Introduction Ontario's diverse industrial mineral resource base includes structural minerals such as sand and gravel, crushed stone, building stone, clay, shale, limestone, and dolostone. These resources are used to produce aggregates, brick, metallurgical stone, fillers, cement, lime, and other construction materials. The majority of the operations are in deposits of Palezoic and Quaternary age in southern Ontario, close to the major markets. Province-wide, there were more than 140 Mt (154 million st) of aggregates produced in 1985. About 115 Mt (128 million st) of that was produced in southern Ontario with the rest being largely from Crown land in northern Ontario. Structural industrial minerals account for more than 80% of the value of total industrial mineral production. The remaining 20% is accounted for by the nonstructural minerals, such as salt, which is produced in the southwestern part of the province. A host of other nonstructural industrial minerals are known. Production, though, is currently restricted to calcite, gypsum, quartz, talc, nepheline syenite, and byproduct metallurgical sulfur products (Fig. 1). Major production is close to the large markets of urbanized southern Ontario and the northeastern and northcentral US. With an abundant variety of industrial mineral resources and the large population within 650 km (400 miles) of most deposits, the market offers great potential. Ontario's nine million people accounted for about 35% of Canada's entire $476.3 billion gross domestic product in 1985. This equates to about one-third of the nation's buying power being within a 200-km (125-mile) radius of Toronto. This major concentration of industrial and economic activity has resulted in a well-developed industrial minerals industry that fulfills most of the structural industrial minerals demand in Ontario. Nonstructural industrial minerals are similarly well placed to compete in this high demand area. Although Ontario manufacturers still import some of these materials, Ontario products are achieving significant market share. And, they serve the needs of neighboring provinces and states. Present production and trends Ontario has traditionally produced significant amounts of industrial minerals. This produc¬tion had a value of $956 million in 1984 (Table 1). Structural materials production in 1985 and 1986 approached or exceeded levels not seen since the early 1970s. Many new products have been developed using these raw materials. Latin America is in the path of economic growth characterized by increased privatization, joint-venture projects, and reduced trade barriers. Privatization is changing the industrial operating mode from Government-owned/Government-operated to a privately-owned/government-regulated regime. The establishment of joint ventures, such as in construction and management of infrastructure, energy and mining projects, and deregulated industries (electricity/gas/ telecommunications), is now a common practice in the region. These changes, coupled with the growing awareness of environmental protection issues, have led to a sincere effort on the part of the countries of Latin America to establish reasonable environmental regulations and controls (RERCs) for all industries, including mining and energy, for the benefit of present and future generations. However, RERCs require further consideration of many factors with respect to environmental, geologic, economic, and social impacts in the region. The process must find a balance between the need to sustain profitable operations and the need to adequately protect the environment. While striving to find a balance between continued industrial profitability and environmental protection, the RERCs must be scientifically sound, pragmatic, flexible, and enforceable. There has been worldwide attention focused on the environment, and international symposia have been held on such issues as global warming, water pollution, air pollution, and hazardous wastes. Organizations such as the United Nations (UN) and the Organization of American States have performed rather extensive studies on the environment for various industries and activities, and have developed some broad general plans to address environmental concerns. This technical information is available for the asking, and should be considered a starting point for countries embarking on the passage and enforcement of their own RERCs.

According to the U.S Department of Energy (DOE), mineral processing activities including comminution (size reduction) uses 4% of the world electrical energy consumption. Such numbers reinforce the need to invest in energy savings initiatives in order to produce more using less. ENERGY EFFICIENCY OPPORTUNITIES AND CHALLENGES IN MINING OPERATIONS In addition, DOE, in its Mining Industry Energy Bandwidth Study, has identified huge potential for energy savings for the coal, metals and mineral industries. Even knowing the overall causes of energy waste and some potential tools for remediation, mining companies may struggle to apply such tools and get the desired results due to the following reasons: ? Limited staff ? Lack of accurate economic and investment analysis to justify energy savings projects ? Lack of knowledge to identify low or no-cost savings opportunities ? Internal competition for resources According to the workforce and talent management experts, the Talent Strategy Advisors, the demand for mining engineers is expected to exceed supply by 30% by 2013. Mining personnel are likely to be burdened with increasing and varied workloads with limited training. This will result in the need for automated and simple tools to support energy efficiency activities. Mining engineers will simply not have the time and resources to create such tools, collect and analyze the data to make decisions, and track results.

If you are contemplating starting a small coal mining operation there is a good possi¬bility that you can not afford it. If you, have already started, you may be on the road to bankruptcy. If you are a small but well established operator you may be trading dollars, or even dissipating your capital, equipment and other assets. A bleak outlook? Yes! Meant to be discouraging? No! Just a reminder that, with todays costs of doing business, high interest rates, rapidly increasing costs and decreasing sales prices, a small businessman/miner had best watch closely or he will be mired in something worse than a soft bottom - namely a cash and credit shortage, and in too many instances In recent times, bankruptcy. We will not dwell on what happens once you are that far gone, though I could cite a good example. But, let us look at what should be done to avoid such a catastrophe.

Past research showed that bituminous coal dust remains dry and dispersible in the presence of moisture. Rock dust must disperse with the coal dust to effectively inert a propagating coal dust explosion. Non-treated rock dust readily absorbs moisture, limiting its dispersibility, while anti-caking treated rock dusts can remain dry. The National Institute for Occupational Safety and Health contracted the Central Mining Institute in Poland to conduct large-scale testing in their Experimental Mine Barbara to determine if a treated rock dust can be as effective as non-treated rock dust in attenuating or quenching coal dust explosions under the same experimental conditions. INTRODUCTION One of the goals of the National Institute for Occupational Safety and Health (NIOSH) is to conduct research to reduce the risk of mine disasters and provide workplace solutions to reduce the risks associated with accumulations of combustible and explosible materials; the most common form of which is the generation of coal dust during the mining process and its subsequent distribution downwind. Dispersible rock dust is a primary defense for preventing coal dust explosion propagation in underground coal mines, and its properties are defined in 30 CFR 75.2. “Pulverized limestone, dolomite, gypsum, anhydrite, shale, adobe, or other inert material, preferably light colored, 100 percent of which will pass through a sieve having 20 meshes per linear inch and 70 percent or more of which will pass through a sieve having 200 meshes per linear inch; the particles of which when wetted and dried will not cohere to form a cake which will not be dispersed into separate particles by a light blast of air; and which does not contain more than 5 percent combustible matter or more than a total of 4 percent free and combined silica (SiO2), or, where the Secretary finds that such silica concentrations are not available, which does not contain more than 5 percent of free and combined silica.” An earlier NIOSH investigation of rock dust revealed two significant concerns with the supply of rock dust to U.S. coal mines: 1) insufficient particles <200 mesh (75 μm) and 2) all rock dusts when wetted and dried formed cakes and were not easily dispersed with a light blast of air (1). Past research by the U.S. Bureau of Mines and others showed that bituminous coal dust remains dry and dispersible in the presence of moisture (2). Rock dust must also be dispersible in concert with the coal dust to effectively inert a propagating coal dust explosion (3, 4, 5, 6). Non-treated rock dust, however, readily absorbs moisture, limiting its dispersibility, while a rock dust treated with long-chain fatty acids (such as stearic acid) can remain dry and dispersible. Stearin-treated rock dust has been used in British coal mines (7) and is commonly used in Polish coal mines.

Editor&apos;s Note: For purposes of uniformity throughout this book, Coal Preparation, 5th Edition, the editors have advocated the use of the U.S.A. Sieve Series of testing sieves (see Table 6-2) as the testing sieves of modem choice. The adoption and use of the U.S.A. Sieve Series and its forerunner, the Tyler Standard Screen Scale, has for over seventy-five years introduced uniformity into reports; has simplified the comparison of results; and has provided control for operation of modem coal preparation circuits. While a full explanation of the differences, and more importantly the similarities of these two measuring systems cannot be stated here, it is felt that a brief clarification of terms is in order. The difference between the U.S.A. Sieve Series and the Tyler Standard Screen Scale Sieve Series is the identification method. Tyler Screen Scale sieves are identified by mesh designation with the width of opening varying by the square root of two, or 1.414 times the width of opening in the previous sieve. The U.S.A. Sieves are identified by openings in millimeters or microns and also arbitrary numbers which do not necessarily mean the mesh count; this series uses width of opening variations in the order of approximately the ratio of the fourth root of two, or 1.189. Tyler Standard Screen Scale and U.S.A. Sieves can be used interchangeably, and to avoid confusion the nameplate of all Tyler Screen Scale sieves show the U.S.A. Number, while all U.S.A. Sieves show Tyler Screen Scale mesh equivalent numbers on the nameplate. INTRODUCTION Sizing is the process of separating mixed mineral particles into groups of particles all of the same size, or into groups in which all particles range between definite maximum and minimum sizes. This chapter applies the modem mechanical screen and the liquid-solid cyclone (hydrocyclone) to the process of sizing solid particles as applied to coal preparation. Screening is a mechanical process that separates particles by size. Modem coal preparation is made possible by efficient sizing. Sizing of coal is defined in terms of the opening through which an individual particle will or will not pass, or as two openings, the larger of which passes the particle and the smaller of which retains the particle. Screening accomplishes sizing by passing coal of a wide range of sizes through a series of screens, each of a decreasing size. The individual screen discharges are then directed into different screen products for subsequent sale or processing. Screening in modem preparation plants is done for the following reasons: 1. Removal of fine coal before a size reduction step. 2. Size separation of the coal into a coarse and fine fraction for sized products or for processing in coarse and fine coal circuits. 3. Recovery of heavy media from heavy media coal cleaning circuits.

The Azores islands are located on a triple junction where the American, African (AFR), and Euroasian (EUR) plates meet. The Mid-Atlantic Ridge (MAR), oriented N-S, represents two branches of the T; an E-W branch defines the EUR/AFR boundary called the Terceira Rift. The nature and structure of this plate boundary, as well as the dynamics of the interaction of tectonics and volcanism remain unconstrained. The Azores plateau is seated on a mantle domain of anomalously low seismic S-wave velocities, and gravity and geoid anomalies, where the apparent thick crust is thought to relate to larger degrees of melting initiated at greater depths [1]. The cause of these anomalies is controversial but many authors consider the presence of an anomalously hot/wet enriched mantle probably supplied by a plume [2]. The geochemistry of the subaerial and most submarine lavas from the plateau reinforces the plume model beneath the Azores [3-4]. The origin, size and present location of the plume is under debate but an area near Terceira is the favoured plume centre [5]. [ ] SEAFLOOR HYDROTHERMAL SYSTEMS IN THE AZORES AREA (36ºN ? 40ºN) More than 150 active and fossil hydrothermal systems are known in the oceanic seafloor [6]. For many years, the combined efforts of machinery manufacturers and mine operators have endeavored to achieve greater productivity from the men involved and the machinery and capital invested, by developing methods to drill blast holes more effectively. Obviously, this means much more than simply developing a drill that will drill a single hole faster. Considerable attention over these years has also been given to methods of carrying and positioning the drilling machine on versatile jumbos, whereby the man&apos;s time can he better utilized by the faster drilling machines. Likewise, the art of blasting to utilize the holes that were drilled to achieve the maximum amount of fragmented ore and the methods of moving the broken ore have also progressed. But each phase of the production cycle just described must be made to balance with the other phases of the work. Obviously, major breakthroughs in only one phase don&apos;t always generate more "rock in the box" per manshift. Yet, through the persistent effort of the machinery developers and the researchers, the progressive attitudes of mine managers, backed by corporate capital investments, and battle after battle at the operating level, progress is made. Then, if the innovated system is good enough to "stick", in a few years it becomes the system that the newer method must replace, after the same repeated struggle. This is the situation that many mine operators find themselves in today, Looking at their production cycle, which is assumed to be efficient and balanced between drilling, blasting and materials moving capabilities, they tend to guard any visable disruption of the balance of that day&apos;s production, and many would prefer to maintain the status quo indefinitely. The U.S. cement industry experienced its best year ever during 2004 in terms of production and shipments of cement. Clinker, portland and masonry cements production and shipments were up considerably. Clinker production as reported to the U.S. Geological Survey (USGS) was 87.75 Mt (96.73 million st), an increase of 5.4 percent. Gray and white portland cement production from domestic and imported clinker was estimated to be 91.6 Mt (101 million st), up 5 Mt (5.5 million st) from 2003.

Having passed through the worst of times for industrial minerals demand, there are signs that the best of times lie ahead. If the downturn was the result of unsustainable economic policy, the path forward has everything to do with sustain-ably meeting the demands of more people enjoying higher standards of living than ever before. Minerals producers must be poised to understand and meet their requirements well into the next decade. Successfully marketing industrial minerals - the building blocks of a growing and increasingly urban world population - will depend on producers? ability to respond nimbly to a rapidly changing and regionally evolving macroeconomic environment. A renewed focus on energy conservation, sustainable agriculture and building practices and consumer demand for products with a smaller environmental footprint will drive product and market segmentation strategies. These trends will not only shape the way industrial minerals producers do business, but also the type of skills and people they will require to run those businesses.

The No. 10 metro line of Shanghai city is 36 kilometers in length and will pass through the operating airport runway by using tunnel boring machine with earth pres-sure balance mode. Although there are examples through world that tunnels pass through airport runway and tunnelling underground is not a difficult undertaking technically, there is rare experience in China for the similar projects especially in Shanghai saturated soft soil region. Shanghai soft earth is famous for its high compressibility, high rate of water content, weakness in strength, large deformation and different characteristics in earth strata. Besides, the whole construction process will be under ultra-large airplane dynamic load on the surface ground over the tunnel, which increases the risks of construction process. This paper evaluates the feasibility of building the metro tunnel under such an extremely serious condition, especially the subsidence of ground surface caused by advancing of tunnel boring machine, which also is the most important control target for the safe operating of the runway. Furthermore, this paper discusses the effective measures to keep the settlements in the permissible level during the whole working period for the tunnel from aspects of plan, design and construction.

Surface coal mining productivity in the U.S. and Illinois has shown a general declining trend since 1969. The U.S. Department of Energy conducted an analysis in 1980 of the causes of declining productivity in different states. This paper presents a detailed analysis of changes in overall productivity and productivity in different functions such as overburden preparation, overburden stripping, reclamation, coal handling, etc. during the period 1970-1982. Statistical analysys techniques including multiple regression were utilized in the study.

The eastern U.S. contains vast reserves of thin seam coal deposits, particularly in the Appalachian mountain region. These typical 355 to 710 mm thick reserves are difficult or uneconomical to recover with present technology. The U.S. Bureau of Mines is developing technology that would allow nearly 100% recovery of thin seams in these mountaintop regions. This paper details the research that has been conducted on these new techniques and presents results of testing on a cross-ridge full-scale physical model.

The Basalt Waste Isolation Project of the U.S. Department of Energy is a part of the National Was re Terminal Storage Program. Its mission is to assess the feasibility of siting a nuclear waste repository in the basalt formations which underlie the Hanford Site of the U.S. Department of Energy. The progress in all program areas is summarized in this paper. Activities conducted to date have led to the identification of possible repository candidate sites within the Hanford Site.

I appreciate very much the invitation to speak with you and the opportunity of bringing you messages from both the Secretary of the Department of Health and Human Services and the Assistant Secretary for Health/Acting Surgeon General of the U.S. Public Health Service. I would like to take this opportunity to congratulate you (the organizers of this Conference) on identifying the critical issues in the field and assembling such a broad array of experts to address them. I would like to present a brief view of the emerging framework for health that puts into perspective some of the aspirations of the Administration and to highlight several points with regard to prevention and occupational health. The goals are: 1. To improve the overall health status of our people. (This has been and will remain the National policy regarding health.); 2. To engage the Nation in the important effort of enhancing public health. (This is not reserved exclusively for the activity of the Federal Government or for State Governments. Public health has to be a cooperative effort that brings together all of the people engaged in the process of serving the people.); and 3. To pledge that health care will not be priced out of anyone&apos;s reach because of inflation. (It is clear that there are major tasks of bringing about economic recovery in our country. One aspect of this effort is to guard against the cost of health care not being allowed to rise beyond the reach of persons who need that care.) "How will these goals be achieved and what must change in the delivery of health and medical care in our society?" There are a number of real issues as well as perceptions that adversely affect the attainment of these goals: First, The cost of medical care is soaring and the public, industry unions and other elements of our society are becoming concerned. (They recognize the problem and are demanding a solution.); Second, There is a growing concern about the priorities that have been set. (For example, the evidence that preventive interventions are the most effective approach is overwhelming, yet medicine has not yet given that a high priority.); and Third, There is the perception that physicians do too much to too many people at too great a cost and that too much and too costly technologies are used. In view of the perceptions, we all must accept some changes and the challenges that needed changes will bring. A month before the new budget went to Congress, President Reagan went on nationwide television and told the American people that, "It is time to recognize that we have come to a turning point and we are threatened with an economic calamity of tremendous proportion and the [old business as usual treatment can&apos;t save us. Together we must chart a new course]." Now eight months down the road from this and a long Spring and Summer of discussion both within the Executive Branch and in the Congress, many plans and programs and concepts have emerged. The new course has been charted and the turning point has been made. Business as usual has been put aside and the Administration&apos;s leadership has been stretched and tested in putting forth a better approach with the reality that money is tight and that old habits of delivering care are difficult to change. The Congress has now given us a look at a new health budget that takes into account some of the harsh economic realities and that does make allowances for the persistence of familiar behavior. Against this background, it is now possible to begin addressing ways to provide health services to people at a price the Nation can afford to pay. There are without question difficult decisions involved but the Administration is committed to supporting and improving health care in America. It has been the President&apos;s contention that one of the principal causes of the inflationary spiral in the country was the steady and indefensible growth of the Federal budget. The problem stems from the fact that we have been living well, but beyond our means for nearly 30 years. Now we are discovering that there is a bottom to the barrel after all. It is possible for our society to run out of things like energy (oil), water or money. The health bills must be paid -- by Government, by insurance, by parents or by someone. The Republic of Botswana, one of the newer countries of southern Africa, attained independence on September 30, 1966. It covers an area of about 225,000 square miles (582,000 square kilometers) which makes it slightly larger than France, or slightly smaller than Texas. It is bounded by Zimbabwe, the Republic of South Africa and Namibia, including the Caprivi Strip. Angola and Zambia are close neighbors. (Map 1). Botswana lies at the center of the southern African plateau at a mean elevation of 3,300 feet (1,000 m). It is a natural habitat for most species of African fauna. The rolling sands and extensive grasslands of the Kalahari Desert cover the southwest. The climate is sub- tropical. Summers, although tempered by north- easterly breezes, are hot, but mean maximum temperature seldom rises above 100°F (38°C). Winters are dry with wide temperature variations, which often give rise to frosts.

With the growing dependence on coal as an energy source, finding a means to prevent or reduce the freezing of coal during winter shipment has become increasingly important. Several chemical companies focused on this problem and applied chemical technology to develop suitable solutions. As a result, a number of freeze conditioning agents have been introduced in the past few years, several of which have been highly effective in controlling frozen coal. The efficacy of these chemicals has been well established, however many users have found that only a well defined program will produce acceptable results at a reasonable cost. Positive program results yielding recognizable benefits have caused many power generating and coking plants to consider freeze conditioning agents. A freeze conditioning agent (or FCA) has been defined as a multi-component organic liquid designed to be sprayed on coal particles at bulk shipping points to assure that receiving locations will be able to unload, store and use the treated coal with minimum delay or inconvenience. The chemicals are generally applied at rates of 1 to 2 pints (0.473 to 0.946 liters) per ton and normally function by changing the crystalline structure of water left on the coal during processing. The bond strength of the ice that may subsequently form is markedly reduced. Instead of freezing into solid, unmanageable masses, the coal can be easily unloaded by rotary dumping or the opening of hopper car doors.

The present U.S. production of bromine is from inland brines located in Arkansas and Michigan. The most concentrated domestic brines (up to 5,000 ppm bromide)are situated in Arkansas. Less concentrated brines(about 2,500 ppm bromide) are located in Michigan. The amount of bromine sold or used in the United States came from three companies operating in those two states. Its value was $191 million. In 2004, the estimated U.S. bromine production was 222 kt (244,000 st). That compared with 216 kt (238,000st) produced in 2003.
