This paper profiles Canada’s current economic, tax, and political environment with respect to its mining industry. Problems that must be overcome if the industry is to attain its full growth potential and are highlighted, some suggestions reflecting the opinion of many in the industry are given. Tables provide some detail on the current Canadian mining tax system, province by province, as well as for the Yukon and Northwest Territories, plus some relevant economic trends.

Data are presented which show that fractions of varying densities from the same coals are oxidized at different rates by nitric acid. From oxidation data, the approximate quantity of "bright" and "dull" components may be calculated. Definite relationships between oxidation rate and rank are shown for density fractions from at least two bituminous coals.

Previous experience in leaching chalcopyrite with dilute sulfuric acid has generally resulted in rather poor extraction. However, the reaction rate of the leaching process can be significantly improved by an increase of the crystal lattice defects of the chalcopyrite. It was found that subjecting chalcopyrite to a milling action involving a strong impact, permits 99 percent of the copper to be extracted in a subsequent single leaching stage with at least stoichiometric quantities of sulfuric acid in the presence of oxygen at 100°C. Simultaneously, about 80 to 85 percent of the sulfide sulfur content is converted to elemental sulfur. The dependence of the reaction rate of chalcopyrite on the pretreatment, temperature, oxygen pressure and acid content will be discussed.

The evaluation of in-situ rock stresses from measurements of the change in diameter of a borehole that is stress-relieved by overcoring has become a common practice. Generally the stress evaluation has been based on isotropic relations whereas rock in varying degrees is aniso tropic. A plane elasticity solution fora circular hole along one axis of an orthotropic medium has been adapted to evaluation of in situ stress. The necessary elastic parameters for this evaluation may conveniently be obtained from static tests on the overcore in conjunction with a consistent orthotropic thick-wall cylinder solution. The method and equations for the laboratory and field evaluations are summarized and illustrated. The determination of in-situ rock stresses from boreholc deformation measurements has gained widespread acceptance. Hastl measured the change in diameter of a borehole that was stress-relieved by drilling a larger concentric core; this overcoring method has produced a major portion of the field data for recent stress evaluations in rock. These evaluations are based on the elastic properties of the rock, which are conveniently determined by testing the overcore.6-8 The stress evaluation and the overcore testing procedures generally assume isotropic relations whereas rock is anisotropic in varying degrees. Recently, an anisotropic plane stress solution was adapted for evaluation of in-situ stress9 and a related plane strain solution was developed for the testing of stress-relief core. 10 The present paper unifies the stress evaluation and overcore testing procedures for a general class of anisotropic rock. Equations are presented for calculating the state of stress in a plane normal to the borehole, and a consistent thick-wall cylinder solution is given for determining the necessary elastic properties. In addition, a complete example of stress evaluation from laboratory and field data is presented, and the order of error in computing the state of stress from isotropic relations is illustrated. Several limitations of the results should be emphasized. All results assume small linearly elastic deformations of a homogeneous medium. Rock characterized by orthotropic, transversely isotropic, and isotropic elasticity is considered; however, the anisotropic results assume a special relation among certain elastic constants in addition to geometric orientation with respect to a plane of elastic symmetry. For some stress determinations in rock, these may be severe limitations. On the other hand, the anisotropic evaluation procedure involves little additional effort and is much more flexible than the corresponding isotropic evaluation procedure. The collection of field data is identical. The laboratory determination of elastic parameters is no more difficult and time-consuming for the anisotropic than for the isotropic model. Only the calculations require some additional effort for the anisotropic evaluation, and this additional effort is eliminated by use of a small computer. The flexibility of the anisotropic procedure is greater because more than two independent elastic constants are available in fitting rock data. For the special relationship assumed among orthotropic constants, five independent elastic constants are available for the determination of in-situ secondary principal stresses as compared with two independent elastic constants for the isotropic model. Much of the material presented is either directly from the literature or adapted from the literature through superposition or the usual transformations. Chalcocite flotation is affected by agitation intensity during conditioning. Sodium sulphide in minute quantity may activate or depress, depending on conditions. Oxygen is a depressant while oxygen and sulphide neutralize each other by re-action at the mineral surface. Diffusion across a stagnant film at the surface governs reaction rates, while film thickness is reduced upon increase of agitation intensity.

The Nuclear Waste Policy Act of 1982 provides a set of rules for proceeding with the identification and selection of sites for a mined geologic repository as well as for interim storage facilities for high level waste in the event storage facilities are needed. The following paper summarizes the sequence of procedures in site selection, and presents the interaction of governmental agencies, the states, the public, and affected Indian tribes in this process. Several agencies have published regulations assocated with the selection of high level waste sites. These regulations set down a diverse collection of requirements designed to ensure public safety. This paper identifies the organizations working to satisfy these requirements, and outlines the role of the geotechnical community in performing data collection activities to support these same requirements.

I have stated elsewhere, several years ago, that these veins were wrought on a large scale and for many ages by some ancient peoples, most probably the so-called Mound Builders; although they built no mounds here, and have left no signs of any permanent habitation. They opened and worked a great many veins down to or near water-level ; that is, as far as the action of atmospheric chemistry had softened the rock so that it was workable without metal tools, of the use of which no signs are apparent. Many of the largest and most profitable of the mines of the present day are simply the ancient Mound Builders' mines reopened and pushed into the hard undecomposed granite by powder and steel. Blocks of mica have often been found half imbedded in the face of the vein, with the tool-marks about it, showing the exact limit of the efficiency of those prehistoric mechanical appliances. This paper describes over sixteen computer programs developed at Virginia Polytechnic Institute and State University during the past twenty years to assist in the design of coal operations. Overall development concepts in the construction of the programs are outlined, commencing with those used in the exploration phase of mining and extending through economic analysis and into the design of specific engineering systems such as belt, rail and power networks, scheduling, rock mechanics problems and simulation of face systems. Summarized information is given for the use of the major programs including user restrictions, input data, typical output and industrial applications and case studies. Analysis has been made of the programs' applications by industry throughout the world. Such analysis is facilitating development of new programs as well as a refinement of existing ones. To date programs have been constructed in four categories: exploration, ground control, economic and simulation. Face production simulations are stochastic in nature and require the use of time study data obtained at sites underground. Future programming efforts currently under development are aimed at interactive programs for use with minicomputers and, where advantageous, with graphical displays.

From time to time since the initial installation of an experimental flotation section in 1940, Permanente Cement Co. has made efforts to beneficiate the low-grade limestone fraction which occurs in its deposits at Permanente, Calif. The encouraging results outlined in this article are the result of Permanente's latest effort. THE PERMANENTE LIMESTONE AND THE REASON FOR ITS BENEFICIATION The Permanente deposit is a sheet of Calera limestone over 700 ft thick lying within the Franciscan sediments of the San Francisco peninsula. Limestone suitable for cement manufacture underlies, overlies, and is interbedded with low-grade limestone and chert. Andesite intrusions are found as a secondary gangue. Installation of a relatively simple, low-cost analog mill control system at Amax Lead Co. of Missouri's Buick concentrator has paid off handsomely. The system, which provides the capability of handling mill circuit upsets and ore changes while maintaining a desired particle size, is expected to generate annually a return on investment of several times its capital cost. In addition, the system stresses simplicity of field instrumentation and control strategy, leading to better operator acceptance and understanding, and its capital cost makes it very attractive for the specific installation when compared to more complex schemes using mass flow measurement and computers for calculating circulating load to infer particle size. This system has the advantage of utilizing an actual measurement for control, rather than a difficult-to-maintain inferred value.

Since 1880 the occurrence of gold-ore has been known in the Lake of the Woods district. In 1879 the writer examined a so-called silver-location in the lake. More recent developments have extended, south and east, to the Rainy lake and along the Seine river, which flows from the northeast into the Rainy lake. The gold occurs in quartz-veins in the Huronian series. These Huronian rocks occur in belts in the Laurentian; the latter being the predominant formation in the eastern part of Ontario.

It is common practice, and certainly good business as all of us know, to take care of plant operating equipment. Machinery of any type requires periodic inspection and planned maintenance. With this thought in mind a plant operator should at the end of every shutdown period make regular belt inspections and plan for later appropriate care and maintenance. The points mentioned below are understood well by all of us but are sometimes forgotten because belt conveyors are comparatively easy to operate. Maintenance of any conveyor belt is dependent upon the fundamental characteristics of the two component parts-cover and carcass.

The rapidity of oxygen steelmaking has created renewed interesl in the mechanisms and kinetics of the various processes involved. These studies can now be approached with increased confidence because of the more adequate thermodynamics, physical chernislry, and relevant engineering infornzation available. These combine to offer promise of useful control and automation if the details of each specific problem can be sufficiently well-defined. The hot filament microscope provides new insig-hi into many of these problems by direct observation at temperature, allowing the appraisal of the relative importance of thermal gradients, convection, and intermediate phases. All of these have a direct bearing on the overall rates and control of most pyrometallurgical processes. It is one of the special privileges of the Howe Lecturer to become better acquainted with this distinguished man. All of us interested in the metallurgy of iron and steel have developed some sense of his widespread influence by the annual reference to his work in these Memorial Lectures. Each lecturer since 1923 has been able to identify his personal specialty with the broad interests of Professor Howe. This has become even more rewarding with the background information from Professor Gensamer's monograph, "Henry Marion Howe's Contributions to Metallurgy, which brings out his happy combination of intellectual and professional activities. Beyond this, I found my personal bond with Professor Howe in his book on The Metallurgy of Sleel first published in 1891.' A method of predicting waterflood performance has been developed that combines certain facets of several previously published prediction techniques. The manner of combination has required the development and use of some new and some little-known relationships and has eliminated several of the weaker assumptions inherent in the original individual prediction methods. This approach, which was designed for computer solution, has removed the necessity of referring to plotted curves and permits the analytical prediction of water flood performance for a five-spot well pattern in either homogeneous or stratified reservoirs. The Predicted values are expressed in common oilfield units rather than in abstract or dimensionless terms. The calculation procedure has been programmed in FORTRAN IV and the entire program listing is available to potential users.* Introduction Prior to initiation of secondary recovery of oil by waterflooding, the possibilities of economic success or failure must be evaluated with the greatest practical accuracy. Although many prediction techniques are available, most, if not all, have serious limitations. In recent years, the Bureau of Mines has attempted to stimulate interest in the secondary recovery of oil from Appalachian pressure-depleted reservoirs. Waterflooding, because of its widespread acceptance and success, is the principal secondary-recovery method considered. During the life of the project, several performance prediction methods have been studied and applied. Because these methods, individually, have inherent assumptions and limi-tations, portions of some of them have been selected and combined in an effort to eliminate such shortcomings wherever possible. We believe that the resulting technique is as accurate as the necessary available data will permit and that it has several distinct advantages over previously published methods. Development of the Method The fractional flow equation developed by Buckley and Leverett' from Darcy's law is the fundamental mathematical statement describing immiscible fluid-fluid displacement in porous media. A generalized form of this relationship, whose derivation is readily available in the literature, is The formation dip, a, is usually very small in those petroleum reservoirs being considered for pattern waterflooding in the Appalachian area. Therefore. in many cases. a has an almist negligible value. In addition, Ap, the difference between the density of water and the density of oil, is relatively small. For these reasons the gravitational term may often be neglected. Capillary pressure is a function of saturation, which is in turn a function of distance from the upstream boundary of the system or the injection well. In this study it is assumed that the frontal zone of the waterflooding (or zone of capillarity) has negligible length and that only those saturations in the water-swept zone at breakthrough and later are of interest. As the distance in a waterflood pattern is comparatively large and the change in water saturation with distance is usually small, the change in capillary pressure with distance is negligible. The simplified form of the fractional flow equation is appropriate, therefore, in this application. Three variables must be considered in determining that fraction of the total fluid flow that consists of water: the viscosity ratio, saturation, and relative permeability ratio.

Metal chlorides were formed by reacting metal oxides and calcium chloride; the effect of additions to the reaction mixture was studied. It was found that by use of proper additions, metal chlorides could be prepared from mixtures that were not reactive under ordinary conditions. ManY recent metallurgical developments involve the use of chlorine or chlorides as primary reagents; good examples are found in the production of ductile zirconium and titanium by reduction of their chlorides with magnesium. Various methods of preparing metal chlorides are used and many others have been proposed. Some chlorides are formed by the direct combination of a metal or alloy with chlorine. Other processes react chlorine and metallic oxides; carbon or other reducing agents are usually employed to reduce the metal oxides and so promote chlorination. Metallic chlorides have also been produced by the exchange of chlorine between metal oxides and a chloride, such as sodium chloride. This type of reaction was the basis for the old process of chloride roasting in which metal ores were roasted in the presence of salt. Soluble chlorides thus formed

In tank-lixiviation, the extraction of the silver from chloridized ore by solutions of hyposulphite salts is performed by filtration. The ore-particles are kept stationary, while the solvent moves down through the mass of ore. The quickness of extraction, other conditions alike, is in direct proportion to the rapidity of the movement of the solvent through the ore. The solution, if left in contact with the ore without moving, displays but very little solving energy. If the filtration is interrupted for ten or twelve hours, and thus solution and ore are left in complete contact for that length of time, it mill be found that, when filtration is started again, the outflowing solution is but very little more saturated with silver than it was at the time of interruption, and that the ten or twelve hours were almost a perfect loss in the total time of extraction. Notwithstanding the long contact, the solution had not become saturated with silver chloride to its full solving capacity. A rapid movement of the solvent through the ore is essential to a quick extraction. This fact is well known ; and the endeavor of leachers has been to hasten extraction by increasing the rate of filtration. Siphons, vacuumpumps and other devices have been used with more or less success; but none of them have given full satisfaction. I have found that, if chloridized ore is brought into rapid contact with a proper volume of moving sodium hyposulphite solution, the silver chloride contained in the ore dissolves almost instantly, and that it is rather the volume of the solvent than its concentrated state which produces this effect. Such favorable conditions cannot be attained in tanks. The rapidity with which a certain volume of the solvent can be brought into contact with the ore-particles is limited by the speed with which the solution descends through the ore; and thus the leaching-time in tanks cannot be shortened beyond the limit set by the filteringcapacity of the ore. In these days, when detailed investigations of stratigraphy, structure, and sand conditions so frequently result in the discovery of new oil fields, and applause from oil companies and the public, geologists do well to walk humbly, and punctiliously to admit that the geologic principles controlling the distribution of oil and gas have as yet been discovered only in part, and that what remains yet to be learned is probably vastly more than what is already known. The few experiments already attempted have been fragmentary, and somewhat desultory, and however positive each of us may be with respect to certain theoretical conclusions, many of the fundamental questions as to the origin and mode of occurrence of petroleum are subject to radical disagreement. Of the chemical changes attending the generation of petroleum from organic matter, little is actually known. Most of the postulated formulas are liable to be misleading, through ignorance of essential factors. Open-minded-ness is therefore a prime essential at the present stage of our science. Nevertheless, adopting the hypothesis that oil originates in some manner fundamentally connected with the organic theory, and in possible departure from such open-mindedness, the writer will pay no attention to the so-called inorganic theory, since every attempt to apply this theory to the study of old oil fields, or to the discovery of new ones, affords cumulative evidence of its inadequacy. In this paper, some of the factors affecting the occurrence of petroleum that the writer believes worthy of consideration by the prospector for oil in any new region will be discussed. Some of these, which arc less generaLly understood, will be considercd somewhat in detail. Other points, the significance of which cannot now be determined, require more field study, and for that reason are here brought to the attention of the field geologist. On the other hand, certain theoretical points which do not bear especially on the oil possibilities of a new region will be given little or no attention. The main topics that will be discussed are: (1) sufficiency of carbonaceous detritus and residues in the oil-forming rocks; (2) stage of carbonization of the organic matter in the oil-bearing formations; (3) folding of the strata; (4) thickness of sedimentary formations; (5) conditions of deposition.

Introduction and Previous Work In the search to find a copper-base alloy with high strength properties, it was considered that the addition of a small amount of an age-hardening element to a binary system with useful strength properties might result in a series of alloys of theeretical and practical importance. The copper-nickel system was selected for its basic properties and chromium was added as the age-hardening element in view of the small percentage involved and its decreasing solubility with decreasing temperature. A study of the Cu-Cr binary alloys was undertaken as a preliminary investigation. However, in view of the response of these alloys to heat treatment, the scope of this phase of the investigation was widened.
