The $650 million financing for Into Ltd.'s Soroako nickel project is a story worth telling-not only because the project itself represents a significant achievement but also because there are certain important lessons that can be derived from our experience in financing the project. A critical appraisal of the methods and successes in the financing plan is presented in this article, in light of goals which Inco sought to achieve. A technical assessment of the project is not included, since Inco Ltd. has submitted a series of papers on this subject at the International Laterite Symposium as part of the 108th Annual Meeting of AIME in February 1979. THE 129th meeting of the American Institute of Mining and Metallurgical Engineers convened at New York City, in the Engineering Societies Building, Feb. 18-20, 1924. On February 21 an excursion was made to the Bethlehem Steel Co., at Bethlehem, where about 200 members and guests were splendidly entertained. An illustrated description of the Bethlehem Plant will be published next month. The meeting and excursion were largely attended; the registration at New York totalled 1276 versus 1201 in 1923. William Kelly, long identified with the iron-mining industry of the Lake Superior district, was elected President of the A. I. M. E. for the coming year, at ,the annual business meeting, Feb. 19, succeeding E. P. Mathewson. The following Directors were also elected (the date signifies year of termination of office; the final figure indicates the "District" the Director represents).

COAL occupied a large place in the technical sessions of the Institute at its annual meeting for in addition to three sessions specifically de- voted to coal the two sessions on mine ventilation and the two on ground movement and subsidence, which are reported under their own headings, were primarily concerned with coal. The first session on coal was a joint one with the Iron and Steel Division, on Wednesday afternoon, with F. H. Crockard and J. R. Campbell presiding as joint chairmen and the latter actually officiating. The principal topic of discussion was G. S. Scott's paper "Evaluation of Coal for the Making of Blast- Furnace Coke," which has been published as T. P. 159. The author made a brief statement of its con- tents to start the discussion and the chairman, after briefly reviewing it himself, called on C. A. Meissner to start the discussion. He briefly reviewed the economic factors in the use of coal for coke-making, saying that not only .does the removal of 1 per cent of ash from the coal reduce the cost of pig iron 12 or 13c. per ton, but it also permits coke of satisfactory structures to be made from a coal which otherwise could not be used. He stressed the importance of uniformity in blast-furnace fuel and discussed the benefit of mixing different coals as raw material for the coke oven and cited experience with Illinois coals.

SINCE oil journals commenced to feature the progress of Iraq pipe-line developments and since newspapers undertook to follow the discussions between a certain large oil company and an Asiatic nation, I have repeatedly been asked questions that are only answerable by setting forth the essential geographic and historical facts of concessions in that part of the world. In so doing effort will be made to correct erroneous statements made in various quarters: and mistakes herein are being kept as low in number as possible. Perhaps the best-known concession in the Middle East is the one of the Iraq Petroleum Co., covering the greater part of the portion of the kingdom of that name- lying east of the Tigris River. West of the stream is the concession of the British Oil Development Co., which takes in all presumed petroliferous areas in western Iraq. No other important oil concessions exist in that country, except for the lands of the Khanikin Oil Co., which operates in "Transferred Territories" on the border of Persia. East of and continuous with the Iraq fields are those of Persia where the Anglo-Persian Oil Co. holds the well-known D'Arcy concession comprising three-quarters of the country, omitting the five northern provinces. This is the only valid existing concession in Persia, so far as known, except certain old firmans that permit development at Semnan in central Persia and possibly also certain regional grants to a French banking syndicate in eastern Mazanderan Province.

POTASH is an essential. It is necessary as an ingredient in fertilizers or as a plant food, and certainly one of the great problems, and one of increasing gravity, is the maintenance of agricultural fertility that we may have adequate food supplies. When one thinks of potash one thinks of Germany. The first and most important deposits of soluble potash salts were found in Germany, and it was through Ger- man research and the application of a highly developed knowledge of chemistry that the value of these deposits was recognized and appreciated in the field of agricultural fertilization. The Germans knew that they had something of great value in their potash resources, not only because of the advantage derived from the extensive use of it in their own intensive farming operations at home, but also because of the pressing need for it on the part of other countries. Appreciating the economic value of this in international trade, they fostered the industry to the fullest extent and devoted much attention to well organized propaganda designed to bring out the essential need for potash of German origin throughout the world. Thus every one came to believe that potash was an essential commodity of only German origin and as such it held an extraordinary position in world trade prior to 1914.

THE gains of society from the state of primitive conditions in the past to the standard of living which prevails in the advanced countries today have been accomplished mainly by the increasing productive capacity of the population under the leadership and services of the engineer. Without improvements in the arts and industries the growth of population tends to place succeeding generations always at a disadvantage. In this country we have been exploiting with reckless prodigality a wealth of soil and minerals and timber that has been in preparation for thousands of years. We know that the prices of all national products have been advancing, and were on a rising scale even before the phenomenal increases resulting from the war. Over against this depletion of natural wealth we have the influence of improvements made in the methods of production and distribution-and the accumulation of wealth in the form of productive equipment. The net result of these opposing influences determines whether society moves forward or backward.

THE lead and zinc region of SW. Missouri is interesting, not only by reason of the value of its output, which ranges in the neighborhood of ten million dollars a year, but even more because of the facilities which it offers for the study of certain forms of ore-deposits, of which the loci and genesis are somewhat obscure. Although the mineral species found in the region are few and of common occurrence, crystallization has taken place on a generous scale, and unusual forms abound in many combinations, presenting examples of pseudomorphism, paragenesis, metasomatic replacement and the action of mineral-depositing and mineral-dissolving waters. For the mineralogist, lithologist, and specialist in certain lines of metamorphism, it has peculiar attractions, while the systematic geologist will perhaps find its chief claim to attention in the simplified problem it presents, in the study of ore-deposits. In addition to the phenomena above enumerated, it presents instances of well-developed comb-structure in the ores, fissures and faults, and slickensides-features usually associated with extensive movements in the earth's crust, and believed by some authorities to prove the deep-seated origin of the ores. In connection with these occurrences, the absence of all igneous rocks from this region is noteworthy and significant. For that reason, the simplified case presented by the Joplin region, from which these rocks have been eliminated as a factor, is specially valuable. Having had unusual opportunities to watch the development of this district, I have been deeply interested in the bearing of the revelations of the Joplin mines upon questions of universal importance to the science of ore-deposits ; and it was to my great regret that the project of a meeting of the American Institute of Mining Engineers at Joplin, proposed in 1892, was

ALTHOUGH the present economic depression is felt in the petroleum industry, probably as much as in any other branch of American industry, the Petroleum Section of the Institute was well represented at the general sessions on Monday and at all of the seven division sessions on Tuesday, Wednesday and Thursday. The seven sessions of the Division were so arranged as not to conflict and thus permitted members to hear the programs of all sessions.* The first meeting of the Petroleum Division was held on Tuesday afternoon; a joint session on engineering research and production engineering. The need to grind volcanic-sedimentary ores very finely (d80 < 20 µm) so as to liberate Pb, Zn, and Cu sulfides from their pyritic gangue causes difficulties in selective flotation. The pyrite, which accounts for 70-80% of the mineral content, is insufficiently depressed by the usual pH and NaCN techniques. To determine better depressing methods, the surface evolution of pyrite during flotation was followed by ESCA spectroscopy to compare the stability range in the Eh-pH diagram. Surface iron hydroxide was formed, which is the main pyrite-depressing factor. NaCN appears to play a more restrictive part, since no ferricyanides were detected, except for very small amounts at pH 7.

THIS account of a contrivance which has been found serviceable in practice may be of interest to engineers, and&apos; especially to those engaged in hydraulic mining. In that process, one feature which seems at first sight to possess little significance, is highly important in its effects, namely, the regular supply of water to the " giants." The chief condition of this regularity is an even flow in the pipe-line from the penstock to the nozzle. This, of course, requires that the penstock be kept full. Any considerable surplus of water, overflowing at the penstock, is a simple waste, unless it be otherwise utilized in the sluices. At all events, it does not affect the delivery of the nozzles. But a deficiency at the penstock may admit air into the pipe; and this may produce hydraulic recoil, injuring the line by incessant vibrations, giving rise to leaks, and even to blow-outs, and (when a partial vacuum exists at the time of the fracture the collapse of the pipe. An accident of this sort in our main pipe-line, occasioned partly by a settling of the ground and partly by the presence of air in the pipe, led to the employment of the device here described. The line referred to is made of 30-in. pipe, successively reduced to 18 and 15 in. in diameter, for the supply of two giants. By reason of the causes above mentioned, the 30-in. pipe burst more than 1,400 ft. from the penstock, and, despite the air-valve, the 30-in. pipe was collapsed to such a degree that one length of it, next to the penstock, was squeezed together and positively swallowed by the main pipe, through which it traveled for 750 ft., piercing through a short elbow on the way. This remarkable result was undoubtedly the effect of the vacuum suddenly produced when the pipe burst.

AN investigation of the phase relationships between the 6 phases of the uranium-molybdenum and uranium-titanium systems was conducted by studying alloys ranging in composition from uranium-31.5 at. pct Mo to uranium-34 at. pct Ti. A ternary cut showing these phase relationships is presented upon the basis of thermal-analysis data obtained and upon the basis of metallographic and X-ray examination of heat-treated and quenched specimens. Isothermal ternary sections, inferred from phase relationships determined between the two 6 phases, are presented for the uranium-molybdenum-titanium system. In the compositional range investigated, a y-ura-nium solid solution exists at elevated temperatures. At about 900°C the 6-U2Ti phase, with limited molybdenum solubility, forms. Epsilon, a molybdenum-titanium-rich solid solution appears at the same temperature and appears in all phase regions that exist below this temperature except in the terminal 6-phase regions. The y phase is stable to approximately 660°C in titanium-rich alloys; the y and 6-U,Ti phases decompose at this temperature to a uranium in a peritectoid reaction. The y phase in molybdenum-rich alloys of the ternary cut studied decomposes in an apparent eutectoid reaction, at about 593°C, to the 6-uranium-molyb-denum and a-uranium phases. The e phase while present, presumably plays a negligible role in these reactions. Titanium was found to markedly decrease the stability of retained y in these alloys. Age-hardening characteristics developed in titanium-contain ing uranium-molybdenum alloys quenched from 900°C and aged at 500°C are ascribed to decomposition of Y to the a and E phases. INTRODUCTION Alloys of uranium with molybdenum, titanium, and zirconium, respectively, are of great interest because of their potential use as reactor fuels. As a result, this interest extends to the constitution of these alloys, particularly in view of their uniqueness of constitution. In these systems, alone, among known uranium-alloy systems, an intermediate phase forms by direct decomposition of the high-temperature y-uranium phase. As a prelude to possible future alloy development, an investigation has been undertaken of the phase relationships that occur between the intermediate phases of these systems. These phase relationships have already been reported for the intermediate 6 phases of the uranium-zirconium and uranium-titanium systems.&apos; The results of an investigation of the phase relationships between the 6 phases of the uranium-molybdenum and uranium-titanium systems are reported here. The phase relationships that occur in the binary systems pertinent to this investigation are shown in Fig. 1. Phase nomenclature appearing throughout this report is as shown in these diagrams; the crystal structure of the phase is given in Table I. The strength of hard drawn copper wire is a question of considerable importance to both manufacturer and consumer. Unlike steel and alloy wires, in which strength is governed by both chcniical and physical considerations, t,he high conductivity required for copper wire in the clcc-trical industry generally precludes the possibility of obt,aining tensile strength through the use of alloys. Consequently, this strenglh is largely a rnatter of the ~hysical structure, and all factors known to affect this structure, such as rolling temperature, die contours, lubricants, drawing speeds, etc., arc matters of prime importance. The experiments described here have becn carried out dl~ring the past year at the Baltimore plant of the American Smelting & Refining Co., in connection with a general investigat,ion of sorne of the questions mentioned above, with the object of studying thc physical ~t~ructure of hard drawn copper wire and the influence of ccrtain factors on t,hat st&apos;ruct.ure. The work has been of an exploratory nature, rather than con~prehensivc., but it was thought that the result,s might prove of sr~fficient general interest tjo warrant their publicatlion. The bulk of the hard drawn coppcr wire used in places where strength is an important factor is rnanufacturcd to strict specification, based USU-ally in the United States on thab of t,he Arrlerican Society for Tcst&apos;ing Materials (B-1-23). This specification calls for almost as high a, valuc of t,ensilc strength, consistent with elongation, as it is possible pract&apos;icnlly to obtain, and only physically perfect mlaterial can be relied on to lliect such a specification. Obvious defects, such as laminat&apos;ions protluc:etl through fins in bhe original rods or brittleness duo lo ovt~rdrawing, arc. usually recognized and need only passing refercncc. Laminatlions can be detected by twisting and untwisting the wircx several times; they will show up on the surface in the form of fins. Pig. 1 shows a very bad example of this defect. Thc wire may bc perfectly smooth before twisting hut, when such larrlinations arc3 prcstmt they will readily show up under this treatrncnt. This trouble is caliscd by sirriilar defects in the original rod produced by overfills in rolling. Fig. 2 shows the cross-section of the rod from which thc wire in Fig. 1 was drawn.

WHEN beryllium is bombarded by gamma rays under suitable conditions it evolves neutrons. This nuclear reaction, Bes + y + n + Be", [I] is utilized in the process that is described in this paper. The equation, which physicists often abbreviate to Bevy, n)Be" shows that a photon, y, is absorbed by the Be- sotope of beryllium which then emits a neutron, n, leaving Be8 as a residue." It has been determined that the threshold for this reaction is 1.63 mev; that is, gamma rays having an energy less than 1.63 million electron volts do not have enough energy to remove a neutron from the beryllium nucleus. The threshold value for the beryllium (y, n) reaction is lower than that for any other element. The next most sensitive element is heavy hydrogen (deuterium) whose gamma neutron reaction, D2 (-y, n) H1, has a threshold of 2.2 mev. Thus, gamma rays having an intensity between 1.63 and 2.2 mev will evolve neutrons from beryllium and from beryllium only. Nuclear reactions can be considered as occurring between a projectile and a target. The probability of the occurrence of any such encounter can be expressed in terms of the "cross section" of the target nucleus for the projectile and projectile energy. This cross section, then, is the area normal to the path of the projectile controlled by the target for the purpose of the reaction under consideration. Cross sections are usually expressed in barns, in which a barn is lo-" sq cm. The cross section for Eq 1 is very small, even for nuclear reactions, and of the order of 10"3 barns. It is therefore necessary that a high flux of gamma radiation at the appropriate energy be used to obtain an appreciable neutron yield. In view of the nuclear properties of beryllium it seemed that if pieces of beryllium ore on a moving belt were bombarded with an intense beam of gamma rays, those pieces which are rich in beryllium minerals would emit neutrons at a sufficiently high rate to make it possible to detect that emission, and to use it to actuate a mechanical device for removal of the active from the barren particles. The principal economic source of beryllium is the mineral, beryl. Beryl occurs mainly in pegmatites which are characteristically coarse grained. Changes in the pore structure of hematite pellets during reduction to iron were investigated under a variety of experimental conditions. Pore structures were determined by a mercury penetration technique. The reduction temperature was found to be the major influence on structure, the pore system being bimodal below 7.50°C and unimodal above 900°C. Pore sizes ranging front 0.04 to 20 m were observed in complete metabolized pellets produced over the temperature range 650 - 1050°C. Gas composition and reduction rates also influenced the pore structure of the metabolized pellets, although to a lesser extent than the reduction temperature. An apparent activation energy of 24 kcal/mole was derived for the pore formation process.

DURING the second year of America&apos;s active participation in the war the main objectives of the petroleum refining industry were again to provide the four most important product needs for war: 100-octane aviation gasoline, toluene for TNT production, high-quality lubricating oils for the needs of aviation and the armed forces, and petroleum chemicals for synthetic rubber manufacture. All other materials supplied by the petroleum industry took an inferior priority ranking, depending on the degree of essentiality. To accomplish the above objectives the industry initiated and carried on a building program during 1942 and 1943 which will put those two years down in petroleum refining history as the greatest construction years of all time, a record which will hold for decades to come. Led by an estimated total of $900,000,000 going into 100octane and contributory plant investment, it is easy to picture a total of two billion dollars and more going into additional refining-industry plant investment during 1942 and 1943, most of it privately paid for, but a substantial part covered by R.F.C. Government money financing.

INTRODUCTION Recent research has shown that popu- lation balance models hold considerabl e promise as a basis for accurate mill scale-up from laboratory batch grinding tests. It has been shown that entire product size distributions from large ball mills can be predicted from data obtained in tests in small mills with errors of less than one or two percent. This level of accuracy has been demonstrated for batch grinding scale-up (Herbst and Fuerstenau, 1980; Austin, 1973; and Malghan and Fuerstenau, 1976) and for continuous grinding scale-up (Herbst, et a1., 1976; Herbst, Rajamani and Sanchez, 1982; and Herbst, Rajamani and Lo, 1982) in commercial mills up to 14.5 x 32 feet. A procedure which has been proposed for commercial mill design using the population balance approach and specific power information is shown in Figure 1 (Herbst and Fuerstenau, 1980). Here batch grinding data (size distributions for various energy inputs) obtained in a small batch mill is input to an estimation program which determines the "best" set of breakage rate parameters from the data provided. In turn, these breakage rate parameters are input to a scale-up program along with traditional inputs such as: a) desired circuit throughput and product size b) circuit operating conditions including fraction of critical speed and fractional ball load, size distribution and % solids in feed and circulating load (if closed circuit). In addition, since the population balance approach relies on more detailed models of the grinding circuit sub- processes than the classical design methods do, it is necessary to provide input to the scale-up program on the nature of material transport through the mill (e.g. residence time distribution information) and classifier performance characteristics (e .g. selectivity functions). The scale-up program will make the design calculations including the selection of mill dimensions and drive requirements, will predict product size distributions throughout the commercial circuit and will provide information on the sensitivity of the design to errors in the design assumptions. In order to implement such a scale- up scheme it is necessary to have a computer program for parameter estimation and a program for scale-up prediction. A program which is suitable for parameter estimation, ESTIMILL, has been developed and tested on a wide variety of ores at the University of Utah. This program has been in use in

ThE use of strain gages in the measurement of microplastic behavior of materials is well-known.&apos;-3 Recently it has been suggested that similar techniques might be useful for determining stress relaation. It is the purpose of this report to comment on the use of strain gages in the measurement of strains in the vicinity of 10"6. We will also discuss observations of an anomalous anelastic behavior apparently associated with small temperature changes, which accompanies the unload portion of a load-unload microstrain test. The key to successful strain determinations at levels below 1 pin. per in. is a good gage-mounting technique and either precise ambient temperature control or a set of matched temperature-compensated gages. The importance of good mounting cannot be overemphasized, for example, as in the use of Eastman 910 contact cement. If the cement layer is not sufficiently thin and properly hardened, it is possible to observe anomalous negative stresses when small loads are removed, which relax back to zero in an orderly way with time. Such anomalous behavior, thought to be due to gage bonding, has been reported in microstrain experiments by Thomas and verbach&apos; who observed a negative strain of -3 X lo-&apos; upon unloading. This kind of behavior severely limits the over-all strain sensitivity which can be achieved in such tests. The relaxation of a small positive strain subsequent to unloading in a load-unload experiment is quite normal, however, and is to be expected. The occurrence of an apparent negative strain is also encountered in those instances where the elasticity of the bonding cement is exceeded—for example 0.5 pct or 5000 pin. for cured Eastman 910. An elastic strain of this magnitude can be encountered during load-unload type testing particularly in higher-strength materials (-150,000 yield strength). During the course of microplasticity studies on pure nickel and nickel alloys,&apos; the authors have made the following observation. In a four-point bending test, two active gages are mounted one on each side of the beam as arms R1 and R z of a conventional strain-gage bridge circuit shown in Fig. l(a). This technique provides two advantages: the sensitivity is doubled because R1 and Rz experience opposite strains and temperature compensation is provided automatically because any ambient temperature change would cause both gages to see a strain of like sign whose signals would cancel in the circuit.
