Engineering and economic evaluations were performed by the Bureau of Mines on 14 Frasch sulfur, 1 native sulfur, and 21 metal sulfide operations in 11 market economy countries. The evaluation included discounted-cash-flow rate-of-return economic analyses at 15 pct to determine the average total cost of production of these two commodities and the potential availability of elemental sulfur (8) and pyrite concentrate. The Bureau evaluated the potential availability of elemental sulfur and pyrite concentrate. Approximately 279 million metric tons (Mmt) of pyrite concentrate at 46 pct 8 is potentially recoverable from 422 Mmt of in situ metal sulfide ore. Nearly 89 pct of the total pyrite concentrate is available at an average total cost of production below the January 1984 pyrite concentrate market price ($43/mt). About 185 Mmt 8 is potentially recoverable from 253 Mmt of in situ elemental sulfur. About 99 pct of this sulfur is available at an average total cost of production below its January 1984 market price ($131/mt).

Of the about 60 million pounds of aluminum used in the Pacific Northwest in 1960, 40 million pounds or two-thirds was used by 10 companies. One of these companies made airplanes and missiles; one manufactured roofing, siding, and tubing; three produced truck tractors, truck bodies, or truck trailers; two made architectural metal products; one made irrigation and industrial products; one was a general foundry; and one was a shipyard. These companies contributed to regional growth by developing markets outside the area; some have worldwide sales. Aluminum consumption increased at an average rate of 7 percent annually from 1954 to 1960. Airplane manufacture, formerly preeminent in aluminum use, no longer was in first place in 1960. By industrial group, the leading users were manufacturers of building products, 30 percent; airplanes and missiles, 22 percent; truck tractors, truck bodies, and truck trailers; 17 percent; general foundries, 5 percent; ships and boats, 4 percent; mobile homes, 4 percent; other transportation equipment, 3 percent; and irrigation equipment and all other products, 15 percent.

A technologic group such as the Petroleum and Natural Gas Division of the Bureau f Mines, which conducts research on many of the complicated and frequently interrelated problems f extracting crude oil and natural gas from the ground, transporting them to market or to daces for subsequent treatment, and manufacturing products, should report progress from time to time. Engineers and others who apply the results obtained by this division are closely associated with its personnel, because many of the problems are attached cooperatively with groups in industry. Some of this cooperation is formal, as exemplified by work now in progress under cooperative agreements with the States of Oklahoma, Kansas, and others, but much of it is informal, prompted by the desire to be mutually helpful in the public interest. Furthermore, the published reports of the Bureau on subjects pertaining to petroleum and natural-gas technology come to the direct attention of a relatively large number of persons, whose interest in results and appreciation of the value of this type of work have caused them to be kept currently informed regarding available data.

In 1986 the Bureau of Mines conducted a probability sample survey, Mining Industry Population Survey, to measure such employee characteristics as occupation; principal equipment operated; work location at the mine; present job, present company, and total mining experience; job-related training during the last 2 years; age; sex; race; and education. The population estimates are necessary to properly analyze the Mine Safety and Health Administration (MSHA) injury (includes illness and fatality data) statistics; that is, to compare and contrast injury rates for various subpopulations in order to identify those groups that are exhibiting higher than average injury rates. This report uses the survey's results to characterize the U.S. nonmetallic mining workforce from March through September 1986. Similar reports have been prepared for the metallic, stone, and sand and gravel mining industries, as well as for the entire metal and nonmetal mining (includes metallic, stone, sand and gravel, and nonmetallic industries) sector and the cool mining sector.

The analysis of a machine-luminaire configuration is a time- consuming process requiring the construction of a machine mockup, installation of a designated lighting arrangement, and an extensive set of illumination measurements. This entire process, however, is well suited to computer analysis. By simulating the machine geometry and the characteristics of the desired luminaires, the incident light levels can be calculated at the required set of points. This Bureau of Mines paper presents a general description of the techniques involved in performing this simulation.

The twenty-fourth of a series of semiannual surveys pertaining to motor gasoline marketed in the United States was made by the Bureau of Mines in August, 1931, The first part of a report giving the results of that survey as they pertain to specification data is given in this paper. A companion report, Part II, is in preparation and will discuss the results off other determinations made on the samples, including octane number ratings on the individual samples (to be made by the Bureau of Standards) and results of the determination of gravity, color, doctor test, and "gum" content by the copper dish method and the Bureau of Mines steam-oven method. The Bureau of Mines investigated the mechanics of fuming of iron-carbon melts during top-blowing with oxygen. Melts weighing 45 lb were prepared in an induction furnace and blown with oxygen by means of water-cooled lances. The rate of fuming was measured and correlated with the operating variables. The data showed that the primary cause of fuming was a boil at the bath surface in the impingement zone of the oxygen jet. Nucleation of the carbon monoxide bubbles producing the boil was apparently brought about by the precipitation of an oxide phase. The actual fuming mechanism involved partial oxidation and vaporization of bubble films and fine metal spray generated by the bursting of the bubbles. Bubbles that formed outside the impingement zone produced little fume. The distribution of trace elements between the metal and fume strongly indicated that the fume contained fine spray particles as well as particles that had condensed from vapor. The rate of fuming was found to be proportional to the carbon content of the metal) the concentration of oxygen in the jet) and the bath temperature) provided that a continuous boil occurred. In the absence of a boil) very little fume was produced.

Wyoming is estimated to have more than 700 million tons and Utah more than 2.5 billion tons of +10 percent P2O6 phosphate rock considered to have some future economic potential. In Wyoming, the +24 and +18 percent P205 rock potential resources total nearly 250 and 450 million tons, respectively. In Utah, the +31, +24, and +18 percent rock total approximately 33 million, 222 million, and 2.2 billion tons, respectively. These resources are all located above the local drainage levels and do not include latent resources. All of the mining and beneficiation of phosphate rock in the two States is done by San Francisco Chemical Co. The facilities include open pit mines at Vernal, Utah, and Leefe, Wyo.; an underground mine in the Crawford Mountains, Utah, and beneficiation plants at Leefe and Vernal. One of the principal markets for the phosphate rock is Western Phosphates, Inc., fertilizer plant at Garfield, Utah. Recent exploration and development has been under-taken by different companies in the Southeastern Wind River Range, Sublette Range, and Crawford Mountains. The facilities at Leefe and Vernal are in the process of expansion. Some of the areas of western Wyoming contain vast quantities of phosphate rock in minable units, but, because of their remote location, are classed as latent areas. In these areas, there are estimated to be about 700 million, 2 billion, and 3 billion tons of phosphate rock in the +24, +18, and +10 percent P205 grade classes, respectively. The Snake River Range of Idaho and Wyoming is also estimated to contain roughly 21, 106, 177, and 214 million tons of potential resources in the +31, +24, +18, and +10 grade categories, respectively. This area also contains a large amount of latent rock in the more remote areas.

The Bureau of Mines, under a cooperative research program with four lead companies, has investigated a nonsmelting process for the production of lead metal. The process, which would eliminate sulfur dioxide generation and minimize particulate lead emissions, involves ferric chloride leaching of galena concentrate to produce lead chloride, followed by molten-salt electrolysis of the lead chloride to yield lead metal and chlorine. This chlorine is used to regenerate ferric chloride in the leaching solution. The process was tested in an experimental unit with a capacity of 500 lb of lead metal per day. The tests were performed in three 10-day and six 5-day campaigns, during a period spanning 28 mo. The study was carried out using a southeastern Missouri lead concentrate. Typical lead recovery was about 98 pct. Process problems related to impurity buildup and control were studied. When copper and silver impurities were removed from the leaching solution, a lead metal purity of 99.999 pct was obtained. Lead-in-air levels and lead-in-blood levels of operating personnel were monitored. The process has potential for producing lead with minimum pollution, but is not ready for commercial utilization. Operation of a prototype commercial electrolytic cell and a full-scale pilot-plant investigation by industry are needed to evaluate the commercial viability of the process.

Disposal of brines produced with crude petroleum and natural gas is a continually increasing problem. The necessity for studying this problem has been realized more generally in recent years, and in August 1934 an agreement was made between the Kansas State Board of Health and the United States Bureau of Mines to conduct a cooperative technical study of methods of brine disposal. To date one paper in the technical press4/ and three reports5/6/ 7/ have been published in which are given results of studies carried on under this cooperative agreement. In the Mid-Continent fields, the methods used most generally for handling oil-field brines are: (1) Impounding in evaporation ponds; (2) controlled diversion into surface streams; and (3) injection into subsurface formations through wells assigned for this purpose. Various States recognize one or more of the methods as legally authorized procedure. Impounding brine in ponds and solar evaporation have proved inadequate as a general rule, owing, usually, to the porous nature of the soil, the low rate of evaporation, or both. Diversion of

Because of the renewed importance of the strategic metal manganese the Bureau of Mines in conducting further research on pyrometallurgical methods of beneficiating manganiferous iron ores and low-grade manganese ores. Published data on the Pyrometallurgical of manganese ores have been reviewed by Joseph.5/ A method of treatment that has received less consideration than others is the matte smelting of manganese or the separation of manganese from the iron and the gangue in an ore b, formation of a matte, that consists principally of esulfide of manganese. A procedure of this type has been patented by Betts.6/ Lofquist7/ claims advantages for the production of a sulfide-oxide matte as a method of recovering manganese in alloys containing manganese and iron.

"A new technique to determine wettability of powders is presented in this paper. In this technique the times for immersion of individual particles from air into liquids, defined as imbibition times, are measured. Through the measurements of imbibition times for a large number of particles, it is possible to determine homogeneity/heterogeneity of a powder sample with regard to its wetting behavior. Quartz particles give a very narrow distribution of imbibition times showing a homogeneous wetting surface whereas coal particles give a broad distribution indicative of the heterogeneous nature of its surface. The imbibition time measurement technique is considered to have certain advantages over other methods to determine wettability of powders in surfactant solutions. In this study we have also compared the imbibition times with the wetting rate mea¬surements obtained by a modified Walker test.INTRODUCTIONSeveral methods are available for determining wetting characteristics of sol¬ids. Each of the methods has been used in the past to obtain very valuable information for comparing wetting behavior of various solids in a given liquid or for comparing the wetting behavior of several liquids for a given solid. Each method measures a somewhat different aspect of wetting and therefore quantitative correlations between techniques have been difficult. A general approach is to use a method in which close similarity between the technique and the application (where results of wetting measurements are to be used) can be maintained. The objective of this investigation was to develop a method which could be used to determine the wetting characteristics of single particles in surfactant solutions. Wetting of individual particles is of importance in cap¬ture of dust particles by sprays of surfactant solutions.METHODS FOR DETERMINING WETTING — A BRIEF REVIEWThe various methods available for measuring wetting characteristics of solids include: contact angle, immersion/sink time, bubble pick-up, induction time, capillary rise, and displacement method measurements. The Bureau of Mines conducted an investigation to determine those factors that are significant in affecting the velocity of flames propagating along the boundary separating gaseous fuel and air. In addition the aerodynamic motion of the gases in the vicinity of such interfacial flames was delineated. Parameters in the study included flammable zone thickness, flammable zone concentration of gradient, fuel type, and position of the flame relative to various environmental surfaces. Of all these factors, the flammable zone thickness and burning velocity of the stoichiometric mixture were found to have the most significant effect on the flame speed. Notion of the gases in the vicinity of the interfacial flames was examined by particle track and interferometric techniques. The relative velocity of the interfacial flame with respect to the unburned gas on the central streamline was found to equal the burning velocity of a stoichiometric homogeneous fuel-air mixture. In addition, it was observed that the composition of the lean fuel-air mixture at the boundary of the combustion zone appears to be less than that defined as the fuel's lower flammable limit.

In two earlier studies the Federal Bureau of Mines undertook to explore comprehensively the dimensions of the Nation's energy balance. The first of these studies, published in 1950 as Bureau of Mines Information Circular 7582, by Harold J, Barnett, was primarily concerned with projections of future domestic energy requirements and supplies, because these related to projected growth in major fuel-consuming sectors of the economy, changing rates of energy-use efficiency, and interfuel substitution patterns. But, to provide the essential background for these projections, it was first necessary to assemble and examine in some detail the quantitative information on the size and shape of the current United States fuel economy. Among other things, Barnett's path-breaking study indicated the need to consider energy as an entity, particularly for public and private policy makers, industry and commodity analysts, economists, and others concerned with long range questions of domestic and international energy supply and demand. The study also spotlighted a gap in the fabric of current economic intelligence; no comprehensive collation and reconcilation in any single report of available published statistical information covering the origin -a disposition of all energy materials existed. In response to this latter need, the Bureau of Mines prepared the second of the two studies referred t3 above. This was published in 1951 as Report of Investigations 4805, by W, H, Lyon and D, S. Colby, and it consisted of statistical information on the production and use of each of the various fuels and electric energy in the United States for 1929, 1939, and 1947; all were presented in tabular form and on a uniform basis. The three years selected were chosen largely on the basis of data availability.

Advanced technology, including automation and computerized information systems, is being adopted in mining at an ever-increasing rate to improve safety and productivity and to decrease overall costs. This U.S. Bureau of Mines report focuses on the human factors issues related to advanced technology. Among the significant facts discovered were the following: Experts studying tile design adoption, and implementation of new technology have stated repeatedly that human factors specialists should be involved from the early planning stages, through design and fabrication, and up to and during production, since human factors has been consistently identified as the biggest obstacle to the efficient utilization of new technology. Also, middle management is generally the greatest obstacle to the adoption of advanced technology, this technology can give rise to worker alienation, boredom, stress, job insecurity, and a sense of isolation; training most of the present work force is more cost effective than hiring new workers; workers are willing to accept new technology if they are given a voice in its implementation; the social and the technical systems should be jointly optimized; and with the intro¬duction of advanced technology, the cognitive or mental, rather than the physical, aspects of human-machine interaction must be emphasized.

An active list of permissible explosives was published in July, 1931, as part of United States Bureau of Mines Report of Investigations 313, under the title of "Active List of Permissible Explosives and Blasting Devices Approved Prior to June 30, 1931." Changes in that list were authorized in August, September, October, November, and December, 1931, and. January and March, 1932, as published in Reports of Investigations 3l40, 3147, 3l50, 3155, 3158, 3161, and 3163, respectively. The U.S. Bureau of Hines conducted e mineral resource survey of approximately 232,000 acres in part of the Humboldt National Forest, Nevada, during 1989. About 7S percent of the study area was covered with mining claims. About 1,800 samples were collected end analyzed for 16 elements. Geologic structure, including thrust faults, is the most important factor in the localization of mineral deposits in the study area. The Independence mine (formerly Jerritt Canyon), Big Springs, and Wood Gulch are the most well known active properties, all developed on large, low-grade, disseminated gold deposits. These deposits have produced almost 3 million ounces of gold and are known to contain more than 8 million ounces of gold. At least 10 barite deposits in the south end of the range have had significant past production and contain 0.2 million tons of resources. Numerous precious and base metal targets have been identified and in some cases quantified during this study.

Sec. 451-483). Background The Federal Coal-Mine Inspection program was established to carry out the provisions of Public Law 49, 77th Congress, H. R. 2082, approved May 7, 1941. This act has since been amended to be known as Title I -Advisory Powers Relating to Health and Safety Conditions in Mines, under Public Law 552, 82d Congress, approved July 16, 1952, which also includes Title II -Prevention of Major Disasters in Mines. Public Law 552 is known as the Federal Coal-Mine Safety Act.
