The perception of the mining industry in the Australian community has changed considerably over the last four decades. This has been partly brought about by changing values and expectations of the Australian community as well as by global factors. The legal environment for the Australian mining industry has undergone significant changes. Among them, the High Court's Mabo decision which confirmed native title rights as part of the common law and environmental legal developments are dealt with particularly. It is suggested that the Australian legal environment is not necessarily the prime cause for Australian mining companies taking their investment off shore. This is a summary on how native title impacts on land tenements and some of the major issues that emerged since the `Mabo decision' and the Native Title Act 1993 are discussed. Environmental legal developments have resulted in liability facing directors and senior management in compliance matters .and in operating mining and other businesses because of changes in community expectations. In the next decade it is suggested there will be many drivers for more changes in the legal environment. Some of these are touched on including the changing roles of the Commonwealth and State Governments, the High Court as -law-makers and the changing relationships with indigenous people in Australia and in overseas countries. The changing legal environment for mining demands a national approach in many areas on the proposition that resource based industries are part of a national industry. The uniform law approach among the States has been taking place but this needs to further. An appropriate task force should be forward to review the entire legal structure and regulations affecting mining on a national rather than a State basis . The mining industry will need to work with expectations of a changing community which have powerful, but sometimes contradictory, interest groups.

The Mount Lyell Company's concentrating mill is situated about a quarter of a mile westward of the portal of the North Lyell tunnel, which serves the North Lyell, Royal Tharsis and Crown Lyell mines, being on the 1100-ft. level of the first named. The Comstock mine is connected with the tram system at this level by five and a half miles of steam tramway, two-foot gauge being standard throughout.The plant is well placed with regard to all essential services and has an excellent water-supply from a series of three dams on the West Queen river.MILLING ORESThe mill feed is a mixture of the outputs from the foUr mines mentioned, each of which has its characteristic ore, but, generally speaking, about half of the ore consists of siliceous schists and the other half of hard grey quartzite. The schisty ores are easy to crush, but, on grinding, while the schist slimes readily, the quartz granules are hard, resulting in the handling of heavy loads on the secondary classifiers. The quartzite ores are both hard to crush and difficultto grind.The principal sulphide materials are bornite, chalcopyrite, and pyrite, chalcopyrite being the main copper-bearing mineral.The crystallization is coarse in the schisty ores, but it has been shown that even the 200 mesh (Tyler) material contains included sulphide particles. At the present time the sizing of the final tailing averages 80% through 200 mesh.

The inauguration of a geological department for the mines of North Broken Hill Limited necessitated the provision of accurate plans and sections upon which geological facts and projections might be plotted.Unfortunately, the basic data were very inadequate. For the British Section, sill survey plans were available, but no regular stope plans. Filling surveys had been preserved for many stopes, but on innumerable pieces of tracing linen, without heights of any kind, and not altogether reliable (as indicated by the finding of very inconsistent duplicates). For the bulk of the old stopes no plans exist at all. The expenditure of much time and patience has resulted in the co-ordination of most of the existing stope data, but the British Section must for the rest of its life continue to have surprises in store, as has been the case for many years past. Manufacture and preservation of stope records has, of course, been on a sound footing during recent years. No reliable cross-sections of the British Section were available.The Marsh, Junction, and Junction North Sections have for the most part very poor data. In the North Section, level plans were fairly reliable, and cross sections of the lode made for ore reserve purposes have been preserved for quite a few years. Sunburst PCF (Penetrating Cone Fracture) technology has recently undergone extensive underground field trials at Leinster Nickel Operations, Western Australia. Trials with the Sunburst machine started in September 1994 and continued through to December 1994 during which approximately 130 metres of tunnel were developed. The Sunburst technology was used to excavate sub-levels through ultramafic nickel ore for future sub-level caving operations at the Perseverance nickel mine. The Sunburst machine demonstrated reasonable instantaneous advance rates, however, there are still a number of future developments/design changes which need to be addressed prior to the PCF technology being trialed again in a production environment. This paper benchmarks conventional drill and blast at Leinster against the Sunburst Excavator machine performance within similar tunnel dimensions and rock conditions. In addition to productivity and cost information; environmental considerations, support and labour requirements are also discussed. Problems with the current machine design are highlighted and possible future design changes are suggested. The Sunburst machine could be a suitable technology for advancing development through weak to moderate rock conditions and may also reduce overall support costs. With the potential for automation and the ability to reduce rock damage into the development tunnel walls, it is proposed that the Sunburst machine warrants further consideration.

A study of the effect of nickel on the cupellation process has shown that a very low "nickel limit" must be imposed for cupellation (0·08 grams nickel or 0·05 grams when copper is present). In the presence of slightly greater amounts of nickel, lead tends to spreadon the cupel with detachment of drops from the main lead pool. In crucible fusions nickel contaminates the lead button to a small extent, and this contamination is increased.in the presence of either iron or copper. Nickel also causes "shotting" of the lead, this effect being more apparent in the presence of iron.Both the spreading during cupellation and the shotting during crucible fusion are considered to be caused by adsorption of insoluble NiO at the Pb-PbO interface, lowering the interfacial tension.Excess litharge crucible charges are' fused at 116boC. to eliminate shotting. A brief· soaking in molten basic litharge slag effectively reduces the nickel content of lead buttons. The solubility of silver in litharge slags is considerably decreased in the presence of nickel. Corrections can be applied for silver losses in slags but these corrections are not as accurate as with copper ores.INTRODUCTIONThis paper on the effects of nickel on fire assays for silver is the second of an intended series describing investigations into the fire assaying method.In the first paper, discussing the effect of copper on fire assaying processes (Guerin, 1957), it was shown that certain elements, because of their relatively low affinities for oxygen, will tend to contaminate the lead button during crucible fusion and scorification. The Main Zone and Waterline pit lakes at the Equity Silver Mine near Houston, BC (Canada) are the sites of an ongoing three-year government- and industry-funded research program. In order to assess the feasibility of various bio-remediation strategies, field-scale manipulations were conducted using enclosed mesocosms (limnocorrals). Two manipulation strategies were tested: addition of algal nutrients (phosphate and nitrate) to Main Zone Pit surface waters; and addition of algal nutrients (surface waters) and dissolved organic carbon (deep waters) to the Waterline Pit. Nutrient addition was conducted in order to stimulate algal production and enhance metal scavenging by biogenic particles, while dissolved organic carbon (ethanol) was added to increase oxygen demand and foster the development of sulfate reduction in pit bottom waters. Fertilisation resulted in rapid growth of natural phytoplankton populations in the surface waters of both pits. In the Main Zone Pit, the stimulation of algal growth resulted in the pronounced removal of both dissolved and total metals (Zn and Cu) from surface waters, with higher rates of metal removal being observed at higher nutrient additions. Metal removal could be attributed to the scavenging of dissolved metals by biogenic particles and subsequent particle settling. A similar pattern of removal from surface waters was observed in Waterline Pit (Zn and Cd). The addition of ethanol to deep waters in Waterline Pit was effective in promoting sulfate reduction in the lower layer. The development of reducing conditions resulted in near-quantitative removal of dissolved Zn and Cd, presumably as secondary metal sulfides. Iron, As and Ni profiles in Waterline Pit exhibited no evidence of removal from either surface waters or bottom waters. Collectively, the results demonstrate that the passive forms of bioremediation tested in these pit lakes may be effective for whole pit-lake remediation.

Projected cooling requirements for ERPM led to the first proposals for the large- scale use of ice for mine cooling in the early 1980's. Following successful research into ice conveying and ice melting a large ice plant was commissioned at Harmony in 1985 and a much larger 6000 ton per day plant is presently under construction at ERPM. A brief description of the mining project is given, followed by general descriptions of the surface ice plants and the ice conveying system, the systems for using the ice for mine cooling, and the control of the whole ice cooling System.

The plant practice plays an important role in production and productivity. Men, material and machinery have to be judicially utilised to achieve maximum output with minimum cost. Improvements in technology should be incorporated at an appropriate time and place. The personnel concerned should be properly trained and motivated to receive the changes in machinery and technology. Strict adherence to prescribed parameters, optimum utilisation of man, machinery and operating supplies help in the smooth functioning of the plant and in achieving maximum gains.

In the mid-1990s, after a long period of antipathy between the company and its detractors, Rio Tinto embarked upon an ambitious cultural change program that sought to transform the fundamental basis of its relationship with global, national and local stakeholders. This has evolved into a broader pursuit of positive cultural change within Rio Tinto as part of the mining industryÆs Sustainable Development initiative. Initially driven from the top down, the communities component of this program comprises an architecture of policies, value statements, social research and verification systems. The commitment to better community relationships is best exemplified in Australia by the scope and scale of the GroupÆs Aboriginal land access agreements, community development programs and the work of the Rio Tinto Aboriginal Foundation. While collectively these form the core elements of an evolving set of internal social competencies, development of second-tier competencies is required to organically embed a culture of sustainable relationships with local and regional communities. Second-tier competencies will include appreciation of social dynamics, social science and diversity at middle management level; rigorous social research that properly informs development options for companies and host communities; career paths and recognition within the mining industry for young professionals both generally and from stakeholder communities; proper community-needs assessments, research into such things as purchasing power and other economics data, and inventories of public goods such as land-carrying capacity and water availability. Without this information it is difficult to gain an appreciation of and to alert people to the consequences of change brought on by a mine. The next decade will see second-tier social competencies promoted within successful mining companies. Measures to achieve this include a range of Human Resource (HR) incentives such as recruitment and career advancement based on broad competencies rather than narrow technical proficiency, humanities training for mining professionals and performance rewards that recognise social competence. A sustainable future for mining in a globally connected social landscape requires selection of people who can listen, relate and act in an open social system. The challenge for the mining industry, its professional organisations and educational institutions is to acknowledge this and develop these new aspects of mining industry professionalism. This cannot be left to individual companies if the industry is to have a sustainable future.

Paddington processing plant is located approximately 30 km north of Kalgoorlie on the Menzies Highway and is owned by Placer Dome Asia Pacific. First mining was from the Paddington Pit, but in subsequent years the plant has had a history of treating ores from a large number of sources, and has used several different methods to reconcile mining and mill production. Reconciliations are necessary to keep a check on the quality control of mining and grade control processÆs. There is a need to be able to identify and resolve issues that will affect the profitability of the organisation quickly. They are also used to check the quality of the resource/reserve statements, and allow the accurate and timely payment of royalties to stakeholders. During the formation of the Kalgoorlie West operations when Delta Gold Limited and Goldfields Limited merged in 2001, the complexity of reconciliations increased dramatically. The expansion of the scope of reconciliations to include two mills, four underground mines and seven open pits, and ore from one deposit to both mills meant that a revised strategy was essential. A variety of issues have arisen over the years with discrepancies occurring when reconciling both tonnes and grade. There are many ways to approach reconciliations, and in recent times these philosophies have been widely debated on site. A consistent and logical approach that takes into account many different sources of ore, as well as different methods of delivery to the Run of Mine stockpiles is therefore necessary. This would standardise the different approaches taken by the various operations that combined to form Kalgoorlie west. The new method reconciles mill production back to the individual ore sources, and produces reconciled-mined tonnes and grade based on the mill throughput and the change in stockpiles. There will generally be a small discrepancy between the claimed mined tonnes produced (and grades) and the mill production. This needs to be highlighted to the operations concerned if it considered unacceptably large. Paddington mill over the last few years has had up to ten sources of ore each year, and up to 15 different stockpiles being processed during each month from those various pits. This combined with the need for a blended oxide/fresh feed, whilst striving to deliver a consistent (grade and hardness) product to the mill, has meant that reconciliations have been very difficult.

Western Mining Corporation has grown from a small gold exploration and mining company, funded by large established mining companies, into a large multi-commodity and multi-national mining company with shareholders who no longer have the same understanding of mining as the founders. Ore reserve calculation methods and reporting procedures have gradually changed throughout the group during this growth. These changes have been led by the newer mines, in particular the Kambalda nickel mines, where the need for more global, less conservative reserves were required to justify capital and forward sales contracts and to inform shareholders of the true worth of their company. This change in attitude to reserves has flowed back to the gold mines and has allowed a better informed management and investing public to plan for the future. Management of the calculation of reserves remains the responsibility of individual mining operations, but a corporate reporting and management structure exists through the office of the Director of Exploration and divisional chief geologists who strive to maintain standards of calculation and reporting. Specialist ore reserve geologists are starting to justify their place in the organisation, particularly at the larger operations. Reporting to the new AusIMM Standards is fully supported, although the amount of supplementary information requested will need to be considered carefully because of the large number of factors that make up even the simplest reserve.

The largest single operating loss in many hydrometallurgical plants is the poor recovery of leached product in the solids sent to tailings. Any reduction in the concentration of the valuable species in this stream will improve the project economics. Conventional design, to reduce the soluble loss, is to increase the number of wash stages or the wash/water ratio. This approach is limited in effectiveness as it can only reduce the soluble loss to that dictated by the concentration in the returning solution. For copper plants this concentration is set by the recovery in the solvent extraction (SX) plant. When using a single grade of SX feed a single grade of SX raffinate is produced generally with five to seven per cent of the copper still remaining in solution. An alternative approach has been developed by Cognis Corporation and implemented on a number of recent projects using engineering input from Miller Metallurgical Services. The SX plant feed is æsplitÆ into two different streams: a high-grade stream containing up to 75 per cent of the copper and a low-grade stream with the remaining copper. This Split-CircuitÖ concept has significant benefits in terms of both copper recovery and reduction in acid costs. The high-grade stream has the bulk of the copper removed and the raffinate sent directly back to the leach; to fully re-use the acid that has been generated during extraction in the SX process. The recycling of this higher concentrated acid stream considerably reduces the acid in the raffinate sent to washing steps. It represents a significant saving in acid consumed via the tails stream. The low-grade stream has a significantly lower SX feed grade and hence produces a lower raffinate acid and copper concentration. This lowers the economic species in the wash solution and hence reduces the soluble loss accordingly. Other operating improvements are realised with lower neutralisation costs (with the lower acid in the wash stream) and from a decreased need for in-circuit neutralisation to improve SX performance. The SX plant itself is also split into a high-grade extraction and a low-grade extraction stream to enable the low-grade raffinate to be produced. A number of circuit alternatives have been utilised that have provided a range of benefits. The circuit concept has been included into both new and existing plant operation. As a result of this experience other methods of incorporating the concept into a circuit have been developed.

There was a time, in the memory of some here tonight, when the annual meeting of The Institute was a nostalgic occasion. Often, in the 1920s, there was comment on the decline of Australian mining and on the lack of new mineral discoveries. When some of our Presidents prayed then for a new Bendigo, and instead were given a Mount Isa, they were justifiably disappointed because of the vastly different capital requirements.In 1967 the mining picture is very different. The recent mining developments in Australia are certainly as important as several Bendigos and several Kalgoorlies. The mining industry in Australia has never been more dynamic than today (Table 1). And if we ask why it is so dynamic, the answer lies in the role which overseas capital is playing in the industry. The contribution of overseas capital should concern us not only because we are members of the mining and metallurgical profession, but also because we have a duty to make our profession contribute as much as possible to the well-being of Australians. It is not sufficient to argue that overseas capital is good for the mining industry; we must also examine whether it is good for the economy and the nation. In this context the current criticism of the inflow of overseas capital into Australian mining is useful, for it gives us an opportunity to see what has resulted from the inflow.In discussing this question I do not suggest that we emulate Captain Hancock, that legendary Moonta mine manager who, according to Oswald Pryor's cartoon, used to say to his miners: "When I say a thing is, it is, even if it isn't". The question can only be discussed on a factual basis; and I would submit that many of the important facts relating to overseas capital in our mining industry are often overlooked or ignored. I would further submit, on the basis of these facts, that Australia's present day mining industry has been largely built on overseas capital and that the overall benefits of that capital to Australia have been enormous.

Diamond drilling was first carried out at Norseman in the Princess Royal Mine, early in this century. Little concentl'ated drilling was done from then until Western Mining Corporation commenced drilling in 1934. Since then Central Norseman Gold Corporation N.L. has continually employed diamond drilling in exploration of the field. After 1946 the advantage was seen of applying broad pattern surface drilling at Norseman in the reef exploration. In 1953, as a result of the steeply rising cost of drilling and the time taken to penetrate surface material by light equipment, heavier drills and new rigs were introduced. The surface drilling programmes called for a greater monthly or annual footage and to satisfy this new techniques were introduced. The Mitchell-21 machines were discarded and A-3000 machines were installed, firstly under a 48 ft. fixed tower, then mounted on a truck with a 20 ft. tower, and finally on a truck carrying a 40 ft. tower. With the mobile units a compressed air compressor is attached. By use of compressed air with either the Reed roller or Hawthorne bit, rate of penetration of overburden is greatly increased. The mobility of the truck mounted machines has greatly reduced the time required to move from one hole to another, and the use of heavier machines on a three shift per day basis has considerably increased the footage per shift. The general result is an increase to 1,500 ft. of drilling per month per machine, while costs have been greatly reduced in spite of increased wages and diamond prices.The underground drilling technique is described. Analysis of performance has not been made because the drillers performance is subject to shaft routine and service.INTRODUCTIONGold was first discovered at Dundas in 1894, and at Norseman, 14 miles north, in 1895. From that tirpe until 1935 mining activity fluctuated. Following the mining revival in 1935, production in the field has remained comparatively stable. This stability in part has been due to the broader scale of operations of Central Norseman Gold Corporation N.L., and in these operations diamond drilling has played an increasingly important role.

THIS paper is not intended to be a detailed description of the lead, smelting plant at Cockle Creek, as this has been covered in previous papers for the Institute in 1918, Proceedings No. 31, by other members of the staff; but the idea is to give some of the practices and conditions peculiar to these works, also to give some experiments carried out and the conclusions arrived at. Unfortunately, owing to the closing down of the smelting and refinery plant at these works, sone of the experiments could not be carried to a more definite and commercial basis, but they are given in the hope that they may be of interest to members, and may perhaps suggest further thought along the lines indicated.ROASTING AND SINTERINGThe greater part of the ore treated at these works came from the Central mine, Broken Hill, but, in addition, a large quantity was purchased from other parts of New South Wales and from Tasmania. While water represents a major proportion of the mineral pulp processed in flotation circuits, relatively little research effort has been committed to understanding and controlling the influence of water quality on this process. Historically, this probably stems from the perception of water as an inert transport medium. However, the changing attitude towards water as a valuable resource, has given impetus to increasing requirements to use relatively impure make-up water supplies such as treated effluents and a high proportion of internally recycled water. In turn, this has resulted in the need for a more detailed focus on process water quality and its control to minimise adverse effects on sulfide flotation. Along these lines, prior to commissioning of a new concentrator at their Cadia Hill Gold Mine, Newcrest Mining was proactive in examining potential water sources and the influence of water quality on flotation of their copper/gold bearing ore. An extensive water quality survey of all major potential water supplies to the concentrator was undertaken. The flotation performance of the Cadia ore in each of these waters was investigated on a laboratory scale. The results of these studies identified that water quality could indeed have a significant influence on the flotation process. Since operations at the Cadia Hill concentrator began, water quality surveys of both make-up water sources and recycled flotation circuit waters have been carried out on a regular basis. By doing this, a database of water quality has been established which can be compared with plant performance. In parallel with the water quality surveys, a series of laboratory flotation tests have been conducted using a standard ore and waters from various streams to monitor changes in flotation performance as a function of water quality. These tests have indicated that certain water types may have a significant influence on plant performance. More research is required to better understand the impact of water quality on sulfide flotation. This understanding will help operators to minimise adverse effects, while maintaining the best utilisation of available water resources.

The management of risks associated with slope instability is an essential process in the safe and economic operation of open cut mines. The æslope stability radarÆ (SSR) has been developed to better manage those risks. The SSR can remotely scan a rock slope to continuously measure any movement of the face. The system can detect and alert users of wall movements with submillimetre precision. The high level of movement precision and broad area coverage of the rock face can allow for a better understanding of the geomechanics of slope deformation, including magnitude of potential failures and additional warning time of impending instability. Additionally, radar waves adequately penetrate through rain, dust and smoke to give reliable measurements, 24 hours a day. SSR systems have been deployed in many mines in Australia, Indonesia, Africa, Chile and the United States. Greater than 100 rock falls and waste dump failures (from several tonnes to millions of tonnes) have been monitored, and on every occasion precursor æwarningÆ movements were recorded by the SSR. This technology enables a radical change in the management of risks in open cut mining. This paper presents recent case studies of how the SSR technology has provided safety and productivity benefits to large open cut metalliferous mines.

The ocean floor, often called the last frontier, is increasingly discussed in terms of its resource potential û from near shore building aggregate and placer deposits to massive sulfide orebodies in the deeper ocean. Consequently there is an increasing incentive to mine the seafloor. But, do we have the social license to explore and mine the seafloor? Does this nascent industry have support amongst the wider community? If not, why not? And what should be done? To answer some of these questions, the Wealth from Oceans National Research Flagship has explored the social viability of an expanded seafloor exploration and mining (SEM) industry inAustralia. The results show that there are significant geological and environmental data gaps and that, in the absence of sufficient information, stakeholder reaction to the prospect of an SEM industry expansion may be reactionary and negative. This uncertainty means that the perception of risk from the industry is variable and often dependent on individual values. The acceptability of an expansion to the SEM industry is currently precarious, in particular due to the high levels of uncertainty regarding the environmental impacts of seafloor activity. While there are existing federal regulatory frameworks and government processes for the licensing of seafloor mineral exploration and extraction, there is little precedent in the application and implementation of these regulations. The future viability of the industry will be highly dependant on AustraliaÆs ability to improve the knowledge-base underpinning its regulatory regime and also to generate open and transparent communication channels between stakeholders. It will also be dependent on the SEM industryÆs ability to communicate an acceptable value proposition to society. This proposition will need to include the relative impacts of terrestrial and marine mining, the alternative potential uses of the ocean and the multi-use conflict that SEM might engender. The high gas emissions associated with the depth of mining and very high coal extraction at some Australian Collieries have provided a need to investigate the influence of geological and mining conditions on levels of gassiness. The introduction of longwall extraction in particular is associated with complex strata control problems and quick changes in gassiness. To this stage of Australian coal mining, no standard method has been developed to predict the different levels of gassiness associated with the various geological and mining conditions; and the relationship between coal output and total methane make has not been established. For local conditions, with a large number of coal seams lying in close proximity to the working seam, the significant contribution of gas emissions from adjacent strata was expected, especially as strata relaxation occurred during longwall mining. This depends mainly on geological conditions, strata control and coal production. For the deepest of the B.H.P. Collieries in the Newcastle region, the relationship between coal output and total methane make has been investigated by systematic gas balance measurement during longwall extraction. The computer method of iteration was used to approximate the mathematical equation from the initial graphs of coal production versus quantity of methane in the ventilation system for various strata conditions. The angle of caving was established for local geological and mining conditions, for planning and design of the positions of cross measure boreholes.
