For 20 years the US Bureau of Mines has been researching strategies for improving the physical, social, and psychological work environment of the miner. The products of this program have shown that a consistent link exists between safety and productivity, and the key to this link is the use of effective human factors and management practices. There are specific research findings from the research projects of the Bureau on ergonomic design of mining equipment, redesign of tasks (especially materials handling) to minimize back injuries, human resource management techniques for increasing safety and productivity, and improved shift rotation schedules. Current research is continuing these themes with new applications to high technology mining systems, including computer assisted extraction devices and mine monitoring.

Cross-belt cutters are commonly used for sampling coal. They are generally cheaper than falling-stream cutters, particularly when a cutter must be retrofitted. The major mechanisms thought most likely to lead to sample bias are being investigated by discrete element modelling (DEM) in a project funded through the Australian Coal Association Research Program. This paper describes a benchmark run and the current direction of research.

The scope of this paper is to recount the development of segmental linings used in tunnel construction, starting with its inception as an improvement to the brick-lined tunnel approach of Brunel in England and moving through the history and development to the present day, before finishing with a few insights into what the future might hold. The paper also discusses the motivation for the relatively recent move towards replacing conventional steel reinforcing cages with steel fibres and the reasons why steel fibre reinforced concrete (SFRC) is rapidly becoming the material of choice for manufacturing precast concrete segmental linings.

A good deal of criticism has been levelled at Mines Division over the slowness of processing mining privilege applications, some of which is justified and some which is not. There are many reasons for delays in the processing of applications and not the least of these delays are caused by the applicants themselves.

Acid mine drainage is an unavoidable consequence of some coal mining operations. Typically runoff pH is below 3.5 and at these pH levels heavy metals are mobilised. Leachate from coal reject dumps may require collection and treatment to raise the pH and precipitate the metals before being discharged.A bi-product of coal mining operations at Clarence Colliery is coarse washery reject. At present the coarse reject is deposited above ground and rehabilitated. Adjacent to Clarence Colliery is the Kable's Transport Pty Ltd sand mining operation. It has been proposed that co-disposal of the rejects from both operations may produce a product whose leachate has near neutral pH.

North Stradbroke Island is a large sand mass offshore from south east Queensland. Dredging for mineral sands commenced there in 1956 and the rehabilitation discussed in this paper was commenced in 1967. The frontal dunes have a long history of instability, with little vegetation prior to mining. Re-establishment of the naturally stable contours is essential, and their rehab- ilitation is described. Vegetated high dunes present different problems requiring attention to regeneration of the native species. Methods developed over the past eight years are proving successful.,

As Coal Mining Areas develop, problems relating to strata control increase. The "easy" coal has been extracted and the future development lies in the direction of greater depths of cover and more difficult strata conditions. To provide solutions to the problems encountered the techniques of constructing and testing physical models have been developed and refined. With a sound knowledge of model theory allied to practical experience, mining research engineers use physical cemented material models to examine, assess and solve mining problems relateu to strata behaviour and environment. For a model to provide the answer to a particular mining problem it is essential that as much information as possible be obtained from the mine or area of a mine which the model is to represent. Details relating to the strata, geological malformations, and the stress environment must be collected and collated to ensure reliable results.

Resource rent taxes are taxes which only become effective at such a time as a pre-determined rate of return has been achieved by an operation. Resource Rent Taxes have from time to time been considered for implementation in both Australia and New Zealand. The offshore petroleum industry in Australia is already subject to RRT as is the Roxby Downs (Olympic Dam) Mine in South Australia. Both the mining and petroleum taxation regimes in Papua New Guinea include a resource rent tax component called Additional Profits Tax.

There is a vast amount of geotechnical data, which can be obtained during exploration programs at new and existing mine sites. Additional information on the performance of the in-situ rock mass can be obtained from bore cores, which are usually only geologically logged and then stored. A computer based data management system for storage and retrieval of geotechnical data has been developed to access and manipulate such data.

The sulfurisation-flotation process was unsuccessful when initially applied to the oxidised Pb-Zn ore in Lanping County of Yunnan Province China. A comprehensive mineralogical study indicates that the problem is caused by the soluble salt gypsum in the Lanping oxidised ore, which produces a large amount of Ca2+ cations. The Ca2+ cations react with S2- anions (from sodium sulfide) in preference to Zn2+ and Pb2+ forming calcium sulfide, and make it difficult to form zinc and lead sulfides on the surfaces of the respective oxidised Zn and Pb minerals. In addition, the calcium sulfide formation consumes a large quantity of the available sodium sulfide, further inhibiting the sulfurisation process. The efficiency of the sulfurisation of oxidised Zn and Pb minerals has been improved greatly by the pretreatment removal of gypsum, with the added benefit of the required dosage of sodium sulfide being substantially reduced.

Osborne Mine commenced hydraulic filling of three stopes in April 1999. Two of these stopes experienced barricade failures in July 1999 and January 2000. As a result, a review of hydraulic filling was commissioned in April 2000. The design of a trial of revised specifications and practices is in the final stages, prior to the trial commencing in mid-2002.

Amongst the Pacific Rim countries, Papua New Guinea (PNG) is the leader in new gold discoveries and developments leading to new production. PNG has shown a dramatic increase in gold production when taken from a base of about 600 000 ounces in 1984 to 1 160 000 ounces in 1986. 1987 is expected to produce about 1 500 000 ounces and new planned developments will give further large increases. PNG's leading position when compared with neighboring Pacific Rim countries is only partly due to its favorable geological setting along the "Rim of Fire" epithermal zone. More important have been well-thought-out mining development legislation and good administration as well as consistent taxation and royalty policies. A stable political environment and a track record of new mining developments over the last 15 years, both pre and post Independence in 1975, have also been important factors in encouraging the new developments. Early Portuguese explorers associated the New Guinea mainland with gold as early as 1525 but it was not un,11 1R77 that a small ill-fated gold rush gave the first recorded production at Laloki near Port Moresby. Modest but commercial discoveries were made in the outer islands and coastal mainland regions from 1888 to 1926. In 1922 William "Sharkeye" Park found gold at Edie Creek and this led to major discoveries at Wau and Bulolo which were the first large scale commercial gold Operations.

The Kidston breccia pipe is situated approximately 280 km west northwest of Townsville, north Queensland. It is currently Australia's largest gold producer with production varying between 8,000 and 16,000 tonnes of ore per day. Current reserves are estimated at 36.2 million tonnes averaging 1.74 C/t Au and 2.21 g/t Ag. Alluvial gold in the gullies surrounding the deposit was first discovered in the 1880's and between 1907 and 1948 small scale open cut and underground mining was undertaken. Advances in extractive metallurgy and an increase in the gold price were major factors influencing the recent exploration and development of large scale mining of the deposit by Placer Pacific and Kidston Gold Mines. The breccia pipe is trapezoid in shape with surface dimensions of 1100 m by 900 m. Clasts show only limited evidence of mixing during brecciation, with the pre-breccia stratigraphy still discernible on the basis of clast types. This lack of mixing together with the intimate association with intrusive activity, suggests that the brecia formed by collapse, probably associated with the escape of a large volume of irothermal fluid from a crystallising hatholith. Mineralisation and alteration are also sratially and temporally associated with rhyolite emplacement and brecciation. Pre-breccia mineralisation consists of laminated stockwork quartz veins associated with muscovite, quartz and orthoclase-epidote alteration. Stockwork veins contain either anomalous molybdenite or gold. Uneconomic early stage post-breccia mineralisation and alteration consists of cavity infill quartz-epidote and calcite associated with potassic and propylitic alteration respectively. Economic late stage post-breccia cavity infill and sheeted veining consists of quartz-carbonate-sulphide infill associated with phyllic alteration. The grade of gold mineralisation generally decreases downwards in the system with an increase in the amount of pyrrhotite relative to pyrite. I offer some comments which might complement the valuable recent paper by De Angelis et al (1987), on the newly discovered nickel-copper deposit at Radio Hill.The authors have accepted subdivisions and correlations by Hickman (1977, 1983) although they are disputed (Fitton, Horwitz and Sylvester, 1975; Horwitz, 1979; Horwitz and Guj, 1986).Also, in my opinion, more plausible correlations of the Sholl Belt with Whim Creek Belt have been shown, but not discussed, in Hudson and Horwitz (1986, Figure 1). Our suggested correlations and subdivisions have appeared in publications and reports which are not readily available, but it is gratifying to note that many of the observations and conclusions of De Angelis et al are consistent with our conclusions of the Whim Creek Belt.The units of the Sholl Belt (of Hickman, 1983), between the Sholl Fault (Shear Zone) and the overlying Mt Bruce Supergroup to the south, equate well with units of the Whim Creek Belt. A basalt, characterised by an abundance of vesicles and similar in many ways to the Wararnbi Basalt of Fitton, Horwitz and Sylvester (I975), is well developed at the base of the succession, particularly in the southern part of the area (Figure 1). It is overlain by acid tuffs (locally metamorphosed, such as at Whundoo Mine) and associated acid and mafic lavas, similar to those of the Mons Cupri area. The mafics in the succession are marked by the absence of the numerous cherty sedimentary intercalations, such as the Marble Bar Chert, which occur in the Warrawoona Group; and they also lack the intense chertification that is prevalent in all parts of the proven areas of Warrawoona Group rocks.The Whim Creek Group is overlain, locally unconformably (two to three km east of Mount Negri), by the Negri Volcanics which include here the Louden Volcanics (unit Abu of Hickman, 1977), (Horwitz, 1979). The negri volcanics are an alternating sequence of variolitic and quench textured lavas not dissimilar to the highest units of the Sholl Belt (Figure 1). They range from high-Mg basalt to tholeitic andesites (Glikson et al, 1986, pp 79 and 84). The whole succession of the Sholl Belt is estimated to be of the order of four km in thickness, more consistent with the two km thick (Horwitz, 1979, Figure 1) Whim Creek area sequence than with the much thicker Warrawoona Group sequences. The Whim Creek Group (including the Negri Volcanics) is considered to be a widespread grouping (Fitton, Horwitz and Sylvester, 1976; Horwitz, 1979; Horwitz and Guj, 1986) which is prevalent in the northern part of the Pilbara Craton. It is considered by these authors to include the Mallina Formation turbidites of the trough area of Ryan (1965). One component, the Mons Cupri Volcanic, is about 2.95 Ga (Richards and Blockley, 1984). Between the Sholl Fault and Egina, the Whim Creek Group is intruded by large ultrarnafic to granophyric ills of the Millindinna Complex (Fitton, Horwitz and Sylvester, 1975), dated at 2.860 ± 002 Ga by Gulson and Korsh (1983) near the Sherlock River (south side of Caines Well Granite area). The Millindinna Complex has been equated to the same magmatic episode as the layered complexes of the Sholl Belt by Fitton, Horwitz and Sylvester (1975, p 20).

The heavy medium cyclone plant for the preconcentration of silver-lead-zinc ore prior to grinding and flotation was commissioned in August 1982. This paper details the measures taken to get the plant up to design performance which involved modifications to the medium densifying and slimes clarifying sections. Operating experiences to date are described with emphasis on the low medium consumption recorded and severe wear on process equipment.

The development of an ion exchange process for the recovery of vanadium from solutions containing low concentrations of vanadium and/or slurries is discussed. The process can be used to improve overall vanadium recovery throughout the plant, and/or to reduce the vanadium concentration of waste materials prior to their disposal. The development of the process on a laboratory and miniplant scale is discussed, and includes:selection of a suitable resin with the desired loading and elution characteristics; laboratory-scale testwork to evaluate the use of the resin in both resin-in-pulp and fixed bed configurations; recovery of a high-value vanadium product from the resin eluate; and a preliminary techno-economic assessment of the financial viability of the process.

Mining and metallurgy are more capital intensive than all other industry in Australia. Capital demands are met by domestic and foreign sources of finance for whom the major constraints are the supply of funds and factors of risk and uncertainty. in both mineral development and institutional financing policies, specific options are available to administrators which would allow mining to benefit from a more reliable supply of capital. The strength of major partners involved and overseas participation are important aspects of financing mineral developments. Future changes in financing for the mineral industry are considered most likely in variable interest rate funding, in the leasing of major plant items, and in the development of flexible techniques to ease the burden of infrastructure costs. In a consultancy sense, financiers are available to mining to assist with and to advise on optimal develop- ment of mineral industry projects.

Industrial relations on Australian and New Zealand resource projects can be volatile. Therefore investors have become increasingly aware over the years that sound industrial relations during construction is vital to the overall success of their project. There has been a wide range of actual industrial relations performance, project by project, and the degree. of success often directly correlates with the degree and thoroughness of pre-project planning. However, although many projects have been crippled by delays and cost overruns because of labour disputes, good results are achievable. Total commitment to the project by all parties involved is essential and it is up to the employers to seek out this commitment and not just trust mother luck. Industrial relations must be taken very seriously as the price of failure can render a resource project unviable.
