organizations have contributed greatly in reducing accidents caused by explosives arid blasting. Despite these campaigns and the dissemination of information, accidents from explosives and blasting continue to be the direct cause of scores of fatalities and hundreds of nonfatal accidents annually, not only in the mineral industry but essentially wherever explosives are used. The experience of many mining companies and other users of explosives has proved that accidents from explosives can be prevented or averted by the proper training of employees in the handling and using of explosives and by the enforcement of definite rules and instructions for their use. Unfortunately, throughout the years numerous false impressions and ideas have grown up and around the use of explosives. Many of these can be traced back to the manner in which the users of explosives were originally taught, if instructed at all; and as with many types of misinformation in nearly all walks of life, those false ideas are decidedly persistent and being so cause much damage. Many if not most of the users of explosives gained their knowledge of explosives and blasting by watching others and more or less "absorbing" the procedures and thrones of the other fellow, who acted unconsciously as teacher or instructor. A study of explosives accidents reveals the results of such "teachings" when the causes of the accidents are determined, and as might be expected the results very often are far from good. The laboratory wear testing capabilities of the Bureau of Mines are described, Wear tests are used to support the Bureau?s research efforts toward reducing the wear of equipment used for mining and minerals processing and any wear involving a loss of strategic or critical materials. The emphasis is on abrasive wear because it accounts for most of the wear losses that occur in mining and minerals processing equipment, Spalling wear, caused by repetitive impact in grinding equipment, also is included, Ten abrasive wear tests, including high- stress and low-stress and two-body and three-body conditions, are described: dry-sand, rubber-wheel abrasive wear; Taber Abraser; abrasion resistance of refractory materials; dry-particle erosive wear; elevated-temperature, dry-particle erosive wear; low-angle slurry pot; jaw crusher gouging wear; ball mill wear; pin-on-drum abrasive wear; and high-speed impact gouging. Two repetitive impact tests are described: ball-on-block impact-spalling and ball-on-ball impact-spalling. Test equipment, procedures, and specimens are described, and typical test results are presented and discussed.

The literature on methane-oxidizing bacteria is reviewed in regard to (1) the growth and isolation of cultures by special techniques; (2) the distribution of these organisms in nature and descriptions of individual species; (3) the physiology of methane-oxidizing bacteria as influenced by temperature, light, pH, aerobiosis versus anaerobiosis, and carbon and nitrogen sources; and (4) the biochemistry of methane oxidation revealed by studies with intact cells and subcellular systems. Present practical applications of methane-oxidizing bacteria are limited to prospecting for natural gas and petroleum deposits. Desirable areas for future research are discussed as well as some possible applications such as (1) the removal and/or early detection of methane gas in coal mines by intact cells or enzyme preparations; (2) the generation of electrical energy by microbial fuel cells using methane as fuel; (3) the growth of methane-oxidizing bacteria on methane for their food value; (4) the purification of hydrocarbon gas mixtures using methane-oxidizing or other alkane-oxidizing bacteria; and (5) the synthesis of methane from mixtures of H2 and CO or H2 and CO2 by me thane-forming bacteria.

Relatively few longwall mines in the U.S. operate under multiple seam conditions where the two seams are less than 200 ft apart. This paper describes the experience of six that do. These operations are located in PA, WV and UT, and include examples of both undermining and overmining. Some operate above or beneath their own workings, others are in historic mining districts and must contend with abandoned mines that are decades old. The lessons that these mines have learned cover a broad range of topics, including: • Whether to stack gateroads or place them under old gob areas; • How to size pillars and select artificial support to cross longwall stop lines; • How to use yield pillars to minimize multiple seam stresses and coal bump potential, and; • When to anticipate the creation of pathways for gas, water, or oxygen between current and abandoned gobs.

This Final Report describes a program whose objective was to design, develop, fabricate, and test an airborne mass monitor for unattended and recording measurements of the concentration of dust in mining environments. Sensing collection are performed by beta-radiation attenuation and inertial implementation respectively. The instrument is portable, battery or line operated provides a digital printout of the mass concentration during each selection sampling period, as well as the accumulated mass of dust, and the elapsed sampling time.

The influence of fuel additives on automobile exhaust emissions was studied using engines currently found in the U.S. vehicle population. The fuel additives used in the experiment were four multifunctional additives and one lead antiknock additive. Experimental work was done to determine both the direct effect of the additive per se on exhaust emissions and the influence of Long-term additive effects on emissions with mileage accumulation. Results showed no significant direct or intermediate effect on exhaust emissions for any additives tested. In subsequent experimental work concerned with the long-term or indirect effects of additives, the detergent-dispersant additives were found to have little influence on emissions when used in conjunction with high-quality oil and motor fuel. The lead (tetraethyl) antiknock additive increased exhaust hydrocarbons approximately 12 to 17 percent during a 4,000-mile accumulation period using a base fuel containing 2 ml of tetraethyl lead per gallon. An unleaded fuel was used during a similar accumulation period with no significant increase in exhaust hydrocarbons with mileage.

The contract objective is the development and in mine testing of an Automatic Fire Control System (AFCS) for mobile underground metal mining equipment. The effort described by this report covers the period from June 21,1975 through June 30,1976 and accomplished the following tasks: ? Preparation of Data Handling Plan and data acquisition which included visits to twenty mine sites in eleven states, visits to Bureau and MESA facilities, and a literature survey. ? Data analysis which determined the most hazardous type of vehicle for use in the demonstration, and design requirements for the AFCS, ? Development of recommended design concepts for the AFCS. ? Design and development of the AFCS including tests on a full-scale mock-up of a load-haul-dump (LHD) vehicle. ? Underground fire tests on an ST-2B-LHD vehicle at the Hecla Lakeshore mine Casa Grande, Arizona.

In 1948 the United States became a net importer of oil. Coupled with an unpre- cedented domestic production of 5,900,000 barrels daily, imports approximating 500,000 barrels made available a total supply of 6,400,000 barrels a day. Thus, by herculean effort, the oil industry was able to meet an extraordinary demand at home and, in addition, to ship abroad almost 400,00 barrels daily of petroleum and products. The country's oil position now differs greatly from that prevailing at the be- ginning of World War II. Then, actual oil production averaged about 4 million bar- rels a day, and productive capacity probably was greater than 5 million barrels a day. As the demand of the military and industrial machine grew with the rising tempo of the drive toward victory, the United States not only met its own needs but pro- duced about two-thirds of the total oil requirements of the Allied Nations, excluding Russia. As a people, we can be deeply grateful that the Nation's petroleum resources were adequate and sufficiently developed to support such a tremendous effort. Even in those critical hours when immediate needs were the paramount issues, a prudent Congress paused to contemplate the importance of an assured long-term supply of liquid fuels. From these deliberations came the Synthetic Liquid Fuels Act of 1944, which authorized research and development work on new sources of oil coal, oil shale, and agricultural and forestry products. ce World War II, a civilian demand for 6 million barrels of petroleum prod- ucts has become the order of the day every day. By drilling as many as 39,000 new wells a year, the production rate has been increased enough to meet domestic require- ments by a bare margin. Some imports were necessary, however, to fill both domestic and foreign demands, and these doubtless will increase. Is this policy of exploration within the United States and the development of oil in foreign countries adequate insurance for the fulfillment of our future national needs? This question has two aspects one purely civilian and economic in character and the other significant from the standpoint of our national defense. There are now approximately 4,000 producing oil fields in this country. At first thought, it would appear that production could decline in a considerable number of these fields without materially affecting the over-all daily output. However, 48 percent of the oil comes from only 111 major fields which contain 50 percent of the total proved domestic reserves. It is apparent, then, that the flow from large fields - having proved reserves of 100 million barrels or more each must be sustained if daily production is to be kept at the present levels. Essentially, this means that new major fields must be discovered about as rapidly or perhaps more rapidly than the older ones lose productive capacity. From 1940 through 1947, only eight major fields with estimated reserves of more than 100 million barrels each, were discovered and proved - an average of one such field a year. The total estimated reserve of these eight fields was less than 1 year's supply at the present rate of use. As drilling continues, some existing fields ultimately will prove reserves larger than those now known. Without a pronounced increase in the num- ber of major discoveries, however, the prospects for increasing our present productive level are not encouraging. Any gap that appears between domestic productive capacity and demand could be filled with supplies from proved oil resources abroad. Boron compounds have been considered for many years as possible additions to iron and steel. A very recent use of boron-steel rods was for the control of neutron intensity in the graphite-uranium pile at the Clinton plutonium plant(130).4/ Norris(129) reports that slags containing boric oxide reduce the ferrous oxide content of steels and thereby the aluminum required for deoxidation. Boron is not considered an alloying element, but minute amounts produce what is often called a "needled" steel. The study of a series of iron-boron alloys by convenient steps, starting with iron containing no boron, indicated that boron was a hardening agent and made the iron very difficult if not impossible to forge. Then came the discovery that very minute traces of boron are quite different from the smallest amount previously thought worthy of study.

This work is a codification and annotation of the Congressional enactments relating to minerals, mineral lands, and mining. It covers every enactment of Congress from the original ordinance of 1785 to the present time, as well as all sections of the Revised Statutes of the United States relating to these subjects. These laws are grouped according to their general subject matter, and are arranged thereunder in numerical or chronological order. Many of the mining statutes include matter not pertinent to the subject, and only those parts of such acts are quoted as will properly show their relation to minerals and mineral lands and indicate how they should be construed. Some mining acts have been repealed or have become obsolete, and others have become incorporated substantially in sections of the Re- vised Statutes; but these are retained in order to show the changes made, and the constructions placed thereon by the courts are given as aids in construing the new or repealing acts. The annotations consist of legal propositions abstracted from the decisions of the various courts and executive officers of the Govern- ment that have interpreted the sections and statutes so codified. These legal propositions are arranged under the different sections and acts with appropriate headings, titles, and subtitles, in logical order, exhibiting the present status of each particular section or act and its application to the subject of mines and mineral lands. The annotations do not purport to be abstracts of decisions on the sub- stantive law of mines and mining generally, but are limited strictly to the interpretation placed on a given section or act definitely re- ferred to by a court or executive officer by the number of the section of the Revised Statutes or the volume and page of the Statutes at Large in which the Congressional enactment is found. It may be observed that the legal propositions stated are not always pertinent to the particular section or act under which they are classed and of which they purport to give a construction. The arrangement, however, is not an arbitrary one, but is so made for the reason that the courts or officers in the construction of a particular section or act definitely referred to by number or volume and page incorporated in the decision matter not strictly pertinent to the par- ticular section or act so designated. This statement applies especially to the interpretations placed on the sections of the Revised Statutes. Fifteen shots of three explosives with charge weights of 0.52, 1.1, 3.1, and 5.1 kilograms were fired in a pond to study the seismic effects of detonating explosives in water. Shock pressures and bubble periods were measured with pressure transducers in the water. Vibrations were measured on land in three orthogonal directions with particle velocity gages. Statistical tests indicated that a charge weight exponent of 0.43 best scaled the data. While shock pressures and bubble periods showed considerable differences in explosive performances, the amplitudes of ground vibrations showed less difference, and one prediction equation was therefore derived to estimate vibration amplitudes from all the explosives.

As a result of Synopsis 73-16 Dynadyne responded with an unsolicited proposal offering the Bureau of Mines to develop an ultra-low volume coal mine dust personal sampler. In the ensuing technical discussions the choice of a desirable volumetric rate became a focal point. While, the initial proposal was based on a volumetric rate in the area of 50 cc/min the Government expressed interest in a variety of mass flow rates ranging from 50 cc/min to 2000 cc/min. The physical characteristics such as weight, volume and configuration of a personal sampler are to a large extent - dependent on the operating volumetric rate. It became readily apparent that the optimum size of such an instrument as a function of volumetric rate was not known and that a study of the choice of optima was essential prior to beginning the development, Hence, the Government authorized a two phase approach to this project. Phase I was to include a Technical Evaluation Study of optimum characteristics in the range between 0. 1 to 2. 0 lpm. Based on these findings and in consultation with MESA personnel, the Bureau of Mines was to authorize the second phase that is, the development. Phase II, was to include the drawing of a set of performance specifications stating among others the desired operating volumetric rate. In this report, every effort was made not only to present the actual work done over the course of this development, but to reflect also our engineering "thinking" providing answers as to the "why" we preferred certain solutions over others. We believe that this added dimension is not only useful for the Government official evaluating this report, but also that the Government is entitled to it providing the official with an educational content useful in avoiding future costly repetitions of similar situations.
