INTRODUCTION CRA Limited is the largest mining group in Australia by value of sales and the second largest company in Australia in terms of share market capitalisation. In the past 25 years, CRA, its predecessors and affiliates have been involved in a number of mining and further processing developments in Australia and elsewhere. Many of these have been financed using project financing techniques. These include Comalco's development of the Weipa bauxite deposits in Northern Queensland in the late 1950's, the Hamersley iron ore developments in the Pilbara region of Western Australia in the mid 1960's, the Queensland Alumina Limited alumina refinery in Gladstone, Queensland, at about the same time, and the Bougainville copper project in 1969/70. In the past three years CRA has again utilised project financing techniques to fund its Tarong steaming coal project in Queensland, the Blair Athol steaming coal project also in that State and CRA's interest in the Argyle diamond project in the Kimberley region of Western Austrlia. PROJECT FINANCE DEFINED Nevitt Definition Nevitt's is the most frequently quoted definition - "A financing of a particular economic unit in which a lender is satisfied to look initially to the cash flows and earnings of the economic unit as the source of funds from which a loan will be repaid and to the assets of the economic unit as collateral for the loan." Risk and Balance Sheet Treatment It is important to focus in more detail on two aspects of project financing, risk and balance sheet treatment. The assessment of the various elements of risk in a project and the sharing of that risk between sponsors and lenders is the most critical feature. At one end of the spectrum is full absorption of risk by the sponsor(s). This can be described as "on risk" or "on credit" or "full recourse" to the sponsor(s) and is effectively a corporate financing. At the other end of the spectrum the lenders absorb the whole risk in a non-recourse financing which is "off risk" or "off credit" for the sponsor. The other aspect is the sponsor's balance sheet treatment. If the balance sheet of the economic unit undertaking the project and the financing need not be consolidated into the balance sheet of the sponsor (because ownership does not exceed 50%) then the financing may be described as off-¬balance sheet. If consolidation is required then the financing is described as on-balance sheet. Most project financings involve some recourse to the sponsor, i.e. they are limited recourse. Very few are non-recourse or off credit to the sponsor. Limited recourse financings may be on-balance sheet although many may also be off-balance sheet insofar as consolidation is concerned. However, sponsor support may very well be a contingent liability to the sponsor and require disclosure by way of note to the balance sheet should consolidation not be required. CORPORATE FINANCE CONTRASTED A financing which is on credit or full recourse to the sponsor, whether it is directly borrowed or guaranteed by that sponsor, is a corporate financing. Lenders will tend to base their credit assessment on a historical assessment of the sponsor's activities and its financial results rather than an assessment of the project or a detailed assessment of the future activities and prospects of the sponsor. PROJECT FINANCE - A BORROWER'S PERCEPTION Although CRA could choose to arrange all finance on a corporate basis (except perhaps for the very largest projects or acquisitions), project financing techniques provide a number of specific advantages which CRA has noted and which should be carefully considered by a project sponsor. D EC. 20-The spirit of Christmas and good will toward men has managed a few brief appearances on the front pages, welcome relief from man's usual ill-will toward man. A couple politicos did their best to brighten the scene by well-publicized romances. There was a general exodus to Florida to patch up nervous systems, and even the UNO quieted down as Mr. Vyshinsky departed for home via Eastern Germany. Before going he opened up a preliminary bombardment for the worldwide "communist peace offensive," and it is now the duty of the 600 million (according to the Cominform) ideological converts to press home the attack. In Washington, Mr. Lilienthal resigned as Chairman of the Atomic Energy Commission and demonstrated again the difficulty of government to retain the services of capable men. The President has yet to appoint another victim- possibly someone nicely noncontroversial and timid. So might the critics be appeased, but it would bode ill for the rapid exploitation of peaceful uses of atomic energy, the relaxation of excessive secrecy, wider sharing of developmental work with friendly nations and possible revision of the Acheson-Lilienthal proposals for inter- national control of the atomic bomb.

A RECONAISSANCE of the chrome and manganese'1ore deposits of Culm was made in the spring of 191s by Albert Burch representative of the U. S. Bureau of Mines and the writer representing the U. S. Geological Survey. The object of the study was to obtain authentic information for use of the: United States Government as to the location, character, size, and availability of the Cuban deposits of the ores of these important steel-alloy metals. The Cuban Government courteously detailed Sr. E. I. Montoulieu, a mining engineer connected with the Treasury Department, to act as escort and associate throughout the work on the Island. Mr. George A. Wright, of Baracoa, Cuba, a mining engineer especially familiar with the chromite deposits of Oriente Province, was a member of the party from Feb. 25 to Mar. 20. It was possible to visit most of, the chrome-ore deposits that seemed to be of promise, but there was not sufficient time to visit all that were brought to our attention, some of which may have merit. Furthermore, no attempt was made to examine the extensive chromiferous iron-ore deposits of the Mayari, Moa, and Cubitas districts, as these deposits cannot be regarded as sources of chromium except indirectly. At the close of the field work the essential data concerning the quantity and quality of ore probably available for shipment during 1918 and 1919, in the event of the continuation of the European war, and of the tonnage of ore in reserve, were furnished to such Government bureaus as were interested, including the Shipping Board and the War Industries Board, and as soon as chemical analyses of the chrome ores could .be obtained, a press bulletin on the subject was published by the Geological Survey. In the present paper the engineering data, and tonnage estimates contained in the unpublished notes of Mr. Burch have been freely used, and their helpfulness is hereby gratefully acknowledged. Many thanks are due Senor Montoulieu and Mr. Wright for their valuable work in the field; to the officials of the Spanish American Iron Co. and of the various other companies; and to individuals holding chromite claims, for courteously facilitating the work of the party. In the study of material for the present paper, chemical analyses have been made by R. C. Wells and petrographic determinations and descriptions were furnished by Miss E. F. Bliss, both of the U. S. Geological Survey.

Y.:—I think Mr. Bache has put his finger on the chief source of the danger of dust-, or gas-and-dust, explosions in collieries. 1 mean the persistent determination of the miners' unions to increase their weekly wages by the excessive use of explosives. This would not be feasible if coal-miners were paid by the day; but this form of payment is, for many reasons, not economically practicable; and the universal practice is to pay for the winning of coal according to the quantity produced. If the miner, by using a large amount of powder, can throw down a large amount of coal without corresponding labor on his own part in undercutting and drilling, he will receive more money for less work, provided he is paid for everything—merchantable coal, worth-less dust, slate, and " bone "—resulting from such a method. My attention was called to this matter many years ago by an admirable report of Prof. W. B. Potter, a past- President of the Institute, on the conditions obtaining in this respect in the Illinois coal-field. It was made very clear in that report that considerations of danger to workmen or loyalty to employers could not be relied upon to prevent miners from employing this perilous and wasteful method of increasing their own immediate receipts. So far as I know, only three remedies have been attempted, namely: the enforcement of discipline as to the methods of mining; the refusal to pay for dust, etc., produced by the miners'methods; and restriction upon the use of explosives, effected by requiring the miner to purchase them from the employer, at a price so high as to make it unprofitable for him to use them in excess. All of these attempted remedies have encountered the bitter opposition of the miners' unions. The enforcement of discipline has become almost impossible, if discipline be (as it should be) understood to involve punishment for the violation of rules when no disaster has followed. I

ONE of the interesting questions in the understanding of the reaction of iron with oxygen is the kinetics and the mechanism of the crystal structure changes occurring in the formation and breakdown of the oxide film. In a recent work' the electron diffraction method was applied to the study of the solid phase reactions occurring internally in the oxide film on iron above 570°C and under vacuum conditions. The higher oxides which form under oxidizing conditions are reduced internally by the diffusion of iron into the oxide leaving the bulk of the oxide FeO (wüstite). This paper will ask and consider three questions. These are: (1) What is the nature of the depressed transformation temperature for the Fe3O4 + Fe ? 4Fe0 reaction in very thin oxide films?; (2) What is the mechanism of the forward transformation of Fe3O4 to FeO at or near 570°C?; and (3) What is the nature and mechanism of the slow reverse transformation of FeO to Fe3O4 and Fe below 570°C?. The composition of the oxide as well as its electrical, magnetic, mechanical, and chemical properties depends upon the kinetics of these reactions. Literature Survey The composition of the oxide film on pure iron at temperatures up to 570°C has been studied extensively by the electron diffraction method. Nelson,' Jackson and Quarrell,3 and Gulbransen and Hick-man4 have shown that Fe3O4 and a-Fe2O8 are formed in the temperature range of 225" to 570°C, while y-Fe,O, is most likely formed below 225°C for long oxidation times. In very thin films FeO (wüstite) is found to form at temperatures as low as 400°C, and its existence depends essentially upon the extent of initial oxidation. FeO is not found in the formation of thick films below 570°C. On the other hand X-ray5 and micrographic8 studies show that Fe3O4 may exist as the main com-ponent in thick films up to 650°C, well above the equilibrium temperature for the reaction Fe3O4 + Fe ? 4FeO. The kinetics of the forward and reverse trans-formations of the reaction Fe3O4 + Fe ? 4FeO have not been studied in oxide films. However, analysis of the data of Gulbransen and Hickman4 on the heat-ing and cooling of iron oxide films of known thick-nesses in high vacua shows that the forward reac-tion proceeds rapidly even for a 4000 A film at temperatures of 575" to 600°C. The reverse reaction or decomposition of wüstite (FeO) occurs at tem-peratures below 450°C. Thus, there appears to be a slow process in the decomposition which is in marked contrast to the rapid forward reaction. The decomposition of a bulk sample of FeO free from the metal has been studied extensively by Chaudron, Benard and coworkers using the micro-graphic, X-ray diffraction, and thermomagnetic methods. Chaudron7,8 first observed that the de-composition of FeO (wüstite) below 570°C occurs by the reaction 4FeO ? Fe3O4 + Fe. Later work by Chaudron and Forestier5 showed that the rate of de-

Development work in mines of St. Joseph Lead Co., Southeast Missouri, using trackless loading equipment shows definite advantages: Speed of cleaning, ability to work on steep grades and sharp crosscuts, good later tracking conditions, and possibility of wasting rock in old abandoned stopes. THE Desloge mine is one of a group of mines owned by the St. Joseph Lead Co., in the so-called Lead Belt of Southeast Missouri. It has been operating approximately 40 years producing a daily tonnage ranging from 1600 to 3800, depending on various factors. On an average, the present mine is 300 ft deep with an extreme extent of 2.7 miles by 1.7 miles. Most of the present mining is in the lower horizons of the Bonne Terre dolomite, a fairly soft rock requiring no support except occasional channel iron and roof pins. Due to the contour of the underlying sandstone and porphyry, some development work has been through short stretches of these different formations. In some areas the lower part of the dolomite is quite sandy and generally is considered abrasive. Sizes and Methods of Drifting Have Changed: Development work has, like other phases of mining, changed considerably in the last 20 years, from cleaning by hand to the use of a mechanical method. The conception of a standard drift has also changed. Before the advent of mechanical loading in stopes there were many pieces of main line drift averaging 7 ft high x 9 ft wide. Some changes in drilling equipment have been made such as reducing the weight of column, clamp, air feed, and fittings to go with the HC10 Cleveland jackhamer. Other changes have been made in drill steel such as the use of detachable bits; throw-away variety, screw type, and the tungsten-carbide insert bits. Later developments have introduced spiral-welded pipe with victaulic couplings, millisecond exploders, bulky powder, and the use of electric cap lamps. Experimental work is going on continually in various phases of development work, some to be tried and discarded, others gradually to become standard practice. To sum up, the standard method of development now in use at Desloge is as follows: The work is done on a two-shift cycle 7:00 p.m. to 3:00 a.m. and 7:00 a.m. to 3:00 p.m. Two men known as development drillers comprise a crew on each shift. These two men arrive at their work about 7:30 to find a round blasted by the previous shift. After scaling down back and walls they proceed to the cleaning operation, using either a Joy loader and shuttle car, a drag hoist mounted on a slide ramp, or an Eimco Finlay to load into a 21/2 ton mine car. Cleaning may take from 2 to 4 hr depending on conditions such as length of round broken, length of haul, and other variables. After fitting up pipe and setting up columns and drills they are ready to drill a round which should measure 9 ft high x 11 ft wide and break from 5 to 7 ft advance. The stress associated with the high-dislocation layer at the surface of deformed aluminum crystals was measured by progressively polishing the specimen and determining the change in the initial flow stress when the specimen was reloaded. This surface stress increased linearly with strain in the Stage II and Stage III region. The depth to which the high-dislocation layer extends was found to be 0.0025 in. The influence of the surface layer on Stage I is discussed and it is shown that Stage I ends when, on the secondary slip system, the difference between the applied stress and the opposing stress due to the surface layer is equal to the critical resolved shear stress. In previous papers'-3 it was shown that the surface exerts a pronounced effect on the plastic-flow characteristics of metals. For fcc metals it was possible to increase the extent and decrease the slope of Stages I and II and decrease the work-hardening coefficient of Stage II by removing the surface of the specimen continuously during the deformation process.2,3 More recently,L it was shown that the activation energy for plastic deformation and the activated volume were also influenced by the surface. These changes were related to the existence of a high concentration of dislocations in the region near the surface of the deformed specimen and it was concluded' that the effective stress, T, acting on a dislocation was T = Ta-Ti-Ts [1] where 7, is the applied shear stress, Tj is the internal stress, and TS is the stress associated with the surface region containing the high concentration of dislocations. From Eq. [I] it is seen that the effective stress, 7, acting on a dislocation is a function of 7,. Therefore 7, becomes important in any description of the work-hardened state. In this paper the value of 7, as a function of strain and its variation with depth are reported for aluminum single crystals. In particular, it will be shown that the end of Stage I occurs when the net stress, 7, on the secondary slip system is equal to the critical resolved shear stress. To measure Ts, single crystals of aluminum were deformed in tension to various strains, whereupon the load was removed and a known amount of metal was removed by electrolytic polishing. The differ- ence between the final flow stress before the specimen was unloaded and the initial flow stress upon reloading is designated as ?Tp and is the decrease in the stress due to the removal of the surface layer in whole or in part. The value for Tp is taken equal to -Ts. EXPERIMENT PROCEDURE The details of the tensile apparatus, method of electrolytic polishing, and crystal preparation were the same as those used previously,1"3 The single crystals were 1/8 by 1/8 in. in cross section with a 3-in. gage length. The initial purity of the aluminum was 99.997 pet. The specimens were held in vacuo at temperatures 50°C below their melting points for 16 hr and furnace-cooled. Just prior to the application of the tensile stress the specimens were electrolytically polished to remove 0.004 in. from the thickness. This latter operation was conducted after the specimen was placed in the tensile apparatus. The tensile tests were conducted at a strain rate, i, of 10"5 sec-' and a temperature of 3°C. The aluminum crystals used for the determination of 7, are designated A1-3-12 and A1-116. The orientation of the various crystals used throughout the investigation is shown in Fig. 1. Robe River is ready to go. After seven years of extensive drilling, sampling, pilot plant studies, negotiations with Japan and Australia and agonizing ups-and-downs in financing, this $300 million iron ore project in Western Australia is all set to rush project development to the production stage. Preliminary engineering completed, the combined efforts of Japanese, U.S. and Australian mining concerns will proceed with construction of the project's mining, processing, pelletizing and shipping facilities.

Drinker and the Secretary of the Institute-to select members in different parts of the country to-advise with the local U. S. Engineer Officers as to qualifications of applicants for the Reserve Corps of Engineers.

Since World War II, U. S. chemical companies have loosed a flood of synthetic organic insecticides. These synthetics fall into two broad categories. DDT is the best known of the chlorinated hydro- carbons and Parathion is the most famous (or infamous) of the organic phosphate nerve gas type. Insecticide poisons are not applied at full strength but as dilute sprays or dusts. This permits a broader and more efficient distribution of the active killer.

Organization The Foundling Years - 1901-1921 Two events that occurred in the decade of the 1870's have had far- reaching effects upon the petroleum industry in the U. S. and formed a basis for the birth and growth of the petroleum engineering profession. In 187 1 a group of mining engineers banded together to form the American Institute of Mining Engineers "to promote the arts and sciences connected with the economic production of the useful minerals and metals and the welfare of those employed in these industries by all lawful means". Although it was to be 30 years before an event in Jefferson County, Tex., would cause petroleum to come into prominence as the world's principal source of energy, the founding of AIME provided an organization through which the application of engineering to the recovery of petroleum and natural gas could be developed. In 1875, a Pennsylvania judge who was called upon to make a decision for which there was no precedent reasoned that oil and gas were like wild game - they belong to the man who can reduce them to possession. His decision sired the "rule of capture", which stated that a landowner possesses the oil produced from his well, even though it might have come from beneath his neighbor's land. This interpretation prevailed for more than half a century, during which time gold-rush tactics were employed in the drilling and production of many oil fields in the U. S. The resulting overproduction and tremendous waste led to a virtual economic collapse of the U. S. petroleum industry by the early 1930's. To bring these malpractices under orderly control, proration and conservation policies were developed, and petroleum engineering became the medium through which they were devised and implemented. At the turn of the 20th Century, more than 90 percent of this country's oil production came from the East, but the picture changed with dramatic suddenness on Jan. 10, 1901. Captain Anthony F. Lucas, an Austrian mining engineer, had noticed concentrations of oil and gas near salt domes during mining operations on the Louisiana Gulf Coast. In 1899 he leased a low mound near Beaumont, Tex., began drilling, and after almost 2 years of intermittent operations, brought in the famous "Lucas Gusher"

Apparently the widespread agitation for the codification of our mining laws has had its effect, and it is quite possible that Congress will take up the question during this present session. The greatest objection to our present statutes pertaining to metalliferous deposits seems to be directed against the law of the apex. Those who are not in favor of changing this law are very far in the minority and they apparently realize that it is useless to urge its retention. Next in importance to the repeal of the law of the apex, seems to be a widespread advocacy for the repeal of the law requiring discovery of mineral before a valid location of a mining claim can be made. To a lesser extent there appears to be a desire to have the law changed so as to allow patent for claims without mineral discoveries. The purpose of this article is to review the arguments in favor of the proposed change of the discovery requirement, to show some of the evils that may be expected to result therefrom, and to consider whether a system may be devised to correct the undesirable features of the present law in this respect and at the same time not expose the mining fraternity and the general public to the evils which would result from the repeal of this fundamental requirement. Under the law as at present framed, the validity of a mining location is dependent upon the fact of discovery of mineral within the boundaries of the land claimed. " * * * but no location of a mining claim shall be made until the discovery of the vein or lode within the limits of the claim located" (Sec. 2,320, U. S. Rev. Stat.). All authorities agree that discovery is the source of the miners' title. Lindley, in his valuable work on Mines (3d Ed., Sec. 335), lays down the rule in part as follows: "Discovery is the initial fact. Without that no right can be acquired. * * * Such discovery must precede the location, or be in advance of intervening rights. The proof of recording and marking a claim will not authorize the court to presume a discovery." As is well stated by the U. S. Supreme Court in Erhard v. Boaro (113 U.S. 536):

T HE OPEN FORUM on this subject called by Mr. Hoover at the recent meeting of the Institute' brought out a large number of very able papers, and a very full discussion of all the problems involved. The criticisms of the bituminous industry were: 1. That it was over-developed with the possible output nearly 50 per cent. in excess of the present requirements; that during the summer there were plenty of cars and no orders, and during the winter there were plenty of orders but no cars. 2. That the mines were not properly developed from an engineering standpoint, and that the recovery of the coal varies from 50 per cent. to 95 per cent. 3. That this industry, employing over 600,000 men, could, if running full time, release 100,000 men for other work. 4. That the studies made by the engineers of the Fuel Administration showed that the cost of production increased with a loss of time and that with a 50 per cent. operation the increase in cost was about 40 per cent.

LISTED among strategic and critical minerals for stockpiling, mica is an important raw material in electronic and electrical equipment industries. Each year large quantities are consumed in the manufacture of television and radio tubes, radar sets, generators, transformers, electric toasters, and irons. Crude mica, which comes from the mine in crystals or in rough books of various shapes and sizes, is known as run-of-mine or book mica. Structural imperfections, impurities, rough edges, and defective laminae are removed by cobbing, rifting, and trimming to produce a marketable block mica or film mica.' After the rough books have been hand-cobbed to remove adhering rock, dirt, and crushed or defective mica they are rifted, or split. In the U.S. a straight-bladed knife is generally used for rifting. Products of this operation are classed broadly as untrimmed sheet mica and scrap. Sheet mica is any relatively flat piece sufficiently free from physical defects to be cut or stamped into specified shapes for industrial use. Sheet mica is classed as block, film, and splittings. Block mica is not less than 0.007 in. thick with a minimum usable area of 1 sq in. Film mica is split from the better qualities of block mica to groups of specified thickness ranging from 0.0012 to 0.004 in. Splittings are sheets with maximum thickness of 0.0012 in. and minimum usable area of 3/4 sq in. As virtually no mica splittings are produced in the U.S., they will not be discussed in this report. Small, low quality block is subdivided as punch and washer. Punch mica is thumb-trimmed material large enough to yield a circular disk of at least 11/2 in. diam for stained quality mica and 1 1/4 to 2 in. for clear quality. Poorer lots, often referred to as washer mica, are also included in the general term punch mica. Trimming, the next step in processing sheet mica, removes broken and ragged edges, loose scales, and other major imperfections. Trimming may be done with a knife, sickle, shears, or fingers. In the U.S. it is usually done with a 3-in. linoleum knife to obtain a bevel-edged cut. If ragged edges are broken off with the thumb and fingers, the mica is called thumb-trimmed. Expansion of concentrator capacity at Iron Ore Company of Canada's Carol Lake plant resulted in a dramatic increase in the production of fines. With iron recovery from the fines running only 18%, Carol Lake engineers initiated an extensive test program which resulted in the installation in July 1977, of a full-scale plant utilizing Reichert cone concentrators. Results to date have indicated a 100% increase in iron recovery from the concentrator's fines product. Carol Lake is located near the western boundary of Labrador, Newfoundland, some 960 km (600 mi) northeast of Montreal. Concentrator operations began in 1962 with a design capacity of 7 million t/y (7.7 million stpy). The bulk of the concentrate was pelletized at a 6 million t/y (6.6 million stpy) pelletizing plant completed in 1963. The remaining concentrate was sold in the international market. The concentrator was first expanded in 1966 to 10 million t/y (11 million stpy) capacity. In 1967, the pellet plant was expanded to match the increase in concentrate production. Sales increases led to a further expansion in 1973. By 1977, more than 40 million tons (44 million st) of crude ore were processed to recover in excess of 17.42 million tons (19 million st) of concentrate and 10.4 million tons (11.5 million st) of pellets.
