THE importance of the Donets coal field (the Donbas) to the national economy of the Soviet Union is well known. Great as was the significance of this tremendous deposit of coal in prewar days it is destined to become an even greater factor in the economic life of the country now that the tremendous havoc wrought by the Germans is being remedied. Since the war began, new coal fields have been extended; for example output of the Moscow and Karaganda (Kazakhstan) fields has become considerably larger while new mines are producing coal in several parts of Uzbekistan and Kirghizia. The huge West Siberian coal field, the Kuznetsk Basin, is producing more coal than ever before to supply the industries of that region and of the Urals. But so great has been the development of industry to meet war needs, especially in those districts of the Soviet Union that lie to the East of the Urals, that the coal obtained, eked out by such locally-won fuels as peat and wood, is still barely sufficient to meet industrial requirements. The main burden of the coal supply for the restored industries of the West, therefore, will fall on the Donbas.

THE time has arrived in our national development when we must have- a definite national- program in the development of our great engineering problems. Our rail and water transport, our water supplies for irrigation, our reclamation, the provision of future' fuel resources, the development and distribution of electrical power, all 'cry out for some broad-visioned national guidance. We must create a national engineering sense of provision for the nation as a whole. If we are to develop this national sense of engineering wand its relations to our great human problems, it must receive the advocacy of such institutions as this. We, together with our sister engineering societies, represent the engineers of the United States. It is our duty as citizens to give voice to those critical matters of national policy which our daily contact with this, the fundamentally constructive profession, illuminates to us. Just as our medical associations voice the necessity of -safeguards to national health; as the bar associations of safeguards to our judiciary, so the engineers should exert themselves in our national engineering policies. We have none; but we need some, or the next generation will face a lower instead of a higher standard of living than ours.

THIS is a metallurgical war. More than ever before, the mechanized forces and the air-borne warfare are deciding campaigns. Both of these are primarily dependent upon metals. There are two ways of increasing the effective supply of these metals when the demand is greater than the total over-all supply. The American custom, when a shortage of anything develops, is to get more. In the case of some nonferrous metals this has been done. For example, our potential peak output of magnesium will be almost one hundred times the prewar production. Output of aluminun has also been tremendously increased, and production of other metals is being stimulated by every possible means. Our enemies, however, have another successful method of increasing the effective supply of a material, and that is, to eliminate entirely all nonessential uses, and also to use, in essential applications, alternate materials wherever possible. Sometimes, ersatz material is inferior to the original, and consequently does not do the job as well. Often, however, it has been found superior, and many substitute items are now being used both by industry and by the military which will continue even when the original material again becomes available.

The members of the society are doubtless aware that the production of American Bessemer steel works is constantly increasing; that the same converters and machinery are doing more work every year. This enlarged output is due to various causes, chiefly the following: 1st. Better organization—better knowledge on the part of both managers and men, of the plant and the process; of the way to economize the more exhausting labor, and of the arrangement of the details of labor and operations so that they shall not conflict; also, more pluck—a greater willingness to take risks, or, more properly, such an intimate knowledge of the nature and capacities of the refractory linings in various stages of disrepair, and the probable be- . havior of the fluid metal at various stages of its treatment, that the precise nature of the risk may be better known, so that the works may be crowded to their full capacity. In the early practice, after getting four or five consecutive heats in a day, the men preferred to " let well enough alone," and to devote the remaining time to preparation for another turn. Now, thirty, and sometimes forty heats are regularly made during the twenty-four hours, day after day, without the frequent occurrence and without the fear of breakdowns or " messes," as the spilling of steel charges was graphically named in Sheffield. 2d. A thorough knowledge of the peculiarities of this type of orebody is necessary in sampling these limestone replacement deposits. Oxidized ores are often overestimated because of error in determining specific gravity and actual cross-section of the orebody, and sulfide ores are often underestimated because it is difficult to scatter the samples so that they will accurately represent the area under consideration. This paper describes various methods of sampling and cites factors that enter into the estimation of these deposits. IN THE science of evolution of the species, there is a law which, simply stated, avers that the history of the individual repeats the history of the race. Similarly, if unassisted by the experience of others, each successful engineer would perfect and develop his methods and technique from the rough grab sample up to the carefully taken, recorded and studied samples and observations which now determine and decide the expenditure of the large sums required for modern mining. Hence real progress results from the interchange of experience, as in that way the entire experience of the profession can be made available to every engineer. The literature of this subject is already voluminous, but some progress has been made in the gathering of data and in their compilation or presentation.

In spite of the influx of operators into the Gulf Coast anxious to retrieve their depleted production in other fields, and in spite of very active application of the most scientific geophysical methods to locate new producing areas, the results have been very discouraging and the year has failed to produce more than the average results for a Gulf Coast year. During the year seven new oil fields, some of which are still of very little importance, and one new gas area have been discovered. These fields are Tom Ball, Greta, Cleveland, Raisin and Garwood in Colorado County; Louise and Premont in Jim Wells County, and the new producing gas area near Ace in southern Polk County. During the year salt has been found for the first time at Carlos and Esperson. New producing areas have been developed on East Stratton Ridge, Hockley, Hull, Port Neches, near Pettus in Bee County, and on the O'Connor Ranch in Victoria County. The total production for the Gulf Coast for the year was 62,837,435 bbl., an increase of 18,589,000 bbl. over 1932. During the year, 1307 wells have been drilled of which 207 were wildcats, compared with 653 wells and 141 wildcats the previous year. The total daily production at the end of the year was 165,201 bbl. At present there are 3100 oil wells producing. The average production per well is 55.5 bbl. per day. The price of crude fluctuated considerably during the year, beginning at 80c per barrel and closing the year at $1.04 per barrel. Completion data for 1933 are as follows:

THE following article presents notes and data compiled and computed by the writer for use in the determination of: size and slope of mill launders, details of junction boxes and downspouts, and distribution of pulp. It also includes pulp formulas, volume of discharge through bushings, paths of discharging streams, banking of turns and curves. In the design of a concentrating mill, the draftsman usually considers launders to the extent of providing ample "head" for transmission of pulp from one department of the mill to another. The superintendent of construction aims to build his launders wide and deep, and on a slope steep enough to ensure positive flow. So launders are laid generally on too steep a slope, with the result that the repair gang works to maintain launder bottoms and sides against the erosive action of the conveyed pulp. To this end many kinds of liners have been devised: concrete, mastic, white iron, glass, rubber. True, the reduction of slope to the point where a pulp will flow with minimum wear, will minimize labor and expense; but when the desired slope is not predetermined, the millman hesitates to readjust his launder slopes by cut-and-try methods. To the end that the desired size and slope may be found readily, the writer has: (1) conducted experiments with pulps of different specific gravity, screen analysis and dilution; (2) gathered a few graphic data from standard reference works (such as Peele's Mining Engineer's Hand- book and Taggart's Handbook of Ore Dressing); (3) computed several tables; and compiled results that have proved dependable for Utah Copper ore. It is quite possible that the following tables and graphs may not be applicable to all ores, but it is hoped that they may prove helpful, even in slight degree, in alleviating a portion of the trouble and migraine of some other millman.

13.6-1. Importance. In Germany there are large tertiary brown coal reserves, most of which are located close to the surface. Therefore, brown coal has been recovered for many years by means of opencast methods. By utilizing a high degree of technology, a rational operation has been achieved, and as a result, the mining techniques have become renowned all over the world. After the war, all the dredgers and overburden spreaders, as well as the means of conveyance, had to be redeveloped for adapting this equipment to the changing conditions of the deposits. Numerous auxiliary machines were adopted from the American earth moving industry and altered according to the different requirements. As a result of such technical developments, the output per man and per shift was increased remarkably in spite of the deterioration of the geological conditions. In the whole of Germany, the total reserves of brown coal amount to 100 billion metric tons, of which 60 billion tons are situated in the Federal Republic of Germany. In the latter area, 8.5 billion tons will be recover- able by opencast means, of which 3.5 billion tons are already developed. The annual output reached 102 million tons in 1965. This total figure comes from four different mining districts: Rhineland, Helmstedt (town at the border of the Soviet occupied zone), Hesse, and Bavaria. INTRODUCTION FOR a number of years the senior author has been interested in the various geologic and engineering problems involved in the development of the petroliferous districts of northeastern Mexico, having in a previous paper 1 endeavored to present a summarized statement of the information relating to the geology and soil resources of this region. Of the many interesting geologic phenomena, perhaps those which have been the object of more speculation relate to the igneous intrusions which, in places, have a controlling influence on the accumulation of oil in commercial quantities, a relationship which has been tentatively explained by various observers with as many interestingly different views. The authors of the present paper aim to record, in the course of a general discussion of the various viewpoints, some additional data, and present further tentative conclusions with a view to rounding out an up-to-date summary of the subject. The greater part of the area in question lies in the State of Vera Cruz, only a northwest fraction being in the State of San Luis Potosi. Vera Cruz is bounded on the north by the State of Tamaulipas, the northernmost of the Mexican States along the Gulf. The topography of the States of Tamaulipas and Vera Cruz and of Texas and Louisiana to the north, is controlled by the Gulf coastal plain which in northern Vera Cruz has an average width of about 60 miles, the transitional topography between that of the rugged flanks of the Sierra and the lowlands of the coast being made up of a series of terraces and irregular hills and valleys.

IT is obvious that details such as the physical and chemical properties and methods of heat-treating of the materials mentioned must be omitted in a paper on the subject of materials used in oil-refinery pumps1. Only sufficient identification is given to enable the reader to find additional information from already published data. Also, the subject covers many operating conditions, but only the most important services can be discussed here. To the oil refiner, the pumping equipment is of vital interest. Practi-cally every refinery operation, from the charging of crude oil to a dis-tillation unit to the shipping of refined products, involves some form of pumping machinery. Intermediate refining stages involve a great variety of pumping machinery to carry out successfully the aims of the refinery technologist. Temperatures at which oils are handled vary from -50° F. to 900° F. Pressure may vary from subatmospheric to 2000 lb. per, sq. inch. The selection of the proper materials involves a careful consideration of the conditions under which the particular pump must operate. The four most important considerations are temperature, pressure, corrosion, and abrasion or wear. Consideration of temperature may be divided into three parts: (1) extremely low temperatures of the order of -50° F.; (2) temperatures at atmospheric or slightly above; (3) temperatures from 200° to 900° F. Pressures fall into two groups: (1) pressures reached by ordinary trade pumps of the order of 200 lb. per sq. in., (2) extreme pressure conditions involving pressures as high as 2000 lb. Noncorrosive and corrosive oils can be treated differently. Under the latter falls corrosion in the presence of water, which will occur up to 250° F. The second type of corrosion occurs in high-temperature pump-ing equipment, with temperatures from 450° to 900° F., largely caused by sulfur compounds. This paper is the third of a series treating of the relations of ores of the metals to igneous rocks. The first' outlined the general problem; the second2 proposed a classification of lode ores, and showed how the distribution of the deposits is in a certain measure controlled by the contour of the roof of the parent batholith. A number of mining districts were discussed, the examples being selected chiefly from group 2 of the classification. The proposed classification of lode deposits, briefly stated, is as follows: 1. Cryptobatholithic: near hidden batholiths which have not yet been exhumed by erosion. 2. Acrobatholithic: in and near cupolas or domes of batholiths—the high points of larger underlying masses. 3. Epibatholithic: on batholiths, near their rims, but below eroded cupolas, or below the highest points of the roofs. 4. Embatholithic: among closely-spaced outcrops which probably are parts of a single bathohth. The outcrops of invaded rocks predominate. 5. Endobatholithic. in and near roof pendants of large batholiths. The invading rocks predominate. 6. Hypobatholithic: in deeply-eroded batholiths, where even roof pendants have been eroded. Deposits of certain metals on the roofs of the batholiths are much more numerous in some positions than deposits of other metals, and the horizontal zonal arrangements of lodes of different metals are shown characteristically only in certain groups. In a large measure, also, the character of the fracturing and metallization is determined by the position on the roof of the batholith. The disseminated copper ores in porphyry constitute a clearly-defined type. All the deposits of these ores, as far as known, are in group 2. They appear to have been formed only in and around small upward projections of the parent granitic masses, and not low on the walls of the

The Rainbow Lode is situated at Walkerville, in the Summit Valley mining district, Silver Bow County, Montana Territory, about one mile from Butte City. It was so named ill 1876 by Mr. J. E. Clayton, in recognition of the broadly-sweeping curve of the outcrop across the rounded surface of the eastern slope of a granitic mountain, at an elevation of about 6000 feet above the sea-level. It is on the western side of the range which divides the waters of the Missouri from those of the Columbia. History.—The history of the district is an instructive one. The water-courses and flanks of the hills were worked for years for placer gold. Millions of dollars' worth of low-grade gold have been washed out of the surface gravels below the veins of the district. Missoula Gulch and Silver Bow creek, just below Butte, are noted for their rich placers, and they continue to yield largely, producing within narrow limits from $50,000 to $100,000 dollars' worth of golddust yearly. It is ragged vein-gold, and evidently is near its parent source. It is no doubt derived from the disintegration of the veins of the district, and this conclusion was soon forced upon the miners. The veins which were seen outcropping boldly upon the slopes above them were located, and prospecting commenced. These outcrops were found heavily stained and blackened with oxide of manganese, and were porous and honey-combed in places, showing that the quartz was formerly filled with pyritous ores, and that these ores had decomposed and dissolved away, leaving, however, portions of the precious metal behind, especially at and near the surface of the ground. Assays of the croppings gave variable and often contradictory results; but the fact. that these were the outcrops of lodes bearing gold and silver in depth was patent to any experienced observer of mineral veins. The lodes of the district were first brought prominently to notice by Mr. Clayton in 1876, and in October of that year the Alice mine, upon the central portion of the lode, was opened by Mr. Marcus Daly, now so well known as the superintendent of the Anaconda Copper mine, upon another extremely interesting lode, in the same region.

FEDERAL regulation of the petroleum resources of the nation has long been an interesting topic for discussion. A plan to accomplish Federal control has now taken definite form. At the request of the President of the United States, a bill to be known as the Petroleum Conservation Act of 1939 has been presented to Congress-H. R. 7372, offered by Representative Wm. P. Cole, Jr., and more usually known as the Cole bill. It is an act ostensibly designed to conserve our petroleum resources, through regulation of production practices. Hearings are being held currently by a subcommittee of the Interstate and Foreign Commerce Committee, in compliance with the request of the President to report the bill early in the next session of Congress.

In a study1 of the action of amyl xan-thate on chalcocite in water suspension, it was found that if the xanthate is added in relatively large quantity the xanthate group can be accounted for in three forms: (1) as xanthate ion remaining in water, (2) as benzene-soluble cuprous xanthate on the chalcocite, (3) as a benzene-insoluble coating on the chalcocite. Reduction in the amount of xanthate added leads to disappearance of form I then of form 2. With minute quantities of added xanthate, substantially all the reagent is of the "unleachable" kind. Yet this unleach-able xanthate can be dissolved by pyridine to form a soluble cuprous xanthate complex, and it is sufficient in effectiveness to make chalcocite flotable even if insufficient in quantity to form a complete mono-molecular film on the mineral. In that study it was also found that chalcocite abstracts cuprous xanthate from benzene so1ution, in what may (or may not) be a case of molecular adsorption. It seemed desirable, therefore, to study further the "unleachable" xanthate on the chalcocite, and particularly to ascertain whether it is formed as a result of the benzene leach or is actually formed during the conditioning of chalcocite in aqueous xanthate solution. A 'splendid tool to make such studies has recently been perfected; that is, the use of radioactive spies or tracer atoms. With this tool, it was thought possible to answer the problem stated above, but, unfortunately, this did not prove to be true. Answer to the flotation question was clouded by the existence of rapid and selective diffusion of copper atoms in the solid mineral—a phenomenon that was totally unexpected yet remains interesting and perhaps important. Method of Radioactive Spies The method of radioactive spies is discussed in many places. Two convenient references are the article by Evans2 and the book by pollard and Davidson.3 The method was first developed by van Hevesy and paneth in 1013, when only natural radioactive isotopes were available. These isotopes are few in number, and so the method remained limited in scope. Recently the synthesis of over 350 active isotopes of all the known stable chemical elements4 has opened widely expanded possibilities for the method, A fundamental tenet of the method is that a radioactive atom and a nonradio-active atom are exactly alike until disintegration of the radioactive atom. Then, by its sudden death, the spy reveals its location. The relative abundance of spies at various locations makes it possible to ascertain the relative abundance of the corresponding nonradioactive atoms at the same times and locations. A second fundamental tenet of the method of radioactive tracers is that the radioactivity lies in the nucleus of the atom: transfer of radioactivity from one

A discussion at a joint meeting of the New York Section of the American Electrochemical Society and the American Institute of Mining Engineers, Nov. 20, 1913. Chairman Lawrence Addicks:-Our program this evening represents an attempt to set before you the present situation and outlook in the metallurgy of zinc. It is a time-honored custom to throw bricks at the zinc man. The accusation is that he has borrowed a lime kiln and a gas retort and part of a sulphuric acid plant, hitched them together, and spent the last 50 years in regarding with holy veneration the reactions which take place in that retort. The copper man, who thinks of zinc as something with which copper is adulterated to make brass, and the iron man, who regards it as a sort of paint for corrugated sheets, and the lead man, whose opinion as to zinc is not fit for publication, have long felt that, when two or three of the minor details of their respective metallurgies were put in order, they would take a few clays and fix up zinc on a modern basis. But somehow there still seem to be some unsolved problems at home, and while we are waiting it seems only fair that the case for the defense should be adequately presented. There is probably no man in this country to-clay better able to do this than Mr. George C. Stone, of the New Jersey Zinc Co., on whom I have pleasure in calling to talk to us on "Progress in the Metallurgy of Zinc." George C. Stone:-It is frequently stated that there has been no change in the metallurgy of zinc since the first Belgian furnaces were built in the early part of the last century. It is true there have been no such spectacular and radical changes as were worked in the metallurgy of copper and iron by the introduction of converters; but, in the essentials, I believe the progress in zinc metallurgy has been as great as in that of the other common metals. The main reason that there have not been revolutionary changes is that the chemistry of zinc differs radically from that of the other metals and these differences control the type of apparatus that can be used. The differences are: 1. The temperature at which zinc is reduced by carbon is much above the volatilizing point of the metal and it is therefore always produced as a vapor.

IT will be recalled that when educational instruction for the mineral industry began at Freiberg, at the beginning of the eighteenth century, the original aim was to organize and systematize the procedures previously followed by young men in gaining -familiarity with the technology then in use. There must have been many other ideas current, even then, as to just what a young man needed to learn in order to become capable of assuming 'responsibility for the supervision and direction of such technical work. The problem in Europe was decidedly different .from that in nineteenth-century America, because some of the European mines were actually owned and operated by the governing authority and the others were supervised, regulated, and taxed by it. The American problem was the e5cient performance of technical operations; the European one was regulatory supervision. It was natural, therefore, that in the development of educational processes in Europe stress was laid on those factors which conserved and protected the interests of the state. The study of mineralogy and geology, leading to correct judgments as to the workability and value of mineral deposits; assaying, which gave the means of quantitative measurements, as did surveying; chemistry, which furnished a better basis of understanding for assaying, mineralogy, and geology; and physics and mathematics, which are the bases for the understanding and efficient use of mechanical appliances, became the core of systematic instruction, for the mineral industry. It was early recognized that men could learn more than was already known about all of these subjects and education took on that dichotomy which still characterizes it; the teaching of established knowledge to the unlearned, and that of extending of the bounds of knowledge, now loosely termed research, which after two and a half centuries of work still shows

THE present Hecla Co. is a Washington corporation; the Hecla Co. of Idaho was the old company. The older corporation owned two claims, the Hecla and the Katie May, and was incorporated for 500,000 shares of one dollar par value. The principal shareholders and officials of the older company were among the early mining men of the camp. Among the active officials were John A. Finch and A. B. Campbell. Among the directors and share- holders were Patrick Clark, J. R. Smith, Frank Upman, F. J, Kipp, Chas. Kipp, B. A. Kipp and Carl Landsee. F. J. Kipp and Carl Landsee are now directors of the Company. All of the others mentioned have died, but the surviving members of their families retain their ownership in the Company's shareholders. B. A. ,Kipp, who recently died, was the largest shareholder at the time of incorporation and Patrick Clark was the second largest shareholder. B. A. Kipp is a brother 'of F. J. Kipp, director of the Company.
