There has been an unprecedented rise in the fatality rate in the Australian mining industry over the last few years. The factors behind this rise are not clear; however, it is noted that the increase in fatalities has occurred during a fall in commodity prices.This paper examines prevention methods and systems to deal with hazards that have the potential to result in either single or multiple fatalities. Managing the risks associated with mine ventilation is used to illustrate the principals behind the approach.The paper also touches on the broad science of human error and proposes a multifaceted approach to controlling and preventing fatal risks.A summary of the steps involved in developing an effective principal hazard management plan is provided.CITATION:Clough, A J, 2015. The mining industry has been rightly proud of its environmental achievements and it would be fair to say that in some areas the Australian mining industry is at the forefront of world practice in environmental management and mine rehabilitation. The `environment' has certainly been a growth area over the past three decades with growing awareness in the 1960s, some large battles and the of significant legislation in the 1970s. The most important period however has been the 1980s and so far the 1990s where, in addition to the of some more rigorous legislation, we have seen the practical application of environmental management/rehabilitation Techniques.

During the initial development of Mount Isa Mines power was supplied from a temporary power plant situated near the Man & Supply Shaft. The main power plant was placed in service early in 1931 and then comprised two Babcock and Willcox boilers, fired by pulverised fuel, and two British General Electric Company's turbo-alternators of 5,000 kW. each. Both plants have been described by A. F. McAskill in the Journal of the Institution of Engineers, Australia.From 1931 power demand progressively increased due to greater production, further mine development in the harder sulphides increased pumping for mine drainage and additions to mill and smelter until, by 1935, the plant was inadequate for further output commensurate with a reasonable safety margin.Coincident with the added power demand, operating conditions involved a fuel problem which could not have been anticipated. The ash content of the fuel supplied gradually increased from 13% to 16-5%, while the melting point of the ash decreased with higher pyrite content.Temperature conditions in the furnace required careful control to cope with ash formation and slag accretions.Consequently brickwork, excessively stressed on water walls, was constantly under repair, and required suspension periods of 50% of operating time for cleaning and overhaul.Load conditions varied continually, therefore the high heat liberations in the furnace, necessary to accommodate peaks in fluctuating output, resulted in ash fusion.

Gaining confidence in interpreting rock and strata properties of the coalmine roof is necessary for design, maintenance, modelling and optimisation of roadways supports. One of the key causes of roadway instabilities experienced in underground coalmines is an extreme variable nature (thickness, competence, discontinuities etc) of the coalmine roof. Normally, the thickness and strength of the roof are characterised with the geotechnical and geological data gathered from exploration boreholes, which are drilled often at considerable distances apart. This limited data cannot capture localised geological variations in the coalmine roof. With this background, this paper explores feasibility of using measurement while drilling concept to perform geotechnical characterisation of the coalmine roof. The parameters, for example, penetration rate, rotary speed, torque, sound, vibration, obtained during the drilling process can provide valuable insights into geotechnical properties. The paper describes the progress of the experimental work conducted at the laboratory on synthesized concrete samples representing various rock strata using a field-scale drilling machine. The samples with and without interfaces have been tested to replicate various underground roof strata. The signals returned from the drill machine, as the drill bit passes through the layers, have been analysed and interpreted to characterise whether the drill response data can differentiate various strengths associated with the rock layers. The initial laboratory results are promising as they show distinct responses of the various sample blocks in a controlled environment. The drilling data can differentiate the synthesized rock samples and detect ‘signatures’ of the roof strength variability and delineation of lithological interfaces (transitions). The weight and torque on the bit vary and show dependency on the strength of the blocks.

This paper presents an analysis of significant Australian-based R&D programs focussed on the minerals industry, which was commissioned by CRC ORE. The landscape analysis may assist organisations with R&D management issues including program creation, program/partner selection, portfolio management, and public policy settings. The dataset was collated early in 2020, and contains programs being conducted by or with Australian-based ‘Research Service Providers’ (RSPs), most notably Universities and CSIRO. It does not include R&D being conducted in-house by mining and METS companies, or by them with other organisations that are not RSP’s. The dataset contains 65 R&D programs, with total annual cash funding of $229m (70% from industry and 30% from government). The total funding compares unfavourably with the combined R&D expenditure of Australian universities and CSIRO of over $12b, and minerals industry export revenues of over $200b. The R&D landscape is analysed by program numbers and funding, technical domain, geography, and funding source. Areas of relative strength are noted in ‘mineral processing’, CSIRO Minerals, and the CRC program. Areas of relative weakness are noted in ‘bulk materials handling and logistics’, ‘tailings and waste management’, and ‘social and community’. The field of preconcentration is noted as a current area of R&D strength, but it is under significant threat with the impending completion of CRC ORE. The overall R&D landscape is characterised by a majority of small-scale programs, low levels of industry coordination, a low focus on step-change innovation, and total funding lower than should be expected for such a large critical industry. It is hoped that key stakeholders in the Australian minerals industry, particularly governments, and mining and METS companies, reflect on the analysis and act to address holistic weaknesses.

Despite advances in technology, the Australian underground coal mining industry continues to have incidents involving spontaneous combustion. Managing these incidents relies heavily on understanding the state of the event as it develops and controls are applied. Gas analysis plays a major role in aiding this interpretation. This interpretation is based upon laboratory testing of coal samples under conditions very different to those found in an underground coal mine. This paper will explore the links between laboratory data and actual events. It will highlight the difficulties of using laboratory data. It will outline the relevance of laboratory data and how it can be usefully applied to manage spontaneous combustion events as well as in establishing relevant trigger action response plans to facilitate early detection and control of such events. The paper will identify some of the factors that need to be applied when adapting laboratory data to apply to the underground coal mine. It will outline the need for comprehensive knowledge of the local conditions and gas concentrations to be expected at all locations in an underground coal mine. Further, it will demonstrate the need for mine environment monitoring to go beyond simply measuring gas concentrations but also to include reliable atmospheric pressure, temperature and air velocity monitoring.CITATION:Cliff, D, 2013. In most States of Australia it is a legislative requirement for underground mines to have a separate means of egress from the normal means of ingress to permit the safe evacuation of workers to the surface in event of an emergency. Such egress may be in the form of a ladderway equipped shaft/underlie or trafficable incline/decline. Additionally, there is a general requirement to have one or more airways, separate to the main shaft or other principal entrance of an underground mine, extending to the lowest level to permit ventilation to all parts of the mine. Fulfilling these requirement is difficult in the development phase of a mine when access underground is achievable by only a shaft or decline in the process by being sunk. What is frequently practiced in Australia is for production to then commence, sometimes in association with continuing development, in the same configuration without the establishment of this separate method of egress to the surface nor additional airway/s with reliance on refuge chambers to cater for back up in any emergency. Not only, could this jeopardise the health and safety of workers in case of an underground emergency it could be construed as a statutory breach of legislation. While recognising that refuge chambers are often used throughout underground operations nowadays their equipping and the criteria for their location needs to be bought into focus. This presentation discusses how such legislative requirement can be met alongside the use and appropriateness of refuge chambers.

The authors briefly review the research achievements of the first and the second stage; Combining the key national research project of the æNinth Five Year PlanÆ ù æThe experiment and research of continuous mass mining without rib pillarÆ, the authors introduce in detail the technological condition of mining, the design ideas of continuous mass mining, the design scheme of mining, the technology of mining. the equipment of mass mining, the chief research achievements and so on. The success of research of continuous mass mining without rib pillar indicates the arrival of the third stage of research. The introduction of continuous mass mining will promote the technology revolution of mining in China remarkably. The authors also point out that the development direction of continuous mass mining of the 21 century is continuous mass mining in whole mine, which is the fourth stage of research.

The Australian minerals sector has a shortage of skilled professionals to satisfy an industry that is experiencing renewed vitality. Graduate numbers are low throughout Australia and the world, while economic rationalisation is seeing many educational institutions downsize, or even close, their minerals-related programs. In addition to requiring more entry-level graduates, minerals producers are looking to update the skills of their current workforce to keep up with the industryÆs continuing technological revolution. To address the issue the Minerals Council of Australia (MCA) endorsed collaboration between several Australian minerals producers and a team of universities to generate the Mineral Tertiary Education Council, or MTEC. MTEC recently initiated a venture to increase the availability of professionals with relevant skills to the minerals industry. Primarily aimed at delivering postgraduate programs, the initiative will allow graduates from other disciplines to æconvertÆ to the minerals sector as well as provide professional development training to an existing work force. This venture represents a novel approach in that courses will be delivered by more than one institution and will employ innovative teaching materials with flexible and remote delivery formats. The programs will cater specially for professional development in the minerals sector, which generally requires high flexibility due to the nature of work conditions and locations.

As far as I can ascertain, every other paper being delivered at this seminar concerns mines which come into the first category, or at any rate are close enough to it for the promoters to be able to afford an expert's valuation.

The appraisal of mineral reserves by a lender is carried out at the initial stages in developing a loan for a mine. The depth of investigations is influenced by the competence of the explorer, the type of commodity and knowledge of the geological environment. The lender looks for a reserve life which exceeds the term of the loan plus contingencies for events such as cost over-runs, adverse markets and production difficulties. The physical features of importance are discussed. Factors with direct financial implications are considered for their incorp- oration in sensitivity analyses to allow risk appraisal. When satisfied, the lender can then proceed to review cash flow forecasts, the basic strength of the project, then determine with the borrower the components and alternat- ives of a loan package.

The Golden Pig mine has embarked on a diamond drill program design philosophy that increases flexibility of the program by greatly increased drill pattern densities. The use of standard broad pattern diamond drilling at the Golden Pig mine has previously lead to operational inefficiencies and impacted significantly on the costs of the mine. The diamond drill program philosophy and its interaction with mine planning is explained. The case study of the E lode mining as used to internally justify the increased drill densities is detailed.

Regional-scale exploration for sediment-hosted gold deposits is hampered by the challenge of evaluating the fertility of ancient sedimentary sequences that host these deposits. Recent developments in laser ablation inductively coupled plasma mass spectrometry allow for the evaluation of the gold fertility of sedimentary sequences using chemistry of early-formed sedimentary pyrite. We present a case study from the Selwyn basin area of Yukon, Canada, where significant sediment-hosted gold exploration has been ongoing for the last five years. Data from sedimentary pyrite in some Neoproterozoic shales are anomalous in Au and As compared to a global data set of unmineralised sedimentary pyrite. If at least some of the gold and associated trace elements in sediment-hosted gold deposits are derived from recrystallisation of early sedimentary pyrite, it follows that strata containing anomalous sedimentary pyrite should be more prospective. Based on this premise, our data clearly show that Yusezyu Formation Neoproterozoic shales in the Selwyn basin area of Yukon are a fertile source rock for sediment-hosted gold deposits, while pyrite from Nadaleen formation shales are strongly anomalous in Hg and Tl, but not Au. "The carbon-in-pulp process has been used extensively in the gold industry since the late 1970s to recovery leached gold from solution. Despite more than 30 years of experience in operating carbon circuits, average gold solution loss has remained at an average of 0.02–0.03 ppm (mg/L), higher than the ‘best practice’ target of 0.01 ppm.Process modelling, such as SIMCIL developed by the Curtin Gold Technology Group (GTG), can provide information on optimum set points; however, manual control of the circuit limits the potential benefits.An automated carbon measurement device, the Scout Carbon Meter, has been developed to allow for automation of carbon concentration measurement, and automated control of the carbon transfer pumps. Iron ore tailings typically containing 40 to 50 per cent Fe can be beneficiated to iron ore products containing 54 to 60 per cent Fe. The impurities are comprised of clay, quartz, cristabolite and TiO2. Goethite and hematite are also present. At high concentrations of 55–60 wt% solids, the tailings displayed high yield stress and viscosity and cannot be pumped over long distances. Composite additives comprising of NaOH, phosphate-based additives and sodium metasilicate are found to reduce the viscosity and yield stress very significantly by a few orders of magnitude. The yield stress of 100 Pa can be reduced to almost zero. At this state, dilution of the tailings with its process water to 40 per cent solids causes the coarse and high-density iron ore particles to separate from the colloidal fractions located in the supernatant after a few minutes of sedimentation. Separation by decantation produces a sediment with an Fe content of 54 per cent from tailings with 47 per cent Fe. Another tailings sample with 48 per cent Fe was beneficiated to greater than 57 per cent Fe using NaOH-metasilicate-polyphosphate additives and employing an additional washing step. The use of other composite additives, NaOH and polyphosphates, increased beneficiated product Fe content to greater than 60 per cent from the same tailings. With the current iron ore spot price of more than US$180 per tonne, the cost of this treatment process even including a desalination step, if necessary, is relatively insignificant. This study has given tailings an economic value that should be exploited as soon as possible.

We conducted a preliminary assessment of an extensive deposit of historic tailings discharged over a period of 40 years to the shoreline along a Southern Peruvian coastline. The tailings formed an extensive beach approximately 2.4 km long and 300 m wide. The tailings consist principally of pyrite (37 to 59 per cent), hematite (nine to 20 per cent), magnetite (three to 13 per cent) and quartz (11 to 36 per cent). The present operating company was required to evaluate the feasibility of capping the ocean side tailings deposit, however, given the size of the undertaking and the potential to reclaim residual minerals from the tailings, it was prudent to first evaluate whether capping would in fact reduce the impacts to the marine environment. Therefore this preliminary assessment examined: 1. metals contamination in tailings, shoreline porewater and marine sediments; 2. reactivity of tailings and acid generation potential; and 3. the potential for biological effects from metal contamination in the uplands tailings (solid phase) and beach porewater. Based on mineralogy, column leach studies and chemical results, the upland tailings have a high geochemical potential to acidify and release metals, especially copper, nickel and zinc, should they be subject to oxygenated and aqueous conditions. But, the extreme arid climate results in very low potential for precipitation and virtually precludes the transport of acid drainage reaction products from the upland tailings towards ocean. Wind erosion caused by offshore winds is likely a small source of tailing transport to the ocean. Since some potential exists to reprocess the tailings in the future, capping does not seem justified at present.

Checking the quality of a blast may be considered as subjective. Checking this quality will require measuring objective parameters. One of them is the resulting fragmentation of the blasted product. Numerous fragmentation æmeasuringÆ systems have been developed and marketed, based on image-processing. This presentation of FragScan will illustrate advantages and difficulties when using such a system. FragScan is essentially defending a policy of large and representative sampling. The purpose is to show how fragmentation is discriminating both productivity and profit of quarry operations on a blast-by blast basis. The next step will then be to ædriveÆ the blasting process to reach a æbetterÆ fragmentation. Other applications require the fragmentation as an essential result: this is the case for large boulders used in structure-reinforcement. Several case-studies have shown that FragScan can be used for quality-control, checking size-distribution of the product according to the requirements of the end-user. Only clear thinking about the precise use of such a æmeasurementÆ will further the success of this task.

This paper discusses the potential role of underground space and tunnelling in urban planning in Australia. The paper gives examples of the infrastructure and commercial applications of underground space which have been effectively used overseas but have been slow to be considered as a part of urban planning in Australia. In particular, the paper looks at underground quarrying and underground commercial development and their potential use in the urban environment. Existing sites and potential sites for quarrying and/or commercial use have been classified using a system developed by the author. Underground quarrying may provide some solutions for planning problems involving sand and aggregate supplies, waste disposal and other uses. Commercial development involving underground excavation may be accepted if the cost of underground commercial development can be shown to be equivalent to the cost of above ground development. The paper concludes that one role of the underground construction industry is to promote tunnelling and underground space amongst architects, town planners and planning decision-makers. The Australian Underground Construction and Tunnelling Association (AUCTA) and the Australian Society for Trenchless Technology (ASTT) should be instrumental in actively promoting the use of underground space in society.

Is the Northern Territory different? Certainly it is more remote, has less people and relies more heavily on two or three industries for its survival. On the other hand, its mining industry is governed by Acts not dissimilar to those of the major States - a Mining Act provides the basis for acquisition of tenure, a Mine Management Act provides regulatory control, a Mineral Royally Act collects revenue in return for the right to utilise the land's bounties, an Environmental Assessment Act provides the public face to rehabilitation and environmental safety, and the Aboriginal Land Rights (NT) Act purports to give development criteria for inalienable land use. With the exception of the latter, at least until the advent of Mabo, all these are simply variations on a theme, and are common to most States. This paper will show how the Department of Mines and Energy works in relation to the Northern Territory mining industry.

Since the earliest recorded prospecting of the 1860's mineral exploration and mining in Fiordland has been discouraged by the formidable physical difficulties presented by its isolation, extremely rugged relief, treacherous coastal waters and generally unfavourable weather conditions. Government assistance was often sought by the miners and prospectors but little, if any, support or encouragement was received after the initial period. During the 1840's decorative marble was quarried at Caswell and Dusky Sounds. A prospector discovered and attempted to mine copper sulphides to the north of Dusky Sound (Parks Mineral Beds) and near Mt Solitary. A small Pb, Zn, Cu, Ag, Au bearing quartz reef was discovered and driven on in the granite coast line of Preservation Inlet (Bradshaws Reef) and the ore roasted on site. Alluvial and quartz lode gold was discovered at Preservation Inlet in the 1890's and led to the recorded recovery of 11 000 oz of mainly lode gold. Falloff in grades with depth, thinning and splitting of the reefs and the high mining costs at this location led to a virtual abandonment of the field by 1906. In the late 1950's and early 1960's the geology of Fiordland was mapped by the Geological Survey at 1:250 000 scale, but field work was largely confined to the shore lines of the coast and fiords. In view of the physical difficulties it is not surprising that mineral exploration and mining up to 1970 was limited to the scant attention outlined above.
