THE outstanding fact in connection with dust disease in. the United States at present is the growing recognition of its seriousness by state officials and by the more progressive operators of mining, metallurgical and allied industrial plants. The same may perhaps be said of labor in some. of its better organized centers, but the average independent non-. union workman continues, as of yore, to suffer the toll of disability and. even of death from dust inhalation without realization of the source of his ill-being. Progress in the betterment of the handling of sufferers from dust disease and of the conditions creating dust hazards in mining and allied industries is pursuing a course similar to that of the now widespread campaign against accidents, in which the risk is more obvious, more severe, and was naturally recognized sooner. The coming on of dust disease is generally relatively slow and its immediate effects not infre-quently masked by or attributed to other diseases. Marked exceptions to this general rule have occurred in districts where the dust is particularly pernicious, such as the Rand and Joplin; yet such exceptions, unhappy in themselves, opened the eyes of medical men, and of those in other localities charged with the responsibility for the welfare of industry, to the much more widespread if less spectacular hazard existing from the inhalation of. dust in all rock-excavating operations and all industrial operations creating inorganic dust, whether it be crushing and grinding, sand-blast-ing, granite-cutting, or what not. Advancement to date in the United States in prevention and treat-ment has been slow, yet the record shows that quantitative methods for determining the degree of hazard and means for decreasing it were being developed as far back as 25 years ago; and that more rapid progress may be looked for from now on. Charcoal was the predominant blast-furnace fuel until 1838, when it was found, by the operation of a 2-ton experimental furnace, that anthracite could also be used. This information was a stimulus to the iron industry, particularly in eastern Pennsylvania where anthracite was available at low cost. The production of anthracite pig iron increased steadily and, in 1855, its tonnage exceeded that of charcoal iron. Of the 680 furnaces in operation in 1874, the 226 using anthracite produced nearly one-half the total tonnage. In 1869, the production of coke furnaces exceeded that of charcoal furnaces and, in 1875, coke surpassed anthracite as a metallurgical fuel. In 1907, the output of anthracite pig dropped well below a million tons and its present significance is largely historical. In recent years, the production of coke has gone hand in hand with the production of pig iron and it has gradually attained the position it now occupies as a universal blast-furnace fuel. Charcoal, however, has great merit as a blast-furnace fuel chief1y because of its freedom from ash and sulfur. The harmful effect of the latter and the necessity of keeping the percentage of this element in pig iron at a minimum are well recognized. Other contaminating elements can be reduced to specified limits in the steel-making process, but the control of sulfur belongs essentially to the blast furnace. The purpose of this paper is to point out the distribution of this impurity in blast-furnace materials and to indicate how its presence alters the composition, quantity, and free-running or critical temperature of the slag, and the relation between these factors, fuel economy, and the cost of iron. I HAVE been introduced in the dual capacity of president of the Canadian Institute and Metals Controller for Canada. There are three particular points of similarity between these two positions. They are both temporary ; they both have to do with the mining industry ; and by a peculiar coincidence they both pay me exactly the same salary. It is difficult to appreciate the background of our present situation without knowing the really tremendous changes that have taken place since the last war. I sometimes think that even among ourselves we are likely to forget the extent to which our great mining industry has been expanded. In 1914 Canada's gold production amounted to only $16,000,000 and the suggestion was seriously ad¬vanced in Ottawa that the gold mines should be allowed to close down so that their men might be used in more important work. Today with a production at the rate of over $200,000,000 a year no one in Canada would venture such a suggestion because the output of our gold mines is the greatest single factor in producing dollar exchange, badly needed for the purchase of munitions and to maintain Canada's unbroken record of always meeting its obligations. Even with the severe restrictions now in effect against the importation of nonessentials, our imports for war purposes from the United States are resulting in the biggest adverse trade balance in our history. With us, gold mining ranks as an essential industry.

The yield strength of a dispersion-hardened W-3.8 vol pct Tho,alloy, in both the recovered and recrys-tallized condition, was investigated and cornpared with that ofrecrystallized pure tungsten over the temperature range of 325" to 2400°C. It is deduced that the Orowan mechanism is obeyed in the recrystallized alloy. In the recovered alloy, a further enhancement of the yield strength results from the retained substructure which is stable up to temperatures in excess of 2700°C. Temperature and strain rate cycling tests were also performed, and the apparent activation energy for the deformation process was derived. This activation energy, - 3 ev, for the recovered and also the recrystallized alloy was about the same as that for re crystallized pure tungsten. However, the activation volume of the recovered alloy, -10-2 cu cm, was about an order of magnitude lower than that of the recrystallized alloy or pure tungsten. This fact accounts for an enhancement oj- the temperature dependence of the yield stress of the recovered alloy. A dislocation velocity exponent of about 4 to 13 was deduced frorn the strain rate cycling tests , which is in good agreement with values reported for tungsten single crystals. VARIOUS theories have been developed to explain the enhanced yield strength of a metal containing a dispersed second phase of small hard particles. These theories are thoroughly reviewed by Kelly and Nicholson.' The theoretical models can be separated into two types. The first type assumes direct interactions between moving dislocations and dispersoids. One of the most widely investigated models for this mechanism is the bowing out of dislocations between the dis-persoids and their subsequent pinching off in order to bypass the obstacles. This is the well-known Orowan mechanism.' The second type is an indirect effect of the dispersion because of its ability to stabilize to high temperatures the substructure introduced by cold working. In this instance, the increment in the yield strength is expected to be inversely proportional to the square root of the subgrain diameter. In the present work, a quantitative study was made of the strengthening effect caused by a thoria dispersion in a recrystallized W-3.8 vol pct Thoz alloy over the temperature range 325" to 2400°C. The results are compared with the increment predicted for the Orowan mechanism based on the calculations by ~shb~.~ In addition, the alloy was tested in the recovered state so that any additional strengthening resulting from the substructure produced during fabrication could be measured. The respective contributions can be separated in this manner, provided that the particle size distribution of the dispersion remains the same in both the work-hardened and the recrystallized state. Particle size distribution measurements showed that this condition was met in the present work. I) EXPERIMENTAL PROCEDURES A) Material Production and Fabrication. The alloy investigated is essentially the same as that reported much earlier by ~effries,~ who also found the strength of tungsten to be improved by the thoria dispersion. The procedure for producing the alloy consisted of mechanically blending a thorium nitrate solution in proper concentration with tungsten oxide (WO3) powder, followed by hydrogen reduction to metal powder. After reduction, the dispersed second phase is present as thoria (Thoz). The pure tungsten powder used for comparison was produced in the same manner except that the thoria doping step was omitted. The powders were consolidated by cold pressing and self-resistance sintering in hydrogen. The resulting ingot had a cross section about 0.6 sq in. and a density about 93 pct of theoretical. The ingot was swaged to 0.174-in.-diam rod at temperatures varying from 1650°C initially to -1200°C near final rod sizes. Two intermediate recrystallization anneals were employed during fabrication. Analysis of the swaged rods is reported in Table I. B) Electron Microscopy Techniques. Carbon extraction rrPxcas prepared by a technique reported by ~00' were used to quantitatively evaluate the thoria particle size and distribution. Electron nlicrographs of extraction replicas were taken at 20,000 times but were then enlarged two to three times in printing. The areas photographed were randomly selected. A Zeiss Particle Size Analyzer (Model TGZ3) was used to count and measure the sizes of all particles present on the print. About three thousand particles were counted in determining a distribution curve. Electron transmission microscopy was used to determine the effect of annealing on the substructures of the materials. Thin foils were produced by a two-stage thinning process. The rods were first ground on emery paper to ribbons about 10 mils thick and then a jet of 5 pct KOH was used to electrolytically reduce a portion of the cross section of the ribbon. Final perforation was achieved by immersing the specimen in a 5 pct KOH solution and electrolytically polishing at a current density of about 0.3 amp cm-'. The foils were examined with a Hitachi HU-11A electron microscope. C) Tensile Testing. Tensile testing was performed in an Instron Testing Machine equipped with a radiation-type vacuum furnace which operates at about 1O"S torr at temperatures as high as 2400 °C. The same furnace was used for annealing the tensile specimens.

THE title of this article is descriptive, but not complete, for psychological evaluation is almost as important as rigid economic evaluation. This refers to those human traits that cause people to be too optimistic about the projects they are sponsoring, to overlook obvious weaknesses, to base decisions on incomplete and inaccurate data, and to gloss over embarrassing problems. Investment of capital in a new industrial mineral project is warranted only after rigorous economic analyses based on unquestionable facts. A plunge into production cannot be justified solely because these minerals have been deposited in the ground and are therefore free. There are no specially favorable economic laws that make the business of industrial minerals more attractive than any other. The factors of supply and demand, marketing, technological changes, taxes, competition, and fluctuating prices apply as much to industrial minerals as to other business enterprises. What is more, industrial minerals are subject to the higher risks that all mining enterprises face.

In the long range production planning at the Matsumine mine, a management target is to maintain a desired production rate and to keep fluctuations in copper and zinc grades within given allowable limits. A simulation model was developed to find, on a trial and error basis, how feasible and practical the target may be under certain constraints on the underground mining sequence. A number of simulation runs have been made to obtain the most suitable production rate for the long term. In this paper, an outline of the simulation model is described.

APPROXIMATELY 2 1/2 million tons of silica sand and ground silica with a value of $7.25 million is produced annually from the Ottawa, Illinois, district. These silica products come from the well known St. Peter sandstone formation which covers part of the Mississippi Basin extending from St. Paul on the north to the central part of Arkansas on the south and from Muncie, Ind., on the east to Kansas City on the west. Practically the whole state of Illinois is underlain by this formation except where removed by erosion. Sand produced from the St. Peter sandstone in the Ottawa district is noted for its purity, uniformity, and quality. In addition to various screened grades for industry about 10 pct of the total production of the Ottawa district is ground into silica flour for use in glass, abrasives, enamel, porcelain, tile, for foundry and filter sand, and other uses.

THE MgCu2 type Laves phase has been observed in the thorium-osmium and thorium-iridium systems. Two alloys corresponding to ThOs2 and ThIr, were prepared by arc melting a 5-g charge in a water-cooled copper. crucible. Both alloys were very brittle. X-ray diffraction patterns were obtained using filtered Cu and Co radiation with a Straumanis-type DeBye-Scherrer camera. The a,, values as shown in Table I were obtained by a Nelson-Riley extrapolation. The structure belongs to space group Oh7-Fd3m. Relative intensities for each of these compounds were calculated on the assumption that 8 thorium atoms occupy (a) positions and 16 osmium or irid-ium atoms occupy (d) positions. The calculated intensities are the product of the Lorentz-polarization factor, the multiplicity factor and F', the structure factor, neglecting the absorption and temperature

IN my studies during the past twenty years of the enrollments in the mining and metallurgical schools of the United States and Canada, I have been struck with the great diversity in the curricula offered by these schools. In 1933 when I made my first complete study of the schools (Mining and Metallurgy, May 1934, p. 211), I discovered 19 different curricula or programs of study, leading to almost as many different bachelor degrees, in the 49 schools in the United States and the 4 schools in Canada. IN the course of a general investigation of boride systems, sponsored by the Office of Naval Research, various vanadium boride powders of relatively good purity were prepared which could be used for a determination of the phases present. The X-ray pattern of one of these lots showed, in addition to the known VB1 and VB22 phases, an additional phase, almost certainly of composition V3B4, isomorphous with Cr3B4, Cb3B4, Ta3B4, and Mn3B,. Its pattern fitted in well with the indices worked out by Kiessling for Mr3B4.3 The unit cell for this new compound is orthorhombic, with the dimensions a = 3.030A, b = 13.18A, c = 2.986A7 V=119.2A.' Table I lists the X-ray diffraction data for V.3,.

THE analyses given in Table I. were made several years ado at my request at a plant using Lake ores. The, are of two furnaces, one making basic, the other Bessemer pig-they gave 6 casts each in 24 hr., also two flushes of cinder between each cast. They- are offered simply for the sake of reference as, so far as I know, it is unusual to find so frequent fall analyses made and none are on record. The variations iii manganese-content in the first and second flushes on the basic furnace are interesting, if no more than a freak-the first flash being invariably higher in manganese. Meeting of Nov. 20, 1914.-Charles F. Rand was unanimously elected as the representative of the Institute on the John Fritz Medal Board of Award. E. Gybbon. Spilsbury was unanimously elected to succeed himself in January, 1915, on the Library Board of the United Engineering Society. . The President appointed Messrs. Walter Douglas, Charles E. Mills, and L. D. Ricketts as delegates to the seventeenth National Convention of the American Mining Congress, Phoenix, Ariz., Dec. 7 to 11, 1914. It was voted that the sum of $857.61, or so much of it as may be necessary, be advanced to the Land Fund from the general funds of the Institute, in anticipation of the collection of unpaid installments of subscriptions to the Land Fund; and that the Treasurer be instructed to pay to Andrew Carnegie at the present. time the sum of $2,500 on account of the Land Fund indebtedness.

If world oil prices stabilize at $ll/bbl, if the US decides on the "accelerated supply" case for domestic fuel resources, if investment capital is available, if environmentalists' demand become reasonable, if land withdrawals are halted, if government grants generous depletion allowances and fast depreciation write-offs, and if many other "iffy" conditions are met-then shale oil production may reach the 1-million-bpd level by 1985, according to the Project Independence Report. In the "base case" scenario, oil shale production would be, at best, about 250,000 bpd at $11 prices, and "much lower if expectations for $7 oil prices prevail." In this regard, the FEA study reflects the conclusion reached by companies engaged in oil shale development work. Thus, except for some new technological breakthrough in mining, the birth and growth of the US oil shale industry will occur only if oil prices stabilize at about $ll/bbl.
