The U.S. Bureau of Mines develops technology to help ensure that the Nation has an adequate and dependable. supply of minerals at reasonable economic, human, and environmental cost. Our research programs seek improvements for almost every aspect of the mineral production cycle--from evaluating the availability of minerals, removing the ore from the earth, to enhancing the performance of mineral materials. The health and safety of the men and women who work in the Nation's mines and minerals processing plants and the environmental impact of mining and mineral processing are major Bureau research concerns. In recent years, the U.S. mineral industry has found it increasingly difficult to compete for a share of world markets. Many foreign producers benefit from lower production costs and higher grade deposits. Some foreign governments subsidize their mineral industries and impose fewer restrictions with respect to environmental controls and health and safety regulations. If the United States is to compete in world mineral markets, innovative technology must be found to lower the cost of recovering and processing minerals. Mining and mineral processing research by the Bureau identifies ways to help the country maintain a sound, competitive industry and a dependable mineral supply, so vital to economic growth and the national security. This work includes efforts to improve existing techniques and procedures; but more and more of the Bureau's resources are being focused on long-term, high-risk research directed at developing new approaches to mining and mineral activities--approaches like in situ mining. Bureau scientists are studying the mining applications of computer assisted mining and investigating a variety of "high tech" approaches to extractive metallurgy. Such cutting-edge research will be necessary if major advances in health and safety, environmental quality, strategic and critical minerals availability, and overall U.S. competitiveness are to be achieved. It is just such high-risk research that the industry cannot afford to conduct itself, but--in the long run--cannot afford to be without. It is this type of research that will help us arrive at a revolutionary breakthrough rather than small incremental changes in health and safety technology as well as recovery methods. Our mining and mineral processing research is also directed at reducing the Nation's dependence on imports of minerals that have key defense and industrial uses. Some of these strategic and critical minerals are particularly vulnerable to supply disruptions. We are working on technologies that would allow the United States to take advantage of domestic sources of these minerals--sources consisting primarily of deep or low-grade ores, ores with complex mineralogy we do not yet know how to process, and small deposits that are now uneconomical to mine and process. Other research activities focus on ways to reduce the Nation"s consumption of key minerals and increase the recycling of these minerals. The opportunities in this area include coal. The current middle eastern crisis reinforces the need for a stable energy supply--preferably a domestic supply. The extensive reserves of coal in this country are well documented. Perhaps what is not as well recognized is the impact that the price of coal can have on its competitive position both for domestic fuel selection considerations as well as for the ability of this country to compete in the coal export market. Today, the role to the United States is as a reliable, but high-cost exporter of high-quality coal. U.S. export coal competes with supplies from other major suppliers, including Australia, Canada, Poland. If U.S. mining costs were lowered by at least $8 per ton in the year 2000, then coal exports would surge by a projected 46 percent, and U.S steam coal displaces significant quantities of foreign coal imports in Europe. Long extensible conveyor systems are an important option for efficient tunnel excavation where intermediate access is impractical. The conveyor system designed for the Pula Subbaiah Veligonda Tunnel #2 in Andhra Pradesh, India will eventually extend to 19.35km. The Ø10.0m water diversion tunnel will be excavated under India?s largest tiger sanctuary using a Robbins Double Shield TBM. Once extended, the conveyor will be one of the longest single-flight systems ever installed in India, and is expected to offer increased system availability over comparable systems using muck cars. This paper summarizes the weight of epidemiological evidence to evaluate the hypothesis that asbestos exposure is causally associated with increased risk of gastrointestinal (GI) cancers as suggested by Selikoff in an early study of insulation workers. This review looks at populations that develop GI cancers, namely stomach, colorectal, colon and rectal. Guidelines for assessing causality are strength of association, biological gradient and consistency of the associations. Exposure?response (E?R) was evaluated using three methods to estimate exposure. Rate Ratios (RRs) for lung cancer and percent of mesothelioma are used as surrogate measures of asbestos exposure for all the cohorts of exposed workers. Quantitative or semi-quantitative estimates of cumulative exposure to asbestos were also used to assess E?R trends and were compared to E?R trends for lung cancer and mesothelioma in individual studies. Surrogate measures are important since there are few individual studies that have assessed E?R. None of the various methods to estimate asbestos exposure yielded consistent E?R trends and the strength of the associations were consistently weak or non-existent for the four types of GI cancers. The epidemiological evidence detracts from the hypothesis that occupational asbestos exposure increases the risk of stomach, colorectal, colon, and rectal cancer. The Potomac River Tunnel (PRT) is the next major phase of the DC Clean Rivers Program. The design-build PRT project includes a 5.5-mile-long, 18-foot-internaldiameter tunnel, seven shafts, and two underground connections to existing structures. Major challenges include tunnel boring machine (TBM) excavation though mixed-face conditions within a buried paleo-channel and an approximately 1,350-foot-long rock/ soil transition zone; construction beneath the elevated Whitehurst Freeway; tunneling beneath an existing luxury residential building and existing transit tunnels with limited clearance; and complex coordination with a variety of federal, regional, and local stakeholders. This paper describes the overall project scope, geotechnical conditions along the alignment, and primary design/construction challenges and mitigations.

In truth, despite the development and refinement of new and potentially valuable technological tools, the approach or philosophy of the explorationist has received meager attention in professional literature. In many areas, the explorationist relies upon experience, subjective judgement and general intangible inspiration, often traveling together under the misleading pseudonym of "art," in achieving both an exploration plan and in making the myriad day to day decisions necessary to the execution of that plan. Without a solid, objective basis for decisions, exploration under this concept is little more than guesswork largely by intuition, and it is small wonder that many exploration programs flounder in a sea of over-expenditure inefficiency or fail to fulfill their expected goals within the funding which has been provided. From a rational management point of view, such a state of affairs is frustrating and inconsistent with the application of the same scientific principles which are presumed to be the basis for the exploration methods which are used. In 2006, the Mine Improvement and New Emergency Response Act (?2006 MINER Act?), Pub. L. No. 109-236, 120 Stat. 493 (2006) was enacted in a bi-partisan move to strengthen the 1977 Mine Safety and Health Act. This action followed several underground coal mining accidents at the Sago and Aracoma Mines in West Virginia and the Darby Mine in Kentucky. The focus of that legislation was, in part, to force technological development and implementation. It involved the recomposition and training of rescue teams. Requirements for sealing worked out areas of mines were changed when MSHA invoked its Emergency Temporary Standard (?ETS?) authority for the first time in many years. Increased penalty amounts were established for certain types of violations for all types of mining, and minimums were set for unwarrantable failure violations issued under Section 104 (d)(1) and (d)(2); 30 U.S.C. Section 814 (d)(1),(2). The entire 30 C.F.R. Part 100 penalty criteria was revamped in a rulemaking, effective in April 2007. The visions were ambitious and noteworthy and those in industry and government have spent the last four years working through the aftermath of intended and unintended consequences of these changes. The penalty structure arrived at in 2007 has proven unwieldy and has contributed to the increase in contested caseload now before the Federal Mine Safety and Health Review Commission. In essence, litigation under the Mine Act ground to a virtual halt when the number of cases increased but the budget for Administrative Law Judges, who hear the cases, and the Solicitor?s office who represents MSHA, was not increased. Addressing the backlog effectively was one of the major challenges when Joe Main was confirmed as Assistant Secretary in early 2010.

The Slippery Rock Watershed Coalition was organized to restore a 70 km2 portion of the headwaters of the Slippery Rock Watershed in northwest Pennsylvania. Thirteen passive treatment systems have been installed with engineering and funding provided by private industries, county government and the Commonwealth of Pennsylvania. In addition, experimental systems have been installed at the Jennings Environmental Education Center which, in addition to monitoring the systems installed within the watershed, provide an array of educational and research opportunities for secondary, college and university students. The coalition sponsors an annual seminar for students to present the results of their research and field trips for public officials and private citizens to learn how public and private partnerships work together to restore the Slippery Rock Creek watershed.

Compliance with the EPA's emerging Clean Water Act regulations can be challenging. Open pit copper mines in Arizona have found themselves in a tangled web of changing rules, regulations, and guidance documents regarding storm water and process water discharges. Large mining properties must come up to speed on a myriad of issues including the definition of zero discharge, what constitutes a process related spring or seep, and tailings and waste rock Best Management Practices. The example of the Pinto Valley Mine in Arizona is used to illustrate National Pollution Discharge Elimination System regulatory issues.

Mechanical mining is steadily gaining usage in the mining industry. A variety of machines currently finds employment: tunnel boring machines, roadheaders, continuous miners, surface miners, and augers. These machines have advantages compared to drill and blast mining methods, including increased safety, lower cost, uniform muck size, and accurately sized openings. A century of experience with mechanical methods has already paid dividends to the coal industry. Current trends guarantee eventual development of true general-purpose hardrock mechanical mining machines. Mechanical miners will become integrated mining systems and will determine the design of mines, when several significant challenges have been met.

Dimension stone is a natural stone (granite, marble, limestone, sandstone and slate) that can be quarried, cut and shaped to conform to acceptable industry standards for size, consistency and durability. There are numerous outlets for the finished product in exterior and interior architectural and design applications. A continued growth market is with residential usage— particularly in new, upscale construction. This has become a competitive market between domestic producers and lower cost imported products. These imported products have become available at many of the building supply retail outlets and have increased the use of stone in residential construction and renovation. The traditional architectural application of dimension stone is tied to commercial and institutional building construction trends and market. There has been a noticeable increased usage of stone in the Sun Belt. This stone is usually supplied by local fabricating shops. It is used in the exterior and interior of shopping malls. This market generally uses local stone sources. It has increased the demand for sandstone, limestone and quartzite in this region of the country.

Sixteen companies mined fuller’s earth in 11 states during 2004. Production during 2004, based on a preliminary survey of fuller’s earth producers, was 3.96 Mt (4.3million st) valued at $340 million. This compared with3.6 Mt (3.9 million st) during 2003, valued at $346 million. The 3.96 Mt (4.3 million st) probably includes some crude clay tonnage. And production of finished product probably was closer to 3.2 Mt (3.5 million st) in 2004. Georgia was the leading producer state of attapulgite-type fuller’s earth, followed by Florida. Georgia also was the leading producer state for montmorillonite-type fuller’s earth. It was followed, in descending order, by Mississippi, Missouri, Florida, Virginia, Illinois, California, Tennessee, Kansas and Texas.

The size of bubbles plays an important role in flotation. Equations used to calculate the size of bubbles all show the effect of liquid/gas surface tension. However, the surface tension does not change much with frother concentration and experiments conducted using single capillaries (or single-hole spargers) do not reveal any clear effect of the frother concentration on bubble size. The size of bubbles does, however, strongly depend on frother concentration when multi-hole spargers are utilized (or when measured in a flotation cell); at low frother concentrations the bubble size is much larger indicating coalescence as a main mechanism determining the size. Coalescence can be prevented at frother concentrations exceeding the critical coalescence concentration (CCC), which in turn was found to be interrelated with the dynamic foamibility index (DFI).

The four top barite-producing countries in the world are China, India, Morocco and the United States. China is currently the largest exporter of barite followed by India. More than 95 percent of the barite mined today is used by the petroleum industry as driller’s mud. The rest is used in the industrial market and the medical field. Most of the barite mined in the United States is in Nevada. This year, mining activity has increased due to an increase in oil exploration/development. This was caused by an increase in the crude oil prices.

Calcium oxide, with its ability to capture and store carbon dioxide, is emerging to become an important tool in carbon management. Calcium oxide can be used reversibly to capture carbon dioxide in situ and then be regenerated to produce a pure stream of carbon dioxide ready for sequestration; the Zero Emission Coal Alliance technology utilizes this property of calcium oxide to generate emissions-free electric power from coal. The reaction of calcium oxide with carbon dioxide resulting in thermodynamically stable carbonate is well understood; however, the efficiency of this reaction is limited by the diffusion of gases through bulk calcium oxide and through a layer of carbonate formed on the surface. In addition, the regeneration of calcium oxide is an endothermic reaction and is favored at high temperatures. The purpose of this paper is twofold: first, to address the diffusion limitation, a thin layer of calcium oxide, supported on a high surface area material, is studied thermogravimetrically to demonstrate the physical adsorption of carbon dioxide on calcium oxide. The adsorption is to take place at temperatures lower than required to form calcium carbonate.

This paper describes a commercial installation of a sophisticated instrumentation and control system designed to maximize the performance of heavy medium cyclones. Samples of plant feed and its products were collected and analyzed for ash content so that measures of efficiency could be determined for plant operation under (1) manual control and (2) automatic (computer) control. The heavy medium cyclone control strategy and its digital computer implementation are discussed in detail. The sample results are analyzed and the economic benefits of automatic control are discussed. Results from the initial data sets quantify the economic benefits of automatic closed-loop control; viz, increased recovery and reduced clean coal variability have been clearly demonstrated.

Of all the fossil fuels produced in the U. S., coal is by far the most abundant. U. S. reserves amount to an estimated 1.5 trillion tons, 2,500 times the 600 million tons produced in 1970. Although it would not be possible to recover all of this coal economically with current mining technology, a significant portion would be available given the proper circumstances. With existing technology, approximately one-eighth of these reserves is accessible, an amount which would last for several hundred years at the 1970 level of production. On the face of it, this substantial reserve should go a long way in meeting the Nation's energy needs. But coal offers special problems. As additional coal is mined and then burned, there are increased costs to the Nation's land, water, skies, and health. Hence, coal poses a dilemma because of its dual status as one of our most abundant domestic fuels and as one of our major sources of environmental degradation. Against the benefits that would be chalked up in the areas of national security, balance of trade, and economic well-being from the increased use of coal, we must enter on the debit side of the ledger the increased environmental cost. This paper reviews the use of U.S. fossil fuel, the drawbacks of coal as an energy source, the means being developed to overcome these drawbacks, and the background behind the present sulfur emission regulations relative to coal combustion. It also discusses in detail the Federal Environmental Protection Agency's (EPA's) current policies to ensure the continued use of coal as a major source of energy for fossil-fuel fired power plants.

Construction of Flaming Gorge Dam in northeastern Utah necessitated the construction of a new state highway, Utah-260, to provide access to the dam and the town of Dutch John. A 550-foot arch structure was designed to span Cart Creek, about one mile southwest of the dam. The rock exposed at the site is highly fractured quartzitic sandstone with interbedded shale of the Precambrian Uinta Mountain Group. Eight exploratory holes were drilled, four in each abutment area, to determine rock types, the extent of fracturing at depth and rock strength. Drill cores in the west abutment revealed blocks of quartzitic sandstone loosened by the weathering and partial removal of underlying shale beds. The rock in the east abutment area was found to be highly fractured to depths of 70 feet and as far east as 50 feet from the footing locations. Selected core sections were tested for unconfined compressive strength but the values were not considered-representative of the in-situ fractured rock. To prevent movement along or, perpendicular to open fractures, four drilled-in columns were provided at the base of each footing. These extended 50, feet beyond the base of the footing, along the bearing and inclination of the thrust reaction.

Pennsylvania Power & Light Company is an investor-owned public utility which was incorporated under the laws of the Commonwealth of Pennsylvania on June 4, 1920, with general offices at 901 Hamilton Street, Allentown, Pennsylvania. At the present time PP&L is operating five coal-fired steam electric stations, two hydroelectric stations and one steam heat plant which is being converted from anthracite to oil fired. In addition, PP&L is a partner in both the Keystone and Conemaugh mine mouth bituminous coal-fired steam electric stations in Central Pennsylvania and also part owner of a company which operates another hydroelectric station. PP&L plants, other than the two mine mouth stations, are located in Central Eastern Pennsylvania. (Figure 1) The company derives about 99% of its operating revenues from supplying electric service, while the balance is from the one steam heat plant serving the city of Harrisburg. The entire service area covering 10,000 square miles in 29 counties, has a population of approximately 2,300,000 people. The area served is mostly suburban. It includes 109 communities each having a population in excess of 5,000 people. The largest cities served are Allentown, Bethlehem, Harrisburg, Hazleton, Lancaster, Scranton, Wilkes-Barre, and Williamsport which range from 50,000 - 120,000 in population. So you see our service area does not include any major cities. The area has industrial, commercial, residential, agricultural and recreational activities that are linked with the Eastern Megalopolis by an extensive interstate limited-access highway system and railroad networks. We consider this Central Eastern Pennsylvania area we serve as the "heart of the market" -- an area with great growth potential.

For the second time in four years, the coal industry was brought to the forefront of the nation’s consciousness in 2006, as two separate events unfolded which involved coal miners trapped underground. Unfortunately, the tragic results of the 2006 incidents were not the same as in 2002 when the trapped miners were all successfully rescued. In January, two different incidents, both in West Virginia, focused the public’s attention on the dangers that miners face on a daily basis. As a result of these unfortunate events new legislation requiring improvement in safety in underground mines passed both at the federal and state level. In 2006, a total of 47 miners died on the job, matching the total number that occurred in 1995, and more than double the 22 killed in 2005. Notwithstanding those tragic events, coal production in the United States reached another record level in 2006, ending the year at 1.05 Gt (1,161.4 million st) according to preliminary data from the U.S. Energy Information Administration (Table 1). Production in 2006 was 27.1 Mt (29.9 million st) higher than the prior record set in 2005 of 1.03 Gt (1,131.5 million st). Although coal production rose in 2006, U.S. total coal consumption actually declined for the year. Coal consumption decreased in the electric power sector by 1.1 percent, while coking coal consumption decreased slightly. Only the other industrial sector had higher coal consumption in 2006, increasing by 0.3 percent. (Note: All percentage change calculations are done at the short tons level.) U.S. coal exports declined slightly in 2006, while coal imports again reached a record level. The excess production over consumption allowed total coal stocks to increase significantly during the year, as electric generators rebuilt their stockpiles that had fallen substantially in 2005 because of missed shipments in the second half of that year.

The Bureau of Mines has studied the problem of cracking in residential structure walls from vibrations produced by blasting in surface mines. Direct observations were made of blasting damage consisting primarily of cosmetic cracking in plaster and gypsum board walls. Measurements of structure response and also application of the response spectra analysis single-degree-of-freedom model were used to quantify the frequency dependence of the safe level criteria. An overall summary analysis was performed using the new Bureau of Mines damage observations and data obtained from nine previous studies, including the three analyzed earlier by the BuMines for Bulletin 656, published in 1971. Separate analysis of the high- and low-frequency damage cases, structural response, and two types of construction resulted in the establishment of safe vibration levels ranging from 12 mm/sec to 50 mm/sec (0.5 in/sec to 2.0 in/sec).
