The Systems Conveyance and Operations Program (SCOP) is being implemented to convey tertiary-treated effluent to Lake Mead near Las Vegas, Nevada. The Reach 3 Tunnel Project is part of SCOP. The tunnel?s planned location along and across the Las Vegas Wash creates challenging tunneling conditions. A number of feasible excavation and initial support methods are being considered during the final design stage. This paper describes how the tunnel construction options were refined based on anticipated tunneling conditions and compatibility between tunnel excavation and initial support methods. A brief description of the most significant characteristics of the anticipated ground conditions is included for the purpose of discussion.

Introduction The Fortitude deposit is located in Nevada's Battle Mountain mining district in the central Great Basin region of the Basin and Range province of the western US. The deposit is at Copper Canyon in the southernmost portion of the district, about 19 km (12 miles) southwest of Battle Mountain (Fig. 1). Mining activity in the district began in 1866 (Roberts and Arnold, 1965). Base and precious metals were mined by underground methods intermittently until 1955. Placer gold was first discovered at Copper Canyon in 1912. Moderate scale dredging of alluvial gravel at the mouth of Copper Canyon was conducted by the Natomas Co. from 1944 to 1955 (Johnson, 1973). In 1967, Duval Corp. began large scale open-pit copper mining. (Sayers, Tippett, and Fields, 1968). Copper prices decreased and precious metals prices increased in the mid-1970s so Duval's exploration efforts at Copper Canyon shifted to precious metals. These exploration efforts resulted in the discovery of the Tomboy-Minnie deposits and shortly afterward, the Northeast Extension deposit at Copper Canyon (Blake, Wotruba, and Theodore, 1984; Fig. 2). The Fortitude deposit was discovered in late 1980, after Duval had proceeded with precious metals production at Copper Canyon. Converting the existing plant facilities at Copper Canyon to a precious metals recovery system was completed in 1978 (Jackson, 1982). Production from the Tomboy-Minnie deposits began in early 1979. Precious metals production moved to the Northeast Extension deposit in 1982. In late 1984, after three years of preproduction stripping and mining of the Upper Fortitude ore zone, production from the higher grade Lower Fortitude ore zone began. Currently, Battle Mountain Gold Co. operates the Fortitude deposit. Production from the Battle Mountain mining district before 1967 included 4.6 t (150,000 oz) of gold, 65.3 t (2.1 million oz) of silver, 13.6 kt (15,000 st) of copper, 4.5 kt (5,000 st) of lead, and 13.6 kt (15,000 st) of zinc (Roberts and Arnold, 1965). At the time of Duval's 1967 start-up, ore reserves at Copper Canyon included 12.6 Mt (14 million st) in the East ore body and another 3.6 Mt (4 million st) in the West ore body. Both had average grades of 0.79% copper, 16.1 g/t (0.47 oz per st) silver and 0.86 g/t (0.025 oz per st) gold (Blake et al., 1984). The Tomboy-Minnie deposits collectively contained 3.5 Mt (3.9 million st) of ore grading 3.09 g/t (0.09 oz per st) gold and 9.6 g/t (0.28 oz per st) silver. The Northeast Extension reserves were identified as 1.4 Mt (1.5 million st) of ore with an average grade of 2.9 g/t (0.085 oz per st) gold and 5.1 g/t (0.15 oz per st) silver. Initial total reserve estimates for the Fortitude deposit were 14.5 Mt (16 million st) grading 5.14 g/t (0.15 oz per st) gold and 29.8 g/t (0.87 oz per st) silver (Jackson, 1982). Therefore, before large scale mining, the Copper Canyon area contained a minimum of 102.6 t (3.3 million oz) of gold and 541 t (17.4 million oz) of silver as mineable reserves. The Fortitude deposit reserves as of Jan. 1, 1985 were 10.6 Mt (11 million st) grading at 5.28 g/t (0.154 oz per st) gold and 28.5 g/t (0.83 oz per st) silver. Column flotation has been successfully implemented on a production scale in the Athabasca oil sands. In this application, bitumen is recovered and mineral matter is simultaneously rejected from a middling stream originating from a primary separation vessel. Exploiting the natural hydrophobicity of bitumen, the middlings streams have traditionally been processed utilizing conventional, mechanical flotation cells. Although these cells offer adequate bitumen recovery and mineral rejection rates, operating costs are high due to the required maintenance of the wetted mechanical components. In comparison, column flotation provides superior metallurgical performance while offering a lower maintenance demand. Both metallurgical and mechanical characteristics of column flotation are discussed to demonstrate the benefits of this technology for the recovery of bitumen from oil sands.

Many improvements in the art of underground excavation have appeared during the past two decades. These improvements have been both in methods and in machinery and have resulted in more economical construction of today's tunnels. In the realm of machines, the developments of continuous boring heads for either soft ground or rock, random arm excavators and the sliding tunnel floor (Magic Carpet) have each made contributions toward more rapid tunneling. CONTINUITY OF ADVANCE Tunnel boring machines are often referred to as "continuous excavators". Continuous advance (without cyclical interruptions) has not been achieved, however, in any of the machines now in use. In most rotary-head tunnelers the thrust needed to make the cutters bite into the face is obtained from hydraulic cylinders reacting against anchoring devices held stationary by pads which grip against the sides of the tunnel. With this system the forward motion of the cutting head is continuous only until the propelling cylinders have reached their limit of extension. At this point the grippers must be released, moved forward and reset before a new cycle of advance can be begun. Some machines are built to obtain their propelling thrust from hydraulic cylinders pushing backward against newly-installed rings of tunnel support. This is the customary method for propulsion of shields. With it, each cyclical advance or "shove" must await the erection of a new ring of supports. Faster tunnel driving

PT Kaltim Prima Coal?s 13-km (8-mile) overland conveyor (OLC) was commissioned in 1991. It is a conventional three-roller, 35 degree trough belt type. Cost and performance optimization during initial design resulted in a 5.4-m/sec (17.7-ft/sec) belt speed, 1,000 mm- (40 in.-) belt width to convey 1.35 kt/h (1,490 stph) and 7 Mt/a (7.7 million stpy) of coal. Despite a high initial figure, the belt speed was lifted to 6.5 m/sec (21 ft/sec) in 1996 to accommodate mine throughput in-crease. In 2002, a new low loss ST2100 1,100 mm- (43 in.-) wide belt replaced the ST2250 that was due to be changed-out. An upgrade project was initiated at the end of 2003 to further increase the belt speed to increase the OLC capacity to 30 Mt/a (33 million stpy). Upgrading the OLC by increasing the belt speed was the lowest capital option. Increasing belt width and/or modifying the trough angle to have larger cross sectional area was not an economical option because it would require expensive changes and significant down time of the OLC. To achieve 30 Mt/a (33 million stpy), the belt speed had to be increased to 8.5 m/sec (28 ft/sec). Although such high belt speed looked feasible, there was no information at that time of other OLC operating at such high speed. There was a risk that the conveyor would not operate safely and reliably at higher speeds. This risk was escalated by the fact there was no facility to lower or fine-tune the belt speed once the higher belt speed was implemented.

During the past three years, a new rear-dumping dragline bucket technology has been patented, developed and tested at North Dakota coal mines. Field testing has shown that this new concept in dragline bucket technology can improve strip-mining efficiencies by reducing cycletimes and increasing dumping radius. This article details the process, participants and the results for the development of a rear-dumping dragline bucket. Participants in the process In November 1995, the board of directors of Dakota Coal authorized the execution of a field test and option agreement and a license agreement with the partnership of D.F. Schmidt, electrical/maintenance supervisor, and Bill Lengenfelder, president of Modern Industrial. The board also authorized entering into a dragline bucket field-testing agreement with the Falkirk Mining Co.

Diesel-powered equipment is widely used in the underground mining industry and their popularity results from properties including efficiency, versatility, reliability, and durability. In the U.S. approximately 7,700 diesel engines were used in 177 underground metal and nonmetal mines as of 2005 [MSHA 2005], and these numbers have likely increased since that time. Diesel engines have been shown to be a major contributor to submicron carbonaceous, respirable, and total particulate mass in the air of underground metal mines [Zielinska et al. 2002, McDonald et al. 2003], and their extensive use results in approximately 13,000 underground metal/nonmetal (M/NM) miners (MSHA 2005) in the U.S. being potentially exposed to aerosols and gases emitted by diesel engines (MSHA 2001, MSHA 2006). Exposure to diesel exhaust has been linked to adverse health outcomes including cancer, cardiovascular, and respiratory diseases (Attfield et al. 2012, Silverman et al. 2012), and in 2012 diesel exhaust was categorized by the International Agency for Research on Cancer (IARC) as a Group 1 human carcinogen (IARC 2012). Exposure to diesel particulate matter (DPM) is especially concerning for underground miners since underground mine environments have been shown to have some of the highest levels of diesel exhaust in the U.S. (EPA 2002, MSHA 2001, MSHA 2006, Pronk et al. 2009). Due to the potential for elevated DPM concentrations in mines, the Mine Safety and Health Administration (MSHA) promulgated a rule to limit exposures of metal/ nonmetal underground miners to DPM to an eight-hour time-weighted average (TWA) of 160 μg/m3 total carbon (TC) (MSHA 2001, MSHA 2006, MSHA 2008). Since this rule went into effect, DPM exposures have been reduced, but are still elevated when compared to other occupations (Pronk et al. 2009, Noll et al. 2015). MSHA compliance data between 2005 to the present show that underground blasters represent 21% of all DPM overexposures in M/NM mines and are one of the highest exposed professions in mining often resulting from low ventilation in the area where blasters are working. Because mines have difficulty controlling DPM in these low ventilation areas, additional control technologies may be needed to reduce exposures. Administrative controls, where miners work on off schedules or upstream of diesel vehicles to avoid the exposures to DPM (Noll et al. 2015) is one possibility, but these types of solutions are not always feasible or practical. A canopy air curtain is another potential control technology to help reduce exposures of blasters to DPM. Listak and Beck (2012) showed that this control technology reduced respirable dust concentration under a roof bolter’s canopy by 67%–75% and recommended air velocities greater than 0.5 m/s for dust reductions of greater than 50%. Additional work showed that a canopy air curtain could be designed for a shuttle car, and some initial testing by the National Institute for Occupational Safety and Health (NIOSH) showed reductions of respirable mine dust between 66% to 70%. As seen in Figure 1, the canopy air curtain delivers clean air over the operator’s breathing zone. A fan draws in air through a filter to capture the dust and then supplies clean air beneath the canopy where a miner is working. The use of the canopy air curtain to reduce exposures to diesel particulate matter was first discussed by Noll et al. (2020). In this study the diesel canopy air curtain (DCAC) reduced the DPM concentrations under the canopy by up to 90%. For this research the DCAC was designed to attach to the basket cover of an ammonium nitrate fuel oil ( ANFO) loader (Figure 2) and provide clean air blowing over the miners as they work in the basket. The initial tests used clean air drawn from the mine’s intake and did not try to filter the DPM from the air. Filtering DPM has extra challenges when compared to filtering mine dust particles. The particles of DPM are smaller (submicron and nanometer) than dust particles (greater than 1 micron); therefore, the filtration system must be adjusted to capture submicron particles. A MERV 13 filter was used in previous canopy air curtain research on mine dust control, but this filter is only designed to capture 50%–75% of submicron particles, and this capture efficiency is too low for removing DPM, so a higher efficiency filter is needed. Higher efficiency filters increase the pressure across the filter media which results in decreased airflow or leaks around the filter and reduces the effectiveness of the control for protecting miners from DPM. The optimal filter needs to capture DPM particles at a high efficiency while still allowing the needed airflows to prevent contaminated air from entering the miner’s breathing zone. Listak and Beck (2012) recommended velocities greater than 0.5 m/s for dust reductions of greater than 50%. However, airflows too high have been shown to reduce miners’ thermal comfort; Roghanchi et al. (2016) suggest the optimal velocity for thermal comfort is between 1–2 m/s. Thus, airflow over the miner should be limited to the range of 0.5 to 2.0 m/s. This current study presents the results from research evaluating the reduction of DPM concentrations, under the DCAC, when using a higher efficiency filter (MERV 16) to remove DPM from the DCAC airstream.

I.INTRODUCTION The B E I R-III Report (NAS-1980) introduces large increases in the estimated health effects of radon as compared with previous work (NAS-1972). It is the purpose of this paper to point out some important failures of these new BEIR-III estimates, to offer a general critique of the procedures used in obtaining them, and to offer more rational estimates. In Sec. II we use the BEIR-III model to calculate the risk to non-smokers from environmental radon, and show that it predicts more than twice the total lung cancer rate actually experienced by nonsmokers. In Sec. III we review the histological evidence which shows that no more than about 10% of the lung cancers among non-smokers can be due to radiation. In Sec. IV, we discuss alternative causes of lung cancer, which further reduces the fraction that can be caused by radiation, and in Sec. V we summarize and conclude that the BEIR-III model over-estimates the lung cancer rate in nonsmokers due to environmental radon by at least a factor of 40. In Sec. VT we review the evidence on risk of radon exposure to smokers, and conclude that it is probably not more than four times the risk to non-smokers; this means that the BEIR-III model over-estimates the risk of low level radon exposure to smokers by at least a factor of 10. In Sec. VII, we consider the reasons for the large over-estimates in the BEIR-III. Report. II. BEIR-III LUNG CANCER RATES DUE TO ENVIRONMENTAL RADON AND COMPARISON WITH TOTAL LUNG CANCER RATES AMONG NON-SMOKERS The BEIR-III Report gives the following estimates of the lung cancer risk from low-level radon exposure in terms of working-level-months (WLM): age 35-49, risk = 10 x 10-6 /yr-WLM 50-64, 20 >65, 50 where ages refer to age at death. For latent periods between exposure and onset of these risks it gives age 0-14, latent period = 25 years 15-34, 15-20 years (we use 17 yr) >35, 10 years where ages refer to age at exposure. This is a clear and unambiguous model which is readily usable for deriving numerical estimates. We begin by using it to calculate lung cancer rates due to environmental radon. *This is an abridged version of a paper scheduled to appear shortly in Health Physics. The first step in this process is to estimate the environmental exposures; this was done in a recent paper (Cohen-1981) which concluded that these are about 0.22 WLM/year. In Table 1, this is used to calculate the BEIR-111 predictions for radoninduced lung cancer rates in the U.S. (Col. (5)), and by combining these with population statistics, it is shown (Col.(7)), that it predicts about 24,500 fatalities per year, almost one-third of all U.S. lung cancers. The comparison between the age-specific expected rates from Col. (5) of Table 1 and observed rates among non-smokers is shown in Table 2. The recent paper by Garfinkel (1980) presents the results of a 12 year follow-up on one million Americans in a study by the American Cancer Society. The paper by Hammond (1966) gave the results of the first four years of that study. The paper by Kahn (1966) is based on the so-called "Dorn Study" of 293,000 U.S. veterans of World War II who carry government health insurance. It represents 8 and 1/2 years of follow-up. A recent update on that study (Rogot-1980) does not give absolute lung cancer rates, but the age-standardized ratio between smokers and non-smokers has remained the same which indicates that there has probably not been an important change in the rates for either. The paper by Hammond and Horn (Ha-1958) was an early study by American Cancer Society. It is immediately evident from Table 2 that the BEIR-III estimates for lung cancer induced by environmental radon exceed the [total] lung cancer rates due to [all] causes among non-smokers by about a factor of two at every age. It is only fair to point out that this does not represent a direct discrepancy with the BEIR-III Report since the latter states that its estimates for non-smokers may be too high by a factor ranging from 1 to 6, favoring a factor intermediate between these. Comparisons can also be made with total lung cancer incidence for all ages. A paper by Hammond and Seidman (Hammond-1980) gives the rate for ages above 40 to be 177 x 10-6/year for men and 124 x 10-6/year for women, whereas the rate calculated in Table 1 from BEIR-III for ages above 40 is 309 x 10-6, a factor of two higher. For all ages, the rate among women was reported as 36 x 10-6/year (Hammond 1958) as compared with 114 x 10-6/year calculated from BEIR-III in Table 1, a discrepancy of well over a factor of two. All of the data we have presented are basically from three study groups, but in all three cases the BEIR-III estimates for lung cancer induced [by environmental radon alone] are a factor of two higher than actual [tota] lung cancer rates among non-smokers. The new Roasting Facility at Barrick’s Goldstrike Mine in Nevada, U.S.A. was developed to process 12,000 tons per day of refractory gold ore. The process consists of crushing, dry grinding, roasting, extensive gas purification, calcine quenching and leaching in the presence of activated carbon. The new plant is integrated into the existing Goldstrike facility, treating ore from both open pit and underground sources. The process design, procurement, construction and commissioning of the Roaster facility was performed successfully over a 3½ year period with peaks of 400 engineering personnel and 950 construction personnel supporting the project. The US$330,000,000 project was completed ahead of schedule and under budget. The commissioning was well planned and proceeded smoothly through a rapid start-up to achieve all primary goals within three months of the start of processing of ore.

Miners really are an optimistic bunch. Even with the dark clouds hanging over the global industry, mining professionals still turn out in droves at industry conferences. In February, more than 7,200 professionals attended SME?s Annual Meeting in Denver, CO, a record. And the following week, more than 30,000 people converged on Toronto, ON, Canada for the Prospectors and Developers Association of Canada (PDAC) meeting. For many small and junior mining and exploration companies the PDAC conference is a place to find potential investors in their projects. The Investors Exchange attracts several hundred companies, each showing off their properties to the many money types who wander the hall during the four-day conference.

In bygone days, the mineral engineer spent most of his/her time on the technical aspects of designing, building, and managing mineral operations. In the last few decades, mostly since the 1960s, increasing amounts of engineering man power and time are spent dealing with federal, state, and local government agencies, laws, and regulations. It is not possible to plan, design, build, or operate mines, mills, smelters, or even office buildings without detailed consideration of government regulations and permitting requirements dealing with environment, worker health and safety, etc. The four chapters of this section provide an overview of the social, legal, political, environmental, and health and safety aspects of mineral enterprise. The section sets the stage for the working engineer/geologist in industry, government, consulting, or academe and points the direction for more detailed study in each of these areas.

The semi-autogenous grinding circuit at the Utah Mines Limited, Island Copper Operation, located on Vancouver Island, British Columbia, is described. Since start-up of the operation in 1971 grinding circuit throughput has been progressively increased from the initial design rate of 30,000 to the current average 45,000 tonnes per day (t/d) of porphyry copper ore. Key developments and modifications in operating and maintenance practice that have contributed to this increase are reviewed.

When overburden depth exceeds economical recovery in openpit coal mines, the use of highwall mining systems has increasingly come into play. However, stability in the highwalls is always a major safety concern during such mining. The U.S. Mine Safety and Health Administration requires that highwall mining operators follow ground control plans that specify the pillar sizes necessary to prevent collapse that would threaten highwall stability.

A major objective of the Coal Preparation Program is the development of physical coal-cleaning technologies capable of significant removal of mineral matter and pyritic sulfur at high energy recovery levels.

Ghomroud water conveyance tunnel project is under construction using shield Tunnel Boring Machines (TBM) for a total length in excess of 50 km. Phase 1 of the project included 36 km of tunnel divided into four lots (1, 2, 3, and 4) of nine km each. Lots 3 and 4 of this tunnel for a total length of 18 km were combined into one award and have been constructed using a double shield (DS) TBM or one path system. Extreme ground convergence in some sections of the tunnel has stalled TBM performance in early reaches, due to face collapse and shield jammings. This paper presents the latest update on the tunnel progress and impact of ground convergence on machine performance based on the information obtained from field observations. Also, the method and results of tunnel convergence measurements were studied in conjunction with geological parameters and an attempt was made to correlate TBM operational parameters and ground convergence. The result of the analysis indicates a good correlation between machine?s operational parameter and tunnel convergence and can be used as an indicator of the potential for high rates of convergence. An early warning on ground convergence is essential for taking precautionary measures to avoid TBM jamming and related long delays and costs.

D.A. Dahlstrom In the paper, a comparison was made between flowsheets using the screen bowl centrifuge and disc filters, respectively, as the primary dewatering device. The authors very effectively show that by raising feed temperature, mechanical dewatering is enhanced through reduced viscosity of the water. When a final coal moisture of 10% is required, the net effect of heating the feed is a reduction in thermal requirements because of the lower evaporated load on the dryer. The flowsheet comparison on this, however, was not completely correct. Disc filters do not generally utilize enhanced mechanical dewatering through increased temperature. Horizontal belt filters, through the optimal use of steam heating of the filter cake, have shown significant cost reductions over disc filters where steam is not used. In addition, the authors forgot to mention that there is a certain fraction of the feed that is so fine that it cannot be recovered by the centrifuge economically. That is the function of the filtration device shown in Fig. 4. In subbituminous pipeline coals, this fraction represents more than 10% of the feed. Even after flocculation and belt pressing, the moisture content in the fine fraction is 30%-40. Recent tests on a subbituminous pipeline coal slurry, compared an Eimco-Extractor horizontal belt filter with the screen bowl centrifuge flowsheet shown in Fig. 4. Mechanical dewatering was enhanced through the use of a steam dry zone after the initial dewatering zone. Vacuum pump horsepower was reduced by more than 50% through the use of condensors, and heat recovery was utilized to minimize thermal costs. Thermal drying to 10% moisture by weight was required in both flowsheets. The 0.5 wt% fines in the filtrate were flocculated and recycled to the filter, thus eliminating the belt press and solids mixers. When the three major operating costs (which normally account for 50%-75% of the coal operating costs) of steam, electricity, and flocculants at current prices were calculated, the flowsheets utilizing the Eimco-Extractor had cost savings vs the centrifuge flowsheet of 89¢/t (81o; per st) of surface dry coal. This advantage increases with increasing thermal and electricity prices. I congratulate the authors for the strides made with the screen bowl centrifuge. However, filtration flowsheets continue to be improved and their simplicity and low thermal and electrical requirements should not be so quickly dismissed. ? Reply by N.D. Policow From a technical standpoint, a number of extensive test programs have demonstrated that by raising the feed temperature, mechanical dewatering is enhanced whether it be centrifuges or filters performing the separation. Economic constraints usually become the over-riding issue. If an inexpensive source of thermal energy is available, i.e., waste steam, etc., the approach becomes commercially acceptable. For the specific case of coal slurry pipelines, since the dewatering plants will be located close to power generation stations, the preheating approach becomes especially attractive. The cost comparison shown in Fig. 7, which was prepared by a major West Coast engineering firm, contrasted screen bowl centrifuges and disc filters. In both alternatives, a thermal dryer was specified to produce a contract moisture of the final product. Sizing of the thermal dryer on the screen bowl alternative was substantially smaller than that of the filter, since the screen bowl was credited with a four to six percentage point decrease in product moisture compared to the disc. This comparison was made at ambient temperatures and reflected solely the mechanical dewatering capabilities of the two devices. No preheating of the feed was included in this particular comparison. Early generation screen bowl centrifuges operated under the principle of maximum bulk tonnage throughput. Second and third generation machines have followed the trends dictated by the coal industry calling for higher one-pass recoveries than previously demanded. The current generation of high-speed, long-bowl centrifuges permit recoveries of ultrafine solids directly comparable to commercial filter operation. On typical coal preparation plant feeds with nominal 600 E. an X 0 (28 mesh X 0) clean coal, recovery levels in excess of 99% are now obtained. The material that does escape the centrifuge and reports to the main effluent is typically -10 µm, high ash material. We have documented substantial beneficiation effects in screen bowl centrifuge performance with the cake product containing lower ash levels than the feed. On the referenced pipeline, coal tests performed on Western subbituminous coal, we found that the percentage of -10 µm material in the feed was six to eight times greater than normally encountered on eastern Appalachian seams. Our 45-t/h (50-stph) production centrifuge was never set up to maximize recovery. It was used as part of the two-stage dewatering circuit that had been chosen by designers of the proposed pipeline. Recoveries up to 95% were recorded. With field adjustments, that performance could most certainly have been improved. In contrast, manufacturers of the horizontal belt filter provided a small pilot-scale unit that operated on a side stream at the test facility. Numerous combinations of chemical additions were evaluated to determine those that had the best impact on filter performance. Whereas the screen bowl centrifuges operated without chemical addition, producing a dry, fluffy cake, the belt filter required two stages of chemical addition to attain satisfactory performance and high recovery levels. The Federal Coal Management Program represents the culmination of several years of effort by the Department of the Interior (001) to reformulate the manner in which coal owned by the United States is leased and developed. These efforts began in 1970 with a study by the Bureau of Land Management (BLM), which indicated that unless drastic changes were made in. the federal coal leasing procedures, federal coal lands would be leased almost for the asking while production of coal from those lands had been decreasing. Consequently, informal action was taken in 1971, which resulted in no further leasing being authorized until February, 1973. At that time, a formal moratorium on most coal leasing was established, with exceptions granted only for leases needed to satisfy short-term needs such as maintaining existing mines or supplying reserves for new contracts in the immediate future. This leasing policy embodied a long term objective of developing an entirely new planning system for federal coal leasing, as well as to schedule the preparation of a programmatic impact statement for this new system. As a result of the 1973 moratorium and the ensuing application of short-term criteria, only 10 federal coal leases (covering approximately 30,177 acres) were issued from February, 1973, through January l, 1976.

"A paper called “Global Experience with Soft Ground and Weak Rock Tunneling under Very High Groundwater Heads” was presented at the North American Tunneling 2006 conference (Holzhäuser et.al 2006). It summarized global experience with earth pressure balance (EPB) and slurry shield tunneling on nine projects that encountered groundwater heads ranging from 6 to 11 bar. Since then, additional projects have been completed with groundwater heads ranging from 7 to 15 bar. Of these, the high pressure tunneling experience on the Lake Mead Intake No. 3 project in Nevada and on the Eurasia Tunnel (Istanbul Strait Crossing) had the greatest lengths of tunneling at face pressure over 7 bar. Experience with sustained pressurized face tunneling at groundwater heads over 7 bar and risk management observations are the focus of this paper. INTRODUCTION High groundwater head, particularly at 7 bar or more, is a major challenge when tunnelling in high permeability ground and on drives long enough to require cutter changes. It has a strong impact on design and operation of Tunnel Boring Machines (TBMs) in order to protect the main bearing from contamination, prevent excessive groundwater inflow, ensure face stability and enable access to the cutterhead and excavation chamber for maintenance. During the past 20 years, TBM manufacturers and suppliers have made tremendous improvements that allow tunneling at groundwater pressures to 17 bar or more. The most significant risk with high pressure tunneling is generally that of excavation chamber access and potentially the cutterhead for cutter changes, cutterhead repairs and TBM maintenance. Hyperbaric interventions are possible and safety variances have been approved for saturation dive interventions at pressures as high as 17 bar (Lake Mead Intake No. 3). While high pressure hyperbaric intervention equipment is available and safety approvals can be obtained at many locations, few contractors consider the cost and risk of hyperbaric interventions over 7 bar to be acceptable as the primary means of excavation chamber access. Experience with high pressure tunneling prior to 2006 was summarized in a paper entitled “Global Experience with Soft Ground and Weak Rock Tunneling under Very High Groundwater Heads” (Holzhäuser et.al 2006).
