I propose to outline the main social changes which are taking place and their impact on the Minerals Industry. Also the changing way we do business and what are the skills needed to manage that change and diversity. How are Associations and Institutes responding to this ever changing environment? More specifically, what is my Vision for the Institute to assist professionals to achieve greater and continuing professional excellence in their chosen professions?

In August 2001 the Minister for Conservation declined an application by GRD Macraes for an access arrangement to enable work at the Globe Progress Mine near Reefton. In her decision, Ms Lee said:æI have considered whether potential compensation and the proposed safeguards against some of the adverse effects are sufficient to outweigh my concerns as to the loss of conservation values, consistency with the objectives of the Conservation Act, the purposes for which the land is held by the Crown and, to a lesser extent, the North Westland Regional Management Plan. I do not think they are sufficient. To my mind, my concerns as to the consistency with the objectives of the Conservation Act, the purposes for which the land is held and the loss of some conservation values in particular, outweigh any potential compensation and possible mitigation of adverse effects.Æ Commenting on the MinisterÆs decision Guy Salmon of the Ecological Foundation stated that the Minister should have invited the applicant to provide a 10 000 hectare pest-free wildlife sanctuary as part of the æpriceÆ for obtaining that access. However,æfor many people of green persuasion, it has become fashionable to say no every timeàthose who really have the well-being of the environment at heart, will want to look carefully at the bigger picture of environmental restoration needsàThe deciding criterion: the mining company should show that its involvement on conservation land would produce a net conservation gain. That is a criterion that creates the right incentives for win-win-win solutions on conservation land.ÆThis paper considers whether the concept of off site mitigation is one which fits within the current legal regime. Two questions arise:Can such mitigation/compensation be legally considered in access arrangements or required as a condition of resource consents? Is this a realistic option for industry to be pursuing?

During 2015 and 2016, the authors conducted a number of surveys, workshops and reviews of ventilation and gas management practices in Australian underground coalmines. The study was funded by ACARP with a brief to identify gaps in ventilation and gas management practices for current and future needs, and to prepare a road map for change that would assist in delivering improvements.The study found that despite many examples of leading practice, gas and ventilation management is not afforded the attention and priority that is warranted and that this must be remedied if future operational performance targets are to be achieved and the safety of the industry protected. Southland contains over 70 per cent of New ZealandÆs recoverable coal resources, and an investigation into the potential effects of coal mining on SouthlandÆs water resources is therefore of interest. This paper investigates pit-lake water quality in relation to current mining activities within the sub-bituminous coal and lignite deposits of Southland.   Water quality data was collected from pit-lakes in sub-bituminous and lignite deposits from October 2005 to March 2006. After periods of settled weather, turbidity increased with depth at the sub-bituminous pit-lake (10 - 21 NTUs from 5 - 30 m). In the stratified sub-bituminous pit-lake in March 2006, heavy rainfall caused higher turbidity in the epilimnion than the top of the hypolimnion (20 NTU vs 13 NTU) reflecting surface water runoff (up to 1993 NTUs) and epilimnion mixing. In contrast, turbidity at the lignite sites was variable due to the shallowness of the lakes, but noticeable increases following disturbance and adverse weather were recorded. High turbidity at the sub-bituminous deposits was attributed to the presence of clay minerals such as kaolinite whereas turbidity at the lignite sites was more likely short term and a result of heavier minerals such as quartz.   Trace element concentrations at both sites were low when compared to mine waters in other coal areas in New Zealand and no samples exceeded ANZECC water quality trigger values for 80 per cent species protection. Pit-lake water pH levels were lower and more variable in the lignite deposit (4.18 - 7.30 vs 7.24 - 8.98 in the sub-bituminous deposits). In the lignite pit-lakes, higher concentrations of trace elements (eg Dissolved As - 0.034 ppm and Dissolved Mn - 1.09 ppm) and lower pH (ÿ4) were observed at the bottom of active pits compared to inactive pits. It is possible that quartz pebble conglomerates containing sulphide minerals within the lignite seams are responsible for this.   Further investigation into the mine waters, waste rock and lake sediments will help get a better understanding of the results observed and long term processes that occur.

The New Zealand Minerals Industry is small but growing. Over the next 10 years it will be facing stiff international competition for skills to support this growth, particularly from Australia who are forecasting that a further 70 000 people will be employed by 2015.   The value of commodities mined and quarried in NZ continues to increase; and the value of coal, metals and industrial minerals production reached $1.505 billion in 2006, an increase of 15 per cent on 2005. Production increases will continue à. Latest Crown Minerals statistics show that national prospecting and exploration expenditure rose to $29.9 million in the year ended March 31 2006 û an increase of 46 per cent from the $20.4 million spent in the March 2005 year. The equivalent 2001 year expenditure was only $2.48 million.   The industry already experiences difficulty in recruiting the people it needs with ongoing demand for skilled underground miners, trades people, and mining professionals. This discussion paper will outline the national context with regard to labour, skills and training. It will suggest options and provide an opportunity for conference participants to discuss the way forward.

Changes in feed size distribution can have significant effects in rod mill grinding. The product sizing resulting from wet batch milling of a tin ore showed little influence on fines production after truncating the feed at either the coarse or fine end. The addition of fine material caused a less amount of fines to be produced and a possible increase in grinding at coarse sizes, although this is complicated by the changing feed size distribution. The changes in feed size distribution caused no tendency for preferential grinding of the cassiterite.

DML Resources Limited - Mining Division produced over 50 000 oz of alluvial gold in the 1995 - 1996 year from five operations located in the West Coast and Otago Regions on the South Island of New Zealand. DML Resources Limited - Mining Division have a twenty year history of alluvial gold mining development in New Zealand. Recent expansions have seen the establishment of two operations in Chile whilst exploration continues in Bolivia, Peru and Argentina. The overseas growth is based on a stable production base in New Zealand focussed on the West Coast and Southland/Otago present and future operations. DML Resources consider that the mining potential in the Arahura Valley on the West coast will be fundamental to their New Zealand operations for some time. Collectively the plants operating in this catchment are referred to as the Poutini Project. Recent and late Pleistocene gravels derived from the erosion of the Alpine Schists running parallel to the Alpine Fault located on the Pacific/Australian Plant boundary are thought to be the sources of the alluvial gold in the Arahura and adjacent catchments. These gravels have been extensively mined for the past 130 years yielding some six million ounces over this period. Production from the Poutini Project started in 1989 and stood at approximately 35 000 oz for the 1995 - 1996 year. This production was split among three plants each working different areas of the deposit. Recovery techniques from each of the plants are fundamentally the same. Gravels are fed to a floating treatment plant where, following screening, the gold is recovered using jig plants and knudsen bowls. Overburden to wash stripping ratios vary between zero and seven to one with plants treating between 80 and 250 cubic metres per hour. Restoration of the land following mining is undertaken progressively. All land in the Poutini Project area mined to date has been restored to a standard suitable for dairy farming purposes. The Poutini Project is a cooperative venture between the Maori landowners and DML Resources Ltd. The Arahura River has particular cultural significance to the Maori as it is the source of the much valued greenstone or pounamu a type of jade valued for jewellery and tools. The Poutini Agreement was signed in 1989 setting out the role of each party in the mining of the Arahura and adjacent lands. Current exploration and development should extend the resource to allow mining to continue on the Poutini project for an additional three to five years at current gold prices. Production within new Zealand beyond this point may be compromised by increasing difficulty in gaining access to prospective areas within New Zealand, lowered margins due to high New Zealand dollar exchange rates and the overall lowering of alluvial headgrades throughout the West Coast and Otago/Southland regions. To counter these effects DML has continued to improve on operational efficiency and performance monitoring to optimise the mining practices used. This paper detains the background to the Poutini Project, the geology, plant and equipment used together with descriptions of the current mining methods employed.

This research is about human development and socio-economic progress of the main mining areas of Chile in the period 1990 - 2007, and especially about the positive effects that mining activity has on poverty reduction and indicators related to the Millennium Development Goals of the United Nations. The analysis is doubly interesting, if one considers that the economic and social developments in Chile, recognised and prominent among the Latin American economies and developing nations, are more evident in mining areas as Tarapacß and Antofagasta (northern Chile), which concentrated than more 70 per cent of investments and mining assets in the country. Additionally, the study concludes with methodological reflections for the evaluation of socio-economic impact in the mining industry in developing countries.

Ausmelt top submerged lance technology is at the cutting edge of technological developments in non-ferrous metal smelting with commercial operations throughout the world. The Technology is being used for lead smelting, copper smelting and matte converting, fuming zinc from slags, recycling iron residue from zinc plants, processing the aluminium industry hazardous waste SPL , precious metal processing, nickel-copper residue smelting and converting, and tin smelting. The Technology is also being developed for projects involving iron-making and waste industry opportunities. There are 19 furnaces operable or under design at the time of writing. The benefits to operators using Ausmelt Technology vary depending on application, but typically result from environmental improvements, enhanced recovery of valuable products, lower capital and operating costs, more flexible operations capable of handling a wide range of feed materials, better removal of impurities, or improved product quality. Growing industry acceptance of the Technology is evidenced by the fact that more than 20 per cent of the worldÆs tin production will be extracted in systems using Ausmelt Technology when the Yunnan Tin Corporation plant starts up in 2001. Metallurgists, industrialists and investors have accepted the Technology for improved operations in both greenfield main smelters and add-on plants in Korea, China, Japan, Germany, Peru, Zimbabwe, India, Namibia and Australia. Ausmelt intends that this paper will update the industry by outlining recent achievements of the Technology in global metallurgical operations.

The use of mining by-products for beneficial use may face approval, and acceptance barriers. This paper described the use of a sustainability framework to assess the safety, effectiveness and economic value of modified bauxite residue (Alkaloam«) for use on agricultural land in the Peel-Harvey region of Western Australia. The results indicate the merit associated with using this by-product from a safety and, private, community and environmental value perspective. They may be used to indicate the worth of pursuing any future community acceptance and agency approval process.   The use of Alkaloam« for beneficial use on agricultural land in Western Australia was first investigated over 25 years ago. Efforts to gain regulatory approval and community acceptance of Alkaloam« have had a complicated and enduring history. Understanding and assessing the value of a by-product using social and economic considerations, in conjunction with an environmental assessment, provided a more complete evaluation to that previously used.

The increased cost of imported oil fuels, coupled with our understandable reluctance to commit ourselves to the use of nuclear energy, has resulted in a renewed reliance on coal as a primary source of energy. New Zealand is fortunate in being fairly well endowed in its coal resources, but their exploitation until now, has been on a relatively small scale. Future exploitation, whether from underground or open cast mines, must be on a very much larger scale. This paper outlines some of the factors which should be considered in planning large open cast mines.

In Australia, the term "heavy mineral deposits" is used to denote sands which contain variable but economic quantities of the minerals rutile, ilmenite and zircon, often with minor amounts of monazite and xenotime as co-products. Australia has been a significant producer of rutile, ilmenite and zircon from such sands for fifty years and has long been the leading producer of rutile and zircon. The industry had its beginnings with the mining of present day beaches in northern NSW in 1934. Early work was small scale and in some cases involved hand winning of naturally concen- trated mineral for direct export. During World War II and immediately after the industry became increasingly mechanised and by the 1970s on the east coast operated between Newcastle, NSW north to Fraser Island in Queensland. Deposits worked included present day beaches, fossil strand lines up to 5 km or more inland from the present coast and aeolian concentrations. In the mid 1950s, operations commenced on the west coast of WA, south of Perth. Western Australian mineral sands tend to be rich in ilmenite as compared to the east coast. However the WA ilmenites are lower in chrome oxide and make a better syn- thetic rutile feedstock.

The efficiency of any iron ore value-adding operation is closely associated with detailed knowledge of the mineralogy, especially in the processing of lower grade and complex ores. There are a number of physico-chemical properties of iron oxide mineral phases (eg goethite, hematite and magnetite) that can be prudently exploited to enhance their processing efficiency. Recent iron ore studies on the upgrading of high-goethite iron ores have highlighted that the knowledge of the various phases of both iron oxide and gangue minerals is critical to the economic processing of these ores. Appropriate knowledge of this kind can lead to better-designed flow sheets for economically viable production of saleable products. With the increasing use of goethitic materials as blend components of iron ore concentrates for steelmaking, this review paper focuses on relevant beneficiation processes and the pivotal role of mineralogy and petrology in producing saleable iron oxide concentrates from ore blends. For goethites, mineral impurities including silica, phosphorus and alumina are very important. Physical separations, as well as those incorporating higher temperatures, have also been included in this review as potential processes to upgrade high-goethite ores.CITATION:Quast, K, Addai-Mensah, J and W, Skinner, 2017. This paper discusses the prediction of subsidence over partial extraction systems in thick coal seams. A model based on empirical techniques using influence functions is developed to calculate the surface ground settlements above extraction panels. Independent of the influence function, two field parameters, the subsidence factor and the angle of draw (limit angle) are required to define the model. Both these parameters are best observed from critical or super critical subsidence areas. However in thick seams, extraction widths are typically sub critical and therefore it was necessary to refine an estimation process for sub critical conditions. Partial extraction systems in NZ are characterised by variability with respect to extraction thickness and depth. As extraction proceeds along a panel, conditions deteriorate once the critical span width is exceeded and therefore percentage extraction decreases. A further variable was introduced to the modelling which allows for varying extraction sequences. Two comparisons with field observations, one over a partial extraction panel, the other over abandoned workings, showed the method gave good agreement to measured subsidence values.

The International Symposium-cum-Workshop on Management andControl of High Gas Emissions and Outbursts in Underground CoalMines was held in Wollongong in March 1995. Coverage of high gasemissions was virtually confined to instantaneous outburst implications, essentially seam gas pre-drainage. Globally, instantaneous outbursts have been known for 150 years, andthe first Australian outburst occurred in 1895 and Australian occurrences and mines affected have increased since. Few significant coal producing countries are unaffected. The coals affected range in rank from lignites to anthracites. Geological disturbances are the most likely environments for occurrences. The most likely mining geometry is of virgin headings, with some occurrences on longwalls and in other situations. Widespread research into many aspects of the problem has yet to produce a generally accepted explanation. Explosive inducement is a well-known control. Apparently high advance rates increase face gassiness and create higher stress abutments, increasing proneness. The most popular preventive measure, pre-drainage of virgin coal ahead of faces has produced highly successful very long hole drilling performances but without the precision necessary for accurate geometric hole patterns, despite quite sophisticated drilling equipment and hole surveying instruments. For the future, more precise degasification is sought, even from the surface, together with rapid face coal gassiness assessments to confirm lowering below threshold values, as well as other proneness lowering measures, perhaps related to new heading and longwall geometries and to new equipment to provide them. But above all, safe management plans are required for each operation, to safeguard the miners and their working environments, and thus to protect underground coal mining from this mounting threatening problem.

The correct specification and then selection of primary or major fans for an underground mine is a critical decision not only in terms of fan capital and operating costs, but also safety and reliability which usually has a major impact on mine production. In addition, fan manufacturers may spend tens of thousands of dollars preparing proposals for a purchase enquiry for primary fans especially where they have complete responsibility for the installation (turnkey projects). There are many good reasons to thoroughly and fairly adjudicate fan tenders. The Isa Mine of Mount Isa Mines Limited produces 2.6 million tonnes of silver-lead-zinc ore annually from sub level open stopes of which approximately 40% comes from the narrow Racecourse orebodies below 15 level.Geologically the stoping environment is complicated by highly fissile shale hangingwalls and below 17 level by a high stress regime.The realization that major hangingwall failures and generally poor ground conditions could lead to serious dilution problems, and ultimately production shortfalls, prompted investigations into the use of low strength explosives.

The Golden Cross project was a joint venture between Coeur NZ Ltd (80 per cent) and Viking Mining Company (20 per cent). The site is located in the Waitekauri Valley, 8 km north-west of Waihi, on the Coromandel Peninsula, in the North Island. The mine-site is situated close to the Coromandel Range Divide between the headwaters of the Waitekauri River and the Martoto Stream. The site has a history of Gold Mining dating back to 1892. The more recent mine comprised an open pit and underground gold and silver operation from December 1991 to April 1998, MacGillivray, Maton and Goldstone (2000).Doug Hood Ltd commenced the first of three contracts on site in September 1997 and was responsible for completing the final stages of open pit mining, landslide remedial works mine closure and rehabilitation works. The Mill Closure and Rehabilitation and Drainage Works contract, for which this submission relates, commenced in September 1999 and was officially completed by Doug Hood Ltd. on the 26 May 2001.This paper endeavours to highlight the project objectives and backgrounds them against the difficulties experienced with respect to the site-specific conditions, the design complexities and risks associated with the contract, from a contractorÆs perspective.
