The U. S. Geological Survey has been actively engaged in work on coal for more than 50 years. During this long period we have released more than 300 publications containing information about coal and coal reserves, including details on the thickness, distribution, and quality of coal, and the structure and stratigraphy of the coal-bearing rocks. We have also cooperated with state surveys on many similar publications. For many areas these reports are the only reliable published data on our resources of coal. During the last several years we have substantially increased our activities above the wartime low. We now have field work in progress, or reports in preparation, on 13 detailed mapping projects distributed as follows: 1. Pennsylvania anthracite field 2. Casselrnan Basin, Md. 3. The apparent activation energy, U, JOY plastic deformation of aluminium, copper, and gold single crystals and polycrystalline aluminum was found to he dependent upon surface condition. At low strains, the value for U for aluminum single crystals was 4200 cal per mole ; however, this value decreased to 920 cal per mole when the specimens were polished during the test at a rate of 50 X 10-5 win-1 The activated volume also was found to increase with the rate of metal removal. That the surface plays an important role in plastic-deformation processes has been adequately demonstrated.1-4 Of particular interest at this time are the observations4 that the creep rate of single crystals of fee metals is increased markedly when specimens are polished during the deformation process. These observations were interpreted in terms of a dislocation debris layer at the surface regions of the crystal. This layer, which appears to be a region containing a high concentration of dislocations or segments of dislocations, not only will impede the egress of dislocations on the primary slip system, but will also provide a barrier against which dislocations may pile up. By this means, a stress which opposes the motion of dislocations will be generated. It is considered that this stress must be taken into account in any theory which describes the plastic-deformation process. Although a detailed dislocation model cannot be given at this time, it may be stated that the stresses opposing the motion of dislocations arise from the dislocations in the debris layer, Ts, and ti due to the resistance to motion imposed by internal obstacles such as Lomer-Cottrell barriers, subgrain and grain boundaries, forest dislocations, and so forth, as well as the resistance due to the presence of jogs on dislocations and the interaction of the stress fields of dislocations, and so forth. In essence, we have added an additional term, ts, to the usual form of the equation T = Ta- Tb, where Tb is the back stress due to the various types of obstacles which impede the motion of dislocation. Accordingly, the net stress, t, acting on a dislocation may be written as where Ta is the applied shear stress. For deformation which occurs by a thermally activated process5,8 ?=Ae-u/kT = A e(u,-VT)/kT [2] and U = Uo- Vt PI where U = activation energy for plastic flow, y = shear strain rate, Uo = activated energy for plastic deformation in the absence of stress and depends upon the particular deformation process, V = activated volume, k = Boltzmann constant, T = temperature, OK, and A = frequency factor. From Eqs. [I] and [3], U = Uo- V(Ta - Ti - TS) [4] and it is seen that if Ts decreases, the activation energy, U, must decrease if V remains constant. However, as will be shown, V is a function of the surface conditions. In their work on aluminum, Lytton and coworkers7 reported that at low strains the activation energy was 3400 cal per mole and at high strains it was 28,000 cal per mole. The lower value was interpreted in terms of the energy necessary to overcome the Peierls force, while the higher value was associated with the energy necessary for dislocations to move by a cross-slip process. It will be shown that the lower activation energy is associated with the surface debris layer rather than with the Peierls force. EXPERIMENTAL PROCEDURE Single crystals having a nominal cross section of 1/8 in. and a 3-in. gage length were prepared by a modified Bridgman technique using a multiple-cavity graphite mold. The initial purity of the metals was 99.997, 99.999, and 99.999 pet for aluminum, copper, and gold, respectively. The orientation of the specimens is given in Fig. 1. The Boston and Colorado Smelting Works are situated in the town of Black Hawk, Gilpin County, Colorado, on the Clear Creek Narrow Gauge Railway, 55 miles from Denver, in the Rocky Mountains, at an altitude of 7800 feet. It was one of the first works erected for the metallurgical treatment of gold ores, and the only one established in Colorado on a large scale which has been uniformly successful. Both gold and silver ores are treated, and gold, silver, and copper produced. The lead is not separated from the ores nor paid for, if it exists, and is entirely lost in the residues. The works were planned and built by Professor Hill, formerly Professor of Chemistry in Brown University, Providence, R. I., and is still managed by him, assisted by Mr. Richard Pearce, formerly professor in the School of Mines at Truro, England. They are very advantageously situated with regard to the ore-producing regions, having Boulder County on the north, which produces, besides ordinary gold ores, a series of tellurium minerals, such as altaite, sylvanite, and hessite, which are very rich in gold and silver. They are associated with copper and iron pyrites, blende, galena, and the carbonate and oxides of iron. DURING the closing days of the last Congress a resolution was passed, creating the Senate Com-mission of Gold and Silver Inquiry. The resolu-tion charges the Commission with the responsibility to investigate and report to the Congress on Jan. 1, 1924, upon the following subjects: 1. The causes of the continuing decrease in the production of gold and silver. 2. The causes of the depressed condition of the gold and silver industry in the United States. 3. The production, reduction, refining, transportation, mar-keting, sale, and uses of gold and silver in the United States and elsewhere. 4. The effect of the decreased production of gold and silver upon commerce, industry, exchange, and prices. The personnel of the Commission is as follows: Senators Pittman, Sterling, Goodling, Walsh and Oddie. At a meeting on May 8, H. N. Lawrie, a mining engi-neer and economist, was appointed as Assistant to the Commission. The present situation with respect to the gold and silver mining industries is well illustrated by the follow-ing data: The total world production of gold (in dollars) for 1915 was $468,724,918, and for 1921, $329,915,101; as shown by the reports of the U. S. Mint; and for the year 1922, $306,793,000, which is based oh a prelimi-nary estimate; this indicates a decrease of 34.5 per cent. between 1915 and 1922. The total world production of silver (in fine ounces) for 1915 was 178,850,000 oz.; for 1921, 175,268,234 oz., a decrease of 2 per cent.

Coal-oil mixture (COM) combustion technology is regarded by the US Department of Energy (DOE) as near term and Potentially applicable to existing utility and industrial steam generators and for injection into blast furnaces. From work done previously, it has been established that COM can be burned in existing boilers and blast furnaces. Therefore, the issues being addressed by the current DOE program are: (1) determination of best available technology to achieve environmentally acceptable long-term reliable operation and (2) determination of applications for which COM can be utilized economically. Some of the technological options have begun to be determined by projects already under way. However, many projects are still in the early stages of development.

THE interdependence of nations in regard to mineral supplies has grown apace with the expanded needs of industry, with depletion of reserves, and with advances in technology. This increased mutual dependence raises many questions of foreign economic policy of special importance in our postwar planning. Realization of the urgent need for the development of a general mineral policy broadly based on national requirements led to discussions of the problem between officials of the Department of State and myself, as a result of which it was suggested that I make an informal and unofficial canvass of the views of mineral specialists of the country on foreign mineral policy.

CHILEAN mining in the public mind is rightly associated with copper. Chuquicamata with its great hill of copper-bearing granodiorite as well as Sewell and Potrerillos with mineralized volcanic necks together can supply a good proportion of the world's normal necessities of that metal. Chile is an extremely long and narrow country, averaging only 109 miles wide. Its eastern frontier is the Andes and it is on the western slopes of these mountains that the great copper deposits have been discovered. West of the Andes a great longitudinal depres sion has permitted accumulation of nitrates and other soluble salts in the arid north; in the north center it is hidden by a series of cross ranges, but in the center a moderate rainfall makes it the country's most important agricultural region. In the south this depression is drowned and gives rise to a series of straits and fiords. This enormous cleft in the earth's crust is separated from the sea by a coast range of moderate elevation which in the south is represented by a series of islands and mushroom-shaped peninsulas

The microstructure of three Al-Al2O3 SAP-Type alloys (containing 2.0, 3.0, and 5.7 wt pct alumina, respectively) was studied utilizing transmission electron microscopy. These alloys were fabricated from aluminum powders by powder-metallurgical techniques, cold-rolled into thin strips, and recrys -tallized. Thin foils suitable for an electron-transmission study were then prepared from the strip material by electropolishing. The microstructure of these alloys is shown to consist of small (0.1 mean diameter) plate -shaped alumina particles finely distributed in an aluminum matrix. In the higher-oxide content alloys the platelets are somewhat larger and more irregular in shape. The distribution of oxide particles is not uniform and there is an increasing tendency toward clumping SINCE the discovery by Irmann1 that aluminum alloys produced by compacting, hot pressing, and extruding fine aluminum powders possess remarkable high-temperature mechanical properties, the Al-A12O3 SAP-Type alloys have been utilized extensively as model dispersion-strengthened alloys in both experimental and theoretical invest igations.2-8 The use of the SAP-Type alloys as model dispersion-strengthened alloys implicitly assumes that their microstructure has been completely delineated. This is, however, not the case. with increasing oxide content. In all the alloys studied, the mean center-to-center spacing of particles was quite small (0.2 u) due to the very fine oxide debris present. Selected-area diffraction of the specimen identified the oxide as either y Al2O3 or y' Al2o3. The re crystallized MD-5100 alloy exhibited a mean grain diameter of only 0.7u, while the grain size of the other alloys was several hundred microns. Severe pinning of the grain boundaries by oxide particles was rarely observed, and the grain boundary triple points in the small-grained MD-5100 alloy were often particle -free. Diffraction contrasts visible around the particles are attributed to elastic strain fields set up by differential thermal contraction during cooling from the recrystallization anneal. Early investigation demonstrated that optical metallography did not possess sufficient resolution to observe the microstructure of the SAP-Type alloys.' Later, extensive use was made of replication techniques to study the microstructure by means of electron microscopy.7-9 These studies indicated that the SAP-Type alloys consist of a dispertion of irregular Al2O3 platelets, approximately 150A thick 9 and a micron or so on edge,9 distributed in a matrix of commercial-purity aluminum. These oxide platelets tend to be oriented in the aluminum matrix, with their largest dimension parallel to the extrusion direction. 8,9 A study employing polarized-light techniques1' indicated that the grain size of a series of as-extruded SAP-Type alloys was several microns in diameter, while the grain size after re-crystallization was several millimeters in diameter. An educated man is distinguished neither by his clothes nor by his knowledge; he is replarkable not for the things he says, but for the way he says them. You cannot even stand with him under an archway in the rain without finding him out. He may talk only of the weather. His words and his phrases alike may be simple. -at distinguishes him is the arrange- ment of his words; however desultory his talk, it will be method- ical; he has habituated himself to foreseeing the part to be played by each word he uses and the place to be taken by each sentence he utters. On the other hand, the uneducated man, though shrewd and well-informed, will relate facts and events as they recur to him, generally in disorder; in his effort to recollect and in his attempt to rectify forgetfulness he will pause irregularly, filling the intervals with meaningless phrases, such as "and then ", "and: so ", or 'said he to me", "said I to him"; and even the contipuous parts of his story will be told confusedly-because he has not learned the proper use of words.* My own experience as an editor of technical manuscripts has taught me that the misuse of 'that' and 'which' is a fruitful cause of obscurity and confusion. The relative pronouns have distinct functions, and no writer can express himself clearly until he has learned to discriminate between these I functions. For example:

THE deformation textures of metals have been extensively studied because of both the practical implications in metal fabrication and the fundamental insight into the behavior of the metal during deformation. Most studies have been concerned with pure metals or solid-solution alloys and relatively little attention has been directed toward more complex alloy systems. Barrett' and Brick2 have summarized work on multiphase systems in terms of the relative ease of deformation of the phases. Thus, if the phases are deformed about equally, each develops its usual texture for the particular fabrication process. This behavior has been reported for Ag-Cu and Cd-Zn alloys3 and 62-38 brass.4 A dispersion of hard particles in a softer matrix interferes with the normal reorientation of the matrix lattice during deformation, thus distorting the texture or in some cases preventing its development. Increasing the amount of carbon in steel has been observed to increase the randomness of the ferrite5 and almost random textures have been reported for A1-12 pct Si eutectic alloy wires.6 It has also been noted that if the second phase is platelike, deformation causes the platelets to line up in a common direction. The present work concerns a quantitative study of the deformation textures in aluminum-uranium alloys containing 5 or 13 wt pct U. Alloys in this composition range are characterized by a pure aluminum matrix in which the intermetallic compound UA14, is dispersed. From a fundamental standpoint, this system affords the opportunity for studying the effects of a dispersed phase on texture development in an essentially pure metal matrix. Further, these alloys are commonly used as fuels for nuclear research and testing reactors, and a knowledge of the preferred orientation may be useful in evaluating physical and mechanical properties as well as response to fabrication. The deformation textures in sheets of aluminum (99.996 pct), Al-5 pct U alloy, and Al-13 pct U alloy were determined for reductions in thickness of 90 pct by cold rolling. The texture in an alloy rod of the latter composition which had been extruded at 455°C was also determined. It can be readily ascertained from the aluminum-uranium phase diagram that the 5 pct U alloy is hypoeutectic and contains 7.3 wt pct (3.4 vol. pct) UAl4. The 13 pct U alloy has the eutectic composition and contains 18.9 wt pct (9.4 vol. pct) UAl,; however, because of nonequilibrium solidification conditions, the typical eutectic microstructure was not developed. The alloys were prepared by open-air melting in graphite crucibles. The slab castings were cropped and cold reduced 90 pct in thickness on a two-high mill. The slabs were reversed after each pass. Although the uranium-bearing alloys exhibited edge cracking, they could be cold rolled to the desired thickness. Small coupons 1.5 by 0.75 by 0.1 in. thick were sheared from the center of the rolled plate with a major axis parallel to the rolling direction. To obtain a specimen of sufficient thickness for machining of the X-ray diffraction specimen, three coupons were laminated into a single three-ply sandwich with a suitable adhesive. Adhesives which could be cured at room temperatures were selected in order to prevent recrystallization during bonding. Bondmaster M-648 (Rubber and Asbestos Corp.) was used for the pure aluminum laminate and Armstrong A-6 (Armstrong Products Co.) was used for the alloys. The alloy for extrusion was cast in a cylindrical graphite mold! cropped and machined into a 3-in. diam by 4-in. long billet. This billet was preheated to 455°C, upset to 3.125 in. diam, and extruded on a 700-ton hydraulic press at a speed of 6 fpm through a flat-face, 1-in. diam die. The rod was quenched with a water spray as it emerged from the die. INTRODUCTION This paper defines equity as the issuance of a permanent interest in the business on a broadly distributed basis. As such, it excludes the issuance of equity to either a merchant bank or to another corporation. Nearly twenty years ago the equity markets were very simple: The instruments used were primarily common shares, convertible debentures or convertible preferred shares. Another equity-type option often used, especially by junior companies, was the sale of joint venture interests. Issue sizes were generally in the order of $25 - $100 million and issues were syndicated primarily in North America and Europe by one or two investment dealers. Mining corporations today benefit from a market with much more depth. Issues are syndicated by dealers on a truly international basis, and issue sizes now often range up to $300 million. Moreover, dealers are now willing to take significant risk in buying the issues for redistribution. This discussion of trends in equity markets will encompass: 1) common shares 2) warrants to buy common shares 3) convertible debentures 4) commodity backed instruments A review follows of events that affect the mining industry and investment dealers as they have a bearing on the equity markets for the metal producers. FACTORS AFFECTING THE MINING INDUSTRY The current business cycle, up to October 1987, had been characterised by a buoyant stock market and depressed base metal prices. Mining companies entered this period with weak balance sheets and little prospect of cash flows meeting capital needs. The issuance of equity and the sale of assets were used extensively to reduce debt to manageable levels. During this period, the relative high price for gold, and more important, the very high earnings and cash flow multiples afforded to gold producers, caused companies to target gold as the only game in town. The need for capital to acquire and develop gold properties prompted an unprecedented volume of equity issues. (Burns Fry led or co-managed over $1 billion of mining equity issues per year during this period). This high demand for equity capital by the industry prompted an increase in the use of equity instruments, such as commodity backed instruments. In addition, government tax incentive programs in Canada, such as flow-through shares, allowed smaller companies to raise significantly more equity than would otherwise have been possible. Over $1 billion in flow-through equity was raised in 1987 alone. The abundance of flow-through capital in Canada made it easy to form a new company. One flow-through share fund developed a system of providing the working capital required for a company to be eligible to receive flow-through share capital so that an entrepreneur required only a mining property to get started. Many new companies were formed and several flourished in a buoyant stock market environment to the point that market capitalizations grew to $100 million or more. The current period is in stark contrast to that before October 1987. The equity markets are generally available to the resource industry only on a window basis and only for senior companies and for special situations. The industry is benefitting from buoyant metal prices, and bankers are anxious to provide debt capital. Investment dealers previously processing several equity issues

In Cleveland County, North Carolina, 1 ½ miles south of Kings Mountain, Foote Mineral Co. operates an open pit for the production of spodumene, feldspar, mica and commercial stone. Spodumene concentrate is sent to Foote Mineral's Sunbright, Va., plant and to other customers. Exton, Pa. and New Johnsonville, Tenn., plants produce lithium com- pounds sold to the oil industry for multipurpose lithium-base greases, to the metal industry as welding flux, to the air conditioning market and to the glass industry. Ceramic-grade spodumene, feldspar, and mica concentrates go to other processing companies from the Kings Mountain plant. Waste amphibolite is delivered to a neighboring quarry operation. Geology and exploration of the deposit have been described by T. L. Kesler, Chief Geologist of Foote Mineral Co., in the September 1961 MINING ENGINEERING. Measured ore reserves as published at that time were 20.7 million tons. The ore deposit consists of a series of lithium-bearing pegmatites enclosed in amphibolite and mica schist wall rocks. The general strike of the pegmatites is northerly, and in the southern part of the pit, they dip slightly towards the west. The largest body being mined has a fairly uniform thickness of about 200 ft. Other pegmatites in the pit area range from 20 to 100 ft in thickness. Minerals in the pegmatites are 20% spodumene, 32% quartz, 6% muscovite, 41 % feldspar and 1 % trace minerals.

THERE is a need for men well trained in geo- physical prospecting. Although the number of geophysicists required by the industry in the future cannot be expected to be very great, there will always be a demand for courses on the subject. A number of educational institutions are, therefore, interested in providing instruction in geophysical prospecting. Some institutions will be satisfied with courses in general geophysical prospecting designed to give the geologist fundamental concepts on the comparative merits of the methods and the interpretation of the results. Other institutions will want to give special instructions in theory, field procedure, and interpretation of any or all geophysical methods. In giving such special courses a number of problems will be faced, and it seems to me that such difficulties are easier to overcome in an engineering institution than in a university. M ETHODS by which Americanization is developed among the foreign workers at the mines in the United States, with particular reference to mines of the Pennsylvania coal region, were discussed in a most constructive way at the Wilkes-Barre Meeting of the Institute. Arthur Notman, of the Phelps Dodge Corpn., as chairman, guided the discussion. Americanization was defined by E. E. Bach, !chairman of the Institute's Sub-committee on Americanization, who said: "Americanization applies either to the native-born or foreign-born and is that process of assimilation which guarantees the full functioning of American citizenship. Naturalization papers merely entitle one to the privileges of citizenship."

Total U.S. mineral production reached an estimated $17.8 billion for 1960, 4 pct above 1959 and second only to the record high of $18.1 billion established in 1957. As a group, metals achieved a rise from $1.6 billion in 1959 to $2.0 billion this year, an increase of 28 pct. Similarly the value of nonmetallic production including fuels (i.e., natural gas, petroleum, natural-gas liquids, asphalt and related bitumens, carbon dioxide. anthracite. bituminous and lignite coal, peat, and helium) rose from $15.5 billion in 1959 to approximately $15.8 billion in 1960. However, this 2 pct increase in the total value of non-metallic production was due to an increase in the value of the fuels ($11.8 billion in 1959 to $12.2 billion in 1960) which offset a drop in value of the other nonmetallic minerals ($3.7 billion in 1959 to $3.6 billion in 1960).

Although copper production established a new record, lead and zinc registered gains, and iron production held steady, the mixed trend in metallic and nonmetallic mining and generally lower prices in 1961 resulted in a net decline in the total value of domestic mineral production. According to preliminary estimates from the U.S. Bureau of Mines, the value of metals produced in this country during the year was approximately $1.9 billion, a decrease of $117 million from 1960; the value of nonmetallics was about $3.7 billion, a $14 million decrease. The following report of mining and mineral developments during 1961 is based on USBM and industry sources. Aluminum Output Dips from 1960 Record Government reports indicate that the domestic primary aluminum industry produced approximately 1,880,000 tons, equivalent to 77% of this nation's capacity. This production is about 6% below the 1960 record output of 2,014,498 tons. Shipments of primary metal ingot slightly exceeded the quantity produced.

Between March and June 1962, the privilege of holding a Carnegie Corporation Fellowship enabled R. A. L. Black to travel extensively in the northeastern and western U.S. and in Canada, seeing mining schools, mining research establishments and a cross-section of the American and Canadian mining industry. Visits were paid to 12 university mining schools, 7 research establishments and 19 mining operations. The author had previously spent two months in Britain in a similar manner and eventually returned to his home in South Africa after a short period studying mining problem in Australia. Thus, although the following remarks are mainly concerned with the educational problems of mining in North America, a comparison of impressions of American and Canadian conditions could be made with impressions gained from first-hand experience of other mining centers in the English-speaking world.
