New ZealandÆs share of global greenhouse gas emissions, at about one fifth of one per cent, is very small. But the profile of those emissions is unique among OECD countries; more than half come from methane and nitrous oxide associated with livestock agriculture. Consequently, fulfilling its obligations under the Kyoto Protocol is potentially quite onerous for New Zealand.In this paper we use a single region, static general equilibrium model to assess the implications for New Zealand of various climate change policy options. The energy and agriculture sectors are modeled in a detailed manner to enable realistic simulations to be carried out.Choosing an optimal set of policies is made more difficult by the fact that New Zealand relies heavily on emission intensive sectors for much of its export earnings. For example, one emission intensive sector alone, dairy, accounts for over 20 per cent of all merchandise exports. Avoiding carbon leakage is therefore an important consideration in selecting appropriate greenhouse policies.Our analysis shows the degree of sectoral adjustment required is substantial. In addition, the total costs depend on the uncertain level of variables such as the global carbon price and the level of afforestation activities in New Zealand, ie the rate of new forest planting.

As the theme of the conference is ære-discover Otago' from the minerals point of view, it is also timely. Of the eight million ounces of gold recorded produced from Otago, perhaps a quarter of this came from the goldfields of St Bathans, Vinegar Hill and Cambrians. The most notable among them was the Kildare Hill Mine, which is the so-called Blue Lake at St Bathans today. The bottom wash encountered in this mine contained the famous Kildare lead, which averaged 7 1/2 dwt to the dish, and is still one of the richest leads of alluvial gold known in the world. The richness of this lead, the best encountered in these gold fields, is otherwise stated to have yielded more than 42 ounces of gold to the cubic yard. It should be borne in mind that this equates to about $22 000 per cubic metre, in todayÆs values. I have been told by older residents of this district that in fact about 1 million ounces came out of the Kildare mine and associated workings. In todayÆs values, this would be about 530 million dollars worth of gold. The largest mines in the district were at Surface Hill, Kildare Hill, Nicholsons, Vinegar Hill, the Never Fail claim at Shepherds Flat nearby, and at Cambrians. It would appear that in almost every case, work stopped when the bottom wash progressed too deep down dip of the anticline hills on which it was initially found. The mining methods were sluicing and hydraulic elevating, and although the gold bearing ground did not stop, eventually it exceeded the ability of the mining methods then available years ago, to work it further. When it is realised that the previous mining has removed what is likely to be only a low percentage of the gold resources in these fields, a tantalising situation presents itself today in that mining technology now available will enable another cut to be taken off these fields. As in the past, I believe this will be million ounce plus and multi-million dollar scenarios, where the economic and social benefits will become widespread prizes.

Loy Yang Power (LYP) owns and operates a 2160 MW brown coal fired, base load power station in the Latrobe Valley, Victoria, Australia (Loy Yang A). It also owns and operates a brown coal mine that supplies fuel to its own power station and a nearby 1000 MW power station owned by International Power (LoyYang B). The mine supplies 32 Mt of coal per annum from an open pit, which is currently about 4 km long by 2 km wide and 180 m deep. LYP has 500 employees and a substantial amount of work is also carried out by contractors and consultants. GHD Pty Ltd(GHD) has been contracted to provide mine planning and earth sciences expertise. GHD is an international professional services company that operates globally in many market sectors including mining, industry and the environment. The company has major offices in Melbourne and also within the Latrobe Valley. This paper sets out the experiences that GHD and LYP have gained in establishing a unique alliance arrangement for GHD to provide a range of mine planning, earth science, dam surveillance and environmental services to LYP. The underlying philosophy of the alliance is to closely align the objectives of the two companies such that GHDÆs recompense for service delivery is proportional to the benefit achieved by LYPÆs business. Quality of service, whole of life costs and risk management are important aspects and are reflected in key performance indicators against which GHDÆs performance is measured. Currently GHD provide 20 000 hours of labour to LYP per annum, which are delivered by up to 120 staff who possess the required diversity of skills. The paper explains how the contract was initially let as a conventional service agreement and explains why the contract was transformed into an alliance. It then illustrates the operation of the alliance with reference to the 2006 work program. The paper concludes with thoughts on how the arrangement can be further developed for the future to the benefit of both parties.

The growth of "Unit Load-cargo handling technology in world cargo lin- er trades over the last decade has cre- ated a situation in which special pur- pose-vessels (cellular container ships, roll-on/roll-off vehicle deck ships and Lash type vessels) are rapidly replac- ing conventional cargo ships, the principal means previously available for transporting heavy lifts. Consequently heavy lift traffic has tended to accumulate awaiting ship- ment, especially where discharge is required in "off beat" locations. A partial solution to this problem will be provided by new and small but exceptionally versatile ocean going heavy lift carriers now finding their way into world trade routes. These new ships combine extremely high lifting capacity, high manoeuvreability and exceptionally shallow draft with bow and stern Ro/Ro capability. They can handle rolling loads of exceptional size and weighing up to 1,000 tons Each. But the problem is a far larger and more serious but essentially a domestic one. Major industrial pro- jects in Australia will require pro- gressively heavier and larger plant and construction sites are becoming much more inaccessible. Whereas these new ocean going heavy lift carriers have ample capacity to satisfy part of the total transport requirement, there is clear evidence to show that domestic transport resources have little if any potential for increase in capability at the same rate as demand or at the same rate as sea transport facilities. Resolution of the larger problem is within reach but only through a pro- perly co-ordinated approach to future planning for the overall needs of large scale projects on a national basis. This co-ordinated approach must involve Federal and State government transport administrators, railway and highway authorities, shipping and road haulage interests and finally the planners of the projects which require these improved heavy haulage services.

For resources projects with healthy net present value (NPV) and low cash flow volatility, conventional discounted cash flow (DCF) analysis will continue to provide the dominant investment decision-making criteria. However, DCF analysis can be biased because it often applies a single risk-adjusted discount rate (RADR) to compare the value of projects with different risk characteristics. Many of the difficulties with DCF modelling arise from analystsÆ inability to determine appropriate risk discounts and to estimate expected spot prices inputs for the commodities produced over the life of the project. Modern asset pricing (MAP) is a very valuable complement to DCF analysis in addressing some of these issues. Most papers dealing with MAP, however, while academically rigorous, tend not to be explicit in terms of practical application of this methodology in routine project evaluation. This paper has the objective of reviewing the MAP methodology and of demystifying its complexity, by providing a simple but realistic step-by-step evaluation of a mining project, comparing its DCF and MAP NPV values. The paper concludes that MAP provides a minimum, risk-adjusted æfloorÆ value, thus representing a valuable complement to any DCF valuation.

The East China Mesozoic metallogenic province hosts the world’s largest resources of tungsten, tin, molybdenum, antimony and bismuth, with additional important gold, silver, mercury, lead, zinc, copper, uranium and iron deposits. These deposits form several giant metallogenic belts, including South China, Middle-Lower Yangtze River Valley, East Qinling-Dabie, eastern North China Craton and North-east China. Available data demonstrate that these metallogeneic belts are the products of episodic magmatic and related hydrothermal events between ~240 and ~80 Ma. Each magmatic-hydrothermal episode has produced distinct deposit assemblages that can be readily linked to the Mesozoic geodynamic evolution of East China, involving continental collision between the North China Craton and South China Block at 220–200 Ma, oblique subduction of the Izanagi plate under the Eurasian continent at ca 170–135 Ma and post-subduction extension and lithospheric delamination at 130–80 Ma. Metallogeny in north-eastern China is more complicated due to prolonged tectonic evolution related to southward subduction of the Mongolian–Okhotsk plate and westward oblique subduction of the Izanagi plate, and subsequent continental collision and post-collisional processes.CITATION:Mao, J W, Xie, G Q and Cheng, Y B, 2015. Gold was first discovered in the Shotover by Thomas Arthur in 1862. He left his job as a shearer and soon there were up to 3000 miners working over the length of the river. Some parts were extremely rich and a few early miners recovered as much as 300 ounces in a day. From these early days of hand working the operations progressed through to hydraulic elevating once water races and pipes were installed after the Skippers road was completed about 1890. The riverbed was worked in paddocks with .the gravel being sluiced to a central suction which elevated the material over a sluice box. Use of this system continued intermittently through until 1977 when Joe Schieb retired û the last of the hydraulic miners. Many bucket ladder dredges worked on the lower Shotover near Big Beach where the Sew Hoy family recovered a lot of gold. Just after 1900, at least three worked further upstream, one on the beach where Shotover Jet now operates and one further up below the Moonlight. All the sections for this were transported in over the Moonlight Track and the boiler, steam engine and bucket ladder are still sitting at the edge of the river. up near Maori Point a dredge operated from Dredge Slip upstream. Records are poor on these dredges but they all suffered from the frequent floods and large boulders which damaged the bucket line. The last dredging attempt was about 1930 when a suction dredge was constructed on Maori Beach. This failed as seems to be normal for most suction dredging ventures. The river can drop to very low levels in the middle of a dry summer, and in winter when the water is tied up in the mountains as ice and snow. During 1863 when heavy rain melted snow in the high country, the river rose 35 feet overnight and drowned many miners camped on the banks. The ever present risk of flooding dominates the method of working and plant design.

The transgressive sedimentary sequence of the Noumea Basin contains rhyolitic lavas and less voluminous mafic and intermediate volcanics of shoshonitic affinities which erupted simultaneously during the late Cretaceous. The shoshonitic volcanism shows a trend froIn early mafic to younger evolved intermediate lithologies. The rhyolites are consistently calcalkaline. There is no evidence of mixing of the two magma types. The shoshonitic volcanism is the result of a short-lived subduction event related to spreading in the New Caledonia Basin and involved reactivation of an earlier esozoic subduction zone.

The Brunswick plant is located in Costerfield, approximately 40km east of Bendigo in central Victoria. Crushing, grinding, gravity gold concentration and flotation methods are used to produce a saleable gold concentrate and an antimony-gold flotation concentrate. This paper discusses the improvements made within the processing plant which have resulted in a 99% increase in throughput over nameplate capacity of 6 250 average tonnes per month to 12 445 average tonnes per month and increases of 12% gold (from 2007 average of 78% to 2014 average of 90%) and 16% antimony recovery (from 2007 average of 79% to 2015 average of 95%). The main purpose of these systems is to provide managers with reliable and timely information on the current state and typical tendencies of operation of the facilities under control. However until the present time no scientific and methodical ground for system monitoring of the mining companies and branches has been created. Therefore, the authors of the report have aimed to assess the current situation with regard to the researches in this field and to do analysis of the most important aspects and ways of solution of the issue under consideration.

The Government of Canada recently passed a new regulation to control the liquid discharges from metal mines in Canada. The Metal Mining Effluent Regulation of the Federal Fisheries Act will come into force within the next six months. As a result the Ontario Regional Office of Environment Canada has developed a compliance promotion program to accompany the new regulation. How the mines implement the regulation will be key to its success. This paper will briefly outline the components of this regulation, including the reporting structure, the discharge parameters and limits, as well as the requirement for the mines to conduct long-term environmental effects monitoring on their effluent discharge. The presentation will give a brief account of the compliance promotion program, and then focus on the spill trends from Ontario mining operations. The province of Ontario has the largest concentration of metal mining operations in the country with approximately 40 active mines.

The work reported in this paper extends,-bhsb on the "Heat Hardening of Artificial Magnetite ;Pellets"., which was described at the- International Symposium on Agglomeration ;-sponsored by the American Institute. of Mining, Metallurgical and Petroleum Engineers at Philadelphia; U.S.A. in April, 1961. Whereas- that work was of a.,more basic nature, -serving to illustrate the suitability of artificialòmagnetites with various.admixtures, to the application of heat hardened pellets, on: this occasion the aim-is to illustrate the procedures-which were used-to- establish the dimensions of commercialòrecuperativ strands for Australian raw materials,The nature of the pellet feed, i.e. relatively uniform :spheres of4 3/8 in. - 7/16. in. diameter, makes it possible to use small scale static pots for test work. By the use of a closed system and the measurement of suctions, gas f lows, and temperatures through beds, the speed and heat requirements of the various stages of heat hardening can be measured, so: that for a specified quality of product estimates can be made of the broad design characteristics of a moving grate system. In practice of course it is .usual to correlate the data from this type-of :experimental 'apparatus with . existing production units upon which good operating data, in the statistical sense, are available.

Despite flash smelting's widespread use little is known about the actual processes taking place in flash furnace shafts and comparatively few reports of sampling campaigns have appeared in the published literature. his paper reviews the previous reports of the use of horizontal trough samplers and analyses their expected collection efficiency. In the light of the deficiencies revealed by this analysis an isokinetic sampler was produced and a vertical sampling technique was also developed to obtain samples from directly below the burners in the shaft of the flash furnace at the Kalgoorlie nickel smelter. Comparison of the sizing of the samples obtained with the horizontal trough and isokinetic samplers confirmed the theoretical analyses and showed that the trough samplers were not collecting the fine particles. Besides providing data to validate mathematical models of the burners and shaft, chemical analyses of the shaft samples showed that the coal in the charge was reacting preferentially and that the plume of at least one of the burners was being deflected from its axial position. In the region directly below the burner there was evidence that the disperser on the burner was imparting more momentum to the coarser particles and that these were concentrating in the outer regions of the particle plumes issuing from the burners.
