In order to assess whether polysaccharide depressants are strongly or weakly and reversibly bound to the surface of talc, a series of experiments was conducted on New York talc in which the floatability of the talc in a microflotation cell was determined. The talc was conditioned in solutions of carboxymethyl cellulose (CMC) or guar gum in 10-2 ionic strength Ca(NO3)2 or Mg(NO3)2. The talc was then washed with four successive aliquots of water, or cation solution, to try to remove the polymer and the flotation response of the talc was assessed. CMCs of different charge (DS) were used to assess the effect of charge on the strength of bonding. The results show that CMC and guar gum could be removed to a large extent from the talc surface by washing with water (the floatability was restored), however very little could be removed from the surface by washing with cation solution. The higher charge CMC was easier to remove from the talc planes in the absence of cations than the lower charge CMC. Thus CMC bonding to talc has been shown to be irreversible or very slowly reversible only if cations are present, implying that cations are necessary to keep the polymer bound to the surface of the planes to effect depression. The presence of ions in solution also had the effect of maintaining surface coverage of the talc by guar gum.

This contribution presents the first results of an experimental research aimed at finding an unified description of the first stages of a rock comminution process. With reference to the case of the jaw crushers and to the specific subject of the comminution law, the tests reviewed and analysed in this contribution have been carried out, at a laboratory scale, on five different materials (limestones, quartzite, serpentinite) at different reduction ratios and feed rates, and accurately recording both total power and idle running power. The analysis of the results has shown that: ò the grain size distribution of the products complies with a modified form of the Rosin-Rammler equation, already found to be well suited to representing the grain size distribution of blasted rock in previous works by the authors; ò observed trends of the consumed power at increasing reduction ratios is steeper than predicted by the classical Rittinger, Kick and Bond laws, Rittinger law representing however a closer approximation of the experimental results; and ò a more accurate description of the experimental results is provided by a modified form of the Rittinger law. Accuracy of the semi-empirical expression has been found to be usually better than ten per cent by comparing actual results with expected Results.

The valuation of exploration properties which contain no identified resources or reserves is the most subjective of all valuation tasks likely to be carried out by a geologist. The geoscience rating method proposed by Kilburn (1990) recognises this inherent subjectivity but also attempts to apply some discipline to the valuation process. Some other methods used for valuations of this type clearly lack discipline and are open to misuse and abuse. The Kilburn method essentially requires the practitioner to justify all aspects of the valuation process. The valuer must specify and, more importantly, quantify aspects which enhance or downgrade the intrinsic value of each property. The intrinsic value is called the ""base acquisition cost"" (BAC) and it represents the average cost to identify, apply for and retain a base unit of area of title. The BAC and base unit of area both vary with different types of exploration and mining title but remain constant for similar types of titles in the same mineral tenure regime. In the Kilburn Method the enhancement/ downgrading factors are determined by the geotechnical prospectivity (Kilburn Method) within the title. A modified version of the Kilburn Method presented here (""Modified Kilburn Method"") also focuses attention on other real variables besides the geotechnical attributes which influence valuations of this type, viz., competition for tenure and activity in the markets in which the exploration properties are being traded. The most active such market at present is the stock market. By utilising uniform BACs and base units of area (for similar titles) for all exploration properties (in practice in Australia this is only possible within a particular State or Territory), the method exposes the valuer's opinions of each of these variables to the scrutiny of the investor. The investor (or his professional adviser) is afforded the opportunity to directly compare valuations on different properties by different practitioners and can assess how the final valuation is weighted in respect of geotechnical prospectivity, competition for tenure, and stock/financial market sentiment. No other method currently employed in Australia to value mineral exploration properties affords the investor this `luxury', which some may argue is their right.

Minerals similar to the indicator minerals used in kimberlite exploration are widespread in the Cainozoic alkali basalts of north Queensland. Magnesian ilmenite, pyrope garnet, chrome diopside, chrome spinel, phlogopite and zircon were recovered from most of the localities examined. The occurrence of these minerals creates significant problems when indicator minerals are used for diamond exploration. Basaltic ilmenite is visually similar to kimberlitic ilmenite. Untransported grains are rounded and have pitted surfaces. Basaltic ilmenite grains often have exsolution lamellae and reaction rims of titanomagnetite. Although kimberlitic and basaltic ilmenite are chemically similar, basaltic ilmenite grains are usually less magnesian than their kimberlitic counterparts. Basaltic ilmenite contains very little Cr203. Pyrope garnet occurs as megacrysts and in a variety of xenolith lithologies in north Queensland basalts. Most basaltic garnet is Cr-poor and comparable with kimberlitic garnet from Groups 3 and 5 of Dawson and Stephens (1975). Wine-purple, chrome-bearing garnet is common in kimberlite but rare in basalt.

The issue of flyrock is critical to the operation of all mineral extraction sites that use blasting. This paper takes a risk-based approach to identifying, analysing and managing the flyrock hazard. The basic cause of flyrock generation is a mismatch between the energy available and the work to be done. It should be noted that the energy available depends on the charge confinement. This mismatch can be caused by an abrupt decrease in rock resistance (geological weaknesses), overcharging, inadequate delays between holes and rows, inappropriate blast design and inaccurate drilling. The mismatch can come about from two sides; either too much energy (charge) for a fixed burden (work to be done), or insufficient burden (work to be done) for a fixed charge. The main mechanisms of flyrock generation are rifling, cratering, face bursting and secondary blasting. Each source mechanism has different characteristics in terms of vulnerable locations and each requires different control measures. However, all controls require a high level of quality control and assurance. A range of different approaches for managing flyrock risk and determining blast clearance zone dimensions are presented. A prescriptive consequence-based approach is discussed. A conventional risk matrix based approach is outlined with some innovation regarding controls rating and uncertainty ratings. A published semi-empirical approach is discussed. Two examples of quantitative flyrock risk analysis are presented; one involves bench blasting based on a published paper and the second is a cratering example developed by the author based on consulting projects. Finally, a stochastic approach based on published work is presented which simulates cratering superimposed on face bursting mechanisms. Also, a stochastic analysis undertaken by the author of the cratering example is presented. Effective blast emission management is required for two reasons; firstly to reduce and/or eliminate safety risks and secondly to manage public perception of blasting risks such as flyrock. The conclusion of the current research is that the wild flyrock risk can be estimated using existing techniques. Furthermore, both qualitative and quantitative risk management methods as discussed in this paper can be used for flyrock management for a given blasting situation. A combination of both is considered to be best practice.

Hard rock underground mining has been wedded to the drill-blast method of breaking rock. Current practice and technology have focused on greater efficiencies in the blasting and handling of ore, on the basis that thelower costs that come with larger scale operations compensate for the waste dilution associated with the bulk methods. However, it is suggested that new technology is available or is on the horizon that could completely change the shape of hard rock mining in the 21st century. Hard-rock continuous-mining machines, possibly assisted by high pressure water jets, coupled with automated sorting and materials handling systems, could re-orient the miner's focus to winning metal rather than mining tonnes of ore. More continuous mining processes could accelerate the penetration by high technology in the hard rock underground mine, with the potential of greater manpower productivities and lower costs per tonne of metal produced. This new technology will be important in maintaining a competitive supply of metals, given the falling headgrades of the orebodies remaining for development and the increasing market threat from manufactured substitutes.

Improvements in the drill and blast process can impact on loader performance in a number of ways. The main effects being improved loading cycle times, less non-productive cycles such as oversize removal, clean-up and face raking and better bucket fill factors. The impact of improved loading cycle times on the overall cost and productivity of the load and haul cycle is very much dependent on the loader truck match and the management of the haul fleet. Previous work has shown that a 20 per cent improvement in dig cycle times may only lead to three per cent or less improvement in the overall productivity of the load and haul process. However, improving the mass loaded per pass by five per cent will lead to a five per cent improvement in productivity for any given haul fleet situation, assuming sufficient truck capacity. Work by Orica Explosives at Lab ChrysotileÆs Thetford Mine, Quebec, Canada showed a relationship between muckpile fragmentation and truck payload. With this in mind, work was carried out to determine the effect differing muckpile fragmentation distributions can have on excavator bucket fill factors. This work was performed in the laboratory to a 1:100 scale. Nine different distributions were used. These were characterised by the Rosin Rammler parameters, xc the characteristic size, and n, the uniformity index. The values of xc and n used were modelled on those previously measured at a Sydney quarry. For the range of distributions measured, it was found that the fill factors were lowest at a low characteristic size and a high uniformity index and highest at a high characteristic size and a low uniformity index. In other words the best fill factors were achieved with a more dispersed muckpile distribution with a larger characteristic size. The difference in fill factors was 16 per cent indicating that controlling the drill and blast process to produce a specific muckpile distribution can have a significant impact on the overall cost-efficiency and productivity of the load and haul process. Field measurement by Orica Explosives at a quarry in Canada supports this conclusion showing improvements of up to seven per cent in average bucket load by either increasing the characteristic size or decreasing the uniformity index of the muckpile.

The Nicolsons Find gold project is located 35 km southwest of Halls Creek in the east Kimberley. It was discovered in the late 1980s by John Nicolson and Stuart Skoglund, when high grade gold mineralisation within outcropping gossanous quartz reefs was found. The area has produced a modest 28 150 ounces of gold over two brief mining periods in 1996 and 2002 - 2003. Indicated and inferred resources as of September 2011 stand at 1 384 000 t at 5.58 g/t Au for 248 500 ounces of gold.The project is situated within the Halls Creek Orogen. Principal host units are metasediments and volcaniclastic sediments of the Koongie Park Formation. Minor mafic units are also recognised. Immediately east of these units, emplacement of the loadstone granite is believed to have provided the structural setting for the later gold mineralising event.Mineralisation is hosted within a broad, brittle-ductile arcuate shear zone about the western contact of the Loadstone granite. In the Nicolsons Find area, the shear zone strikes north-northeast and within the shear zone, gold is hosted in a series of narrow, quartz rich veins up to 200 m in strike length, plunging moderately to the north-northeast. To date, mineralisation has been drilled to a depth of 360 m below the surface. The veins are stepped or en-echelon in nature with low gold values towards the quartz vein limits where compression is inferred and higher grades present in the dilational body of the quartz veins. Gold is fine grained and can be present with or without associated sulfides. Sulfides are generally minor and consist mainly of arsenopyrite with traces of chalcopyrite, pyrite and sphalerite. Where present, sulfides are generally indicative of higher gold values.CITATION:Csar, M, 2012. The accurate prediction both of the water ingress into sub-surface excavations and the nearby groundwater pressures is of fundamental importance to the control of the stability and flooding of tunnels or mines constructed below the water table. Predic- tions are usually based on laboratory and in situ permeability determinations together with observations of groundwater conditions in boreholes. Although established theoretical methods provide a basis for prediction, the actual ingress depends on many factors. The objective of this paper is to explore the geological controls on groundwater conditions, and the available methods of prediction of both groundwater flow and pressure are outlined. Salient points are emphasised by reference to a case history involving the construc- tion of a tunnel in a faulted and mixed sequence of sandstones, siltstones, shales and coals. Water ingress quantities have been monitored for a variety geological and geotechnical conditions including heavily faulted and mine disturbed ground. The overall results are discussed with reference to the relevant hydrological and geologi- cal conditions in terms of the geological structure, lithology and rockmass condition as well as the construction methods.

The phrase "Total-Energy" has, during the past few years, become widely used to describe a wide range of very different operations. However, if accurately described they all have one basic factor in common - energy usage is optimised with the prime mover being powered by gas or oil to generate shaft horsepower and the products of combustion being put to some use. The item which distinguishes a Total Energy system from any other engine or turbine driven project is that orate pains are taken to utilize the waste heat, whether this be in the form of exhaust gases and/or engine jacket ling water. n areas where grid supplies of electricity are readily available, the economics of most projects undoubtedly hinge upon the successful application of waste heat. However, there has been a growing awareness of other benefits, such as reliability of supply, which can be incorporated into the system. In particular these factors sway managements of hospitals and companies with complex computer facilities to examine closely the feasibility of Total Energy, Consequently, in America for example, where many systems have proved themselves the list of applications is wide - shopping centres, apartment blocks, office buildings, airline terminals, universities, schools, motels. And these do not cover the industrial sectors where the range is wider. The total number in North America is now approximately 500 and this to some extent-speaks for itself. In Australia, the real work involved in carrying out feasibility studies for Total Energy is only just beginning. 'in some quarters, the concept is not well received in that it is too new. Therefore, a typical approach is to play safe and wait until some other company has proved its operation "under Australian conditions". This is certainly a realistic approach when considering something revolutionary but as far as Total Energy.is"concerned all the individual components and sometimes combinations, (engines, generators, boilers, air-conditioning units) have been in operation for many years. The only innovation is that they are now all being brought together under one roof. This should not be forgotten when the question "where can I see something like this operating?" is asked.

Base metal sulfides at the Currawong volcanic-hosted massive sulfide deposit in the Lachlan fold belt of Victoria, south-east Australia, were formed in the late Silurian, but D2 deformation of the deposit in the Devonian Bindian orogeny was responsible for structural repetition that created the resource. The primary sulfide lenses were stacked by reverse-sense shear zones within a volcano-sedimentary sequence dominated by dacitic intrusions and turbidites. Shear zones were localised along lithological contacts, including the margins of the sulfide lenses. The competent dacitic intrusions did not fold during D2; folding was restricted to the packages of metasedimentary rocks. Overturning occurs within, but not between, the metasedimentary packages. The overall geometry of the deposit is that of a duplex, but the detailed shape does not conform to idealised duplex types, probably because of post-D2 deformation. A significant complicating factor for understanding the deposit, and for resource evaluation, is the dramatic variation in deposit geometry along strike, which may also be due to post-D2 deformation. The present day configuration of the deposit results from constructive thrust repetition of what may have been a single ore lens and destructive along-strike disruption controlled by rheology.CITATION:Blenkinsop, T G, Macklin, D and Hammond, R, 2015. The purpose of this paper is to outline the basic policy problems for good community relations programmes in the resource extraction industries of Papua New Guinea. The main focus of the paper will be on defining and analysing those problems which lie on the landowner side and which are still not widely understood within the resource extraction industries despite several decades of turbulent experience. Many of the companies operating in the resource extraction industries of mining and petroleum and gas have in recent decades adopted, by choice or necessity, 'good corporate citizen' policies. Some of these companies now pursue ethical business, environmental and community relations policies. Some have adequately funded and well-trained staff in their community relations departments. Although different industry sites scattered over Papua New Guinea show significant differences in their experience of social conflict, I argue here that a good deal of this variation has less to do with the differences between the companies' public relations policies and their effectiveness and more to do with the conflict causing features of indigenous society. Experience suggests that even a company well-equipped with good intentions, good policies and good staff may experience serious difficulties in maintaining good community relations in Papua New Guinea. Many of these difficulties, I argue, can be traced to causes that lie, essentially, within the structure of Papua New Guinean communities and in the customs and social relations of Papua New Guinean peoples. Accordingly the attention of this paper is focussed on the conflict causing aspects of Papua New Guinean society. It is true, to the point of being a cliche, that Papua New Guinean societies are oriented very strongly towards achieving consensus and social harmony. In this regard Papua New Guinean communities differ significantly from, say, Australian communities. My purpose here is not to denigrate this aspect of Papua New Guinean societies but, rather, to point out that the drive for consensus is driven by the desire to avoid its opposite, dissensus. This paper sets out to define the dissensual aspects of Papua New Guinean societies and my special interest is in those conflict producing aspects of Papua New Guinean societies that are most resistant to the mechanisms that are designed to create social harmony. A survey of the recent history of industry and community relations in Papua New Guinea indicates that there are three main factors present on the landowner side which are liable, separately or through their interaction, to cause difficulties. These factors are respectively generational challenge, social boundaries and custom variability and I shall discuss each of these in turn.

Computer software has been developed to link real-time information generated by underground mine ventilation airflow monitoring sensors into a network simulation program to undertake network simulations and allow interpretation of key system data and operational changes. Results were used in the development of a computerised monitoring and simulation system to provide immediate or real-time data on air behaviour within each branch of an underground mine ventilation network through linking of sensors to the ventilation network simulation software. The outcome of the project is an online system that can report changes in the mine ventilation system, allow causes of changes to be isolated and rectified, improve balancing of available air throughout the mine, allow improved approaches to regulator setting and dispense with much of the labour used for underground ventilation measurement. The work activities in both coal and metalliferous Australian mines have involved examination and modelling of regulators, software modification and considerable mine site testing and optimising activities. There is some discussion on approaches to control of flow through ventilation systems with increased information. New systems will be part of a total mine information management system. They will have to be cost effective and justified by gains in productivity. New systems will need to provide simulation of contaminant production such as diesels, vehicle heat, strata heat, radiation, blast fumes and other gases. More robust real-time ventilation simulation systems will be required. Personnel and vehicle identification and production tracking will be collected to provide integrated ventilation system monitoring and control. This paper examines a study to gain greater understanding of computerised real-time airflow monitoring and control within the mine production system to provide immediate simulated information in each branch of an underground ventilation network and to allow interpretation of key system data and operational changes. A case study implementing a real-time airflow monitoring and control is discussed. Approaches to control of flow through ventilation systems with increased information are discussed. The concept of a system that can be linked to or be part of a total mine information management system is developed. Such a system can form the base for mine automation that allows mines to incrementally and cost effectively implement monitoring and control to further seek gains in productivity.

This paper is directed at the problems flowing from Australia's capital gains tax (CGT) on the disposal of exploration and mining tenements both in Australia and overseas. It will seek to identify the issues and give some idea of the dollar consequences of decisions lacking forethought. The paper should not only be seen in the context of Australian tenements. CGT applies to the disposal of any assets by an Australian resident anywhere in the world. Offshore incorporated companies are not necessarily free from CGT risk where it can be shown that control management and control of the relevant company is in Australia. Also the disposal by non residents of Australian tenements are potentially caught by CGT. Some will ask what has taxation got to do with a valuer who merely determines the value of assets. These days no determination can be blind to the consequences. Whether the consequences can encourage a movement in value is another thing dependent upon the circumstances; but? A role of an experienced taxation consultant is to point out parameters within which associated professionals can work. The parameters will vary from case to case, but these when clearly indicated may be of help to persons such as valuers. When one comes down to it real estate salesmen are never wrong. They have a feel for the market and almost through self fulfilling prophesies achieve sales at their guestimates. Whether they could have achieved higher considerations become virtually academic in the process. Of course I am not suggesting that tenement valuers can be compared to real estate salesmen, or am I? What is the value of a tenement? Is it the DCF/NPV type of generated value based on a large number of variable factors (ie what one may call the fundamental value)? Or is it what another may pay to purchase that tenement if it were on the market at an instant point in time? How big is the market, the quality of the bidders, the size of their purses, the needs of the buyer for comfortable fit, the premiums for foreigners, the standard of the marketing, the industry intelligence level of the bidders, the obligation to farm/sell down? The list goes on endlessly. One question must be.asked-"Is a range of values acceptable for tax purposes". ie Would any tax consultant ever provide a valuation to the Australian Taxation Office that indicates three or more possible values ie

The Selwyn gold-copper operation is wholly owned and operated by the Arimco mining group. The mine is located 150 kilometres south-east of Mount Isa. The primary extraction method for the gold-copper 251 orebody is by sub level open stoping. Secondary extraction is from the mass blasting of the remaining crown and rib pillars. The final mass blast of the 251 orebody occurred in December 1993. This paper details the design and execution of that firing.

New Zealand is an exposed part of a sub- continent that was detached from Australia when the Tasman Sea opened in the Late Cretaceous. The pre-separation rocks occur in three main belts. A western belt or terrane was part of Antarctica, was continuous with southern Australian rocks, and was moved eastwards in the Mid Devonian. A central belt of Hokonui and Caples rocks can be correlated broadly with the Gympie Terrane of eastern Queensland. It was an island arc, fore-arc basin and accretionary wedge system, and it was accreted to eastern Australasia in the Mid Triassic. The third belt consists of Torlesse rocks and was possibly emplaced over the Caples rocks by at least three pulses of strike-slip, in the Triassic, the Jurassic and the Cretaceous. The three episodes of strike-slip can be correlated with regional events in eastern Australia. Pre-Cainozoic New Zealand was an amalgam of terranes that had moved eastwards from south of Australia and southwards from east of Australia.

CANMET-MMSL and Penguin Automation Systems Inc have been exploring how process simulation and ventilation modelling software, when combined, can be used to optimise hard-rock/metal mine ventilation systems. In combination, it is anticipated that this methodology will facilitate the exploration of mine design options that affect ventilation requirements and ultimately cost. Such integrated mine design could limit, and possibly reverse, the drivers that under current practices would generally dictate increased ventilation, power consumption, cost and greenhouse gas emissions. It is believed that the mining industry needs such process models to develop better business cases. For example, the implementation of optimised ventilation systems will undoubtedly require significant investment and mines are often reluctant to try such conservational measures unless they can be proven cost-effective. In general, Canadian hard-rock mines know their ventilation systems are providing too much air and consuming power unnecessarily. This is because their systems are designed to provide maximum production flexibility, based upon peak demand, which may be at some future time, and operated continuously at that level regardless of actual need. Simplistic analyses have shown electrical energy savings can range from 30 per cent through to 90 per cent (Hardcastle, Gangal and Leung, 1998). These savings depend upon such factors as the intensity and continuity of the production schedule as opposed to non-productive time. Where these savings occur is also important, if limited to either the primary or auxiliary ventilation systems, they could be negligible in a mineÆs total energy consumption. The problem these mines face is determining what level of ventilation is required in real-time and then the relative benefits. Such parameters as varying electricity costs, heating fuel options, different design criteria and their complex inter-relationship can effect the selection of an optimal system, depending on whether energy, environment or cost is the prime driver. The use of process simulators in underground mining is in its infancy; to date they have been used to show the benefits over the life of a mine under different mining methods, such as a comparison of tele-remote mining from surface against conventional manned operation (Baiden, 2000). This ongoing development advances the use of such simulators into a new and potentially important area, namely modelling the life-cycle ventilation requirements of a mine. This paper shows how such a life-cycle analysis as opposed to peak demand can provide the basis for optimising the design of ventilation systems and their control.

A consistent and reliable international approach to public reporting of a mining companyÆs main assets, its Mineral Resources and Mineral Reserves, has become of increasing importance in recent years with the rapid globalisation of the mining industry. Through the efforts of the Committee for Mineral Reserves International Reporting Standards (CRIRSCO), a committee representing national resource/reserve reporting committees in Australia, South Africa, UK/Ireland/Western Europe, Canada, USA and Chile, the reporting standards in most æwesternÆ countries use almost identical resource and reserve definitions and are generally around 90 - 95 per cent compatible. New codes based on the CRIRSCO model are being developed or considered in other countries, including Peru and the Philippines. This unified approach has provided the mining industry, regulators and investors with a common framework to report and interpret mineral resource and reserve estimates, thereby facilitating funding to the mining industry through improved investor understanding and confidence. The common reporting standards are reflected in the CRIRSCO International Template, available on CRIRSCOÆs web site, a document that is kept æliveÆ by reflecting the best of the most recently published CRIRSCO-type national standards. In a significant exception to this unified industry approach, the USA Securities and Exchange Commission (SEC) requires adherence to its own standard, only partly compatible with CRIRSCO-type standards, with adverse and costly implications for companies listed in the USA. A major industry submission was presented to SEC in April 2005 which, if accepted, would bring about considerable compatibility of CRIRSCO and SEC standards. The UN Economic Commission for Europe (UN-ECE) has, since 1992, been developing its Framework Classification (UNFC) as a single global system for harmonising all existing national and international resource/reserve reporting systems, covering both government and industry requirements and both the hydrocarbon and solid minerals sectors. While few mining companies report their resources and reserves using the UNFC, the system is accepted or is being examined as a basis for reporting by some governments, including those of Russia, China and India. The UN-ECE agreed in 1999 to incorporate CRIRSCO definitions into the UNFC for those categories of resources and reserves used for market-related reporting, but a more recent edition of the UNFC removed or changed the definitions, requiring re-engagement by CRIRSCO to ensure compatibility. Since 2005, CRIRSCO and the Society of Petroleum Engineers (SPE) have been involved in discussions with the International Accounting Standards Board (IASB), which plans to develop a new Accounting Standard for the Extractive Industries as part of its International Financial Reporting Standards. At the request of the IASB, CRIRSCO and SPE have been examining any potential for convergence of resource/reserve definitions between the mining and hydrocarbon industries. Each of these systems is described in this paper and high level comparisons made.

The green field discovery of a two million ounce high-grade refractory gold ore deposit in the Indonesian Province of Sulawesi Utara, led Newmont to utilise its proven technical expertise in dry grinding and whole ore roasting to develop a 2000 tonne per day, 160 000 ounce per year operation in this remote and picturesque location.Located at an elevation of 250 in above sea level and ten kilometres to a deep water natural harbour, the hard rock open pit mine, process plant and infrastructure facilities were built to budget at a capital cost of US$132 million. The plant was commissioned with oxide ore, with the first gold poured in March 1996 and with refractory ore in January 1997. The operation rapidly met its production targets because of extensive forward planning and training programs developed for the local workforce. The presence of steep topography, fertile coastal plains, high rainfall, high seismicity of this location led to the decision to dispose of neutralised tailings in deep water off the coast instead of impounding tailings in a dam. This paper describes the development of the project and the challenges in developing a gold operation in a remote location which lacked infrastructure, the steps taken to ensure a smooth commissioning, and the selection of the workforce to operate a technically sophisticated facility.

In 1989 Henry Fairlie wrote a cover story for The New York Republic, 'Fear of Living'. He noted, `The first Apollo space craft caught fire during a test on the launch pad. Three astronauts were killed, the nation was shocked and horrified, all the more because the screams and scrambles of the astronauts could be clearly heard'. After a brief delay in manned flights, the Apollo program resumed with strong public support; within 18 months, Apollo 11 landed on the moon. Fairlie contrasts the Apollo tragedy to the 1986 Challenger disaster. `The prevailing mood in America so panicked NASA that it took almost three years to send up another shuttle', he observed. `In 19 years between these tragedies, the idea that our individual lives and the nation's life can and should be risk-free has grown to be an obsession threatening to create an unbuoyant and uninventive society.' Taking risks is a normal part of our daily routine. The act of living involves minute-by-minute decision-making focused on survival through the practical management of risks. The act of breathing exposes each individual to the risk of infection while the act of crossing the road could almost be considered suicidal. We deal with these constant threats by observing simple rules of hygiene, safety or what may be labelled as common sense. The rules of community, designed to minimise risk in society, can at times lose focus and result in the imposition of schemes that have a far greater cost than the issues from which they protect. Effective management of risk, whether in the community or a business is about awareness and balance and the elimination of unacceptable risk. Risk cannot be eliminated from our lives or our working environment. However it can be managed if it is properly understood, monitored and controlled. The purpose of my presentation today is not to provide a comprehensive technical risk inventory but to capture the essence of risk and the application of management strategies designed to deal with it in a positive fashion. The basis of our differential financial reward system is risk. The key to successful management is to deal with the downside risks in such a fashion that the benefits of enterprise are not eliminated. The key question any investor must consider is `can the major risks assQciated with a venture be managed or eliminated while retaining a greater proportion of upside potential'. The answer to this question is the ultimate value an investor would assign to any project. In reviewing the relevance of risk to our industry the range of papers to be presented today provide examples of how management deals with specific components of risk. In each case the value of the business has been enhanced by the practical application of balanced risk management. The ultimate success of the industry depends very much on this concept as it also provides a public showcase upon which we are judged. Therefore, from all perspectives the effective management of risk is a cornerstone from which to build a stable and progressive mining industry.
