In recent years, the damping capacity of metals has come to be recognized as an important index of certain types of structural change. In a number of instances, this property has proved to be particularly sensitive, but insufficient work has been done to permit a general interpretation. There is considerable question at the present time as to just what factors are responsible for the internal dissipation of energy when a metal is carried through a cycle of stress, and these factors must be ascertained if the value of the damping method as a metallurgical tool is to be determined. Since internal stresses are among the chief causes of dissipation of internal energy, or damping capacity, it was thought that a study of the changes in damping during the recovery and recrystalliza-tion of a cold-worked metal might throw some light upon the subject, particularly if the damping changes were correlated with other properties that are better understood. Probably more work has been done on the recrystallization phenomena of alpha brass than on any other metal, so this was chosen as the material for the present investigation. Damping measurements on brass have been made by Förster and Köster.1 They showed that the annealing of a brass that had been cold-drawn to 50 per cent reduction produced a rapid fall in the damping, a flat minimum occurring at approximately the temperature of recrystallization. The damping remained at a low value until grain growth was well under way and then it increased rapidly with increasing grain size. Köster and Rosenthal2 continued the work in greater detail. They pointed out that the damping decrease does not correspond to the hardness drop but occurs at a lower temperature, suggesting that the relief or redistribution of internal stresses has a large effect while the actual recrystallization effect is small. They also show the increase in damping at the higher annealing temperatures. Their curves are reproduced in Fig. 1.

The growth of human knowledge is an evolutionary process. Historically our separate sciences came into existence as people became interested in various apparently unrelated domains of phenomena, and in this manner we acquired the sciences of physics, chemistry, astronomy, biology and geology. As various of these sciences became established, cognizance of them came to be taken by the universities and in this manner there arose the traditional departments of physics, astronomy, chemistry, biology and geology of our American universities. As there was no particular rationality in the boundaries separating the various sciences, in the university departments the jurisdiction of each has assumed quite arbitrary limits. In the domain of earth phenomena the first science to grow up was that of geology, which arose originally from the activities of the collectors of rocks, minerals and fossils. Thus geology evolved as a descriptive science dealing with directly observable terrestrial phenomena for which elementary rational explanations were offered. The traditional treatment of phenomena by the science of geology has rarely been with more than an elementary regard for the fact that these phenomena were also phenomena of physics and chemistry. Since the latter part of the nineteenth century, a new approach to terrestrial phenomena has been emerging and becoming of so great a significance that it can no longer be ignored. This approach has been made by people trained primarily in the sciences of physics and chemistry, who have investigated terrestrial phenomena as constituting phenomena of their respective sciences. In this manner we have acquired the so-called "borderland sciences" of geophysics, the physics of the earth, and of geochemistry, the chemistry of the earth. Neither of these fields is new, having arisen chiefly at the hands of European investigators during the latter part of the nineteenth century. The European universities have long since given official recognition at least to geophysics, by the establishment of departments or institutes of geophysics, which are on a par with the university departments of the other sciences.

Coke with low phosphorus content is required by some of the electrometallurgical and chemical plants recently attracted to the Pacific Northwest by the hydroelectric power available from Bonneville and Grand Coulee dams. Shipping such coke into the area from eastern points involves a high freight charge, and during wartime consumes precious rail and ship-bottom space, so it is highly desirable to produce coke from the coking coals of Washington to meet the requirements of these industries. Although coke has been made from Washington coals since 1884, little has been known about their phosphorus contents or about the extent to which phosphorus could be reduced by cleaning, An investigation was undertaken, therefore, to determine the manner in which phosphorus occurs in the coking coals of Washington and its amenability to removal by ordinary coal-washing methods. Previous Work Phosphorus is a deleterious element in coke used for numerous metallurgical processes, including the production of pig iron, yet comparatively little published information is available on the occurrence and elimination of phosphorus in any of the coals of this country. A variation from 0.009 to 0.062 per cent phosphorus in various horizons of the Pittsburgh bed in the Connellsville region of Pennsylania has been reported,' and a reduction in phosphorus content from 0.020 per cent in the raw coal to 0.018 per cent in the washed coal was obtained in washing coal from the same bed in the Pittsburgh area;2 the latter figures represent average analyses for a year's operation of the washery on about 800,000 tons of coal. A reduction in phosphorus content from 0.018 to 0.011 per cent in washing coal from the Pittsburgh bed at another washery was observed, and the same report provides data on the phosphorus reduction obtained by separating 10 other coals on a bath of 1.35 specific gravity.3 European investigators have been especially active in correlating phosphorus content with petrographic analysis; fusain and durain generally contain the highest percentage of phosphorus, but this relationship is not universal.4 Some of these investigators have found that phosphorus is removed in the coal-washing process,5 but others have observed that the clean coal contained as much or even more phosphorus than the raw coal.'

Sulphur, even in small amounts, may often be harmful to nickel and high-nickel alloys, causing impairment of mechanical strength and destruction of malleability and ductility, as shown by Merica and Waltenberg.l,2 It may act either in the form of nonmetallic inclusions produced in the liquid state during furnacing or as reaction products resulting from its diffusion into the solid metal. In recognizing the action of this element, ability to identify its various forms by means of the microscope is often of considerable importance, especially when direct quantitative methods are inapplicable. Of the sulphur compounds associated with nickel and high-nickel alloys, the sulphides that may be found in malleable nickel, Monelt and Inconel are an important group. These sulphides were investi- gated by metallographic methods in order to provide descriptive data by which to identify them. The nominal compositions of malleable nickel, Monel and Inconel are given in Table I. The term "sulphide" is employed here in a very general sense, to designate a substance in which sulphur and one or more metallic elements are combined. The term includes any combinations of compounds and solid solutions. Method of Investigation Three groups of small laboratory melts were made, one group to represent each of the three types of alloy under investigation. Within each group, a number of ingots with a sufficient variety of chemical analyses were prepared so that the effect of each of the elements entering the complete commercial alloy could be isolated and observed. In most cases, to facilitate metallographic study by exaggerating the number and size of the resulting sulphides, somewhat greater amounts of the minor elements were added than are present in the commercial alloys. Likewise, considerably more sulphur was added than is normal, but not enough to complicate the system. Transverse sections were cut at a point one third of the distance from the butt to the head of each ingot, polished and examined with an inverted stage metallo-graph equipped with a combination polar -izing-analyzing vertical illuminator. The light source was a tungsten-mercury vapor arc lamp.

A LTHOUGH the efficiency of coal utilization has A improved steadily since the turn of the century as a result of continued research and development, little of this increase in efficiency can be credited to improvements in the single retort stoker. There are still numerous problems connected with the burning of coal on this type of unit, the solution of which would be a stimulus to coal and stoker sales and a boon to the user. Among the more critical of these problems is that of burning slack bituminous coal of strong caking tendency and containing large percentages of fine material. With the increased trend toward mechanical mining, it may be expected that in the future an even larger percentage of the coal available for use on this class of stokers will contain higher percentages of the fine sizes, thus aggravating an already serious problem. During the war, the problem of efficient and economic burning of available coals on the single retort industrial stoker, particularly the class 4 stokers (301 to 1200 lb per hr), became quite critical in many localities. In addition to the inherent problems associated with the use of this class stoker, the coals available were frequently not those best suited for use on this equipment and the manpower shortage made it difficult as well as expensive for the consumer to provide the labor necessary to keep the iires in reasonably satisfactory condition. Although exact figures on the number of class 4 stokers are not available, the yearly tonnages of coal consumed are of considerable consequence and have been estimated* at between 15 and 20 million the stoker research staff of the Mineral Industries Experiment Station of The Pennsylvania State College was requested to study the performance of the single retort industrial stoker and to undertake a program of research on the more efficient burning of bituminous coal on this class of unit. Various aspects of overall problem have been investigated since the inception of this program in 1942, only one of which is here reported. General Considerations There are numerous factors which appear directly or indirectly to affect the overall performance of bituminous coal underfeed stokers, such as the caking or matting properties of the coal, the contact relationships between coal and air, the ash fusion characteristics, the burning rate, and the design of the stoker and furnace in which the coal is burned. PARTICULAR interest in the ventilation of deep mines, especially those in South Africa, has been created by a very complete system of cooling of the world's deepest mine, the Turf shaft of the Robinson Deep ill Johan-nesburg. The writer visited this mine in January, 1936, and again in 1937. During these visits and subsequently, a considerable part of the theory involved in rock cooling in tunnels was developed and this has been checked by practical observations of the rates of rock cooling made within mines. The purpose of this paper is to set forth the method of attack of the mine problem. The cooling or air conditioning of mines by the use of mechanical refrigeration was not wholly new 1-5 when the Robinson Deep installation was made. The first mine to be cooled was the Morro Velho mine, in Brazil. The first installation in this mine was put into operation in December 1920, the refrigerant being ammonia.5 The surface cooling gave considerable benefit but it proved inadequate as greater depths were reached, therefore in 1929 two centrifugal refrigerating machines were installed at the 6000-ft. level. These were used in conjunction with the surface cooling system to furnish additional cooling at the lower levels. This later installation used Carrene as a refrigerant. This nonflammable refrigerant, having a boiling point of 104° at sea level, insured reasonable safety, since all parts of the machine operated At subatmospheric pressure. Very favorable reports have been received on the effectiveness of this installation, but no recent data are available. An interesting feature of that plant is that the condenser water is cooled by spraying it into the exhaust air from the mine at the base of the ventilation upcast, which permits the water to be cooled within a few degrees of the wet-bulb temperature of the air entering the upcast, and the only water that has to be supplied for condensing purposes is that lost by evaporation, or about 0.5 per cent of the volume circulating through the condenser. This plan affords an ideal means for the removal of the heat load from the refrigerating system, and of course also from the mine itself. In the search for practical geological problems amenable to solution by the potential methods, the geophysicist is led to study mathematically various theoretical cases. In these idealistic discussions, the media under consideration are generally supposed to be homogeneous and iso-tropic. The geophysicist, of course, realizes perfectly that these conditions do not occur in their entirety in reality. However, the assumptions made are justified, because very often they are necessary in order to render possible an exhaustive study of a given problem, which otherwise would be too complicated, and would not lend itself to a complete mathematical analysis. Of the above two assumptions, that concerning the homogeneity of a given geological formation is satisfactorily realized except in so far as isotropy is concerned, since this property is not often encountered in practice. As a consequence, it is very desirable for the geophysicist to have quite an extensive knowledge of the properties of anisotropic formations, and of the laws that govern the propagation of electric current therein. With such principles in mind, he will be able to decide whether the conclusions arrived at in simple, isotropic conditions are still correct in more complex cases, or in what way they must be modified or adapted in order to constitute a sound basis for the interpretation of the results obtained in anisotropic media. On the other hand, the fact that in anisotropic formations the mobility of the ions is greater along the strike than perpendicular thereto can be utilized for determining the direction of the dip by induction measurements. We therefore propose to study in three successive chapters the following points: 1. Propagation of the electric current in anisotropic media. 2. Some consequences of the anisotropy of geological formations with reference to the surface electrical measurements, and their interpretation. 3. Determination of the direction of the dip of anisotropic formations by surface induction measurements.

Discovery of new ore in the Eureka district, Nevada, as a result of bold and persistent exploration based on a geologic interpretation of structure has recently aroused wide comment in mining circles. It may therefore be of interest to the profession to have a summary of the historical background and an account of the recent program of development. The mines of Eureka, discovered in the late 1860's, were the first important silver-lead mines in the United States. They have a production record of more than fifty-one million dollars.' After the ore bodies were apparently bottomed in the 1880's, repeated attempts to find new ore were unsuccessful until 1940, when a diamond-drill hole cut a 40-ft width of sulphide ore 1409 ft below the 841-ft level of the Locan shaft. The next hole cut 30 ft, of ore and three additional holes drilled in 1943 and 1944 showed the ore body to be continuous, Shaft sinking to reach and open up the ore body has been in progress since 1945. Geology Stratigraphy The ore in the Eureka district occurs in a series of Cambrian sediments which is exposed through a thickness of over 6000 ft. The stratigraphic column is as follows:2 Thickness. Ft Ordovician : Pogonip limestone (upper part). Thin bedded limestone with some chert. Upper Cambrian: Pogonip limestone (lower part). During the last several years many papers have appeared dealing with the structure of highly polished metal surfaces. The awakening of interest in this subject is due to the applicability of the electron diffraction technique to the study of surfaces. The original theory of Beilbyl considered the surface of polished metals as of the nature of a supercooled liquid or a vitreous, amorphous solid. The electron diffraction effects from polished metals have been interpreted by rnany to be a direct experimental proof of the correctness of the Beilby theory. This interpretation has been strongly opposed by others, so that at the present time the subject is in an uncertain and controversial state. In the present paper new, and hitherto unpublished, electron diffraction effects from polished zinc are desrribed. These observations indicate that the polished surface of zinc is crystalline. Published Work Many papers2""10 have interpreted the electron diffraction evidence as proof of the Beilby amorphous theory. All investigators agree that highly polished metals give rise to two diffuse diffraction haloes, similar to those obtained by the diffraction of X-rays in liquids and vitreous solids. It is this similarity that leads to the amorphous-layer interpretation of polished metals. Strangely, the interatomic distances calculated from these haloes are very similar for the various metals investigated, in spite of a rather wide range of such distances in the crystalline and liquid states. The calculated atomic sizes are, furthermore, smaller than are experienced in the normal states of the metals. In spite of these anomalies, the amorphous-layer interpretation has been adhered to by many. One investigator, S. Dobinski," differs from the others in his experimental results. By polishing under benzene in order to avoid the possibility of oxidation, Dobinski obtains diffuse haloes of radii different from those previously obtained. He thus obtains a more rational quantitative correlation of the diffuse haloes with the amorphous-layer theory.

ALTHOUGH the open-hearth charge contributes CO, C02, H2, A and water vapor to the combustion gases and absorbs oxygen from them, in the main the thermal effects in the melting charge and molten bath can be considered independently of those in fuel combustion; the latter then is regarded simply as the source of the net heat required to finish a heat of steel. First of all, it should be remembered that a large percentage of the heat supplied to the bath is furnished by oxidation of the various elements in the charge itself. If this charge consisted of 80 to 100 per cent of hot metal and the oxidation were accomplished by blowing in air or oxygen, as in the bessemer converter, the net heat absorption would be negative; that is, the bath would contribute part of the heat required to keep the melting chamber hot, in addition to that contained in the finished steel and slag. In actual open-hearth practices, probably the nearest approach to this is in the duplex furnace, charged with bessemer-blown metal and some hot metal, where very little heat is required to complete the refining and nearly all the heat energy from fuel combustion is used to keep the roof and walls of the melting chamber up to around 2900 to 3000 F (1600 to 1650 C), so that the bath will not cool off during the refining. The other extreme is with all-cold charges containing around 80 per cent steel scrap and 20 per cent cast iron or cold pig iron, in which case a very large proportion of the heat in the bath at tap is supplied from the fuel combustion. THERMAL EFFECTS IN MELTING In a typical heat, the fuel furnishes about four million British thermal units per ton of steel produced. The heat required, for the metallurgical processes is not easily defined in useful manner but it ranges downward from about one million Btu, depending not only on the charge but on the manner of calculation. THE remarkable increase in the distribution of the small underfeed stoker for use in furnaces and boilers in small industrial plants, apartment houses and homes has brought producers and distributors of bituminous coal to consider the problem of which coals and which sizes are best suited to this market. Many papers have also appeared, mostly in the trade journals, discussing the problem of the combustion of various coals and various sizes of coal in small stokers. Much difference of opinion has been apparent in these articles; due often, it would appear, to a mis-understanding of the fundamentals of the process of combustion in the stoker fuel bed. During the past year and a half, a program of research has been conducted at Battelle Memorial Institute: (1) On the process of combus-tion in the fuel bed of the small stoker, sponsored by Battelle Memorial Institute, and (2) on the relation of the characteristics of bituminous coals to their performance on small underfeed stokers, sponsored by Bituminous Coal Research, Inc. As a result of this program of research, two publica-tions have been made, one1 dealing with the problem of clinker formation, and the other2 with the relation of the size of the coal fed to the stoker hopper to that of the coal that reaches the retort to be burned. The experimental research on the relation of size to the performance of the coal is being actively continued. A publication of Bituminous Coal Research, Inc. presenting the data obtained on the performance of several sizes of four typical bituminous coals will appear shortly. Because of the early appearance of that publication, the present paper includes few numerical data. The purpose of this paper is to follow the coal from the hopper through the furnace with a discussion of the various actions that occur, in the hope that it will lead to a clearer understanding of the relation of the type of coal, the size of coal, and other characteristics, to the performance. The authors do not pretend to have obtained the answers to all the complex questions involved; many unanswered questions will be proposed on which future research work is planned.

The results of a study of the open-hearth process from the physicochemical viewpoint are given. This study includes experimentation in small laboratory furnaces and in standard 100-ton furnaces. The behavior of manganese, carbon and phosphorus are quantitatively explained. The action of "residual" manganese is discussed with reference to its relation to iron oxide dissolved in the metal. The solubility of CO in steel and its relation to dissolved FeO and carbon is given. The equation for phosphorus elimination has been tested out on a 200-ton furnace and the results are given in the text. The effect of temperature and slag composition on the elimination of metalloids in the basic open-hearth process has been qualitatively understood since the early days of steel making. The quantitative effect has, however, only recently been brought to attention. The effect of slag composition has received more attention than that of temperature, primarily because the range of finishing temperatures in the basic open-hearth process is small compared to the large variations found in the composition of the slag at different periods during the process, and to the variations occurring with the use of raw materials of different degrees of impurity. The effect of slag composition on the elimination of metalloids has been studied by Styril from the thermochemical standpoint. This method is open to serious errors, in that thermochemical data at 2900' F. are very inaccurate and in many cases completely lacking. Feild2 has calculated equilibrium constants from the rate at which the metalloids are eliminated. The effect of slag viscosity on rate of elimination will affect the constants calculated by this method. Whitely,a Colcough4 and others have used slag compositions as the basis for calculation of constants by which the extent of elimination may be calculated.

The simultaneous solution of the volumerric balance and the unsteady-state equation has been used for several years to make performance calculations for combination drive reservoirs. This method makes possible the calculation of volumetric changes of fluids in the gas cap, oil zone, and aquifer which occur as a result of withdrawals and reservoir pressure changes. It does not provide a means for the determination of reservoir fluid distribution changes corresponding to these vollrmetric changes. A knowledge of the fluid saturation distribution in the reservoir at various stages of depletion is important for the determination of the efficiency of gas and water as oil-displacement media and, therefore, for the reliable predicrion of ultimate oil recovery. To provide this knowledge, the displacement equations are solved simultaneously with the volumetric balance and unsteady-state equations. The described calculation procedure has been used satisfactorily to analyze the past performance and to predict the future behavior of combination drive reservoirs under both primary and pressure-maintenance operations. INTRODUCTION The three basic mechanisms by which oil is displaced from a reservoir are: (1) dissolved gas drive—the displacement of oil by the expansion of liberated solution gas, (2) water drive—the displacement of oil by water which enters the oil zone from the aquifer, and (3) gas cap drive—the displacement of oil by gas which ex- pands into the oil zone from the gas cap. The action of gravitational forces may be effective in increasing the efficiency of the basic drive mechanisms. Gravitational forces favor the segregation both of gas and oil and of oil and water, thus tending to shorten the transition zone between oil and displacing fluids. Most reservoirs produce under the influence of a combination of these drives and are designated "combination drive reservoirs". Fig. 1 is a cross section of a typical combination drive reservoir. A calculation procedure for analyzing the performance of combination drive reservoirs has been developed by combining the displacement equations' with the volumetric balance equation' and the unsteady-state equations. The pressure-production performance and the positions of the gas-oil and oil-water contacts are calculated for several stages of reservoir depletion by solving these equations simultaneously, thus affording a basis for: 1. Determining instantaneous and ultimate oil, gas, and water production under various operating conditions. 2. 'Establishing a maximum efficient rate of production, 3. Determining the advantages of pressure maintenance and unitization, and 4. Designing surface installations necessary for primarv and pressure-maintenance operations. The nature of the forces that are important in producing the oil in the East Texas field and the manner in which these forces are affected by the rate of production have always been problems of outstanding interest. These questions are of great interest to the industry as a whole on account of the economic importance of the East Texas field and to the engineers in particular on account of the unique character and behavior of the field. Subsurface pressure data throughout the field have been collected systematically, so that a quite complete history of the reservoir pressures has been kept as the field has been developed and produced. Subsurface samples of the oil and gas have been taken and these have been examined to obtain data on the physical properties of the reservoir fluids under the actual conditions of temperature and pressure. All of these data have been valuable because they have afforded the basis for a careful study of the means by which the oil is produced. It is the purpose of this discussion first to point out several of the important facts revealed by the data mentioned and then to describe studies that have been made concerning the interpretation of these facts. Reservoir Pressure Data and Properties of Oil The reservoir pressure data on the East Texas field have shown conclusively that the pressures are readily affected by changes in the rate at which the field is produced. This can well be seen in Fig. 1, where the average reservoir pressures obtained from time to time are plotted with the daily production rates and the cumulative production of the field. It is noted that the average reservoir pressure has declined irregularly, depending upon the rate of production, from the estimated original value of 1625 Ib. per sq. in. to the value of 1228 lb. per sq. in. observed for Aug. 11,1934. The decline in pressure has been more rapid at the higher rates of production than at the lower rates. In contrast, the average reservoir pressure has increased, on several occasions, upon reduction of the withdrawal rate from a high value to a lower value. Discovery of new ore in the Eureka district, Nevada, as a result of bold and persistent exploration based on a geologic interpretation of structure has recently aroused wide comment in mining circles. It may therefore be of interest to the profession to have a summary of the historical background and an account of the recent program of development. The mines of Eureka, discovered in the late 1860's, were the first important silver-lead mines in the United States. They have a production record of more than fifty-one million dollars.' After the ore bodies were apparently bottomed in the 1880's, repeated attempts to find new ore were unsuccessful until 1940, when a diamond-drill hole cut a 40-ft width of sulphide ore 1409 ft below the 841-ft level of the Locan shaft. The next hole cut 30 ft, of ore and three additional holes drilled in 1943 and 1944 showed the ore body to be continuous, Shaft sinking to reach and open up the ore body has been in progress since 1945. Geology Stratigraphy The ore in the Eureka district occurs in a series of Cambrian sediments which is exposed through a thickness of over 6000 ft. The stratigraphic column is as follows:2 Thickness. Ft Ordovician : Pogonip limestone (upper part). Thin bedded limestone with some chert. Upper Cambrian: Pogonip limestone (lower part). Thin-bedded limestone (with shaly limestone and chert).... 425 + Dunderberg shale. Shale (clay and calcareous shale) and thin-bedded limestone............. 34°+ Hamburg dolomite. The tidings of Mr. Hewitt's death, cabled to me at Rome, Italy, brought me a great shock as well as a sincere sorrow. I had left him, a few weeks before, not indeed in vigorous health, but still quite able to command recognition as a continued power in public affairs; and I thought him destined to enjoy for many years that final stage of a long, active and honored career, in which, having passed beyond the struggles and rivalries of business and of politics, his life and character could be justly appreciated by all men, like some noble work of art, already crowned, and marked henceforward "hors de concours." Moreover, he was, and would be to the end, not merely the passive recipient of admiration and esteem, but the source of iuspiring appeals, effective warnings and wise counsel. His rich and varied experience he had placed at the service of his fellows. His lightest word was weighty, and those who contradiEted him only injured their own cause thereby. Great trusts (true " trusts," in the old and proper sense of the term), like the Cooper Union, the Carnegie Institution, and others, still commanded his disinterested services. Great principles of liberty and of justice continued to be reinforced in perilous crises by his powerful advocacy; great measures were daily receiving from him a decisive impetus. No wonder it seemed to. us that this happy period of reward so well earned, and of beneacence so welcome to innumerable recipients of its blessing, must continue yet awhile. We did not expect the night instailtly to engulf the full-orbed sun. Nor, indeed, has this been our experience; in this instance, the sunset has left an afterglow more luminous than many a noonday. PERSONNEL work is a term recently introduced to cover the great variety of activities in industrial work that deal with the human factor. Much attention has been focussed upon individual phases of personnel work, such as accident prevention, sanitation, "welfare" work, reducing labor' turnover, and so on. In most cases these activities have been carried on as though they were distinct and separate fields; as a matter of fact, they are only different phases of the single problem of human engineering, and each has important and fundamental relations with the others. Thus, for example, high labor turnover is one of the most .important causes of a high accident rate, and unsatisfactory housing conditions are an important cause of labor turnover. In the early stages of the study of these problems, it was necessary to take them up separately; the time has now arrived at which it is desirable to consider them as a whole in order to bring them into the right relation to each other. When thus considered as phases of an interrelated whole, they may be grouped as personnel work. A discussion of the importance of personnel work as a means of in creasing dividends in industry may be objected to by some as a too materialistic way of looking upon work that is humanitarian. Nothing could he more mistaken than such an opinion. Humanitarianism, per se, has no place in industry, and nothing is gained and much is lost in pre tending that it has. The only reason why a corporation engages in business is to make profits, and any activity of the corporation that does not tend either directly or indirectly toward that end is poor business. It is equally poor business to overlook any activities that do tend indirectly to the making of profits. On this basis, personnel work can be justified as a corporate activity; there is no justification whatever for abstract humanitarianism from the business standpoint. One characteristic of the American workman is a general high level of intelligence, and it is an insult to intelligence to ask a man to believe that anything so impersonal as a corporation is really desirous of benefiting

Philips' Gloeilampenfabrieken, Eindhoven, Netherlands)— After the departure of our friend Dijkstra to the United States, investigations on the effect of alloying elements on the behavior of nitrogen in a iron were continued in Eindhoven. We too found internal friction curves with two separate peaks for iron containing nitrogen in addition to 0.5 atomic pct V or 0.5 atomic pct Mo. Our first publication on these investigations" appeared almost simultaneously with the paper now under discussion. At first sight our experimental results seem to be in harmony with their conclusions, but a closer examination reveals that in the case of the Fe-V-N alloy the abnormal peak is not controlled by one time of relaxation only. Whereas iron containing 0.5 atomic pct Mn or Mo absorbs an amount of nitrogen of about the same magnitude as that absorbed by pure iron under identical conditions, iron containing vanadium absorbs in addition one nitrogen atom for every vanadium atom. This last amount, far exceeding the first amount in the case under consideration, combines chemically with the vanadium and causes no internal friction. The "free" nitrogen in the vanadium alloy gives rise not only to a damping peak corresponding to that in pure iron but— due to the presence of VN particles in the metal—also to the abnormal peak at higher temperatures. The VN particles create interstitial sites around themselves where the free nitrogen atoms are bound much tighter than in the normal interstices. These abnormal interstices, therefore, will capture free nitrogen atoms rapidly, whereupon these give rise to the abnormal damping. The binding energy in the abnormal interstices is not the same for all, and with coarsening of the VN precipitate the distribution of these energies is displaced toward the side of stronger binding. This is deduced from a shift of the summit of the second peak toward higher temperatures (from 80" to 88°C in our experiments) caused by prolonged heating at 950°C. This meeting marks the point at which the long-standing dissatisfaction with the mineral-land laws, the innumerable protests against them, and the many isolated efforts to obtain relief, have developed into a general movement for their revision. That part of the mining industry which is affected by these laws has three general organizations which are able to speak for it: the American Institute of Mining Engineers, the Mining and Metallurgical Society of . America, and the American Mining Congress; all of which are represented in this meeting. In the series of able and thoughtful papers presented here, prominent men have discussed the evils of the present laws and some of the reforms which should be made in them. We all appreciate fully the ultimate value of these studies; but we are also painfully aware of the fact that discussion of this kind has been going on for a quarter of a century without any other effect than a steady increase in the mass of printed records stored on library shelves. In order to get any practical result we Gust induce an indifferent government at Washington to act, and to do this we must unite in pushing some practical plan whereby it may act in a simple and effective way and with the least possible amount of criticism or opposition. The actual question before us is not whether the mining laws are bad; for their evils and absurdities are not only beyond discussion but also beyond the resources of a temperate and dignified vocabulary. It is not what particular changes ought to be made; for it is premature to make . specific recommendations until there is some one to listen to them. Moreover, we all know that there are wisdom and experience enough available, and awaiting that time, for the creation of a code which would be a model to the mining world. The practical question now is, how to obtain the revision; and since the American Mining Congress has of late restricted its attention to this phase of the problem I wish as one of its representatives here to present its views upon the matter.
