Chemical conditions for flotation and nonflotation of cassiterite and fluorite with oleic acid as collector and with alizarin dyes as modifying agents were studied by means of small-scale, vacuum-flotation tests. Artificial cassiterite was prepared for these tests by high-temperature methods, especially by crystallization from borax melts.

For the second consecutive year, the production of crude petroleum in New York has fallen below the 5,000,000-bbl. Mark that had prevailed previously since 1937. In 1945, the output totaled 4,658,000 bbl., a decrease of slightly more, than one per cent from the 1944 production. This total represents 2 per cent of the stripper-well production of the United States, which in turn is I 3 per cent of the total annual yield of the nation's petroleum.

THE Jeffrey mine of the Canadian Johns-Manville Co., Asbestos, Que. has operated for a number of years, supplying the parent company, Johns-Manville, raw material for asbestos products. The mine is situated in the 70-mile-long serpentine belt running from Asbestos, Que. on the west to East Broughton on the east. This district is the most important producing area in the world of quality spinning-fiber asbestos, with 11 operating mines supplying 70 pct of the world's needs. The Jeffrey mine, located 90 miles from Montreal and approximately 35 miles southwest of Thetford, accounts for 50 pct of the Canadian asbestos output. Production from the Canadian serpentine belt is the chrysotile asbestos, which is considered the best available for spinning. Consumers in the United States prefer the clean, fine fibers of the Canadian chrysotile of the type produced by the Jeffrey mine. Mining In 1881, when the mine was first opened, all work, including drilling, was done by hand. The deposit, located on a hillside, was first worked as a sidehill cut by hand drilling 15-ft holes and blasting with black powder. The fiber was chiselled from the broken rock. Hand derricks, later powered by horses, were used to raise the rock as the pit deepened. Eventually, the pit became so deep that derricks were, by necessity, replaced by aerial tramways. In the late 1930's, further deepening of the open pit, with the resulting constriction of the pit bottom brought about the need for altering the mining system then in use. The high ratio of overburden to be handled to mill ore mined and the value of surface structures, not company property, that would be destroyed in expanding the area of the pit, definitely indicated vertical rather than horizontal expansion would have to be used. One exception to this was that a small area on company property to north and east of the pit could be opened up. The mining problem then resolved itself into two phases; make the small lateral expansion and as rapidly as possible choose a mining method that would expand the mine vertically. Several methods for vertical expansion were studied and rejected. Methods considered included shrinkage stoping, block caving, glory holing, and various modifications of open workings. Block caving was finally accepted as the most suitable method of underground development. Cost factors and production were important factors in the decision, also, the asbestos mines in the Thetford area were already having success with this method. Original plans provided for the lateral expansion of the open mine where possible and beginning the underground operation. This program was based on the open pit being worked out in 1954, with the underground development and production gradually increasing until the open mine was depleted. In 1949, the plan was changed to allow underground development to progress at maximum so that underground output would be 550 tons per hr by 1951. Any deficit in ore would be mined from the open pit. This change permitted extending the life of the open pit through 1964 and in this time would make available a large quantity of readily attained ore. Block Caving at The Jeffrey Mine Plans for the underground operation were formulated on a 12,000-ton-per-day basis, and the adaptability of block caving methods to high production presented a desirable situation. As shown in the main-haulage plan, a continuous loop was laid out for smooth operation of the underground railroad from the loading points to the underground crusher. A feature encountered at the Jeffrey mine, as well as other asbestos mines using caving methods, is the large size of caved material, requiring that ore be crushed before hoisting.

I. INTRODUCTION. THIS old and once famous district played, through its enormous production of silver and gold, an important part in the history of the State of San Luis Potosi. According to a pamphlet prepared under the direction of the Governor of the State, Sr. Don Blas Escontria, and presented to the visiting members of the Institute during the Mexican meeting of 1901, this district is situated 20 km. east of the city of San Luis Potosi, in a range of mountains of moderate height, extending 135 km. N. and S., and 16 km. E. and W.; and the mineralized area hitherto developed is about 600,000 sq. m. The history of the district,. as given by the record dated 1778, and formerly kept in the San Francisco convent, says that it was discovered in 1575 by Sr. Don Pedro Irarte, and adds that the city of San Luis Rey de Francisco del Potosi received its name (in allusion to the famous Potosi mines in Bolivia) by reason of the remarkable productiveness of its gold- and silver-mines in the first period of their exploration, during which they paid to the Crown, as " quintos " (the fifth part of the product), $97,000,000, as appears from the accounts of the royal treasury. The amount of the quientos paid during the " bonanza period " of 80 years was $72,000,000. The larger sum first mentioned probably represents a longer series of years. But either will suffice to indicate the great wealth of the mines. DURING the war the mineral industry, and metal mining in particular, extended itself more than any other to attain the limit of its productive capacity. Likewise, probably no other industry went quite so far toward jeop¬ardizing its own economic future through depletion of material reserves. Once we looked to Europe for most of the manufactured goods we needed. Our own limited mineral requirements were easily supplied from mines near the Eastern seaboard. With expansion and industrialization, our mineral needs increased in proportion, and the centers of mining activity moved westward to Michigan, Wisconsin, Minnesota, and the Tri-State district, where seemingly inexhaustible high-grade deposits of iron, copper, lead, and zinc ores were opened and rapidly developed.

THE 1944 Chairman of the Institute of Metals Division might be classed as metallurgically ambidextrous ; he is teacher of theory and practice of both nonferrous and ferrous metallurgy, and he is consultant on brass and on highspred steel. Arthur Phillips was born in Troy N.Y. and attended the New Haven Connecticut high school. Upon graduation he entered Yale, receiving a degree in metallurgy in 1913. At that time Professor Mathewson was starting his plan of '"co-operation with the metal industries in metallographic work at the Hammond Laboratory of the Sheffield Scientific School, Yale University, and Arthur Phillip, became the first co-operative graduate student, working in the laboratory of the Bridgeport Brass Co., and receiving his Masters of Science degree in 1915. A little later, when the department of metallurgy at Yale was expanded. Me. Phillips was appointed assistant professor. In 1928 he was made associate professor, and in 1934 he was promoted to full professor.

The Magma mine at Superior, Arizona, has produced over 13 million tons of ore yielding 1.5 billion pounds of copper. It is a mesathermal deposit, and, although the bulk of the ore has come from the Magma vein, most of the recent production has come from replacement deposits in limestone. The mine lies in a Precambrian and Paleozoic sequence of rocks that includes schist, diabase, quartzite, shale, and limestone; nearby, these rocks are intruded by igneous bodies of Mesozoic age that were probably the source of the ore-bearing fluids. Locally, these rocks are overlain by Cenozoic volcanic rocks and conglomerate. Layered rocks at the mine dip eastward about 30°. The area is extensively faulted, and surface faults are grouped into an earlier east-trending set and a later northtrending set. An additional set of diagonal faults that trends northwest and northeast is recognized underground. The east-trending Magma vein-fault, with its splits and branches, is the principal mineralized structure of the district. The bulk of the ore occurs in large ore shoots that plunge steeply westward and are sporadically connected by irregular ore shoots dipping gently eastward. The main ore controls apparently are selective zones of permeability related to the transverse faults. A bed of crystalline limestone near the base of the Martin Limestone (Devonian) is the host for the replacement ore bodies-discontinuous tabular pods dipping eastward parallel to the bedding. Selective permeability is again the apparent ore control, caused both by local hydrothermal solution of limestone and by deformation along faults. The principal copper minerals in the vein are chalcopyrite, bornite, enargite, tennantite, chalcocite, and digenite; these minerals vary in abundance according to a distinct zoning pattern. The upper part of the mine yielded considerable zinc as sphalerite, and the oxidized zone was rich in silver. The chief gangue minerals are pyrite, quartz, and hematite. In the limestone replacement bodies, chalcopyrite and bornite are the chief ore minerals.

Mine regulators are normally used for proper air distribution in underground mines. They are deliberately introduced resistance in the regulated airway, and by altering sizes, they can distribute specific air quantities to regulated splits and free splits (4, 5). The enactment of the Federal Coal Mine Health and Safety Act of 1969, the Federal Mine Safety and Health Amendments Act of 1977, and the regulations adopted by the Mining Enforcement and Safety Administration (now called the Mining Safety and Health ministration) prompted greater discussions of optimal mine regulator locations because of the Act's stringent ventilation requirements (2, 3). For example, by requiring the separation of the air used in the belt haulage entries from the intake and return airways, the regulations required the creation of a third type of airway---the neutral airway, as opposed to the intake and return airways, adding to the complexity of a mine's ventilation network. It is the intent of this report to show that panel regulators should be located in intake airways at the neck of a panel for a blowing fan system and in return airways at the neck of a panel for an exhausting fan system in order to achieve optimal air control. A computer simulation model is used to determine optimal mine regulator location.

There are well recognized procedures for determining the various tensile, fatigue, and other mechanical properties of the common structural materials. This makes it possible for engineers to design structures of various materials which have adequate initial strength to stand the stresses to which they are subjected in service. There is also considerable general information about protective measures suitable for protecting the usual structural materials from the effects of ordinary environments. However, often insufficient quantitative information is available on the combined effects of stress and corrosion to permit the designer satisfactorily to appraise the structure from the stress-corrosion standpoint. This situation is further complicated by the fact that the stresses causing stress¬corrosion failures are usually not the design stresses but rather the residual forming and assembly stresses which are generally of unknown magnitudes. Thus, tests which will rapidly evaluate the susceptibility of materials to stress-cor¬rosion failures are extremely useful. Of particular value are tests which can be applied to built-up structures as well as to simple specimens, since, as mentioned above, residual stresses often are caused by fabricating procedures and assembly operations. A field neutron activation analysis technique suitable for determining uranium in ores has been tested. The method is based on the measurement of the 74.7 keV gamma ray from 'U. When the thorium/uranium ratio is greater than one or the vanadium is greater than 1%, a low uranium analysis is obtained. No satisfactory correction for thorium has been found, but a correction for vanadium can be deter¬mined. For ore containing greater than 0.01% uranium, the uranium can be deter¬mined with an accuracy of about 10% which is quite adequate for a field exploration technique.

ONE of a recent batch of samples from the Serra da Baliza, in the state of Parana, Brazil, contained asphalt and a dark heavy oil; and workmen on the railway from Porto União to Uruguay discovered asphalt, coming from eruptives that outcrop along the Rio de Peixe. The occurrence f asphalt in the triassic eruptives of southern Brazil, however, has been known a long time, according to Dr. Gonzaga de Campos. It is generally believed that the Botacatú sandstone is always a hard vitrified rock, from the metamorphic action f. the overflowing eruptive contacts. In this region, however, the contact metamorphism is almost nil; the sandstone is slightly hardened in a narrow zone about 20 to 30 cm. wide. In many places, the sandstone is so friable as to be easily reduced to sand, which is used-.in, mortar for building in Guara-puava and Palmas. South and west from Porto União,. this bench of sandstone is about. 50 m. thick, and is capped by a heavy bed. f basic eruptives, many of which are amygdaloids. Dr. Geo: P. Merrill, after studying the triassic eruptives collected by the Coal Commission, reached the conclusion that. "All these rocks are of typical basalt-diabases, not in any essential different other than in structure. An interesting mineralogical phase is its paucity in olivine, which in many cases is completely lacking. Professor Hussak, who carefully studied these rocks and their accessory minerals, decided that in the dikes they are granular (diabase) and, that in the lava sheets, porphyritic (augite-porphyrite or melaphyre), and that the latter pass evidently to normal diabases and are always typical of effusive rocks. The examination f many slides from dikes and sheets leads us to adopt the opinion of Professor Hussak; the rocks of the dikes are of ophitic structure, while that of the sheets show a great variety f structure and may vary from almost granular to basaltic. The great paucity in olivine had been noted by Hussak, who classes as melaphyres, the porphyritic triassic rocks in Brazil which contain olivine.

The current demand for copper in the western world exceeds 7 million tonnes annually. The growth in demand is expected to average 2.6% annually to a level exceeding 11 million tonnes in 2000. Copper mine production is currently about 6 million tonnes annually; the annual net addition to mine output in the future will have to average about 190,000 tonnes of contained copper. The industrial nations of Europe and the western Pacific are heavily dependent on copper imports. Currently these import needs are supplied by Canada, Africa and Pacific producers. The increased demand for copper in the future is expected to further weight the trade balance to the Pacific suppliers. An evaluation of undeveloped deposits allows the ranking of these deposits based on total cost of production, including provision for plant and infra- structure investment as well as political/social/ economic risk. Peru, Canada, and the Southwest Pacific are expected to significantly increase exports. The United States will develop deposits to replace depleted mines, maintaining mine production at a level approximately equal to current output, with a consequent increase in copper imports. Chile is expected to become the world's leading copper producer, as well as expanding it's position as the leading exporter.

AS an evidence of the fact that mines safety is not being neglected even in the remote district of the Philippines, a short account is appended of the organization and activities of the Mambulao-Paracale District First Aid and Mine, Rescue Association, whose headquarters are at Jose Panganiban Cam, Norte P. I. The second annual miner?s safety celebration which is sponsored by the Association was held in Paracale on Sept. 2, 1940. The event is the big occasion of the year when the thousands of employees of the mines in the district meet to compete for prizes and has become a great social function as well.=

EVERYONE enjoyed the coal meeting and found it profitable. At least your correspondent did, and those to whom he talked. Close to a hundred were there. The Coronado proved an excellent headquarters hotel, though it is two miles or more from the business district of St. Louis; its Crystal Room was suitable for the technical sessions; its Lounge adequate for registration and informal chats; its Club Caprice made an artistic setting for the informal banquet; and its Coal Hole in the basement presumably served other needs-unfortunately we passed up an invitation to find out, and never got another. To be sure, the first day of the meeting (Monday, Oct. 28) was a drizzly one, but that only served to keep people inside where they belonged. Believe it or not, the first technical session was only five minutes late in getting tinder way, with H. N. Eavenson's words of welcome. M. M. Leighton then took over the conduct of the meeting, and invited Eugene McAuliffe to read his paper on how much coal the railroads are likely to use in the future. E. G. Bailey then presented some written discussion; among other things he wondered about the success of stokers on locomotives, and whether or not the burning of coal in locomotives could not he made a cleaner operation. Mr. McAuliffe pointed out that railroads are built to haul coal rather than to burn it. Maximum firebox efficiency is often subordinated to the traffic situation. Powdered-coal firing has not been a success because of limited firebox space. Stokers have resulted in economies indirectly, because large locomotives cannot he hand-fired and stokers thus make them possible. Nowadays it is not so important to do away with smoke, cinders, and soot, because most trains are sealed up and air-conditioned.

Tailings dam construction and operation of Rosario Dominicana's gold/silver mine in the Dominican Republic is described. Impoundment of 8.5 kt/d of cyanide-process tailings is required in an intensive agricultural area which is also an earthquake and high rainfall zone. The earthfill embankment dam, incorporating internal gravel drains, is described together with methods of construction used. Methods of tailings transport, solution reclaim, and runoff water diversion that have evolved are discussed.

IN every country economic circumstances prescribe the method used to produce a commodity at lowest cost. In Pennsylvania a man's wages for working 4 hr buys a ton of coal wholesale; in Germany a laborer must work 40 hr, or ten times as long. In western Europe, therefore, conservation of fuel is of primary importance, and recent practices of burning lime and cement differ from those employed in the United States. This paper presents data collected during a trip through western Europe in 1953. Considered uneconomical, shaft kilns for burning cement disappeared in the United States two generations ago. But because required capital investment is low and operation greatly improved, shaft kilns are still used to some extent in Europe, where fuel costs are high, and are even included in designs for plants under construction. During the last 50 years shaft kilns have been maintained at the same physical size, while their output has been increased at least four times.
