All companies and individuals who embark on a business venture incur costs. For the most part these costs can be conveniently categorised, firstly into capital and operating costs and then into the various elements of these major cost centres. Although the nature of expenditure naturally differs as between industries certain broad cost types are characteristic of all heavy industries. The capital costs of gaining access to an orebody, equipping a new mine, building a treatment plant and perhaps refining and smelting facilities are likened to capital expenditure by a manufacturer on new plant and equipment required for an expansion or new product innovation. Similarly the day to day costs of labour and materials employed in the running of a mining operation can be likened to similar costs in other heavy industry. There is another group of costs that are not so easily categorised. Most industries incur unavoidable costs that do not form part of the direct or capital costs of physical production. These costs include taxes and other payments to government and research expenditure. The mining industry has a particularly heavy burden of non-production costs and it is the objective here to highlight and analyse a few of them. These costs are exploration expenditure, infrastructure expenditure, royalties and income tax. This is not to suggest that these are the only major non-production costs that the mining industry needs to bear. The industry may incur significant costs for environment protection, land tenure maintenance and on liaising with Government on a wide variety of matters. It is for reasons of subject manageability that the list is confined to the four costs mentioned. For the mining industry, exploration and infrastructure expenditure, royalties and income tax have several distinguishing features. Firstly, they are generally proportionately large costs. Exploration and infrastructure expenditure for example, could well exceed mine development costs. Depending on how royalties are levied, they may be very high in relation to profits earned and many in fact exceed profits. Secondly, except for income tax, they are costs that are generally not payable by other industries. Exploration expenditure is in some respects comparable with industrial research and development. However, because mines are wasting assets exploration is necessary for survival, and it is likely to form a larger part of costs per dollar of profits or sales than R&D. It can therefore be said that exploration is of far more significance to the miner than R&D is to the typical industrial company. Furthermore, unlike exploration expenditure, R&D results are transportable and patents permitting, transferable. The infrastructure burden that miners must carry is unique to the industry. Whereas urbanised industry is not usually liable for the capital cost of power, water, transport, townships and community facilities, the miner must finance these projects himself. Neither the payment of royalties, nor of course, income tax are unique to the mining industry. Royalties are more properly described as a unique charge on some primary industries but however described, they are a charge that manufacturing and service industries do not have to pay. Whilst we all pay income tax, the mining industry's uniqueness derives from the special problem that the industry has in arriving at annual net income in view of the capital intensity of the industry, partly due to expenditure on infrastructure, the indefinite life of capital equipment and its unpredictable residual value, funds expended on exploration and long lead times associated with a mine development. The third distinguishing feature of these costs is that, with the possible exception of exploration expenditure, they are heavily influenced by the policies and actions of Government. As such the industry has a responsibility to promote the industry by emphasising its potential to improve national product including exports and by requesting that the Government provide for the industry in its long term planning and seek its co-operation to prevent the industry incurring inequitable penalties relative to other industries.Finally, exploration and infrastructure expenditure are significant because they are front-end charges on a project. When due allowance is given the time value of money and the deferment of income from a mining development to which they relate, exploration and infrastructure expenditure assume greater importance than the raw money expenditure suggests. For all these reasons, exploration and infrastructure expenditure, mining royalties and mining income tax are worthy of detailed study. This is the purpose of this paper. The objective is to examine the determinants that give rise to them and provide some thoughts on their impact on on-going and potential mining developments and, where relevant, to make some suggestions as to how they may be minimised.

In May 1991, AZSA commissioned a new conventional Cell House. This paper focuses on the major improvements introduced in the design and the construction of the equipment, machinery and control. An effective control system together with good reporting and routine operation has resulted in quality control of the Cell House at the highest possible level. Consequently the monthly current efficiency consistently averages above 93 per cent with a total energy usage of 3000 AC kWh/t of cathode zinc. The new concept for the year 2000 and beyond is introduced.

China has been producing gold for more than 4000 years with gold production increasing substantially since the 1980s, from about 25 tonnes in 1980 to some 160 tonnes in 1998. More than 80 per cent of the gold production is from East China. However, complete information on eastern China gold has been rarely reported internationally. This is a general overview on the tectonics and metallogeny of gold deposits in East China. The geology of these gold deposits is compiled mainly from data and information reported in China, and is also based on the authorÆs work in China from 1974 to 1986 and a recent visit to China.

The ever increasing number of vehicles is leading to slow-moving and even stationary traffic sitting longer in traffic jams over extensive city areas. This traffic situation causes a sharp increase in pollutant emissions from vehicles, and high levels of pollution usually result throughout the built-up area. Reducing the pollution level by using traffic routing measures to speed up the flow of traffic in the existing street network is only possible in exceptional cases.In many cases the only option for achieving a significant improvement in traffic conditions is to shift the traffic underground using a road tunnel or underpass. Such tunnel routes suck off the traffic from large sections of the city, thereby easing the overall traffic flow. Thus on the one hand it produces a sharp reduction in pollution levels in the area of the tunnel route, but on the other hand it can result in locally increased exhaust pollution levels from longer tunnel systems that require mechanical ventilation. The air extracted by the ventilation system is blown out into the atmosphere either directly through the tunnel portal, or via a venting tower. Pollution can therefore occur in the area surrounding such exhaust air outlets.Thus if a tunnel is planned in a city, then closer investigation is required of both aspects: the reduction in pollution in the area of the tunnel route thanks to relocating the traffic and easing congestion, and the increased short-range pollution around the tunnel portals (shafts).

The uncertainty of geomaterials properties is commonly encountered in resource engineering applications, especially in mining engineering where the rock mass texture, joints, fractures and damage zones can impose the mining method and operation cycles. In the present research work, we focus on the elastic properties of rock masses. We use stochastic numerical simulation of fractured rock masses to estimate their Young moduli. The procedure starts with field mapping campaigns which are conducted to evaluate the locations, dip angles, strike and trace lengths of pre-existing fractures. We develop statistical law parameters of the natural fracture network to represent the weakness patterns. In addition, we use HLA-Dissim, a recently developed and validated Matlab program, to simulate the propagation of monochromatic longitudinal waves and derive the equivalent elastic modulus of fractured rock masses. Such procedure applies within a simulation domain, which is greater than an Elementary Representative Volume.At a second stage, we conduct finite element simulations to validate the previous approach. The matrix and the actual fractures zones are reproduced in the model to mimic the natural set-up. The block is excited on particular positions and its response is evaluated on predefined spots. Real field rock fracture mapping data and monitored single-hole blast induced vibrations are used to validate the theoretical and numerical approaches discussed herein. Comparison between the simulated and measured vibration records shows a great agreement which confirms that the proposed methodology has a full potential to predict and optimise multihole/multidelay blast-induced vibrations.CITATION:Hamdi, E and Karrech, A, 2015. There is a considerable difference in the particle size distribution (PSD) of clay mineral-rich coarse coal reject with variations in the test moisture state and the chemistry of the water used for testing. The coarse coal reject tested were collected from Jeebropilly Mine, located in the Ipswich Coalfields of south-eastern Queensland. Differences between the results of dry and wet sieving analysis indicate a significant breakdown of the clay mineral-rich coarse coal reject on wetting-up. Wet sieving caused a breakdown of the gravel-sized fraction to silt and clay size without significant breakdown to sand size. There is also a considerable variation in the results of hydrometer analyses of the clay mineral-rich coarse coal reject with variations in the chemistry of the water used, particularly at the fine end of the particle size range. The waters used included tap water, coal processing water and deionised water. In addition, the method of dispersion applied prior to hydrometer analysis can have a significant effect on the PSD of clay mineral-rich coarse coal reject, with boiling and sonic vibration causing the most breakdown of the clay particles. The crystallisation behaviour of low melting point CaO-SiO2-Al2O3-MgO inclusions greatly affect the deformability of inclusions during the rolling process. The crystallisation characteristics of CaO-SiO2- Al2O3-MgO melts representing the oxide inclusions in Si-Mn killed steel were systematically investigated. The effect of Al2O3 and MgO contents on the crystallisation change were analysed under a fixed CaO/SiO2 in the complex inclusions. The continuous-cooling-transformation (CCT) and time-temperature-transformation (TTT) experiments were conducted. The results showed that the increase of MgO content increases the crystallisation ability of CaO-SiO2-Al2O3-MgO inclusions, while the increase of Al2O3 content has the opposite effect. The viscosity, liquidus temperature of oxide melt and also the initial crystallisation potential might be the reasons for the change in crystallisation behaviour. Also, the crystallisation activation energy could semi-quantitatively characterise the crystal growth during the crystallisation of inclusions. To obtain low melting point plasticized CaO-SiO2-Al2O3-MgO (CaO/SiO2=1) system inclusions, the Al2O3 content of the system needs to be controlled larger than 15 wt per cent and the MgO content should be kept at a small amount.

The conversion relationship between the Bond Work Index W1, specific output of mill and the energy efficiency of grinding were developed using dimensional analysis. These relationships were validated and the value of the conversion coefficient ~ was also obtained using a new installed device for measuring grindability of ores. With the new simulating algorithm the mill specifications, output and size distribution of grinding products of industrial mills can be calculated based on laboratory measured results. A new flotation method is introduced for separating zircon from rutile and other Ti-bearing minerals at normal temperature, using a mixture of cationic and anionic collectors without any acid, alkali or fluoride as regulators. By combining the method with gravity concentration and magnetic separation to process the seabeach placer, the technological flowsheet can be simplified and the pollution of environment and the corrosion of acids, alkalis and fluorides on equipment can be removed.

The Golden Cross mine is situated in a sensitive environmental setting on the North Island of New Zealand, about 150 kilometres south-east of Auckland and about 8 kilometres NW of Waihi. The mine is situated in dipping topography, with volcanic ashes making up soils, fault zones running through the area, and rainfall of about 3m per year on average. Water management is the most demanding environmental challenge on site, and a comprehensive programme has been put in place to address tailings deposition, long term tailings storage, and water treatment during and after operations.

An experimental study of the influence of surface active agents on the dewatering of fine coal was undertaken with a view to evaluating the usefulness of such materials in reducing the residual moisture contents of filter cakes. Experimental evidence is presented which suggests that while polymeric fiocculants have a beneficial effect on settling, they can have adverse effects on the filtration of the thickened underflow. Detergent addition, on the other hand, was shown to reduce filter cake moisture, and the magnitude of this effect was determined, in part, by the prevailing electrochemical equilibrium at the solid-solution interface.

Dust emissions by blasting are of concern to both mine operators and surrounding communities. The quantity of dust produced, and the effects of its dispersal depend substantially on geological, blasting and meteorological conditions. This paper provides details of methods used to quantify the amount of dust produced after collecting samples using high volume dust samplers, and the difficulties encountered in satisfactory dust sampling and quantification. Also described are practical dust reduction methods by using water filled ampoules and water filled balls.

Poor basic information cannot be remedied by mathematical methods.Generally the more complex a deposit becomes the greater the need for subjective assessment and the less applicable are more complex ore reserve methodologies.

Failings di,posal presents many challenges at metal mines in Peru where the extreme relief yields very little useable land area. These challenges are amplified by other hazards such as the high seismic environment, high rainfall, and frequent debris torrents down the steep hillsides. As a result many mining operations have resorted to in-river disposal of mill tailings. This paper presents a case history of one underground metal mine located in the high Andes mountains of Peru where in-river disposal of tailings has been used for some 30 years. The paper outlines a comprehensive engineering study that was aimed at increasing the utilisation of tailings disposal underground. The scope of this study included modifications to the grinding and flotation circuits to produce a high sulphide and low sulphide tailings for underground and surface disposal respectively: mapping and cataloguing of abandoned stopes for hackfilling: modifications to the existing backfill system to improve icliahility and throughput, and a preliminary evaluation of alternatives Such as silicated and paste fills.

The new generation Hlsmelt« Direct Iron Ore Smelting Process is a CRA Limited technology initiative. The process development is now focussed on commercialisation. The goal is to have the first commercial vessel operating around the year 2000. The HIsmelt« Process, based on the abundantly available iron ore fines and the more readily available non-coking coals, has the potential to fundamentally change iron ore processing through the application of high intensity techniques to replace the current sinter/coke ovens/blast furnace .technologies. The process will have great potential in the rapidly growing economies of Asia where steelmaking aspirations are based around local market focussed plants. This potential can be. realised as a supplier of premium grade iron units to electric arc furnace (EAF) steelmaking plants or as the front end to an ore based steel mill.
