THIS is a day of surpluses, some good and some not so good. One can hardly pick up a newspaper, magazine, review or economic treatise without confronting the fact that we have or are threatened with more .of certain goods than we have use for, whether it be corn, wheat, cotton, coal or oil, -lumber, 'leather, newsprint, automobiles, zinc, lead, copper or what not. How did this unprecedented state of affairs arise? Who is to blame? How shall we avoid smothering ourselves in our own production? The voice of the farmer is raised in appeal to the Government to relieve him from the dilemma of his own fertility. In answer the Government employs thousands of experts and spends millions of dollars to aid the farmer. But to what end? To make him still more efficient so that he may produce even greater surpluses? Not satisfied with the result, it spends other millions to prepare vast areas of the arid land of the West for more farmers to cultivate and insure yet larger surpluses. Then what? PERHAPS the outstanding characteristic of the newly elected President of the Institute is his rare ability to set aside nonessentials, and pick out the few basic elements on which a valid conclusion on any question can be drawn. This holds whether he is appraising a mining enterprise, selecting a man for an important position, deciding whether to buy or sell a bond, or choosing the best method for mining a huge body of ore. The end of the war in Europe and the Pacific failed to curb the upward trend of production in Venezuela,- which easily surpassed that of any previous year. The total production for 1945 amounted- to 323,369, 430 bbl., which was 26 per cent over the total for 1944, the previous peak in the history of the oil industry of the country. This increase was caused mainly by the greater demand for petroleum in the last stages of the war; the fact that the danger from enemy submarines had been overcome, which allowed all oil companies to use increased shipping facilities, and the fact that more materials were available for drilling operations. However, the materials supplied were by no means adequate and considerable credit is reflected on the Venezuelan petroleum industry for the increased production obtained by utilizing all available equipment to its fullest extent.

The most important development in connection with the search for oil in Australia during 1940 was on the legislative side. Prior to 1939 legislative enactments in the various states with regard to prospecting for petroleum were such as to prohibit large-scale effort and to bar the major oil companies from operating. The preparation of the Wade Model Bill for the Commonwealth Government in 1939 and the acceptance of the Bill in principle by all States, has gone far to remove these obstacles. Amending Acts, largely based on the Alodel Bill, have now been passed by all States with the exception of New South Wales and Tasmania. In New South Wales an Amending Bill is being drafted, while the Govern-ment of Tasmania is preparing to introduce an Amending Bill provided there is any demand for it. Noteworthy developments followed immediately on the passing of these Amending Acts. The Shell Company (1)1 and the Superior Oil Company of California (2) too$ up large areas in Queensland and com-menced work during 1940. Caltex acquired a big tract of country in the Kimberley district of Western Australia (3) and has made application for an area in the Territory of Papua. An Australian company, The Phoenix Oil Extraction Co., has obtained a permit to prospect over an extensive area bordering the south coast of Western Australia (4). Other developments are foreshadowed. The Shell Company is making an intensive examination of its area in Queensland (I). Geological, geophysical and aerial surveys are in progress. Caltex has three geological parties in the held in Western Australia while Superior Oil Company of California has done some geological work in the interior of Queensland (2). None of these concerns envisages a drilling campaign in the near future. Much exploratory work is necessary. Further work has been done by the companies that were already operating in 1939, though an important Australian company - Oil Search—has abandoned the work of prospecting in Australia. This company has subleased its holdings, at North West Cape in Western Australia (;), to Caltex on a royalty basis. The company also maintains its holdings in, and connection with, the Australasian Petroleum Company Proprietary Limited, which is a combination of Standard Oil (New Jersey), Anglo-Iranian and Oil Search. This company is operating in the territories of Papua and New Guinea. Drilling Victoria.—Although a good deal of drilling was done in the LaBes Entrance Tertiary Basin of Victoria (7), no appreciable production of oil was obtained. In order to test the extent and possibilities of the oil-bearing sand in this region, the Commonwealth and State Governments jointly put down six scout boreholes to depths of between 1200 and I500 it. During the last year I had occasion, on behalf of our New York copper works, to send to various chemists samples, intended to he accurate, of material which we were buying and selling, and I was astonished to find what differences were reported. After talking over the probable reasons for this with a number of chemists and metallurgists, it was suggested that it would be of real use and some scientific interest to send samples to the different chemists, and take such care in making up the samples that we could feel sure that each chemist had as nearly identical a sample as it was possible to make. Digital simulation is a modern analysis tool which allows the mine operator to evaluate the result of making a decision without actually changing the organization or buying the equipment. The purpose of this paper is to demonstrate the use of digital simulation in evaluating a decision of whether or not to introduce dispatching in an open pit mine. The analysis shows that appreciable savings can be realized by dispatching. In certain cases, an operator can reduce the number of trucks required to move a specified tonnage. A second analysis evaluates the alternatives of using one large shovel or two smaller units. In this case, the operating cost of the haulage equipment necessary to support the shovels turns out to be the critical factor in this decision.

THE major metal mine operations of the United States Smelting Refining and Mining Company in Utah are in the Bingham area. The Company also owns and operates metal mines in the Ophir district, twelve miles south of Bingham, and in the Tintic district, 28 miles south of Ophir. Operations of the Company in the Park City area have been idle since early in World War II. These mining camps, lying at moderate elevations, serviced by railroads, hard-surfaced highways, in close proximity to mills, smelters, cities and towns, fertile valleys, winter and summer vacation areas, and airports are probably as favorably situated as any mining camps in the world. Following the suggestion of Engineering Council and at the direction of, the President, representatives from each of the Federal Government bureaus interested in map-making were called into a conference for the purpose of coordinating all of the Government's map-making activities. This conference has now reported back to the President the results of its findings, which indicate that Engineering Council's recommendation in this matter was well founded. While the conference report states that its members were of the opinion that little duplication of effort existed, it recommends the formation of a permanent Board of Surveys and Maps. An extended review of the map-making activities, which is given as an appendix to the report, indicates that this recommendation is a logical step. The conference recommendations concerning this Board of Surveys and Maps are as follows: (1) the Board is to he com-posed of representatives of mapping bureaus to be assisted by outside engineering organizations, which have been named above; (2) the estab-lishment of an information office in one of the Government bureaus, preferably the Geological Survey, which is to be under the supervision of the Board and is to be a mapping information clearing house for the Government and outside engineering organizations; (3) copyright laws are to be so changed that copies of all. maps made in the United States and with Governmental authority, will go to the central information office; (4) the Government departments are to receive orders to cooperate, with the Board; (5) future topographic maps of all kinds are to conform with specifications for the standard topographic map; (6) the U. S. Coast and Geodetic Survey to have supervision of final adjustment of all important control data under specifications approved by Board of Surveys and Maps; (7) surveys in the form of maps and publications are to be issued as soon as possible after field work has been completed; (8) program of the Interdepartmental Committee on Aerial Surveying was approved. Outside technical and scientific organizations that are called in for consultation are to operate in an advisory capacity only, responsibility for action on Governmental work is. to rest solely with the Governmental agencies.

WISH to call the attention of the Institute to a curious subject, brought to my notice last summer by Mr. Begger, the accomplished metallurgist of the smelting-works of the Boston and Colorado Company at Black Hawk, near Central City, Colorado. At these works, the richest auriferous sulphhrets of Colorado (particularly copper pyrites) are smelted in reverberatories, together with roasted tailings (iron pyrites), and the gold and silver are concentrated into a new, artificial sulphide, or copper matte, containing $1500 and upwards of the precious metals per ton, and this is shipped to Swansea. I will say in passing, that this shipment of an unrefined product, like the similar shipments from Utah and Nevada to San Francisco, Chi¬cago, St. Louis, Newark, New York, and Europe, of crude argentiferous lead or "base bullion," is not a sign of incomplete metallurgy here, but has a sound business reason. The separation of the precious metals in the West would be more expensive, to begin with ; and then it would necessitate the movement of these metals by express, at high rates and risk, to commercial centres or coining mints, while the base metals having no home market, must be shipped and sold at little or no profit. At present, the gold and silver, safely packed, as it were, in the base metals, are transported with safety as ordinary freight; and the base metals probably more than pay cost of shipment and separation. The principle that conventional schemes for taxing petroleum or mineral resources are "inefficient" is illustrated using simulation calculations tested against an "ideal" system. Inefficiency is defined as the relative success in maximizing expected government revenues from the resources. Most systems fail because: 1) they leave oil in limbo, i.e. unproduced because of excessive fiscal burden; or 2) they unnecessarily increase the variance in the explorationist'c, rate of return by undertaxing large fields and overtaxing smaller but infra-marginal fields. This increases his discount rate and reduces taxable surplus. An "ideal" tax system is specified which maximizes government revenues while minimizing risk to the operator. Two criteria are developed: 1) the tax falls to zero on fields which yield only the minimum necessary rate of return ("marginal" fields); and 2) the after-tax present value of all fields is the same for all fields above a threshhold size. In particular, marginal fields, while contrib- uting little to expected values, do contribute to reducing variance and hence risk praemia by distributing the exploration costs over a higher probability of successful outcomes.

Elastic constants have been determined on single crystals of maximum-melting-temperature NiAl compound (50.6 at. pct Al) at 25°C. Temperature variations of Young&apos;s modulus in the three principal crystal directions between -150°C and +800°C exhibit no anomalies similar to those repovted for the isomor-phous compounds brass and AuCd. It is concluded that the ordered CsCl structure is stable throughout the temperuture range investigated NICKEL aluminide is a congruently melting inter-metallic compound of CsCl (B2) structure, stable over a rather wide composition range (40 to 54 pct Al). It exhibits a lattice-parameter maximum of a. = 2.883A at 50.6 pct 1,&apos; at which composition the excess aluminum atoms are randomly distributed on the vacant nickel sites;&apos; at higher nickel compositions the excess nickel atoms replace substitutionally in aluminum sites, while at higher aluminum compositions vacancies are present in the nickel sublattice.&apos; For compositions close to NiAl no significant variation in order has been observed at temperatures up to 900°C.3 At high nickel (65 pct) compositions the existence of a martensitic structural transformation has been reported.4 NiAl is isomorphous with the ordered B-brass structure and with the high-temperature structures of AuCd and TiNi alloys close to equiatomic composition. All of these exhibit anomalous elastic behavior as the temperature of their diffusionless transformation to lower-symmetry structures is approached.&apos;-&apos; This behavior has been explained as indicative of low stability of the CsCl structure in these compounds.8 The present paper reports the experimental determination of the elastic compliances of single-crystal NiA1. EXPERIMENTAL METHOD 1) Specimens. Polycrystalline NiAl was prepared by induction melting of carbonyl nickel and high-purity aluminum and casting into solid copper molds in gettered helium atmosphere. The castings thus produced were canned in mild steel and impact-extruded at 1100 to 1200°C to 38-in.diam rod. After the steel sheath was pickled off, the rods were converted to single crystals by repeated high-frequency satisfactorily produced the desired orientations in the form of crystals 38 in. diam by 8-12 in. long. These were subsequently center less-ground to 7 to 8 mm diam by 12 cm long, electropolished (in 80 pct methanol, 20 pct HzSO, at 25°C and 15 v), and their axial orientation determined to 1 deg by the Laue back-reflection technique. The rod dimensions were determined to 0.01 mm and the densities determined from geometrical dimensions and the weight of every specimen. The average density was 5.905 0.005 g per cu cm. 2) Elastic Data Measurements. Room-temperature elastic compliances Sii were obtained by determining to 0.1 cps the fundameGtal resonance frequencies in the longitudinal and torsional vibration modes. Given three crystals of orientations (loo), (110), and (111)) i.e., F = 0, 14, and 13, we can obtain six equations for the three unknown compliances, thus providing adequate internal check. Mode mixing can readily occur in the relatively long wavelength resonance utilized here. This could cause a significant error in the torsion wave velocities calculated from the apparent resonance frequenies. Therefore, throughout the present work, a method, described previosl,&apos; was used to ensure that no significant mode mixing took place at resonance. The apparatus used was originally designed for the Elastomat, Magnaflux Corp.. Chicago, 111. determination of flexural vibration resonance frequencies. At room temperature torsional vibration mode could be established by suitable positioning of the thin wires from the input and pick-up transducers, and longitudinal mode by cementing thin magnetic foils at the ends of the specimen, and inducing the vibration by means of electromagnetic transducers. Only flex-ural resonance frequencies could, however, be obtained reproducibly over the temperature range of -150 to 800°C. These data are considerably less accurate, the error in the modulus being estimated at -0.6 pct from the specimen dimensions and the room-temperature Poisson&apos;s ratio. The reproducibility of the resonance frequencies in repeat runs was, however, to better than l in 15,000, hence the relative elastic modulus error less than 0.02 pct. Therefore, the temperature variation of the principal Young&apos;s moduli obtained by flexural resonance, relative to room-temperature values, is believed to be satisfactorily accurate.

ThE published U-Ru equilibrium diagram indicates the existence of six intermetallic compounds in this system.&apos; The structure of only two of the compounds, u2Ru2,3 and URU3,4 have been identified. This communication reports on the crystal structure and density of Uau3, which is formed by a peritectoid transformation at 1025° ± 5°C: U3Ru4 + U3Ru5 = U2Ru3. An alloy with the stoichiometric formula U2Ru3 was prepared by arc melting electrolytic uranium and ruthenium of 99.9 pct purity on a water-cooled copper hearth under an argon atmosphere. After homo-genization at 1000°C for 3 days, a metallographic examination revealed that the peritectoid transformation was complete and less than 5 pct of a second phase was present. A powdered sample, obtained by crushing the brittle compound, was annealed for 1 hr at 1000°C and air-cooled. Debye-Scherrer patterns were obtained with filtered CrKa, FeKa, CoKa, or CuKa radiation. The X-ray patterns of U2Ru3 weFe indexed as an fcc structure with a. = 12.895 0.00lA. The unit-cell constant and its standard deviation were calculated by a computer program described by Mueller, Heaton, and Miller.5 The density, measured by an immersion method, was 14.45 g cm-3. A calculated density of 14.48 g cm-3 was obtained on the assumption that twenty-four formula units (120 atoms) comprise a unit cell. The space group is either oh7 Fd3m, or the less symmetric, T4h, Fd3, since reflections indexed as hk0 with h + k + 4n are absent. All values of h2 + k2 + 12 permitted by both space groups are listed in Table I together with dc, do, and I. values. The calculated d spacings were obtained by the computer program of Mueller, Meyer, and simonsen.6 The observed d spacings above 0.77A were obtained from X-ray" patterns prepared with CuKa radiation, above 0.90A with CoKa radiaaion, above 0.98A with FeKa radiation, and above 1.16A with CrKa radiation. An attempt was made to identify the crystal structure of U2Ru3 by comparison with published data on other A2B3 compounds. A recent compilation7 of intermetallic compounds lists thirty-two structure types with the A2B3 stoichiometry. Only two of the structure types are fcc and they are Sb2O3(r), senarmontite, with 16 Sb2O3 per unit cell, and In2Te3 for which several structures have been proposed.8 However, the two cases cited do not have twenty-four formula units in the unit cell. We therefore, cannot identify UPRU3 with any of the other known A2B3 compounds. Ternary alloys were made in which 5 at. pct Os, Rh, or A1 were substituted for 5 pct of the Ru in U2Ru3. T SEEMS almost sheer presumption to attempt&apos; to discuss Russia in its present chaotic political and economic condition, and were it not that at least two certain absolute factors are continuously at work, it would be impossible to&apos; even approach the subject with any degree of intelligence. These are the inborn love of peace of the people and the national character of the cooperative movement. The love of peace inborn in the soul of every Russian, the desire to be left alone and to- live his life among his home village surroundings, is probably one of the two greatest factors that will make the continuance of the present conditions of civil war impossible. One army or the other may sweep up and down the country. but the Russian peasant will: remain in his own village if not literally darken out. This love of peace is evidenced by the fact that there is no country where personal safety is greater than in Russia in normal times. I have traveled in many isolated parts, carrying considerable sums of money and persolial equipment that; in itself, would be a fortune to any peasant, and have never even encountered a condition in which the most wildly imaginative person looking for adventure, 01: trouble, could muster up even a suspicion of fear. This statement applies also to Southern Siberia and Northern Turkestan, which are inhabitated by the nomadic tribes of Khirghese origin.

The proper transfer of roof loads from props and bolts to ribs and pillars can result in appreciable savings. The author shows how to plan such load reduction in underground mines. For openings in bedded rocks, analyzed by simple beam theory, it has been shown that roof loads can be shifted from one support to another.&apos; This transfer is effected by controlling the relative deflection of adjacent supports. If this action is used to reduce loads in the props or bolts and increase them in the ribs or pillars, it could be productive of economies averaging 30 pct. Such savings can be realized by: 1) using smaller artifical supports such as props and bolts, and 2) increasing loads in the rib to induce eventual failure for longwall caving. Since the rib is relatively load-insensitive, it provides a natural load sink. However, caution must be used in applying such permissive deflections, for while the supports are being handled properly, the stresses in the roof itself are very sensitive to such manipulations.1 An underground opening overlain by a relatively thin immediate roof, and a thick main roof, is usually laid out as shown in Fig. 1. The total open span (T) between pillars or ribs is calculated on the basis of the main roof, and the secondary spans (L) on the basis of the immediate roof, so that a complete accounting of the existing loads is made. For this purpose the immediate roof is treated as a uniformly loaded continous beam, which is an indeterminate structure as shown in Fig. 2(A). The term systematic supports places the following two restrictions on the continuous beam: 1) Spans between all supports are equal: uniformity of spans. 2) Loads on all supports (excepting ribs) are equal: uniformity of supports. The usual mode of analysis of such a structure by beam theory is to divide it up into a series of simply supported beams with end moments as shown in Fig. 2(B)2 The problem now is to transfer a maximum roof load to the rib from the span immediately adjacent to it by permitting its support to deflect, and yet not fail the roof. Once this has been done, the load can be equalized on all other supports by permitting further degrees of relative deflection. It is necessary, therefore, to determine an expression for the constant load on each support, and the required deflections, in terms of properties of the roof.
