ASIDE from the annual dinner-dance, the two outstanding social events of the Annual Meeting were the dinner- smoker on Monday night and the informal dance on Tuesday night, both of which were held at the Commodore Hotel. Approximately 400 attended the former event, compared with 570 a year ago, and about 250, people were attracted to the dance.

DESPITE the zero weather of Monday, the morning meeting on nonferrous ore-reduction metallurgy got under way promptly under the efficient control of Arthur A. Center. The first and third portions of the paper on the Tri-State region were presented by B. M. O'Harra, with R. H. Lowe substituting for co-author Illidge on the second part. Attention was drawn to the compact design attainable when "Sink and Float" was employed as a means of primary concentration. The teaching profession should welcome this concise correlation of data from such a renowned center of lead and zinc production. H. R. Hanley and C. R. Hay¬ward were much interested in the mechanics of charging, manufacture, and life of the retorts.

INSTITUTE members attending the Annual Meeting in New York who want to see one of the mining engineers' newest aids, photoelastic stress analysis, are due for an interesting afternoon on Thursday, Feb. 15, when open house: will be held at the Columbia University mining laboratory. Information as to the direction and distribution off stresses in mine structures, which has been developed by Professor Bucky, associate professor at the Columbia School of Mines, and David Sinclair, research assistant, is useful in the design of pillars and in the placing of openings relative to working places such as gangways and haulage levels.: This work has been sponsored during the last ten years by the Engineering Foundation.. ALTHOUGH Gaudin1 and more recently Sutherland2 have calculated the probability of collision of a falling mineral particle with a rising bubble, there is no published information concerning the details of the mechanism of attachment of a collector-coated particle to a bubble. During the past year the writer has developed a theory for the mechanism of attachment, which has been substantiated experimentally.' Funds for the investigation and for some of the equipment used have been supplied by the Mines Experiment Station of the University of Minnesota. Motion picture studies of the phenomena involved in the collision between mineral particles and bubbles, such as those of Spedden and Hannan,3 show that the contact can be completed within 0.3 millisec. Formulas developed for rigid bodies have hitherto been used' for the calculation of the motion of bubble and particle, but it is obvious that a bubble cannot be regarded as a rigid body. On the contrary, Spedden and Hannan's pictures show a great degree of deformation during the collision. The time of attachment was calculated as the time the particle drifted past the bubble. Time of Collision The theory presented in this paper enables calculation of the time of collision; using the concept that the bubble, or more generally, a liquid-air interface, acts as an elastic body. The elasticity, defined as the restoring force on a mechanical deformation, is caused by, the surface tension and is the result of the principle of the minimum of free surface energy. It is well known that an elasticity together with a mass determines a frequency of vibration. The vibrations of jets and drops caused by the elasticity of the interface are known to comply exactly with the classical theory of capillarity.5 However, the vibrations of isolated bubbles, as distinct from foams, have not been investigated previously. The following equation, presented elsewhere,' has been deduced for these frequencies: [3fB = 9.20•'./V•Vn- (n-1) • (n+2) /8[1]] in which fB is the frequency of a harmonic of the bubble in cycles per second, V the volume of the bubble in cc, n a number determining the order of the harmonic, and n = 2 the basic vibration. The first (basic) harmonic describes a change of the spherical bubble to an ellipsoidal bubble. The higher harmonics are more complicated, for the circumference of the bubble is divided approximately into as many parts' as the order of the harmonic. As an example, Spedden and Hannan's published motion picture of, a vibrating bubble corresponds to the sixth harmonic. Eq 1 shows that only the first and third harmonics are simple multiples (1 and 3), all the others being irrational fractions of the basic frequency. This means that the shape of the vibration can change with time and is in general unsymmetric in respect to the time axis. Such conditions prevail when there is a distributed elasticity or mass, as in the case of vibrating membranes or rods. The constant 9.20 is valid for water at room temperature, but a general solution involving the physical constants of the liquid has not been found. The case of the floating particle is much easier to treat I than that of the bubble. It can be assumed that the elasticity is caused exclusively by the interface and that the mass is concentrated in the particle together with some adhering water. The following expression for the frequency of a system, of one degree of freedom can be applied: [1E/m[2] fP = 27] Here f, is the frequency of the particle vibration in cycles per second, E the elasticity in dynes per cm, and m the mass in grams. The classical theory of impact phenomena gives the time of collision during the striking of a spring (in this case the surface of the bubble) by a mass, as: [t~ = 2/f = 7r\/m/E[3]] It is now possible to develop an expression for the elasticity of a floating cylindrical particle. INTRODUCTION Since the occurrence of the first oil crisis, coun-tries of the world, especially oil-importing countries have made sustained and vigorous efforts to lessen the dependency on oil as a source of energy supply. The adoption of "Principles of Coal Policy" by the IEA Ministerial Governing Board Meeting in May, 1979 was the first formal action taken by major energy consuming countries. At the Venice Summit in June, 1980, it was agreed that production and use of coal should be doubled over the next ten years. In fact, the world coal use in 1980 showed around a 10 percent increase over the previous year. Recently, we have seen an indication that the balance of oil supply and demand in the short term have eased. But I believe that it remains vital that we continue to encourage the development and introduction of alternative energy sources. Because, from the medium and long range viewpoint the recovery of the worldwide economy will lead us to increased oil requirements and thus we will be faced with the cyclical, structural tightening situation between the supply and demand of oil. Moreover, we are still convinced that the constraint of the supply capabilities of the Middle-East nations may be increasing in the long-term, since there still remains political uncertainties among these nations. Consequently, above all, coal is viewed as an alternative energy resource available for immediate expansion of use and is given as high a priority as nuclear power. In Japan, we regard coal as the most reliable alternative energy resource to replace oil. According to the "Alternative Energy Supply Targets" approved by the Cabinet in November, 1980, the level of coal imports is estimated to approximately double by 1990, while our domestic coal production will remain nearly at the same level. The transition from oil to coal is found in the recent import levels of coal---73 mil¬lion tons in 1980, a 23 percent increase over the 59 million tons imported in 1979. There was an upsurge in steaming coal imports, reflecting the transition in feedstocks---7.2 million tons in 1980, four times over the previous year's amount. Henceforth, from the medium to long range view, the demand for coal, especially that of steaming coal is forecast to continue to grow. The timely expansion of supply capabilities is our utmost concern and should be one of the most significant goals of our comprehensive policy. The Overseas Coal Investigative Committee, a privately organized advisory panel to the Director-General of the Natural Resources and Energy Agency of the Ministry of International Trade and Industry (MITI), investigated means to secure a stable supply of overseas coal. The panel presented its interim proposals in August, 1981, recommending the diversification of coal import sources, extensive use of low rank coal, as well as enhanced international cooperation between coal producing and importing countries. THE CONTENTS OF THE COMMITTEE'S REPORT Four Points for Major Consideration In order to ensure a stable supply of overseas coal, Japan needs adequate policy measures consistent with the characteristics of coal resources and environmental requirements, giving consideration to Japan's status and the role she is expected to play in the areas. From the above, great importance should be attached to the following four points: All the components of the "Coal Chain" (Namely, the development of mine sites, construction of railroads, port loading facilities, coal shipping vessels, port receiving facilities, including coal centers and international transport facilities etc.) should be reviewed and reformed with steps taken to assure efficiency consistent with the entire coal chain system. The complete formation of a coal chain system requires such lengthy lead times and huge amounts of investment that necessary measures should be undertaken well in advance utilizing long-range projections of future demands and various economic surveys. Policy planning should be conducted taking into account of harmonizing stability and economics of the supply structure. For ensuring the long-term stability and expansion of the coal trade, international cooperation on a bilateral and multi-national basis should be encouraged. Mutual understanding and close relationships are essential to facilitate the formation of the supply system and to promote the extensive use of coal. Direction and Problems Related to Supply Stability Expansion of Supply Capabilities. World coal imports in 1979 amounted to 229 million tons, of which Japan's share amounted to 59 million tons, or one fourth of the entire amount. The imports of European and Asian countries accounted for 83 million tons and 7 million tons respectively. According to the examination of the Investigative Committee, Japan's coal requirement is estimated to be between 140-150 million tons by 1990, nearly the same level as announced in the Provisional Long-Term Energy Supply and Demand Outlook in 1979. This fore¬cast is-to be revised in April, 1982. Japan's demand is expected to be met through fiscal 1985; however, by 1990, the supply is estimated to fall short of demand, particulary, in the field of steaming coal. IT seems to be in the nature of concepts that they have many meanings, and that the meaning best reflecting the primary interests of a person tends to be accepted by him as the normal meaning of the concept. The concept of ore reserves is no exception, for there is no unanimity of meaning among the several groups of us who are interested in ore reserves, nor even among the individuals of a single group. The groups most interested in ore reserves would seem to include at least the mining industry, perhaps State taxing agencies, and the Federal Government in all its diversified activities, and I would include also the citizenry at large or at least that part of it that consciously thinks about problems-of national welfare. To each of these, and to different individuals within them, the term reserves represents something different, and the farther away the individual or group gets from physical contact with the ore, the more abstract does his or its concept become. It is something different to the policy maker from what it is to the fact-finder or to the miner.

Quite properly it has been a tradition of engineering education that facts and not fancies must be adhered to. Without a doubt, those men who formed the mold of our engineering philosophy as much as it is possible for such molds to be established-rightly held the highest standards of intellectual honesty. Fortunately, it was unthinkable to them to temporize with untried theories and naturally the men whom they trained as engineering educators carry this philosophy in turn to their students, thus handing down the tradition of stability.

0 N March 5, at Carnegie Hall, Cleveland, the Ohio Section held a joint meeting with the Cleveland Engineering Society, and the local sections of the American Chemical Society, American Society of Mechanical Engineers, and the American Society for Steel Treating. Prior to the meeting there was an informal dinner attended by 50 men. Then followed an address, "The Principles of Corrosion Protection," by Ulick R. Evans, the well-known British specialist in this problem. There were 266 present, presided over by Zay Jeffries, president of the American Society for Steel Treating and a member of the Cleveland Engineering Society. The address was well received and some discussion followed

T HE Mid-Continent Section of the Petroleum Division met on Mar. 11 in the engineer's room of the Tulsa Building, Tulsa, Okla., for the purpose of reviewing the papers presented at the annual meeting in New York. L. G. E. Pignell, chairman and delegate to New York for the Mid-Continent Section, read a brief report giving the outstanding features of the various papers that were presented. He expressed regret that more members of the Division could not be present in New York to hear the interesting papers and discussions. It was his opinion that the various remedies presented for overproduction seemed rather theoretical and impractical and he recommended that the engineers come to the aid of some of the economists in giving more practical consideration to the overproduction problem.

THE chief difficulty in determining oxygen in steels is its tendency to form a variety of compounds. Almost every element, found as an ingredient in steels, maybe expected to be present as an oxide. Some of these oxides have widely differing properties, and consequently behave differently when attempts are made to reduce them by the vacuum fusion method. As I pointed out in a paper published in the Transactions of the A.S.S.T., Vol. 20, No. 1, many experimenters are spending considerable time and effort in attempting to deter¬mine the degree of completeness of the above reactions, and hold different opinions on the matter. In studying this subject the following table, taken from Hodgman and Lange's "Handbook of Chemistry and Physics" may be used as a guide.

MINE safety is of the utmost importance to all operators and most operations have a safety organization, or safety inspector, whose job it is to be continually on the alert to detect and correct the hazards of mine operation. Reports from the Bureau of Mines show that next to roof falls, gas presents the greatest hazard in mining. The Bureau of Mines Information Circular 6680 shows that 162 explosions occurred in the United States during the five-year period ending June 30, 1932. Deaths resulting from these explosions amounted to 984, with a great many disabled and disfigured. A fatality rate of 6.07 persons shows the ex¬treme severity of this hazard to the industry. Various mine appliance companies have put on the market instruments for methane detection, which record in direct percentages the amount of methane present in the atmosphere. Unfortunately, few mining companies are using these instruments, however. Those available include the Burrell methane detector, the Wolf, the Martienssen, the Mine Safety Appliance detector, and the Union Carbide Company methane detector, which last I have used extensively in making mine inspections.

The world's largest steam-driven mine hoist, built by Nordberg Manufacturing Co. a half century ago, has become a major tourist attraction in Michigan's Upper Peninsula. The hoist, designed by company founder Bruno V. Nordberg, is located in the Quincy Mine Number Two, just north of Hancock. Nordberg began construction of the mammoth machine before World War I, but delayed completion until after the war. The hoist became operational in 1920 and continued running until the mine was shut down in 1931.

FOR the second consecutive year, attendance at the Coal Division sessions far exceeded exoectations. Those in charge were continually faced with problems of finding seats and space for attending members. 115 seats were set - II~ for the annual luncheon meeting of the Division and approximately 175 members showed un. Since the hotel management would not serve more than the 115 it meant that 60 members were forced to eat elsewhere. This created hard feelings with some members. How- ever, officials of the Division were not able to obtain in advance any indication of this overflow crowd, but are suggesting to the New York Office that some means other than ticket sales be adopted to obtain an estimate of Division luncheon and dinner attendance. Members could be circularized prior to he meeting or they could be checked when registering as to the events they expect to attend. Under the inspiring leadership of Cadwallader Evans, Jr., Chairman, the Coal Division had a phenomenal growth during the year. Reporting at the luncheon meeting, Newel1 Alford stated that approximately 190 new members had been obtained. A few more years of continuing increase at this rate will make the Coal Division one of the largest Divisions in the Institute.

Arthur Jarman, Sydney, New South Wales, Australia (communication to the Secretary*):—All designs for modern metallurgical and chemical laboratories should provide each student's desk with a hood or cupboard for the removal of fumes, but I doubt the advisability of placing air-baths and similar apparatus close to the hot plate. It seems to me that unless the draft be exceptionally strong the fumes from ordinary wet assay work will corrode the iron-work of the fittings, in which case the baths would have to be removed to a general desk in order to lighten the work of the laboratory attendant. Since the laboratory described by Mr. White has been in use for two years, I should like to ask if any inconvenience has resulted from this corrosion. If not, it is certainly an important improvement to have the air-baths and similar apparatus placed on the student's desk. The hoods described by Mr. White are supplied with a good draft by means of a fan, which gives them a great advantage
