T HE chairman of the Mines Committee of the A. 1: E. E. for 1920-21 has had the honor of being also the chairman of a similar committee, the Mine Equipment Committee, of the A. I. M. E. It has been the endeavor during the past year to have the two committees work together since the object of these committees is very much the same. A meeting of the committees was held in Chicago in November of 1920, at which time it was decided that one of the best ways to work together would be to foster joint meetings of the local sections of the A. I. E. E. and A. I. M. E. By these meetings, it was hoped that various engineers in the local sections interested in mining subjects could be brought together and not only become better acquainted but be greatly benefited by the interchange of ideas and by the discussion of papers presented on mining subjects.

MAGNETITE mining and milling in the Eastern States showed continuing improvement during the year. Some of the smaller mines remained idle, but the larger operations responded promptly to the improved situation in the iron and steel industry. The output of ore for 1936 was over twice that for 1935. A number of improvements were made in mine plant and equipment, and operating forces were increased and maintained at near normal. The coming year should see additional mines started up and production increased at the larger properties.

Approximately 2000 years ago, the Lord admonished the scribes (lawyers) and pharisees (religious leaders of that time) that they had paid the tithe but had omitted the weightier matters of law, judgment, mercy, and faith. (Matt. 23:23) I want to talk about "The Weightier Matters of Law." In a situation where big government is trying to have an effect on even small details of a work activity, otherwise simple situations become complex. Regulations are written to such detail that constant compliance with strict interpretations can be a nightmare-not to mention off the target of the intended purpose for the regulation. One soon recognizes the onerous characteristics of federal statutes. Another admonition the Lord gave those lawyers and pharisees back then was that they tended to strain at a gnat and swallow a camel! He meant that the pharisees were given to devoting themselves to the strict interpretation of law by writing hundreds of subrules or interpretation to law. In doing so they eventually lost sight of the original purpose of the law. I think they were being told, keep the law-but don't neglect to humanize it Keep it simple Recognize the purpose of why the law. "Mix in" a common sense approach. Someone once said, "Common sense is instinct -enough of it is genius." Today, as 2000 years ago, we need more "genius" displayed by legislators in considering the weightier matters of law. First of all true legislature genius calls for a declarative statement about the purpose of the statute and a fair, objective analysis of the ground rules by which it will be implemented. In the Health & Safety Act of 1969, the "findings and purpose" as set forth in Section 2 do define its purpose. I believe most of us affected can be in accord with the reasons advanced for the legislation. However, beyond those well-intentioned few paragraphs, we very quickly run into trouble. Congress complicated the simplicity of the statement of purpose by mandating government intervention into areas that cannot be effectively legislated, nor even should be legislated. The Act provided for broad gaged regulation which is unnecessary, inappropriate, and tremendously costly. Frankly, it detracts from a constructive, cooperative effort by the parties involved. These are strong negatives which characterize inappropriate legislation. Appropriate legislation and subsequent regulation, which is realistically conceived and practically enforced must be born of an honest desire for improvement, based on a working knowledge of common problems which are thoughtfully analyzed. Then the legislation must be written in clear concise language so that there can be little or no doubt as to its literal meaning and intent. To be practically enforced, it must be understood by all who will enforce it and by all who are subject to it. That is to say, an effective law or standard cannot be fixed or inflexible so that it cannot be tempered in human judgment. There must be an elasticity in the statute to provide for consideration of all of the relevant facts of a given situation. Such elasticity makes the compliance effort as meaningful as it can be for the time and dollars invested. Meaningful compliance requires room for common sense. Today, we in business along with our associates in government and labor, urgently need to pause, and assess our current situation. The problems arising from the 1969 Act have been intensified through the Mine Safety & Health Act of 1977. After reading the "findings and purpose" of this legislation, and by process of elimination, we should all clearly see what is and is not the purpose of the Act. 1) It is not to turn the management of private industry over to government. 2) It is not to impair the efficient operation of business. 3) It is not to reduce productivity and profits. 4) It is not to reduce national unemployment. 5) It is not to perpetuate the bureaucracy. 6) It is not to increase the tax burden on an already overburdened people. 7) It is not to increase our balance of payments deficit. 9) It is not to replace management/labor relations in working together to solve problems.

As a result of a changing market pattern for anthracite, there is now an increasing demand for steam size and a decreasing demand for domestic sizes. To help the producer meet this new demand, the authors present the technical aspects of the problem of crushing domestic sizes to steam fineness and size. The market pattern for anthracite coal has changed considerably in recent years. The demand for domestic sizes has been gradually decreasing and the demand for the steam sizes has been increasing. The companies however aim for a maximum production of domestic sizes, since these sizes command premium prices. To meet the market demands, particularly in certain periods of the year, further size reduction of the coarse clean coal is necessary. The present practice of multistage crushing in toothed rolls leads to complicated flow arrangements and is high in cost. Data presented herein indicate that crushers with high reduction ratios could be used with a resulting simplification of crushing flows and an appreciable reduction of capital and operating costs. The different types of crushing equipment investigated included the rotary-type breaker, the jaw crusher, the impactor-type crusher, and the Aerofall mill. CURRENT PRACTICE The standard sizes of anthracite are presented in Table I and market specifications require that any given size be maintained with only a limited amount of oversize and undersize material. The 1958 prices of the various sizes also are presented, so it may be seen that size reduction is only performed when dictated by market demands. At the present time the general practice of crushing anthracite consists of removing the top size and crushing it in a toothed double roll crusher to the next largest size. Consequently, to reduce the domestic egg, stove, and nut sizes to steam sizes of pea, buck, rice, and barley, the original material must be screened to produce the three top sizes and each size must be crushed in three separate rolls to the next largest size. Each crushed product must then be rescreened to remove the oversize for re crush ing. Thus a typical operation would consist of scalping the egg size from a mixture, crushing it to stove size, and rescreening the product. This same cycle would be repeated for the stove and nut sizes requiring three screens and three crushers as well as conveying equipment to handle the crushed products. This results in an expensive series of operations to make a product which sells for a lower price. If the three top sizes are crushed in one operation to the smaller sizes then the yield of steam sizes is low and the production of Nos. 4 and 5 sizes is large. These sizes sell for lower prices than the steam sizes. A typical operation is presented in Fig. 1. From the figure it may be seen that the original cleaned anthracite contains 67.4 pet domestic sizes, 26.4 pct steam sizes, and 6.2 pct fines. After multistage crushing of the domestic to steam sizes the composition of the product is 0.6 pct domestic sizes, 89.6 pct steam sizes, and 9.8 pct fines. In the latter part of the year 1943, it was decided to experiment with diamond-drill blast holes in the Old Bed magnetite mine at the Mineville mines of the Republic Steel Corporation, in sections of the ore body where vertical dimensions were large and where development for sublevel bench stopes had already been done. Other possibilities of application for this drilling method were in the reclamation of old floors and pillars in the pitching folds of the Lower Old Bed ore body and in the reclamation of large vertical pillars in the "21" Bonanza-Joker ore body. The cross sections and views of the two ore bodies will show the conditions to which the diamond-drill method has been applied. The Lower Old Bed magnetite ore body is lenticular and dips approximately 30° toward the southwest and strikes generally southeast and northwest. An intensely folded structure, which pitches generally on an axis approximately at right angles to the strike, is continuous from the uppermost old workings down to the present bottom of the mine, and probably continues with depth. On successively lower levels this folded structure becomes greater in vertical dimensions and the two folds are closer together in a horizontal dimension. As shown in Fig. I, this folded structure gives to parts of the ore body considerable vertical dimensions, which provide areas that were developed for sublevel bench stoping above a slushing drift, as shown in Fig. 2. It was in one of these previously devel-oped sublevel bench stopes, No. 26 on the 1185-ft. level, that the diamond-drill blast-hole method was applied for mining the upper sublevel. The lower sublevel was underhand-bench-drilled to the finger raises of the scram drift below. The roof of this stoping area began to break and spall on the lower sublevel, causing the roof to become inclined. Along the hanging wall of the stope this reached an elevation about half way between the two sublevels. A smooth schistose seam in the hanging wall causes the ore to break away freely. Therefore, if bench mining had been carried on in the upper sublevel, a dangerous condition of poorly supported benches would have resulted. When the drillers were slashing across the sublevel te footwall and hanging wall to make a bench, spdlling roof of the opening below would probably have carried away part of the bench, and would have left a dangerous place in which to continue underhand benching. A 6 by 8-ft. raise had been driven between the lower stope and the upper sublevel about 200 ft. from a manway. It was decided to use this raise for a starting cut and to arrange holes as shown in Fig 3, so that a slot would be opened across the ore body between the footwall and hanging wall. This slot would then be used for the purpose of breaking into the ore, by blasting vertical rings of holes drilled at right angles to the axis of the pitching folds as nearly as possible. Illinois produced 146,788,000 bbl. of oil in 1940, or nearly 11.0 per cent of the total for the United States, and ranked fourth among the oil-producing states. Its production was only slightly less than that of Oklahoma, which produced 11.5 per cent of the national total. Illinois' production in 1940 represents an increase of 55 per cent over the previous year, when it amounted to 94,912,000 barrels. The development of the Devonian limestone in the Salem and Centralia fields is largely responsible for the increase in production during 1940 Production from the Devonian limestone in these two fields was estimated to be 36,698,000 bbl., or 25 per cent of the state's total production (Table I). The increase in production during June, when the state's daily average production attained a peak of 518,200 bbl. for the week ending June 29, was due to the Devonian production at Centralia (Fig. I). The initial production of the best Devonian wells in the Centralia field was as high as 12,000 bbl. in 24 hr. Daily average production in IIIinois for 1940 was 400,000 bbl. of oil, but actually daily production fluctuated widely during the year. At the beginning of 1940 daily production was approximately 330,000 bbl. During the first hali of the year it in-creased irregularly to the peak in June mentioned above and as the prolific Devonian producing areas were drilled up, the state's daily production declined rapidly during July and continued to decline, although more slowly, until the end of the year, when the daily production was approximately 325,000 bbl. The daily average production per well in the new fields at the end of the year was approximately 40 bbl. (Fig. I). Oil from the Devonian was also produced in the Bartelso field, Clinton County, the Sandoval field, Marion County, and the Irvington field, Washington County, bringing the estimated total production from the Devonian limestone to about 26 per cent of the state's total production, The remainder was obtained largely from the Mississippian system. About 2 per cent of the total was from Pennsylvanian and Ordovician strata. The decline in the Devonian limestone production has been so rapid that the 1941 output from this system will probably be only a small fraction of that of 1940 unless large new reserves are discovered. The "Trenton" (Ordovician) limestone has been tested in two wells in the Centralia field and both were small oil producers at a depth of about 4000 it. The "Trenton" also was found productive in the Salem field at a depth of 4500 ft. (Table 5). The initial production of the discovery well, which was completed shortly after the end of the year, was 130 bbl. on pump. Other wells drilled early in 1941 had initial productions averaging 172 barrels. The outlook for 1941 is for a continuation of drilling activity in Illinois, but at a declining rate (Fig. I, upper curve). The most active area at the end of 1940 was in the deep basin area in Wabash, Edwards, White, and Hamilton Counties.

Wrought unalloyed iodide chromium, containing 39 to 95 ppm total interstitials, has a tensile transition temperature of —15°C. Re crystallizing at 1100°C causes the transition to rise to 90° to 390°C, depending on the purity, grain size, and cooling rate after annealing. At about the 100 ppm level, individual additions of carbon or nitrogen raise the transition of both wrought and recrystallized chromium by as much as 210°C, while oxygen has a lesser effect, and sulfur essentially no effect. High transitzon temperatures are exhibited by recrystallized and quenched chromium, and appear to be associated with the amount and distribution of inter-stitials. The latter cm be either in solid solution or in the form of precipitates within the grains or at the grain boundaries. Quench hardening in chromium is primarily caused by nitrogen. The hardness, re crystallization, and grain growth behavior of chromium with and without impurity additions were also investigated. BECAUSE of low density and good oxidation resistance, chromium-base alloys are potentially useful for elevated-temperature applications. The main deterrent to the use of chromium in structural applications is its lack of low-temperature ductility, especially in the recrystallized condition. Accumulated evidence has shown that the ductility of chromium is sensitive to purity. The objective of the current study was to determine the effect of common nonmetallic impurities on the tensile properties of high purity chromium. The separate effects of carbon, oxygen, nitrogen, and sulfur additions on the ductile-to-brittle transition were evaluated for wrought and recrystallized material after various cooling rates. EXPERIMENTAL WORK Unalloyed iodide chromium and seven impurity alloys containing individual carbon, oxygen, nitrogen, or sulfur additions were prepared in rod form. Nominal additions were 100 ppm C, N, and S, and 100 to 500 ppm O. The additions were about a factor of ten greater than the residual amounts in the unalloyed material. The seven alloys and two unalloyed compositions were consolidated into four-pound ingots by conventional consumable arc melting of pressed and welded electrodes under 0.5 atm of helium. Impurity additions were made to the electrode in the form of crushed master alloys. The impurity alloys were double melted to improve homogeneity. The ingots were broken down by extrusion at 1200°C in evacuated steel cans at a reduction ratio of 18 :1, using a molten borosilicate glass lubricant and a ram speed of 80 in. per min. The cans were removed by acid pickling, and the chromium core ground free of surface undulations. Cut lengths were sheathed in mild steel and swaged at 900°C until the core was about 1/4 in. in diam. Two additional 15-lb ingots of unalloyed chromium (ICr-3, ICr-4) were prepared by arc melting and broken down by 26:1 extrusion at 1250°C without a steel can. The billet was lubricated and protected from contamination by a coating of molten glass. The resulting extrusion was then sheath swaged as described previously. In Indiana, 349 wells were drilled for oil and gas in the year 1942. Of this number, 125 oil wells and 21 gas wells were successfully completed and 203 were dry holes. Drilling activity declined 37 per cent as compared with that of the year 1941. This reduction was brought about largely by Federal Conservation Order M-68, restricting drilling to one well on 40 acres, in order to save steel. This Order was later supplemented to permit closer spacing of wells drilled to sandstone formations in southwestern Indiana. Most of the drilling in 1942 was in the southwestern part of the state. Posey County ranked first, with 94 completions and 44 producers; Gibson County, second, with 77 completions and 38 producing oil wells and 2 gas wells. There were 58 drilling operations in the state at the end of the year. During 1942 a total of 589,734 ft. of hole was drilled, of which 231,702 ft. was wildcat footage. The total initial production of the oil wells completed was 9974 bbl. and of the gas wells, 11,148,000 cu. ft. (Table 2). Of the 349 wells completed, 122 were wildcat wells (Table 3); 26 were completed as oil wells; 17 were extensions to proven fields and 9 discovered new pools. Posey County was foremost in wildcat drilling, with 37 wells completed (Table 6). Thirty-five per cent of the wells drilled in 1942 were wildcat, as compared with 25.5 per cent in 1941. It is anticipated that the percentage of wildcat wells drilled in 1943 will be greater, although the total number ol ,wells drilled in the state will probably be less. The new discoveries in Indiana in I942 were, for the most part, one-well pools in the southwestern part—in Posey, Gibson and Spencer Counties (Table 4). Most of the development in pools took place in the . Hazelton and Kirksville pools in Gibson County, Mr. Vernon pool in Posey County and the Vernon Heights pool in Vander-burgh County. Deeper production was obtained from the Osage limestone in the Hazelton pool at a depth of 2402 ft., 650 ft. below the productive McClosky limestone. The well had an initial production of 140 barrels. Extensions to 17 pools in the southwestern part of the state were successfully completed (Table 5). An interesting development during 1942 was new production from the Devonian limestone in the Dodds Bridge pool, Sullivan County. The Ohio Oil Co. deepened one of its wells, which had been producing from a shallow sand, to the,Devonian, and it was completed for an initial production of 77 bbl. Five other Devonian producing wells were completed in that area. Crude-oil production in Indiana in 1942 was 6,609,000 bbl. (Table I). The Griffin field, Gibson and Posey Counties, which produced approximately 3,550,000 bbl., accounted for more than half of the state's production. The Mt, Vernon and New Harmony fields were next in importance of production, with 684,000 and 523,000 bbl., respectively. The price of crude oil was $1.22 a barrel for the old

There were 58 drilling operations in the state at the end of the year. During 1942 a total of 589,734 ft. of hole was drilled, of which 231,702 ft. was wildcat footage. The total initial production of the oil wells completed was 9974 bbl. and of the gas wells, 11,148,000 cu. ft. (Table 2). Of the 349 wells completed, 122 were wildcat wells (Table 3); 26 were completed as oil wells; 17 were extensions to proven fields and 9 discovered new pools. Posey County was foremost in wildcat drilling, with 37 wells completed (Table 6). Thirty-five per cent of the wells drilled in 1942 were wildcat, as compared with 25.5 per cent in 1941. It is anticipated that the percentage of wildcat wells drilled in 1943 will be greater, although the total number ol ,wells drilled in the state will probably be less. The new discoveries in Indiana in I942 were, for the most part, one-well pools in the southwestern part—in Posey, Gibson and Spencer Counties (Table 4). Most of the development in pools took place in the . Hazelton and Kirksville pools in Gibson County, Mr. Vernon pool in Posey County and the Vernon Heights pool in Vander-burgh County. Deeper production was obtained from the Osage limestone in the Hazelton pool at a depth of 2402 ft., 650 ft. below the productive McClosky limestone. The well had an initial production of 140 barrels. Extensions to 17 pools in the southwestern part of the state were successfully completed (Table 5). An interesting development during 1942 was new production from the Devonian limestone in the Dodds Bridge pool, Sullivan County. The Ohio Oil Co. deepened one of its wells, which had been producing from a shallow sand, to the,Devonian, and it was completed for an initial production of 77 bbl. Five other Devonian producing wells were completed in that area. Crude-oil production in Indiana in 1942 was 6,609,000 bbl. (Table I). The Griffin field, Gibson and Posey Counties, which produced approximately 3,550,000 bbl., accounted for more than half of the state's production. The activities of iron and chromium in their binary system have been measured by the Knudsen orifice technique. The system is close to ideal at 1200- 1250 C with slight positive deviations. The effect of this on the liquidus and solidus is discussed and these are calculated for two limiting assumptions. The vapor pressure of pure iron, pure chromium, and one alloy is compared with that obtained by the Langmuir free-evaporation technique. The results agree, indicating a vaporization coefficient close to 1. HERE are no reported data on the thermody-A namic activity of iron and chromium in the solid portions of the phase diagram. It is generally assumed'.' that the liquid solutions of iron and chromium obey Raoult's law. Chen and Chipman" have inferred that the liquid solution obeys Raoult's law. The minimum' in the solidus-liquidus curves for the iron-chromium system shows that there are deviations from ideality in either the solid or liquid or both. Because of the importance of developing reliable techniques for obtaining activity data in alloy systems at high temperatures and of the data so obtained, an investigation of the activity of iron and chromium in the binary at 1200-1250 C was undertaken using the Knudsen cell. Experimental The apparatus and experimental procedures used in this investigation were described in a previous paper." The various materials used for the construction of the Knudsen cell are listed in Table I. The metal used for the determination of the vapor pressure of chromium was 99.9 pet pure, obtained from A. D. Mackay, Inc. The iron was obtained as electrolytic grade from Fisher Scientific Company. The Fe-Cr alloys used are shown in Table 11. The largest error and controlling factor in the accuracy in the experiments reported here are introduced because of temperature uncertainty, which is estimated to be ±3 deg C. This introduces an uncertainty of 26 pet in the measured pressure. Experimental Results and Calculations The vapor pressures of pure iron and pure chromium were calculated from the measurements by the Knudsen equation3 on the assumption that only Cr or Fe atoms were present in the gas phase. For metal vapors, at the high temperatures and low pressures involved in these measurements this should be a reasonable assumption. Whitman" corrections for the cells were made. The data and results of pressure calculations are presented in Table I, and are plotted in Fig. 1. In addition the heat of vaporization at the absolute zero, ?E°°, has been calculated for chromium. These calculations are summarized in Table 111. ProUuction of crude oil in Venezuela increased from 186,134,000 bbl. in 1940 to 2~8,131,ooo bbl. in 1941, or 22.6 per cent, to establish a new all-time high for the country. While the average production for the year was 625,000 bbl. per day, production during the month of December 1941 averaged 751,000 bbl. per day, and during the last week of the year, 766,000 bbl. per day. Production from the Lake Maracaibo basin averaged 454,000 bbl. per day during the year, or 72 per cent of the total for the country, compared with 73 per cent of the total produced in 1940. Drilling during the year was approximately on the same scale as in 1940, with 438 wells completed in 1941 as compared with 429 the year before. Exploratory completions decreased from 18 in 1940 to 6 in 1941. Of the drilling operations in 1941, 56 per cent was concentrated in the Lake Maracaibo basin and 44 per cent in eastern Venezuela, success being 98 per cent in the Lake basin and 83 per cent in the east. Successful completions for the country as a whole amounted to 92 per cent of the total wells drilled. Exploratory drilling in 1941 resulted in the discovery of three new fields, all in eastern Venezuela; viz., Guara, about II km. to the northeast of the Oficina field but on a separate structure; Santa Rosa, which is east of El Roble field on a structure forming a part of the major Santa -Ana- San Joaquin-El Roble uplift; and Santa Barbara, which is southwest of the Jusepin field on an extension of the main Jusepin anticline. At the close of the year three wildcats were drilling, all of which showed prospects of obtaining production; that is, Mercedes No, 2 in central Guarico, Las Ollas No. I on the Anzoategui-Guarico border near the town of Zaraza, and Quiamare No. I in Anzoategui northeast of the town of San Mateo. In spite of heavy withdrawals and the resultant natural decline in the potentials of older producing areas, new drilling during the year increased the potential production of the country from an estimated 780,000 bbl. per day at the end of 1940 to an estimated 810,000 bbl. per day at the end of 1941, or approximately 4 per cent. Since domestic consumption of petroleum products is insignificant compared with total production, exports of crude and products during the year increased in line with production. Crude exports totaled 196,800,000 bbl., compared with 158,400,-000 bbl. in 1940, and exports of products were 26,100,000 bbl., compared with 21,900,000 bbl. the year before. Exports of crude from Venezuela to the United States amounted to 36,500,000 bbl. In addition, about 2,200,000 bbl. was imported in bond into the United States for transfer to Canada. Total refining capacity of the country in 1941 was approximately 125,000 bbl. per day, including a crude-conversion plant with a capacity of 32,000 bbl. per day, capable of making fuel oil only. Drilling in West Texas during 1942 was substantially less than in the previous year. In all. 1267 Wells were drilled, as compared with 2325 wells in 1941. Of these 1267 wells, 1052 oil wells, 10 gas wells and 69 dry holes were drilled in proven fields and 36 oil wells, one gas well and 99 dry holes were wildcat operations. Of the 36 wildcat wells completed as oil producers, 16 led to new field discoveries, three found new productive horizons in old fields, and 17 extended the productive limits of established fields. Where semiwildcat drilling took place along established productive trends, there was often no sharp demarcation between wildcat wells that extend field limits and normal development to fulfil lease obligations, other than the arbitrary classification of a well as a wildcat if it was drilled at a distance of 2 miles from a producing oil well. The dry hole drilled on the edge of a field may have proved a more hazardous operation than a semiwildcat drilled several miles from production but favorably located on structure. The percentage of successful wildcatting ranges from 26.5 down to 14 per cent, dependent upon the degree of inclusion of the semiwildcat operations. Irrespective of which figure was used, the West Texas area maintained its better than average exploratory position. No doubt a number of factors may have influenced the extent of the 1942 development. Among those arising from the economic dislocation attendant on the war effort, the following are worthy of note. Owing to inductions into the armed forces and shipyard competition for mechanically trained men, experienced drilling personnel was sharply reduced, thereby increasing drilling costs and well-completion hazards. Replacement labor has not met the same standard of responsibility or workmanship to which the oil industry has grown accustomed. Increased military consumption of aviation gasoline and other crude products, coupled with decreased domestic consumption of lower-octane gasoline, has stimulated the market demand for the types of sweet crude most readily processed with available refinery equipment to meet war requirements, and has depressed the market demand for the sour West Texas crudes. As a majority of the purchasers of West Texas crude normally ship a substantial portion of sour crude to the refineries on the Atlantic seaboard, the loss and diversion of tanker service between Gulf Coast and north Atlantic ports have further curtailed the market demand for this type of crude oil. As some purchasers of crude oil were able to move by pipe line their West Texas trunk-line capacity to Midwestern refining centers, they were not impelled to curtail purchases of West Texas crude. The varying ability of the purchasers of crude oil to market West Texas crude was reflected back to various fields to which they were connected, causing an unequal distribution of production as among fields and operators.
